    The government will employ 8000 teachers to close the gap created by the expansion of the Free Senior High school program.

    President Nana Akufo-Akufo who said this in Hohoe also revealed that the Free Senior High School Programme would see an increased enrolment, twice number it had last year.

    He explained that this is to ensure, every Ghanaian child enjoys the quality and affordable education to at least the secondary school level.

    He was speaking in Hohoe as part of his three-day tour of the Volta Region.

    To ensure that the additional numbers in the schools are catered for in the schools, the President hinted that the government would employ an additional 8,000 teachers.

    “Last academic year, 90, 000 more Ghanaian youth entered senior high school than the year before. And this year it is going to be doubled; 18,000 students would be enrolled than the year before. We are employing 8,000 more teachers in order to take care of the population,” he said.

    Adding that the program was in fulfillment of his campaign promise to the people, President Akufo-Addo insisted that every boy or girl in the country a well refined human resource is key to the growth of the economy and lives of the citizens.

    The Free Senior High School Program is one of the flagship programs by the current government to provide secondary education to school children free of charge.

  • A-G can represent Ofori-Atta in asset declaration case; SC rules

    The Supreme Court has ruled that the Attorney-General’s Department can represent Finance Minister, Ken Ofori-Atta, in a case seeking to have sanctions imposed on him for failing to declare all his assets before taking office.

    Sole Judge, Justice Pwamang, held that any contrary opinion that the Attorney-General cannot represent a public officer must be appropriately filed to challenge the relevant constitutional provision.

    The Commission on Human Rights and Administrative Justice (CHRAJ) had earlier ruled that the Finance Minister did not breach Ghana’s laws on conflict of interest despite failing to declare all his assets before taking office.

    CHRAJ in its ruling on a case brought by Ashanti Regional Youth Organiser of the opposition National Democratic Congress (NDC),  Yaw Brogya Genfi, observed that Mr. Ofori-Atta failed to declare his shareholding interest in Databank Brokerage Limited and Databank Financial Holdings Limited before taking office.

    Mr Genfi said in his petition that  Mr Ofori -Atta “has attempted to promote a private or personal interest for himself or for some family members and business associates, and the promotion of the private interest has resulted in, or was intended to result in, or appears to have resulted in, or has the potential to result in an interference with the objective exercise of his duties and an improper benefit or an advantage by virtue of his position.”

    CHRAJ ruled that these companies did not even participate in the sale of the bond, rendering claims that the bond was issued to favour family and friends of the Minister false.

    The Dynamic Youth Organisation of Ghana (DYMOG), a pressure group, then dragged the Minister to the apex court asking that CHRAJ should be compelled to impose sanctions on the minister for failing to declare all his assets.

    The Attorney-General last month asked that the court allows an amendment of the statement of case in opposition to the case filed against Mr. Ofori-Atta.

    This was opposed by lawyers of the group saying it will delay the case.

    Lawyers for CHRAJ, meanwhile, objected to application raising further questions on whether the Attorney-General can represent the minister since the issue bothered on the declaration of assets which is a private matter.

    Chief State Attorney Sylvester Williams responded that what led to the current case had to do with the issuance of bonds which was a public function performed by the Finance Minister.

    Justice Gabriel Pwamang who is sitting as a sole Judge agreed with this view in his ruling.

    He proceeded to hand the Attorney-General seven days to file the amended statement of case.

    An Accra High court on Tuesday told two citizens asking that the court puts on hold the implementation of a mobile call traffic monitoring system that “You are peddling evidenceless fears”.

    Sara Asafu-Adjaye and Maximus Amertogoh through their lawyers were seeking to injunct efforts by the government to monitor real-time, call traffic for purposes of calculating taxes due the government.

    To them allowing Kelni GVG the company contracted by the government to do the monitoring to go ahead with implementation of the agreement will amount to a breach of privacy.

    But the Judge, Justice Anthony Yeboah held that it was obvious from documents before him that the applicants had no personal knowledge of the common monitoring platform.

    In what seems to be a reply to the IMANI President, Franklin Cudjoe, and reaction to the ruling by the court on Social media, the Communications Minister said:”Instead of listening to reason, you create your own set of facts, obsess about it and expect everyone to believe you just because you say so. Truth stands. There will be no violation of anyone’s privacy. There are no procurement breaches. Stop this before you get even more embarrassed.”

  • Trump Nato: New war of words with Merkel

    US President Donald Trump has clashed with German Chancellor Angela Merkel over Russian influence and defence spending, ahead of a Nato summit.

    Mr Trump said Germany was “totally controlled by Russia” because of the high level of natural gas it imported, and this was a “bad thing for Nato”.

    Mrs Merkel hit back by insisting Germany was independent and defending its contribution to the alliance.

    The last summit both leaders ended in acrimony in a row over trade.

    They are due to meet again in Brussels on Wednesday.

    The Brussels summit comes less than a week before Mr Trump is due to hold his first summit with Vladimir Putin, in Helsinki, reviving concerns among US allies over his proximity to the Russian president.

    President Trump shocked some by quipping that the Nato summit might prove harder than next Monday’s summit with Mr Putin.

    He has said the US is being “taken advantage of” by other members of the Nato alliance, which was set up in 1949 to counter the Soviet Union, of which Russia is the main successor state.

    European Council President Donald Tusk accused him of criticising Europe “almost daily”, tweeting: “Dear America, appreciate your allies, after all you don’t have that many.”

    What exactly did Trump say about Germany?

    Germany has the EU’s biggest economy and has long been accused by US administrations of failing to contribute its fair share to Nato operations but Mr Trump’s comments were particularly stinging.

    At a breakfast meeting in Brussels with Nato chief Jens Stoltenberg, the US leader said: “Germany is totally controlled by Russia because they will be getting from 60% to 70% of their energy from Russia, and a new pipeline, and you tell me if that’s appropriate because I think it’s not and I think it’s a very bad thing for Nato.”

    The latest official EU figure for imports of Russian gas to Germany is between 50% and 75% (in an earlier version of this story, the figure was given incorrectly as 50.75%).

    Germany has given political support for a new Baltic Sea pipeline, Nord Stream 2, which will increase the flow of Russian gas to EU states. The project has been sharply criticised by Poland and others.

    The US president also accused Germany of only spending “a little bit over 1%” of its economic output on defence compared to the 4.2% spent by the US “in actual numbers”.

    Germany actually spends 1.24% and the US 3.5%, according to the latest Nato estimate.

    How did Merkel respond?

    “I want to say that I have experience of when a part of Germany was controlled by the Soviet Union,” she told reporters.

    “I am very happy that today we are united in freedom as the Federal Republic of Germany. Because of that we can say that we can make our independent policies and make independent decisions. That is very good, especially for people in eastern Germany.”

    “We are still very heavily involved in Afghanistan and thus we also defend the interests of the United States of America… and Germany was pleased to do it and did it out of conviction,” she said.

    At the G7 summit in Canada last month, the German chancellor led efforts to reach agreement with Mr Trump on trade but the American leader rejected the summit joint communique after he left.

    Mr Stoltenberg sought to play down Mr Trump’s accusations, saying he expected Nato leaders would agree they were “stronger together than apart”.

    US leaders have long warned of what they see as Europe’s uncomfortable dependence upon Russian energy supplies. And they have also been arguing for more than a decade that the Europeans should spend more on defence. Mr Trump has given these twin themes a new and more abrasive tone.

    While he may well be overstating Germany’s dependence upon Russian energy, even many European leaders are well aware of the potential influence that this could give Moscow. It’s an area where short-term economic and longer-term security considerations are at variance.

    No wonder then that when the US sanctions Russia for its behaviour in Ukraine and its annexation of Crimea it included steps to hamper anyone who helped build or support new Russian pipelines westwards.

    Ghana defender John Boye was a stalwart on his debut for Metz in their 3-2 win over ESTAC Troyes in a pre-season friendly encounter on Tuesday.

    Boye sealed a two-year contract with the Ligue 2 side last month after failing to renew his contract with Turkish side Sivasspor.

    The 31-year-old is familiar to the French terrain, having featured 63 times for Stade Rennes between 2009 and 2013.

    He made his debut for the Maroons on Tuesday, playing full throttle as Frédéric Antonetti’s overcame fellow Ligue 2 side ESTAC Troyes 3-2.

    A brace from Togolese international Matthieu Dossevi put Metz ahead before substitute Brayan Mbeumo reduced the deficit.

    Benjamin Nivet pulled parity in the 73rd minute via a penalty kick but an 87th minute strike from Ibrahima Niane secured the win for Metz.

    Boye is expected to keep his place in the side when they play another Ligue 2 AJ Auxerre on Friday.

  • GETFund to go for GHC2.3bn loan to finance infrastructure

    The Ghana Education Trust Fund (GETFund) is to borrow a total of GH¢2.3 billion, equivalent to US$500 million, from a consortium of financial institutions to be used to finance education infrastructure nationwide.

    Graphic Online understands that among the infrastructure to benefit from the loan are the construction and completion of basic schools and vocational and technical training centers across the country.

    In a request for expression of interest (EOI) published in the Tuesday, July 11 edition of the Daily Graphic newspaper, the Ministry of Finance, which is overseeing the transaction, said the facility is to be refinanced by a portion of allocations to the Ghana Education Trust Fund (GETFund).

    The GETFund Act mandates that an equivalent of 2.5 per cent of VAT collections be transferred to the fund on annual basis.

    Other sources of financing for the fund include money approved by Parliament, contributions, grants, gifts and donations as well as investment proceeds.

    The Expression of Interest (EOI) asked interested lenders to note that the loan does not constitute government debt and the government will not guarantee it.

    Last year, Parliament approved the disbursement of a total of GH¢790 million for the GETFund to distribute to the tertiary, secondary and basic education subsectors as well as other agencies under the fund.

    This year, however, the amount approved rose to GH¢924.8 million.

    Tenor of loan

    It further explained that the facility will have a lifespan of 24 months and will be “on the back of a portion of GETFund receivables as enacted by the Ghana Education Trust Fund Act 2000 (Act 581).”

    It added that the refinancing will be on a portion of the VAT Value added tax receivables as prescribed by the GETFund Act.

    Timelines

    The EOI further explained that the borrower “will ideally seek to access the funds by the end of September 2018.”

    As a result, it asked interested financial institutions, including investment banks, to factor the timeline in mind, when preparing their proposals.

    “The lender will be expected to release funds for the project on the presentation of certified interim payment certificates (IPC) verified by consultants appointed by them,” it said.

    In a request for expression of interest (EOI) published in the Tuesday, July 11 edition of the Daily Graphic newspaper, the Ministry of Finance, which is overseeing the transaction, said the facility is to be refinanced by a portion of allocations to the Ghana Education Trust Fund (GETFund).

    The GETFund Act mandates that an equivalent of 2.5 per cent of VAT collections be transferred to the fund on annual basis.

    Other sources of financing for the fund include money approved by Parliament, contributions, grants, gifts and donations as well as investment proceeds.

    The Expression of Interest (EOI) asked interested lenders to note that the loan does not constitute government debt and the government will not guarantee it.

    Last year, Parliament approved the disbursement of a total of GH¢790 million for the GETFund to distribute to the tertiary, secondary and basic education subsectors as well as other agencies under the fund.

    This year, however, the amount approved rose to GH¢924.8 million.

    Tenor of loan

    It further explained that the facility will have a lifespan of 24 months and will be “on the back of a portion of GETFund receivables as enacted by the Ghana Education Trust Fund Act 2000 (Act 581).”

    It added that the refinancing will be on a portion of the VAT Value added tax receivables as prescribed by the GETFund Act.

    Timelines

    The EOI further explained that the borrower “will ideally seek to access the funds by the end of September 2018.”

    As a result, it asked interested financial institutions, including investment banks, to factor the timeline in mind, when preparing their proposals.

    “The lender will be expected to release funds for the project on the presentation of certified interim payment certificates (IPC) verified by consultants appointed by them,” it said.

    The Minister for Energy, Boakye Agyarko, has assured that all workers of ECG that will complete their transition from the state-owned utility company to Meralco will not suffer any job losses during the entire 20 year period of the agreement.

    He assured them of job security stressing that their conditions of service shall remain intact or even an improved one since the government is pushing for that.

    The Minister for Energy made this observation, Tuesday, July 10, 2018, at a press conference in Parliament moments after laying a Paper on the floor of the House.

    The Paper was seeking for the consideration and approval of the House a Concession Agreement between the Government of the Republic of Ghana and the Consortium of investors led by the Manila Electric Company (Meralco) for private sector participation in the Electricity Company of Ghana with the terms of the Second Millennium Challenge Compact.

    The Paper has been referred to the Committee on Mines and Energy for consideration and report to the House.

    Mr. Agyarko commenting further revealed that under the deal, Meralco is bring onboard US$580m to revamp the operations of the Electricity Company of Ghana.

    That aside, the American government is also committing an amount of US$498m to add up to what Meralco is bringing onboard.

    He was optimistic that the deal, when approved by Parliament, will minimize if not totally eliminate the erratic power supply that hit the country a few years ago.

    The Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa has showered praises on President Akufo-Addo on his promise to provide an ultra-modern teaching hospital in the Volta Region to boost health care in the region reckoning that it is only an upgrade of the Volta Regional Hospital.

    Speaking on Accra-based Okay FM Wednesday, he noted that it is indeed a very welcoming development and that it is imperative that every President goes to the ground to have checks in the regions other than rely on reports from regional ministers or representatives in the various regions.

    He also emphasized that, the Volta Region has not had an ultra-modern teaching hospital to cater for or accelerate healthcare delivery in the region.

    He, however, noted that the late president John Evans Atta Mills started a new university in the Volta Region, University of Health and Allied Sciences to train Doctors, nurses, laboratory Technicians and other paramedics.

    On the same issue, however, Mr. Ablakwa noted that what the president has announced to do is an upgrade of the Volta Regional Hospital to become a teaching hospital. “The discussions to upgrade the Volta Regional Hospital started during the tenure of the Under the NDC administration and you would realize that we set up a committee headed by the then Minister of Health, Alex Segbefia”

    “The announcement President Akufo-Addo has done is to continue the work we began to upgrade the Volta Regional Hospital… the President Akufo-Addo Cabinet has approved the decision.

    He explained that what is going to be done is an upgrade of the Volta Regional Hospital into a teaching hospital.

  • Police to partner ECG in revenue collection

    The Electricity Company of Ghana (ECG), Volta Region, has rolled out an intensive revenue mobilization programme in partnership with the Volta Regional Police Command.

    Mr Delali Oklu, Volta Regional ECG Manager said the Company requested for the support of the Police to help meet revenue collection target for the year.

    He said as part of the programme, ECG staff would visit all houses to assess the integrity of electricity connections.

    Mr Oklu at a meeting with the Deputy Regional Police Commander on the collaboration said, staff of the Company would be available in communities to receive payments from defaulting customers, and cut service to clients unwilling to settle their bills.

    He requested the services of the Police for special night monitoring teams in communities.

    Mr Francis Ebenezer Doku, the Deputy Volta Regional Police Commander recounted the excellent working relationship that existed between the Police and ECG and pledged the support of the Police.

    “Electricity is a very important resource in the security provision and crime prevention so we are duty bound as a security agency to fully support any institution, especially when their services have direct impact on security, ” he stated.

    The Deputy Regional Commander said all Districts Commands would support the exercise for ECG to recover its debts.

    The nationwide intensive revenue mobilization programme began on July 2.

    The Minister of Health, Mr Kwaku Agyeman-Manu, says 30 ambulances imported into the country to improve ambulance service but have been wasting away at the Air Force Base at the Burma Camp in Accra were rejected by the Mahama administration.

    He said the ambulances were rejected on the basis of the fact that they were not fit for purpose.

    However, the immediate past Minister of Health, Mr Alex Segbefia, has disagreed, arguing that the Akufo-Addo administration was simply refusing to clear the accessories at the Tema Port to have them fixed in the ambulances so that they could make them fit for purpose.

    The ambulances, purchased at a cost of about 3.5 million euros, formed part of the first batch of 200 buses which were expected to be procured in 2011 to improve ambulance services.

    However, after inspecting the vehicles when they arrived, they were declared unfit for purpose, since they did not come with the necessary equipment and accessories fitted to enable them to function.

    Ministers in tango

    In separate interviews with the Daily Graphic, Mr Segbefia, in debunking the assertion, said the equipment that should be fitted in the ambulances to make them fit for purpose had been left uncleared at the port and wondered on what basis the current health minister came to the conclusion that the vehicles were not fit to be operated as ambulances.

    But Mr Agyeman-Manu refuted those claims, saying that the former Minister of Health, Ms Sherry Aryeetey, rejected the ambulances when they were brought into the country on account of the fact that the specifications required for the ambulances were not what were supplied.

    “I have been there to see them for myself. The fittings have no lockers and the materials in them are substandard. How can you call these ambulances?”, the minister questioned.

    He said the matter was currently under investigations at the Economic and Organised Crime Office (EOCO) and their findings would establish the veracity of the matter.

    Ghana risks paying judgement debt if the contract with the Dubai-based supplier, Big Sea Company Limited, is abrogated because the 30 ambulances have already been paid for.

    National Ambulance Service

    The Head of Operations of NAS, Mr Foster Ansong-Bridjan, told the Daily Graphic that the service, after realizing the defects in the ambulances, submitted a report to the then government to correct them before the service could take delivery of the buses, but that could not be done.

    After the change of government, he said, the Ministry of Health (MoH), after inspecting the ambulances, uncovered some procurement breaches, which were referred to the EOCO for investigations.

    “We were at that stage when a change of government was effected. The new government took over and we still expect it to rectify the anomalies with the ambulances before we can take delivery of them,” he stated.

    Two men are in the grips of the law for allegedly stealing four bundles of aluminium high tension cables worth GH¢15,000.00 at Dadieso in the Western Region.

    The two, Ralph Obbi, a farmer and Kwesi Oppong, cobbler, were nabbed by the police upon a tip-off.

    They appeared before the Enchi District Magistrate court and pleaded not guilty to charges of conspiracy to steal, stealing and dishonestly receiving.

    The presiding judge, Mr. Eric Baah Boateng after hearing the prosecution brief facts granted each of the accused a GH¢10,000 bail with two sureties each.

    Prosecuting, Detective Sergeant Joseph Kwadwo Agyare told the court that a month ago Obbi and Oppong planned to sell the high tension cables that were packed behind Obbi’s house.

    According to the prosecution Oppong informed one Abdalah alias Grow, who is now at large about the deal o which he expressed interest.

    On June 1, 2018, at about 0100 am, Abdalah picked Oppong on his motorbike from Dadieso to Kwabenakrom where they met Obbi.

    He explained that after negotiation over the price of the cables Obbi and Abdalah settled on 1,000.00 Ghana cedis.

    The prosecution said Abdalah promised to pay the money later and they all agreed and went to pack the stolen items on a tricycle and sent them to Abdalah’s house at Nyame Adomkrom, a suburb of Dadieso.

    Detective Agyare said they later conveyed the cables to the Dadieso Kumasi bus terminal to enable them to transport them to Kumasi for sale.

    He said on June 3, the Dadieso police had intelligence that the remaining high tension cables to be used for rural electrification project for Suaman District had been stolen.

    He said police begun a search around the area and on reaching the Dadieso Kumasi bus terminal they found 4 coiled high tension cables wrapped in fertilizer sacks of which they conveyed to the Dadieso Police station for investigation.

    The prosecution said Obbi was then arrested but he denied any knowledge of the crime and rather mentioned Oppong and Abdalah as the culprits.

    The police apprehended Oppong who admitted the offence in his investigation caution statement.

    According to the prosecution Oppong informed one Abdalah alias Grow, who is now at large about the deal o which he expressed interest.

    On June 1, 2018, at about 0100 am, Abdalah picked Oppong on his motorbike from Dadieso to Kwabenakrom where they met Obbi.

    He explained that after negotiation over the price of the cables Obbi and Abdalah settled on 1,000.00 Ghana cedis.

    The prosecution said Abdalah promised to pay the money later and they all agreed and went to pack the stolen items on a tricycle and sent them to Abdalah’s house at Nyame Adomkrom, a suburb of Dadieso.

    Detective Agyare said they later conveyed the cables to the Dadieso Kumasi bus terminal to enable them to transport them to Kumasi for sale.

    He said on June 3, the Dadieso police had intelligence that the remaining high tension cables to be used for rural electrification project for Suaman District had been stolen.

    He said police begun a search around the area and on reaching the Dadieso Kumasi bus terminal they found 4 coiled high tension cables wrapped in fertilizer sacks of which they conveyed to the Dadieso Police station for investigation.

    The prosecution said Obbi was then arrested but he denied any knowledge of the crime and rather mentioned Oppong and Abdalah as the culprits.

    The police apprehended Oppong who admitted the offence in his investigation caution statement.

    President Nana Addo Dankwa Akufo-Addo has revealed that his government has set up the first cattle ranch in the Afram Plains in the Eastern Region to help deal with the Fulani herdsmen and cattle menace.

    Speaking at Adaklu on Day 2 of his three-day tour of the Volta Region, President Akufo-Addo stated that his government has begun the construction of the ranches across the country in fulfillment of his pledge in the run-up to the 2016 elections.

    “The first ranch has been established at the Afram Plains, and we have chosen several sites around the country where we are going to establish these ranches in order to bring the cattle into safe, secure environment, so that the desecration of the land you are witnessing here will be a thing of the past.”

    President Akufo-Addo is in the Volta Region for a three-day tour, which began on Monday.

    Real Madrid forward Cristiano Ronaldo has joined Juventus, becoming one of the four most expensive players of all time.

    A deal worth 112m euros (£99.2m) has been reached between the two clubs that has seen the Portuguese sign a four-year deal with the Italian champions.

    Ronaldo, 33, won four Champions League titles in his nine years at Real.

    “The time has come to open a new stage in my life, that’s why I asked the club to accept transferring me,” he said.

    We heard yesterday Juventus president, Andrea Agnelli, boarded a plane and then got a helicopter to see Ronaldo on holiday in Greece, and it looks as though the deal is done. They are calling it the deal of the century in Italy.

    Juventus have reached the Champions League final twice in the last four years and lost both. One of those defeats was to Ronaldo’s Real Madrid. He scored in the final in Cardiff and he knocked them out in the quarters this year. They believe he is the difference and the player who could achieve the Champions League with Juventus for the first time in 23 years.

    Winning the trophy has been an obsession for them. This is much more than about football it’s about them going to the next level as a business. When Deloitte ranked the 10 richest clubs in the world earlier this year, Juventus were only 10th. They believe by being able to leverage and monetising some of his followers on social media and his commercial deals, will help them close the gap financially on Madrid, Barcelona and Manchester United.

  • Ashanti Region: 3 children killed in Nkwawie building collapse

    The Nkawie Panin township in the Atwima Nwabiagya Municipality of the Ashanti Region has been thrown into a state of mourning after a building collapsed on a family of five, killing three children.

    The mud building caved in around 11 p.m. on Friday, and many blame a heavy downpour earlier in the week for the accident.

    The children, aged four years, two years and three months died instantly when the two-bedroom apartment in which they were sleeping collapsed on them and their parents.

    The children have been identified only as Joana, Owusu and Amankwaa.

    The parents sustained various degrees of injuries and have been admitted at the Nkawie Government Hospital.

    With the support of residents, the injured parents were rushed to the Nkawie Government Hospital.

    News of the demise of the children is yet to be broken to the traumatised father, Collins Asamoah, who sustained injuries to his waist.

    Mother of the children, Abenaa Serwaa, is yet to come to terms with the gory incident.

    She is surprised what appeared a very strong building could crumble just like that.

    “I am seeing this for the first time that a mud structure will collapse without any warning signs. There were no cracks nor warning signs to tell us of any impending danger. I still can’t believe it. It beats my imaginations,” she cried out.

    Meanwhile, police have ruled out any foul play, describing it as a natural disaster.

    Nkawie Divisional Commander, Chief Superintendent George Ankomah and his men led  rescue operations.

    “When the incident happened, it was reported to police so we quickly rushed the victims to hospital after which we inspected the building,” he explained.

    He said: “We realise that for some time now, the rainwater has been washing a portion of that building. So we can conclude the washing of that portion led to the collapse so, for now, we don’t  suspect any foul play but the matter is still under investigations.”

  • Anas pleads with NMC

    Investigative journalist, Anas Aremeyaw Anas, has petitioned the National Media Commission (NMC) to investigate a presenter at Accra- based Hot FM, Justice Kweku Annan.

    Anas and his Tiger Eye PI team have accused the presenter of “unwarranted attacks.”
    According to Anas, they have received several unnecessary attacks from the presenter via his show, “Ghana Must Know.”

    He said the events took place before and after the premiering of the #Number12 video which exposed corruption in Ghana football.

    Anas and his team screened a video in June 2018 which captured top officials of the Ghana Football Association (GFA) as well as over 70 referees in supposed acts of corruption.

    In his petition, Anas said the untoward situation compelled him and his team to investigate Mr. Annan whom they alleged had been bribed to execute such machinations against them.

    The petition stated: “We posed as a relative to a man who had been exposed by Anas and his team and wanted to see Anas destroyed. We met Mr. Annan on three occasionstwice at the Kempinski Hotel in Accra and Afrikiko around Jubilee House on 5th and 22nd June 2018.”

    It continued: “Our sting operation revealed that contrary to journalism actuated by the highest ideal principles of decency, Mr. Annan was engaged in a media practice sold to the highest bidder. He revealed that he was already involved in a similar project purposely designed to destroy the credibility of Messrs Anas and Baako. He told us there were a group of influential Ghanaians including politicians such as Kennedy Agyapong, MP for Assin Central, who are bent on exposing the face of Anas and eventually destroy his credibility with series of untruths and lies. He revealed the operation was on two platforms radio and television. Mr. Agyapong is in charge of television whilst he Annan is in charge of radio.”

    According to Anas, Mr. Annan asked them to “pay an initial deposit of GH¢35,000” to contribute to the project to destroy Anas, Tiger Eye PI and Mr. Baako; he decided to come for extra money as the project advanced.

    However, Anas disclosed they paid him GH¢5,000.

    Anas in his petition said although they are not opposed to any journalist/or media house using transparent enquiry to expose ills in society, the element of bribery and inducement as a motivation to destroy a fellow journalist and media house is simply unacceptable and an affront to the good profession.

    He further asked the NMC to immediately probe the presenter since to him, such actions are not in accordance with the highest journalistic standards and media ethics pursuant to section 13 of NMC Act, 1993 (Act 449).

    “It is upon the foregoing that we request a full-scale investigation into the activities of Mr. Annan and Hot FM. We thank the NMC very much in anticipation of its speedy evaluation of this case and subsequent consideration for immediate action,” Anas added in the petition.

    Tiger Eye PI attached to the petition audio and visual recordings of their meetings with the radio presenter, publications by Hot FM in the month of June, as well as a transcript of the audio and video meetings to back their claims.

  • No-bed syndrome: Korle Bu informs hospitals not to refer patients

    The management of the Korle Bu Teaching Hospital (KBTH) says it will not take referrals from other health facilities following a shortage of beds at the Surgical Medical Emergency Unit of the hospital.

    The lack of beds at the unit has forced doctors to treat patients in plastic chairs and on the floor following a directive by the health minister for doctors not to turn away patients due to lack of beds.

    According to the Public Relations Officer of KBTH, Mr Mustapha Salifu, the move is part of measures to decongest the facility after overcrowding of patients has made it difficult for doctors to work at the SME.

    Some photos making the rounds on social media since Monday has caused outrage among sections of the public with some questioning the environment patients were being treated in.

    “You know, this is a 36-bed facility unit but as at yesterday, the patients that we had were in excess of 60. So, which means that we have literally doubled the number of patients that we should have at the SME. So that was why we had patients on chairs and some of them were even outside,” Mr Salifu said in an interview on Joy FM.

    “This morning there was one patient but fortunately the person has been moved in because space was created for him to move. At the moment, we are linking up with other hospitals to inform them not to refer, they can do telephonic consultations, we’ll give them a guide on how to deal with those cases except the dire emergencies that they will still speak to us and we will take them.

    “We are in the process (of informing them), usually we would want to do this for 48 hours to allow the place to decongest so that we can start receiving but for the dire emergencies that cannot receive help anywhere except here, they can still fall through but they have a way of contacting the emergency so that we deal with that”.

    Former President John Dramani Mahama has expressed grief over the death of former National Democratic Congress (NDC) Chairman of the Bole-Bamboi Constituency, Alhaji Meijida Dramani.

    Alhaji Meijida Dramani is a founding father of the NDC and was the first Bole-Bamboi Constituency Chairman of the party in 1992 and held the position for many years.

    He played a crucial role in helping former President John Dramani Mahama to become MP in 1997.

    Former President John Dramani Mahama has expressed grief over the death of former National Democratic Congress (NDC) Chairman of the Bole-Bamboi Constituency, Alhaji Meijida Dramani.

    Alhaji Meijida Dramani is a founding father of the NDC and was the first Bole-Bamboi Constituency Chairman of the party in 1992 and held the position for many years.

    He played a crucial role in helping former President John Dramani Mahama to become MP in 1997.

  • Ken Agyapong probe: Majority appoints three new members

    The leadership of the Majority has nominated three Members of Parliament (MPs) to replace their colleagues who recused themselves from participating in the investigation of the alleged contemptuous remarks made by the MP for Assin Central, Mr Kennedy Agyapong, against Parliament and the Majority Leader, Mr Osei Kyei-Mensah-Bonsu.

    The new members are the MP for Adentan, Mr Yaw Buaben Asamoa; MP for Jaman South, Mr Yaw Afful, and MP for Ablekuma North, Mrs Nana Akua Owusu Afriyie.

    At the first public hearing of the Privileges Committee on July 3, 2018, three members of the committee submitted a letter recusing themselves from the investigation, which compelled the committee to suspend hearing at the preliminary stage.

    Letter

    The three members are the MP for Agona West, Ms Cynthia Mamle Morrison; MP for Gomoa, Naana Eyiah, and MP for Upper Denkyira West, Mr Samuel Nsowah-Djan.

    “As you may be well aware, the respondent/contemnor is the Caucus Chairman for Central Region and all of us have a close relationship with him. We are unable, therefore, to discharge our duties without bias,” the letter read.

    The Minority Chief Whip, Alhaji Mohammed Mubarak Muntaka, who is a witness in the case, had already appeared before the committee and presented an audio and video in which Mr Agyapong purportedly referred to the House as a cheap and useless assembly.

    He said Mr Agyapong had stated in the audio and video that: “if this House were not useless, they would not have the likes of Mr Osei Kyei-Mensah-Bonsu as its leader.”

    Standing Orders

    The Majority Leader, who presented the names of the three members, said the move was in consonance with Standing Order 164(4) of Parliament, which allowed a member of the committee to disqualify themselves from participating in any investigation of the conduct of a member, officer or employee of the House on the grounds they cannot render an impartial and unbiased decision.

    He said although the three members had the right to recuse themselves, they ought to have informed the leadership of the Majority.

    Concerns

    The Minority Leader, Mr Haruna Iddrisu, said the committee should have had prior notice of what the three members wanted to do before the hearing.

    He added that he wondered if after the submission of the letter, the committee could not have continued with the hearing while quorum was being ascertained.

    Mr Iddrisu urged members to take the business of the Privileges Committee much more seriously and let the principle of equality before the law apply.

    “Today because you have a referral of a member of your own. If a member of the public appears before the committee, they should be entitled to the same courtesies and respects.

    “I think we should allow your committee to work effectively. The principle of equality before the law, as a principle of natural justice, means that the Standing Orders and our rules and laws of Ghana should be no respecter of any person,” he said.

    Over a hundred workers of the National Identification Authority (NIA) have threatened to boycott the registration of Ghana card over unpaid allowances by the authority.

    The workers accuse the authority of not paying their allowances for a while, saying the failure was affecting their mobility to registration venues to carry out their duties.

    The workers say they were promised an amount of GHC70 as daily wages but lamented that not even a dime has been given to them so far.

    Speaking to Adom News, some of the workers said they will be forced to quit the registration exercise if the NIA continues to ignore their concerns.

  • Ghana Card: NPP plotting to rig 2020 polls Minority

    The Minority in Parliament has accused the governing New Patriotic Party (NPP) of plotting to rig the 2020 elections, through its machinations at the Births and Deaths Registry.

    North Tongu MP Samuel Okudzeto Ablakwa, who addressed a press conference on Tuesday, 10 July 2018, said the Minority “have become aware of exceedingly suspicious, unwarranted and unfair posting transfers of the two persons in charge of the Births and Deaths Registry in the Volta Region and a directive, that same day, to Mr John Yao Agbeko, the National Head to vacate his post”.

    According to the MP, the “the letters conveying the directive to the two officers in the Volta Region, namely Mr. Richard Womega, Head of the Volta Region Births and Deaths Registry and Ms. Peace Agbenyo, Deputy Regional Head, emanated from the Ministry of Local Government and Rural Development, dated 19th June, 2018”.

    Mr Okudzeto believes “the bizarre communication requested the two senior officers to cease with immediate effect the registration of all Ghanaians in the Volta Region and report themselves to the Ministry that same day being the 19th of June, 2018”, adding: “Clearly, this is a scheme ostensibly to purge the system and pave the way for their strategy to manipulate the process”.

    The Minority said: “…It has become very obvious that the Akufo-Addo Government, seeing that it has performed abysmally in power has hatched a grand scheme to prevent as many people as possible in the Volta Region where they lack support, from obtaining base documents needed to register for the Ghana Card even as they continue to resist sound advice to include the Voter ID. This can be the only plausible reason for the unfair and callous transfer of Mr. Womega and Ms. Agbenyo and the removal of Mr. John Yao Agbeko as the National Head”.

    They are, therefore, calling on authorities to reinstate the officials and have vowed to resist any attempts, which, according to them, are meant to advance the fortunes of the NPP illegally.

    “It is important to bear in mind that the NPP Government intends to use the Ghana Card registration data as the foundation data to be used for an entirely new voters register. As can be observed, recent developments at the Electoral Commission with the removal of the Electoral Commissioner and her two deputies sets the perfect stage for the NPP as part of their grand scheme to pursue their agenda of rigging the 2020 elections.

    “The NPP must be forewarned that no responsible Ghanaian who cares about our nascent democracy including those of us in the Minority will sit idle and allow them to continue on this reckless path to bastardise the democracy we have all toiled to build and for which they have become the biggest beneficiaries”.
