  • BoG limits reappointment of Directors, CEOs of insolvent banks

Former managers of financial institutions who have been complicated in any act of insolvency or folding up of their companies risk not assuming any managerial role within the banking industry.

This is because the central bank is getting tougher with its rules governing the financial sector.

The latest guideline to be issued by the Bank of Ghana for the banking sector aside from two others in less than a month is the Fit and Proper Directive.

Amongst others, the directive sets the framework which helps in determining whether a person is fit to be a director, a significant shareholder or to hold a key management position within the organization.

As a result, to be considered as a fit and proper person in the eyes of the BoG through its directive, you ought to demonstrate diligence, integrity as well as assure that the interests of depositors are not threatened.

Meanwhile an aspect bordering on reputation, the central bank pulls the break on those whose past work have affected the industry as it says “it will require any nominee whether or not the person has held a position of responsibility in the management of a business that has gone into receivership, insolvency, or involuntary liquidation while the person was connected with that business.”

This is likely to impact managers or directors of defunct UT and Capital banks which have been absorbed by GCB Bank.

It is, however, unclear how it will impact on Unibank which is currently under the management of KPMG.

  • GSA to remove fake products from markets

In a renewed effort to check the proliferation of fake and substandard products onto the market, the Ghana Standards Authority (GSA) will from this month embark on various swoops across the country to raid markets off such products.

The move has become necessary following the increased importation of substandard products onto the local market especially, electronic products.

According to the Authority, up to 90 percent of electrical cables on the market are inferior products, posing a major threat to consumers.

Also, the country is said to be losing millions of cedis due to the sale of such products in the country.

Speaking to the media, the Director General of the Ghana Standards Authority, Professor Alex Doodo warned that the authority will start prosecuting individuals who import substandard products.

He noted that “the products and quality we found on the market requires a new strategy and that is to go beyond the seizing of products to prosecute the culprits.”

Commenting on the mode of the swoop, Professor Doodo disclosed that personnel of the GSA will pose as mystery shoppers to track the dealers of the inferior product and call for their arrest.

“We need to secure the health and lives of Ghanaians and to protect them from these products,” he noted.

Several consultative meetings between the Authority and key stakeholders, including the Ghana Union of Traders Association, (GUTA) to agree on the mode of implementation of the new strategy have been held.

Similar exercises undertaken in the past to clamp down on the importation of inferior goods did not yield much results with industry watchers accusing government of failing to issue stiffer punishment to culprits.

But the GSA is optimistic the current measures will yield the desired results.

  • Our colleague died because of Charlotte Oseis callousness Petitioners

Petitioners who caused the removal of Chairperson of the Electoral Commission, Charlotte Osei have accused her of contributing largely to the death of one of the petitioners, George Avukawey.

The petitioners claimed the late George Avukawey become seriously sick and was seeking for financial assistance from the Commission to help him receive health but was painfully denied that assistance by Madam Charlotte Osei, who was supposed to sign for the release of the money because she found out that he was part of the petitioners.

“He became very sick, and he needed Madam Charlotte Osei to just sign a document for him to seek health care but because he was one of us, he was denied the support and through that, our friend to pass on,” they said.

Contrary to claims that the late George Avukavey passed on eight years ago, but his name had been added to the petitioners, the petitioners revealed to Kasapa Fm morning show host Kwaku Owusu Agyei a.k.a Pato, with documents of his death which showed that the deceased died on 20th November 2017 and was buried on the 2nd of December, 2017.

In July 2017, some staff of the EC petitioned President Nana Akufo-Addo to remove Mrs. Osei from office over allegations of fraud and financial malfeasance as well as abuse of office.

Some of the allegations involved the unilateral award of contracts by the EC boss in the run-up to the 2016 general election.

Subsequently, Charlotte Osei and two of her deputies were removed from office by President Nana Akufo-Addo over allegations of procurement breaches and in some cases financial malfeasance.

The President took the decision after a committee set up by the Chief Justice to investigate a petition against the top EC officials made the recommendations in its report

  • Strong defence, meticulous jury save innocent farmer

A 39-year-old farmer and Rastafarian accused of being part of a gang that raped a 17-year-old girl has been acquitted and discharged by the Accra High Court.

Kwame Dorleagbenu was set free after a seven-member jury unanimously found him not guilty of rape, following a strong defence put up by his counsel, Mr Saani Mahmoud Abdul-Rasheed of the Legal Aid Scheme.

Counsel had led witnesses to prove that Dorleagbenu was not part of the gang that raped the victim and that the prosecution had failed to prove that the accused raped the victim.

The trial judge, Mr Justice Lawrence L. Mensah, in his summary before the jury retired to decide on the fate of the accused and also held that the police violated many regulations leading to the arrest of the accused.

He, therefore, advised the jury to take into consideration all the infractions committed by the police, as well as testimonies by witnesses and other pieces of evidence that came up during the trial.

After the deliberations, the jury returned with a verdict of not guilty.

    Abduction and rape

The facts of the case were that the 17-year-old girl, who lived with her father at a village near Asutsuare in the Eastern Region, was walking along the Tema-Akosombo road on January 14, 2014 at around 7:30 p.m. when a vehicle suddenly pulled up by her.

According to prosecution, when the vehicle stopped, a Rasta man opened the back door and forcibly pulled her into the car, in which two other men were seated.

She was blindfolded and driven into a bush, where the men removed the blindfold and the Rastafarian had sex with her on the ground.

After the Rastafarian, the two other men also had sex with her.

After her ordeal, the men blindfolded her again and drove to a spot near the roadside and left the girl to her fate.

A retired soldier, who was walking by the roadside, saw the girl crying and after she had narrated her ordeal, he took her to the Doryumu Police Station and lodged a complaint.

The police, in the facts, claimed that after the report, they arrested the accused upon a tip-off and the girl identified him as one of the men who abducted and raped her.

    Defence

But in his defence, Dorleagbenu denied being part of the gang or ever setting eyes on the girl.

He said he was in his house at Shai Hills when police stormed there, arrested him and took him to the Doryumu police station.

According to him, he recognised the investigator in the case, Inspector John Klolegome, because he (investigator) had earlier investigated a case of stealing against him and he was acquitted and discharged for lack of evidence.

He explained that when he got to the police station, the police instructed him to stand beside two Rasta men for an identification parade.

Dorleagbenu further told the court that the victim was then called to identify the Rasta man who raped her, but the girl said the Rasta men looked alike so it would be very difficult to identify the man who raped her.

The accused said Inspector Klolegome, however, told the girl to point at him as the one who raped her.

The girl, he said, then said he (Dorleagbenu) was the one who raped her.

    Police violations

In his summary, Mr Justice Mensah said the police violated all the rules governing identification parade as stipulated in the Ghana Police Standing Order 195.

He said the law prescribed at least eight people for identification parade, but the police only lined up three people.

The presiding judge held that the police also assisted the victim in identifying the accused, which was also a violation of the law, as the investigator was not even supposed to be present at the parade.

“Witnesses shall not be assisted by any verbal or written description of the suspect and they shall not see the suspect or any other photograph before the parade,” he said.

Mr Justice Mensah also said the police gave the victim more than one opportunity to identify the suspect, which was also against the law.

The judge, therefore, advised the jury to disregard the said identification parade done by the police in its deliberations.

  • Ill not neglect Mahama government projects Nana Addo

President Nana Akufo-Addo has said he will not neglect projects started by the Mahama administration.

The President stressed that governance was a continuum, and that no political party owned projects funded by the state.

He was speaking at Anloga in the Volta Region as he commissioned the first and second phases of a shopping centre started by the John Mahama administration.

The first phase of the project started in 2015 and was completed in 2016.

It included the construction of 18 stores for traders in the area.

The second phase continued under the new government and it included eight stores, two banking halls with office spaces, a cafeteria and sanitary facilities.

Although members of the National Democratic Congress in the area criticized the President for purportedly claiming the glory of his predecessor, President Akufo-Addo insisted such projects are not for any political party.

  • Cave rescue: Eight rescued Thai boys in good health

The first eight boys rescued from a cave in northern Thailand are in good mental and physical health, according to a health official.

The boys, who were brought out of the caves over the past two days, have undergone X-rays and blood tests. Two have been treated for lung inflammation.

They will remain under observation in hospital for at least seven days.

Officials say they hope to bring the rest of the group out on Tuesday.

Four of the boys and their football coach are still deep in the Tham Luang cave.

The group became trapped on 23 June after heavy rains caused flooding. They were found last week by divers.

    How are the rescued boys?

The first group of four boys were rescued on Sunday, followed by four more on Monday.

Some of the boys had low temperatures, with one showing a low heart rate when they were first taken to hospital, but have now recovered.

“All eight are in good health, no fever… everyone is in a good mental state,” Jesada Chokedamrongsuk, permanent secretary of the public health ministry, said at a press conference.

Health officials say they were at first given instant food and energy gels but are now eating easy-to-digest food. They also say some of the boys have now seen their parents but only through glass.

Further test results are expected in a few days and if all signs of infection have cleared, families will be allowed to visit. However, they must don protective clothing and cannot go closer than 2m (6ft).

The boys also have to wear sunglasses after being in a state of darkness for more than two weeks.

The first group of four boys, who were rescued on Sunday, are being kept in quarantine in hospital and have yet to be reunited with their parents.

The Thai authorities say the rescued boys are able to eat rice porridge, although their request for a favorite pork dish has been turned down until their digestive systems recover from 10 days without food.

  • Joyce Dzidzor Mensah to receive psychiatric treatment after suicide attempt

Following the recent suicide attempt by Joyce Dzidzor, a former HIV/AIDS ambassador, friends, and well-wishers have decided to admit her in a psychiatric hospital.

The mother of three in a Facebook post announced her decision to kill herself, as well as her three children to escape stigmatization and financial stress.

However, a close pal of Dzidzor revealed to Zylofon 102.1 FM that after series of counseling, she has agreed to mental treatment.

Four years ago, Dzidzor publicly announced that she lied about her HIV/AIDS status for years and had never tested positive for the disease before working with the Ghana AIDS commission as an HIV/AIDS ambassador.

Following her revelation, Ghanaians have bashed her for pretence and allegedly duping the commission of funds.

The mother of three says her family has suffered brutal stigmatization from the public and that influenced her decision to commit suicide.

  • We Owe Joselyn Dumas 3 Music Awards CEO

The CEO of 3 Music Awards Mr. Sadiq Abdulai has confirmed his outfit owes screen icon Joselyn Dumas after she hosted the 3 Music awards.

Dumas resorted to microblogging handle Twitter to rant and ask for her money to be paid.

Speaking on Morning Zoo on Saturday, Mr Abdulai said the development was not deliberate, adding they incurred a lot of cost after the event.

He said they are going through dire times, dispelling rumours that they made a lot of cash and only refusing to pay the actress.

“That is not the case,” he told the host of Starr FM entertainment show, George Quaye.

However, he has saluted Joe Mettle and his management for their patience and cooperation. He said it has been tough securing sponsorship for events.

“People tend to insult organizers for refusing to pay. The case is as a result of lack of funding. GhC500,000 was spent for the show and they still owe about GhC40,000. Despite all efforts put in place to appeal to people they owe for some time for payments to be done, some tend to use abusive words and even go to the extent of harassing us on social media,” Sadiq stated.

The problem of lack of funding is really affecting the entertainment industry, he said. “A lot of capable companies do not put effort into sponsoring events.”

Mr Sadiq hinted the show will be put on hold next year if he fails to secure enough funding.

  • Tax measures in midyear budget crucial for fiscal stability – Government

Government has emphasized that the tax measures it intends to introduce in the midyear budget is crucial to improving revenue generation for the next half of 2018.

According to the Ministry of Finance, the measures are needed to maintain fiscal stability to enable government to meet its expenditure projections for the rest of the year.

Finance Minister Ken Ofori-Atta will later this month present a midyear budget to parliament to introduce new policy measures.

Speaking to Citi Business News ahead of the budget presentation, Deputy Minister in Charge of Revenue at the Ministry of Finance, Kweku Kwarteng hinted that the tax measures will ultimately boost private sector growth.

He explained that the tax measures will not burden the private sector but will help create fiscal space for government over a long period of time.

“In the midyear budget review through parliament, we intend to introduce some tax measures, but those tax measures are not measures driven by a deviation from our core economic management strategy namely to move away from taxation to production,” he stressed.

Mr. Kwarteng maintained that government is focused on moving away from a taxation economy to a production economy hence will only introduce tax measures that will ultimately stimulate growth and not burden the private sector.

“In view of the need to create a stable macro economy and if you want your private sector to do well and to expand the economy, then you need to create a stable macro economy. To do that, anything that would seek to bridge the [fiscal]gap that we are seeing in the budget will be helpful in the long term”.

  • Mahama denies reports of him considering Dr Johnson Asiama as his 2020 running mate

Former President John Dramani Mahama has denied reports that he is considering former Deputy Governor of the Bank of Ghana Dr Johnson Asiama as his running mate for the 2020 elections.

MyNewsGH first reported on Saturday that a highly placed source near the former President has confirmed that they have deliberated on selecting four (4) personalities shortlist to partner the former President into the main elections.

Of this four names, Dr Johnson Asiama was reported to be standing tall as a result of his age, general appeal, technocrat background, unblemished record and hailing from the Volta Region and Mahama himself was said to be for the choice.

Other names on the list, the report stated, include a woman and a man from the Volta Region and Ashanti Region respectively who both served in the Mahama administration in important positions without blemish.

But former President Mahama who in June took to social media to reveal his intent to contest in the 2020 general elections has debunked the online news portal’s claims.

In a post on Twitter after the report surfaced, the former president described the report as only imagination without fact. “A+ for fertile imagination, F minus for fact,” Mahama jokingly tweeted with a link to the report.

While Mahama may have described the report as not factual, the high marks given for the report’s imagination may also be a pointer that his attention has been drawn to Dr Asiama.

If it turns out to be him, Dr Asiama will be the second top official from the BoG to become the running mate of Mahama after the late Paa Kwesi Amissah-Arthur with whom they won the 2012 elections.

Meanwhile the family of Amissah-Arthur has revealed the burial and funeral arrangements for the late vice president.

The revelation was made at a solemn one week observance held in Accra on Friday which was attended by Dr Bawumia and former President J.J. Rawlings.

Rawlings.

  • My loyalty to NPP unshaken despite 4th defeat Stephen Ntim

Defeated aspiring National Chairman of the governing New Patriotic Party (NPP), Stephen Ntim says his loyalty to the party has not waned despite his recent loss.

Mr. Ntim has attempted the position four times in the last 20 years but has been unsuccessful throughout.

He suffered a recent defeat to newly elected National Chairman of the NPP, Freddie Blay during the National Delegates Conference held on Saturday in Koforidua in the Eastern Region.

Giving a conciliatory speech after his defeat, Stephen Ntim said his commitment to the party remains unshaken.

“It is rather unfortunate that I have to lose for the fourth time in my attempt to serve the party in the capacity of national chairman. However, once again it is a victory for the New Patriotic Party because we have succeeded in electing our new crop of national officers to steer the affairs of the party for the next four years.”

“As usual, my loyalty to the New Patriotic Party is not shaken by what has taken place. We can continue counting on Stephen Ntim as usual because it is party first, thank you all very much,” he said.

    Poll result

Freddie Blay polled 3,021 votes as against his closest contender; Stephen Ntim who had 2,515 votes.

The last contender Dr. Richard Amoako Baah polled a paltry 18 votes.5

Before the election, Blay was criticised widely for personally procuring 275 buses for every constituency of the NPP; a move described by many as a vote-buying gimmick.

    But his spokespersons defended him.
