  • UEFA Nations League explained

A heavyweight showdown in Munich between the last two World Cup winners, France and Germany, sets the ball rolling on Thursday as the inaugural UEFA Nations League gets underway.

The new tournament sees the 55 European national teams split into four divisions, taking promotion and relegation to international football while also offering an alternative route to the 2020 European Championship, without replacing the qualifiers themselves.

AFP Sport tells you everything you need to know about the competition:

    FEWER MEANINGLESS FRIENDLIES

The creation of the competition stems from the desire to replace meaningless friendly matches with more competitive games.

When Germany last hosted France, in a friendly last November, the number of emtpy seats in Cologne was striking and suggested that the appetite for such games was waning.

Meanwhile, smaller nations find it difficult to arrange friendly games, so UEFA believe they have come up with the perfect solution.

They are using their own coefficient to split their 55 member nations into four leagues, with the top 12 sides all in League A. The next 12 are in League B, followed by 15 in League C and the bottom 16 in League D.

Each group contains three or four teams, with everyone playing each other home and away between September and November this year.

    FINAL FOUR

The winners of the four groups in League A will go through to the finals from Jun 5-9 next year. Semi-finals, a third-place play-off and a final will all be played, with the host country to be decided in December from among the finalist teams.

So there is a title and a trophy up for grabs, but also promotion and relegation with future Nations Leagues in mind.

The team finishing bottom of each group in Leagues A, B and C will be relegated and replaced by those finishing top of the groups in Leagues B, C and D.

EURO 2020 PLACES UP FOR GRABS

There will still be qualifiers for the 24-team Euro 2020. They will take place from March to November 2019, with a draw to be held this coming December.

However, that will no longer be the only means of qualifying for that competition.

Twenty teams will make it to Euro 2020 from qualifying, with the top two in each of the 10 groups advancing. The remaining four places will be decided in March 2020, in the Nations League play-offs.

Each of the four leagues (A, B, C and D) will hold play-offs which will take place in March 2020 and which will be contested by the respective group winners, with semi-finals and a final being played.

However, if a group winner has already qualified via the classic route, then their spot will go to the next best-ranked team in their league. And if a league does not have four teams to compete, the remaining slots are allocated to teams from another league.

All of which means that one place at Euro 2020 will go to a team from League D, comprised of the continent’s traditional minnows.

Meanwhile, teams will still be free to play friendly matches when the opportunity arises, hence why Scotland and Belgium meet in Glasgow this Friday, for example.

    UEFA NATIONS LEAGUE DRAW

    League A

    Group 1: Germany, France, Netherlands

    Group 2: Belgium, Iceland, Switzerland

    Group 3: Italy, Poland, Portugal

    Group 4: Croatia, England, Spain

  • I have had tougher times than this – Sharapova on US Open exit

Maria Sharapova says being a teenager with “a few hundred dollars” and “no sense of the future” was the toughest period of her career – not losing in the US Open last 16.

The five-time Grand Slam champion has not gone past the quarter-finals in her five major appearances since returning from a doping ban in 2017.

Read: Serena Williams turns heads with striking outfit at US Open

The Russian, 31, lost to Spain’s Carla Suarez Navarro in New York on Monday.

“I think I’ve done plenty in my career,” said Sharapova.

“[I’ve] established a lot for myself personally, professionally.”

Sharapova became a household name when she won the 2004 Wimbledon title as a 17-year-old, going on to claim a career Grand Slam with victories at the Australian Open, French Open and US Open over the next 10 years.

The former world number one slid down the rankings after being given a 15-month doping ban for using meldonium.

She tested positive for the banned substance, which is used to control heart disease-related conditions, at the 2016 Australian Open, but has always denied cheating.

Since returning to Grand Slam action at last year’s US Open, she has climbed to 22nd in the rankings and reached one quarter-final at Roland Garros in June.

Read: US Open embroiled in sexism controversy

Asked if Monday’s defeat represented the most challenging period of her career, Sharapova – who left Russia for the United States with her father as a seven-year-old – said: “What’s challenging is when you’re a teenager and you have a few hundred dollars and you’ve got no sense of the future.

“You don’t know where you’re going to end up. You just have a dream.

“That’s a lot tougher than being 31 years old and having the opportunity to do whatever I want in my life.”

  • Trump attacks Sessions over prosecutions of Republicans

US President Donald Trump has accused Attorney General Jeff Sessions of damaging the midterm re-election chances of two Republican members of Congress by prosecuting them.

The justice department’s decision to file charges against the men put “easy wins” in doubt, Mr Trump tweeted.

One is accused of insider trading and the other of campaign violations.

The tweet has sparked fresh criticism that Mr Trump is illegally seeking to interfere with the justice system.

Read: Impeach me and the market crashes Trump

    1. Who is US Attorney General Jeff Sessions?

    2. Trump, the Russia inquiry and obstruction claims

What is the latest controversy about?

It comes ahead of the midterm elections on 6 November. The Democrats are seeking to wrest control of the House of Representatives from the Republicans.

Last month Representative Christopher Collins was charged with participating in an insider trading scheme. He has denied wrongdoing but said he would not seek re-election.

Later in August Representative Duncan Hunter and his wife were indicted for allegedly using campaign funds to pay for personal expenses. They too deny the charges.

Both men were early supporters of Mr Trump when he launched his bid for the presidency and was facing hostility from Republican congressional leaders.

In a tweet, Mr Trump criticised the prosecution of “two very popular Republican Congressmen”.

The investigation into Mr Hunter began under the presidency of Barack Obama, but the Collins inquiry was launched last year.

    What has the reaction been?

The justice department has not commented on the tweet. But it has drawn fire from a number of critics, including Mr Trump’s fellow party members.

Republican Senator Ben Sasse said the justice department should remain politically neutral in deciding whether or not to prosecute.

“The United States is not some banana republic with a two-tiered system of justice – one for the majority party and one for the minority party. These two men have been charged with crimes because of evidence, not because of who the president was when the investigations began,” he said.

US political scientist and columnist Brian Klass called Mr Trump’s outburst “insane”.

Other critics argue that midterm elections are not a good reason to delay prosecution.

What are Mr Trump’s relations with Mr Sessions?
The president has been a vocal critic of the justice department and has frequently clashed with his attorney general.

The criticism began in the early months of the administration last year, when Mr Sessions recused himself from investigations into claims that Russia tried to help Mr Trump win the 2016 election.

The attorney general, a staunch conservative and early supporter of Mr Trump’s campaign, handed control to his deputy to avoid a potential conflict of interest. Mr Trump regarded that move as a “betrayal”.

Read: Trump admits son met Russian for information on opponent

The deputy in turn appointed ex-FBI director Robert Mueller as special counsel to lead the inquiry, which the president has repeatedly called a “witch hunt”.

Could Trump be guilty of obstruction of justice?

Mr Trump is widely believed to have lost faith in Mr Sessions.

In a recent interview Bloomberg, he said: “I do question what is Jeff doing.” Asked if he would retain his attorney general beyond the midterms, he declined to comment.

  • Jalaluddin Haqqani, founder of Afghan militant network, dies

The founder of the Haqqani militant network has died after several years of illness, the Afghan Taliban has announced.

Jalaluddin Haqqani was a significant militant figure in Afghanistan and had close ties to both the Taliban and al-Qaeda.

The Haqqani network has been behind many of the co-ordinated attacks on Afghan and Nato forces in recent years.

His son is believed to have taken over control of the group in 2001.

“Just as he endured great hardships for the religion of Allah during his youth and health, he also endured long illness during his later years,” a statement from the Afghan Taliban said.

There were no details in the statement about the date or place of his death.

Rumours about Haqqani’s death have circulated for years.

In 2015, sources close to the group told the BBC that the leader had died at least a year before. This was never confirmed.

    ‘Exemplary warrior’

Jalaluddin Haqqani was an Afghan guerrilla leader who fought Soviet troops that occupied Afghanistan in 1980s.

US officials have admitted that at the time he was a prized asset of the Central Intelligence Agency (CIA).

However, he later allied himself to the Taliban after they took power in Afghanistan in 1996.

In its statement, the Taliban called Jalaluddin an “exemplary warrior… and among the great distinguished Jihadi personalities of this era”.

The Haqqani group have been blamed for some of the deadliest attacks in the country, including a truck bomb explosion in Kabul in 2017 that killed more than 150 people.

Striker Obed Owusu opened the scoring for the Reds after a swift counter attacking football before Emmanuel Gyamfi sealed victory with a fine strike. Both goals came in the second half.

In the build up to Porcupine’s first goal, Hearts winger Patrick Razak was dispossessed off the ball in the Kotoko goal area by defender Agyemang Badu, which the fans believed should have merited a penalty but was waved off by referee Kwame Sefah.

The supporters of the Accra-based giants vented their frustration on the official and started throwing missiles onto the pitch which led to the arrest of seven of their fans.

In the aftermath of the match, Hearts of Oak chief took to his Twitter handle to condemned the actions of their teeming fans.

During yesterday’s match, a group of supporters took out their frustrations by destroying public property and acting in a manner that is inconsistent with Club values. We condemn this unsporting behavior in the strongest possible manner and offer our sincere apologies. #AHOSC

It is 2018 and somethings never change. One of them is the spilling of the Bagre dam in Burkina Faso.

The pounding flood waters have been hounding out Ghanaian residents and settlers in the Upper East, Upper West and Northern regions.

It began in 1999 when during a rainy season up North, the dam could no longer contain anymore beyond its 235m depth.

The result of the spillage – 9,000 Ghanaians became homeless, a Cholera outbreak and $21m required to rehabilitate flood victims.

This year, another spillage marking the 19th anniversary of an artificially created Ghanaian problem has reproduced expected results – fleeing villagers, furious farmers and flattened farms.

‘One and half acres of my 3-acre maize farm have been destroyed’, a farmer told Joy News Upper East regional correspondent.

A few days ago, he just had to walk to his other farm. Now he needs a paddle and a canoe. The farm is gone. Some farmers were forced into a premature harvest as they could not bear to watch the latest replay of the Bagre dam crisis.

Albert Sore reported on Joy News, they returned from the farm to find in less than an hour that a mark they made on the ground had been wiped off by the waters.

“The water is increasing virtually by the minute”, he expressed the alarm of residents.

The government has said it is “monitoring the situation”, a replayed explanation of a flooding crisis.

Two deaths were recorded in 2017. In 2015, five deaths. In 2014, 10 deaths. In 2010, nine fatalities. The loss of livestock, farms, properties each year has not been costed.

The 2015 losses include over 650 hectares of farmlands in Bawku West of the Upper East region. At least 1,200 farmers were affected, some turning sucidal.

In 2007 at least,104 houses collapsed, 13 public schools destroyed.  Some 30,000 acres of farm land gone and 24 communities flooded.

The 19-year-old problem is beyond costing.

In August 2007, Ghana government had to declare a state of emergency in three regions – Upper East, Upper West, Northern regions.

  • Akufo-Addo hints of legislation to make education compulsory

Education could soon be compulsory from the basic to tertiary level if government is able to pass the necessary legislation to back it, the president has said.

Nana Akufo-Addo who made the commitment at a meeting with the Ghanaian community in China is convinced education equips one with the necessary tool to compete in the global space.

    Read: Akufo-Addo visits China

“My hope is that soon parliament and myself will be in agreement and we should even bring legislation that will make it compulsory for every child to go to school from Kindergarten to university level,” he said.

According to him, the matter is now open for a public discourse and nothing has been concretised but in due course, he is hopeful a law would be passed to that effect.

The President said once the law is passed when children are seen anywhere else when provisions have been made for them to be in school, an action can be taken against their parents.

The president also disclosed on a state visit to China that despite anticipated challenges with the yet to be rolled double track system at the secondary level, the initiative offers the best solution to the problem.

According to him, the number of those expected to enter the Senior High School this month has doubled to 180,000 and the system is being run without expansion to any of the infrastructure to accommodate the huge numbers.

“So, we are having to find creative ways of being able to accommodate this expanding population, but at the same time make sure that minimum quality of standards was observed,” he said.

He believes the initiative is going to generate a “much more productive educational system than what we have had up until now.”

However, a Ranking Member on Education, Peter Nortse said the president must hasten slowly so the country does not bite more than it can chew.

According to him, although it is the responsibility of the state to provide education at all levels, the economy cannot support that.

Mr Nortse argues that the Constitution talks about the provision of a progressively free education but “the question is have we been able to make it compulsory?”

The Akatsi North MP said due to logistical constraints the country has been unable to do so citing challenges with the recently implemented Free SHS policy.

“We have not finished addressing the challenges at the secondary school level and we are talking about adding the university to it? That will only compound our problems.

“There is no need to pass any legislation now. When we are able to fulfil what is in the constitution then the way forward will be there for us,” he added.

The National Democratic Congress legislator said government should concentrate on the basic and SHS levels while parents contribute to educating their wards at the tertiary level.

  • Blame Kantanka Automobile for low market penetration – Gabby

Ghanaian car company, Kantanka, has been blamed for failing to penetrate the local market following efforts by German car maker VW to set up in Ghana.

The New Patriotic Party (NPP) man and an insider in the Akufo-Addo government, has said Kantanka Automobile has not been proactive in engaging the government to purchase their cars.

The discussion about Kantanka cars has been triggered by the President’s announcement, Volks Wagen (VW) will be setting up a car assembly plant in Ghana.

The announcement has been applauded in some quarters on social media but it has also raised questions about government’s commitment to helping the indigenous car company.

Critics say the President’s much-touted ‘Ghana beyond aid’ is hollow if it cannot empower local businesses and entrepreneurs.

The Chief Executive Officer of Kantanka Automobile Limited, Kwadwo Safo Jnr joined in a tweet ‘ “Why is it so difficult for Africans to support their own?’

    He continued:

But Gabby Asare Otchere-Darko who uses a Kantanka car has said the company is responsible for its weak penetration in the Ghana market.

He said the company has a great opportunity to expand because the Finance Minister, who controls the public purse is also a client of the local company.

“He is happy with the vehicle he is using”, the NPP man revealed the Minister’s assessment to him in private discussions. If Kantanka Automobile Ltd was proactive enough, it would present a proposal to the Finance Minister, the Founder of Danquah Institute said.

“I think they will get a positive response”, Gabby Otchere-Darko told host of the Joy FM Super Morning Show Monday.

Mr. Otchere-Darko who owns pro-government newspaper, The Stateman, said the indigenous company which unvieled its first car in 2008 should not expect government to engage it.

Kwadwo Safo Jnr in June 2017 met the Vice-President Dr. Mahamudu Bawumia at the Flagstaff House and complained, the company pays the same duty and levies as charged on imported cars.

During the meeting, he also showcased models manufactured and assembled by the company such as an SUV, Mini SUV, and Pickups.

A month later, the Trades Ministry announced it had purchased 4X4 Kantanka Onantefo SUV. The Trades Minister, Alan Kwadwo Kyreremateng, said the purchase of the car is to make a statement of government’s commitment to help local industries.

Adwoa Safo, daughter of the Founder of the Kantanka Automobile, Apostle Kwadwo Safo Kantanka, is Procurement Minister in the Akufo-Addo government.

High profile Ghanaians who use Kantanka cars include the Asantehene and Okyenhene who both own the Kantanka Onantefo valued at over ¢130,000.

Gabby Otchere-Darko said the local automobile company’s business model is faulty because it does not target the mass market.

Kantanka Automobile which began commercial sale of the Kantanka cars in November 2015, has been criticised as selling at uncompetitive prices.

The Kantanka K71 is selling between ¢65,000 – ¢70,000. The luxury version, Omama Luxury is sold at ¢130,00. Toyota show room in Accra displays a brand new 1.8litre Toyota Corolla which costs ¢155,000.

  • Argentina to outline cuts aimed at stabilising peso

Argentina is expected to announce a raft of spending cuts on Monday, in an attempt to contain the country’s acute currency crisis.

The peso has lost roughly half its value this year, despite the central bank’s effort to stabilise it by raising a key interest rate to 60%.

President Mauricio Macri has pledged to tackle the country’s ballooning debt.

Around 10 government ministries are likely to be axed as a result, according to media reports.

The measures come as Argentina’s finance minister, Nicolas Dujovne, prepares to travel to Washington on Tuesday to meet with the head of the International Monetary Fund (IMF), Christine Lagarde.

In June, Argentina was forced to secure a $50bn loan from the IMF – an organisation still widely loathed in the country, for its perceived role in the country’s 2001 economic crisis.

The government said the move was necessary to reassure international investors, after a decrease in farm exports, higher energy prices and a stronger dollar had prompted many to pull funds from the country.

A sudden weakening of the peso followed.

Mr Dujovne’s goal is to finalise a deal that would quicken IMF payments to Argentina.

  • Demonstration against teacher license examination needless – Educate Ghana Summit

Every sector in the country is regulated by Authorities which act in conformity with rules and regulations governing the sector. Teacher Licensure Examination is one of the policies that the National Teaching Council (NTC) in partnership with the Ministry of Education is implementing in pursuant to Education Act 778 (2008) which mandates all teachers to undertake the Licensure Examination.

Although, the timing for its implementation seems to be a bit problematic comparing that of Nurses. The course, we think should be undertaken when in Colleges of Education before trainees come out.

Read: Teachers to pay GH¢220 for licensure exams in September

Mr Appiah, the president of Teacher Trainees Association of Ghana (TTAG) in his speech delivered at Ada College of Education stated that there is no cause for alarm in writing the Licensure Examination. According to him, they were included in a stakeholders meeting concerning its implementation, a clear indication that, Teacher Trainees assent to it.

However, this has triggered the impatience of some Teacher trainees and they demonstrated on the streets of Kumasi and on social media platforms. Some newly trained teachers also have the notion that, the examination is just meant to fail teachers and to reduce their numbers.

Others are also of the view that, NABCO as an intervention which has been initiated to reduce unemployment in the country is recruiting over 3000 university graduates of which most of them do not have Education background and these people will soon be posted to schools to teach. The question now is, would they also take the licensure examination?

Educate Ghana Summit is saying that, demonstrating on this will be of no use and so Principals of the various Colleges Of Education must ensure that Teacher trainees are given orientation on the Examination and its relevance.

Also, we are telling NTC and for that matter the government of Ghana that the registration fee of GH¢220.00 is on the high side and needs to be reduced. By this release, we want to entreat our brothers and sisters to halt the demonstrations and instead, use dialogue.
