  • First boys rescued from Thailand cave

At least two of a group of boys trapped inside a cave in northern Thailand for two weeks have been been successfully brought out, reports say.

Rescuers decided to go ahead with the hazardous operation on Sunday because of fears of rising waters.

Divers are guiding the 12 boys and their coach through darkness and submerged passageways towards the mouth of the Tham Luang cave system.

They are being rescued in groups. It is unclear how long the mission will take.

What is happening at the cave?

A huge volunteer and media operation has built up around the mouth of the cave over the past week.

But early on Sunday, journalists were told they had to move down the road, sparking speculation that a rescue mission was about to begin.

Narongsak Osottanakorn, who has been leading the operation, then confirmed that 18 divers had gone in to get the boys.

“This is D-Day,” he said. “The boys are ready to face any challenges.”

He added that the boys had all been assessed by a doctor and were “very fit physically and mentally… They are determined and focused”.

The group and their families had all given their agreement that they should be moved as soon as possible, he said.

The Confederation of African Football (Caf) has provisionally suspended ten (10) Ghanaian referees after they were filmed breaching the ethics of their profession by journalist Anas Aremeyaw Anas and his Tiger Eye Pi team.

The continental football governing body in a press release copied to Ghanaweb.com said the 10 officials are expected to appear before a Disciplinary Board on August 5, 2018.

The decision was made on Saturday by the CAF Disciplinary board.
“The following decisions were taken by the CAF Disciplinary board regarding the referees involved,” read the statement.

Already, the Referees Association of Ghana (RAG) has suspended all the 15 referees caught on tape taking bribes in the Number 12 documentary by the undercover journalist, Anas Aremeyaw Anas.

A statement issued and signed by the General Secretary of the association, Mr Joseph Ayita Mensah said: “All referees and assistant referees who appeared in the Anas exposé should not be appointed for any football match“.

It added that RAG is making efforts to secure a copy of the video from the Tiger Eye PI for study and also to enable them to take all the necessary actions against the named referees.

The association has also urged its member not to deal directly with any Football Club or Team official with regard to officiating any football match.

The ramifications of the Anas exposé have been dire, with Kwesi Nyantakyi, who was a Vice President at CAF and also a FIFA Executive Council Member as well as Ghana FA boss, forced to resign after he was also caught on tape negotiating how to swindle his association in a sponsorship deal.

Below are the Ghanaian referees who have been suspended by CAF.

  • Rescue mission for Thai boys begins

Rescuers have begun a mission to evacuate 12 boys and their coach from the cave where they have been trapped for two weeks.

Teams entered the cave at 10:00 local time (03:00 GMT), operation chief Narongsak Osottanakorn told reporters.

All non-essential staff have been cleared from the site near the entrance, leaving only diving teams, medics and security forces.

The boys were exploring the cave on 23 June when they were cut off by water.

Thirteen foreign divers and five from the Thai Navy are involved in the rescue mission.

The earliest the first boys could emerge is 21:00 local time (14:00 GMT) on Sunday, according to officials. It is thought the whole operation could last several days.

Both the trapped group and their families had been informed of the plan.

Mr Narongsak said that the boys and their coach were “very fit physically and mentally. They are determined and focused.”

It is unclear exactly how the boys will be moved but it appears that the journey will include some diving and walking in areas where the water level permits.

The initial part of their journey, through narrow, submerged passages, is the most challenging, the BBC’s Jonathan Head reports from nearby.

It could involve long periods underwater for children as young as 11 who have never used diving equipment before.

Earlier this week, a former Thai Navy diver died in the caves while returning from a mission to provide the group with oxygen.

The rescuers plan to rest them in a cave, which has been the forward base for the divers, our correspondent says.

They will then make the last, easier walk out to the entrance, and go from there to the hospital.

The Thai Navy Seals posted an image after the rescue operation was announced, showing rescue workers holding each others’ arms.

  • Thai cave rescue: Storm clouds pressure rescuers to get boys out

For the Buddhist monks who keep nightly vigil outside the cave where 12 young boys and their soccer coach remain trapped, the dry weather is a sign their prayers are working.

Members of this tight-knit community in Mae Sai, northern Thailand, know that the return of seasonal monsoon rains will complicate any attempt to rescue the boys, who became stranded deep inside the tunnel network 14 days ago following a sudden flash flood.

The Thai authorities know it too.

Monsoon season typically lasts from July to October. During that time, water levels in Mae Sai, which sits nestled along Thailand’s mountainous border with Myanmar, can rise rapidly, flooding farmland and cutting off entire villages.

The Tham Luang Nang Non caves, where the boys are trapped, act as the town’s natural drainage basin during this period of heavy rains.

The boys and their 25-year-old coach are huddled together in a small chamber four kilometers (2.5 miles) inside of the cave network, with a limited supply of oxygen.

To reach them, expert divers must carefully traverse jagged passageways, occasionally narrowing to the width of a person, forcing divers to remove their breathing tanks from their backs and enter like a pencil, taking extra care not to snag their wetsuit. The tunnels are pitch black. The water is muddy and cold. The whole journey can take up to six hours.

For almost two weeks, authorities have been pumping water from the caves, 24 hours a day. Such is the volume of water extracted that entire nearby fields have been transformed into lakes.

The banks along the road leading to the cave’s entrance are now a freshwater stream, used by exhausted rescue workers each morning to bathe.

Earlier in the week, efforts to lower the water levels had generated an air of optimism. During a press conference Thursday, one Thai official suggested that the kids may even be able to “walk out.”

Such hopes have now vanished, replaced instead with a mounting sense of urgency. People at the large makeshift camp that now surrounds the caves liken the mood to that of a hostage situation.

Dark clouds drift ominously overhead. Weather forecasters predict heavy rains throughout the coming week.

The chamber in which the boys are located is no longer thought safe. Even if they are given enough food to wait out the rainy season, there is no guarantee that the ledge they are sitting on will not be submerged.

There are no easy decisions. But with the flood waters expected to rise in the coming days, a decision will have to be made soon.

“The teams there will have a tipping point where they have to make that call to bring them out. To leave them there would almost certainly result in them drowning,” said one British mining engineer and experienced cave diver, who did not wish to be named due to the sensitivity of the subject.

“The tipping point will be related to how much rain is starting to fall, water levels inside, versus how the boys are doing. They’ll be looking at flow rates, recorded rainfall over the past weeks, months to get a rough indicator of where they’re at, they’ll have a deadline in mind, and then they’ll go for the most unpopular way out,” he added.

Each day rescuers at the camp talk of differing strategies. Drilling holes, expanding the tunnels, pumping out water.

Earlier this week, authorities announced that the boys, the youngest of whom is just 11 years old, would undergo a crash course in scuba training in the hopes that they might be able to dive out.

  • Thailand cave rescue: ‘Four-day window’ for boys to escape

Teams have a three to four-day window to save 12 Thai boys and their football coach from a cave where they have been trapped for two weeks, according to the leader of the rescue efforts.

Narongsak Osottanakorn said conditions were currently “perfect”.

There is concern that monsoon rains could follow, further flooding the narrow passages.

The boys were exploring the cave when they and their football coach became trapped by rising waters on 23 June.

Rescue divers have since been able to take them food, oxygen and medical assistance, while a huge international team works on a plan to free them.

“Now and in the next three or four days, the conditions are perfect [for evacuation] in terms of the water, the weather and the boys’ health,” said Mr Narongsak, governor of the Chiang Rai province, where the caves are.

“We have to make a clear decision on what we can do.”

There was a short burst of heavy rain on Saturday night after he spoke, and it is unclear whether this will have affected the plans.

Earlier in the day, the Thai Navy Seals released the letters the boys sent to their families, via rescue divers, reassuring them.

Another wrote: “Nick loves Mum and Dad and siblings. If I can get out, Mum and Dad please bring me mookatha [Thai barbecue] to eat.”

The football coach who took the boys into the cave apologized to parents, but several of them have said they do not blame him.

What is the plan? A huge military and civilian operation is racing against the clock to bring the group out amid high risks.

The danger of the situation became clear when a former Thai navy diver died after delivering air tanks to the group on Friday.

The boys are currently perched on a dry shelf, but rain could reduce that space to “less than 10 sq m (108 sq ft)”, Mr Narongsak said.

Officials say an oxygen line has been installed to counteract the increased carbon dioxide that comes from so many people breathing within such a small area.

Boreholes have also been drilled into the rock to try to drain water out and give the boys more time.

It has previously been said that they could be underground for months, either learning to dive or waiting for the water to recede or be pumped out.

Earlier on Saturday, Mr Narongsak said the boys had not yet learned the diving skills to allow for their safe passage.

The ideal scenario is for enough water to have been pumped out to allow them to climb out.

Mr Narongsak has not specified the course of action for these next few crucial days.

    How did this happen?

The boys were found inside the cave by British rescue divers on Monday, about 4km (2.5 miles) from the cave mouth.

Aged between 11 and 16, they belong to a football club called the Wild Boars, and became trapped during an excursion with their coach.

It took ten days to find them in the underground network’s dark depths.

  • Kweku Baako to challenge Charlotte Osei’s removal at Supreme Court

Veteran journalist Kweku Baako has announced he will be going to the Supreme Court to seek clarity on the processes used to remove the Electoral Commission Chair, Charlotte Osei, and her two deputies.

The EC officials were removed after some staff triggered Article 146 by sending a petition to the President who forwarded it to the Chief Justice, Sophia Akuffo.

Read the petition against Charlotte Osei

The Chief Justice determined that there was prima facie evidence worth investigating and set up a five-member committee which recommended the removal of the embattled officials over stated misbehaviour and incompetence.

But since the brouhaha began in July 2017, Mr. Baako has maintained the petition is “really incompetent” and did not deserve the attention of the Chief Justice.

Mr. Baako said several portions of the petition were “petty, inconsequential and flimsy” and predicted the petitioners were going to be “grossly embarrassed”.

But a year after, the petitioners emerged victorious, leaving Kweku Baako uneasy with the process of removal.

He announced on Joy News’ news analysis programme Saturday, Newsfile, he is going to court because his ‘conscience and conviction dictate something is wrong’ with the removal process.

    Watch the video

Charlotte Osei, Amdu Sulley and Georgina Opoku Amankwah were removed after they were found to have breached the Public Procurement Act which is intended to ensure value-for-money in the supply of goods and services in the public sector.

Charlotte Osei cancelled a contract awarded by her deputy Georgina Amankwaah because she said it breached the procurement laws.

But the committee found she committed the same offence by persistently awarding contracts without recourse to the law.

Baako said the breaches determined to have been committed by Charlotte Osei were too flimsy to warrant her removal. He has described the recommendation as an “overkill”.

“I find it difficult to agree with the observation that there were indeed procurement breaches…”, he said after reading the testimony of the Director of Finance who was cross-examined on EC procurement.

“I find it difficult to accept that the committee’s verdict is sustainable. And even if it turns out to be sustainable, I also have a problem with the prescription they have put forward”.

The Committee by law had only two options – either recommend dismissal or throw out the petition.

Kweku Baako is concerned about these options and wants the Supreme Court to determine that the removal recommendation fits the breaches found to have been committed by the sacked Chairperson of the Electoral Commissioner.

  • Ministry disinfect farms, farms tools against bird flu virus

The Minister of State in charge of Food and Agriculture, Dr Gyiele Nurah, says government has disinfected two farms where the bird flu virus was discovered at Nsawam and Nkawkaw to prevent a further spread of the disease.

This comes after an outbreak of the bird flu killed about 11,816 birds on the two farms.

Dr Nurah has told Adom News the Agric and Health Ministries collaborated in the disinfection exercise.

He says the entire infected farm tool on both farms has also been buried.

Dr Nurah says there is, therefore, no cause for alarm because the disinfection is being extended to the houses of people who bought birds from those two farms.

Meanwhile, the Vice Chairman of the Poultry Farmers Association, Napoleon Agyemang Oduro says their leaders failed to inform them about the outbreak until they heard it in the news.

He is, therefore, urging the leaders of the Association to give them early alert on such matters so they could take the necessary precautions.

  • Ghana’s cocoa sector to receive a $100m boost

Ghana’s Cocoa sector is to receive a $100m investment from the World Cocoa Foundation to help grow the sector, President of the Foundation has said.

Richard Scobey was speaking at the Ghana Cocoa Platform Validation Workshop in Accra on Friday.

He told JoyBusiness the consistent growth of the sector has attracted massive foreign investments.

Mr Scobey, “We are very impressed with the quality and sustainability of the cocoa produced in Ghana. The WCF and our partners are very committed to partnering with COCOBOD and the farmers of Ghana on key sustainability issues.

The yields in cocoa in Ghana are relatively low as compared to world yields. We believe a collaboration will increase yields from 700,000 to 100,000 metric tonnes of Cocoa for the cocoa crop season,” he stated.

Meanwhile, COCOBOD said it is confident in meeting its production target of 8500 tonnes by the close of the season.

Despite growing challenges from illegal small-scale mining and deforestation, COCOBOD said new production interventions like the introduction of new seedlings have helped in cushioning the cocoa sector from the scourge of galamsey.

Deputy CEO for COCOBOD, Dr Yaw Adu Ampomah said, “our targets were around 900,000 metric and we are almost there in meeting it. We made the target in the major season and we are very confident of meeting production target.”

He said, “The damage from Galamsey is highly significant and we hope some interventions put in place including the replacement of diseased cocoa trees with highly effective and the provision of highly subsidized fertilizers, Ghana can produce more than what we are producing now.
With all the interventions we put in place we intend to increase productivity.”

The Ghana Cocoa Platform was established in 2013 under the United Nations Development Program (UNDP) to improve the value chain of Ghana’s cocoa sector.

  • Former MP, driver survive after vehicle bursts into flames

A former Member of Parliament for Wulensi constituency, George Maban, was taken to a hospital Friday evening after he survived a terrible accident that caused his vehicle to burst into flames.

The accident happened at the middle of the long Oti river bridge near the Volta region fishing community of Damanku, where the ex-MP was headed to, at about 7 pm, when the car suddenly went off and quickly caught fire.

Police officers from Wulensi in the Northern Region stationed near the busy bridge and dozens of good samaritans thronged the bridge to the rescue George Maban and a driver believed to a mechanic, from the burning car.

The two were saved narrowly but the car ended up a total loss, in ashes.

A police officer who was part of the incredible rescue operation said the former MP suffered slight body injuries but the suspected mechanic was rescued unharmed.

The officer suspected the car was faulty. He said the exhaust pipe of the vehicle fell from the muffler and was dragging on the road when he saw it about to cross the bridge. According to him, the car blasted into a stunning fireball less than 40seconds when it climbed the bridge.

The former MP was rushed to the hospital at Nkwanta after the clinic at Damanku, both in the Volta Region, was unable to treat the burns.

  • I will vote for Freddie Blay- Wontumi speaks

The Ashanti Regional Chairman of the New Patriotic Party, Mr. Bernard Antwi Boasiako, has praised Mr. Freddie Blay for honouring his promise of buying 275 buses for the party.

Mr. Freddie Blay, who is currently aspiring to be the National Chairman of the NPP, put before the party, his plan to purchases buses as a means of ceating self-sustaining constituencies.

Close to half of the buses have arrived in the country and it is on this note that Mr. Bernard Antwi Boasiako also known as Chairman Wontumi, has urged delegates to vote massively for Mr. Blay in their upcoming election.

The buses will be given to STC to add to its operational fleet as a leader in long-distance transportation. A bank account is expected to be opened in the name of each constituency so that as the STC works with the buses it pays some monies to the constituencies to be used for running party activities

And it is on this note that Chairman Wontumi explains that “it can only take a courageous leader like Mr. Blay to introduce such business model to the party.. He promised us and he has delivered. I personally promised to build the NPP a party office in the Ashanti region and I am fulfilling it. Such is the trait of every good leader and Blay is one person all delegates in the party can trust and vote for”.

However, Special Prosecutor, Martin Amidu, is investigating the acting National Chairman of the NPP on how he funded the purchase of the buses.

But spokesperson for Mr. Blay, Richard Nyamah, has responded by stating that his boss facilitated the purchase of the minibuses by making a down payment of 3 million dollars, which constitutes 30% of the total cost of 11.4 million dollars for the 275 cars.

Richard Nyamah also explained that the buses are not for free, and that they are to help the constituencies to manage their activities by themselves, and generate revenue by using them for commercial purposes, to pay for them over a two-year period.

The Central Regional Minister, Kwamena Duncan, has said the culture whereby Metropolitan, Municipal and District Chief Executives (MMDCEs) operate mainly from their offices is counterproductive to development at the local assembly level.

He has observed most metropolitan, municipal and district assembly (MMDAs) officials are starved of the accurate picture of issues on the ground in their jurisdictions because they have detached themselves from the people they serve.

According to him, MMDAs will be efficient if MMDCEs spend less time at their offices and spend a more significant part of their time on the ground interacting with the people.

The Minister made the observation at a forum at Cape Coast for MMDCEs and their coordinating directors that focused on the effective engagement of key stakeholders in local government such as traditional rulers, people with disability, media practitioners and women.

    dav

He said, “The district assembly concept is local government; it is about the people; it is about their welfare, that is, is the marketplace they want to sell in good condition? The clinic where they will go to seek medical care, is it in good shape? As the MCE, you need to know”.

In a communiqué submitted through the Regional Minister to the MMDCEs in the Region, participants implored MMDAs, among other things, to frequently engage “constituents including the most vulnerable in society, notably women and people living with disability” in a very sustainable way.

Again, the communiqué asked for a more intense education of the citizenry on the role of the assemblies for them to be clear about what their taxes are used for and why they should pay taxes.

  • Saanie Daara sues Anas for ¢20m for defamation

Embattled Communications Director of the Ghana Football Association has filed a ¢20m defamation suit against private investigations company Tiger Eye PI and its owner Anas Aremeyaw Anas which has alleged he took a bribe to influence player selection.

In an emphatic denial, his lawyer, Dominic Ayine told Joy News Friday, the GFA Communications Director never requested or accepted any bribe from operatives of Tiger Eye PI who had feigned interest in helping a ‘brother’ to get a call-up into the Black Stars Team B.

This interaction was captured in a video by Tiger Eye PI as part of its undercover investigations into corruption in sports administration which has shocked the country.

Since the public airing of the video, more than 70 referees filmed taking “bribes” have been sacked and the Premier League has been suspended.

GFA President Kwesi Nyantakyi has resigned and has also been banned by FIFA for 90 days. He subsequently resigned from the world football governing body.

But Saanie Daara has fought back insisting his reputation has been unfairly damaged by the award-winning journalist, Anas Aremeyaw Anas, who owns the private investigations company.

He said a careful review of the portion of the video relating to Saani Daara shows his client did not accept any bribe.

In the footage, Saani Daara advised the agent to encourage his brother to work hard for a call-up because player selection is based on player performance.

When ¢4,000 in cash is presented to him, Saanie Daara would not touch it or take it but directed it is given to man standing next to him whose face was blurred in the footage.

In a voice-over, Anas is heard alleging that Saanie Daara later took the bribe after he directed that it be given to the unidentified man.

Counsel for Saani Daara insists the voiceover is an addition which defames his client because the video does not support the allegation of bribery.

“That is the point of our focus,” he said.

This unnamed person whom he asked the agent of Anas to give the money to, did not forward any such money to him, he said.

TigerEye PI’s bid to get a player selected through undue influence also failed as he was not called up to the team.

  • Double salary saga: Police forwards report to AG for advice

Some Members of Parliament (MP) who served as ministers of state under the John Mahama government are due to face possible prosecution as the police have presented their report on the double salary saga to the Attorney General.

The MP for Tamale Central, Inusah Fuseini, MP for Ketu South, Fiifi Kwetey, MP for Wa Central Rashid Pelpuo among other minority legislators were investigated by the Criminal Investigations Department (CID) of the Ghana Police Service for allegedly receiving double salaries as MPs and Ministers.

Citi News sources at the CID have confirmed that the findings of the investigations on nine of the embattled MPs have been forwarded to the Attorney General for advice.
A source at the police CID indicated that the findings by the CID are revealing and possible prosecution is expected.

    Background

Some NDC MPs allegedly received double salaries while serving as both Members of Parliament and Ministers or Deputy Ministers.

25 of the MPs were initially asked to report to the police, but 18 of them were later asked to disregard that invitation.

The Police during its investigation interrogated a number of the accused MPs.

The Minority in Parliament had earlier denied the allegations against its members.

Per the dictates of public service, an official who occupies both positions is entitled to a single salary, usually equal to the level of a Minister of State.

  • Fourth substitute to be allowed in extra time of Champions League final

Teams will be able to use a fourth substitute in extra time in next season’s Champions League and Europa League, Uefa has announced.

Clubs can also list 12 substitutes on teamsheets, rather than the current seven, in the finals.

Other rule amendments from European football’s governing body include allowing coaching staff to use hand-held electronic devices.

They can use equipment including mobile phones, tablets and laptops.

The changes take effect immediately and also apply to other competitions, including the 2020 European Championship.

A fifth substitute will be allowed in next season’s Uefa Youth League, plus the men’s and women’s European Under-17 and Under-19 Championships.

Uefa says the hand-held electronic equipment can be used by coaches in the stands or on the bench if it directly relates to player welfare or safety, or for tactical/coaching reasons.

It means medical staff will be able to review potential concussions on laptops.

Officials and medics did not see a collision between Loris Karius and Real Madrid’s Sergio Ramos in the 2017-18 Champions League final, which may have led to the Liverpool keeper’s concussion.

In 2016, rugby union’s English Premiership became the first league in the world to allow access to tablets in order for staff to review potentially concerning incidents.

Real Madrid’s Alvaro Morata was the sport’s first fourth substitute at the Club World Cup last year as part of a trial.

Fifa, the sport’s world governing body, approved the use of a fourth substitute in extra time earlier this year and the rule has applied at the World Cup in Russia.

The Football Association announced last summer that it would permit an extra substitute in the latter stages of the FA Cup, from the quarter-finals on, while the Football League has permitted a fourth substitute in extra time in all EFL Cup ties since last summer.

Manchester City were the first team to make use of it in England, as Kelechi Iheanacho replaced Raheem Sterling on 105 minutes in their semi-final defeat by Arsenal.

In Scotland, Ayr United benefited from the rule change in their Scottish Cup fifth-round win over Queen’s Park.
