  • Government needs not consult NDC over free SHS implementation – Dep. Education minister

Government has stated emphatically, it will not back down on implementing free Senior High School promise despite mounting criticisms over its troubled implementation.

Deputy Education minister Dr. Yaw Adutwum has told Joy News, manifesto promises for which the government was elected to fulfill are non-negotiable.

The government has been facing criticisms, its free SHS policy was not well thought through despite preaching it for eight years while in opposition.

Two months to re-opening, government has announced a double-track system to resolve severely congested classrooms after enrolment rates shot up due to free SHS.

The new system will see a marked departure from a 60-year old system. In this new Double Track system, the class size is divided into two tracks so that while one track is in school, the other is on vacation and vice-versa.

Government has been accused of introducing an ill-thought out policy to correct challenges created by another ill-thought out promise.

There is pressure on the government for wide consultation over the double track system with parents, teachers expressing misgivings and lack of understanding over the new direction.

The Finance minister Ken Ofori-Atta has also suggested a rethink of the free SHS policy observing some parents are willing and able to pay.

Read: Free SHS cause of decline in quality SHS education Ablakwa

Critics also say the government should have expanded infrastructure before introducing free SHS.

But the deputy Education minister has insisted, the government consulted all those who matter. The opposition NDC, he indicated needs not to be consulted over free SHS implementation.

“Four years from now if we are being judged on the implementation of our manifesto promises, they are not going to ask the NDC”.

“They will ask Nana Addo Dankwa Akufo-Addo did you make good on your pledge?”, he said.

He expressed reservations over claims that the Akufo-Addo government has put education system in jeopardy over free SHS implementation. Some critics say the policy will affect the quality of teaching and learning because of large class sizes.

But Dr Yaw Adutwum wondered how the implementation of Free SHS could amount to jeopardising education system when the government puts huge funds into making sure every Ghanaian student qualified to go to school gets the chance including the economically disadvantaged.

  • State of Ghana football 50 days after Number 12 aired

It’s been 50 days since investigative journalist Anas Aremeyaw Anas aired his documentary, titled Number 12, that shook Ghana football.

Since then, the government has been working to restore order. But on the sidelines have been a liaison team set up by FIFA/CAF to steer the country into calm waters. The team is made up of Dr Kofi Amoah and experienced coach Oti Aketeng.

However, before the liaison team, government after meeting with the world football governing body set up an Interim Management Committee to steer affairs. The committee was led by CAN 2008 Local Organising Committee chairman Dr Kofi Amoah with support from legends Rev. Osei Kofi and Abedi Pele as well GHALCA boss Kudjoe Fianoo and Eva Okyere. But it collapsed after a few days following the resignation of Fianoo.

While the game tries to find its feet, almost all football activities have come to a halt. The Ghana Premier League and all lower divisions have paused. However, all national teams taking part in qualifiers and international tournaments will be allowed to do so, based on arrangements between government and Fifa.

The liaison team have been in charge for 22 days and here is what they have done so far.

    Liaison team meeting with GHALCA

The liaison team met with Ghana League Clubs Association in the first week of July. The meeting looked at the way forward in the aftermath of the Anas expose with the leader of the liaison team, Dr Kofi Amoah calling for greater collaboration and unity. However, the liaison team asked the clubs to put their thoughts on areas of reform in restructuring to help improve Ghana football in writing and submit it. According to the spokesperson of the liaison team, Dan Kweku Yeboah, they haven’t heard from GHALCA.

Proposal for government to pay GFA workers

The liaison team is the brain behind government’s decision to pay the outstanding salaries of workers of the Ghana Football Association.

    Support for Aduana Stars

The government through the liaison team supported Aduana by taking care of the club’s expenses when they hosted AS Vita Club in CAF Confederation Cup. The Ghanaian champions won the match 2-1 to boost their chances of reaching the knockout stage of the competition.

    The national teams

The liaison team have collaborated effectively with Fifa to allow Ghana to play in international competitions despite the issues. And that’s why U-20 Women’s team have been in camp preparing to take part in upcoming World Cup in France next week. The Black Satellites are also camping ahead of their U-20 Africa Cup of Nations qualifiers against Benin. Also, the Black Queens continue to find tune preparation ahead Women’s Africa Cup of Nations.

Beyond the work of the liaison team, the Ghana Football Association is also facing the possibility of liquidation by the office of the Attorney General.

After a slow process of going through a constitutional procedure in order to achieve this, the AG’s office has been granted an injunction against officials of the GFA, thereby paving the way for the Registrar General to be appointed the official liquidator of the local football governing body.

While this is going on, Joy Sports understands that the work of the liaison team will culminate in the formation of a Fifa Normalisation Committee for Ghana, which will be a transitional body to, essentially, set up a new FA.

This disclosure was to debunk allegations levelled against him by the Assin Central consituency MP, Kennedy Ohene Agyapong.

According to reports, Kennedy Agyapong had alleged that the renowned journalist secretly recorded a meeting with the President at the Jubilee House to tarnish his (Akufo-Addo) image.

Mr Agyapong also labelled Mr Baako a hypocrite for allowing investigative journalist, Anas Aremeyaw Anas, to interview the President on the bribery allegations raised against him by Kwesi Nyantakyi in the Number 12 exposé. He said it was Mr Baako who instigated Anas to interview President Akufo-Addo in order to trap the president.

This meeting was prior to the premiering of ‘Number 12’; an investigative piece by ace journalist, Anas Aremeyaw Anas.

In reaction to this on Wednesday’s edition of Peace FM’s ‘kokrokoo’ programme, Kweku Baako said the meeting took place at the Nima residence of President Akufo-Addo and not the Jubilee House as Ken Agyapong claims.

He stated that Anas even unmasked before the discussion started with the President.

“Before the recording Anas was unmasked and had about 10 to 15 minutes discussion with the President with all of us present . . . so the pre-recording stage Anas was unmasked, everybody was there, we all listened to it and watched the thing . . . with the full knowledge and consent of the President of this republic,” he added.

He told Peace FM’s ‘kokrokoo’ that after that part Anas wore his mask and interviewed the President because the documentry was going to be shown publicly.

Photographs were taken of the victim as evidence.

The Police say they have now mounted a search for the mother of the girl who is the prime suspect in the case.

She is likely to be charged with negligently causing harm.

  • Facebook’s shares tumble as growth disappoints

Facebook shares tumbled by more than 20% on Wednesday after the social media network’s revenue and user growth fell short of investor expectations.

The firm, which is facing backlash for its handling of fake news and privacy, said it had 2.23 billion monthly active users at the end of June.

This was up 11% on June 2017, the slowest growth in more than two years.

Read: Facebook plans office in China

It also warned investors that spending growth would outstrip revenue gains in 2019, pinching profits.

Facebook said it expected revenue gains to slow, as people make use of new options to limit advertising and less profitable overseas markets drive growth.

The firm also plans to spend billions to improve the way it monitors content, tracks advertisers and treats user data – areas where it has faced regulator scrutiny.

The firm, which owns Instagram and WhatsApp, is also investing in new features, such as virtual reality and video.

Shares in Facebook initially fell about 12% in after-hours trade in New York, but losses accelerated as the firm outlined its spending plans.

Daniel Ives, chief strategy officer at GBH Insights, said the firm’s forecast was “nightmareish”.

“They gave a very disappointing outlook for the second half of the year and 2019 and that’s going to significantly weigh on the stock in the near term,” he said.

  • I don’t care about pressure – Klopp

Jurgen Klopp says he “doesn’t care” about the “increasing pressure” at Liverpool after spending nearly £170m on four new players this summer.

The Reds have signed goalkeeper Alisson and midfielders Naby Keita, Fabinho and Xherdan Shaqiri as they look to close the gap on Manchester City.

Liverpool finished 25 points behind Premier League winners City last term.

“We have not bought a team whilst the others have sold theirs, it is not like this,” manager Klopp told BBC Sport.

“We don’t have a free way to go to the championship, it will be really hard.

“They are still there, but we have improved our position for us. What it means for the league we will see.”

    ‘I am not a dreamer’

New Liverpool signings Alisson, Fabinho, Keita and Shaqiri

Liverpool have spent nearly £250m in the last 12 months, including world record fees for £66.8m goalkeeper Alisson from Roma and £75m defender Virgil van Dijk from Southampton in January.

This summer, Guinea midfielder Keita has arrived from RB Leipzig for about £50m, Brazil midfielder Fabinho has joined from Monaco in a deal that could be worth more than £40m, and Switzerland winger Shaqiri has come in from Stoke for £13m.

However, the club has also raised significant funds, including through the £142m sale of Philippe Coutinho to Barcelona in January.

Klopp said: “Pressure is only on the outside. That is not important really. What you say about me in three months doesn’t change my life completely.

“It is exactly the same with our owners. We are completely fine. It is not as though the others are asleep.

“You are right, the pressure comes from outside. It is probably increasing. I don’t care about that. I want us to play the best football we can play and make our fans happy. That is it. What other people say, I don’t care.

“I am not a dreamer, I don’t dream that we can be there or there. Other people can do that but we have to build a ground for these dreams.

“We need to play football and that is 80% of the season, if not 90%, the hardest work. The 10% is the day when you go bang, bang, bang and win 5-0. Wow. That is football.”

‘We have to prove we’re not a selling club’

Klopp won back-to-back German titles at Dortmund

Klopp won two Bundesliga titles in 2011 and 2012 and one German Cup during his seven-season spell at Borussia Dortmund, as well as reaching a Champions League final, but also saw key players leave during his reign.

Striker Robert Lewandowski and midfielder Mario Gotze both joined Bayern Munich and Shinji Kagawa went to Manchester United, while Henrikh Mkhitaryan, Mats Hummels and Ilkay Gundogan all departed after Klopp left the club in 2015.

Liverpool have also seen many of their star players leave in recent seasons including Coutinho and Luis Suarez to Barcelona, Raheem Sterling to Manchester City and Fernando Torres to Chelsea.

Klopp says Liverpool have to “prove” they are no longer a selling club and faces a “similar” situation to what he had at Dortmund.

“Years ago I was at Dortmund,” he said. “If they had let us play for the next four years with the Dortmund team of 2011 we would have won the Champions League at least once.

“They were 19/20 years old. It was an unbelievable team and we were lucky to bring them all together. We have not exactly the same [at Liverpool] but it is similar.

“In the past for Liverpool it was the same situation. Torres, Suarez, Coutinho, Sterling. They were sold. That is true. The only thing that means for us now is that we are responsible. We cannot blame anybody. We cannot say ‘he is not there any more’.

“You have to use the quality and don’t rely on individuals to make a difference. Football is not like this.

“City wasn’t champions last season because they had the best players in every position. They played outstandingly well and fantastic football. That was the reason.”

    ‘I can’t promise silverware’

Klopp has lost three finals with Liverpool

Klopp’s side impressed with an all-out attacking style of play last season to reach the Champions League final and finish fourth in the Premier League.

But their last trophy was the 2012 League Cup, while they have not won the league title since 1990.

German Klopp was appointed as manager in October 2015 and reached the Europa League and League Cup final in his first campaign, but were beaten in both finals by Sevilla and Manchester City respectively.

“Can I promise next season any silverware? Of course not,” said Klopp. “How could I? We will fight for it. That is what we promised in all the years and we did it.

“We were always close. If people want to judge our journey so far as a success or not purely on whether you have won something, do it. I have no problem with that. That is how the world is.

“But did people enjoy the journey, saw the final and said ‘that’s football, it can be happy’ then we have been successful.

“Then we are close together with the fans and the team. It feels different. People were really ready to fight together until the final thing.”

‘100% true that Karius had concussion’

Karius has already made two errors leading to goals in pre-season

Last season, a brilliant run in Europe was ended in Kiev by Real Madrid, who claimed their third straight Champions League triumph with a 3-1 victory.

Two mistakes from goalkeeper Loris Karius helped the Spanish side on their way, with Karim Benzema and Gareth Bale both profiting by scoring.

The errors were put down to Karius colliding with Real defender Sergio Ramos with the score goalless, and five days later was discovered to have “26 of 30 markers for a concussion” in tests.

The German keeper has made two errors leading to goals in pre-season so far against Tranmere and Dortmund.

Klopp added: “Nobody believes what happened in Kiev but it is 100% true, he had concussion.

“Anyone who has had it knows it is quite difficult to judge situations. You have forgotten things and other people have to tell you how you behaved. That how these things are but the world out there is not interested.

“I really think that Loris is our goalkeeper 100%. From that point of view nothing changed. Is this the most easy period of his life? For sure not. Can it make him stronger? 100% yes.

“He is still a young boy. He has outstanding skills. The big goal is to bring it out on the pitch. That is the way it is for all players. We will try to help him with that.”

‘We have to be angry, aggressive, greedy’

Forward Mohamed Salah was Liverpool’s star performer in the last campaign, netting 44 goals in 52 games in his debut season, including 32 in the Premier League and the Egypt international signed a new five-year deal at Anfield earlier this month.

Liverpool continued their pre-season US tour with a 2-1 win over Manchester City, and face rivals Manchester United on Saturday (22:05 BST).

They play their opening Premier League match at home to West Ham on Sunday, 12 August.

Klopp told LFCTV: “We need to be ready for the big challenges, the big goals, we have to be this angry, aggressive, greedy team full of desire that wants to win each game.

“All the other teams have quality as well so we need to be ready for fights, not celebrating signings and stuff.

“I get it, it is only pre-season and people are happy – cool. To stay happy there is a lot of work ahead.

“We are in the middle of the process and they will not be finished for the first match day, of course not.”

  • World Vision invest US$380,000 to improve shea butter business in Upper East Region

World Vision Ghana has pumped some US$380,000 into helping women in the Garu and Tempane District to boost their shea butter business.

The money has been spent to provide two modern equipment for 600 women at Kpipira, Gagbire and Woriyanga to extract improved shea butter.

Food Security Officer for Bawku West Cluster, Justice Tiigah told Adom News Reporter Kwame Kulenu the machines at Kpipira and Gagbire are already operational, while the one at Woriyanga is being installed.

He said out of the 600 women, 200 each are from each of the three communities, adding that the main focus of the project is to improve household income and food security in the region.

“The women are also supported with tricycles to transport their products to the market,” he said.

Of the 600 women, they have 2,685 children they are taking care of, so the support from World Vision goes to benefit all these children as well.

Justice Tiigah said World Vision collaborates with Business Advisory Centre (BAC) who also trains the women in how to use shea butter to make soap and pomade.

The women expressed their gratitude to World Vision for giving them modern machines to extract shea butter.

According to them, they used to employ grading stones to extract their shea butter and they were able to extract only one pan a day but with the help of the machines, they are now able to make more than 10 barrels a day.

They are therefore calling on the shea butter exporters and companies who use shea butter for various products to “come and buy from us because we are now producing in large quantity.”

  • Men should cover womens “indecent” exposure in public Style Coach

A lifestyle coach has urged men to look out for their female counterparts by helping them “cover up” indecent exposure of sensitive body parts to avoid embarrassment.

Exposure of body parts such as the waistline, navel, breasts, cleavages among others by women in public has gradually become a popular sight.

While some of these women draw unnecessary stirs from peeping eyes, some men have especially been divided over the most appropriate way to assist women in these situations.

However, lifestyle coach, Mz Nancy says, men should be more responsible in their approach to correcting these errors.

Men, she explains, should be bold but polite in drawing the attention of victims to prevent further embarrassment.

According to her, rather than mock at women and murmur, men could gently whisper to the woman to fix her dress properly or gently tap her to draw her attention to the challenge.

This, she says, could go a long way to make women more conscious of their dressing to prevent public ridicule.

Meanwhile, Queen mother of Asante Mampong Kronkor Hemaa, Nana Aboagyewaa Kente says a concerted effort from religious bodies and traditional authorities will be required to correct the anomaly.

  • Fiat ex-boss Marchionne dies at 66

The former chief executive of carmaker Fiat-Chrysler, Sergio Marchionne, has died in hospital in Zurich aged 66.

Mr Marchionne was replaced four days ago when his health worsened following complications from surgery on his right shoulder.

He had led the combined company for more than a decade and planned to step down next year.

Mr Marchionne has been succeeded by Briton Mike Manley, head of the Italian-American firm’s Jeep division.

“Unfortunately, what we feared has come to pass. Sergio Marchionne, man and friend, is gone,” said group chairman John Elkann, a member of the Agnelli family that controls the company.

Mr Elkann praised Mr Marchionne’s “values of humanity, responsibility and open-mindedness”.

He added: “My family and I will always be grateful for what he has done.”

    Workaholic lifestyle

Mr Marchionne, who was also chairman of Ferrari, was seen as the driving force behind Fiat-Chrysler’s growth.

Famous for his signature black jumpers, sharp tongue and workaholic lifestyle, he is credited with saving both Fiat and Chrysler from bankruptcy.

An accountant and lawyer by training, Mr Marchionne joined Fiat in 2004 after the death of its patriarch Gianni Agnelli.

In 2009, he presided over Fiat’s merger with Chrysler, which was then the number three carmaker in the US.

He carried out two successful spin-offs from the merged group – first its tractor-making arm in 2011, which became CNH Industrial, then Ferrari, which was floated in 2016.

By this year, Mr Marchionne had managed to wipe out the group’s near-$13bn (£10bn) debt pile, something he described as a “healing” process for two companies that for so long were associated with failure.

  • 29,334 dud cheques submitted in 2017- BoG

A total of 29,334 dud cheques were submitted to credit bureaus in 2017; this represents a 47% reduction from 2016 position of 55,665 submitted records, according to information from the Bank of Ghana.

Dud cheques issued by individual customers of banks accounted for 42% of total dud cheques submitted with the remaining 58% committed by commercial customers of banks.

Dud cheques reported to credit bureaus are cheques that go through the clearing system and therefore do not include internal cheques of financial institution.

Submission of Dud Cheques the Credit Reporting Act, 2007 (ACT 726) requires financial institutions to submit data on dud cheques issued by customers of financial institutions to credit reference bureaus

    Complaints and Resolutions

Besides, a total of 1,418 complaints and disputes were received by Banks and Financial Institutions from customers in 2017. This figure represents an increase of 11% compared to 1,280 complaints in 2016. This increasing trend is attributable to the increased awareness of credit referencing among the public and also due to the quality of data submitted to credit bureaus by financial institutions.

Most of the recorded disputes were as a result of customers with impaired credit reports occasioned by inaccurate information on the credit reports and who were subsequently refused credit facilities. These errors are either caused by financial institutions or the credit bureaus.

The Credit Reporting Act, 2007 (ACT 726) was enacted to provide a framework for credit reporting and other related matters. The Act empowers the Bank of Ghana to have overall supervisory and regulatory authority in all matters relating to credit reporting.

The Bank of Ghana therefore monitors the operations of credit bureaus and financial institutions to ensure compliance with prescribed standards and statutory requirements. This activity includes credit bureau licensing, data provider operations, data protection, dispute resolution, submission of reports, application of sanctions and other incidental matters. Uptake of credit referencing activities in 2017 increased significantly compared to previous years. This was made possible due to increased awareness and supervision by the Bank of Ghana.

  • 463 parents ‘left US without children’

Hundreds of migrant parents are no longer in the US, government lawyers said, ahead of a deadline to reunite families.

Administration lawyers told a federal court more than 450 parents had gone, with the government unable to say if they had been deported.

The Trump administration recently halted its policy of separating migrant families at the border with Mexico.

A court ordered that it must now reunite children with their parents.

Federal court judge Dana Sabraw has ruled that all 2,300 detained minors be brought back to their families by 26 July.

On Tuesday he said the government was on track to complete the task by that deadline and praised the government’s “remarkable achievement” of returning the majority of children rapidly.

However, he said the separations and the realities of the case remain “deeply troubling”.

In a court filing, the administration said 463 parents had left the country, although it did not say if this was voluntary or not.

The news comes amid reports that US immigration authorities are telling migrant parents to sign voluntary deportation forms in order to see their children.

Lawyers for the government also said the figure of 463 parents was “under review”, and the final tally could be different.

According to a filing by the government and the American Civil Liberties Union (ACLU) on Monday, at least 879 parents had so far been reunited with their children.

Under a separate court-imposed deadline earlier in July, most migrant children under five years old have been returned to their parents.

Hundreds of children, however, remain separated.

On Tuesday the ACLU filed a further motion to delay deportations of any parent for a week after being reunited with their children.

Parents with a final removal order have 48 hours to decide if they want to leave the US as a family or let their children stay and seek asylum. The ACLU want parents to have more time to consider legal options.

But US government lawyers urged the court to allow faster deportation, saying any delays keep migrants in detention longer and citing the cost of housing families.

Judge Sabraw delayed a decision on the ACLU motion until Friday.
