  • IS woman barred from US return – Trump

US President Donald Trump says a woman who left the US to become a propagandist for the Islamic State (IS) group will not be allowed to return.

On Twitter, he said he had instructed Secretary of State Mike Pompeo “not to allow Hoda Muthana back into the country”.

Mr Pompeo had earlier stated that the 24-year-old was not a US citizen and would not be admitted.

However, her family and her lawyer maintain that she has US citizenship.

Ms Muthana, who grew up in Alabama, travelled to Syria to join IS when she was 20. She had told her family she was going to a university event in Turkey.

The case has similarities to that of UK-born teenager Shamima Begum who has been stripped of her British citizenship.

Ms Begum fled London to join IS in 2015 but has now said she wants to return to the UK.

President Trump recently told the UK and other European countries to take back and put on trial Islamic State (IS) fighters captured in the final battle against the group.

He warned that the alternative was that US-led Kurdish forces would have to release them.

Ms Muthana’s family lawyer, Hassan Shibly, said it was “preposterous” that Mr Trump would call for European states to take back their citizens and “now is trying to play games when it comes to American citizens”.

“The Trump administration continues its attempts to wrongfully strip citizens of their citizenship,” he told ABC News.

“Hoda Muthana had a valid US passport and is a citizen. She was born in Hackensack, NJ in October 1994, months after her father stopped being [a] diplomat.”

In later comments to AFP news agency he said his client wanted due process and was willing to go to prison if convicted.

“We cannot get to a point where we simply strip citizenship from those who break the law. That’s not what America is about,” he said.

However, Mr Pompeo said Ms Muthana “does not have any legal basis, no valid US passport, no right to a passport, nor any visa to travel to the United States”.

“Hoda Muthana is not a US citizen and will not be admitted into the United States,” his statement added.

Ms Muthana has said she applied for and received a US passport before leaving for Turkey, the New York Times reported. After arriving in Syria she posted a picture on Twitter of herself and three other women burning Western passports, including a US one.

In later social media posts she urged militants to kill Americans.

Analysts say the US government’s argument appears to hinge on the fact that her father was a Yemeni diplomat. Children born in the US to foreign diplomats are not automatically considered US citizens because they are not under US jurisdiction.

However, her lawyer argues her father was no longer a diplomat by the time she was born.

Ms Muthana, who has an 18-month-old son, has said she deeply regrets joining IS and has apologised for social media posts in which she promoted the group and its aims.

In an interview with ABC News she said: “I wish I could take it completely off the net, completely out of people’s memory… I regret it… I hope America doesn’t think I’m a threat to them and I hope they can accept me and I’m just a normal human being who’s been manipulated once and hopefully never again.”

She reportedly surrendered to Kurdish forces and is in a Kurdish-run refugee camp in northern Syria.

  • Macron announces crackdown on anti-Semitism in France

French President Emmanuel Macron has announced new measures to tackle anti-Semitism, following a spate of attacks.

He told Jewish leaders that France would recognise anti-Zionism – the denial of Israel’s right to exist – as a form of anti-Semitism.

He also said parliament would vote on a new law to tackle hatred on the internet.

On Tuesday, Mr Macron visited a Jewish cemetery near Strasbourg where graves were desecrated with Nazi symbols.

On the same day, thousands of people joined rallies across France in support of the Jewish community.

Addressing an annual meeting of Jewish organisations on Wednesday, Mr Macron said anti-Semitism in France and other Western countries had reached its worst levels since World War Two.

Among a series of new measures, he said the government would act to dissolve three extreme-right groups – Bastion Social, Blood and Honour Hexagone and Combat 18 – which he said fuelled hatred and promoted discrimination.

Mr Macron added: “Anti-Zionism is one of the modern forms of anti-Semitism. This is why I’m confirming that France will put forward the definition of anti-Semitism as drawn by the International Holocaust Remembrance Alliance.”

In recent months, France has witnessed a series of high-profile anti-Semitic attacks.

In the past week vandals defaced portraits of the late Holocaust survivor and French minister Simone Veil, scrawled the German word for “Jews” on a Parisian bakery and cut down a tree planted in memory of a Jewish youth tortured to death by an anti-Semitic gang.

A prominent French philosopher, Alain Finkielkraut, was also verbally attacked for being Jewish as he walked past a recent “gilets jaunes” (yellow-vest) protest in Paris.

During his visit to the Jewish cemetery in eastern France where nearly 100 graves were desecrated, President Macron said: “Whoever did this is not worthy of the French republic and will be punished.”

The number of anti-Semitic crimes reported in France, which is home to the largest Jewish population in Europe, increased by more than 70% – from 311 in 2017 to 541 last year.

The tally is not the worst France has seen in the past two decades, and follows a two-year dip in attacks, BBC Paris correspondent Lucy Williamson reports.

However, anti-Semitic violence is believed to be spreading from the old prejudices of the far-right, to radical Islamists and far-left groups, our correspondent adds.

  • Former Swiss officer Johan Cosar on trial for fighting IS

Johan Cosar went to Syria not to fight for the Islamic State group, but against them. Now, the former Swiss army officer is facing a military tribunal back home.

He is charged with joining a foreign army and thus undermining Switzerland’s neutrality and security.

Mr Cosar makes no attempt to hide his actions and remains proud of them.

“The law forbids fighting for a foreign force,” an army spokeswoman said. “Who that force actually is, is irrelevant.”

Mr Cosar was born in Switzerland, and is a Swiss citizen. But his grandparents have Syrian roots, and the Cosar family are members of the Syriac Christian community.

Now 37, he says he originally travelled to Syria to work as a freelance journalist, but when he saw that Islamist groups were advancing on Christian communities he felt he had no choice but to defend them.

He helped to found the Syriac Military Council, recruited for it, and readily shared the military skills he had learned in the Swiss army, among them weapons training and setting up checkpoints. At the height of the fighting, he was in charge of more than 500 men.

    Violation of Swiss neutrality

When he returned to Switzerland, he was arrested. Joining a foreign army without the explicit permission of the government is forbidden under Switzerland’s military penal code.

There are good historic reasons for this law: for centuries young Swiss men left their then-poor country to fight abroad. Swiss mercenaries were recruited by Napoleon, by Spain, the Netherlands, and even the British. But once Switzerland established itself as a neutral country, its government decided it could be awkward to have Swiss men fighting on multiple sides of Europe’s wars, and forbade the practice.

Nowadays, the only legal Swiss troops abroad are the Swiss Papal Guard in Rome.

So now Mr Cosar is sitting in a military court, being tried by the Swiss army’s top lawyers. The opening of the trial was greeted by a small demonstration of his friends and family, carrying banners proclaiming “fighting Islamic State is not a crime.”

Mr Cosar himself has suggested he deserves a medal, not a trial, because he was “fighting terrorism” and protecting Christian minorities in Syria from, he believes, certain death.

    Relaxed atmosphere

There are signs the court may be lenient. The atmosphere inside the courtroom on the first day of the trial is said to be relaxed, even humorous.

Mr Cosar, who faces a maximum sentence of three years in prison, may be hoping the judges will be persuaded that his motives were honourable, that he was “fighting the good fight”.

But Switzerland’s government does not want to send a signal that fighting in foreign wars will be tolerated in any circumstances at all, however “honourable”.

Dozens of Swiss citizens have travelled to Syria to fight for Islamic State, or to marry the group’s soldiers. A few are already back and in prison.

Others are still in northern Syria, together with thousands of other foreign fighters, detained in camps run by Syrian opposition groups. Like countries across Europe, Switzerland is agonising over what to do about them.

Fighting for a banned group like IS carries a much stiffer prison sentence than the one facing Johan Cosar – up to 20 years. Switzerland’s justice minister said this week she would like Swiss foreign fighters to be tried “on the spot” in Syria rather than back in Switzerland.

No-one, however, seems quite sure how that would work.

The Swiss government is due to announce its policy on foreign fighters next week. Johan Cosar, meanwhile, can expect his verdict as early as Friday.

Chelsea have been banned from signing new players in the next two transfer windows for breaching rules in relation to youth players, Fifa has announced.

They have also been fined 600,000 Swiss francs, while the Football Association has been fined 510,000 Swiss francs.

The Premier League club can appeal can appeal against the world governing body’s decision.

It comes following a Fifa investigation into the Blues’ signing of foreign under-18 players, including former striker Bertrand Traore.

Based on documents from Football Leaks, French website Mediapart claimed 19 Chelsea signings had been looked at in a three-year-long investigation.

Mediapart alleged that 14 of those signings were under the age of 18.

  • Free transport offered ahead of Nigeria vote

One of the complaints that’s been heard about the week-long postponement of Nigeria’s presidential election is that many will have to make the expensive journey to where they’re registered to vote for a second time.

One Nigerian activist, who’s aligned to the opposition People’s Democratic Party (PDP), has been trying to deal with this by organising a free bus service.

But it hasn’t been as successful as hoped.

Using the hashtag #busesfordemocracy Reno Omokri set up routes from the commercial hub Lagos and the capital city, Abuja, to Kano in the north and Enugu in the south-east.

Several people have said that Mr Omokri was only interested in moving PDP voters around the country, but he has denied this.

The BBC’s Bola Mosuro was at the place in Abuja where the buses were supposed to be leaving and has said that only one bus, going to Enugu, had been confirmed and that it had about a dozen passengers on board when it left.

One of the organisers, Elijah Aleje, told the BBC that he was disappointed with the take up. One of the problems was that the pick up point was hard to reach by public transport.

These SMEs according to him would be well positioned to enhance their operations to help diversify the economy of Obuasi. This he said would be another avenue where the impact of AGA would be felt aside direct jobs with the mine.

“This year, we will also complete and commission the 500-bed Military Hospital in the Ashanti Region, and begin the third phase of this project,” President Akufo-Addo stated on Thursday in his 2019 State of the Nation Address to Parliament.

He said the security services were at the forefront of keeping Ghanaians and the nation safe.

He also mentioned the improvements that had been registered in dealing with nomadic herdsmen.

He said the Ghana Armed Forces assisted the National Security to embark on Operation Roadstar, and as a result a 40-cre cattle ranch had been constructed to accommodate over 6,000 cattle at Wawase, in Afram Plains, and reducing, considerably, the tensions in the area with the nomadic herdsmen; adding that there were plans to replicate these ranches in other parts of the country.

President Akufo-Addo said the Government was pleased to have fulfilled its promise to the Military Personnel by increasing the United Nations Peacekeeping Troops contribution allowances from $30.00 to $35.00 per soldier per day.

With regards to the police, President Akufo-Addo said: “It is the police that we the ordinary citizens have to deal with in our everyday lives. It is, therefore, not surprising that, often, the police come in for a lot of criticism from the people.”

He said as was the case with many of state institutions, things had deteriorated for a long time, and Ghanaians had come to accept the abnormal as normal.

“We have been busy this past year supplying the police with equipment, cars, motorbikes, drones and other vital policing equipment. Financial clearance has been given, and they are in the process of recruiting up to 4,000 men and women into the service,” he said.

“That is a first, gradually we are increasing the police numbers, and the service too is waking up to its responsibilities and offering more training to their officers.”

He said, he looks forward to a better trained, better equipped and happier police service that had the respect and cooperation of the people.

President Akufo-Addo said Ghanaians need these well-trained police service if they were to abide by the rule of law.

Nana Appiah Mensah (NAM1), Chief Executive Officer (CEO), Menzgold, is in Dubai where he is facing a misdemeanour charge over a US$23 million deal, gone bad.

He is currently being held on remand at the Al Barsha police cell.

The criminal charge of misdemeanour in Dubai is equivalent to a Second Degree Felony in Ghana and if found guilty he could spend up to two years in prison.

Back here in Ghana, the Economic and Organised Crime Organisation (EOCO), has frozen the properties of Menzgold and its associated companies.

    The Menzgold story

Menzgold was asked to suspend its gold trading operations with the public by the Securities and Exchange Commission (SEC).

According to the SEC, Menzgold had been dealing in the purchase and deposit of gold collectibles from the public and issuing contracts with guaranteed returns with clients, without a valid license from the Commission.

This, the SEC said was in contravention of “section 109 of Act 929 with consequences under section 2016 (I) of the same Act.”

The company was however cleared to continue its “other businesses of assaying, purchasing gold from small-scale miners and export of gold.”

Despite initial protests, Menzgold complied with the directive.

It, however, failed to fully pay its numerous aggrieved customers the value on their gold deposits as well as their entire investments.

  • Experts being assembled to implement roadmap for election of MMDCEs Nana Addo

President Nana Akufo-Addo has disclosed that plans are far advanced in the development of a roadmap for the election of Metropolitan, Municipal and District Chief Executives (MMDCEs).

The New Patriotic Party (NPP), in its 2016 manifesto, promised to ensure the election of MMDCEs within 24 months of its election into office, to coincide with the next District Assembly elections in 2019 in order to promote accountability and good governance.

Read: Mock referendum endorses election of MMDCEs

But delivering his third State of the Nation Address in parliament on Thursday, Nana Addo said a team of experts has been assembled to facilitate this process of decentralizing power to the ordinary Ghanaian.

While calling on parliament to give its bi-partisan support to the implementation process, the President hinted that government will use whatever means to achieve this feat.

“We have also embarked on another ambitious aspect of our decentralization program. That is the exercise to expand full democracy to local government. The Bill for the amendment for Article 55 (3) of the constitution is being gazzeted to pave way for the direct popular election on partisan basis of Metropolitan Municipal and District Chief Executives.

Read: Referendum on electing MMDCEs and district elections slated for September

“It is expected that a referendum will be held on the bill alongside the unit assembly and district level in 2019. I am calling respectfully, Mr. Speaker for the repetition of the bi -partisan support that made possible the hugely successful outcomes in the referenda in the new regions to ensure success of the impending referendum. Furthermore, a disciplinary panel of experts is being assembled to plan a cost schedule and help implement a roadmap for the election of the MMDCEs. We are committed to devolving more and more power to the Ghanaian people, he added.

Bill for election of MMDCEs laid in Parliament

The Government laid a Bill in Parliament to amend the Constitution to allow for the election of Metropolitan, Municipal and District Chief Executives (MMDCEs) in the country.

The Ministry of Local Government and Rural Development had earlier presented the Bill on the amendment of some articles in the 1992 Constitution back in October 2018.

The articles slated for amendment are Article 243 (1) on the appointment of MMDCEs by the President and Article 55 (3), which prohibits the involvement of political parties in district-level elections.

Read: Rank and file of NPP against election of MMDCEs — John Boadu

On the roadmap for the election, the government has indicated that the election process would be in three phases; Pre-Referendum Activities, Referendum Activities, Post-Referendum Activities and the amendment of Article 55(3) of the 1992 Constitution.

The Pre-Referendum processes consist of the formation of an election committee, which was established in 2017 and the review of legislation and preparation of background document.

The election of Metropolitan, Municipal and District Chief Executives will be chaotic if it is not conducted on partisan basis, Deputy Minister for Local Government, O.B Amoah has also said.

Read: Get out of your offices and interact with people Minister tell MMDCEs

Making a case for the election to be held on a partisan basis, Mr. O.B Amoah said: “If you want to elect MMDCEs and it is non-partisan, it might be chaotic. We may end up with so many candidates. In a district we may end up with about seven contestants…and no one can stop them because it is non partisan, you cannot say one person should step down.”

He further indicated that the decision to make the election of MMDCEs partisan was not a new thing as most District Assembly Elections are usually held on partisan basis.

“If you have been following what is going in 1998, there were no political parties. From 1992 to till date some of us have been observers. Every District Assembly Election, we pretend it is non-partisan but parties line up against candidates. We know where each member of the Assembly stands , who brought them to the party, and which parties sponsors which candidates to be in the Assembly. Whether it is NPP or CPP. Except that the constitution does not allow it so we pretend.”

He added, “We intend to do something about tax exemptions, by introducing suitable measures that may disrupt the easy and comfortable arrangements that many have become accustomed to, but which we have to take to ensure that we have the firmest of foundations for the economic take-off that has escaped us for so long.

The 1D1F programme, according to the government, seeks to address employment and other economic problems by undertaking a massive industrialisation campaign across the country, which will equip and empower communities to utilise their local resources in manufacturing products that are in high demand, both locally and internationally.

  • SONA 2019: Akufo-Addo breaks silence over Menzgold saga

President Nana Akufo-Addo has broken his silence on the Menzgold saga pledging to ensure that schemes created to swindle Ghanaians of their monies are nipped in the bud.

At his third State of the Nation Address in Parliament, the president indicated a mega regulator in the financial services sector has been established to screen the activities of investment schemes that make fantastic and unsustainable returns to unsuspecting customers.

Menzgold is reported to have a client base of about 60,000, all of which were promised between 7% to 10% returns on special gold collectibles bought and deposited with the company.

The scheme that ran for at least four years finally came to an end after the Securities and Exchange Commission (SEC) ordered the flashy company to halt its unlicensed operations.

Since the order last September, customers have endured no small frustration in getting the company and its socialite CEO Nana Appiah Mensah to refund their monies.

NAM1, as the CEO is popularly called, was arrested in the United Arab Emirates where he is reportedly standing trial for a different offence.

Angry clients once again demonstrated this time around the Western regional mining community Tarkwa, which is said to hold at least 9,000 clients of the embattled company.

He has, albeit, saying little about the fate of the clients. Sounding more futuristic interventions than addressing present plights, Akufo-Addo said this mega regulator is to be known as the Financial Stability Council.

It will be composed of regulatory institutions within the financial sector notably, the Bank of Ghana and Securities and Exchange Commission.
