  • Germany knocked out of 2018 World Cup

Defending champions Germany have been eliminated from the 2018 World Cup after losing to South Korea in Kazan.

Kim Young-gwon’s 92nd-minute goal, awarded after a video assistant referee decision, left four-time winner Germany on the brink of elimination.

Then six minutes into stoppage time, with goalkeeper Manuel Neuer in the opponents’ half, South Korea gained control of the ball, launched it forward and Son Heung-min tapped into an empty net to score the second and seal Germany’s fate.

It is the first time since 1938 that a Germany or West Germany side has not advanced beyond the first section of the tournament, as Joachim Low’s side finish bottom of Group F.

  • Govt bans tilapia imports as virus with no known cure emerges in tilapia farms

Ghana has announced a ban on the importation of Tilapia into the country following the emergence of a new virus that is causing significant deaths in farmed tilapia species.

Importation of ornamental fishes, mostly used as pets in homes have also been banned as the virus has been found in them, a statement from the Ministry of Fisheries and Aquaculture Development said.

The ban, the Ministry said, takes effect from this Sunday July 1.

The Tilapia Lake Virus (TilV) which has no known cure, according to the Ministry, has been found in tilapia farms across Africa, Asia and South America and “represents a huge risk to the global tilapia industry”

Acting Chief Director of the ministry, Prof. Francis K.E. Nunoo, who signed the statement said the ban covers both live and dead ornamental fishes and tilapia species, including gametes-eggs and milt.

The statement said the emergence of the virus means “all countries should be vigilant and act quickly to investigate cases of mortalities in farms”.

The ban, it explained, is one of the immediate actions being taken by the Ministry “to help prevent and control the virus since its treatment is not known”.

It said the Ministry will follow up with capacity building and awareness creation programmes at different levels to farmers, hatchery operators, extension officers and consumers to support implementation of simple farm level biosecurity programmes.

“Consumers and stakeholders are therefore advised to report any issues arising or related to this issue (the virus) to the Ministry of Fisheries and Aquaculture Development,” it said and assured the public of updates of any development in due course.

  • Former galamseyers given second chance with oil palm project

Over 8000 farmers and former illegal miners have benefited from the distribution of two million oil palm seedlings from the Richie Plantation at Dunkwa-on-Offinso in the Central Region.

Speaking at the inauguration of the project, the Lands and Natural Resources Minister, John Peter Amewu said the project is aimed at giving a second chance to reformed illegal miners.

“The official commissioning will create an alternative livelihood for our brothers and sisters that are engaged in small-scale mining,” he said.

“We know that whatever they derive instantly from palm seedling may not match what they get from illegal mining, but what we fail to realise as a country is the fact the environmental cost or the cost of damages that are as a result of illegal small scale mining we do not quantify that into our returns.”

    Make land available

Mr. Amewu also urged traditional authorities to make land available for the youth in the area.

“If the land is not available all that we are witnessing today will be in vain.”

He added that the project will “boost the industrialization agenda of this government”.

“Oil palm plantation is something that many countries have practised and today they are becoming a country of excellence. Malaysia is a good example of this project so our teeming youth that are involved in illegal small scale mining whiles the ban is still on, there is an alternative for you to engage in other livelihood opportunities and this is a very typical one. I will continue to emphasize that this government is not against mining, what the government is against is the methodology and the approaches that are being used.”

  • Anas surprises 3-year-old girl who went to school in ‘famous Anas disguise’

Investigative journalist, Anas Aremeyaw Anas, on Tuesday paid an unannounced visit to Holy Trinity Lutheran School at Kwadaso-Estate in Kumasi in the Ashanti Region.

The visit comes days after a photo went viral on social media of a 3-year-old girl from the school, who had dressed like the undercover journalist during the school’s recent Career Day.

Anas and his Tiger Eye team were in the school to interact with pupils, particularly those who aspired to become journalists, as well as their teachers.

Anas hugged the little girl and whispered some kind words in her ears.

The pupils took their turns to ask him questions about how he does his work and why he decided to do it the way he is doing it.

He took his time to respond to all the questions.

He told the children he had had to cover his face “in order to stop the bad guys” from looking for him.

Mother of the 3-year-old girl, Afua Amponsah explained, she dressed her child to look like the journalist in order “to show support to Anas that he is doing a good job”.

Meanwhile, authorities of Holy Trinity Lutheran School are full of praise for Anas for taking time to visit the school.

“We say a very big thank you to Anas and his team for making the effort to visit us. We really appreciate what you are doing for Ghana,” Karikari added.

  • Creation of new regions now in the hands of citizens, EC Akufo-Addo

Following the recommendation for the creation of six new regions, President Nana Akufo-Addo has said the remainder of the process now lies in the hands of the Ghanaian people and the Electoral Commission.

Speaking after he received the report from the Commission of Inquiry set up to interrogate the petitions received for the creation of the new regions, the President said he was satisfied with the process so far.

In the report submitted to the President by the Chairperson of the Commission, Mr. Justice S.A. Brobbey at the Jubilee House, the Commission recommended the creation of the six new regions, i.e. Western North, Bono East, Ahafo, Savannah, North East, and Oti regions from the Western, Brong Ahafo, Volta and Northern Regions.

The Commission recommended that the Electoral Commission hold referenda in the relevant regions to determine whether the constitutional thresholds for the creation of new regions will be met by the vote of the people affected.

With the potential creation of the 6 new regions, at least, 50 percent of the persons entitled to vote must vote in each of the different referenda.

Of the votes cast, at least 80 percent must be cast in favour of the creation of a region for its fulfilment.

“The Constitution insists that the process and outcome must be guided by the popular will, and it is my earnest wish that the holding of the referenda will be conducted in an orderly and peaceful manner,” President Akufo-Addo stated.

He noted that administrative regions have in the past been created to bring governance closer to the people.

He expressed hope that “the creation of these new regions will serve the same purposes.”

“We are chartering new paths in the development of Ghanaian democracy. This is the first time that in a constitutional era, regions are being created under constitutional provisions. The work of this Commission will definitely be one of the landmarks in that journey. History will definitely applaud, I have no doubt, the manner in which this Commission has discharged its historic duty,” the President added.

The founder of the National Democratic Congress (NDC), Jerry John Rawlings, has successfully registered for his Ghana card despite an ongoing boycott by the NDC minority in Parliament.

The former president was registered for the card earlier today [Tuesday].

The Minority in Parliament boycotted the Ghana card registration process for parliamentarians citing among other reasons that the use of only birth certificates and passports as proof of citizenship could denationalize some Ghanaians.

“We remain opposed to the restriction of identification requirements for registration to Passports and Birth Certificates. Our analysis show that this will prevent about 23 million Ghanaians from obtaining the Ghana Card and deprive them of any benefit thereof,” a statement issued by the caucus leader Haruna Iddrisu said.

  • 4 Telcos connect to Kelni platform; IMANI boss angry

At least four telecom companies have connected to the controversial Kelni GVG common monitoring platform.

Chief Executive Officer of Vodafone, Yolanda Cuba revealed this at a media roundtable for editors and morning show hosts, Tuesday.

She was quick to add though that no call traffic has been monitored yet because of the pending cases in court.

It is not clear yet which of the companies have connected to the platform.

Her comments come after the government issued an 11-day ultimatum for the telecom companies to connect to the Kelni-GVG platform.

Government signed the $89 million contract with Kelni in December 2017 as part of a revenue monitoring and assurance regime.

Civil Society organization, including IMANI Africa had raised objections to the contract.

Some three citizens have sued the government over a contract they say is not in the interest of the country.

The Telcos were also initially dragging their feet in connecting to the Kelni platform having raised issues about a potential breach of privacy.

But Yolanda Cuba said government has partly resolved the privacy issues.

There is a filter that is being proposed and discussed. That process is ongoing now. The filter takes care of some of the concerns that the telcos initially raised.

She admitted that the privacy issues have not been addressed completely but added “I am 95% comfortable with the process.”

President of IMANI Africa Franklin Cudjoe, whose outfit has been vociferous in its opposition to the contract told Joy News the decision by the telcos to connect to Kelni GVG platform while is illegal.

According to him, when the case is pending in court the companies had no business connecting to the platform at least after the case pending before court is determined.

In the midst of the controversy, Member of Parliament for Kumbungu is asking the house to probe the controversial Kelni/GVG call traffic motoring contract.

Ras Mubarak said he has the blessing of the Minority to push through the motion because the Communications Minister Ursula Owusu did not provide adequate information when she appeared on the floor.

He is hoping to move the motion on the floor in the next few days for a debate.

  • Parliaments Privileges Committee establishes case against Kennedy Agyapong

The Privileges Committee of Parliament has established that the Member of Parliament (MP) for Assin Central, Mr Kennedy Agyapong, has a case to answer regarding his alleged contemptuous remarks against Parliament and the Majority Leader, Mr Osei Kyei-Mensah-Bonsu. The committee came to that determination after taking evidence from the witness, the Minority Chief Whip, Alhaji Mohammed Mubarak Muntaka, at a pre-hearing meeting in Accra Tuesday.

Consequently, the committee has fixed July 3, 2018, as the date for Mr Agyapong to cross examine Alhaji Muntaka on the evidence he provided to the committee.

The meeting was held in camera, which meant that journalists did not sit in the meeting.

In fact, journalists were ready with their pens and cameras to capture the event but the Chairman of the committee, Mr Joseph Osei-Owusu, said since it was a pre-hearing meeting, the journalists should excuse the committee.

    Referral

Mr Agyapong was dragged before the Privileges Committee of Parliament over his purported contemptuous utterances against Parliament and the Majority Leader, Mr Osei Kyei-Mensah-Bonsu.

The First Deputy Speaker of Parliament, Mr Joseph Osei-Owusu, referred Mr Agyapong to the Privileges Committee following a motion moved by Alhaji Muntaka.

Ahaji Muntaka said he had an audio and video in which Mr Agyapong referred to the House as a cheap and useless assembly.

He said Mr Agyapong had stated in the audio and video that: “if this House were not useless, they would not have the like of Mr Osei Kyei-Mensah-Bonsu as its leader.”

    Briefings

After the meeting, a member of the committee, Mr Sampson Ahi, told journalists that the committee had determined that there was merit in the complaint.

Therefore, he said, the committee had decided to invite both Mr Agyapong and Alhaji Muntaka to appear before it for cross examination.

The Member of Parliament for Kumbungu and a friend of the committee, Mr Ras Mubarak, who sat in the meeting, told journalists that the committee had indeed established a prima facie case against Mr Agyapong.

“The committee thinks that he is in breach of Article 112 of the Constitution, the Standing Orders of Parliament and Code of Conduct of MPs”, he said.

    Muntaka

Speaking with journalists, Alhaji Muntaka said he had substantiated all that he had said about the contemptuous remarks by Mr Agyapong with video recordings and documents.

“They looked at it. Fortunately because we have a video, we played and everybody heard what is in it.

“I have done my part. They have asked me questions. I have answered all the questions. I am done. It is for the committee to determine what I have put before them and what they themselves have seen amount to what I proposed on the floor being contemptuous”, he said.

Alhaji Muntaka said he made reference to the Constitution and the Standing Orders and indicated that some members of the committee also quoted certain sections of the Code of Conduct for MPs.

He said My Agyapong’s description of Parliament as cheap or useless, his choice of words about the Majority Leader and his attack on the public “all put together leave a lot of questions than answers.”

He expressed the hope that looking at the tape and listening to its content as well the conduct of Mr Agyapong, “I want to believe that the committee will come to that determination and probably open up the public discussion.”

    Mr Agyapong’s appearance

Before the meeting, the impression was that Mr Agyapong would also be appearing before the committee together with Alhaji Muntaka.

But the Vice Chairman of the Privileges Committee, Mr Andrew Kofi Egyapa, told journalists the committee had not extended any invitation to Mr Agyapong.

  • 3 wrongly accused robbers saved from mob

The timely intervention by the police saved three young men, including a guard at the ceremonial gates of the Jubilee House, from being lynched when they were mistaken for robbers at East Legon last Sunday night.

A man who suspected the three men, who were all riding on a motorbike in the East Legon vicinity, had allegedly raised an alarm that they were robbers, which drew the attention of some residents.

They were later taken to the East Legon Police Station when a policeman who was in the area saw the commotion generated by the alarm and intervened.

It was later speculated on some social media platforms that some men, including a man stationed at the ceremonial gates of the Jubilee House, had been arrested by the Legon Police for robbery.

It was also reported that the three were arrested in connection with a series of robberies at East Legon in which the victims, including a 75-year-old woman, were allegedly raped.

    Not robbers

When contacted, the Accra Regional Police Commander, Deputy Commissioner of Police (DCOP) Mr George Alex Mensah, dismissed the reports that the young men were robbers, as had been reported earlier.

He gave their names as Issah Muniru, who is with the Operations Team at the Jubilee House, Moses Dadasu and David Metogo Melchizedek, both upcoming musicians.

According to him, when the three men were interrogated at the East Legon Police Station, it was found that they were not robbers, as earlier reported.

Mr Mensah said investigations revealed that the three, who were riding on a motorbike together, kept asking for directions to an entertainment centre known as Kikibees at East Legon where Tic Tac, a musician, was to perform. However, their frequent enquiries for directions to the location caught the attention of a man who started trailing them to a point.

When they kept asking for directions, the said man, whose identity was not made known by the police, raised an alarm that the three men on the motorbike were robbers, following recent incidents of robberies in the area,

“Had it not been for a policeman who arrived on the scene on time, they would have been lynched. It turned out they were not robbers, as they had been accused of,” he said.

  • Urgent reforms are needed in the fisheries sector Kofi Agbogah

Mr Kofi Agbogah, the Director of Hen Mpoano, has said there is the need for reforms in the fisheries sector to ensure sustainable development and food security.

He said this requires transparency, participation and accountability by all stakeholders in the sector.

Speaking over the weekend at a workshop held to discuss challenges in the fishing sector, Mr Agbogah said the fisheries sector should be seen as an extractive industry whose renewable natural resources could be exhausted.

The event was held under the theme: Towards consensus building improved fisheries governance in GHEITI.

Participants at the two-day Friedrich-Erbert-Stiftung sponsored workshop included various members of the Industrial Trawlers Association; Ghana National Canoe Fishermen Council; Inland Canoe Fishermen Council; Ghana National Fish Traders and Processors, amongst others.

Discussing the topic: Contemporary challenges in the fisheries sector demanding transparency and accountability, Mr Agbogah said it is imperative that Ghana signs and joins on the Fisheries Transparency Initiative (FiTI).

Mr Agbogah said the purpose of FiTI is to “increase transparency and participation in fisheries governance for the benefit of a more sustainable management of marine fisheries.

He said there is the urgent need for transparency in the sector to address the perennial concerns of: fisheries data collection and reporting; FC board composition; vessel ownership and licensing concerns; the Fisheries Development Fund; and the pervasive illegal transshipment concerns.

Mr Agbogah said the challenges in the fisheries sector include: political polarization and interferences; low empowerment of local leadership (chief fishermen); low engagement of fisher folks amongst others.

Mr Noble Wadza, an executive of Oilwatch-Ghana, said Government of Ghana signed on to the Extractive Industry Transparency Initiative (EITI) in 2003.

He said this became known as the GHEITI bill which is yet to be passed into law.

Mr Wadza said the fulcrum of this Initiative is to strengthen transparency and accountability in relation to revenue and payments from the extractive sector.

He said GHEITI which was initially introduced to the mining and oil and gas sector, has now been expanded to include the forestry and fishery sector.

  • Bawumia to make or unmake GRAs new cargo tracking policy

The proposed implementation of the Cargo Tracking Notes (CTN) system at the ports by the GRA may suffer another setback unless the office of the Vice President moves in to avert any such issue.

The GRA has directed that from July 1, all imports into Ghana must bear the unique CTN numbers before they can be cleared.

The GRA also warns that it will fine shipping lines who fail to heed the directive.

But it is unclear whether the office of the Vice President has sanctioned the latest directive as it had ordered the suspension of the policy, twice, already.

    CTN rescheduled thrice

This will be the third time of announcing the implementation date for the Cargo Tracking Notes after two initial postponements.

But information available to Citi Business News indicates that the new date may suffer another setback unless the move is approved by the office of the Vice President.

This is because for the two initial roll out dates in February and June, the office of the Vice President had pulled the breaks on starting the CTN.

Citi Business News understands that the shippers who are largely affected by this plan will seek further clarity on the matter today with the GRA and the office of the Vice President.

Nonetheless, the Cargo Tracking Notes requires that an importer bringing in goods from say China will attach the CTN number to the manifest which lists the cargo, passengers, and crew of a ship.

The unique number is also to be attached to the Bill of Lading which is the legal document that details the type, quantity and destination of the goods being carried.

GRA to bear cost of obtaining unique CTN numbers

Earlier, freight forwarders opposed the implementation of the CTN citing the rise in the cost of doing business.

But the GRA assures that the cost in acquiring the numbers which range between 100 and 200 dollars, will now be borne by the Authority.

Tax advisor to the Commissioner of Customs, Christian Sottie confirmed this in an earlier interview with Citi Business News.

“People were complaining that the fee being charged will be passed unto the importer so it was suspended but as it stands now, the GRA is going to bear the cost in the provision of the shipment information,” he explained.

He also ruled out any possible upward review of tariffs with the decision to bear the cost of acquiring the unique numbers.

“We take duties and levies on imports; but the tariffs have not been changed yet…We believe that this policy will improve our classification and revaluation.”

Japan and Senegal remain well placed to reach the knockout stage of the World Cup – and a last-16 date with England or Belgium – after an entertaining draw in Ekaterinburg.

Sadio Mane put Senegal ahead from close range after an awful mistake by Eiji Kawashima, the ball flying past the Japan keeper after his attempted punched clearance hit the Liverpool forward.

Japan were level before half-time through Takashi Inui’s lovely curling finish, before Yuya Osako hit the crossbar.

Nineteen-year-old defender Moussa Wague thought he had sealed Senegal’s second straight Group H win with a fine finish from an angle but substitute Keisuke Honda salvaged a point for Japan moments after coming on.

Japan and Senegal have four points after two games, while Group H rivals Poland and Colombia are both chasing their first points of the tournament when they meet in Kazan.

Despite another point, Senegal will be disappointed they could not follow up their 2-1 win over Poland last week by becoming the first African side to win two group games since Ghana in 2006.

But 16 years on from their debut World Cup, the Teranga Lions continue to win new fans in Russia.

While Egypt, Morocco and Tunisia are already making plans to return home after failing to secure a point, Senegal can still ensure Africa has at least one representative in the last 16.

However, Aliou Cisse will be frustrated his players failed to build on Mane’s opener after Kawashima’s howler.

Senegal were well in control but failed to build on their strong start and Inui’s smart finish, after Yuto Nagatomo created the chance, saw Japan draw level with their first shot on target.

Even after Wague restored Senegal’s advantage with a sweeping finish, they were unable to see the game out – keeper Khadim N’Diaye’s failed clearance leading to Honda’s equaliser.

In 2002, the likes of Henri Camara and El Hadji Diouf helped Senegal reach the quarter-finals under Bruno Metsu. If Senegal’s class of 2018 hope to emulate that achievement they will have to cut out the mistakes.

  • Facebooker schools Gabby Otchere-Darko on leadership

A vociferous Facebook user by name Patrick Lawmann has replied Gabby Otchere Darko over a recent post he made on the platform, schooling him on what true leadership is.

Gabby Asare Otchere-Darko, the new of the president and former Director of the Danquah Institute made a post on his Facebook wall Wednesday June 20, congratulating Yaw Buabeng Asamoah on his appointment as the new Director of Communications for the New Patriotic Party and thanking the leadership of the party for filling such a huge vacuum.

However, it turned out that the post was not true and did not reflectthe position of the party executives thereby generating a lot of negative feedback from party members. The Acting General Secretary was even called to clarify issues to which he admitted that there have been talks to appoint someone but no conclusive decision has been reached as Mr. Otchere Darko put out.

” A general message to leaders of organizations and associations: when you have FINALLY taken a DECISION to FIX a critical WEAKNESS in your system, please show the needed URGENCY in applying the CURE. That is LEADERSHIP,” Gabby Otchere-Darko posted on his Facebook timeline.

It is on the back of this that the Facebook advicate for the NPP, Patrick Lawmann, who has been using his timeline to advocate for the party decided to school Mr. Otchere Darko on what true leadership means.

“The general rule also is, leadership is about respecting processes, structures and also understanding the human dynamics in every organization or association, in order to ensure that decisions taken does not generate needless negative feedback.

That is LEADERSHIP….” his post read.
Meanwhile, checks have revealed that appointments of any director in the party is done by the National Executive Committee and cannot be done solely by the chairman or General Secretary contrary to what Mr Otchere Darko made people believe on soccial media.

The acting Director of Communications for the party, Mr. Adomako Baafi, has also confirmed in an interview that he is still at post and that a closed door meeting was held by core party communicators to do deal with the issue and see the way forward.

  • World Cup: England Advances in World Cup after 6-1 victory over Panama

England achieved their most emphatic World Cup result as Harry Kane’s hat-trick helped them thrash a poor Panama side and reach the last 16.

There were five first-half goals, with John Stones heading in the opener.

Kane made it 2-0 from the spot before Jesse Lingard, who was fouled in the box, made it 3-0 with a great strike.

Stones nodded in his second, Kane smashed in another penalty and then scored a lucky third, before Felipe Baloy fired in a consolation goal.

This was the first time England had scored four goals in a World Cup match since the 1966 final against Germany.

Meanwhile, skipper Kane, who now has five goals in the tournament, became the third England player to score three or more goals in a World Cup group stage, after Roger Hunt in 1966 and Gary Lineker in 1986.

England will now compete with Belgium – who secured their second win by beating Tunisia 5-2 on Saturday – for top spot when they play each other on Thursday.

England’s opening win over Tunisia contained one serious flaw that needed correcting – namely a lack of ruthlessness and clinical edge in front of goal.

As Panama were totally dismantled, the failing was addressed and then some as a place in the last-16 stage was secured in quick-fire fashion.

Strangely, England had actually made a subdued and sloppy start before Stones powered in Kieran Trippier’s corner to put them ahead. It was plain sailing from then on.

Southgate’s side sparkled in Nizhny Novgorod, pace and movement mixed with flashes of individual brilliance such as Lingard’s goal to reduce Panama to an ill-disciplined shambles.

When they get it right, England have the firepower to trouble any team, with captain Kane a spearhead approaching world class.

They also showed commendable first-half discipline to avoid getting involved in Panama’s ham-fisted physical approach, simply letting the inevitable take its course in the hands of Egyptian referee Ghead Grisha, who was determined to punish penalty-area transgressions.

England inevitably eased off with the game and that place in the last 16 no longer in doubt, and of course greater tests lie ahead. But this was the sort of commanding performance that will do wonders for confidence as the World Cup reaches the knockout stage.
