    Nigeria mandates oil companies to sell to local refineries

    The Nigerian Upstream Petroleum Regulatory Commission (NUPRC), on behalf of the federal government, has introduced new regulations mandating oil producers to prioritize selling crude oil to local refineries.

    This strategic move aims to lessen the country’s reliance on imported refined products.

    Under the new regulations, all oil companies operating in Nigeria are obligated to supply crude to domestic refineries that cannot source it locally. Only after fulfilling these domestic supply obligations are producers allowed to export crude.

    In cases where agreements on crude supply cannot be reached directly between local refiners and producers, the NUPRC will act as an intermediary. It will facilitate the arrangement of a sales purchase agreement based on a willing-buyer, willing-seller model.

    Payments for crude supplied to domestic refiners can be made in either dollars, naira, or a combination of both, as outlined in the regulations.

    The implementation of the Domestic Crude Oil Supply Obligation initiative is scheduled for the second half of the year. However, the specific quantity of crude each refinery is required to procure has yet to be determined.

He emphasized that the recent setbacks and obstacles encountered in the government’s debt restructuring efforts serve as indicators of the expected economic turbulence.

    Addressing a press briefing convened by the Grand Coalition in Accra on Monday, April 15, the former Board Chair of GRA urged Ghana’s economic policymakers and political leaders to prioritize the implementation of pragmatic and enduring policies aimed at stabilizing the economy.

    “The reality is that the economic crisis we are in is going to be with us for some time, because if you look at the domestic debt exchange programme, most of it has been delayed till 2027, 2028.

    “I wish that I will be hearing from those who want to be heads of state and their campaigning — not their grand ideas, how they are going to see us through so that we reach a stage where we have a sustainable development outcome. In other words, we need in this nation, a three-staged agenda for resolving the crisis,” Professor Adei is quoted by citinewsroom.com to have said.

    He continued to explain that “The second one is laying what we economists call the preconditions of development, what will propel us from thereafter, and then a long-term vision of the Ghana we want to be at least by 2057.”

    Cocoa futures surged by up to 2.7% to reach a new intraday high of $10,760 per ton in New York, signaling continued pressure on global supplies.

    New York prices have climbed for seven consecutive sessions, marking the longest upward trend since early February. Adverse weather conditions and crop diseases have severely impacted harvests in the key West African growing region.

    Bloomberg reported on Monday that cocoa arrivals at ports in the top producer, Ivory Coast, have dropped by 30% compared to the previous year, totaling 1.31 million tons so far this season.

    The cocoa market’s volatility has been exacerbated by increasing margin calls and declining open interest, resulting in more pronounced market fluctuations.

    Analysts from Citi Research suggested in a note on Friday that New York futures could potentially reach $12,500 per ton within the next three months. However, they also cautioned that elevated prices pose a risk of bankruptcies over the next six to 12 months.

    Cliff Shelton, an economist at AgAmerica, a lender to the agriculture industry, mentioned that while processing plants being priced out of the market might alleviate some demand-related issues, uncertainties persist regarding the supply outlook. Weather-related challenges and crop diseases continue to hinder production.

    “There’s undoubtedly room for futures prices to push even higher, especially for near-expiring contracts,” Shelton said. “Traders are jumping at opportunities to purchase at spot rates or near-term futures to have more accessibility to supply in hopes of fulfilling commitments to chocolate firms. With early reports of production being lower than expected, the upward price movement will likely continue.”

    Power outages not caused by faults from transformers – PURC debunk claims by ECG

    According to the Public Utility Regulatory Commission (PURC), the Electricity Company of Ghana (ECG) has inaccurately attributed power outages during peak hours to transformer faults.

    In March, PURC requested data from ECG concerning all transformers and power outages nationwide.

    After analyzing the data provided by ECG, PURC has determined that only 3 out of the 647 outage incidents between 7pm and 11pm from January to March 18, 2024, were actually due to transformer overload.

    “Analysis of the data submitted showed that out of 715 transformer details submitted, 31 were loaded less than 70%, 595 were loaded between 70-100% and 89 were loaded above 100%,” portions of the update read.

    “The data submitted by ECG was further compared to the total outage data provided by ECG for the period January to March 18, 2024. The Commission established that 647 outage incidents occurred between 7 pm and 11 pm. Of these 647 outage incidents, only 3 were planned outages relating to transformers. The analyses showed that the majority of the outages between 7 pm to 11 pm were as a result of load management operations by GRIDCo and faults unrelated to overloaded transformers,” it added.

    “ECG’s attribution of the outages between 7 pm and 11 pm to transformer overload was therefore not factually accurate,” PURC concluded.

    PURC also reports that there were 4,142 outages to consumers within ECG’s operational areas between January and March 2024.

    Out of this total, 165, which accounts for 3.98% of the outages, were planned by ECG.

    Further analysis by PURC revealed that out of the 165 planned outages, 40 were accompanied by public notices. However, there were no notices for the remaining 125 outages, with an additional 38 of the 40 notices not meeting the required three-day statutory notice as outlined in Regulation 39 of L.I. 2413.

    This indicates that in 163 instances of planned outages, ECG did not adhere to legal requirements.

    Consequently, PURC has imposed fines totaling Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis on ECG board members for their failure to provide the mandated three-day statutory notices to customers during 163 planned outages this year.

    Today, April 16, 2024, the Bank of Ghana’s interbank forex rates reveal that the Ghana Cedi is valued against the US Dollar at 12.9907 for buying and 13.0037 for selling.

    In Accra’s Forex bureaus, the USD is traded at 13.35 for buying and 13.65 for selling.

    Against the Pound Sterling, the Cedi stands at 16.1942 for buying and 16.2117 for selling, while in Accra’s Forex bureaus, it’s bought at 16.45 and sold at 16.95.

    For the Euro, the Cedi’s rates are 13.8270 for buying and 13.8420 for selling, while in Accra’s Forex bureaus, it’s bought at 14.00 and sold at 14.50.

    The South African Rand trades at 0.6854 for buying and 0.6855 for selling, but in Accra’s Forex bureaus, it’s bought at 0.40 and sold at 1.10.

    The Nigerian Naira’s rates are 88.4821 for buying and 89.2485 for selling, but in Accra’s Forex bureaus, it’s bought at 9.00 Naira for every 1 Cedi and sold at 14.00.

    Regarding the CFA, it trades at 47.3889 for buying and 47.4403 for selling, yet in Accra’s Forex bureaus, it’s bought at 20.50 CFA for every 1 Cedi and sold at 22.50 CFA for every 1 Cedi.

    This is not a failure but an ongoing process – Amin Adam on Ghana’s debt restructuring snag

    Finance Minister Mohammed Amin Adam announced that the IMF will conduct the second review of Ghana’s $3 billion IMF program from April 2 to 12, 2024.

    Ghana has made “significant progress” in debt-restructuring talks. The recent setback in its eurobonds will be resolved in further discussions with bondholders, according to Finance Minister Mohammed Amin Adam.

    Negotiations in mid-March led to an interim agreement last week with international investors holding around 40% of Ghana’s $13 billion defaulted eurobonds. However, Adam admitted in an interview that the agreement slightly violates the IMF’s debt sustainability guidelines.

    “This is not a failure but an ongoing process to arrive at an agreement consistent with debt thresholds” under the IMF’s debt sustainability analysis, or DSA, Adam said. The government will “regroup with our bondholders to continue to tweak the terms until we have final terms that work for all parties,” he said.

    Ghana’s eurobonds plunged by the most since Dec. 2022, with notes due in June 2035 falling as much as 3 cents to 47.55 cents on the dollar before paring the decline.

     The IMF said in a statement that the “working scenario” presented by the government of Ghana “is not in line with program parameters.” 

    “The IMF will continue to support the ongoing restructuring negotiations between the authorities and their external commercial creditors with the view to reach an agreement that is consistent with program parameters,” the lender said.

    The recent update provided additional insight into the general framework of the eurobond restructuring. However, according to Samir Gadio, head of Africa strategy at Standard Chartered Plc, the terms of the agreement would need to be adjusted to align with IMF requirements. Gadio noted that bond prices are currently approaching levels indicative of recovery as proposed in the restructuring plan.

    As part of the restructuring, international bondholders have agreed to a 33% effective nominal haircut, as outlined in one of the two options provided.

    Above Target

    To achieve its IMF target, Ghana’s $77 billion economy aims to reduce its debt to 55% of gross domestic product by 2028. This contrasts with the previously projected burden of 109% before Ghana initiated its restructuring efforts. However, the current agreement with bondholders would result in debt levels slightly exceeding the target.

    Ghana’s economy performed better than anticipated by the IMF, growing by 2.9% in 2023, surpassing the initial IMF target of 1.5%. Consequently, Finance Minister Adam stated that a revised Debt Sustainability Analysis (DSA) would accommodate the bondholder agreement.

    About a year ago, Ghana commenced efforts to restructure its debt as part of an arrangement with the International Monetary Fund. In January, Ghana reached a preliminary agreement with bilateral creditors to restructure $5.4 billion of obligations under the Group of 20 Common Framework for Debt Treatment. This agreement set the stage for restructuring eurobond debt.

    A former NPP flagbearer hopeful, Kwadwo Nsafoah Poku, said President Akufo-Addo can rename the AMERI Plant.

    NDC members criticize President Akufo-Addo for wanting to rename it Kumasi 1 Thermal Power Plant.

    Nsafoah Poku, head of Dr Bawumia’s Manifesto Sub-Committee on Energy, disagrees with NDC.

    He says using the name AMERI for the plant was wrong.

    Nsafoah Poku claims AMERI played only a small role and did illegal things.

    “The full name is Africa and Middle East Resource Investment (AMERI). They signed an agreement to sell ten (10) 25 MW GE TM2500 gas-fired turbines to Ghana for $510 million. These 10 GE TM2500 turbines could have been bought directly from the company General Electric (GE) for $220 million at the time (2015). By going through a middleman and paying over 5 years, Ghana overpaid $290 million.

    “At the time, the Ameri company had a fake office address in Dubai, and their website was put up just 2 months before they signed the agreement, according to the Norwegian newspaper Verdens Gang (VG). The director who signed the agreement with the deputy Attorney General, Hon. Dominic Ayine, is Mr. Umar Farooq Zahoor, an international fraudster with arrest warrants issued by Interpol and the Oslo police,” he wrote.

    The former NPP flagbearer hopeful added, “The Ameri company only played a middleman role in the acquisition of the 250 MW GE plants. The company that owned the 10 GE TM2500 turbines was a Greek EPC company called METKA, which is owned by Mytilineos Group. On 17th September 2015, METKA issued a press release in Athens stating that they would be providing Ghana with ten new gas turbines manufactured by GE. They put the cost of the transaction at $350 million. Ameri, being the middleman, walked away with $160 million in free money.”

    He also said that the government of Ghana now, through companies operated by the VRA, owns the plant and there is no need for its name to remain as AMERI.

    “The ten gas turbines are owned by Ghana and operated by VRA, so why should they be called Ameri? Ameri in Ghana stands for fraud, rent-seeking, and corruption. The NDC can keep that name. I believe they should instead express gratitude to VRA for the rebranding. We are still waiting for innovative ideas on why the NDC wants to come back to power.”

    I am baffled by the latest claim made by the NDC that the government is deceiving Ghanaians by renaming the Ameri plants K1TPP (Kumasi 1 Thermal Power Plant).

    The NDC should be happy that the government is finally removing the name Ameri. Let me remind Ghanaians what AMERI is;

    Today, the NDC is not ashamed to remind Ghanaians of this bad deal. They want President Mahama to be given credit. Yes, we will give credit where it is due, but also credit for a very bad transaction that cost Ghana USD $160 million.

    The ten gas turbines are owned by Ghana and operated by VRA, so why should they be called Ameri? Ameri in Ghana stands for fraud, rent-seeking, and corruption. The NDC can keep that name. I believe they should instead express gratitude to VRA for the rebranding. We are still waiting for innovative ideas on why the NDC wants to come back to power ????.

    Addressing regional and constituency executives, along with other NDC members in the Upper East Region, Prof. Naana Jane Opoku-Agyemang stressed the importance of not assuming victory prematurely, despite positive indicators favoring the National Democratic Congress (NDC) in the polls.

    Her remarks came following her representation of NDC Flagbearer John Dramani Mahama at the funeral service of the late Mark Owen Woyongo, a former Minister of the Interior, in Navrongo.

    During the meeting, Prof Naana Jane told the NDC members to “eschew any notion of having won the elections already. I urged us all to rather keep the work going steadily and diligently along the entire chain of the electoral process, until the results have been declared.”

    Among the attendees were former and current Members of Parliament, as well as regional, constituency, and branch executives, along with supporters of the NDC.

    A concerned group at the University of Cape Coast is urging the government to promptly investigate alleged unauthorized spending by Vice-Chancellor Professor Johnson Nyarko Boampong.

    The group, preferring to remain anonymous, also demands full transparency regarding the Vice-Chancellor’s questionable expenditures.

    “We will not tolerate the misuse of funds that undermines our shared mission of education and research,” it said in a statement copied to the Ghana News Agency.

    The group alleges that the Vice-Chancellor utilized two million Ghana Cedis on overseas travels, prioritizing it over the well-being of the university’s students and faculty.

    “Our painstaking investigations have revealed that he traveled more than 20 times between February, 2022 and December, 2023.

    “The investigations uncovered an amount of $75,000. 00 on per diem alone and over GHC600,000.00 on air tickets as evidenced by receipt from Global Wings and Tours Limited. This is over 268% more than the budgeted amount for the year 2022.

    “On one of his travels on 22nd December, 2023, his air ticket alone cost GHC118,267.00.mWhat makes the situation murkier is the fact that the Vice-Chancellor approves the travels himself without recourse to Council. The Governing Council which was supposed to hold him in check either neglected its duties or was compromised. Many are calling for his head and that of the then Council Chair and Members for breach of duty.”

    These expenses have caused widespread outrage among faculty, staff, and students,the group said.

    “The Vice-Chancellor’s lack of fiscal responsibility has undermined the university’s financial stability and eroded public trust.

    “It is strange that a University that struggles to pay its utility bills, accommodate students and pay lecturers would condone such lavish expenses by one man who has not brought any grants during his four year tenure but strangely illegally lobbied for a 2-year extension that overlaps his 60th birthday.”

    “As the university’s highest-ranking official, the Vice-Chancellor has a legal obligation to act in the institution’s best interests,” the group said.

    As a result, he has violated his fiduciary responsibility. Some alumni are already preparing to take legal action in court to address the illegal extension of his tenure beyond his 60th birthday, which is a clear violation of the Ghanaian Constitution, as determined by the previous Council.

    Professor Johnson Nyarko Boampong did not pick calls on both his Telecel number 0208 and MTN number 0547.

    He did not also reply WhatsApp messages sent to him on the matter.

    USAid’s Mission Director, Jim Wright, recently denounced rampant “acts of fraud” in Liberia, revealing that approximately 90% of pharmacies in the country are trafficking stolen medicine donated by aid organizations.

    He emphasized that such illicit practices deprive Liberians of access to vital donated medications, rendering them only available to those who can afford to purchase them.

    In response to this alarming revelation, six Liberian civil groups have initiated a nationwide media campaign. The campaign aims to monitor the distribution of aid medical supplies and raise awareness that donated medicines are intended to be distributed free of charge and should not be sold.

    Mr. Wright urged for heightened accountability measures, advocating for the prosecution of individuals involved in the theft and sale of donated health supplies.

      “I am pleased to announce that IMF staff and the Ghanaian authorities have reached a staff-level agreement on the second review of Ghana’s economic programme under the Extended Credit Facility arrangement,” Mr. Roudet said in a statement.

      The agreement awaits approval from the IMF management and review by the executive board, pending receipt of financing assurances from Ghana’s official creditors.

      The IMF Mission Chief highlighted the generally robust performance under the IMF-supported program, with most quantitative targets achieved and significant progress achieved in key structural reforms.

      “The authorities’ policies and reforms to restore macroeconomic stability and debt sustainability while laying the foundations for stronger and more inclusive growth are already generating positive results,” he added.

      Mr. Roudet discussed the challenges facing the nation’s cocoa and energy sectors, noting that the IMF team held thorough discussions with both the government and the Ghana Cocoa Board (COCOBOD).

      “We understand that the government and COCOBOD are committed to ensuring that their activities, such as quasi-fiscal activities, are being curtailed and kept within an envelope that would ensure that their finances are sustainable,” Mr. Roudet reiterated.

      Regarding the energy sector, Mr. Roudet recognized the substantial disparity between electricity sales revenue and the associated costs, highlighting that the program was structured to rectify this deficit.

      “This has been done through implementation of tariff increases last year, significant tariff increases. And this is also being done through implementation of reforms that are really aimed at reducing commercial losses in the sector and reducing technical losses,” he explained.

      The Minister of Finance, Dr. Mohammed Amin Adam, echoed Mr. Roudet’s comments, stating that the progress made is an indication of the government’s “shared determination and commitment to return the economy back to the path of macroeconomic stability and inclusive growth”.

      Dr. Adam highlighted the successful achievement of the programme’s key performance indicators, including six quantitative performance criteria, three indicative targets and one structural benchmark due at the end of December 2023, as well as four structural benchmarks due at the end of March 2024.

      However, the minister acknowledged that more attention is needed in the energy and cocoa sectors.

      “For the energy sector in particular, we’ve discussed the possibility of ensuring that the shortfall in the sector is reduced,” he said, adding that the government will conduct a sector-wide audit, strengthen the implementation of the cash waterfall mechanism and review the tariff-setting methodology to reduce discretion and increase transparency.

      Concerning the cocoa sector, Dr. Adam emphasized that the government will persist in prioritizing cost-cutting initiatives at COCOBOD and streamlining the cocoa road sector to allocate more resources towards finishing ongoing road projects.

      The successful conclusion of the second review within the IMF program will trigger the release of the third installment amounting to US$360 million, contingent upon approval from the IMF executive board, anticipated in June 2024.

      Mr Ibu, the beloved Nigerian actor, passed away on Saturday, March 2, at the age of 62. In an Instagram post, Mr. Rollas disclosed that the actor, who had been battling illness for months, succumbed to cardiac arrest.

      Prior to his demise, Mr. Ibu had been grappling with health issues for several months, undergoing multiple surgeries, including the amputation of one of his legs.

      Hailing from Enugu, the prolific actor left an indelible mark on Nollywood, having appeared in over 200 films.

      He rose to prominence in 2004 with the film “Mr Ibu,” which chronicles the adventures of the titular single father and his son as they navigate life, encountering a series of comical and challenging situations.

      “His facial expressions and his body were his biggest selling points,” film director Babangida Bangis told the BBC, contrasting him to most comic actors who use words to make people laugh.

      “Mr Ibu was different as he doesn’t even have to talk to elicit laughter, as his face just like Mr Bean [Rowan Atkinson] will do the trick,” he said.

      He further solidified his presence in the industry by appearing in numerous other films, such as “Coffin Producers,” “Husband Suppliers,” “International Players,” “Mr Ibu in London” (2004), “Police Recruit” (2003), “9 Wives” (2005), “Ibu in Prison” (2006), and “Keziah” (2007).

      US President Joe Biden commended American forces, stating they “helped Israel take down nearly all” drones and missiles launched by Iran on Sunday.
