  • Election 2020: Biometric challenges confront voting process in Abuesi in Shama

The Western Regional Organizer of NDC Japhet Baidoo has called on officials of the Electoral Commission (EC) to as a matter of urgency rectify an on-going biometric problem confronting the voting process in Abuesi, one of the fishing communities in the Shama Constituency.

He claims officials manning the various polling stations in the community are deliberately delaying the voting process, while using the biometric challenges as an excuse.

According to Japhet Baidoo, the community has been the strongest base of NDC, and therefore any attempt to disenfranchise the people through delay tactics would be resisted by the party.

Speaking in an interview, the Regional Organizer, called on the Electoral Commission officials dispatched to the community to discharge their duties without fear or favor.

He wants the EC officials to rectify the problem confronting the affected polling centers in order to offer over two thousand electorates an opportunity to exercise their franchise.

As at 300:00 pm, the NDC Regional Organizer said only over hundred electorates had cast their ballots in the area leaving many in queues.

The situation in Abuesi, he underscored could create tension in Shama if not addressed immediately by the EC officials.

Even Methodist Primary School polling station, which is in front of the house of the NDC Parliamentary candidate, Gabriel Essilfie, he noted, has also been affected by the challenges facing the machines.

Under the circumstance, Japhet Baidoo says, the EC boss in the Region must step in to assure the electorates that they will have an opportunity to exercise their franchise despite the hiccups encountered.

  • Namibia’s ‘founding father’ contracts coronavirus

Tottenham manager Jose Mourinho said Arsenal made it difficult for his side as they won 2-0 in the north London derby on Sunday, and congratulated Gunners counterpart Mikel Arteta after the match.

Spurs took the lead just 13 minutes into the Premier League clash when Son Heung-min smashed home from outside the box.

Harry Kane doubled his side’s lead when he ran onto a pass from Son and put it past Bernd Leno in first-half stoppage time.

The win sees Tottenham return to the top of the table and Mourinho says it was no easy feat for his team.

“It was a big game in every sense, not just because it was Tottenham-Arsenal,” Mourinho told Sky Sports.

“I want to give words, congratulations to Mikel Arteta because he gave us a very difficult game. Tactically they were very good, very organized. They gave us problems, problems we were able to resolve. They have good tactical courage and incredible spirit. They are a good team and he is a good coach.

“We were reading the game and making the changes to win it because 2-0 was in our hands against a great and difficult opponent but my boys did well today.

“I am very happy with the result and the performance, but of course I want the team in the second half to play in a different way. In reality, you don’t always do what you want to do because your opponent forces you in a different direction.

“You are winning 2-0, why would you expose your defensive block if you don’t have to? It was a very difficult game.

“I can imagine tomorrow the headlines will be about them not being in a good position in the table, but I believe with these players and Mikel it will be Arsenal vs Tottenham again.”

Tottenham have taken seven points from their last three matches in the league, beating Manchester City and drawing with Chelsea in the build-up to Sunday’s derby.

“We grew up. I can imagine lots of people can imagine three matches in a row – against Manchester City, Chelsea, and Arsenal – would be a moment for us to drop points and go back to ‘normality’ but we didn’t go back to ‘normality’. We are there,” Mourinho added.

“I believe one more week at the top of the table unless Liverpool wins by many [against Wolves].”

While Son and Kane netted the crucial goals, Mourinho praised his star attackers for the work they do outside of the box, too.

“Harry Kane clearing balls in the box, Sonny for the first 60 minutes as a winger and then a second striker – it is not just about scoring goals and being world-class players,” he said.

“It is about being great guys and doing your best for the team.”

  • ‘I never knew it could feel that good’ – Emotional Klopp savours return of Liverpool fans in Wolves win

Liverpool manager Jurgen Klopp struggled to contain his emotions after seeing Reds fans return to Anfield on Sunday.

A small crowd of 2,000 were allowed to attend the Premier League clash against Wolves and Klopp’s team rewarded them by claiming an emphatic 4-0 win.

Mohamed Salah opened the scoring in the 24th minute before Georginio Wijnaldum and Joel Matip struck in the second half with a Nelson Semedo own-goal wrapping up the result late on.

While satisfied with his team’s strong performance, it was the return of the Anfield faithful that really struck a chord with Klopp.

“The game, the atmosphere, it was so nice. I had goosebumps. They started ‘You’ll Never Walk Alone’ – really nice. I never knew it could feel that good,” Klopp told the BBC post-match, before starting to become emotional.

“This started in February and we were waiting to get normality back,” he continued. “Normality is good – I don’t think we appreciated it as much. It was very very touching.

“Wasn’t it a perfect night? Whatever the weather was like outside, it was sunshine inside the stadium.

“There were a few challenges before the game – Wolves play different systems. I gave the boys information about how to press them. The boys were outstanding with how they dealt with them – our best result against Wolves.”

On young goalkeeper Caoimhin Kelleher, who started the game and kept an impressive clean sheet, Klopp added: “Very mature. Very calm. Very good with the ball and without the ball. It was a night to remember for him.”

Wijnaldum netted a superb second goal for the Reds and though quick to dismiss questions about a new contract, he was also thrilled to have fans back at Anfield.

“It’s wonderful – really exciting when we heard supporters were allowed. It was a great feeling they were back,” Wijnaldum said.

“I don’t want to say it’s a ‘champions’ performance’. We were patient, the position play was good and we scored good goals.

“The fans helped the performance a lot because they cheered during the game and before we only had the bench for support.”

  • Klopp singles out Chelsea as Premier League favourites

Liverpool manager Jurgen Klopp believes Chelsea are the current favourites to win the Premier League this season.

The Blues are first in the English top-flight after they beat Leeds 3-1 on Saturday and have a one-point lead over reigning champions Liverpool and Tottenham, who play on Sunday.

Klopp believes the London side are the biggest threat to his side’s title defense but was quick to stress the Reds remain focused on themselves.

“If I watch games then I see that Tottenham is obviously doing pretty well, that Chelsea for me at the moment look like the favourites,” he told reporters.

“They have the bigger squad, great players, they’re playing well. Now they are full on and have unbelievable opportunities to change [the team] between the games and from one game to the other. That’s it.

“Pressure is there but it’s about yourself. The pressure is there to win the game and we want to win against Wolves [on Sunday]. We play only Wolves this weekend and nobody else, so all the others can play against each other or not, and then they will collect points.

“It’s always like this. It’s much too early to think about who is ahead of who or whatever. It’s just the situation.

“I said it before, this season is not about setting a target and going for it, it’s about getting through it with the best possible football you can play and that’s what we try to do.

“That differs from weekend to midweek sometimes because of some circumstances, but it’s still the target for us all the time. Be fully focused on the next game, the next opponent, especially not that early about other results.”

Diogo Jota has been in incredible form since joining the Reds from Wolves in September, scoring nine times in 15 appearances for the Anfield outfit.

Klopp has been impressed by the 24-year-old’s form and is happy with the way he has blended with fellow stars Mohamed Salah, Sadio Mane, and Roberto Firmino.

“He’s doing exceptionally well at the moment, absolutely,” he said. “But to keep that standard we have to work really hard, we have to keep him in a good shape, score goals because the other boys do that usually. That’s clear.

“For us, the most important thing was that we don’t have to bite our nails pretty much in each game and hope they somehow come through and we can bring them in the next game again especially not in this season.

“That’s not a real lateral situation because it’s only one player and, how I said, it’s the only line the front three-line where we have more players than we can line up in one game, I would say.

“All other positions are pretty much, who can walk will play or will be a kid. Both are fine. But there’s nothing bad in that situation. Who they are, they wouldn’t be where they are if they couldn’t deal with a situation like that.

“They are completely fine with Diogo and Diogo is fine with them. They are overly happy that he had that brilliant start, as I am obviously. But now that’s already gone and we have to carry on.”

On Monday, December 7, the lawmaker for Manhyia South constituency cast his vote in the constituency in the ongoing presidential and parliamentary elections.

Speaking to TV3 after exercising his franchise, he stated that the Commission had done commendable work.

“I can tell you that making a register available in its full report for people to cross-check and make sure that people are there has never happened in the history of the country. The parties have been given a full rendition of the register with pictures and dresses and everything.

“The voter register in this country has been published fully for the public so yes I do support that they have done well,” he said.

The Electoral Commission published the Voters register weeks before the election.

The voting process at the Association International School polling Station A and B in the Ayawaso West Wuogon Constituency have stalled as voting materials arrived late.

The process which was expected to commence at 7:00 am had still not started at 7:40 am due to the delay.

The presiding officer at the polling station has, however, not given communication regarding the delay and the way forward.

Electorates at the commonwealth hall polling station have also expressed frustration at the late start in the voting exercise. However, they are bent on voting should the set-up delay further.

  • Police warn against return of #EndSARS protests

There are reports of heavy police presence in parts of Lagos state after authorities warned against resumption of #EndSARS protests across Nigeria.

Police in Lagos had issued a statement on Sunday against planned demonstrations on Monday, warning that protesters would be resisted.

“Some unpatriotic individuals and groups are planning to embark on the replica of the recent destructive and violent #EndSARS protest that left pains and agonies in the state,” Spokesman Olumuyiwa Adejobi said in the statement.

“Lagos State is still nurturing the wounds orchestrated by some violent #EndSARS protesters and not fit to accommodate such protest for now.”

The #EndSars protests shook Nigeria for two weeks in October as the country’s youths campaigned against a now disbanded police unit known as Sars. The nationwide demonstrations that morphed into calls for an end to bad governance were halted after the army was brought in to disperse protesters in the Lekki area of Lagos on 20 October.

Amnesty International and eyewitnesses say more than 10 people were killed at the location, an allegation that has been denied by Nigerian authorities.

Judicial panels in many states are investigating the activities of Sars – a demand of the #EndSARs campaign, but there have been calls for demonstrations to resume after the government targeted protesters.

Since the protests were halted some of the protest organisers have been arrested and released while others still have their bank accounts frozen.

  • Ethiopia disputes reported Mekelle civilian deaths

A doctor in Ethiopia’s Tigray regional capital, Mekelle, says at least 27 people – including a 4-year-old, a 78-year-old and a family of four – have been killed in fighting between federal and regional troops, Reuters news agency reported on Sunday.

But a statement from Ethiopian Prime Minister Abiy Ahmed’s office

on Monday says there have been no civilian casualties, and refers to Tigray regional forces as “the criminal clique”.

Reuters quotes the doctor it spoke to as saying medical services in Mekelle were strained, with no antibiotics and meals for patients and medics among other things.

The statement from Mr Abiy’s office on Monday says “the active phase of the operations has come to an end”, and the government is now “restoring law and order” while resettling those who’ve fled the region.

The prime minister insists that the regional forces had been defeated despite denials from the regional leaders.

Mr Abiy also said the Tigrayan forces that the military has been fighting for the last month do not have the capacity to mount a guerrilla war from the mountains in the northern region.

A spokesperson for the Tigray People’s Liberation Front (TPLF) Getachew Reda told the BBC’s Focus on Africa on Friday that its forces will not surrender and that they “intentionally withdrew from Mekelle” instead of it being fought over.

Verifying information on the ground has been difficult because of a communications blackout in parts of the region.

  • Al-Ahli winger Samuel Owusu reveals why he was substitution in Damac defeat

Ghana winger Samuel Owusu has revealed that he had to force an early substitution in Al-Ahli’s game against Damac on Saturday after he suffered from abdominal pains.

The 24-year-old had netted a first-half brace to help his side to a 3-1 lead before the break but did not return after half-time as Al-Ahli threw away the two-goal lead to lose 4-3.

The defeat left the tricky winger disappointed but admits the substitution was due to stomach pains.

“I am sad for the loss, I do not know what happened to Al-Ahly in the game but I went out because of stomach pains,” he revealed after the game.

Owusu is on a short-term loan deal at the club from Al-Fayha and there are talks of making the deal a permanent one.

“I do not feel any pressure. I will give everything I have to serve Al-Ahly. I will not think about renewal. My focus is currently with the team, but I will discuss the matter on his time with Al-Ahly management,” he said.

  • Arteta on Partey injury: ‘I was trying to push him’

Arsenal’s Thomas Partey suffered a recurrence of a thigh injury in their 2-0 defeat at Tottenham Hotspur, manager Mikel Arteta said.

The Ghana international, who moved to Arsenal from Atletico Madrid for €50 million during the summer, injured his thigh last month and only returned to the side on Sunday.

Partey pulled up injured shortly before half-time and was standing on the touchline when Spurs broke from their own box. Arteta then urged him back on to try to stop the counter-attack but the midfielder could only run a few yards before stopping.

Ahead of Partey, Spurs striker Harry Kane finished off Spurs’ sweeping attack, handing the Premier League leaders their two-goal cushion.

“I was trying to push him but I don’t think he realised the gravity of the situation when he left his position but that was probably because he was in a lot of pain,” Arteta told reporters.

“Suddenly they are coming to attack us and Thomas is walking to me and I was trying to push him. I haven’t spoken to him so I don’t know exactly how it happened or if he felt something really serious.”

Partey’s absence will be a cause for concern for Arteta amid a busy schedule where Arsenal, 15th in the league, play eight games in 23 days.

  • Malawi and the difficult task of delivering vaccines in Africa

At the moment, Bwayira hospital in Lilongwe, Malawi’s capital is not suited to storing the COVID-19 vaccines which have been most successful in medical trials.

Moderna and Pfizer/BioNTech vaccines, which have declared success rates of 90 percent plus, need storing in deep freeze temperatures of minus 20 and minus 80 degrees Celcius respectively.

Countries like Malawi face some daunting challenges.

First, they have to compete for doses of vaccines with wealthy nations. Any vaccines they do acquire will need large stable storage facilities with reliable power supplies.

Refrigerators like this keep supplies at two to eight degrees Celcius.

Malawi already has a robust vaccine programme called Expanded Programme on Immunisation (EPI).

But in a report in the science journal Nature, the Director of Africa CDC (Centres for Disease Control and Prevention) said most existing vaccine programmes are for children.

Dr. Nonhlanhla Rosemary Dlamini is the World Health Organisation’s Malawi Representative.

She says: “So normal vaccines that we are using in our EPI (expanded programm on immunisation) schedule right now are between 2 to 8 degrees centigrade but as you may have seen, the two vaccines that have now come up with the effectiveness of over 90 percent require ultra-cold chain, from minus 20 degrees centigrade to minus 80 degrees centigrade. The kind of equipment that many countries have including Malawi is not that ultra-cold chain kind of equipment. As we are doing our assessment we look at that, but however, we still do not know what kind of vaccine is going to come into the country.”

Dlamini believes funding from the vaccine alliance GAVI has meant Malawi has been able to set up some cold chain facilities, but this would not be adequate to supply the vaccines needed.

According to Africa CDC the continent needs to vaccinate 60 percent of its population to gain the minimum requirement of herd immunity.

To achieve this Africa CDC says it will need about 1.5 billion doses of vaccine.

The cost of the vaccine and of building systems and structures required for the delivery of it is estimated at between seven and ten billion American Dollars.

The World Bank says Malawi is one of the poorest countries in the world.

Dr. Charles Mwansambo is the Principal Secretary for Health in Malawi.

He believes other vaccine candidates such as the Oxford AstraZeneca vaccine might be more suited.

“Though it is seventy percent effective, there might be a schedule that may improve that performance. So if we are to look at the last candidate I just talked about, as a country, we are ready because the EPI programme already has these storage facilities and Malawi is one of those countries on the continent that does well in its immunisation programes so we have the infrastructure in place already in all the regions. So we have warehouses that can keep this vaccine,” says Mwansambo.

At the local hospital Fanny Banda and Ellenita Patrick wait to be seen.

“The vaccine could have started in Malawi or better yet, it could have started in all the countries at the same time. This is because COVID-19 has affected every country. If they choose to start to start with a few countries, it means people in countries left to wait will have died at the time the vaccine reaches them,” says Banda.

Patrick says: “Malawi does not have the capacity to handle the vaccine on its own. It would have been better if a nongovernmental organization gave a hand to make sure that every one gets the all-important vaccine.”

Ellenita Patrick, another Lilongwe resident, believes Malawi needs lots of support to implement the vaccine.

“Malawi does not have the capacity to handle the vaccine on its own. It could have been better if nongovernmental organization gave a hand making sure that everyone gets the all-important vaccine,” she says.

According to Mwansambo, Malawi and other lower income nations will get access to vaccines around the middle of 2021 through COVAX set up by various organisations to ensure lower income countries get equitable access to vaccines.

This initiative, however can’t stop wealthier countries from engaging in bilateral deals with the companies making these vaccinations.

Mwansambo is hoping power supplies in the country will be reliable enough to support a large scale vaccination programme.

“Any cold chain will need power so we also rely on our electricity supplier Escom (Electricity Supply Corporation of Malawi) to make sure that they make the power readily available. I must say that in the recent two months they have been very reliable as regards power distribution because that was the major challenge when we were introducing the other vaccines with all the blackouts but now the blackouts are a thing of the past,” he says.

According to Mwansambo, Malawi’s government has set up a committee to decide who will be eligible to be in the first twenty percent of the population to receive a vaccine.

Dlamini says the WHO has already issued guidance on this.

She says: “WHO, our advice is that it should be front line health care workers and when I say health care workers I don’t just mean the nurses and doctors, I mean the sweepers who work in that area, the cleaners the physiotherapists everyone who is a front line worker at risk and then the MAITAG (Malawi Immunization Technical Advisory Group) will give us the list of who that should be. It’s the elderly, and then people with comorbidities and people with chronic illnesses, for instance, a person with diabetes, a person has high blood pressure, a person has TB (tuberculosis). Those are the people who are going to form that first 20 percent.”

Prior to Friday’s match, the former Kotoko gaffer was at Great Olympics training grounds to watch them as part of his monitoring of local players.

  • ICUMS sees 70 percent improvement in clearance process

The initial challenges of the Integrated Customs Management System (ICUMS) has been reduced by about 70 percent eight months into the introduction of the system.

Mr Emmanuel Ohene, an Assistant Commissioner of Customs in charge of the Accra Sector Command, said the initial delay that users of the system faced when processing bill of entries for example was a thing of the past.

Mr Ohene, who is also the Chairman of the Implementation Team of the Integrated Customs Management System (ICUMS), said it took about two hours to process a pre-manifest declaration once an importer through his or her agent submits documents in ICUMS that were not subject to any queries.

“One of the very attractive modules which is being used by about 70 per cent of the freight forwarders is the pre manifest declaration; it is one of the pillars of trade facilitation agreement from the World Trade Organization. It allows you to process paperwork and make payment prior to the arrival of the vessel,” he explained.

Mr Ohene attributed the success of ICUMS to the decentralization of clearance processes from the Customs Technical Services Bureau.

He said outstations across the various frontiers of the country could manage some of the various customs regimes, including import, export, re export, and transit, among others.

“In a place like Elubo, where we had a lot of complaints, the decentralization has taken place. The same as Aflao,” he said.

Mr Ohene said the initial problem of manifest matching that bedeviled the system was currently non-existent.

He said ICUMS broke down the previous Pre-Arrival Assessment Reporting System (PAARS) and ensured that classification and valuation were done through the ICUMS with a Customs supervisor, who quickly verified documents and generated a tax bill.

This, according to him has “eliminated the multiple routes one had to go through prior to the payment of duties,” which is a hallmark of the ICUMS system.

He said before ICUMS, 141 customs officers across the country that hitherto were operating manually were brought on-board the ICUMS automated systems and by end of first quarter of 2021 all customs offices would be on-boarded.

While admitting to some genuine complaints of the trading public regarding the new system, the Assistant Commissioner of Customs insisted that ICUMS were significantly progressive with regard to trade facilitation in Ghana.

He encouraged users of the system to be hopeful as the ICUMS team plans to soon introduce the second phase of the system, which would see the few challenges fixed as well as many added innovations.

  • Businesses pace up and down in lorry terminals ahead of Election 2020

Businesses are pacing up and down at different lorry terminals, possibly as a result of the upcoming December 7, polls, the Ghana News Agency has gathered.

The Agency on Saturday visited a number of Lorry terminals to observe the numbers that were travelling before Ghanaians cast their ballots on Monday, December 7, 2020.

At the VIP Lorry Terminal, at the Kwame Nkrumah Circle, the Agency observed a crowded scene where passengers were worriedly and tiredly in queues awaiting a chance to get on board to their destinations.

As at the 19:00 hours on Saturday evening, there were hundreds of passengers spotted joining queues personally or with their luggage just to find places to sit to rest, after being drained of all hope that the next car was going to be available soon.

A staff who agreed to talk to the GNA at the VIP Lorry Terminal, as an anonymous worker, said the situation was usually like that every Friday, hence they could not tell whether the upcoming election had had any impact on the non-availability of cars or the multiplying number of passengers that were trooping in.

He said usually over 200 vehicles packed on the lorry terminal, however, as at the 1930 hours of Saturday, more than 140 cars had set off to varied destinations.

The Agency observed that passengers had queued awaiting the chance to buy tickets at varied stations of the terminal including that of Kumasi, Dormaa, Sampa, Berekum, Wenchi, Enchi, Sunyani and Bolga among others.

The situation at the STC Lorry Terminal, was no different, even though was a bit relaxed, as passengers were seen seated and awaiting a bus to purchase their tickets and get on board.

Mr Paul Siaw, a Ticket Seller, at the Ho station, Accra, on the other hand, said business had declined from the early hours of Friday December 4, 2020 to Saturday. As at the 17:40 hours, he said the station that usually had registered about six or seven cars to move daily from Accra to Ho, was yet to get the third full minibus of passengers to set off.

He confidently, said political parties hired buses to convey their supporters to other regions to vote in the December 7 polls, a situation he believed reduced the usual sales they made over the weekends.

Mr Yaw Simpson, the Assistant Station Master of the Koforidua Station, in Accra Tema station, said for his part, business had boomed by 100 per cent from the beginning of the weekend.

He said on an average day, the station made sales with about 20 cars, however, as at the 1800 hours of Saturday December 5, 2020, 40 cars had already set off to Koforidua.

In an interaction with some of the passengers, Mr Appiah Gyamfi, who was traveling to Kumasi at the VIP station, said he deliberately registered to cast his ballot in Kumasi, so he could join his family there to make merry when his party won the election, hence the reason for joining a queue on Saturday evening.

Mrs Mabel Enyonam Mensah, a passenger on an Accra-Ho bus, said she also registered deliberately at Ho to get an opportunity to reunite with her family and vote as well, as her work in Accra barely gave her time to travel to her hometown.

  • NCCE holds youth activists workshop at Paga

As the December 7 Presidential and Parliamentary elections draw close, collective roles of citizens and stakeholders are needed to ensure a peaceful electoral process before, during and after the elections.

In this regard, the National Commission for Civic Education (NCCE) in the Kassena-Nankana West District of the Upper East Region has held a youth activists workshop to sensitize members of the public, especially the youth on the need to ensure and maintain peace in the area.

The workshop brought together leaders of the various political parties including the two main parties, the New Patriotic Party and the National Democratic Congress, and some heads of institutions to discuss the Public Order Act and election 2020; prospects and challenges.

The programme also allowed the stakeholders to discuss the electoral offences and sanctions and looked at the overview of the Public Elections Regulations (C.1127).

The workshop was supported by the European Union, and was on the theme: “Empowering the youth to stand up for Ghana for a peace election 2020.”

Addressing participants, Mr Robert Dampare, the Kassena-Nankana West District Director of the NCCE said the NCCE embarked on the nationwide workshops as a strategy to engage youth activists across 60 selected Districts.

He said the initiative was to promote non-violence in the December 7 Presidential and Parliamentary elections and appealed to members of the public to help maintain the peace in the Constituency and country at large.

He said if any party won the elections in a non-peaceful environment, there would not be peace and Ghana would be the loser at the end.

“Studies have shown that political party youth activists are often the perpetrators of electoral violence; most of them acting out of ignorance of the various regulations governing the conduct of elections,” Mr Dampare said.

He indicated that the workshop aimed to equip participants with basic knowledge and skills on non-violence, to enable them to participate both efficiently and ethically in the electoral process.

Mr Victor Nuworkpor, the Upper East Deputy Regional Director of the NCCE, used the opportunity to appeal to women to help propagate the peaceful campaigns as women and children were the most vulnerable in any conflict situations.

He said “It is not good if we start killing ourselves because somebody wants to be a President. Therefore all political and institutional heads should try to educate their people that conflict is not good. It is about convincing the electorate to your side with your ideas but not a fight.”
