  • Normalization Committee assures Ghanaians of good work

    Chairman of Ghana FA Normalization Committee, Dr. Kofi Amoah has assured Ghanaians of a good work by the committee by end of their tenure.

    The four-committee were mandated to bring football to back to normalcy after the airing of Anas expose in June 2018. They were given an ample time of six months by CAF and FIFA with the consultation of Government of Ghana(GoG) in September.

    The Normalization Committee has till March 30,2019 to finalize their activities.

    According to Dr. Kofi Amoah, he believes is that the committee will present a good work before leaving office.

    “I cannot put our work done in percentage but I can say is we will deliver”. We have a short period which is one month to go”, he said.

    “The Normalization Committee were waiting for the Ad hoc committees report to come because the people that we called upon are people of high caliber”.

    He continued, “So there are certain areas of input that we knew have to be added in there, now that they have submitted we will get down and work”.

    “It’a not invecive, it is a thinking process so we sit and look at the statues and record places that needs adjustment and we do exactly that”.

  • I am upset, anxious about cedi depreciation – Akufo-Addo

    President Nana Akufo-Addo says he is troubled by the weakening local currency against major trading currencies. 

    The local currency has witnessed some significant depreciation selling at ¢5.51 against the American dollar at the end of trading on February 25, 2019. 

    Some currency dealers and treasurers have argued that challenge facing the cedi is supply issue and if the Bank of Ghana increases the number of dollars it releases onto the market then the fast depreciation of the cedi would be over. 

    The depreciation of the Ghana cedi against the American dollar and the British pound sterling seems to be taking a heavy toll on importers.

    “None of the items I sell is manufactured in this country, and after selling I have to change my money into dollars to travel abroad to buy new products,” an importer told Joy News recently.

    But speaking at the commissioning of the Fujian Sentuo Ceramics Company at Kpone in Accra, Wednesday, February 27, a worried Nana Akufo-Addo said he feels “…extremely upset and anxious about it too..”

    He assured, however, that all efforts are being made to arrest the decline and restore the cedi to stability, in order to improve the competitiveness of Ghanaian industry.

    “Very soon, we will be seeing the results of our policy,” he added.

    Fujian Ceramics Company

    The Fujian Sentuo Ceramics Company, a ceramic tile manufacturing company operating under the 1-District-1-Factory initiative, located in Kpone, in the Greater Accra Region.

    With the company employing some 1,500 employees, and souring 90% of its raw materials from Ghana, mainly from the Central and Western regions, President Akufo-Addo thanked the promoters of the company for taking advantage of the policies rolled out by Government, under the 1-District-1-Factory Policy, in order to make these investments. 

    President indicated that his Government wants to achieve a significant level of industrial development, that is why he commenced, immediately after his assumption of office, a programme of industrial transformation. 

    “The industrial transformation agenda is anchored on a 10-point plan, confronting the private sector and its ability to spearhead the development of our country. Some of those are the high cost of doing business, lack of access to medium- and long-term financing, poor infrastructure and logistics support for enterprises and commercial activities, inadequate skilled manpower and limited access to technology, innovation and research,” he said. 

    All of these challenges, the President assured, are being addressed by the policies of government.

    He indicated that government is working hard to “bring down interest rates so that we increase the ability of businesses to fund their activities, while we are putting in place new arrangements for the Agricultural Development Bank and the National Investment Bank, so that it can be more focused on providing the funds for medium- and long-term investments for industrial development.” 

    In addition to these, President Akufo-Addo noted that, in the course of the last two years, the monetary policy rate of the Bank of Ghana is reducing, and inflation has also come down significantly, adding that “all of these are efforts that we are making to improve the business environment and make it possible for our enterprises in Ghana to be competitive.”

    He urged residents of the people of Tema Kpong Katamanso “to embrace this factory and the work that is being done here and give the Chinese promoters of the factory the maximum support.” 

    President Akufo-Addo reiterated that “I am determined in my period in office to make the steps that will bring about structural changes in the manner in which the Ghanaian economy works, so we can have the sustained development and progress that our people are looking for.”

  • Ghana Wheelchair Tennis holds stakeholders meeting

    The Ghana wheelchair Tennis held its first stakeholders meeting of the year on Friday, 22nd February 2019 at the players lounge of Accra Sports stadium Tennis court.

    In attendance were the president of Ghana Tennis Federation, Coordinator of Ghana Wheelchair tennis, CEO of PMSports Foundation, National Sports Authority Rep. Tennis administrator, Director of Programs /Editor in chief of Tenolf Sports Ghana, Tennis Foundation Ghana and the Wheelchair tennis players.

    The meeting was aimed at adopting a developmental strategy to develop Wheelchair tennis in Ghana, motivate players to give out their best and to entice corporate Ghana to sponsor the game.

    Mr. Isaac Aboagye Duah thanked management of the Wheelchair Tennis for organizing an ITF International Wheelchair Tennis Futures tournament in November last year.

  • Standards and ethics committee for procurement practitioners launched

    The Minister of State in charge of Procurement, Sarah Adwoa Safo has inaugurated a cross-sectional committee tasked to formulate a code of ethics and standards for procurement practitioners in the country.

    The committee which is made of representatives from Ghana Surveyors Association, Public Procurement Authority, and Ghana Bar Association etc are tasked to formulate the code of ethics within a period of 3 months.

    Speaking at the inauguration ceremony, the minister said, the only way to achieve Ghana Beyond Aid is when corruption is checked in public procurement and possible conflict of interest and attain value for money in all procurement activities.

    “Ghana Beyond Aid vision of the president can only be achieved if we check corruption in public procurement and possible conflict of interest and attain value for money in all our procurement activities,” she said.

    According to her, the codes of ethics has come at a very good time to compliment the licensing of all procurement officers.

    She said the codes of ethics will be the benchmark for renewing and redrawing licenses of practitioners who fail to abide by it.

    “As procurement officers, we should be prepared to be accountable for the decisions we take and legally justify our official decision and actions” adding that “procurement officers shall not use or misuse their position for private gain” 

    The minister was optimistic that, the codes of ethics when fully functional will prevent dishonest officers from denting the image of the procurement profession.

  • ‘Some procurement officers connive with politicians to steal CEO

    The Chief Executive Officer of Public Procurement Authority, A. B Adjei has stated categorically that some procurement officers instead of holding up light standards of integrity, connive with politicians to steal from the public coffers.

    According to him, the practice of procurement and procurement officers must be taken seriously as lawyers and doctors are.

    Speaking at a short ceremony organized to inaugurate a committee charged to formulate a code of ethics for procurement officers, A.B Adjei said, the formulation of the code of ethics is long overdue.

    According to him, the implementation of a code of ethics for all practitioners will help sweep off unscrupulous practitioners from the system.

    “Some practitioners instead of protecting the public coffers connive with some politicians to steal from the country”.

    He was optimistic that, the codes of ethics when fully implemented will be the benchmark for rewarding and redrawing license of practitioners.

  • K.P Boateng out of Barcelona squad against Real Madrid

    Ghana international Kevin Prince Boateng has been excluded from the Barcelona team to play Real Madrid in the first of two classicos this week.

    Boateng will not travel with the Catalans to the Santiago Bernabaeu for the second leg of the Copa del Rey semi final clash.

    The on-loan Sassuolo forward has struggled to make an impact at the club since switching from Italy in the winter transfer window, making only two underwhelming appearances.

  • VAR to be used in Ghana Premier League

    The chairman of the Referees Committee, Kudjoe Fianoo has revealed that they have proposed the use of Video Assistant Referee [VAR] in various centres of the Ghana Premier League.

    Referees officiating the Ghana Premier League made the headlines for the negative reasons before the airing of the ‘Number 12’ video by Anas Aremeyaw Anas in June last year.

    Several match officials were fingered engaging in bribery and corruption in their line of duties.

    FIFA has subsequently banned over ten Ghanaian referees and with football activities yet to bounce back, the Referee Committee which was part of the six ad-hoc committees that was formed to aid the work of the Normalization Committee have proposed the use of VAR in the Ghana Premier League.

    “The Referees Committee of the GFA Normalization Committee have proposed the introduction of Video Assistant Referee (VAR) and Goal Line Technology at “key” Ghana Premier League centres,” the former Ashgold CEO told Atinka FM.

    The Executive Committee of CAF have also agreed the use of the VAR in the 32nd Africa Cup of Nations that will be hosted by Egypt this year.

  • I now understand why Ghana football is in a mess – Kofi Amoah

    President of the Normalization Committee, Dr Kofi Amoah has revealed that he has now come to terms with why Ghana football went into the drains.

    The Normalization Committee were instituted by FIFA in conjunction with the Government of Ghana after the ban of GFA capo Kwesi Nyantakyi to run the affairs of the FA, revive the statues and organise elections. The four-member Committee has part of its mandate decided to organise a Special Competition to keep clubs active while the reformation of Ghana football goes on.

    The said competition was postponed on three separate occasions before the eventual cancellation by the Normalization Committee due to disagreements with the Ghana Premier League clubs.

    But according to Kofi Amoah, his few engagements with the clubs has enlightened him why Ghana football went into the drains.

    “I see that some of the reasons why Ghana football went into the gutter are the same reasons why the tournament never started,” he said in an interview on Joy FM.

    ”Therefore it has become clear to me that maybe the better wise way to go is to take your time to reform, make all the changes, bring the strength into it, get the approval and then you can play the football by the guidelines of the new statutes and then things will be better.”

    “I don’t regret it because we were doing it with the purity of our hearts and desire to help our football community. But we all learn from happenstances and this happenstance has shown us that the better way to have gone was to finish the reform before playing football.”

    The Normalization Committee tenure of office is expected to end on March 31 where their work will be reviewed by FIFA.

As part of bringing football back to normalcy, the Normalisation Committee put in charge to steer the affairs of Ghana football decided to organize a special competition to keep the clubs active.

    However, things didn’t turn out as the committee expected with the start date for tournament postponed three times and eventually got canceled following resistance mainly from the Premier League clubs.

    “I see that some of the reasons why Ghana football went into the gutter are the same reasons why the tournament never started,” Dr. Amoah told Joy FM in an exclusive interview.

  • Ghana Export Promotion Council should push for marijuana export in commercial quantities — Daddy Bosco

    President of Ratasfari Council Gh, Mr. Ahumah Occansey, also known as Daddy Bosco, has noted that Ghana should start considering growing marijuana in commercial quantities to export to countries that have created market it.

    He said most European countries including Canada and United States, that have legalized the use of marijuana need it large quantities for medicinal, industrial and recreational use. Ghana can take advantage of these available markets to grow and export marijuana, “Jamaica has been able to navigate the international legal regimes and is able to ship tonnes of cannabis oil to Canada” he revealed.

    He suggested that the Ghana Exports Promotion Council (GEPC) should lead the course by advocating and look at ways Ghana can also start growing marijuana in commercial quantities for the purposes of export.

    He said it is important that the Director-General of the Ghana Standards Authroity, Prof. Alexander Dodoo and former head of the Narcotics Control Board [NACOB] Nana Akrasi Sappong, continue pushing for the legalization of marijuana use in the country as they have been doing for years.

  • Trump and Kim to start Vietnam summit with dinner

    US President Donald Trump and North Korea’s leader Kim Jong-un will begin their high-profile summit on Wednesday with brief talks, followed by dinner.

    They are expected to discuss a roadmap for ridding the Korean peninsula of nuclear weapons during the two-day meeting in Vietnam’s capital, Hanoi.

    Prior to his meeting with Mr Kim, Mr Trump will meet Vietnam’s prime minister and other politicians.

    The pair are then scheduled to dine at Hanoi’s five-star Metropole hotel.

    Mr Trump tweeted in praise of the host country on Wednesday morning, writing: “Vietnam is thriving like few places on earth. North Korea would be the same, and very quickly, if it would denuclearize.”

    “The potential is AWESOME,” he added.

    What’s the Trump-Kim schedule looking like?

    Their first encounter will be a 20-minute one-on-one meeting at 18:40 local time (11:40 GMT). It will be followed by dinner with their aides, according to the White House. 

    The two leaders will attend a series of meetings together on Thursday, but their exact agenda is unknown.

    It’s expected that any major events – the signing of agreements or significant press conferences – will take place on Thursday.

    What has North Korean media said about their meeting?

    North Korean state media praised Mr Kim for making the 4,000km (2,485 mile) trip, with state paper Rodong Sinmun dedicating four out of its six pages to it.

    It said North Koreans had reacted to his visit with “boundless excitement and emotion”, and urged people to work harder to “give him reports of victory when he returns”.

    The paper also added that his overseas trip had cause some of its citizens sleepless nights, with one woman telling a state broadcaster saying that she “really missed” him.

    Why is North Korea so isolated?

    North Korea has been ruled since its creation in 1948 by three generations of the Kim family.

    The country has a woeful human rights record, and the UN says its people live under “systematic, widespread and gross human rights violations”.

    Kim Jong-un carried out a brutal purge after taking charge of the country in 2011, ordering the death of his own uncle to secure his power.

    About 140 senior military officers and government officials were executed between 2012 and 2016, according to South Korea’s Institute for National Security Strategy.

    The economy is tightly controlled by the government, with widespread shortages of food, fuel and other basic necessities as the state funnels funds into the military and its nuclear weapons programme.

    Why are the leaders meeting again?

    The Hanoi meeting is expected to build on the groundwork of what was achieved at the Singapore summit last June.

    That meeting produced a vaguely-worded agreement, with both leaders agreeing to “work towards denuclearisation” – though it was never made clear what this would entail.

    Little diplomatic progress was made following the summit. This time round, both leaders will be very conscious of the need to answer their critics with signs of concrete progress.

  • Pakistan-India: Pakistan ‘shoots down two Indian jets’ over Kashmir

    Pakistan says it has shot down two Indian Air Force jets in a major escalation of the Kashmir conflict.

    A spokesman said one plane had fallen inside Pakistani territory and two pilots had been arrested. There is no comment from India. Pakistan has denied reports one of its jets was shot down.

    Both India and Pakistan claim all of Kashmir, but control only parts of it.

    The nuclear powers have fought three wars since independence from Britain in 1947. All but one were over Kashmir.

    The aerial attacks across the Line of Control (LoC) dividing Indian and Pakistani territory are the first since a war in 1971.

    They follow a militant attack in Kashmir which killed 40 Indian troops – the deadliest to take place during a three-decade insurgency against Indian rule in Kashmir. A Pakistan-based group said it carried out the attack.
    What’s the latest?

    Pakistan’s information ministry has published a video purporting to show one of the Indian pilots that the Pakistani military says it has captured.

    In the video, the pilot – who is blindfolded and appears to have blood on his face – identifies himself as Wing-Commander Abhi Nandan.

    Pakistan’s assertion that it had shot down two Indian aircraft came shortly after Islamabad said its warplanes had struck targets in Indian territory.

    Pakistan said it had “taken strikes at [a] non-military target, avoiding human loss and collateral damage”.

    Indian authorities said the Pakistani jets had been pushed back.

    In a briefing, Maj Gen Ghafoor says that Pakistan “had no alternative to respond” to Tuesday’s Indian air strikes on its territory.

    However he said Pakistan had not hit Indian military targets because “we don’t want to go on the path of war”.

    India’s foreign minister Sushma Swaraj has also said that her country will act “with responsibility and restraint”.

    “India does not wish to see further escalation of the situation,” she said, speaking from a meeting with Russian and Chinese foreign ministers in China.

    India said Tuesday’s air strikes on Balakot in north-western Pakistan killed a large number of militants but Pakistan said there had been no casualties.

    The US, EU and China have all called for restraint.
    Are flights affected?

    India has reportedly announced restrictions on its airspace. The Vistara airline said flights in the region were being suspended. Pakistan has also stopped flights from at least five airports including Islamabad and Lahore, reports say.

    The flight monitoring group Flight Radar says international flights are also avoiding the area.

     

  • Michael Cohen ‘to accuse Trump of racism and lies’

    President Donald Trump’s convicted former lawyer Michael Cohen is expected to accuse him of criminal conduct during a hearing on Capitol Hill.

    Speaking on Wednesday to a House of Representatives panel, Cohen will allege possible tax fraud and racist language by Mr Trump, say US media.

    The White House has questioned why lawmakers invited someone who has pleaded guilty to lying to Congress.

    Cohen was sentenced to three years and will begin his custodial term in May.

    On Tuesday, he was officially disbarred from practising law by the New York State Supreme Court, New York media reported.

    The penalty came as he began three consecutive days of testimony in a closed-doors hearing before the Senate Intelligence Committee. His Wednesday testimony to the House Oversight Committee will be public.

    The 52-year-old was convicted last year by New York federal prosecutors of campaign finance violations and tax evasion and by special counsel Robert Mueller of lying to Congress about Trump Organization plans in Moscow.

    Mr Mueller is nearing the end of a 21-month justice department investigation into alleged Russian meddling in the 2016 elections, which both Mr Trump and Russia have denied.

    At his December sentencing Cohen, a former Trump loyalist, blamed his misdeeds on “a blind loyalty” to Mr Trump.

    Ahead of the hearings, White House press secretary Sarah Sanders called Cohen a “disgraced felon”, saying it was “laughable that anyone would take a convicted liar like Cohen at his word”.

    Mrs Sanders’ statement added it was “pathetic to see him given yet another opportunity to spread his lies” before Congress.

    The Wall Street Journal reported a person familiar with the matter as saying Cohen would provide “evidence of criminal conduct since Mr Trump became president” that involved a hush money payment to conceal an alleged affair with adult film star Stormy Daniels.

    The lawyer will accuse Mr Trump of being directly involved in efforts to conceal the alleged affair weeks before the 2016 election, according to US media.

    The president has denied having the affair, or that he told Cohen to pay off Ms Daniels.

    According to the Journal, Cohen will detail Mr Trump’s “lies, racism and cheating” over a decade of working for him.

    He is expected to offer financial documents showing possible tax fraud by Mr Trump, which may spur lawmakers to renew demands for the president’s tax returns.

    The president’s former right hand man will also describe racist remarks from Mr Trump during their private conversations.

    The Journal reports Cohen will accuse the president of questioning the intelligence of African Americans.

    CBS News reported a source as saying the racist language allegedly used by the president is “chilling”.

    Cohen is also expected to offer explanations to lawmakers about why he lied to them about the Trump Organization’s plans to build a tower in Moscow.

  • Gabonese referees appointed for Kotoko-Nkana game

    The Confederation of African Football (CAF) has appointed Gabonese referees to handle the Confederation Cup game between Asante Kotoko and Nkana FC on Sunday in Kumasi. 

    Referee Mihindou Mbina Gaunthier will be the center man and will be assisted on the lines by Moussounda Montel and Marlaise Ditsoga Boris.

    Pierre Ghislain Atcho will be the 4th official with Andy Quamie from Liberia as the Match Commissioner.

    Asante Kotoko will host the Zambian side on Sunday at the Baba Yara Sports Stadium after playing the same side seven days ago.

    The Porcupine Warriors suffered a 3-1 defeat to Nkana at the Nkana Stadium in Kitwe and will be hoping to reverse the score line to stand a chance of qualifying to the next stage.

  • Medeama to play final game at home to Elmina Sharks ahead of stadium closure today

    Medeama will play their final game at the Tarkwa NA Aboso park ahead of its closure with a friendly against Elmina Sharks on Wednesday.

    The Mauve and Yellows will host the Fearsome Sharks at home- the final game before the stadium is closed down for work on redevelopment of the new edifice.

    The game is expected to attract huge numbers including Member of Parliament for Tarkwa Nsuaem George Mireku Duker as well as vice-president of Goldfields West Africa, Alfred Bako.

    The game will take place after the ceremonial sod-cutting, which will pave way for the re-construction of the stadium.

  • BoG starts new Forex directives to stabilize cedi against dollar

    Bank of Ghana (BoG) has issued some directives on how participants in the forex market must conduct their businesses to help stabilize the cedi.

    The new directives that is being implemented today [25 February, 2019] are also targeted at improving information flow on how operators in the forex market will react and act on issues related to the cedi dollar relationship.

    The directives were categorized under areas such as Ethics, fairness and Integrity; General dealings Principles and market conduct, as well as Risk management compliance among others.

    Under Ethics, fairness and Integrity all market participants are required to conduct their activities ethically, transparently and professionally to ensure fairness and integrity of the foreign exchange market.

    In addition, Market participants are expected to act in an honest and fair manner when dealing with clients and other participants. Market players are also required to act with integrity in all their dealings or activities.

    The directive also stressed that it is imperative that market participants have a high level of awareness and understanding of market practices. Management of Licensed Foreign Exchange Dealers are required to subject their staff to the highest test of knowledge and continuously provide avenues for knowledge updates.

    On Licensed foreign exchange the directive states that all Licensed foreign exchange dealers are required to make market by showing a binding two-way quote for all currencies traded in the interbank market if requested by another Licensed foreign exchange dealer.

    If the amount is not specified, the Licensed foreign exchange dealer shall use the minimum traded lot of 250,000 US dollars or as agreed from time to time by the industry in consultation with the Bank of Ghana. The Licensed foreign exchange dealer is obliged to trade for that amount at the specified quoted price.

    A Licensed foreign exchange dealer with a different amount in mind shall specify it, but need not state whether the intention is to buy or sell. A Licensed foreign exchange dealer is not obliged to present a quote for any other amount other than the minimum traded lots agreed by the industry.

    In addition transactions in any currency other than the US dollar require the approval of both parties and a market-maker may refuse to make a quote for it even if requested.

    Also the directives pointed out that the interbank foreign exchange market is open from 9:00 to 16:00 hours GMT on all business days. The Bank of Ghana is exempt from this clause and may trade with a LFXD outside the regular market hours stated here.

    Furthermore Licensed foreign exchange dealer are required to update indicative quotes for buying and selling US dollars at regular intervals, on the Reuters and Bloomberg information systems. Indicative quotes shall be updated at intervals of no more than 30 minutes. This will show the price at which a market-maker is prepared to buy and sell at the minimum traded lots.

    The directive also maintained that all interbank FX trades must be booked on the Reuters platform and appropriately confirmed within five (5) minutes after the trade is concluded. These trades must also be reported in the daily FX report submitted to the Bank of Ghana.

    Participation in FX Auctions licensed foreign exchange dealers are prohibited from participating in any form of FX auction initiated by any exporter or foreign exchange earner in Ghana.

    Penalties for Breach of Relevant Sections of this regulation

    According to the directives, any action which contravenes any section of these rules shall attract one or more of the penalties such as issuance of warning letters to the dealing officer and their LFXDs or FX Broker.

    Also penalties will include administrative Fines / Monetary Penalties, Suspension of Licensed foreign exchange dealers, dealing officer, FX Broker and the publication of same in the newspapers.

    In addition, offenders will face Revocation of FX dealing license and the publication of same in the newspapers.

    “Legal prosecution of fraudulent cases. Where appropriate, Bank of Ghana will refer fraudulent cases to the law enforcement agents and the Attorney General for prosecution vi. Exclusion from trading with the Bank of Ghana vii. Name and shame of recalcitrant market participants.”

  • NaBCo detects fraud; 3,807 beneficiaries enrol on other programmes

    The Nation Builders Corps (NaBCo) has detected that 3,807 beneficiaries of the programme have concurrently enrolled onto other government-supported youth employment initiatives in an attempt to receive double pay.

    Out of the number, 1,702 have been identified to be people who are already gainfully employed.

    They form part of 18,001 beneficiaries who have various queries to answer, for which the payment of their stipends has been halted.

    Among those with concurrent enrolment, the NaBCo Secretariat found out that 1,368 were on the payroll of the Forestry Commission, 408 on extended National Service, 322 on the Youth Employment Agency module, with seven nurses on the Ministry of Health training institutions allowance.

    Other issues

     

    The Chief Executive Officer of NaBCo, Dr Ibrahim Anyars, told the Daily Graphic yesterday that 12,564 trainees used wrong e-zwich numbers, 394 names mismatched (that is, the names in the NaBCo system and the e-zwich number were different), 50 beneficiaries used the same e-zwich number and seven of the names appeared on the NaBCo payroll more than once.

    Statistics available to the Daily Graphic indicate that as of January 10, 2019, the NaBCo Secretariat had cleared 9,235 of the trainees with issues about the payment of their November stipends, while 8,766 were still under investigation for validation and payment.

    He explained that payment under the scheme was not as straightforward as many would think, explaining that because it was a major government programme, the managers had to put in place a robust system to deal with issues relating to payments.

    Dr Anyars said when the Ministry of Finance released GH¢67.13 million for the first payment of stipends to beneficiaries, 95,908 trainees had confirmed their acceptance onto the scheme and qualified for the allowance of GH¢700 each.

    Validation

    Beneficiaries are to be paid through the e-zwich system of the Ghana Interbank Payment and Settlement Systems (GhIPSS).

    Since the e-zwich payment mode relied on biometrics, it helped the programme to check beneficiaries who were already enrolled onto other government programmes, he explained.

    He said because of the verification and validation system, only 60,100 of them were paid immediately and a subsequent 17,807 were later validated and paid on December 14, 2018.

    Dr Ibrahim noted that some of the challenges surrounding payments to the trainees concerned wrong data entry during the registration processes.

    “It is because of these challenges that we want to clean the list before we pay,” he said.

    He said January 2019 stipends would be paid tomorrow, February 28, 2019, noting that those for December 2018 had been paid.

    He added that if anyone had not been paid for November and December 2018, they must have issues to resolve.

    The Ministry of Finance released GH¢138.6 million for the payment of December 2018 and January 2019 stipends for 99,000 trainees (GH¢69.3 million for each month).

    Minister of Agriculture, Dr Owusu Afriyie Akoto, has disclosed to Parliament that the smallest dam in the “One Village, One Dam” policy will cost GHS 2.5m. Briefing Parliament on steps taken by government to construct the dams he said the costs for the dams vary in sizes but the smallest dam in the project will cost GHS 2.5m.

    The One-Village-One-Dam policy is one of government’s flagship programmes aimed at ensuring all year-round agriculture in the three regions of the north, through the construction of irrigation dams in every village in that part of the country.

  • Intervene in 10 days or we demonstrate First Allied customers to Government

    Aggrieved customers of First Allied Savings and Loans have given the government a 10-day ultimatum to intervene and help them retrieve their locked-up investments or they hit the streets of Kumasi.

    They are also threatening to besiege and take over all the branches of the company across the country if their demands are not met.

    Customers from Brong Ahafo, Eastern, Western, Northern, Greater Accra and Ashanti Regions who addressed a press conference in Kumasi on Tuesday, 26 February 2019, said their deposits and investments have been locked up at the financial institution for the past nine months.

    This, they said has led to the collapse of their businesses while others have also poisoned and killed themselves.

    He, therefore, called on the government to respond to their latest plea or they demonstrate.

    President of the Ghana Football Association’s Normalisation Committee, Dr. Kofi Amoah has praised the input of the ad-hoc committees following the end of their work for the NC. 

    The NC formed six ad-hoc committees to help speed up the process of returning football to normalcy.

  • School of Law lecturers threaten to resign en bloc over mass exam failure

    There is fresh trouble brewing at the Ghana School of Law as lecturers of the school have threatened to resign en bloc following a mass failure of students who took part in the bar exams organised by an independent examination council.

    Lecturers, including Justices of the Supreme and Appeals Courts, together with some seasoned lawyers are livid over what has been described as the worst Bar exam results recorded in the history of the school.

    Only 9 percent of the students are said to have passed the exam.

    In 2018, students took a series of actions when the Bar examination results were also poor.

    More than 80% of students who wrote the examination in May 2017 failed, as only 91 out of the over 500 candidates passed.

    Almost 300 students had to repeat the entire course, whilst 170 students were referred.

    At the time, many of the students blamed the Independent Examination Board for the mass failure whilst others blamed the existing curriculum.

    Now, the lecturers, according to Citi News sources, have given the General Legal Council up to next week to review and collate the exam scores, reduce the exorbitant cost of re-marking from GHc 3,000 to GHC 500 per paper, and to cancel all questions set from outside the course manual.

    This ultimatum came after an academic board meeting held on Tuesday.

    If these demands are not met, the lecturers say they will boycott classes for two weeks and subsequently resign en bloc.

  • Second Edition of Kwahu Easter Mountain Marathon launched

    The second edition of the Kwahu Easter Mountain Marathon (KEMM), was officially launched at the Head Office of StarTimes Ghana Limited, Airport in Accra on Tuesday, February 26.

    According to the organizers, this year’s Marathon, slated for April 20, 2019, would see participants compete for a total prize package of GHC 20, 000 and this would include, electrical gadgets, products from sponsors and an opportunity to participate in international marathons.

    Mr. William Ezah, Project Manager of Medivent Consult organizers of the event said, the second edition would see major improvements in the event, having learnt very useful lessons from the maiden edition.

    ”Last year, KTC sought ways of giving the Kwahu Easter a new image, hence the introduction of this marathon to give the Easter Celebration a international character and outlook.

    He said they were happy to partner Medivent Consult and Kwahu Traditional Council (KTC) in the successfully organisation of the program.
    Over 1000 athletes are expected to compete in this 42.2 kilometer marathon with three winners in both the male and female categories having the chance to compete in the Bejing Marathon.

  • Nigeria election: Muhammadu Buhari re-elected as president

    Nigerian President Muhammadu Buhari has been re-elected for a second four-year term, final results from Saturday’s general election show.

    The 76-year-old defeated his main rival, former Vice President Atiku Abubakar, with a margin of just under four million votes.

    Mr Abubakar’s People’s Democratic Party (PDP) has rejected the result.

    Delays and violence marred the run-up to the poll but no independent observer has cited electoral fraud.

    Mr Buhari’s All Progressives Congress (APC) won in 19 of the 36 states while the PDP was victorious in 17 states and in the capital, Abuja, according to the electoral commission (INEC).

    Lowest turnout in 20 years

    The announcing of Nigeria’s election result dragged on through its second day as the paperwork came in from around the country. But as Tuesday night wore on, the outcome became more apparent, with President Buhari securing 15 million votes.

    Initial results indicated high voter turnouts in the north, from where Mr Buhari has received the bulk of his votes. But the national turnout figures look to have been the lowest since the country’s return to democracy 20 years ago.

    The opposition PDP alleges some figures were incorrect but the ruling APC dismissed these claims.

    Nigeria’s electoral commission will review any alleged discrepancies before announcing the final results and declaring the winner.

    Who is Buhari?

    A former soldier, Mr Buhari led a military regime for 20 months in the 1980s, and was first elected president in 2015, becoming the first opposition candidate to defeat an incumbent and win the presidency.

    His record in office is mixed. Mr Buhari’s critics say that the very attributes that won over voters four years ago – his strictness and inflexibility – have emerged as liabilities. They accuse him of autocratic leanings as well as a disastrous tendency towards inaction.

    Mr Buhari’s supporters can argue that he has largely delivered on campaign pledges such as tackling corruption and cracking down on Boko Haram. But they may struggle to point to concrete achievements in other fields, such as fixing the economy.

    He will face a range of problems including power shortages, corruption, security threats, and an economic slowdown.

    The president has quelled a militant Islamist rebellion in Nigeria’s north-east, but Boko Haram remains active. There has also been an upsurge in violence in the Middle Belt as traditional herders and more settled farmers have clashed.

    Nana Akomea claims he was taken aback by the views expressed by Sam George that pro-NDC vigilante groups are in fact not known to the party but are community-based organisations that engage in philanthropic activities.

    Sam George gave this view in response to a question posed to him by the Counsel for the Short Commission seeking his opinion on the vigilantism on Monday, February 25, 2019, when he appeared before the Commission to give his testimony on events that characterized the Wuogon by-election.

    He opined that those who refer to the Azorka Boys as a vigilante group are misinformed.

    “I can state for a fact without equivocation that the party I belong to, the NDC, does not have any vigilante group,” he said.

    He stressed that “the NDC is a corporate organisation which has procedures for integrating members. These groups have not undergone such processes to be integrated into the structures of the party to be recognised.”

    “I will refer to them as a community-based organization. I witnessed the commissioning of a borehole project by the Azorka Boys that has been done based on community engagements in the area,” he added.

    It is on the back of these comments that Nana Akomea, CEO of State Transport Company took to his Facebook page to state that, “My good friend Sam Dzata George. The value of your testimony yesterday as part of our national effort to deal with political party vigilantism was totally destroyed by your assertions that the Hawks and Azorka Boys are actually Community Based Organisations. Phew.”

    The President in his recent State of the Nation Address highlighted the need to rid the country of party militias announcing, “I want to use the platform of this message to make a sincere, passionate appeal to the leaders of the two main political parties in our country, NPP and NDC, to come together, as soon as possible, preferably next week, to agree on appropriate measures to bring an end to this worrying and unacceptable phenomenon of vigilantism in our body politic.”

    “If voluntary disbandment by the parties is not feasible, then I will initiate legislation on the matter. Vigorous debate and the exchange of ideas should be the true basis of political dialogue and competition in our country, not the activities of party vigilante groups,” he added.

    The Confederation of African Football, CAF, has appointed Gabonese officials to handle the Confederation Cup clash between Asante Kotoko and Nkana FC on Sunday at the Baba Yara Sports Stadium.

    Center referee Mihindou Mbina Gaunthier will be assisted on the lines by Moussounda Montel and Marlaise Ditsoga Boris, all from Gabon.

    Pierre Ghislain Atcho who is also from Gabon will be the 4th official with Andy Quamie from Liberia as the Match Commissioner.

    The Porcupine Warriors will lock horns with the Zambian side on Sunday in the 4th Group C clash of the competition.

  • Date for Isaac Dogboe-Navarrete rematch confirmed

    Isaac Dogboe (20-1) will have a shot at revenge against Emmanuel Navarrete (26-1) this spring.

    Dogboe’s adviser Mike Altamura has confirmed that the fight will happen on a date to be determined in May.

    “We’ve agreed to terms for the rematch. We are waiting for our promoter Top Rank to finalize the date. At this stage I can confirm that it will be in May,” Altamura told BoxingScene.com.

    They first fought in December when Navarrete utilized his 5-inch height advantage to outbox the 5’2″ Ghana native. The fight was Dogboe’s second defense of the WBO super bantamweight title that he won against Jessie Magdaleno in April.

    Dogboe has a rematch clause that he is exercising. After the fight, Dogboe’s father and coach Paul Dogboe said that they underestimated the 24-year-old Mexican and didn’t have a very good camp.

    Altamura believes his fighter will put on a much better performance this time around and will be in better shape.

    “The timing of this fight is perfect. Isaac is already in camp and will be in prime condition,” said Altamura.

  • Congo ex-rebels head home from Uganda

    Uganda’s government has repatriated 70 Congolese ex-rebels and their families, AFP news agency quotes the Foreign Ministry as saying.

    It adds that the ex-rebels had volunteered to return home five years after they were defeated.

    They had all been members of a rebel group called M23.

    Ugandan ministry of foreign affairs spokesman Moses Kasujja told AFP that UN officials watched as the group boarded a plane in Uganda’s main airport in Entebbe.

    The M23 is made up of fighters who deserted from the Congolese army in April 2012 following a mutiny.

    They are mostly from the Tutsi ethnic group, a minority in eastern DR Congo but with ties to Rwanda’s leaders.

    Several hundred ended up living in a Ugandan-run camp in the west of the country. The 70 who flew back on Tuesday are not the first to go home, with a total of 316 now having been officially repatriated.

  • French Islamic State accused handed over to face trial in Iraq

    Thirteen French citizens accused of fighting for the Islamic State group are to be tried in Iraq rather than face charges back home in France.

    Iraqi President Barham Saleh said the 13 were handed over by Syrian Kurdish forces last month.

    French President Emmanuel Macron declined to comment, saying it was a sovereign matter for Iraq.

    The news comes as several Western countries struggle with the fate of alleged militants returning from Syria.

    The UK, Belgium, the Netherlands and the United States have all grappled with the question of whether to allow those who left to join the Islamic State to return – and potentially face prosecution when they do.

    What will happen to the French?

    The fate of the 13 French citizens was revealed during a press conference between presidents Macron and Saleh in France, following bilateral talks.

    They are due to be tried on terrorist charges – which may carry the death penalty under Iraqi law.

    French broadcaster BFMTV reports that it will make no difference whether they are accused of directly fighting for the Islamic State group, or merely providing other assistance to it – the penalty remains the same.

    In France, the government says those who commit such crimes abroad should be tried in the territory in which the offence occurred, a stance it has repeated recently amid a global debate on returnees from Syria.

    Despite facing trial abroad, the French captives can expect the normal consular assistance offered by the republic to any of its citizens jailed in a foreign country.

    Iraq’s decision to prosecute the 13 allows France to sidestep the political maze facing many other countries – though some reports suggest there may be dozens of other French captives awaiting a similar fate.

    The French case is the latest development in an ongoing crisis about how to treat those who travelled to Syria during its civil war, but now want to return to their home countries in Europe.

    What is the wider context?

    Kurdish fighters from the Syrian Defence Forces (SDF) hold hundreds of prisoners captured during their fight against the IS group. But the SDF is an alliance of militias and has warned that they cannot prosecute their captives and imprison them indefinitely.

    US President Donald Trump, meanwhile, has urged European countries to take custody of their citizens and put them on trial – warning that if they refuse, the prisoners may simply be released instead.

    The question over their fate has prompted a national debate in several countries.

    In the UK, there is a national debate over the future of Shamima Begum, who left London in 2015, aged 15, to travel to Syria. Now living in a refugee camp, and with a newborn child, she has asked to return. 

    The UK has instead said it will strip her of her citizenship – arguing that it can do so despite international law, because she is entitled to Bangladeshi citizenship through inheritance.

    Her husband is a Dutch convert to Islam, and is thought to have surrendered to a group of Syrian fighters about two weeks ago. She has previously said she may apply for Dutch citizenship.

    And despite President Trump’s urging to European nations to take in their citizens, he has publicly banned the return of Alabama native Hoda Muthana.

    Meanwhile, in Belgium, the government is wrapped in a court case to prevent women returning from camps in Syria – though it remains open to taking in their children.

    Russia has repatriated more than 100 children whose parents are imprisoned in Syria and Iraq, returning them to family members.

  • Members of Parliament form Asante Kotoko sponsors group to support club in Africa

    Some Members of Parliament have formed a sponsors group to help Ghanaian giants Asante Kotoko in their CAF Confederations Cup campaign.

    The group made up of 66 Honourable members, and “still counting” will contribute to the team’s adventure in Africa financially as they seek to reduce the burden on the club’s management led by Dr. Kwame Kyei.

    According to Member of Parliament for the Tepa Constituency, Hon. Sanid Suleman Adamu, the group was formed following the growth of the club under Dr. Kei’s leadership.

    He adds to be a member, a Parliamentarian must be a supporter of the club and also has the spending power to help the team.

    “You’ve to be an MP & a Kotoko fan. We plan to extend our tentacles to top CEOs & other govt appointees.We want a group with spending power to compliment the efforts of management,” he said.

  • Movie industry has ‘a long way to go’ in Ghana – Lydia Forson

    Keteke is a Ghanian feature film about a couple living in Puna, but bent on delivering their first baby in their home town, Akete.

    It’s screening this week at FESPACO, Africa’s largest film festival in Burkina Faso but sadly for all concerned, the leading actress of the movie couldn’t make it.

    Lydia Forson told the BBC’s Newsday that she is not at the festival because she relied on the government to fund her trip to the festival.

    “As most festivals go, usually the director or the producer is invited and then you rely on sponsorship mostly from the state or from corporate entities to you know get a whole team to go and support you,” she said.

    “Over the years we source for these funds ourselves but this year I was you know, with our current government, you know pushing the creative arts agenda. I was determined to make a statement that a lot of times there’s what politicians say and then there is what they do. So, we decide to go through the right process, were we sent letters and all of that”.

    According to her, Ghana’s movie industry has ‘a long way to go’ in Ghana because of such funding constraints.

    Member of Parliament for Ningo-Prampram, Samuel Nartey George, has asserted that his upbringing in Nigeria made him sense possible violence during the Ayawaso Wuogon by-election.

    “Anywhere I see violence I try to de-escalate,” he added.

    According to him, the presence of masked security men and some scuffles at the residence of the NDC candidate, Delali Brempong, prompted him to de-escalate before the situation could get worse.

  • Concerns raised over Putin spokesman’s daughter working for EU

    Concerns have been raised after it emerged that Elizaveta Peskova, the daughter of Kremlin spokesman Dmitry Peskov, is interning for a French member of the European Parliament.

    The right-wing MEP Aymeric Chauprade said Ms Peskova’s internship with him began in November 2018 and would run until late April.

    Fellow MEPs have objected to her having access to meetings and databases.

    But a Parliament spokeswoman said Ms Peskova could only see public files.

    Who is Peskova?

    Elizaveta (Liza) Peskova has been studying law in Paris and is well-known socially. Her Instagram account has some 79,000 followers.

    She has lived in France for several years and has not shied away from politics. She visited a shipyard two years ago in Crimea after the region was seized and annexed by Russia from Ukraine in 2014. 

    She has more recently posted observations on the French “Gilets Jaunes” (yellow vests) protests, comparing scenes in Paris at night to the computer game “Zombie Apocalypse”.

    Her father, Dmitry Peskov, is President Vladimir Putin’s long-serving press secretary. Last month, Mr Peskov castigated the EU for imposing sanctions on two Russians blamed for the poisoning of Sergei Skripal and his daughter in the UK.

    With European Parliament elections in May, there are fears that Russia may seek to influence the polls, as it has been accused of doing in France and elsewhere.

    What are the concerns?

    The question for critics is exactly what material Ms Peskova will have access to.

    As a resident of France, she is entitled to work at the Parliament as an intern and her employer, Mr Chauprade, insists she has access only to details already in the public domain and nothing that is secret, not even the work of the EU-Russia delegation to which he belongs.

    Mr Chauprade, a former international adviser of far-right leader Marine Le Pen, is a well-known supporter of Russia’s seizure of Crimea. He is vice-chair of the Europe of Freedom and Direct Democracy Group led by UK Eurosceptic Nigel Farage.

    A Parliament spokeswoman confirmed that Ms Peskova could go to any public meeting or delegation meeting as long as it was not restricted or held in private. Interns did not have access to confidential documents but would have access to the email database, she said.

    The internship with Mr Chauprade was a contractual relationship with the MEP and not with the parliament itself, the spokeswoman said.

    But Mr Chauprade is on the Parliament’s security and defence subcommittee as well as the foreign affairs committee, so he will receive a number of key documents.

    Latvian MEP Sandra Kalniete said there was no security clearance at the Parliament as there was at Nato. “The internship of Putin press secretary Peskov’s daughter is contrary to any security standards,” she told the country’s public broadcaster, LSM.

    French Socialist MEP Christine Revault d’Allonnes-Bonnefoy called the revelation “shocking”.

    “The daughter of the Kremlin’s spokesman is not just anybody. I am surprised this hiring was validated by the parliament personnel service,” she told the AFP news agency.

    Major League Soccer outfit Colorado Rapids have announced the signing of Ghanaian defender Kofi Opare ahead of the upcoming season.

    Opare joins Rapids on a one-year deal after being released by DC United after the 2018 season.

  • Ayawaso Probe: 4 shots were fired at me Sam George

    Member of Parliament for Ningo-Prampram Constituency, Sam George has told the Justice Emile Short Commission of Inquiry probing the Ayawaso West Wuogon Constituency by-election shooting incident that four gunshots were fired at him on that day.

    He said the shots were fired whilst he took to his heels after being assaulted by men porported to be officers of the National Security Agency.

    According to him, the shooting started after he had an engagement with a member of the National Security he referred to as “Double.”

    On Monday February 25, Sam George appeared before the Commission for the first time and testified that he heard 40 gunshots on the day of the shooting incident.

    But re-appearing before the Commission, today, the MP contradicted himself when he said he heard 30 gunshots.

    That prompted Justice Emile Short to remind him about the fact that he mentioned 40 gunshots in his earlier submission.

    But he argued that he stated he heard about 40 gunshots and not 40 gunshots.

    He told the Commission that the shooting incident occurred after a scaffold between personnel of National Security and a “dispersing” crowd.

    According to him, shots were fired into the crowd from the direction where the crowd were previously standing.

    He said he was standing in between the crowd and the national security and upon hearing the gun shots, ran for cover.

    “I ran; they (crowd) ran,” he said.

    The gun shots, he said, lasted for about 60 seconds.

    The incident occurred in front of the entrance of the National Democratic Congress parliamentary candidate, Delali Kwasi Brempong.

    Ghana striker Emmanuel Boateng has begun preseason training with new club Dalian Yifang. 

    The striker joined the Chinese Super League side last week in a big money move from Spanish side Levante.

    Boateng joined his Dalian Yifang teammates in Shanghai to begin preseason exercises as the team prepares for the upcoming Chinese Super Lig season.

  • ‘Angry’ Kofi Amoah considering resignation from Normalization Committee – Reports

    Dr Kofi Amoah is threatening to resign as chairman of the Normalization Committee of the Ghana FA over disagreements with government over the handling of competition for clubs in the country.

    The astute businessman refused to attend a high profile meeting with the Parliamentary Select Committee on Sports and Culture on Monday claiming they are interfering with the administration of the game in the country.

    Amoah is furious over the governmental body’s decision to intervene in the stand-off with the clubs in the country over the Special Competition and he is now ready to throw in the towel.

    Insiders say he he has already had several clashes with the Sports Minister Isaac Asiamah before the Parliamentary Select Committee on Sports and Culture as the NC to apologise for the insults the caretaker body rained on clubs over their demands for transparency.

    Now according to Kumasi-based Sikka FM, the businessman is furious and feels the Select Committee is favouring clubs and wants to quit the job to save his image.

    Last week, the Normalisation Committee was asked to apologize to the Premier League clubs after labeling them as greedy, selfish and braggarts.

    But the Committee defied the order and rather explained their choice of words in describing the clubs.

  • Ukraine bans its Eurovision entrant over Russia row

    Ukraine’s entrant for the Eurovision Song Contest, Maruv, has been dropped in a row related to tensions between her country and Russia.

    Maruv’s song, Siren Song, won a public vote on Saturday, but the singer later fell out with the country’s national broadcaster.

    She was given 24 hours to sign a contract that temporarily barred her from playing in Russia.

    Talks stalled on Monday and the broadcaster revoked Maruv’s nomination.

    The 27-year-old, whose name real name is Anna Korsun, said she was prepared to cancel her next tour of Russia, but that other stipulation in the contract amounted to “censorship”.

    “I am a citizen of Ukraine, pay taxes and sincerely love Ukraine,” she wrote on Facebook.

    “But I am not ready to address [people] with slogans, turning my participation in the contest into the promotion of our politicians. I am a musician, rather than a bat at the political stage.”

    The star, whose song has been watched 6.8 million times on YouTube, added: “I sincerely thank and appreciate everyone who believed in me and voted.

    “I ask you to accept this situation and not to take a confrontational path.” 

    In a statement, the state-funded UA:PBC said: “The performer representing Ukraine… also has commitments of becoming a cultural ambassador of Ukraine and delivering not only their music but also expressing the opinion of the Ukrainian society in the world.

    “After the negotiations, UA:PBC and the singer Maruv have not found common ground in the mission of the representative of Ukraine at the international song contest.”

    It added that Eurovision rules demand that the state broadcaster “must ensure the non-political character of the contest” and that it foresaw “a danger of escalation of the split of the Ukrainian society” over Maruv’s selection.

    The TV station was backed by politicians, with the Ukrainian Culture Ministry saying only “patriots who are aware of their responsibility” should be allowed to sing at Eurovision.

    UA:PBC said it would start negotiations with another contestant to represent the country.

    Why are relations so bad between Russia and Ukraine?

    Ukraine gained independence after the collapse of the Soviet Union in 1991. However, Russia considers a Western-leaning Ukraine a threat to its interests.

    In 2014 Ukraine’s pro-Russian leader was overthrown, after large-scale protests against the government’s decision to abandon plans to sign an association agreement with the EU.

    Russia then annexed Crimea, while Russia-backed separatists moved against the Ukrainian state in the east.

    More than 10,000 people have been killed in the conflict in the east.

  • Trump doesn’t understand economics, says former Fed chair Janet Yellen

    A former chair of the US central bank has sharply criticised President Trump’s economic knowledge.

    On American Public Media’s Marketplace programme, Janet Yellen said Mr Trump did not understand economic policy or the US Federal Reserve’s purpose.

    She also said that Mr Trump’s focus on the US-China trade deficit was misguided.

    The US and China have been in a year-long dispute, which has seen the imposition of trade tariffs.

    Ms Yellen, who left the Fed in 2018 and is now at the Brookings Institution research group, also said President Trump’s attacks on current Fed chair Jerome Powell were harmful to the public’s confidence in the central bank. 

    Asked on Marketplace, the BBC’s US radio partner, if she thought the president had a grasp of macroeconomic policy, she replied: “No, I do not.”

    She went on to say Mr Trump did not seem to understand the Fed’s two responsibilities of controlling inflation and supporting employment.

    “Well, I doubt that he would even be able to say that the Fed’s goals are maximum employment and price stability, which is the goals that Congress have assigned to the Fed,” Ms Yellen told the programme.

    On the trade gap with China, she said: “When I continually hear focus by the president and some of his advisers on remedying bilateral trade deficits with other trade partners, I think almost any economist would tell you that there’s no real meaning to bilateral trade deficits, and it’s not an appropriate objective of policy.” 

    Ms Yellen was appointed as Fed chair by President Obama in 2014 and is the first woman to hold the position.

    Presidents traditionally keep the Federal Reserve chair who is in charge when they take office in place, but President Trump, as in so many cases, did not stick with that.

    One reason was thought to be her perceived resistance to deregulating the financial sector.

    Binding agreement?

    The president was involved in a public spat with his own trade adviser during a media conference on the US-China talks late last week.

    Mr Trump professed himself not “a fan” of the standard Memorandum of Understandings (MOU) that are used when drawing up trade deals.

    Six MOUs have been drawn up between the US and China as part of their moves towards a new trade deal.

    But Mr Trump said: “I don’t like MOUs because they don’t mean anything. To me they don’t mean anything. I think you’re better off just going into a document. I was never… a fan of an MOU.”

    His trade representative, Robert Lighthizer, contradicted him, saying: “An MOU is a contract. It’s the way trade agreements are generally used… A Memorandum of Understanding is a binding agreement between two people.

    “It’s a legal term, it’s a contract.”

  • High Court to deliver judgement in soldiers’ Menzgold GH¢2.5m suit Thursday

    The Accra High Court has fixed Thursday, February 28, for a default judgement in the case in which 53 soldiers have sued Menzgold Ghana Limited, a gold dealership company, for failing to pay back their total investment of GH¢2.5 million.

    The court presided over by Mr Justice Jerome Noble Nkrumah is expected to rule after Menzgold failed to make a defence in two separate hearings.

    Counsel for the soldiers, Mr Yaw Owusu Anane-Asante subsequently on February 20 filed a motion praying the court for a judgement in default.

    The plaintiffs, per the writ of summons issued on December 12, 2018, are praying the court to order a refund of their money, ranging between GH¢18,000 and GH¢244,000 which are their principal investments.

    They argue that even if the defendant claims that it cannot pay their interest, they are entitled to their principals.

    In their statement of claim, the soldiers described themselves as hardworking men and women of the Ghana Armed Forces and contended that they had invested their “sweat and tears” in the defendant company.

    The plaintiffs said they were worried that their hard-earned money from what they termed as “sleepless treks and peacekeeping missions” was what they had invested in Menzgold.

  • Cardinal George Pell found guilty of sexual offences in Australia

    Cardinal George Pell has been found guilty of sexual offences in Australia, making him the highest-ranking Catholic figure to receive such a conviction.

    Pell abused two choir boys in Melbourne’s cathedral in 1996, a jury found. He had pleaded not guilty.

    As Vatican treasurer, the 77-year-old Australian was widely seen as the Church’s third most powerful official.

    Pell is due to face sentencing hearings from Wednesday. He has lodged an appeal against his conviction.

    His trial was heard twice last year because a first jury failed to reach a verdict. The verdict was handed down in December, but it could not be reported until now for legal reasons.

    A second jury unanimously convicted him of one charge of sexually penetrating a child under 16, and four counts of committing an indecent act on a child under 16.

    Pell was swarmed by media and heckled by onlookers as he left a court on Tuesday.

    The Vatican later confirmed that Pell was prohibited from public ministry, and had been banned from having contact with minors. He has to abide by these rules until any appeal is over.

    They added that while the ruling was “painful”, and the Church has the “utmost respect” for the Australian authorities, Pell has the right to “defend himself until the last level” of the judicial process.

    The Catholic Church worldwide has in recent years faced a damaging series of allegations relating to sex abuse by priests and claims that these cases were covered up.

    Pope Francis has just held an unprecedented summit on paedophilia in the Church.

    What did the court hear?

    Pell was archbishop of Melbourne in 1996 when he found the two 13-year-old boys in cathedral rooms following a mass, the County Court of Victoria was told.

    After telling them they were in trouble for drinking communion wine, Pell forced each boy into indecent acts, prosecutors said. He abused one of the boys again in 1997.

    The court heard testimony from one of the victims. The other died of a drug overdose in 2014.

    A jury rejected an argument by Pell’s lawyer, Robert Richter QC, that the allegations were fantasies contrived by the victims.
    What has been the reaction?

    In a statement on Tuesday, Pell’s surviving victim – who cannot be named – called the case stressful and “not over yet”.

    The man said he had experienced “shame, loneliness, depression and struggle” because of the abuse.

    “Like many survivors, it has taken me years to understand the impact upon my life,” he said.

    The Australian Catholic Bishops Conference said the conviction had “shocked many across Australia and around the world”, reiterating its vow to make the Church “a safe place for all”.

    Abuse survivor groups welcomed the verdict.

    The Vatican said the ruling was “painful”, but added that Pell has the right to “defend himself until the last level” of the judicial process.

    “We reiterate the utmost respect for Australian judicial authorities,” Vatican spokesman Alessandro Gisotti said at a press conference, noting that Pell has proclaimed his innocence.

    What has Pell said?

    “Cardinal George Pell has always maintained his innocence and continues to do so,” read a statement issued on his behalf on Tuesday.

    Why was the case kept secret?

    Last May, a judge handed down a legal order which prevented any reporting of Pell’s trial and conviction.

    It was designed to prevent a separate trial – which will no longer go ahead – from being influenced by the first trial.

    The abandoned trial was to hear unrelated allegations – strongly denied by Pell – that he indecently assaulted boys in the 1970s. Prosecutors withdrew their case on Tuesday, citing insufficient evidence.

    The collapse of the second trial led to the lifting of the publication ban.

     

  • Tesla’s Elon Musk may be in contempt over tweet

    The US financial regulator has asked a New York judge to hold Tesla boss Elon Musk in contempt for violating a settlement over social media comments.

    The move by the Securities and Exchange Commission (SEC) comes after he tweeted about the car firm’s production.

    Last year, Mr Musk agreed that he would not make statements about Tesla’s financial performance without prior agreement with the company.

    That settlement followed his tweets in August about taking Tesla private.

    There was no immediate comment from either Tesla or Mr Musk on the SEC’s move.

    Tesla’s share price fell 5% in after-hours trading on Wall Street.

    Last week Mr Musk posted an aerial picture of thousands of new Tesla vehicles, and followed that by saying he expected the firm to make 500,000 cars in 2019. 

    In court papers filed in New York on Monday, the SEC said Mr Musk did not get approval before publishing the tweet, which it said was inaccurate and in breach of Mr Musk’s agreement. The SEC noted that the tweet was disseminated to more than 24 million people.

    “Musk has thus violated the Court’s Final Judgment by engaging in the very conduct that the pre-approval provision of the Final Judgment was designed to prevent,” the SEC wrote in its motion filed on Monday in federal court in Manhattan.

    But Mr Musk said the production numbers had been publicly revealed before in a call with financial analysts at the time of Tesla’s fourth-quarter results.

    He also refined the information in a further tweet to: “Meant to say annualized production rate at end of 2019 probably around 500k, ie 10k cars/week. Deliveries for year still estimated to be about 400k.” He also criticised the SEC for not reading the transcript of the analysts’ call.

    Its shares soared in response to those comments but weeks later Mr Musk backed away from the plan, after feedback from shareholders.

    US authorities ordered Tesla and Mr Musk to pay a $20m (£15.2m) fine. Mr Musk was also obliged to relinquish his role as chairman for three years.

    But he has remained defiant, while investors have also called for stronger oversight after his erratic behaviour attracted attention.

    In media interviews he said he often slept on a sofa in the Tesla office and in an online video he briefly smoked marijuana.

    Mr Musk said in an interview with news channel CBS that he has “no respect” for the SEC, but that he had chosen to pay the settlement fine because he believed in the justice system.

    U-POL is a large UK based company, specializing in coatings and other repair products, primarily aimed at vehicle refinish and the automotive aftermarket. They have manufacturing facilities and an R&D centre in Wellingborough, Northamptonshire from where they export to over 100 countries around the world.

    One of their major brands is RAPTOR, a versatile high-performance textured coating with a significant brand share and market awareness as a truck bed liner and vehicle customisation solution, being particularly well known in USA and Russia.

    One of the key properties of a coating sold into this market is its ability to protect the underlying substrate (often mild steel) from corrosion. RAPTOR itself only offers barrier protection and contains no active anti-corrosive materials. To provide additional corrosion resistance it is recommended to either use an acid etch or an epoxy primer prior to applying RAPTOR, but this adds an additional process step, which adds additional cost, both in terms of product and more significantly in terms of labour.

    This project aims to understand the failure mode of the product RAPTOR with respect to corrosion and then to assess different potential solutions to improving performance, to enable the product to be recommended for use direct to metal without use of a primer, ideally with a performance warranty.

    Early screening work has been conducted on possible solutions, including inclusion of different anti-corrosive pigments and improvement of barrier properties through addition of flexibilization additives.

    The Research Engineer will:

    • Build on early screening work by completing testing of the most promising routes and working collaboratively with the industrial team on formulating better solutions.
    • At its site in Wellingborough, U-POL has a large laboratory where the formulating work and practical application work (spray application of the coating) can be completed, complementary to the analytical and testing equipment available at Swansea.

  • Fiona Onasanya: Speeding MP released from prison

    Disgraced MP Fiona Onasanya has been released from prison less than four weeks after she was convicted of lying to police over a speeding ticket.

    Onasanya denied being behind the wheel when her car was spotted being driven at 41mph in a 30mph zone in July.

    She was found guilty of perverting the course of justice and served her sentence at Bronzefield Prison, Surrey.

    The 35-year-old solicitor was expelled by the Labour Party but remains MP for Peterborough.

    Onasanya’s Nissan Micra was caught by a speed camera in Thorney, Cambridgeshire.

    She was jailed for three months on 29 January having been convicted at the Old Bailey.

    Her release comes a day after the attorney general’s office rejected a complaint which said the sentence given to her was unduly lenient.

    Onasanya – who has said she intends to appeal against her conviction – is the first sitting MP to be jailed since Terry Fields was sentenced to 60 days for failing to pay his £373 poll tax bill in 1991.
