  • Egypt court sentences 75 to death over 2013 pro-Morsi protests

    n Egyptian court has sentenced 75 people to death for their role in the violence that erupted after President Mohammed Morsi’s removal in 2013.

    The group, including leaders of the banned Muslim Brotherhood, are part of a mass trial of more than 700 people.

    Rights group Amnesty International has called the trial “grossly unfair” and a violation of Egypt’s constitution.

    Their cases will now be referred to the Grand Mufti, who must be consulted whenever the death sentence is applied.

    But while Egyptian law requires the opinion of the Grand Mufti, the country’s highest Islamic legal authority, it is non-binding – although rarely ignored.

    The August 2013 clashes took place a month after the democratically-elected Mr Morsi was ousted, with hundreds of demonstrators and dozens of security personnel killed after the latter moved in to break up two sit-in protests.

    Among those arrested that day was the award-winning photojournalist, Mahmoud Abou Zeid, better known as Shawkan.

    He was detained while taking pictures of the dispersal of a protest. He has been held in prison ever since and faces a series charges.

    A decision in his case was postponed by the judges on Saturday.

    In the months that followed the clashes, there was a crackdown on the former president’s supporters, and on the Muslim Brotherhood group to which he belongs, which Egypt later declared a “terrorist organisation”.

    In a statement, Amnesty International pointed out that, while many thousands of people have been arrested since “Egyptian authorities have never questioned or prosecuted any of the security force personnel” who were involved in the clashes.

  • Majority Leader defends deferment of new AMERI deal

    Majority Leader Osei Kyei-Mensah-Bonsu says the agreement for the amendment of the AMERI deal has not been dealt with by parliament because the request for further information by parliament remains crucial.

    The latest agreement was laid in parliament on Thursday to introduce a third party, Mytilineos International Trading company to take over the operations of the AMERI plant.

    The government in the new agreement will pay Ameri $39 million while the new entity will also pay $52 million to Ameri on behalf of the government of Ghana.

    According to documents sighted by Kasapafmonline.com government says it will make a savings of 405 million dollars to the state in the new deal.

    The minority and industry stakeholders have raised some concerns about the deal.

    However, Osei Kyei-Mensah-Bonsu said the deal has been deferred for a closer look at the agreement saying the House needs to “interrogate the figures to know that what we are doing is in the best interest of the country, which explains why [the debate on the deal has been delayed].”

    “I spoke to the Finance Minister, I spoke to the Attorney General plus the Minister of Energy and we all decided to tarry a while and have a closer look at it,” the Minister of Parliamentary Affairs said.

    Kalawatee has over 35 years experience in banking of which 15 years has been in Corporate Banking where she worked in various portfolios across a broad spectrum of industries.

    Her exposure in Corporate Banking also included assisting in managing the Government & Energy Portfolio.

    She was a member of the Credit Risk Management team at Republic Bank Trinidad for four years prior to her joining Republic Bank Ghana in March 2018.

    During her tenure at Credit Risk Management, she facilitated several Credit Analysis Techniques program across the RFHL Group.

    Ghana midfielder Kwadwo Asamoah has opened up reason behind his decision to stop wearing the Black Stars number 10 shirt.

    The 29-year-old decided against wearing the iconic jersey number again few weeks to the start of 2012 Africa Cup of Nations tournament and reverted to his favourite number 20.

    The Inter Milan midfielder first wore the number 10 jersey at the 2008 Africa Cup of Nations on home soil in the absence of then captain Stephen Appiah and it became his preferred number after Appiah announced his retirement from international football in 2010.

    ”I told them I didn’t want the number 10 shirt because at that moment I wasn’t the one who chose it,” Asamoah told Joy Sports.

    ”I had my favourite numbers already. I had number 20. I used that number because when I started my career in Europe, that was the number I used and that was the same number that made me who I am today.”

    ”When I went to Udinese, I chose number[20] and I started playing and people got to know me.”

    ”I fell in love with that jersey number so when I came to the national team, I opted for it.”

    According to Asamoah, it was former Ghana captain Stephen Appiah who made him wear number 10 jersey for the first time in 2008.

    ”I remember when we were playing the 2008 Africa Cup of Nations here in Ghana, Appiah told them to give me the number.”

    ”So the team manager, Mr Alex Asante came with the jersey and told me Appiah says you should wear this[number 10 jersey].

    I couldn’t say no because it was from the captain himself.”

    He went further to debunk rumours that his decision was as a result of bad dreams.

    ”I have been hearing this [dreaming of lions when you sleep] for a very long time and I don’t know the kind of person who brought up this story.”

    “I never had any conversation with anyone that I am having dreams of someone chasing me and I don’t know where that story came from.”

    ”But honestly, I never had any dream like that.”

    ”I just told them I don’t want the jersey anymore. I want to change and take back my number.20 so it wasn’t because someone was chasing me.”

    Asamoah has been capped 69 times by Black Stars but last featured for the national team in 2014. He is, however, due to make a comeback in September against Kenya in 2019 Africa Cup of Nations qualifiers.

    The Ghanaian international suffered a discomfort to the inner knee and had to be withdrawn in the first half of the game , the match ended 4-3 in favor of the English team.

    On Wednesday, Boateng successfully underwent a surgery at the Quirón hospital by Dr. Ernesto Fernández.

    It is estimated that the striker will be sidelined between 4 and 6 weeks.

    Emmanuel Boateng played 25 games last season and scored 7 goals including his famous hat trick against Spanish Champions FC Barcelona.

    Theodore McCarrick, 88, a former Archbishop of Washington, has also been suspended from public duties pending a canonical trial, the Vatican said.

    Last month US church officials said the allegations were credible. Mr McCarrick has said he has “absolutely no recollection” of the alleged abuse.

    Further allegations have since emerged.

    “Pope Francis accepted his resignation from the cardinalate and has ordered his suspension from the exercise of any public ministry, together with the obligation to remain in a house yet to be indicated to him, for a life of prayer and penance until the accusations made against him are examined in a regular canonical trial,” a Vatican statement said.

    Mr McCarrick is alleged to have assaulted the teenager while working as a priest in New York in the early 1970s. The claims were made public in June by the current Archbishop of New York, Cardinal Timothy Dolan.

    He said an independent forensic agency had investigated the allegations. A review board, including legal experts, psychologists, parents and a priest, then found the allegations “credible and substantiated”.

    Mr McCarrick has not commented on the more recent allegations.

    It has also since emerged that settlements were reached in at least two cases of alleged sexual misconduct with adults involving Mr McCarrick.

  • Facebook and Twitter face uncertain road ahead

    For months, Facebook and Twitter investors shrugged off concerns about election meddling, regulatory scrutiny and an industry-wide privacy awakening. All that mattered was the two platforms kept getting more people to scroll past ads, thereby making more money.

    Facebook (FB)’s stock soared to all-time highs despite the onslaught of bad press that followed the Cambridge Analytica data scandal. And Twitter (TWTR) nearly doubled in value this year on enthusiasm for its business turnaround.

    That changed this week. Shares of Facebook and Twitter plunged 20% or more within hours of the two companies posting earnings results. The reports sparked concerns about how fast the companies can continue growing amid mounting scrutiny and plateauing user numbers.

    Facebook, which has long defied gravity with consistently robust sales growth, warned shareholders on Wednesday that those days may be waning. It now expects sales growth to slow considerably as it invests in “putting privacy first.”

    Likewise, Twitter said Friday that it lost one million monthly users in the second quarter as it worked to clean up the social network and comply with new European Union privacy regulations. The company warned shareholders it could lose millions more users next quarter as it continues to “invest heavily” in the health of the platform.

    “Twitter and Facebook have had to change their business models to some extent,” Daniel Ives, an analyst with GBH Insights, told CNNMoney. They are investing more in security, adjusting their data collection practices to comply with sweeping new privacy regulations in Europe and focusing on “cleaning up the platform rather than just focused on driving advertising dollars.”

    But adapting an advertising-based business model to tougher privacy standards is only part of the problem. Both companies are hitting a ceiling for user growth. Facebook now has 2.23 billion monthly users while Twitter has 335 million.

    Facebook has effectively maxed out the audience in its most established markets, including Europe, the US, and Canada. At the same time, it is rethinking the core app experience for those users by emphasizing Stories, a popular format pioneered by Snapchat (SNAP), that is less of a clear moneymaker than News Feed.

    “The question is will this monetize at the same rate as News Feed,” Sheryl Sandberg, Facebook’s COO, said about the shift to Stories on a conference call with analysts this week. “And we honestly don’t know.”

    The uncertainty was a shock to Wall Street’s system. “Facebook has been a growth machine. It was a golden child of Wall Street,” Ives says.

    Twitter’s dip in user numbers renewed old concerns that its audience will be forever stalled around the 300 million mark. That could cast doubts on Twitter’s ability to attract more advertising dollars and potentially undermine the turnaround story.

    “Twitter outright said that investors should expect users to decline,” says Michael Pachter, an analyst with Wedbush. “That looks like a lack of growth.” Investors are not going to click Like on that news.

    For months, Facebook and Twitter investors shrugged off concerns about election meddling, regulatory scrutiny and an industry-wide privacy awakening. All that mattered was the two platforms kept getting more people to scroll past ads, thereby making more money.

    Facebook (FB)’s stock soared to all-time highs despite the onslaught of bad press that followed the Cambridge Analytica data scandal. And Twitter (TWTR) nearly doubled in value this year on enthusiasm for its business turnaround.

    That changed this week. Shares of Facebook and Twitter plunged 20% or more within hours of the two companies posting earnings results. The reports sparked concerns about how fast the companies can continue growing amid mounting scrutiny and plateauing user numbers.

    Facebook, which has long defied gravity with consistently robust sales growth, warned shareholders on Wednesday that those days may be waning. It now expects sales growth to slow considerably as it invests in “putting privacy first.”

    Likewise, Twitter said Friday that it lost one million monthly users in the second quarter as it worked to clean up the social network and comply with new European Union privacy regulations. The company warned shareholders it could lose millions more users next quarter as it continues to “invest heavily” in the health of the platform.

    “Twitter and Facebook have had to change their business models to some extent,” Daniel Ives, an analyst with GBH Insights, told CNNMoney. They are investing more in security, adjusting their data collection practices to comply with sweeping new privacy regulations in Europe and focusing on “cleaning up the platform rather than just focused on driving advertising dollars.”

    But adapting an advertising-based business model to tougher privacy standards is only part of the problem. Both companies are hitting a ceiling for user growth. Facebook now has 2.23 billion monthly users while Twitter has 335 million.

    Facebook has effectively maxed out the audience in its most established markets, including Europe, the US, and Canada. At the same time, it is rethinking the core app experience for those users by emphasizing Stories, a popular format pioneered by Snapchat (SNAP), that is less of a clear moneymaker than News Feed.

    “The question is will this monetize at the same rate as News Feed,” Sheryl Sandberg, Facebook’s COO, said about the shift to Stories on a conference call with analysts this week. “And we honestly don’t know.”

    The uncertainty was a shock to Wall Street’s system. “Facebook has been a growth machine. It was a golden child of Wall Street,” Ives says.

    Twitter’s dip in user numbers renewed old concerns that its audience will be forever stalled around the 300 million mark. That could cast doubts on Twitter’s ability to attract more advertising dollars and potentially undermine the turnaround story.

    “Twitter outright said that investors should expect users to decline,” says Michael Pachter, an analyst with Wedbush. “That looks like a lack of growth.” Investors are not going to click Like on that news.

    Inter Milan midfielder Kwadwo Asamoah has finally opened up on his decision to relinquish Black Stars number 10 jersey.

    The 29-year-old surprisingly requested not wear the iconic jersey number again few weeks to the start of 2012 Africa Cup of Nations tournament and reverted to his favourite number 20.

    Asamoah first wore the number 10 jersey at the 2008 Africa Cup of Nations on home soil in the absence of then captain Stephen Appiah and it became his preferred number after Appiah announced his retirement from international football in 2010.

    ”I told them I didn’t want the number 10 shirt because at that moment I wasn’t the one who chose it,” Asamoah told Joy Sports.

    ”I had my favourite numbers already. I had number 20. I used that number because when I started my career in Europe, that was the number I used and that was the same number that made me who I am today.”

    ”When I went to Udinese, I chose number[20] and I started playing and people got to know me.”

    ”I fell in love with that jersey number so when I came to the national team, I opted for it.”

    The Minority in Parliament has described the 10% increment in the minimum wage as woefully inadequate.

    The National Tripartite Committee last Thursday announced that the minimum wage had risen from 9.68 Ghana cedis to 10.65 Ghana cedis.

    According to the Deputy Minority Spokesperson on Employment, the raise, which amounts to 97 pesewas does not correspond with the harsh realities of the economy.

    “I think that one will say something is better than nothing but the reality is that, that is not deep enough. What impact will it have on the economy of the ordinary person who will be affected by this and so it is a mixed feeling. It is as if nothing really has been added up to it.

    “It does not amount to anything substantial especially at a time when we are not too sure whether there is an increase in taxes as in relation to straight levy with regards to NHIL and GETFund. If this should translate into a higher toll by way of taxes it means you are not putting any addition to what they are already earning but indirectly you are taking more from them.”

    Minimum wage increment 

    The implementation of the wage increment is expected to take effect on 1st January 2019.

    The decision was taken after a meeting held by the Tripartite Committee made up of government, Labour and the Employers Association.

    A statement from the National Labour Commission said “the committee directs that any establishment, institution or organization whose Daily Minimum Wage is below the new National Daily Minimum wage should adjust its wages upward with effect from 1st January, 2019”.

    The members who signed the statement from the committee were Minister for Employment and Labour Relations, Ignatius Baffuor Awuah, for government, Terence Darko for the Employers Association, and Dr. Yaw Baah for labour.

    “Any establishment, institution or organization that flouts the new rate shall be sanctioned in accordance with law,” the statement warned.

    By law, it is illegal for any worker in Ghana to be paid below the minimum wage.

    The Committee had also expressed its commitment to the improvement of incomes and productivity in both public and private sectors of the Ghanaian economy.

    The Narcotics Control Board (NACOB) has destroyed Five Hundred Kilograms (500kg) of Marijuana at the Bundase Military base in the Greater Accra region on Friday 27 July 2018.

    The exercise was carried out upon the orders of the Accra Criminal High Court 3 Judge Justice Justin K. Dorgu.

    The exercise also witnessed the burning of 100kg of Khat, a flowering plant native to the Horn of Africa and the Arabian Peninsula which is chewed and contains alkaloid cathinone and a stimulant, which is said to cause excitement, loss of appetite, and euphoria.

    It is mostly posted through the courier services from East Africa mainly Ethiopia and repackaged to Europe and North America.

    The destruction exercise was done in collaboration with the Ghana Police Service, the Military, Ghana Standard Authority (GSA), Judicial Service, Environmental Protection Agency (EPA) and the media.

    Background

    NACOB in December 2017 impounded a truck full of dried leaves suspected to be cannabis at Buokono, near Asesewa in the Upper Manya Krobo District of the Eastern Region.

    This was upon a tip-off that a boat from Dzemeni in the Volta Region was loaded with cannabis and had offloaded its content onto a truck at a village near Asesewa with its final destination being Ashaiman in the Greater Accra Region.

    NACOB in collaboration with the District Police Command at Asesewa intercepted the said truck with registration number ER 105-13 and arrested the driver, one Stephen Narteh Sangmortey, whiles his accomplice fled upon sensing danger.

    In all, 124 sacks all containing dried leaves suspected to be cannabis sativa (wee) were retrieved from the truck.

    These comprised 72 sacks of compressed dried leaves and 52 sacks of uncompressed dried leaves, all suspected to be cannabis. The 72 sacks of compressed dried leaves were further found to contain 4,326 slabs of compressed cannabis.

    The purported owner of the consignment, one Nicholas Lartey (a.k.a Nharyo) has since been at large.

    NACOB wishes to assure the public of its continuous commitment aimed at curbing the illicit drug trade.

    The public is therefore encouraged to voluntarily provide information leading to the arrest of persons suspected to be indulging in narcotics-related acts.

    The international community hopes the poll will strengthen a 2015 accord that Mali, a linchpin state in the troubled Sahel region, sees as its cornerstone for peace.

    But violence has peppered the election, with the final days of campaigning marred by an attack on a candidate’s convoy and renewed killings of civilians.

    Despite the peace deal, which gathers the government, government-allied groups and former Tuareg rebels, a state of emergency remains in force and heads into its fourth year in November.

    Jihadist violence, meanwhile, has spread from northern Mali to the centre and south and spilled into neighbouring Burkina Faso and Niger, often exacerbating communal conflicts.

    – ‘No more war-mongering’ –

    Twenty-four candidates are in the race for the presidency, and over eight million people are eligible to vote.

    Keita, elected in 2013, is accused by his opponents, including several former ministers, of poor governance and security failures. Nearly 300 civilians have died in ethnic clashes this year alone.

    On Wednesday, at least three Fulani civilians were killed in central Mali in an attack by suspected traditional hunters, according to civil society and security sources.

    The Fulani community regularly denounces abuses against them by Bambara and Dogon farmers in the fight against jihadists, accusing authorities of ignoring or even taking part in them.

    Speaking to journalists on Tuesday, Keita, 73, defended his record and branded the attacks as “pockets of violence and remnants of terrorism”.

    “There’s no more war-mongering in Mali today,” Keita said.

    He acknowledged that the violence had “metastasised to central Mali”, but said the state was making a “colossal financial effort” to combat it.

    – Rivals –

    Keita’s challengers are headed by Soumaila Cisse, a former finance and economy minister, who lost by a large margin in the second round of the 2013 election.

    Others are Modibo Kone, a rural development expert at the West African Development Bank, and Hamadoun Toure, who runs the “Smart Africa” initiative to drive development on the continent via technology.

    Another candidate, businessman Aliou Boubacar Diallo, said IBK had “failed miserably”. Diallo’s convoy was attacked by armed assailants while he was campaigning.

    “Everywhere we have been, it is this insecurity which tops Malians’ concerns,” Diallo said.

    Other contenders include astrophysicist and former prime minister Cheick Modibo Diarra. There is only one female candidate — Djeneba Ndiaye, a 55-year-old businesswoman.

    Amid concerns that the vote could not be held in some restive parts of the country, over 30,000 security personnel have been commandeered to ensure security.

    In the north, where the state is largely absent, armed groups who signed the peace agreement have also been roped in.

    Cisse’s team claimed there were two electoral lists and hundreds of fake polling stations listed.

  • Court clears way for Museveni to run again

    The Constitutional Court in Uganda has cleared the way for President Yoweri Museveni to stand for a sixth term if he wants to.

    It upheld a constitutional amendment, approved by parliament in December, to scrap the presidential age limit of 75.

    The Constitutional Court in Uganda has cleared the way for President Yoweri Museveni to stand for a sixth term if he wants to.

    It upheld a constitutional amendment, approved by parliament in December, to scrap the presidential age limit of 75.

  • Ex-Fifa executive Valcke loses CAS appeal against 10-year ban

    Former Fifa secretary general Jerome Valcke has lost his appeal to the Court of Arbitration for Sport against his 10-year ban from football.

    Valcke, 57, was suspended in 2015 when Fifa ruled he had breached the body’s ethics code on a series of occasions.

    The Frenchman was originally given a 12-year ban and a 100,000 Swiss franc fine (£76,600), before the ban was later reduced by two years.

    Cas said Fifa’s punishment was “wholly proportionate”.

    In backing the 10-year ban and fine, Cas added it had “concluded that the offences found to have been committed by Jerome Valcke were cumulatively of a serious degree of gravity”.

    Valcke, the former right-hand man of ex-Fifa president Sepp Blatter, has always maintained he did “absolutely nothing wrong”.

    As well as being implicated in a scheme related to the resale of World Cup tickets, Fifa’s ethics committee said Valcke had “acted against Fifa’s best interests and caused considerable financial damage” by taking private flights for sightseeing trips with his family at the organisation’s expense.

    It was also critical of his involvement in the sale of television rights for below market value and said he “deliberately tried to obstruct the ongoing proceedings against him by attempting to delete or deleting several files and folders relevant to the investigation”.

    Blatter was banned by Fifa for eight years, later reduced to six, over ethics breaches when he was found to have made a £1.3m “disloyal payment” to ex-Uefa boss Michel Platini.

    His appeal to Cas was rejected in December 2016.

    I know the struggle of women especially market women who hustle tirelessly to fend for their homes. BUT

    1• What if our market women stopped coming into the streets?
    2• What if they occupied and stayed in the market places purposed for them to sell so that buyers go to them if they need anything ?

    The market places may not be able to accommodate the increasing number of women venturing into trade but is it worth risking their lives on the street side?

    Ashaiman As densely populated as it it still has land for modern market places to be constructed anyway.

    5•Not to even talk about ambulances that will get to the scene early enough to save some of the victims while they transport them to hospitals

    Staff of the central bank, where the late former vice president Kwesi Bekoe Amissah- Arthur worked before becoming a vice president, have in a eulogy described him as “meticulous” and a “team player”.

    Governor of the bank , Ernest Addison, who spoke on behalf of the staff expressed shock at the sudden demise but recounted the contribution of the late former vice president while at the Bank of Ghana.

    “He was very meticulous in his work, he worked as a team and very very supportive of all his staff and a true leader encouraging the staff with their work.”

    He said the staff of BoG will never forget Kwesi Amissah-Arthur for his contribution to their welfare.

    “As I said the Bank of Ghana staff will always remember him because of some of the welfare improvement that they saw during the tenure of the former vice president as a governor of the bank” he said.

    Mr. Addison recounted his personal encounter with the late vice president from their days in the University of Ghana, Legon where he was a student and Amissah-Arthur a lecturer at the Economics department, through to their days as workers in the Bank of Ghana.

    “I have known former vice president over 30 years, first as a part time lecturer at the economics department at Legon when I was a student in the economics department… in 2008 when he was appointed the governor of the Bank of Ghana we got to work together again”

    He said the former vice president was “ very kind, very thoughtful and very pleasant person to be with”.

    The staff conveyed their condolences to the bereaved family and prays for a peaceful rest for the late former vice president.

    Sulley Muntari has called for the urgent return of the Ghana Premier League and believes the division’s indefinite hiatus is harming players.

    The unattached midfielder has been training with domestic giants Accra Hearts of Oak to maintain his fitness as he looks for a new club, and has been struck by the consequences of the domestic inactivity.

    The Ghana Premier League has been halted since June 6, when a BBC documentary covering the findings of investigative journalist Anas Aremeyaw Anas alleged corruption amongst referees and senior officials at the Ghana Football Association.

    “My problem is the fact that the league has stopped, which means all the kids and talents are at home doing nothing,” Muntari told the TV3 Network.

    “How can we build the future if the league has stopped?” he added. “They should do something about it so hopefully the guys can get to play again.”

    Muntari, who began his career with Liberty Professionals in his homeland, won the Champions League with Internazionale in 2010.

    “They should just start the league,” Muntari continued. “The guys are at home, and the clubs are losing money everyday, that is my concern.

    A number of government agencies, corporate bodies and individuals with accounts with the embattled Unibank are facing serious challenges with requests to pay their suppliers due to a Bank of Ghana (BOG) directive to Unibank not to pay out any government agency related investments over the past three weeks.

    A source at Unibank indicates that the there is pressure on certain agencies whose credits with their suppliers are running out. According to a source at the bank, the agencies, corporate bodies and some individuals are facing a cash crunch since they have funds locked up with Unibank and the directive by the BOG means they cannot access their funds.

    Earlier this year in March, the Governor of the Bank of Ghana, Dr. Ernest Addison appointed KPMG to handle the affairs of Unibank in the exercise of its powers under Sections 107 and 108 of the Banks and Specialised Deposit-Taking Institutions Act, 2016 (Act 930).

    Section 107 of Act 930 empowers the Bank of Ghana to appoint an Official Administrator to take official control of a bank when its capital adequacy ratio (CAR) has fallen below 50% of the required minimum of 10% (i.e. below 5%).

    Under section 108 of Act 930, the Official Administrator is authorized to exercise a variety of powers to rehabilitate and return the bank to regulatory compliance within a period of six months, at the end of which the bank will be returned to private ownership and management.

    The challenges faced by UniBank have been described as part of the legacy issues in the financial sector attributed to weak economic growth and poor corporate governance and risk management practices.

    BoG is expected to allow the Administrator of UniBank to authorize the payments to the government agencies to enable them honour their obligations to their suppliers.

  • Government needs not consult NDC over free SHS implementation – Dep. Education minister

    Government has stated emphatically, it will not back down on implementing free Senior High School promise despite mounting criticisms over its troubled implementation.

    Deputy Education minister Dr. Yaw Adutwum has told Joy News, manifesto promises for which the government was elected to fulfill are non-negotiable.

    The government has been facing criticisms, its free SHS policy was not well thought through despite preaching it for eight years while in opposition.

    Two months to re-opening, government has announced a double-track system to resolve severely congested classrooms after enrolment rates shot up due to free SHS.

    The new system will see a marked departure from a 60-year old system. In this new Double Track system, the class size is divided into two tracks so that while one track is in school, the other is on vacation and vice-versa.

    Government has been accused of introducing an ill-thought out policy to correct challenges created by another ill-thought out promise.

    There is pressure on the government for wide consultation over the double track system with parents, teachers expressing misgivings and lack of understanding over the new direction.

    The Finance minister Ken Ofori-Atta has also suggested a rethink of the free SHS policy observing some parents are willing and able to pay.

    Critics also say the government should have expanded infrastructure before introducing free SHS.

    But the deputy Education minister has insisted, the government consulted all those who matter. The opposition NDC, he indicated needs not to be consulted over free SHS implementation.

    “Four years from now if we are being judged on the implementation of our manifesto promises, they are not going to ask the NDC”.

    “They will ask Nana Addo Dankwa Akufo-Addo did you make good on your pledge?”, he said.

    He expressed reservations over claims that the Akufo-Addo government has put education system in jeopardy over free SHS implementation. Some critics say the policy will affect the quality of teaching and learning because of large class sizes.

    But Dr Yaw Adutwum wondered how the implementation of Free SHS could amount to jeopardising education system when the government puts huge funds into making sure every Ghanaian student qualified to go to school gets the chance including the economically disadvantaged.
