  • Review stance on Grades D7 and E8 – Gov’t directs NTCE

The Education Ministry has directed the National Council for Tertiary Education (NCTE) to review its stance on D7 and E8 and submit a report about the possibility of getting students with such grades admitted into the university.

Professor Kwesi Yankah, Minister in charge of Tertiary Education who disclosed this bemoaned that many students could not pursue their academic ambitions and had become street hawkers due to the stance on credit passes in Mathematics and Science.

“Take the example of a candidate with D7 or E8 who has not failed in Mathematics and Science anyway, seeking to go to the university to do history or a subject in Humanities and social sciences that will need little mathematics,” he said.

“Let us encourage those who are aiming at mathematical sciences or engineering and insist that they get credit passes before they move on. But let us not insist on credit for those whose future studies have very little to do with mathematics” he added.

Prof Yankah was speaking at the sixth graduation ceremony of the African Institute for Mathematical Sciences (AIMS) Ghana, at the weekend where a total of 37 students made up of 26 males and 11 females were awarded a Master of Science degree in Mathematical Sciences.

He said government was also sipping the structure and content of the educational system from merely passing an examination to building capacity and nurturing values to raise literates who would be confident to engage citizens and could think critically to solve problems.

“People must be equipped with the necessary skills and attitudes that will enable them to compete with the best in the World. Government believes that all the hopes of Ghanaians for a brighter future will not be successful unless the country is able to resolve its education crisis,” he stated.

He noted that government was committed to investing in education from basic to the tertiary levels for the transformation of Ghana, adding that, Education was critical in building a cohesive and prosperous nation.

Prof Yankah said Education remained a major priority of the government and for that matter was committed to raising the quality of education at the basic and secondary school levels with emphasis on Science and Mathematics, which were fundamental building blocks for success in the age of technology.

In this regard, he said the curriculum of the Colleges of Education, was being transformed to respond adequately to the needs of the nation especially in literacy, numeracy and science and technology.

He said science and technology were regarded as the international currency under which fortunes of nations would rise and fall but the engine that raised science and technology was mathematics.

Professor Edward Ayensu, Board Chairman of AIMS Ghana mentioned that the AIMS Network had graduated more than 1,300 students from 45 African countries since its inception in 2003 with AIMS Ghana accounting for over 200 of them.

He said most of AIMS graduates were contributing significantly to the development of Africa in the area of Education, research, industry and governance.

He said AIMS would continue to strengthen and improve Science, Technology, Engineering and Mathematics Education in Ghana and Africa for the transformation of the continent.

Prof Ayensu expressed appreciation to the Canadian Government and the Government of Ghana, the MasterCard Foundation and all other donors for their continual support.

In their Valedictory address, the overall best graduating student, Ms Dinah Norvisi Dzikpor, encouraged her colleagues to make an effort to use the knowledge acquired to effect positive change in their respective countries.

  • NDC gave Charlotte Osei $6m as ‘thank you money’ before 2016 elections – EC official alleges

A leaked audio making rounds on social media has shed more light on the tenuous term of Charlotte Osei as EC Chairperson. A woman believed to be a member of the EC is heard recounting how Charlotte Osei’s time as the boss had divided the EC into two factions, one for her and one against her.

She went further to list the many breaches on the part of Charlotte Osei which led to the petition for her removal. Charlotte Osei and her two deputies, Amadu Sulley and Georgina Opoku Amankwaa have eventually been removed from office.

The confusion and in-fighting at the Electoral Commission during the time of Charlotte Osei as the Chairperson has been purportedly confirmed by one of the commissioners.

In a leaked audio making rounds on social media which YEN.com.gh, a female voice believed to be that of Mrs Pauline Adobea Dzadzawa revealed how the removal proceedings against Mrs Charlotte Osei started.

According to the voice in the leaked audio, Charlotte Osei, being a woman, initially received overwhelmingly support from other members most of whom were women but her conduct thereafter divided the seven-member commission into two factions.

While Charlotte Osei had Rebecca Kabukie Adjalo and Hajia Sa-Adatu Maida supporting her, the other members, Amadu Sulley, Georgina Opoku Amankwaa, Ebenezer Aggrey Fynn, Pauline Dzadzawa were against her.

Key among the many the allegations levelled against Mrs Osei in the audio is the use of GH¢250,000 to decorate her office many other procurement breaches. Also, Mrs Osei is alleged to have taken $6 million from the National Democratic Congress (NDC) before the 2016 general elections as a ‘thank you’ gift for the commission but she pocketed it.

Explaining what the money was actually for, the female voice stated that”…normally whichever government is in power, not necessarily before elections, it can even be after elections, they come and say thank you, Kufuor did it, small, normally it is not much.”

“So this one, you know NDC people they are more generous when it comes to that, as for NPP people they are mean when it comes to that. According to sources, they gave Felix Ofosu Kwakye $12 million to come and give to the Commission [to be shared among seven Commission members and staff of the EC].

“When Ofosu Kwakye, according to sources, also sensed that they are likely to lose, he took half of the money and went and gave …half $6 million and he took everything.” The accuser further went on to disclose how Charlotte Osei tried to stall the declaration of the 2016 election results in order to try and force a run-off for John Mahama and the NDC even though it was clear that Nana Akufo-Addo and the NPP had won.

Judging from the audio, the EC commissioner was speaking to a journalist in a private conversation before the actual petition against Charlotte Osei was filed. The petition has eventually led to the removal of Charlotte Osei and her deputies, Amadu Sulley and Georgina Opoku Amankwaa

President Nana Akufo-Addo has said he will appoint an apolitical person as replacement for dismissed-Chair of the Electoral Commission Mrs Charlotte Osei, as well as her two other deputies: Amadu Sulley and Georgina Opoku Amankwah.

Speaking publicly on the dismissal of the three commissioners of the election management body, for the first time on Saturday, 30 June 2018, at a town hall meeting with Ghanaians in Nouakchott, Mauritania, ahead of the conduct of the 31st AU Summit, the president said, as far as the replacement of the three is concerned, “We are not looking for persons who are coming to do a job for the NDC or for the NPP. We are looking for persons who are coming to do a job for Ghana. That is what we are looking for, for the Electoral Commission”.

The president stated that he had no choice but to act on the recommendations of the committee set up by the Chief Justice to investigate complaints against Mrs Osei and her two deputies, adding that he is duty-bound to uphold the teachings of the 1992 Constitution.

According to the president, whenever a petition for the removal of a high-ranking public official, like the Chairperson of the EC is forwarded to the president, all the president has to do, as is stipulated in the Constitution, is to refer the petition to the Chief Justice, for the determination of a prima facie case or otherwise.

Once a prima facie case is established, the Chief Justice, in accordance with Article 146(4) of the Constitution, must establish a Committee to investigate the complaints. The Committee, in turn will make its recommendations to the Chief Justice, who shall, then, forward it to the President.

The Committee, the President noted, was composed of a Supreme Court Judge, two High Court judges, and two persons, who are neither lawyers nor Members of Parliament, and who were appointed by the Chief Justice on the advice of the Council of State.

He continued, “Article 146(9) of the Constitution demands that I act on the recommendations of the committee. I have no power to disagree with the recommendations of the Committee, the Constitution does not give me that power. That is why I have removed the Chairperson of the EC and the two deputies.”

Likewise, if you also go against the laws of the country, you must be dealt with. It is sad [the removal of the three EC Chair and deputies], but this is how it must be,” he added.

President Akufo-Addo stressed that the process that led to the removal of Mrs Osei and her two deputies “was not borne out of hatred, or a deliberate orchestration to remove some persons from their jobs.”

The petitioners, he added, are workers of the Electoral Commission and not faceless persons, as some would want Ghanaians to believe. The President also recounted the publicly documented spat between the three former EC commissioners.

The longest-serving MP for Tamale Central constituency, Alhaji Inusah Fuseini, has announced he will not seek for re-election when his term expires in 2020.

The former Lands and Natural Resources Minister made the surprise announcement on Saturday, June 30, 2018, at the Aliu Mahama Sports Stadium where he was invited to address party members on the need to embrace unity after the just ended constituency primaries.

The extraordinary meeting brought together the newly elected constituency executives of the party and all contenders to plan ahead after a successful election.

“I am the second MP to have served Tamale Central Constituency for a long time, so I have decided; that I, Lawyer Inusah, shall not contest the position again when it is time for primaries for 2020 elections,” he announced to the gathering in Dagbani.

The veteran of 14 years experience in the fourth parliament said he was committed to the National Democracy Congress (NDC) retaining his seat and believed by announcing his decision now potential successors would have enough time to prepare for the election.

“My decision to stand down in 2020 does not mean I will turn my back against this constituency, but I thank you immensely and would want to assure you that we will snatch victory in 2020, but lawyer Inusah will not stand for re-election in Tamale central constituency,” he maintained.

Fuseini, 56, who previously worked as an attorney at a legal firm in Accra, was elected to parliament following a bye-election in 2006 after the incumbent, Wayo Seini who had only occupied the seat for only two years since its creation, resigned and defected from the NDC to the New Patriotic Party.

He has been one of the well positioned and critical Members of Parliament and also a cherished figure in the NDC.

  • ‘Complete travesty of justice’ – Ndebugre laments Charlotte Osei’s removal

A private legal practitioner has added his voice to the opposition against the Chief Justice Committee’s recommendation to remove Chair of the Electoral Commission, Charlotte Osei.

John Ndebugre said he shed tears because justice was not served after taking time to read the leaked response of the Commission’s lawyer, Thaddeus Sory.

According to him, “Mrs Charlotte Osei must apply for judicial review in the nature certiorari to quash this unreasonable decision.”

“If this is the way we have to go, then all of us are not safe not only Mrs Charlotte Osei. There’s no article of the constitution of Ghana which provides that breach of any statute [Act 663] should be a ground for removal from office of the EC Chairperson,” he added.

Read his views in the write up below

I spent the whole night reading the excellent address of the learned lawyer submitted to the committee in defence of Mrs Charlotte Osei. I had to pause and cry.

The committee rested its report contrary to the evidence on record. Mrs Charlotte Osei must apply for judicial review in the nature certiorari to quash this unreasonable decision. It’s sad for Ghana. If this is the way we have to go, then all of us are not safe not only Mrs Charlotte Osei. There’s no article of the constitution of Ghana which provides that breach of any statute [Act 663] should be a ground for removal from office of the EC Chairperson.

The phrase ‘stated misbehaviour and misconduct’ must reach the supreme court for interpretation and declaration of same. Until then, the opened floodgates would give politicians to unnecessarily interfere with the hitherto sacred and independent office of the EC Chairperson. There will be no job security and stability of the occupants of the office of the EC Chairperson.

Kudos to senior Thaddeus Sory albeit the committee denied him justice. There was a complete travesty of Justice. None of the sweeping allegations against the EC Chairperson was proved. I think judicial review in the nature certiorari to quash the decision of the committee will be the appropriate remedy but not an appeal.

The new person could be injuncted from holding the office until the final determination of judicial review proceedings.

  • I don’t hate Charlotte Osei – Akufo-Addo speaks on EC issues

President Nana Addo Dankwa Akufo-Addo, has stated that he had no choice but to act on the recommendations of the Committee set up by the Chief Justice to investigate complaints against the former Chairperson of the Electoral Commission, Mrs Charlotte Osei, and her two deputies, Amadu Sulley and Georgina Opoku Amankwaa.

Speaking publicly on the matter for the first time on Saturday, June 30, 2018, at a townhall meeting with Ghanaians resident in Nouakchott, Mauritania, ahead of the conduct of the 31st AU Summit, President Akufo-Addo explained that he is duty bound to uphold the teachings of the Constitution.

According to the President, whenever a petition for the removal of a high-ranking public official, like the Electoral Commissioner, is forwarded to the President, all the President has to do, as is stipulated in the Constitution, is to refer the petition to Chief Justice, for her to decide if there is a prima facie case or not.

I have no power to disagree with the recommendations of the Committee, the Constitution does not give me that power. That is why I have removed the Chairperson of the EC and the two deputies.”

Reiterating his commitment to build a country governed by the rule of law, the President indicated that the laws governing our country must not be a respecter of persons.

The petitioners, he added, are workers of the Electoral Commission and not faceless persons, as some would want Ghanaians to believe. The President also recounted the publicly documented spat between the 3 former EC chairpersons.

Mrs. Osei and her two Deputies, Mr. Amadu Sulley and Mrs. Georgina Opoku Amankwaa were fired over incompetence and misbehavior after a committee constituted by the Chief Justice found them culpable of allegations of procurement breaches among others.

The opposition National Democratic Congress (NDC) has served notice that it would embark on a nationwide demonstration against the decision arguing that it was “politically orchestrated.”

The government, however, decried attempts to politicise the decision to dismiss Mrs Osei and her deputies, explaining that it was “purely an internally generated matter.”

Meanwhile, Mrs. Osei in a statement said posterity will judge her.

“I prefer to leave the standard and quality of those elections for Ghanaians, history and posterity to judge. I still consider it a great honour and privilege to have been given the opportunity to serve my nation at very high levels during my period in public service.

“I still hold the view and belief that our country deserves an Electoral Commission that is truly independent, unbiased, free, fair and firm, and can fight-off all attempts to politically capture, manipulate, influence and control it. This was always my cardinal objective and my approach to my work. In due time there will be ample opportunity to fully address these matters once and for all,” she said in a statement Friday.

In the search for replacements, the President stated that “we are not looking for persons who are coming to do a job for the NDC or for the NPP. We are looking for persons who are coming to do a job for Ghana. That is what we are looking for, for the Electoral Commission”.

“I, as President, am bound to respect the laws of our land. If I go against the laws of the country, I will be dealt with. Likewise, if you also go against the laws of the country, you must be dealt with. It is sad (the removal of the three EC Chairs), but this is how it must be,” he added.

President Akufo-Addo stressed that the process that led to the removal of Charlotte Osei and her two deputies “was not borne out of hate, or a deliberate orchestration to remove some persons from their jobs.”

When we talk of highlife music, it is the backbone of Ghana music as it was the genre which was endorsed and enjoyed by our old folks. Most genres of music emanated from highlife and the genre cannot be ignored when it comes to Ghanaian music.

Although the genre is gradually fading, one highlife artiste that still stands tall in the midst of the storm is Heavyn Kofi.

The young talented artiste in a recent interview with browngh.com picked Stonebwoy over Shatta Wale.

In the course of the interview, he was quizzed to choose between Shatta Wale and Stonebwoy.

Although he was reluctant to answer the question, he eventually picked Stonebwoy over Shatta Wale.

According to him, the two artistes are all of the same kind and that he loves them both. He finally picked Stonebwoy as he was left with no choice than to answer.

Born Michael Essuman, his style of highlife is a modernized version which is termed as Afro highlife. He is currently promoting his ‘Atene ‘ song which is receiving massive airplay.

  • Akufo-Addo should have addressed nation on dismissal of EC bosses Prof Prempeh

Executive Director of the Ghana Center for Democratic Development (CDD-Ghana) has expressed his displeasure with the manner in which the dismissal of the Chairperson of the Electoral Commission and her two deputies was announced to the country.

Prof Henry Kwasi Prempeh believes the situation was one that called for President Akufo-Addo to address the nation “clearly on the matter” instead of allowing the Information Minister do that in a press statement.

According to Prof Prempeh, “There are some duties a President must not delegate. One of them is that rare occasion in the life of the Republic when the President is called upon to exercise his unavoidable, nondiscretionary constitutional duty to announce the revocation of the appointment of the chair and members of the independent Electoral Commission following the outcome of a constitutionally-prescribed impeachment process”.

“On an occasion such as that, it is, in my considered opinion, best for the President, wearing his Head of State hat, to address the nation directly and clearly on the matter, not through any of his Ministers or by means of a press statement. This is not a routine decision or policy of Government to be announced by a Minister. This is a momentous duty and function of the President as Head of State,” he adds.

Charlotte Osei, Amadu Sulley and Georgine Opoku Amankwa were relieved of their duties for “misbehaviour and incompetence”.

The dismissal which was based on recommendations of a committee set up by the Chief Justice Sophia Akuffo to investigate alleged acts of corruption, misconduct and misbehaviour of the three was announced through a press statement signed by the Information minister Thursday night.

The announcement of their dismissal was not appreciative by all with the main opposition party, the NDC threatening to protest.

The Information Ministry on Friday held a press conference to clarify issues that led to the dismissal of the three.

Information Minister, Mustapha Hamid who addressed the press stated that “There were six allegations [made] against the chairperson [Charlotte], four against Amadu Sulley and four against Georgina Opoku Amankwa.”
