  • NDC delegates openly endorse John Mahama

Some delegates of the National Democratic Congress (NDC) have openly endorsed John Dramani Mahama as the presidential candidate come 2020.

During a visit to some polling stations, delegates who confirmed that the voting process was smooth did not hide from sharing with us the candidate they voted for.

According to the delegates Mahama is the only marketable candidate. They added that he will be the best candidate to bring NDC back to power.

At the Ayawaso East constituency, the constituency chairman, Ole Bode assured Mahama of 98 per cent vote from his delegates.

Same can be said for renowned Human Rights Lawyer, Francis-Xavier Sosu who casted his vote at the Madina social Welfare centre. He stated that there is no better aspirant than John Mahama.

So far, the NDC presidential primaries is going on smoothly and peacefully with a large turnout nationwide.

  • Security at NDC flagbearer polls in Ashaiman excellent

Mr. Stephen Reynolds, electoral officer in charge of the ongoing National Democratic Congress presidential primaries at Ashaiman near Tema, has described the security arrangements for the polls as excellent.

A good number of policemen and women were controlling affairs within the voting centre, while crash barriers had been mounted at both ends of the road in front of the Celestial School Complex centre with a number of armed policemen keeping the watch at the two ends. The constituency expects 2,076 delegates to vote and as at 9:12am, 159 of them had cast their votes.

Two voting centres had been created to accommodate the overflowing numbers of delegates who fretted in long meandering queues with a few of them seeking to jump the queue. Those attempts almost always ended in anguished protests as those in the queue resisted vehemently.

Mr. Stephen Reynolds told Graphic Online that his team was already in place at the centre by 4:30am and “voting started at exactly 7:00am” and had been smooth since.

“Our only challenge has been the identification of the delegates. Because of the modalities put in place for voting some of them come and are unable to tell readily what their electoral area and position is, that means we have to comb through the register to identify them and that is the only thing causing some delay.”

That challenge indeed was impeding the speedy run of the process. Three voting booths had been mounted for each of the two centres, however only one person was seen voting at a time as the electoral officers combed the poll registers to identify delegates.

However, Mr. Reynolds was hopeful voting will be over within stipulation.

  • If the 2020 election were today, Trump would lose

The 2020 election is 620 days away. Which, according to new state-by-state polling data from Gallup, is a very good thing for President Donald Trump.

The data paints a simple but ominous picture for Trump: If the presidential election were held today, he would almost certainly lose. Here’s the key insight from the Gallup data:

“Although much can change between now and Election Day 2020, a job approval rating of 50% or higher would presumably put Trump in good position to win a state in the presidential election. The 17 states with 50%+ approval ratings account for a combined total of 102 electoral votes. In contrast, the states in which Trump has an approval rating below 40% account for 201 electoral votes. “In order to get to the 270 electoral votes needed to win the presidency, Trump would have to win all but one or two of the states in which his 2018 approval rating was between 41% and 49%.”

Which puts a pretty fine point on the challenge facing Trump and his 2020 campaign team between now and November 3. But to put an even FINER point on it — here are just a sampling of the states where Trump’s approval rating is currently below 49%: Texas (41%), Pennsylvania (42%), Michigan (42%) and Florida (43%). Those four states have 103 electoral votes between them. And Trump won ALL of them in 2016.

The fundamental problem that the Gallup data points to is that Trump’s approval rating is strongest in small-population states. Of the 10 states where Gallup found Trump’s approval was the highest in 2018, the one with the most electoral votes is Tennessee, with 11.

Those 10 states have a combined 57 electoral votes. (The 10 states where Trump is the least popular in the Gallup numbers have a total of 173 electoral votes.)

Now. Approval rating is obviously not purely predictive of vote. After all, Trump won the 2016 election even though only 38% of voters viewed him favorably, according to exit polling. But if you are Trump, these numbers have to worry you. It suggests he has LOTS of work to do in the next 620 days.

The Point: Predicting whether Donald Trump can win is a dicey proposition, as he proved in 2016. But these poll numbers paint a relatively grim outlook for the incumbent to win a second term.

  • US man writes his own obituary to warn others against smoking

A 66-year-old man in New York state took it upon himself to write his own obituary as a cautionary tale warning others against smoking.

Geoffrey Turner died of lung cancer on 13 February after decades of smoking.

“I was an idiot who made the same stupid decision, day-after-day,” Mr Turner wrote. “If you’re a smoker, quit now! -your life depends on it.”

His daughter, Sarah, told the BBC she was extremely proud of her father’s last “selfless” act.

“I was a smoker and even though I knew it may eventually kill me, I chose to deny the truth to myself,” Mr Turner’s obituary in the Albany Times Union reads.

Mr Turner was diagnosed in November with stage four lung cancer that his doctor said was a direct result of his years of smoking.

“The pain and suffering I caused my family was not worth the perceived ‘satisfaction’ that really did nothing more than waste money, separate me from my family, and eventually destroyed my body.

“I lived a decent life, but there are so many events and milestones I will not be able to share with my loved ones,” he wrote. “The moral of this story – don’t be an idiot.

“Remember, life is good – don’t let it go up in smoke.”

Daughter Sarah Huiest told the BBC she was shocked when her father showed her the obituary.

“I told him that it was incredibly self-deprecating,” Mrs Huiest says. “He shrugged his shoulders and said, ‘it’s all true’.”

The response to the honest obituary has been very positive, according to his daughter.

“Friends and strangers have reached out to me to say how his words were what they wished they had heard from their own loved one,” Mrs Huiest says.

She told the BBC her grandmother first caught Mr Turner smoking cigarettes when he was just two-years-old – and her father himself remembered picking up the habit at age four.

Mr Turner initially stopped smoking after marrying Mrs Huiest’s mother, but once he picked it up again in the mid-90s during a business trip to London, he did not quit until his cancer diagnosis last year.

But he never smoked in front of his children, his daughter says.

“All while we grew up in the 80s and early 90s, he would speak out against smoking and urge us to never start.”

Read: IS woman barred from US return – Trump

“Although much can change between now and Election Day 2020, a job approval rating of 50% or higher would presumably put Trump in good position to win a state in the presidential election. The 17 states with 50%+ approval ratings account for a combined total of 102 electoral votes. In contrast, the states in which Trump has an approval rating below 40% account for 201 electoral votes. “In order to get to the 270 electoral votes needed to win the presidency, Trump would have to win all but one or two of the states in which his 2018 approval rating was between 41% and 49%.”

Read: Hoda Muthana: Trump says IS woman barred from US return

Read: Graham vows probe after McCabe interview on Trump

  • Nigeria votes: Polls open amid security fears in northern states

Explosions have rocked Maiduguri, the capital of northeast Borno state, two hours before polls opened in presidential and legislative elections after a week-long delay.

The explosions, which occurred at 05:00 GMT on Saturday, sent residents of Maiduguri fleeing for safety, witnesses told Al Jazeera.

Read: African giants, Senegal and Nigeria, elect presidents

“Shortly after prayers, we heard seven blasts. Nobody knows what is going on. This is really unfortunate because it will make some people not go out today to vote,” Jubril Abdulrahman said. “We are all in our homes and waiting to find out what exactly is going on,” Abdulrahman said.

About 120,000 polling stations opened at 07:00 GMT across Africa’s most populous nation and leading oil producer. Results are expected from early next week.

Read: Nigerian elections: Voters taken through danger zone

Al Jazeera’s Ahmed Idris, reporting from a polling station in Maiduguri, said armed group Boko Haram had vowed to disrupt the elections.

“This is what foreign embassies in Nigeria warned their citizens about long before this election. This morning we woke up to the sound of explosions here in Maiduguri, some are talking about at least a dozen explosions.

“The fighting, or the explosions we have heard so far, has not deterred some of the voters who are eager to cast their ballots in the election,” Idris added.

Read: Nigerians can sack an incumbent like in 2015 – Atiku’s final message

“Since the break of dawn, people were on the road, trying to access polling stations, trying to exercise their rights as citizens of this country. But of course the delay has discouraged at least some people who had to travel long distances.”

The Independent National Electoral Commission (INEC) last Saturday announced a one-week delay to the elections, just hours before they were due to get under way.

That angered voters who had already travelled to their home towns and villages to participate, and saw the main parties accuse each other of conspiring with INEC to rig the result.

While the INEC has promised safety for voters in Saturday’s polls, many in the restive north have said they would not venture out of their homes to vote.

“I will remain indoor with my children. I don’t think I will go out to vote because anything can happen,” Hadiza Idris, another Maiduguri resident, told Al Jazeera.

Suspected members of Boko Haram on Saturday have also attacked Geidam city in neighboring Yobe state, where residents were forced to flee their homes and hide in the bush.

The attacks in the northeast come on the back of an ambush against a convoy of Borno state governor Kashim Shetima, on his way to a campaign rally in Gamboru Ngala last week.

The attack left scores dead and several people abducted by suspected Boko Haram fighters.

Northeast Nigeria has been hit by the decade-long Boko Haram campaign with attacks in recent months carried out by the offshoot Islamic State of Iraq and the Levant (ISIL, also known as ISIS) in West Africa Province. More than 20,000 people have been killed by the group.

In a crowded field of 73 presidential hopefuls, the two frontrunners – incumbent Muhammadu Buhari, 76, and former vice president Atiku Abubakar, 72 – are expected to vote in their home towns.

Electors are also choosing 360 members of the House of Representatives and 109 senators from a choice of 6,500 candidates.

  • Nigerian elections: Voters taken through danger zone

Displaced people in north-east Nigeria have told the BBC they were transported through a dangerous conflict zone ahead of the country’s elections in an operation agreed by the main political parties.

The BBC has been told that the unescorted convoys were organised with the agreement of the ruling All People’s Congress (APC), the main opposition People’s Democratic Party (PDP) and the Independent Nigerian Election Commission (Inec).

Read: Inec reassures Nigerians that poll will be held

Several thousand displaced people are believed to have been moved back to their home areas temporarily in order to vote.

Nigerians had been due to vote on 16 February but the polls were postponed until this Saturday.

Several witnesses described how displaced people had been organised into what they said was an unescorted convoy to make the journey from Maiduguri, the capital of Borno state, to the town of Monguno – a journey of 140km (87 miles) through territory which is known for attacks by Boko Haram and Islamic State West Africa (Iswap).

Read: Nigerians can sack an incumbent like in 2015 – Atiku’s final message

Over the years, violence across the state has driven thousands to seek shelter in Maiduguri. But this, say senior officials from both main parties, creates logistical difficulties for those organising these elections because they would have to provide separate voting centres for each displaced group.

Officials decided that the larger groups could go back home to vote, if their towns were deemed safe.

Many of the displaced were originally from Monguno and had been uprooted in earlier attacks.

The BBC spoke with two men who said they were part of a convoy of buses and lorries which travelled from Maiduguri to Borno in the days before the election was originally due to take place.

At their request we have protected the men’s identities.

“Mamdu”, a farmer and father of eight children, said that there were 10 buses and three lorries. He estimated that each bus carried between 90 and 96 people.

We asked if they were afraid and whether Boko Haram operated on that road.

Read: Nigeria reacts to deportation of citizens from Ghana

“Yes there is,” he replied. “The road is very dangerous and it is only God that protects.”

We asked him why he had made the journey.

He said he had been offered 20,000 naira (almost $55; £42) by representatives of the ruling APC to vote for the party in Monguno. He said he was first given 2,000 naira as an allowance, with more to come after the voting.

“It’s because of the poverty we are facing,” he replied, “and they promised to give us 20,000 each – that’s why we decided to go with them”.

“Ibrahim” said he was afraid on the journey and that people had been complaining that day because there was no water and there was no escort.

He too said he had gone because “I have family, thinking that the money I will get will help and solve some of my problems”.

He said there was no arrangement about returning.

A vehicle was sent and the displaced “fought and rushed before we got in the car – and some of them are still in Monguno”.

Isa Gusau, a spokesman for the state governor, rejected allegations of cash inducements, saying there was no need to offer money as the opposition had “near zero” chance of winning in the area.

    Paying for votes ‘routine’

The ruling party is by no means alone in facing allegations of using cash to induce people to vote for its candidates.

Allegations of vote buying by the main parties are routine in elections in Nigeria, where power depends on wide networks of influence.

The opposition PDP has also been accused of spending large amounts of money to buy votes.

A reliable source in the town of Gwoza, about 130km south-east of Maiduguri, told the BBC that both main parties had offered money to displaced people in order to secure their votes.

According to the BBC’s sources, the displaced were taken to two schools in Monguno – the Central Primary School and UBE Primary School – and an open area in the community.

Senior sources in several international organisations have confirmed that their staff on the ground had received similar reports from internally displaced people (IDPs).

According to these sources several thousand people may have been moved between different locations in order to vote.

One relief worker told the BBC that Monguno was already overcrowded with displaced people.

More than 8,000 IDPs were affected when a fire broke out in one crammed camp in the town on 8 February.

“In addition to the security implications of this arrangement, with convoys being vulnerable to attacks, it is increasing the pressure and overcrowding in Monguno – now for an extended period – where thousands of IDPs are already existing in unacceptable conditions.

“After the elections, we are concerned that these people will just be abandoned where they are,” the source said.

    ‘Attempt to win voters’

Responding to questions from the BBC, the state governor’s spokesman, Mr Gusau, confirmed that displaced people had been moved between Maiduguri and Monguno and vice versa.

He said that this had been agreed with the election commission Inec and all political parties.

“Rather than Monguno have two voting centres, one in Maiduguri and another in Monguno where majority of voters are, it was best to transport Monguno voters to Monguno to join the majority and vote there… all in an effort to make the election smooth.”

Mr Gusau said life had returned to Monguno and it was now “accessible to everyone”.

The PDP’s candidate for the seat of governor also defended the move.

“Most of the people who are registered to vote in Monguno are already there, whether as residents or as IDPs from neighbouring areas,” said Mohammed Imam.

“So bringing the other 10 or so percent in will simplify the voting process.”

There was, he said, no official plan on how to move those travelling to vote, which provided the opportunity for politicians to step in and provide transport in an added attempt to win over potential voters.

A group of candidates from smaller parties in Maiduguri has claimed that the movement was “a ploy to deny other candidates the opportunity to campaign to the IDPs”.

The group of six parties said “people were brought to Maiduguri because of the security situation in their respective local governments.

“But to our astonishment, they were moved to other locations outside the state capital.”

They pointed to recent violence, including an ambush on the convoy of the state governor, Kashim Shettima, on Tuesday 12 February – four days before the election was due to be held.

Three people were killed, according to the government, although some officials speaking anonymously say there were dozens of deaths.

On 16 February a suicide bomber and gunmen attacked a mosque in Maiduguri killing 11 people. Two days later, 14 people were killed when a group of wood gatherers was ambushed about 10km from the city.

Boko Haram and Iswap attacks have spread in recent months in the north and east of Borno State, in spite of claims from the Nigerian military that only small pockets of the jihadists remain.

The country director of Amnesty International, Osai Ojigho, has called for an investigation and said she is concerned that IDPs had been put risk.

She said the displaced were people who had already been traumatised by the Boko Haram insurgency.

  • Inec reassures Nigerians that poll will be held

With less than 24 hours to go until Nigeria’s rescheduled presidential election, the Independent National Electoral Commission (Inec) has said that everything is in place for the poll to take place this time round.

The vote was supposed to happen last Saturday, but with less than five hours to go until polls were meant to open, Inec postponed the election.

It said that there were logistical problems.

But on Friday morning Inec commissioner Festus Okoye said everything was in place.

He told the BBC’s Newsday programme:

Quote Message: The only thing that will prevent the election from holding on Saturday is [an] act of God. Or something that is beyond human comprehension. In relation to elections we are ready to go. We have put the disappointment of the past behind us.”
The only thing that will prevent the election from holding on Saturday is [an] act of God. Or something that is beyond human comprehension. In relation to elections we are ready to go. We have put the disappointment of the past behind us.”

President Muhammadu Buhari has addressed the nation, praising people’s patience during the week-long delay and urging them to vote:

“As your President, I hereby ask all Nigerians with voting cards to participate in defining the future of our nation by exercising your democratic rights tomorrow. I urge you to go out and vote.”

“I believe INEC realises the profound and weighty duty that rests upon it. We must cast aside doubt and have faith that INEC will rise to the occasion. We must believe and encourage INEC to fulfill and honour this responsibility it owes to our country.”

Mr Buhari, first elected in 2015, is running for a second term. He’s facing 72 other candidates but Atiku Abubakar is his main challenger.

  • Beyoncé and Jay-Z pay unexpected tribute to Meghan, Duchess of Sussex

Beyoncé and Jay-Z have paid tribute to Meghan, Duchess of Sussex, by swapping her with one of art history’s most recognizable figures — the Mona Lisa.

While the Carters were not in attendance at Wednesday’s Brit Awards, the UK’s equivalent of the Grammys, they accepted the award for best international group via video message.

In a scene reminiscent of their ‘Apes**t’ music video, in which they famously pose in front of Leonardo da Vinci’s “Mona Lisa” at the Louvre, the pair are seen standing either side of a portrait.

But the famous painting has been replaced with an image of Meghan styled as Queen Victoria, or as Beyoncé later put it: a “Melanated Mona.”

“Thank you so much to the Brit Awards for this incredible honor,” Beyoncé says in the video. “You guys have always been so supportive. Everything is love. Thank you.”

“You’re welcome,” Jay-Z jokingly replies, before the pair turn to admire the image of the Duchess, in which she’s depicted sporting a sparkling crown and dripping in pearls and jewels.

The tribute comes as the Duchess faces growing scrutiny from some parts of the UK’s press and public. In recent months, she has been subjected to racist commentary and widespread tabloid speculation surrounding her relationship with Catherine, Duchess of Cambridge. The British royal family have since asked social media firms to help combat online abuse directed toward the two duchesses.

The image of Meghan is by American artist Tim O’Brien, who originally created the work in 2018 for the alumni magazine of Meghan’s sorority, Kappa Kappa Gamma. An illustrator for publications like Time and Rolling Stone, O’Brien has previously produced magazine covers depicting figures including Barack Obama, Saddam Hussein and David Bowie. His portraits have also appeared on US postage stamps.

The illustrator told CNN he was surprised to see his work in the acceptance video.

“I’m all for it,” he said in a phone interview. “I love Beyoncé, like most people do, and Jay-Z too.

“The world is changing. The face of beauty is changing for the better.”

Shortly after the video announcement, Beyoncé posted a photo of herself posing with the portrait to Instagram. In the caption, she explained the choice to replace Mona Lisa with Meghan.

“In honor of Black History Month, we bow down to one of our Melanated Monas,” she wrote. “Congrats on your pregnancy! We wish you so much joy.”

  • Gospel artistes cannot do good music without money Joe Mettle

Gospel Singer Joe Mettle has revealed gospel musicians need to focus on the business aspect of their work to create quality music.

Speaking on Daybreak Hitz on Hitz FM, the singer said, even though Gospel musicians are meant to use their works to win souls for God, “how else will the person be able to do good music if there is no money to fuel it?”

Joe Mettle stated he believes in producing good music that can stand the test of time and touch the hearts of people which one needs money to do.

“If you do quality work it goes far when it goes far. It attracts people into the ministry and also more people patronise,” he explained.

Read: Joe Mettle is my crush Maame Serwaa

In 2017, singer Ohemaa Mercy speaking on the Cosmopolitan Mix on Joy FM advised gospel acts to focus more on the music than making money. She said it would be better if gospel artistes always listen to God and be conscious about gospel music work than focus on money.

However, Joe Mettle told KMJ, “we are focusing on what God has called us to do by seeking the kingdom and all other things, the money and business is part of the other things.”

He revealed he puts earnings from selling his music back into promoting his career and ministry.

The “My Everything” singer stated he wants to his music to be relevant decades from now “I should listen to the music, watch the video and still feel proud that I put much into it.”

He stated because he knows producing good music is expensive, he created his own live recording studio.

“It helps to keep it going and the money I make goes back into recording sessions,” he added.

Joe Mettle said as a gospel singer he believes in also following the spirit (of God) when working “the spirit is good, you add that but the song needs to be of good quality too.”

Joe Mettle stated people are allowed to criticise but the artistes cannot please everybody, saying it is enough “once I know in my heart that I am doing what God has called me to do and God is pleased with it.”

He told KMJ the fact that critics do not see Gospel artistes win souls does not mean they are not winning souls “its not everything, we put out there.”

  • NCA revokes Expresso’s operating licence

The license of Kasapa Telecoms Limited, operators of 028 numbers under the Expresso telecom brand, has been revoked since March 15, 2018.

“Consequently, Kasapa Telecom Limited is not licensed to provide any telecommunication services in Ghana,” according to a This is contained in a response from the National Communications Authority (NCA) to Adom News on the current status of Expresso.

Read: Vodafone 4G; how the journey unravelled

The NCA is, therefore, advising holders of 028 numbers to port to other networks if they wish to keep their numbers.

    Background

In 1993, Celltel Limited was licensed to provide telecommunications services.

The brand name Celltel later became Kasapa, now Expresso.

Read: Telcos to sue perpetrators of fibre cuts

The licence was for Advanced Mobile Phone System (AMPS), which is an analogue network on a frequency 850MHz, but it was converted to Code Division Multiple Access CDMA 2000 1X in 2005 within the same frequency.

When the company’s name changed to Kasapa Telecoms Limited, it was granted a Mobile Cellular Licence on December 2, 2004, for a period of 15 years, scheduled to expire on 1st December 2019.

But the NCA said, due to a plethora of breaches of its licensing conditions, the company was first given notice of intention to terminate the Mobile Cellular Licence, and termination was subsequently carried out on March 15, 2018.

    Legal backing

The regulator explained that the revocation was done pursuant to Section 13 of the Electronic Communications Act, 2008 (Act 775), citing a number of reasons for the revocation.

The reasons for the revocation include the default of payment of annual regulatory fees since 2014, inability to offer licensed services and coverage obligations since 2014, and engagement in anticompetitive practices by terminating/transiting international traffic as domestic traffic on other networks (SIMBOX fraud).

The other reasons were Expresso’s failure to settle fees for usage of microwave frequencies, inability to meet financial obligations to other telecom operators in respect of Interconnection payments, and failure to meet financial obligations to Porting XS, the Mobile Number Portability (MNP) Service Provider.

According to the NCA, Expresso also switched off its network without due notice to the regulator, adding that as far as it was concerned, Expresso does not have any subscription since the network is no longer in operation.

“Due to the existence of MNP, Kasapa subscribers have the choice to port their 028 numbers to networks of their choice,” it said.

NCA said the spectrum withdrawn from Kasapa, a portion of which is good for 4G LTE, will be re-allocated for use considering economic and broader social value.

    Other telcos

Meanwhile, all licenses are for 15 years, which means MTN and Vodafone are also up for renewal of their 2G licenses by close of December this year.

Tigo had also been due for renewal of its 2G license this year, but because of the merger with Airtel, it has gained a two-year grace period under the wings of Airtel till October 2021.

But for 3G licenses, all four operators, MTN, Vodafone, AirtelTigo and Glo, are due for the renewal in January 2024.

The NCA said telcos who wish to renew their license must put in an application three months before the license expires, and those who do not wish to renew their license must give the regulator three years’ notice.

  • Is Africa going backwards on democracy?

More and more elections are being held in Africa however analysts dismiss many as being “lawful but illegitimate”. Although studies show that a majority of Africans still want to live in democracies, an increasing number are looking to alternative, autocratic models, reports the BBC’s Dickens Olewe.

In the last three years African countries have registered an overall decline in the quality of political participation and rule of law, analysts say.

“Today there are almost the same number of defective democracies (15) as there are hard-line autocracies (16), among the continent’s 54 states,” Nic Cheeseman, Professor of Democracy at Birmingham University, concludes from his analysis of the last three years.

Nigeria, which will hold its postponed election on Saturday, is among those listed as a “defective democracy”.

Despite the challenges, at least 68% of Africans prefer to live in open and freer societies, according to a recent poll conducted by Afrobarometer in 34 countries.

That figure, however, is down slightly from 72% in 2012.

“[Africans] just want more dividends from democracy. They want less corruption, more transparency, less impunity, more economic opportunity,” Emmanuel Gyimah-Boadi, executive director and co-founder of Afrobarometer, says.

“It is in the interest of external partners to push for and to support this quest – lest non-liberal democratic models of national development become more alluring,” he adds.

Malian music legend Salif Keita has, however, given up on democracy. He recently suggested that the continent needs a “benevolent dictator like China”.

“To have a democracy, people have to understand democracy, and how can people understand when 85% of the people in the country cannot read or write,” he asks.

    ‘I love Trump’

The US, which has traditionally been a major influence in promoting democracy in Africa, has had a seemingly hands-off approach since President Donald Trump came to office in 2017.

When his administration’s long-delayed policy on Africa was finally unveiled at the close of 2018, many observers of the continent were quick to point out that it did not include the favoured American staples: promotion of democracy, free and fair elections, political and civil rights.

These elements were key policy components of previous administrations.

The policy instead focused on the war on terror, slashing spending on the United Nations missions on the continent, and lambasting the activities of Russia and China.

“If [African leaders] see leaders like Trump. who seems very happy to shake hands with autocrats, it gives them the signal that they can manipulate elections and not face consequences,” Mr Cheeseman says.

Uganda’s President Yoweri Museveni, who plans to run for a sixth term in 2021, has been notably effusive in his praise of the American president, once declaring, “I love Trump,” who he described as the best president the US has had.

In 1991, Benin and Zambia became the first former one-party states to hold multiparty elections in Africa – which were won by opposition parties – kicking off a decade of democratic gains on the continent after the end of the Cold War.

Almost 30 years later, the West African country is rated as one of just nine “free” countries out of the 54 on the continent, while Zambia has regressed to being “partly free”, according to the 2019 Freedom House report.

The number of free countries remains the same as a decade ago.

Eight countries – Senegal, Ghana, Benin, Namibia, Botswana, South Africa, Lesotho and Mauritius – have maintained their position, with Tunisia changing places with Mali, which is now ranked as “partly free”.

Angola and Ethiopia, though listed as “not free”, are noted to have made “surprising improvements” after new leaders came into office in the past year.

    Technology and elections

Political transition through regular elections is among the criteria for judging whether a country is a democracy or not.

Some countries have even adopted technology to make the polls credible and accountable but in most cases this has done little to dispel concerns.

“Many African countries are trying to use technology to manufacture trust in elections and that’s not going to work,” Nanjala Nyabola, author of Digital Democracy, Analogue Politics, told the BBC.

She gave the example of Kenya’s 2017 elections which, despite the use of biometric technology to verify voters as way of eliminating ghost voters and ballot stuffing, and also using an electronic results transmission system, failed to win voters’ confidence.

“Another problem is that we have countries conducting elections that are legal but are illegitimate,” Godwin Murunga from the University of Nairobi, told the BBC.

“There’s this notion that democracy in Africa should have different standards,” he adds, pointing at the international community’s acceptance of the recent elections in the Democratic Republic of Congo.

Former DR Congo President Joseph Kabila oversaw one of the most controversial elections on the continent. An outright fraud, some have called it.

Martin Fayulu, who came second in the presidential election, still disputes Felix Tshisekedi’s victory.

“It was a coup d’etat,” he told the BBC.

He says, with the backing of the influential Catholic Church – which said it had 40,00 electoral monitors – that he won the election.

Mr Fayulu has since appealed to the African Union to set up a commission to recount the votes cast on 30 December or call for a repeat election in six months.

“We have to respect the will of the Congolese. Democracy has to be the same everywhere,” he told the BBC.

    Rwandan model?

His call is backed by Sudanese billionaire Mo Ibrahim, founder of the Ibrahim Index of African Governance, and Alan Doss, president of the Kofi Annan Foundation, who in a joint article said that Mr Tshisekedi’s election lacks genuine legitimacy and risks repeated challenges to its authority.

They also accused the international community, including the US, of failing the Congolese people in the “name of stability” of the country and called on the publication of detailed results for both the presidential and parliamentary elections.

This year, some 15 countries are set to hold elections at different levels, but the credibility of these polls is likely to again conjure up questions about whether democracy is working for Africa.

The US policy on Africa is a significant influence but it is not a major factor in the decline of democracy on the continent, Jon Temin, Director of Africa at Freedom House, told the BBC.

The organisation’s latest report says democracy globally has been on the decline for the last 13 years. Some African countries have contributed to the negative slide.

Democracy cynics like Salif Keita propose a benevolent autocracy as an alternative.

Rwanda’s President Paul Kagame has been used as an example of a leader who is running an effective and efficient government that is unencumbered by democratic structures, which can be slow and rigid.

However, extending the control of the governing party, as in Rwanda, over a country’s economy is more likely to increase corruption and waste than to spur economic activity, Mr Cheeseman says.

“What this means is that if other countries on the continent try to implement the Rwandan model, the chances are that they will experience all of its costs while realising few of its benefits,” he adds.

Ghanaian democracy activist Nansata Yakubu says that despite setbacks in countries like DR Congo, the work of defending democracy should not stop with elections.

“We have to improve the voting system and continue engaging the public,” she told the BBC.

The focus should be on giving more and more people a say over more and more issues – instead of comparing how each country’s governance structure measures against Western democracies, says Steven Friedman, Professor of Political Studies in University of Johannesburg.

The good news is that support for democracy remains high, the worry is that this is not guaranteed unless Africans start enjoying the dividends of living in free and open societies, and participating in elections that are credible and accountable.

  • Jussie Smollett: Judge calls alleged hate hoax ‘despicable’

A Chicago judge has said charges that US actor Jussie Smollett staged a hoax hate crime against himself are “utterly outrageous” and “despicable” if true.

The 36-year-old African-American actor is accused of filing a fake police report claiming he was the victim of a homophobic and racist assault.

Judge John Fitzgerald Lyke, who is also black, said the “most vile” part of the incident was the use of a noose.

Police say he staged the attack because he was “dissatisfied with his salary”.

    What happened in court?

“That symbol conjures up such evil in this country’s history,” Judge Lyke said of a rope that Mr Smollett claimed the attackers had hung round his neck, according to the Chicago Tribune.

The judge’s comments at Thursday’s court appearance alluded to the racist lynchings of thousands of black Americans in the post-American Civil War era.

Mr Smollett, who stars on the TV series Empire, is suspected of paying two brothers to stage the attack on himself.

The siblings are co-operating with the investigation, police say.

Chicago officials say Mr Smollett also sent a racist letter to himself at a Fox studio before staging the attack.

Judge Lyke set Mr Smollett’s bail at $100,000 (£76,000), which requires him to submit a bond of $10,000 and surrender his passport.

Mr Smollett denies the charge of felony disorderly conduct. His lawyers said they would “mount an aggressive defence”.

Jack Prior, one of the actor’s attorneys, told the court the accusations were “inconsistent with Mr Smollett’s character” and that the actor “wants nothing more than to clear his name”.

If convicted, he could be sentenced to three years in prison and made to pay for the cost of the police investigation.

    What did police say?

In a news conference earlier on Thursday, Chicago Police Superintendent Eddie Johnson lashed out at the “shameful” scheme.

“Why would anyone, especially an African-American man, use the symbolism of a noose to make false accusations?” he said.

“How could someone look at the hatred and suffering associated with that symbol and see an opportunity to manipulate that symbol to further his own public profile?”

Supt Johnson accused Mr Smollett of taking “advantage of the pain and anger of racism to promote his career”.

He said Mr Smollett had betrayed the city of Chicago, and said “this publicity stunt was a scar that Chicago didn’t earn and certainly didn’t deserve”.

The “hoax”, he said, “received national attention for weeks”, and may deter future hate crime victims from coming forward for fear that their allegations may be met with scepticism.

He called upon the actor “to apologise to this city that he smeared”.

“Celebrities, news commentators, and even presidential candidates weighed in on something that was choreographed by an actor,” said Supt Johnson, with palpable anger.

“I’m left hanging my head and asking why,” he added, describing Mr Smollett’s actions as a “slap in the face” to Chicagoans.

    How did the case unfold?

The openly gay actor said he had gone out to buy food late at night on 29 January from a Subway sandwich shop in Chicago city centre when two white men hurled racial and homophobic insults at him.

He said they also punched him, poured a chemical substance over him and put a rope around his neck.

Mr Smollett also claimed the men had told him “this is Maga country”, referring to President Donald Trump’s “Make America Great Again” slogan.

An outpouring of support followed, including from Oscar winner Viola Davis and supermodel Naomi Campbell.

In an interview last week with ABC’s morning TV show, Mr Smollett tearfully said he had been “forever changed” by the alleged incident.

But suspicions mounted as police were unable to find any video footage of the incident from over 50 surveillance cameras they reviewed. There were also no witnesses.

Investigators managed to track and identify two men who appeared on video footage near where the actor said he had been attacked through a ride-sharing app.

The men – Ola and Abel Osundairo – had left the US for Nigeria following the alleged attack and were held for nearly 48 hours after they returned last week.

They were released without charges after providing information that “shifted the trajectory of the investigation”, police said.

One of the brothers is Mr Smollett’s personal trainer and both have worked as extras on Empire, a hit Fox show that depicts the lives of a music mogul and his family in Chicago.

Police say they have a cheque that Mr Smollett signed and that he had agreed to pay $3,500 for the brothers’ participation.

Supt Johnson said that Mr Smollett had told at least one of the brothers that he was “dissatisfied” with his salary from Fox.

According to the Huffington Post, Mr Smollett was being paid $65,000 per episode for his starring role in Empire, which has about 18 episodes per season.

Investigators said on Thursday that some minor scrapes on Mr Smollett’s face were probably self-inflicted.

Supt Johnson said Mr Smollett first “attempted to gain attention by sending a false letter that relied on racial, homophobic and political language” to himself at Fox studios.

Police had confirmed in early February that white powder – later identified as aspirin – was in the letter.

During another news conference on Thursday, police said Mr Smollett had also claimed that three days before the attack he received an unidentified phone call from a man who uttered a homophobic slur then hung up.

He told police that incident happened near a surveillance camera. It was the same camera that police say Mr Smollett would later point out to the Osundairo brothers in preparation for the alleged hoax attack.

On Wednesday, CBS Chicago obtained footage which appeared to show two people buying materials, including balaclavas, that had allegedly been worn by the actor’s attackers.

Mr Smollett turned himself in early on Thursday.

Fox Entertainment and 20th Century Fox Television, which make Empire, issued a statement on Thursday saying they were “evaluating the situation” and “considering our options.”

In the aftermath of the attack, Democratic White House hopefuls Cory Booker and Kamala Harris both called the incident a “modern-day lynching”.

Ms Harris, a California senator, on Thursday said she was “sad, frustrated, and disappointed”.

President Trump tweeted his condemnation after the police news conference of Mr Smollett’s “racist and dangerous comments”.

  • Russia charges US investor with fraud in high-profile case

Russian investigators have charged US investor Michael Calvey with large-scale fraud, in a case that has further strained ties between the two nations.

Mr Calvey, the founder of the Baring Vostok investment fund, is suspected of embezzling 2.5bn roubles ($38m; £29m) from a Russian bank.

Mr Calvey, who was held last week with five other suspects, denies this.

The US embassy in Moscow said Russia was denying US diplomats access to Mr Calvey, seven days after his arrest.

“Under the bilateral consular convention, Russia is obliged to provide consular access within four days,” the embassy said in a tweet (in Russian).

“We insist on an immediate access,” it added.

Mr Calvey says that charges against him are being used as an instrument in a commercial dispute between Baring Vostok and Russia’s Vostochny bank.

In an unusual move, Russia’s business ombudsman Boris Titov has questioned the legality of Mr Calvey’s arrest.

Meanwhile, several prominent Russian businessmen have warned that the high-profile case could raise concerns among foreign investors about the business climate in Russia.

On Thursday, Russian Foreign Minister Sergei Lavrov admitted that Mr Calvey’s case was “at the centre of rather lively political discussions”.

Relations between the US and Russia have been strained over a number of issues, including a major arms control treaty and Russia’s occupation of Ukraine’s Crimea peninsula in 2014.
