Rwanda has welcomed 91 refugees and asylum seekers from Libya through a program supported by the UN’s refugee agency, the African Union, and the European Union.
Among the arrivals are 38 Sudanese individuals, 33 Eritreans, 11 Somalis, seven Ethiopians, and two people from South Sudan.
These refugees and asylum seekers were evacuated as part of the Emergency Transit Mechanism program, which has relocated 2,150 refugees to Rwanda from Libya since 2019.
Of these individuals, 1,600 have resettled in the United States and various European countries.
On Thursday, Rwanda’s emergency management ministry reaffirmed the country’s commitment to providing refuge to those in need.
The arrival of these refugees and asylum seekers coincides with the UK’s efforts to pass new legislation allowing for the transfer of some asylum seekers to Rwanda while their claims are processed.
However, the UK Supreme Court previously ruled this plan unlawful.
Tanzania’s Vice-President Philip Mpango has issued a resignation threat amid a prolonged water scarcity affecting residents of the northern Mwanga district.
On Thursday, Mr. Mpango accused contractors overseeing a significant water supply project in the region of prolonged delays in its completion.
The project, with a value exceeding $100,000 (£79,000), commenced nearly two decades ago, as per Mr. Mpango’s statement.
“If this project fails to deliver water [to the locals] by June, I will step down. I am uncertain about the future of the local administrator and his subordinates if I resign,” remarked Mr. Mpango.
“I cannot return here and ask citizens to wait any longer for this essential resource; water is indispensable,” he emphasized.
Government officials accompanying Mr. Mpango to Mwanga affirmed on Thursday that the project is nearing 90% completion.

“As I speak, apart from maize, I don’t have anything currently now as I sit. And I am mentioning my school. Last week we received some food stuff, and we got maize so much. We didn’t receive rice until yesterday when I had to fall on my PTA to give me some rice. I just came from Accra Central.”
“I was in Accra and I was trying to find out what was happening. The students have been eating, they will eat TZ in the afternoon and eat TZ in the evening. Don’t forget that they will take koko because there is no tom brown. I don’t have tom brown. I don’t have choco. So they will take koko in the morning.”

Ethnomusicologist Professor John Collins discussed why many contemporary Ghanaian musicians are moving away from being labeled as highlife artists.
Collins, known for his extensive documentation of Ghanaian music in works like “Highlife Time,” shared his insights with Winston Amoah on Joy FM’s Super Morning Show on Wednesday, March 20, 2024, explaining that it’s natural for younger musicians to diverge from older artistic styles.
He noted that highlife has evolved through different phases, acknowledging that while modern Ghanaian songs may still embody elements of highlife, younger artists prefer to classify their music under different genres.
“The biggest part of social change in any society is the youth. They will recycle the culture and often they will oversee that the culture they are recycling has been inherited from their ancestors but they want to put it into a different bottle. And if we went back to the 1920s, I am sure there were people complaining bitterly about why they changed the name from osibisaba (which is the old Fante name for highlife) to highlife. I am sure there was a controversy about this. But sometimes it doesn’t really matter about the name. Today we call highlife beat jama beat. The youth gave that name. It wasn’t the old name for highlife. I think it’s a natural process.”
“The same thing happened in Nigeria with Afrobeats. You know when the came up with Afrobeats in 2012. And by the way it was a Ghanaian. I think it was DJ Abrantie that coined it,” he told Winston Amoah.
During a presentation at Felabration in Nigeria, John Collins, a music professor at the University of Ghana, observed a disagreement between younger and older musicians regarding the introduction of Afrobeats, which the latter perceived as a dilution of Fela’s Afrobeat (without an ‘s’).
Collins recounted having to facilitate a resolution to the dispute during a meeting at Victoria Island.
“The youth has the right to rename anything because language itself changes, culture is always changing and the dynamo is change is always the youth. So sometimes they will reject the old names but they inherited the old tradition so they re-bottle it in a new form. It’s a natural process that goes on. So sometimes maybe the word highlife may not be popular anymore but highlife is till with Ghanaians,” he further noted.
Highlife, which earned its name in the 1920s, is credited to early musicians such as Jacob Sam and the Kumasi Trio. This genre was influenced by foreign elements, including Liberia’s Kru Sailors, regimental music, and the introduction of Western musical instruments into traditional Ghanaian sounds.
Over time, variants of highlife have undergone numerous changes as different musicians experimented with various rhythms and fusions.
Some Ghanaians lament the apparent decline of the genre, attributing it to neglect by the younger generation of musicians.
Meanwhile, the Ghana Culture Forum has urged the United Nations Educational, Scientific and Cultural Organisation (UNESCO) to consider recognizing highlife as an intangible heritage.

One of Nigeria’s renowned actresses has been detained on suspicion of attempting to bribe a police officer in Kano state.
Amal Umar allegedly offered 250,000 naira (£137; $175) to secure the release of her impounded vehicle, according to the police.
However, her lawyer, Adama Usman, asserts her innocence, contending that it was a police officer who initially solicited the bribe.
Known as Amal in Kano’s film industry, Kannywood, she boasts millions of followers on social media and has appeared in numerous movies over the past decade, garnering fame not only in Nigeria but also in neighboring countries.
The police claim that Amal’s car was seized over a year ago under suspicion of being purchased with proceeds from her boyfriend’s alleged fraudulent activities.
“She gave our officer 250,000 [naira] with a promise to bring more money,” stated Kano police spokesman Bashir Muhammad to the BBC.
Amal’s lawyer, Mrs. Usman, informed the BBC that they intend to contest the charges in court, alleging that the Fuska Biyu star was coerced.
“This is simply a case of abuse of her rights. We won the initial case in court where they were trying to link her with her boyfriend’s activities which she has no hands in,” the lawyer told the BBC.
“But the police are yet to obey court orders four months in by still holding on to her car.
“On this case of attempted bribery they are claiming, we are going to pursue it to the end because she was called to come and collect her car only for things to change,” the lawyer said.
Amal, aged 24, has been released on bail.
According to the police, Amal’s boyfriend, Ramadan Inuwa, is wanted for alleged fraudulent activities and remains at large.
Inuwa has not provided any statement regarding the allegations.

President Nana Addo Dankwa Akufo-Addo unveiled the book, titled “Fellow Ghanaians: Telling Ghana’s COVID-19 Story: A Journey of Fear, Facts, Faith, and Fortune,” at the College of Physicians and Surgeons in Accra on Wednesday, March 20, 2024.
The book aims to serve as a scholarly work, presenting original research on the COVID-19 pandemic and directly engaging with all segments of Ghanaian society and beyond.
During the official launch, President Nana Addo Dankwa Akufo-Addo hailed the book as a timely masterpiece designed for all, especially future generations.
He commended Dr. Okoe-Boye for providing a thoughtful and thorough analysis of Ghana’s traumatic experience during the COVID-19 pandemic.

Counsel for South Dayi MP, Nii Kpakpo Samoa Addo, has suggested that Attorney-General Godfred Yeboah Dame challenge the Speaker of Parliament’s ruling if he disagrees with the interpretation of an interlocutory injunction.
Speaker Alban Bagbin suspended the consideration of ministerial appointees on March 20, citing an interlocutory injunction filed by MP Rockson-Nelson Dafeamekpor.
However, the Attorney-General disagreed, stating that Parliament was not restrained from vetting and approving ministerial nominees.
Mr. Dame communicated his concerns to the Speaker but was advised by the MP’s lawyer to seek judicial clarification rather than just expressing his opinion.
The lawyer emphasized the importance of obtaining a proper interpretation from the court, speaking on JoyFM’s Top Story on March 21.
“If the Speaker has made a ruling and you disagree with the ruling, what do you do? You can take it to court. That the Speaker made a ruling based on what ‘I consider to be an erroneous interpretation of a process that he has received.’ There is nothing preventing the Attorney-General from suing the Speaker or anybody else from suing the Speaker and saying that ‘Mr Speaker you received a writ on this day , the writ had an injunctive relief on it, so in our opinion, nothing stops you from proceeding even though you have received that writ. That is how you challenge a Speaker’s ruling.
“Challenge the Speaker’s ruling in court but if you write an opinion to the Speaker; well that is his right. I don’t know what the Speaker will do with that opinion,” he said.
Mr. Addo contended that the Speaker, a seasoned attorney, may have put a hold on the ministerial appointees’ approval in order to avoid being found in contempt of court.
“If being a party to the suit in the Supreme Court decided that based upon his receipt of a writ that had an injunctive relief on it, he was refraining himself from conducting himself in a manner that will be potentially infringing on the relief that the person was going to seek and potentially could put him in a contempt situation, what is wrong with that?” he quizzed.
National Chairman of the Teachers and Educational Workers Union (TEWU), Ambrose Kwadwoza, has acknowledged the benefits of the Free Senior High School (SHS) policy.
However, he highlights its lack of equitable access for all Ghanaians, particularly concerning the free aspect, noting disparities in transportation costs and long commute times for some students.
“They spend hours in traffic so if you put all those things into perspective, you will see that the Free SHS policy has not been fair to all Ghanaians,” he said on JoyNews’ National Dialogue on the Free SHS Promise.
TEWU’s National Chairman highlighted that numerous students, especially those from underprivileged backgrounds, encounter difficulties traveling to schools distant from their residences, underscoring how these students disproportionately bear the burden of inequality, thereby spotlighting the policy’s unfairness.
“So, if somebody will be kept in the boarding house and fed three times and somebody who commutes daily to school and back is fed once, then already the cost barrier that you want to eliminate has been embedded on the person who is commuting from the house and back.”
Responding to the notion that students previously commuted long distances before the Free SHS policy, Mr. Kwadwoza clarified that prior to the policy, commuting was often a result of financial limitations.
He emphasized that with the introduction of the Free SHS policy, including free boarding schools, everyone should have the opportunity to benefit from what is now free for all Ghanaians.
The Majority in Parliament faced strong criticism from the Minority for accusing them, along with Speaker Alban Bagbin, of hindering government operations.
Bagbin stopped the approval process for the government’s latest ministerial nominees, citing an interlocutory injunction from South Dayi MP Rockson-Nelson Etse K. Dafeamekpor, which prevents Parliament from confirming new ministerial appointments.
This action followed a presidential letter advising against forwarding the anti-gay bill to the president for assent.

A mason apprentice named Ebenezer Kwayisi has received a 30-year prison sentence from an Accra High Court for his role in the murder of former University of Ghana law lecturer Professor Emmanuel Yaw Benneh.
Justice Mary Maame Ekue Yanzuh handed down the sentence on Wednesday, March 20, after the 28-year-old pleaded guilty to abetting manslaughter.
Originally facing a charge of abetting murder, Kwayisi chose to admit guilt to abetting manslaughter under Section 239(2) of the Criminal and Other Offenses (Procedure) Act, 1960 (Act 30), following an agreement with the prosecution.
This plea resulted in a lesser sentence compared to that for murder.
In line with the agreement, the prosecution proposed a 30-year prison term, which the court endorsed. Kwayisi will serve his sentence with hard labor.
The tragic killing of Prof. Benneh occurred in September 2020 at his home, where he was discovered dead in a pool of blood with signs of assault on his body.
The primary suspect, James Nana Womba, a cleaner at Prof. Benneh’s residence, admitted to the crime but passed away in police custody on October 17, 2020. Womba implicated Kwayisi as his accomplice in the murder.
Investigations revealed that Womba had plotted the murder in August 2020 and enlisted Kwayisi’s help two weeks before the crime.

The National Health Insurance Authority (NHIA) is taking action to halt unauthorized fees, commonly known as “copayment,” imposed on clients enrolled in the National Health Insurance Scheme (NHIS) at certain healthcare facilities.
Allegations suggest that some health service providers are unlawfully charging for services covered by the NHIS, termed as copayment, which is deemed illegal.
Consequently, the NHIA has issued warning letters to some providers and is collaborating with stakeholders to eliminate this practice.
Mr. Mohammed Awudu, the District Director of the NHIA for Talensi and Nabdam in the Upper East Region, remarks, “Some of our members have raised concerns about still being charged for certain services covered by the NHIS.”
“…And we are working to stop those illegal payments that are happening at some of the hospitals because it is affecting our members.”
“The agreement we have with the service providers is that under the benefit package, they should give us 100 per cent of the services that we have agreed with them, and under no circumstances should they charge for any services we have contracted with them”.
Mr. Awudu disclosed this during an interview with the Ghana News Agency at the sidelines of a data validation forum organized by the Rural Initiative for Self-Empowerment Ghana in the Nabdam and Talensi districts.
The research aimed to evaluate the utilization of NHIS by pregnant women for Antenatal Care (ANC) services in the two districts.
Key findings included 17.3% of pregnant women in Nabdam and 38.0% in Talensi expressing concern over copayments.
Additionally, 18.7% in Nabdam and 5.3% in Talensi were reported to have limited knowledge of NHIS policy coverage.
The research revealed that 51.3% of pregnant women in Nabdam and 33.3% in Talensi faced challenges accessing medicines under NHIS for antenatal care services.
Overall, more than half of the respondents (68.80%) expressed satisfaction with NHIS services in Nabdam, while 50% in Talensi were satisfied with ANC services under the Scheme.

He believes that Parliament and the Executive have equal power in government, with neither being subordinate to the other.
Dafeamekpor, speaking on JoyNews, criticized a press release from the President’s office. It requested Parliament not to send the anti-LGBTQ+ bill to the President until the Supreme Court resolved an ongoing matter. He felt this request was disrespectful.
“So, when you are conducting yourself in relation to another organ of state, you must conduct yourself within the protocols and the ethics of those offices. You do not communicate with parliament as though we are subsidiary to the Executive. The Clerk to Parliament is akin to the Chief of Staff of the Presidency; he is akin to the Judicial Secretary who occupies an office and operates under the office, operates and serves the Judicial Counsel, and serves the Chief Justice,” he said on the AM Show on March 20, 2024.
Mr. Dafeamekpor pointed out that in writing the press release, Bediatuo Asante, the Secretary to the President, was addressing his superiors, suggesting that his language and tone should have been more respectful.
He noted that Bediatuo held the position of secretary to the President when the minority in Parliament questioned the constitutionality of the e-levy law. During that case, the presidency invoked the “presumption of the function of the President” argument.

“If you look at the stipulation in Article 1068 of the Constitution in respect of this matter, there are clear timelines to be followed when this happens. When the bill goes through the mill and is passed into law and remitted to the office of the president, the president cannot say that he would not receive the bill.
“He must receive the bill and take steps. What steps are available to him? Within seven days, you must inform parliament that instead of giving parliament an immediate accent to the bill, ‘I have referred it to the Council of the State for advice, and in that referral to the Council of the State, the president is to indicate to the Council of the State the portion of the law or part of the law that he thinks they must pay attention to and advise him.
“He has to give that indication; if he is not making a referral to the Council of the State and wants to veto it properly, he must, within 14 days of exercising that veto, inform parliament regarding a portion of the bill proposing amendments to them and justifying the amendment.”

Dean of the Law School at UPSA, Prof. Ernest Kofi Abotsi, has emphasized a constitutional provision allowing Parliament to enact bills into law without presidential approval. Despite recognizing the executive’s right to approve or reject bills as outlined in Article 106, the dean stressed Parliament’s supreme authority in legislative affairs.
This revelation from Prof. Abotsi comes amidst a dispute between Parliament and the Presidency regarding the Human Sexual Values Bill, commonly known as the anti-LGBTQ+ bill, passed in February.
In a letter on Tuesday, the Presidency directed Parliament not to forward the bill to President Akufo-Addo for his approval.
This decision, according to Nana Bediatuo Asante, is based on acknowledging two pending applications for an order of interlocutory injunction before the Supreme Court.
Speaking on JoyNews’ PM Express, Prof. Abotsi highlighted the procedural aspect, explaining that when the executive declines to approve a bill, a series of exchanges occur between Parliament and the executive.

Bagbin further stated, “Parliament will adhere to the existing legal framework and reject attempts by the Executive Secretary of the President, through his contemptuous letter, to direct the Clerk to Parliament, an Officer of Parliament whose position is constitutionally recognized. We will not comply!”
“However, I must also inform you of a court process titled Rockson-Nelson Etse K. Dafeamekpor vrs. The Speaker of Parliament and the Attorney-General (Suit no. J1/12/2024), which was served on March 19, 2024, seeking an injunction to prevent the Speaker from proceeding with the vetting and approval of the President’s nominees until constitutional provisions are met.”
“In light of this legal process, the House is unable to continue considering the nominations of the President in adherence to the rule of law until the Supreme Court decides on the application for interlocutory injunction,” Bagbin said.

“Because of what is alleged to have been stolen, the commission is hearing that we are at risk ahead of the 2024 general elections. The Commission wishes to use this opportunity to assure you the media and all Ghanaians that we are not at risk and that we are fully ready for the 2024 election. These are laptops that do not contain any information of anyone. They are just laptops as they are manufactured to be. They do not contain any information of any voter, neither do they contain any critical information. So we want everyone to know that we are fully ready for the elections ahead. So there is no risk as far as the electoral commission is concern, ” Dr Bossman expressed during a press conference on Wednesday, March 20, 2024.
Meanwhile, the Electoral Commission (EC) has denied claims by the Minority in Parliament that the stolen items are seven biometric registration devices belonging to the Commission.
Dr. Bossman Asare, clarified that 5 laptops have been stolen and not biometric registration devices.
“What we said was that five laptops are missing. We are working with the security agencies to arrest and prosecute the suspects.”

President Nana Addo Dankwa Akufo-Addo has appointed Kofi Mocumbi Tagoe as the new Managing Director of the Tema Oil Refinery (TOR).
This decision follows the resignation of Jerry Kofi Hinson as TOR’s Managing Director in August 2023, and the departure of Board Chairman David Amoako in February of this year.
In a letter dated March 18, 2024, addressed to Energy Minister Dr. Matthew Opoku Prempeh and signed by the Executive Secretary to the President, President Akufo-Addo also announced the reconstitution of TOR’s board. Leon Kendon Appenteng has been nominated as the new Chairman.
Additionally, ten new appointments have been made to form the reconstituted Tema Oil Refinery Board.

Only Visible along a Narrow Path
Every 18 months or so—somewhere in the world—a total solar eclipse takes place.
The total phase of the eclipse, where the Moon completely covers the Sun, is visible from along a narrow path of totality. Typically, this path across the globe is around 15,000 km (9000 miles) long, but only about 150 km (90 miles) wide.
Not Total Everywhere
Observers outside the path of totality may see a partial eclipse. By convention, eclipses are named after their darkest phase—if a solar eclipse is total at any point on Earth, it is called a total solar eclipse.
Hybrid solar eclipses or annular-total eclipses are an exception to this rule. This is because they change from an annular to a total eclipse or from a total to an annular eclipse along their path.
Complete Solar Eclipse Has Five Phases
What can you see during a total solar eclipse?
There are five stages in a total solar eclipse:
Partial eclipse begins (1st contact): The Moon becomes visible over the Sun’s disk. It looks like the Moon has taken a bite out of the Sun.
Total eclipse begins (2nd contact): The Moon covers the entire disk of the Sun, and observers are now within the Moon’s umbra, the darkest part of the Moon’s shadow. A diamond ring effect and Baily’s beads are visible just before totality.
Totality and maximum eclipse: The Moon completely covers the disk of the Sun. Only the Sun’s corona is visible. This is the most dramatic stage of a total solar eclipse. At this time, the sky goes dark, temperatures can fall, and birds and animals often go quiet. The midpoint of time of totality is known as the maximum point of the eclipse.
Total eclipse ends (3rd contact): The Moon starts moving away, and the Sun reappears. Those fortunate enough to be in the Moon’s umbral can see Baily’s beads and the diamond ring effect just after totality ends.
Partial eclipse ends (4th contact): The eclipse ends as the Moon leaves the Sun’s disk.
Protect Your Eyes!
Never look directly at the Sun, eclipsed or otherwise, without proper protective eyewear. The Sun’s radiation can burn your eye’s retinas and cause permanent damage or even blindness.
To safely watch a solar eclipse, wear protective eclipse glasses or project an image of the eclipsed Sun using a pinhole projector.
Only Safe during Full Eclipse
It is safe to view a fully eclipsed Sun, totality, with the naked eye. It is also safe to observe totality through cameras, telescopes, or binoculars without any special filters. Do not look at the Sun with naked eyes unless the Moon blocks the entire Sun. Even a small amount of direct sunlight can damage your eyes. Make sure you know how long totality lasts in your location.
Some sights are only visible during a total solar eclipse. They appear in this order as totality sets in (and in reverse order as totality ends):
Shadow bands: About a minute before totality, moving, wavy lines of alternating light and dark can be seen on the ground and along walls. These shadow bands are the result of Earth’s turbulent atmosphere refracting the last rays of sunlight.
Diamond ring: Seen about 10 to 15 seconds before and after totality, the solar corona (the outer atmosphere of the Sun) becomes visible. Together with the single jewel of light from the Sun, it creates the well-known diamond ring effect.
The Sun’s corona: As the diamond ring fades, the outermost part of the Sun’s atmosphere becomes more prominent. It is visible as a faint ring of rays surrounding the silhouetted Moon and is around 200–300 times hotter than the Sun’s surface—its temperature can reach over 1 million °C (1.8 million °F).
Baily’s beads: About five seconds before totality, Baily’s beads appear. They are little bead-like blobs of light at the edge of the Moon created by the sunlight passing through gaps in the mountains and valleys on the Moon’s surface.
The Sun’s chromosphere: The second most outer layer of the Sun’s atmosphere gives out a reddish glow. It is only visible for a few seconds right after totality.
These events then repeat in reverse order: First, the Sun’s chromosphere reappears just before totality ends. The Baily’s beads follow this as the Moon continues to move away. The diamond ring and corona then makes an appearance, following which shadow bands reappear before the crescent Sun is visible again.
On average, one total solar eclipse happens every 18 months, when:
There’s a New Moon,
at the same time, the Moon is at (or very near) a lunar node, so the Earth, the Moon, and the Sun line up in a straight (or nearly straight) line,
and the Moon is near perigee.
Eclipse Shadows: Umbra, Penumbra, and Antumbra
Not Every New Moon
Lunar nodes are the locations where the Moon crosses the Earth’s orbital plane.
The Moon’s orbital path around Earth is inclined at an angle of approximately 5° to the Earth’s orbital plane around the Sun (the ecliptic). Without this slant, we would be able to see two eclipses per lunar month—a solar eclipse at every New Moon and a lunar eclipse at every Full Moon. In reality, solar eclipses happen only 2—5 times a year.
For a solar eclipse to occur, the New Moon must be at or very close to one of the two points where the orbital planes meet. These locations are called lunar nodes.
If the Moon is not near a lunar node during New Moon, the Sun, Moon, and Earth do not align in a straight or almost straight line, and a solar eclipse cannot occur. Seen from Earth, the Moon passes just above or just below the Sun (see image).
Near Lunar Perigee
The Moon’s path around Earth is elliptical, with one side of the orbit closer to Earth than the other. The point closest to Earth is called the perigee and the side farthest from Earth is known as the apogee.
Earth’s orbit around the Sun is also elliptical, with the Sun closest at perihelion, and farthest away at aphelion.
Earth’s and the Moon’s elliptical orbits mean that Earth’s distance from the Sun and the Moon’s distance from Earth varies throughout the year. It also means that from Earth, the Sun’s and Moon’s apparent sizes change during the year.
When the Moon is about 400 times closer to Earth than the Sun, the Moon’s and the Sun’s apparent sizes roughly match. Because of this, total eclipses of the Sun can only occur when the Moon is near perigee—it is the only time when the disk of the Moon looks big enough to cover the entire disk of the Sun.

A total solar eclipse can last for several hours and totality can range from a few seconds to 7.5 minutes. The longest total solar eclipse of the 21st century took place on July 22, 2009, when totality lasted 6 minutes and 39 seconds!

Children and adults need special sunglasses made with solar filters. These glasses are also known as eclipse glasses or solar glasses.
How to view the eclipse safely
Once the sun’s rays reach the earth, you are not to use your naked eye to see since that can damage your eyes. You must therefore put on your sunglasses if you are to safely view the partial eclipse until the total eclipse.

Ghanaian entertainment entrepreneur and politician, Baba Sadiq Abdulai Abu, has voiced vehement criticism regarding the demolition of the Fantasy Dome by the Ghana Trade Fair Company.
During a TV3 interview, the NDC parliamentary candidate for Okaikwei Central characterized the demolition as lacking sensitivity towards investors in the creative industry and detrimental to the sector’s infrastructure.
He asserted that such actions by the government discourage investment in the creative sector, which already faces challenges with funding and regulations.
Sadiq underscored the scarcity of event venues for the arts and censured the government for failing to fulfill its promises to improve the industry’s facilities.
“It is very insensitive to the diasporans and investors in the creative industry. There is a lack of venues, and venues have been one of the biggest issues, so for a government that made promises to that effect but could not deliver them in eight years, I felt that they were going to manage the issues and ensure that investors are not dealt a raw deal in the industry.

Singer Efya Nokturnal has responded to the suggestion made by New Force Movement leader Nana Kwame Bediako, also known as Cheddar, regarding the dredging of a sea in Kumasi, the capital of the Ashanti Region.

Rockson-Nelson Dafeamekpor, the Member of Parliament for South Dayi, is calling for the president’s Executive Secretary to be charged with contempt of Parliament.
Dafeamekpor’s dissatisfaction with Nana Bediatuo Asante arises from the latter’s communication to the Clerk of Parliament regarding issues concerning the transmission of the anti-LGBT+ Bill to the president for approval.
In his letter, Bediatuo cited two pending applications for an order of interlocutory injunction against the Bill before the Supreme Court as grounds for the president’s inability to assent to it.
In a statement released on Monday, March 18, 2024, the Secretary to the President revealed that the Attorney-General had informed President Akufo-Addo, through a letter dated March 18, 2024, about the pending legal actions and advised him to refrain from taking any action on the Bill.
However, according to the National Democratic Congress MP, the tone of the letter was inappropriate.
“The tone of this letter is not only contumacious of Parliament of Ghana & its powers, but it is also a presumptuous interference in the performance of its functions. Nana Bediatuo ought to be cited for Contempt of Parliament,” he said in an X post in which he shared the said letter.

“It has come to the attention of this Office that while the President and other senior officials of the Presidency were at Peduase for a Cabinet Retreat on Thursday, 14th March 2024, you attempted to submit the Human Sexual Rights and Family Values Bill, 2024 (the “Bill”) to Jubilee House for the President to signify his assent or otherwise to the Bill.
“This Office is aware of two pending applications for an order of interlocutory injunction, both filed on 7th March 2024 in the Supreme Court in Dr. Amanda Odoi v. The Speaker of Parliament and The Attorney-General (J1/13/2023) and Richard Sky v. The Parliament of Ghana and The Attorney-General (31/9/2024) respectively, to restrain you and Parliament from transmitting the Bill to the President and, also, to restrain the President from signifying his assent to the Bill, pending the final determination of the matter,” part of the statement said.
It stressed the importance of refraining from any actions that might bias the outcome of the legal proceedings or diminish the court’s authority.
“The Attorney-General has, by letter dated 18th March 2024, informed the President that he has been duly served with both applications and has advised the President not to take any step in relation to the Bill until the matters raised by the suits are determined by the Supreme Court.
“It is the understanding of this Office that both applications have also been duly served on Parliament. Therefore, it would be improper for you to transmit the Bill to the President and equally improper for this Office to receive the Bill until the Supreme Court determines the matters raised in the suits.
“Indeed, it is settled law that, during the pendency of an interlocutory injunction application, the status quo ante ought to be preserved, and no action should be taken that would result in prejudicing the injunctive relief sought and undermining the authority of the court,” the statement added.
The anti-LGBT+ Bill, approved by Parliament, prohibits LGBT activities and makes their promotion, advocacy, and funding illegal.
Individuals engaged in these activities could face imprisonment ranging from six months to three years, while promoters and sponsors could be sentenced to three to five years in jail.
President Akufo-Addo has postponed his decision on signing the Bill into law, citing a constitutional challenge in the Supreme Court.
Regardless of his decision, Members of Parliament have the authority, with a two-thirds majority, to override the president’s decision and enforce the provisions of the Bill.
