  • Inflation rate for January drops to 9%, lowest in five years

    The inflation rate for January 2019 dropped to 9 per cent from the December rate of 9.4 per cent.

    According to the Ghana Statistical Services, the January 2019 inflation is the lowest since January 2013.

    The drop is attributed to a reduction in some food and non-food commodities under the period.

    Inflation measures the rate of change in the general price level of goods and services over a period of time.

    Acting Government Statistician David Kombat explains that there was a reduction of about 0.3 per cent in the non-food subgroup.

    “The non-food group recorded a year on year inflation rate of 9.5 per cent in January 2019, compared to the 9.8 per cent recorded for December 2018” he noted.

    The monthly change rate was 1.0 per cent compared to 1.1 recorded in the previous month.

    “The main price drivers for the non-food inflation rate were, transport (13.4 per cent), clothing and footwear (12.8 per cent) and Recreation and Culture (12.7 per cent)” David Kombat disclosed.

    Regional breakdown

    Four regions; Upper West, Brong Ahafo, Western and Ashanti recorded inflation rates above the national average of 9 per cent.

    Upper West region recorded the highest year-on-year inflation rate of 10.8%, followed by Brong Ahafo region (9.9%), while the Upper East region recorded the lowest year-on-year inflation rate (7.7%) in January 2019.

  • Tullow Oil returns to net profit, resumes dividend

    Africa-focused Tullow Oil reported its first annual net profit in five years on Wednesday and said it would resume dividends with a 4.8 cent per share payout as it sets its sights on East African projects and drilling in Guyana.

    As flagged in November, Tullow will pay out at least $100 million to shareholders from this year, while aiming to shrink its $3.1 billion debt and increase spending to $570 million.

    The largest chunk of that money will help increase output in Ghana, which sets Tullow on course to raise output to 102,000 barrels of oil equivalent per day (boed) this year from 90,000 boed.

    Tullow made a post-tax profit of $85 million on $1.9 billion in revenue last year, buoyed by higher oil prices and cost discipline.

    A $208 million payment after selling a stake in its Uganda onshore fields to Total was delayed last year because the country asked for more tax on the deal than expected.

    Tullow on Wednesday said it had now agreed on the principles of the tax arrangement. Chief Executive Officer Paul McDade told Reuters he expected to pay less than the $167 million initially asked for by the government, which will pave the way for the final go-ahead on its Ugandan project in mid-year.

    Barclays analysts said in a note they expected the tax payment to be around $85 million.

    “Placed alongside the announced dividend payment … we think (the initial tax deal in Uganda) is a positive update and shares should outperform the sector today,” JP Morgan said in a note.

    In Kenya, Tullow reiterated it saw a final investment decision by year-end.

    Milestones to pass first include commercial and financing arrangements for two pipelines planned to carry oil from the onshore fields to the Indian Ocean coast.

    In Uganda, Tullow anticipates finalising commercial and land agreements in the first half.

    In Kenya, Tullow expects commercial framework agreements from the government and deals over land acquisition for the 800 km pipeline and oilfield infrastructure in the first quarter.

    In Guyana, Tullow plans to drill the Jethro prospect in the second quarter as the first of two planned wells on the Orinduik block.

    It hedged just under 60,000 bopd for 2019 at a floor price of $56.24 per barrel and 25,000 bopd of its 2020 production $59.00 per barrel.

  • Nana Kofi Gyasi Ababio donates to Immigration Service in Kumasi

    The chief of Dominase Memi in the Ankasi Kwabre District, Nana Kofi Gyasi Ababio owner of Noble kings Musical instruments has presented public address system equipment to the Ashanti regional Command of the Immigration Service in Kumasi.

    According to Nana K. Gyasi Ababio, the items have been donated to the command to assist in the numerous sensitization campaigns that the Public Relations Unit would be embarking on this year regarding irregular migration and bringing to bare the activities of the immigration service closer to the general public.

    He averred that, the donation was to display his support for the command and to encourage officers and Men of the GIS to work diligently for the country.

    Receiving the items, the stuff Officer, Superintendent William Essah on behalf of the regional Commander said, the Commander has laid down a communication strategy aimed at organizing more educational and awareness programs hence, the items had come at the appropriate time. He expressed gratitude to the chief of Dominase- Memi for his benevolence.

  • George Andah supplies basic schools in Awutu Senya West with educational materials

    MP for Awutu Senya West, Nenyi George Andah, who was recognized as the best MP by Ghana Leadership Awards for 2018 continues to work for the people of Awutu Senya West.

    On Monday 11th February 2019, the MP renewed his commitment to Education in his constituency, with the supply of educational materials to 3 basic schools.

    This comes after the MP donated Cylinders, Refrigerators, Sewing machines, Blenders and more to the Bawjiase and Obrachire Senior High Technical School.

    The book supplies were in partnership with Scribble Works Publishing House and aimed to support the teaching and learning of mathematics.

    The beneficiary schools included Awutu D/A Basic School, Mother Theresa School for Girls – Senya, and St. Peters Catholic school – Awutu.

    Speaking at the different venues, Hon. Andah assured the excited parents, teachers and pupils of his commitment to ensuring that the children of Awutu Senya West can enjoy Free SHS in their first choice schools. He pledged to assist them prepare for their Basic Education Certificate Exam, in order to make this aim a reality.

    Speaking during the handover, the District Education Director Mr. Arhin lauded the MP for his warm relationship with the Directorate, as he pointed out the improvements with the districts BECE scores since the MP took power.

  • Akufo-Addo settles on Goaso as capital for Ahafo region

    Myjoyonline.com is reliably informed that President Akufo-Addo has settled on Goaso, the capital of the Asunafo North municipality as the capital for newly created Ahafo Region.

    He chose Goaso ahead of other towns such Mim, Duayaw Nkwanta, Bechem, Hwidiem and Kenyasi and is set to formally make it known when he presents the Constitutional Instrument to give legal backing to the creation of the region later.

    The ceremony is taking place at the Jubilee House on Wednesday, February 13.

    Hwidiem and Kenyasi reportedly presented a joint petition to the President to make the two towns, which are about three kilometres apart, the common regional capital.

    The Goaso municipality has a population of about 130,502, according to 2010 projections and a population density of 79.5 persons per square kilometre.

    It is located between three major towns; Mim, Kukuom and Hwidiem. Other surrounding towns include Ayumso, Akrodie, Fawohoyeden and Nkaseim.

    It has a very rich vegetation cover. It boasts as one of the food baskets of Ghana. The predominant occupation of the citizens is farming, which is Cocoa farming and food crops.

    Food production in this municipality is very high as compared to other parts of the country which led the New Patriotic Party (NPP) government to launch one of its flagship programs “the Planting for Food and Jobs” in this city.

    Business activities in the area are very low during off-cocoa seasons but very high when they start their cocoa season.

    The main market day of Goaso is Wednesday and on this day, people from near and far meet to transact their goods and services.

    There is one public Senior High School in Goaso called Ahafoman Senior High and Technical School, and a midwifery training institute. There are however other private Senior High Schools and vocational institutes at Goaso.

  • Chinese can’t engage in illegal mining without local help – Chinese envoy

    The Chinese Embassy in Ghana has stated that the destruction caused by the illegal mining (galamsey) activities in the country must be blamed on Ghanaians and not Chinese nationals.

    “The assertion that illegal mining is caused by Chinese is a misconception because the root cause of the menace lies in Ghana, and so any solution to it also lies in Ghana.”

    The Deputy Chief of Mission at the Chinese Embassy, Mr Zhu Jing, who stated this at a round-table discussion organised by the Institute of Economic Affairs (IEA) in Accra last Monday on the way forward to tackling the illegal mining menace, said no Chinese national could engage in illegal mining without local collaborators.

    “Chinese illegal miners could not have come all the way from China to Ghana without the facilitation, support and shelter from local people, so Ghana is the root cause of the problem,” he stressed.

    Speakers at the round-table discussion including the Convener of the Media Coalition Against Galamsey, Mr Kenneth Ashigbey, a Professor at the Mining and Engineering department of the University of Mines and Technology (UMAT), Professor Sulemana Al-Hassan, had, in their presentations, accused the Chinese for fueling the menace.

    Prominent personalities such as the Member of Parliament (MP) for Asutifi South and former minister of Lands and Natural Resources, Mr Collins Dauda, a former minister of state at the presidency in charge of public private partnership, Dr Rashid Pelpuo, and the Member of Parliament for Klortey Korle, Dr Zanetor Rawlings, were at the event.

    The Chairman of the Minerals Commission board, Mr S.K. Boafo and the Omanhene of the Essikado Traditional Area, Nana Kobina Nketsia V, were among other dignitaries at the event.

    The crux

    While admitting that many Chinese had engaged in the illegality, Mr Jing stressed that it was the responsibility of Ghana to crack down on both foreign galamseyers and their local collaborators.

    “Illegal mining has caused terrible destruction to water and land in Ghana and appropriate measures must be put in place to deal with it. I was posted to Ghana about four months ago and after visiting some mining sites, I was shocked by what I saw.”

    “China is in a position to support any move to uproot illegal mining and we expect the government of Ghana to solve the issue according to the laws and regulations, and these must not exclude Chinese illegal miners. We support that we should punish Chinese illegal miners by using the law but we should not do so and leave out their Ghanaian collaborators,” he stressed.

    He added that the Chinese had already started a repatriation process of some illegal miners in a bid to maintain a good bilateral relationship with Ghana.

    “The Ghana-China relation goes beyond illegal mining because China is investing in many sectors in this country including health care, education, agriculture,” he said.

    He observed that it was important for Ghana to create employment opportunities for local people who were being taken out of illegal mining to ensure that they did not return to it.

    Way forward

    Mr Ashigbey advocated that the way forward to tackling the galamsey menace required a decentralisation of the licensing regime such that chiefs and the local assemblies were put at the centre of the process.

    He said the fight against illegal mining must be made part of the yardstick for measuring the performance of metropolitan, municipal and district chief executive (MMDCEs).

    “I am of the view that the commitment to fight galamsey must be part of the performance of MMDCEs and the local people must be involved in the management of their own the resources; this is the way to go,” he said.

    He urged the government to ensure that the Multi-sectorial Mining Integrated Project (MMIP) that was developed with a road map to pick up the pieces in the mining sector was implemented to the latter.

    Mr Ashigbey also called for state institutions such as the Environmental Protection Agency (EPA) and the Minerals Commission to be empowered and resourced with logistics and the right human resource to help sanitise the mining sector at the grassroots.

    For his part, Prof.Sulemana stressed the need to decentralise the mining administration to make it more effective.

    He said the over centralisation of the licensing regime in Ghana made the process too cumbersome.

    He also said it was important to make chiefs and MMDCEs a part of managing mining activities to ensure that sanity returned to the sector.

  • Kwadwo Asamoah named in official Inter Milan squad list for Europa League

    Kwadwo Asamoah has been retained in the Inter Milan squad for their Europa League campaign. 

    The Ghana international has been registered with the No.18 shirt number for the knockout round.

    Inter Milan dropped from the UEFA Champions League where they failed to progress from the Group phase.

  • Former Hearts of Oak forward Luis Agyeman on trials in Zimbabwe

    Ghanaian forward Luis Agyeman is on trials at Zimbabwean side CAPS United as he looks to earn a contract with the club.

    The striker, who is remembered for his stupendous strike against Kotoko for Hearts in the first leg of the CAF Confederations Cup final in 2005 is set to revive a career that has seen him roam around the continent.

    Agyeman has played for several clubs on the continent including Tunisian giants Etoile Du Sahel and South African side Kaizer Chiefs.

    The 34-year old’s next destination is in Zimbabwe, where he has impressed on trials at CAPS united.

    In Ghana the once defender turned striker featured for Hearts, Kotoko and Medeama SC.

    His experience is likely to see him get a contract for the 2016 Zimbabwean Champions.

  • Utility tariffs to go up marginally

    Consumers of utilities should expect to pay a marginal increase in tariffs beginning March this year.

    The Public Utilities Regulatory Commission (PURC) is expected to make the official announcement within this week after successfully holding series of meetings with stakeholders.

    A source at the Commission revealed this to Oman FM, however, it could not confirm what percentage increment consumers should expect.

    “The way the parameters are going, there will be a slight increment. But I wouldn’t be able to tell you,” the source said.

    Consumers of utilities especially electricity, have enjoyed between 10% and 30% reduction in tariffs since March 2017. 

    Despite the reduction in tariffs more than a year ago, some stakeholders including Association of Ghana Industries (AGI) and Trades Union Congress, believe the tariffs regime in Ghana especially electricity, is too high as compared to other countries in the subregion.

    They want utility tariffs to be reduced further in order to bring some relief to them.

    However, utility service providers have also made a strong case for increase in tariffs.

    They argued that the reduction in tariffs has actually affected them in so many ways as funds needed for infrastructure development had not been forthcoming.

    Ghana Grid Company (GRIDCo) is demanding an adjustment from the current 2.5107 GP/kWh to 4.897 Gp/ kWh (exclusive of transmission losses), which is considered cost-reflective to cover Operating and Maintenance Costs, Depreciation, Finance Costs and a reasonable Return on Net Fixed Assets for 2019 while NEDCO proposed an increment from the existing 0.307555 per kWh to 0.43 in 2019.

    The Ghana Water Company Limited is demanding an increment from 0.0062 Gp per litre to 0.022 Gp per litre to help recover the loan payment and address its current challenges.

  • Where antibiotics are more common than water, superbugs thrive

    Above one of the doors of the Mirigu health center in the Upper East Region of Ghana, the words “labour ward” are written in black marker.

    In a cramped room no more than a few meters wide, midwife Felicia Akansi delivers about 15 babies every month, and staff members treat hundreds of patients for conditions as minor as cough or as serious as malaria. The health center has been busier than ever since it got running water last year. But while there can be severe shortages of water at rural health centers like this, the same cannot be said for antibiotics.

    Even facilities without running water on site have a steady stream of antibiotics to give to patients, with the drugs readily available and widely used to treat infections often spread by unhygienic conditions. The more antibiotics are used, the less well they work — but the more they are again prescribed.

    It’s a vicious cycle that means bacteria are growing ever more resistant. About half of patients in Ghana’s biggest hospital are prescribed antibiotics, compared with a third in hospitals in Europe.

    Although data is limited for rural health care facilities like Mirigu, studies suggest that the drugs are given out in even higher rates here. Only a handful of hospitals have labs to test whether a patient actually needs antibiotics, and many people self-medicate, buying them over the counter.

    But as bacteria become resistant to common drugs, stronger antibiotics are in short supply, and without these, doctors are faced with infections they simply cannot treat. The overuse of antibiotics in human medicine and agriculture has hastened this process, and experts now warn of a looming global crisis. But in many developing countries, the crisis has already hit.

    “When you have health care-associated infections from poor sanitation or poor infection control, you have all these readily available drugs given to patients to cure them. Now, when you have resistance to these drugs, there’s nowhere to run,” said Dr. Emmanuel Irek, a microbiologist at the Obafemi Awolowo University Teaching Hospital in Nigeria, who has studied resistant infections across Africa.

    Even at bigger district hospitals, doctors have a limited arsenal of drugs to call upon, Irek said: “We have the relatively cheaper ones, such as cephalosporins and macrolides [two classes of antibiotics], but when we now talk about resistant bugs, which invariably are due to poor infection prevention and control and poor water, sanitation and hygiene, we don’t have the best antibiotics to deal with them.”

    A recipe for infection

    One in 3 health care facilities in low and middle-income countries doesn’t have readily available water, according to the World Health Organization. In poor, rural areas like Mirigu, this figure can double. Instead, vats of water are filled for washing hands and instruments. There’s no safe way to dispose of medical waste.

    It’s a recipe for cross-infection, all largely solvable with running water and soap.

    Until the nonprofit WaterAid put in the water supply at Mirigu a year ago, staffers would fill containers from a shallow borehole that would often run dry. Women with newborns would have to walk home to wash, often bloodied and carrying their soiled bedding.

    The recent installation of running water at the health center has helped break the cycle of infection and has been a powerful weapon in the fight against growing antibiotic resistance.

    The toilet and shower blocks were finished last year, their bright blue walls distinguishing the new buildings from the old. Now, mothers can shower after labor, and patients can use a toilet that flushes and wash their hands with soap from the old plastic bottles next to each sink.

    There’s also a new incinerator. Many rural health care facilities try to burn medical waste in shallow pits, but at Mirigu, it can now be safely disposed of, further reducing the risk of infections spreading.

    “Now, when they come, they feel happy and safe,” midwife Akansi said. “It’s made a big difference, a very big difference. I think it has reduced — and it will even reduce more — infections in the health care facility.”

    Word can spread quickly

    Although awareness of antibiotic resistance among patients remains relatively low in developing countries, word can spread quickly that conditions in a health facility have improved, meaning more patients seek care.

    One study from a district hospital in Sierra Leone reported that more than half of women who had caesarean sections would contract sepsis, a potentially deadly bacterial infection of the blood. After the operating theater and labor ward were fitted with a better water supply and lighting and staffers were trained on proper hygienic practices, cases of sepsis dropped to less than 1 in 10 women.

    Within six months, deliveries at the hospital doubled as patients quickly learned that the services at the maternity unit had improved.

    Antibiotic resistance is a growing global crisis that will hit world’s poorest people hardest. Estimates show that 10 million people a year will die worldwide from the effects of superbugs by the middle of this century. Four million of those deaths will be in Africa unless radical action is taken to deal with the problem.

    Efforts to improve sanitation and hygiene in Ghana’s health sector are part of wider plans to slow the growing threat of superbugs. It is one of only two countries in West Africa to publish its action plan to tackle antibiotic resistance, a target set by WHO for all member states the end of 2018.

    Many more countries are still developing plans.

    “We can only be as strong as our weakest link,” said Mirfin Mpundu, head of ReAct Africa, an organization helping governments, including Ghana, produce action plans to tackle antibiotic resistance. He explains how the constant coming and going of people allows disease to spread easily from country to country. “Antibiotic resistance doesn’t respect any borders.”

    Experts say wholesale interventions are needed to stem the rising tide of resistant bacteria, from global efforts to discover new antibiotics to local ones like improving microbiology labs so they can test for resistance. But for many people around the world — like those living in Mirigu — tackling the problem starts simply with safe, clean water.

  • Emiliano Sala: Body to be flown home to Argentina for vigil

    The body of footballer Emiliano Sala is to be flown back to his hometown in Argentina where a vigil is planned.

    Sala, 28, was travelling to Cardiff in a plane piloted by David Ibbotson, which went missing over the English Channel on 21 January.

    His body was recovered from the plane wreck last week but Mr Ibbotson’s body has still not been found.

    Sala was flying to join his new side Cardiff City from French club Nantes when the plane went missing.

     

    Julio Muller, mayor of Sala’s hometown of Progreso, said the footballer’s family had arrived for the service.

    Mr Muller said Sala’s body would arrive in the late afternoon on Friday and be taken to the gymnasium next to his youth club’s headquarters, where a vigil was scheduled.

    His boyhood club San Martin de Progreso posted an emotional tribute on Facebook, saying: “We are waiting for you…like the first day you left but this time to stay with us forever.

    “You went and you are an example for everyone. Eternally in our hearts.”

    Authorities formally identified Sala’s body last week, with his family saying they could “now begin to mourn our son and our brother.”

    Sala died of “head and trunk injuries,” an inquest heard on Monday.

    His former teammates gave him a rousing send off on Sunday, playing a French league match in a special black kit with each player wearing Sala’s name on the back of their jersey.

  • Brong Ahafo Regional Minister appointed caretaker minister of Bono East Region

    President Nana Addo Dankwa Akufo-Addo has named Brong Ahafo Regional Minister, Mr Evans Opoku-Bobie as interim minister for the newly-created Bono East Region until a substantive minister is appointed.

    Mr Akufo-Addo made the revelation at the ceremony to present the Constitutional Instrument (C.I.) 113 for the creation of the Bono East Region at the Jubilee House in Accra on Wednesday, 13 February 2019.

    Mr Akufo-Addo also chose Techiman as the capital of the new region despite protests by a section of chiefs and people from the region.

    Mr Akufo-Addo however assured the people that development of Bono East Region will spread across all the towns and villages.

    President of the now Bono East Regional House of Chiefs speaking at the ceremony said “the competition for the capital cannot and will not divide us”.

    The creation of the Bono East Region, together with five others, was a campaign promise of the New Patriotic Party (NPP) during the 2016 elections.

    After the NPP won the polls, a Commission of Inquiry, headed by a retired Justice of the Supreme Court, Justice Stephen Brobbey, was instituted to ensure the creation of the regions.

    Accordingly, Oti, Bono East, Western North, Ahafo, Savannah, North East regions were created.

  • Techiman declared capital of Bono East Region

    President Nana Akufo-Addo has declared Techiman as the capital of the newly created Bono East Region.

    Akufo-Addo made the announcement at an event held at the Jubilee House on Wednesday where he presented the Constitutional Instrument to back the creation of the new region.

    The Brong Ahafo Regional Minister, Evans Opoku-Bobie has been directed to be the caretaker Minister of the region until a substantive minister is appointed.

    Government has already allocated GHc20 million for each of the six new regions being created to allow them to take off smoothly.

    The president presented the Constitutional Instrument for the creation of the Savannah and North East Regions on Tuesday.

  • Nigerian elections 2019: Who’s leaving the country?

    The job market for young Nigerians is causing people to leave, says one of the leading contenders to become Nigeria’s next president.

    “Young Nigerians aren’t just leaving Nigeria because of bad pay and working conditions – they are leaving because there is no hope,” opposition candidate Atiku Abubakar wrote on Twitter.

    The flight of Nigeria’s trained professionals – especially doctors – is also a regular complaint.

    What do we know know about the scale of people leaving Nigeria? Does the perception stand up to the statistics?

    The Libyan route

    As one Nigerian news outlet wrote, the high rate of Nigerians leaving the country, legally and illegally, has hit worrying levels.

    Many of the migrants taking the central Mediterranean route into Europe come from Nigeria – frequently by boat from the coast of Libya to Italy.

    In 2016, almost 40,000 Nigerians arrived in Italy, more than any other nationality. About 18,000 made the trip in 2017.

    But the latest data shows that there has been a significant decline. Just 1,250 Nigerians arrived in Italy by sea in 2018.

    This fall reflects the wider trend – fewer migrants crossed the Mediterranean last year.

    The UN says that routes used by human traffickers are constantly changing and are dependent on a number of factors, but the drop in numbers reaching Italy is attributed mainly to closer co-operation with the Libyan coastguard.

    And this closer monitoring of Libya’s coast has made illegal crossings much harder.

    Huge risks

    Testimony from those coming back to Nigeria after failed attempts bears this out, says Jorge Galindo of the International Organization for Migration (IOM).

    Returning migrants, he says, are alerting people to the huge risks involved in the dangerous journey.

    UN data suggests that Nigerians are not trying to get to Europe through Spain, which is now the main entry point for other migrants across the Mediterranean.

    One reason might be that Nigeria has well-established links to people smugglers along the route between Libya and Italy. Those connections haven’t been forged along the path to Spain.

    The migration figures, however, don’t include Nigerians who have left their homes but not managed to cross into Europe – many thousands are thought to be held in detention centres in Libya or along the way in other African countries.

    About 11,500 Nigerians have returned home, assisted by the IOM, since 2017.

    Out of this scheme, a pattern has emerged revealing from where in Nigeria the migrants have started their journeys.

    The IOM says about half the total are from the southern Edo state – with a further quarter from neighbouring Delta state.

    Nigeria is a huge country with a large population, but this data suggests that the people migrating come from a relatively small area.

    Why Edo?

    Edo state is the most established base for people smugglers, says Esohe Aghatise, who runs the anti-trafficking organisation Iroko.

    Some leave in search of economic opportunities but fall into the hands of traffickers, she says.

    But many others, especially women and girls, she says, are trafficked against their will or at least without any idea of what they are getting themselves into.

    “People with an idea of a better life in Europe, finish school, and are promised paradise.”

    Is there a brain drain?

    Many Nigerians with professional qualifications seek to travel abroad, applying for visas to do so legally.

    There are also those planning to study abroad or join other family members already there.

    Some will stay for long periods, others will return at the end of their contracts or studies.

    There are no official government statistics available, so one way to look at legal migration is through the numbers undergoing medical assessments as a requirement for visa applications.

    These are carried out by the IOM’s migration health assessment centres in Lagos and Abuja.

    In 2018, there were 21,000 examinations – a higher figure than in previous years.

    As for medical doctors leaving Nigeria and contributing to the country’s “brain drain, this is hard to quantify.

    We do know that more Nigerian-trained doctors are now working in the UK, for example. About 5,300, according to the British General Medical Council. That’s the highest after India and Pakistan, and it’s been going up steadily since 2006.

    The former president of the National Association of Resident Doctors told Africa Check that more doctors are migrating because of poor working conditions and low pay.

    A final indicator for those leaving to work or study abroad is the number of visas granted to Nigerians.

    From a low point in 2010, skilled worker visas to the UK have steadily increased – 620 issued in 2017.

    However, the number of study visas, excluding short term study, has been declining.

    The largest Nigerian diaspora is in the US, according to UN figures. That population roughly doubled between 2007 and 2017.

    ‘Not just one-way traffic

    An upside to migration are the remittances feeding back into the Nigerian economy.

    Nigeria received $22bn in remittances in 2017, the 5th highest in the world, according to the World Bank.

    It’s more difficult to get exact figures for people moving to Nigeria because there is free movement of people in the Economic Community of West African States (Ecowas) region.

    The total number of migrants in Nigeria is estimated at 1.2 million, most of them coming from Benin, Ghana and Mali, according to the UN.

  • LIVESTREAMING: Akufo-Addo presents Constitutional Instrument for regional capitals

    The Presentation of the Constitutional Instrument for the Creation of the Bono East Region is currently underway at the Jubilee House in Accra.

    President Nana Addo Dankwa Akufo-Addo is expected to present the Constitutional Instruments to give legal backing for the creation of six new regions in the country, which began with the Instrument for the Creation of the North East Region yesterday.

    This follows the December 27, 2018 referendum where residents within the catchment areas of the proposed new regions voted to give an overwhelming endorsement for the creation of the regions.

    The CI is expected to among other things name the selected capital towns of the regions.

  • Chris Pratt denies claims that his church is anti-LGBTQ

    Chris Pratt says the church he attends is not “anti-LGBTQ” after Ellen Page said it was homophobic.

    Page, who is openly gay, replied to a tweet that said Pratt was going to discuss his “spiritual side” on a US talk show.

    She said “but his church is infamously anti-LGBTQ so maybe address that too?”

    Neither has named which church it is in their correspondence, but Pratt, 39, responded on his Instagram story to defend his place of worship.

    He said: “It has recently been suggested that I belong to a church which ‘hates a certain group of people’ and is ‘infamously anti-LGBTQ.’ Nothing could be further from the truth.

    “I go to a church that opens their doors to absolutely everyone.”

    Page, who is known for her roles in Juno and Inception, later tweeted again to say: “If you are a famous actor and you belong to an organisation that hates a certain group of people, don’t be surprised if someone simply wonders why it’s not addressed.”

    Pratt said that “despite what the Bible says about divorce,” his church was “there for me every step of the way” during his marriage split from actress Anna Faris, and that it provides “love and support” regardless of “sexual orientation, race or gender”.

    Pratt said he is not a “spokesman for any church” and that “we need less hate in this world, not more. I am a man who believes that everyone is entitled to love who they want free from the judgment of their fellow man”.

    The actor, who is reprising his voice role as Emmet in Lego Movie 2, concluded: “Jesus said, ‘I give you a new command, love one another’.”

  • 300 cars ‘missing’ after global summit

    Police in Papua New Guinea are seeking the return of almost 300 cars, which were loaned to officials during last year’s Asia-Pacific Economic Cooperation (Apec) summit.

    The luxury fleet was imported so visiting leaders could be driven around in style in a country mired in poverty.

    But a police commander said on Tuesday that 284 vehicles are missing.

    The cars include Landcruisers, Fords, Mazdas and Pajeros, Superintendent Dennis Corcoran said.

    A special police unit has been assembled to find them in Papua New Guinea’s capital, Port Moresby.

    “There are 284 vehicles that were issued to personnel to use during Apec that haven’t been returned as yet,” superintendent Dennis Corcoran, told news agency Reuters.

    Fortunately the priciest cars – Maseratis worth more than $100,000 (£75,000) each – have been located, the officer added.

    “All 40 of the Maseratis and the three Bentleys are in top condition and locked away in the old wharf shed down on the main wharf,” he said.

    According to police, nine of the missing cars have been stolen, and some have had parts removed. Others were returned “pretty seriously damaged”.

    Leaders of the South Pacific nation of 7.3 million people had hoped the global conference would attract investment and draw international attention to the country.

    But hosting the event stretched the country’s resources, and it required assistance from other nations.

    Australia, the US and New Zealand all sent special forces troops to make sure attendees would be safe.

    At the time, both media and activists questioned whether it made sense for the poor Pacific country to host an international event like the Apec summit.

    Critics saw the hundreds of official cars as symbolic of government waste.

  • Thomas Partey to miss Rayo Vallecano clash

    Ghana international Thomas Partey is set to miss Atlético Madrid’s match against Rayo Vallecano on Saturday after he was sent off in their weekend derby defeat to Real Madrid, who overtook their city rivals into second place at the Wanda Metropolitano Stadium.

    The 25-year-old received a second yellow card for a late tackle German midfielder Toni Kroos, as Diego Simeone’s side lost back to back games for the first time this season, and will serve a one-game ban.

    Simeone spoke after the game about how he will be demanding a response from his players in Vallecas, but he has other suspension concerns ahead of the game.

  • Belgium flights cancelled on Wednesday amid strike

    All flights in and out of Belgium have been cancelled on Wednesday due to strike action, the country’s air traffic control has announced.

    The cancellation began at 22:00 (21:00 GMT) on Tuesday night and will run for 24 hours.

    Air traffic agency Skeyes said that there was “no certainty about the number of staff in a limited number of key posts”.

    The only option left was to not allow air traffic, it said.

    A national strike has been called by three major trade union federations.

    The agency said its responsibility was to guarantee safety, and it could not do so “in view of the great uncertainty about the occupation of some crucial posts” – because workers do not have to declare in advance if they will turn up or not during a strike.

    Flight-tracking service FlightRadar24 tweeted an image showing the flight paths of some planes taking a detour around the entire country after the restrictions began.

    Some airports had already taken the decision to close, and a spokesman for Brussels South Airport said they had no alternative.

    “We know that there will be substantial road blocks around the airport,” he said. “And, on another hand, we know that the air traffic would be affected.”

    He said strike action “has never had such a significant impact”.

    Above 7,500m (24,600 ft), flights are co-ordinated with the aid of Europe-wide air traffic control organisation Eurocontrol. Government and military flights will not be affected.

    Belgians are facing widespread disruption to public transport on the ground, too. Broadcaster VRT reports that just half of scheduled trains are expected to operate.

    The Eurostar services between Brussels and London or Paris are expected to run – but passengers heading to Lille or Calais will face disruption.

    Many airlines had already cancelled or rescheduled flights head of some expected disruption during the strike.

    The day of national strikes, called by Belgium’s three major trade union federations, follows a disagreement over wage growth, which is limited to 0.8% for the next two years.

    Unions are calling for an increase in wages, benefits and pensions to what they believe is a reasonable living level, as well as improvements to work-life balance.

  • Christmas Island: Australia ‘to re-open’ controversial detention centre

    Australian PM Scott Morrison says he will re-open a controversial detention centre on Christmas Island, after a historic defeat in parliament.

    On Tuesday, non-government MPs secured enough votes to pass a bill making it easier for sick refugees held offshore to be treated in the country.

    Mr Morrison said the law would weaken the nation’s tough border policies and embolden human traffickers.

    Opponents accused him of spreading fear before an impending election.

    Since 2013, Australia has sent asylum seekers arriving by boat to detention centres on Manus Island (Papua New Guinea) and Nauru.

    It previously also sent detainees to Christmas Island, an Australian territory in the Indian Ocean which is about 2,600km (1,600 miles) from the mainland and 300km south of Indonesia.

    The UN has criticised AustraliIt prompted the Labor opposition, the Greens and crossbench MPs to support a bill that gives doctors the power to recommend that refugees be transferred to Australia for treatment.

    However, the immigration minister would still have some authority to overrule transfers.

    Mr Morrison fiercely opposed the bill but it was narrowly approved in the House of Representatives, where the government does not have a majority. It later cleared the Senate.

    On Wednesday, Mr Morrison said the government would re-open the Christmas Island centre “to deal with the prospect of arrivals… and transfers” – arguing both were now more likely.

    He added that Australia’s border protection operations would receive other additional resources, but declined to elaborate.

    “This parliament has already tipped its hand enough to the people smugglers,” he said.

    Why is he being accused of fear-mongering?

    Opponents pointed out that the bill applies only to people already on Nauru and Manus Island, meaning new arrivals would not be eligible for transfer to Australia.

    Labor’s Senate leader Penny Wong said Mr Morrison was playing politics ahead of the election, likely to be held in May.

    “[This is] a pattern of deceit and desperation from a man who is desperate to cling to office – a man who has nothing left, nothing left but deceit, fear and smear,” she told the chamber on Wednesday.
    What happened at Christmas Island previously?

    The centre, which operated from 2003 until last year, saw numerous scenes of unrest – including riots, protests and brawls.

    In 2010, about 50 asylum seekers from Iraq and Iran died when their boat smashed onto rocks off the island.a’s detention policies as “inhumane”, but the nation insists they prevent human trafficking and save lives at sea.

  • Kylian Mbappe: PSG striker calls for end to ‘scare stories’ about injured Neymar

    Paris St-Germain’s Kylian Mbappe called for an end to the “scare stories” about injuries to star players Neymar and Edinson Cavani after he led his side to a 2-0 win at Manchester United.

    Neymar and Cavani were absent as PSG scored two away goals in the Champions League last-16 first leg – Mbappe adding to Presnel Kimpembe’s opener.

    “We need to stop with the scare stories. People need to stop being afraid,” the 20-year-old striker said.

    “We showed that tonight. We’re good.”

    Brazil forward Neymar has been ruled out until at least April with a broken metatarsal, with French reporter Julien Laurens telling BBC Radio 5 live that there are fears his season might be over altogether.

     But Mbappe is the club’s top scorer, with his goal against United his 23rd of the season in all competitions. His 14th Champions League goal means he has already drawn level with France great Zinedine Zidane.

    “Of course Neymar is hugely important and Cavani is fundamental to us, but football is played on the pitch and we showed that today,” he said.

    “We are happy, but it’s only half-time in the tie and we need to continue preparing well, because I think in the last 20 minutes we dropped off a bit physically.”

  • Solskjaer: Man United can’t feel sorry for themselves after PSG loss

    Ole Gunnar Solskjaer has warned his Manchester United squad that anyone “feeling sorry for themselves” after the Champions League defeat to Paris Saint-Germain will be dropped.

    United play Chelsea in the FA Cup fifth round on Monday and Solskjaer wants to see some fight from his players in when they get back to Carrington to prepare for the trip to Stamford Bridge.

    “We’ve got Chelsea and Liverpool in the next two games so whoever feels sorry for themselves will not play the next game,” Solskjaer said. “Don’t feel sorry for yourselves. This is a level up from what we’re used to.”

    Second-half goals from Presnel Kimpembe and Kylian Mbappe ensured that PSG will be firm favourites to progress ahead of the return leg in Paris but Solskjaer has not given up hope of causing a shock at Parc des Princes.

     

    “The reaction in the dressing room is a disappointment but when we go to Paris we’ll give it a go,” he said. “It will be difficult and it’s a mountain to climb but it’s not impossible.”

    After 10 wins from his first 11 games in charge, Solskjaer admitted the French champions had given them a “reality check.” However, the Norwegian was left frustrated after watching Kimpembe score the first from Angel Di Maria’s corner after being fortunate to escape a second yellow card before the half time. Instead, it was United who received the only red card of the game when Paul Pogba was dismissed in the 89th minute.

    “[Kimpembe] was very lucky and the way he throws [Marcus] Rashford down to the floor and we don’t get a foul,” said Solskjaer. “There’s no point me sitting here talking about that now.

    “We’re disappointed we won’t have Paul for the next game. That’s a big blow because he’s been fantastic for us.”

     

    Solskjaer also urged Alexis Sanchez to help himself in his search for form after another lacklustre performance. The Chilean was largely anonymous after coming on as a first-half substitute and afterwards, Solskjaer insisted it was up to him to get back to his best.

    “I can’t do anything about Alexis Sanchez,” said Solskjaer. “When he plays he needs to find himself because there’s a quality player there.”

  • Guangzhou Evergrande tables £45million for Andre Ayew

    Chinese Super League side, Guangzhou Evergrande have expressed their interest in signing Andre Ayew from Swansea.

    The Ghanaian international joined Fenerbahce on loan from the start of the 2018/19 season until the end of the season.

    However, sources say, Guangzhou Evergrande are bent on signing Ayew for £45million and have already made the bid.

    It is not yet known whether Swansea will accept the offer and also if Ayew will agree to move to China.

    This is not the first time Evergrande have shown interest in Ayew as they tracked him in January 2018 but he was not keen on playing in the far east.

  • Migrants commit 70% of crime in Ellembelle – DSP Thomas Bayor

    About 70% of people involved in crime activities in the Ellembelle District of the Western Region are usually migrants, according to the District Police Commander, Deputy Supritendent of Police (DSP) Thomas Bayor.

    He explained that these migrants coming from other parts of the country have relocated to Ellembelle due to booming socio-economic activities orchestrated by exploitation of the extrative potential in the District.

    These include mining of mineral resources, the development of processing plants, gas infrastructure and other vital platforms for the country’s oil and gas industry among other considerations.

    According to the police chief, common crimes been committed in the District include robbery, petty stealing, multiple sale of land causing litigation, and non compliant of traffic regulations governing the transport industry.

    Briefing the Member of Parliament (MP) for Ellembelle Constituency, Emmanuel Armah Kofi-Buah on crime management in the District on Monday 11th February 2019, he said motor riders flouting regulations have had it tough dealing with the police command due to grand effort made to tame the bad behaviour of recalcitrant riders causing accidents.

    In the same transport sector, he said armed robbers, and those engaged in motor theft have developed the culture of stealing motorbikes from one community and selling them to unsuspecting victims in other communites where the patronage obviously does not require any suspicion.

    For instance, he said thieves stealing motorbikes from Elubo in the Jomoro Municipality, usually come all the way to Essiama or Aiyinasi in Ellembelle District to sell them to unsuspecting victims.

    On the other hand, he said thieves stealing from Anyinase, Essia, and its surrounding communities in Ellembelle District, often take the motorbikes to Elubo, the border town near Ivory coast and other hinterlands in Jomoro Municipality to sell them to people.

    Commander Bayor said following this discovery, the police command has been monitoring the sale of motorbikes in the District with very keen interest.

    He said they are also monitoring the compliant rate of regulations governing the transport sector in the District.

    He noted that following an enforcement programme applied to whip motor riders along the path of compliance for them to follow due process, in addition to constant education, the rate of accidents in the district has reduced drasticlly.

    He however bemoaned the non cooperation of natives in the district to assist the police in combating crime in Ellembelle which currently houses most of the important installations of the country’s oil and gas industry.

    These important installations include the Ghana National Gas Company (GNGC) gas processing plant, Quantum gas, producers of LPG gas, ENI gas, the Italian company operating offshore with its gas transportation platform installed, the national gas infrastructure connected to pipelines and the offshore platfom of oil rigs among others.

    The Police Chief explained that aside the aforementioned crimes being dealt with, chiefs in the district have also resorted to multiple sale of land, therefore causing land disputes, confusion resulting in litigations.

    He said the practice, which has become a growing phenomenon, has landed many innocent people into unnecessary litigations that could have been avoided by the chiefs if the right things were done in selling land properly to people without knocking their heads with same land in the first place.

    DSP Bayor distanced politics from the crimes been recorded in the district.   • Kevin-Prince Boateng disappears after debut for Barcelona

    Since signing for the club in January, Kevin-Prince Boateng has only featured in one match for Barcelona so far.

    That came just one day after being officially presented by the club as he started away at Sevilla in the first leg of their Copa del Rey quarter-final.

  • ‘Power is not life and death’ – Armah Buah advises politicians

    Member of Parliament for Ellembelle in the Western Region, Emmanuel Armah Kofi-Buah, has advised politicians in the country to desist from making power acquisition a life and death matter.

    He said, “It breaks my heart when we reduce politics to life and death instead of paying attention to development and our core mandate as politicians”.

    Speaking during a courtesy call on the Ellembelle District Police Commander Deputy Supritendent of Police (DSP) Thomas Bayor on Monday 11th February 2019, he said he was encouraged by the independent assessment of the police command that the political atmosphere in the area was peaceful.

    He said the people of Ellembelle, described as peace loving by the police command, would therefore continue to work on the peace process for stability and development.

    He appealed to the police command to keep an eye on impending political events in the area such as internal parliamentary primaries of political parties, the upcoming local government elections among others.

    Upholding state institutions to function

    The lawmaker said aside political tolerance which is key in democratic governance, structures of democracy including state institutions must be respected and jealously protected by all citizens.

    “It is very critical as a country that especially those in the political class will do things to make people have faith in our democracy, and the only way they have faith in our democracy is to make sure that we respect the institutions of state and we strengthen them by our actions”.

    He said decent political atmosphere requires all hands on deck and not necessarily only the political class serving in government “I think it is very critical whether we are in or out of government, it is important that we support the police, it is important that we strengthen the police”.

    Role of citizens in fighting crime

    Armah Kofi Buah explained that the citizens of the country would play an instrumental role in fighting crime if they partner the police institution to discharge their constitutional duties with tact “We have to be the ones that are providing the police the information on the bad guys, but if we fail to speak, we are as guilty as the criminals”.

    He said local communities would therefore have to recognize this vital role and support the police to deliver their mandated constitutional responsibility.

    “The communities have an important role to play in supporting the police to function”, he said.

    He acknowledged the role of the police service and allied institutions who continue to play an integral role in guaranteeing peace and security in the country “Without peace, we can not go on with our daily businesses”.

    He commended the security agencies in the country for working assiduously day and night to protect citizens despite challenges confronting the institution.

  • Stakeholders call for calm after violent protest over capital for Savannah Region

    Stakeholders within the newly created Savannah Region have called for calm following violent protests that rocked the naming of Damango as the capital for the area.

    Some people in the town went on rampage on Tuesday and were seen in some videos burning down offices of the governing New Patriotic Party (NPP).

    They say they felt insulted that Damongo, which voted for a National Democratic Congress (NDC) candidate, Adam Mutawakilu, was instead honored and selected as the capital.

    Speaking on Eyewitness News on Tuesday, a member of the Coordinating Committee of the Gonja Traditional Council, Osman Mohammed Amin, said that such reactions are uncalled for because Damango was generally accepted as the capital by the stakeholders in the area.

    “We had a consensus among ourselves… The king of the Gonja Traditional Council made it known that he would prefer Damango,” he said.

    He also said that the focus of the new Savannah Region was to ensure development for all.

    “I will call on our people to be calm. The whole point of the new region is about development and we all thought that we needed the region to come so that we get development for our people.”

    Damango was named as the capital for the Savannah Region on Tuesday after President Nana Akufo-Addo begun presenting Constitutional Instruments for the creation of new regions.

    The President also announced that the oldest town in the East Mamprusi Municipal Assembly, Nalerigu was to be the capital of the North East Region.

  • Rich The Kid robbed at LA studio where Usher was recording

    US rapper Rich The Kid has been caught up in an armed robbery at a recording studio in California.

    The attack was targeted at Rich, who was outside the studio at the time. Other members of his entourage were attacked and one, thought to be a bodyguard, was beaten with a firearm.

    R&B star Usher was inside the studio, but was not involved.

    A man who was seen running away from the studio fired several shots before escaping in a car, said one eyewitness.

    “He took out a gun, he fired six shots into the street,” Ray Leon told ABC 7 Eyewitness News.

    “I just heard pop, pop, pop. There was about six pops. I got down really quick. He was firing and that car sped away.”

    ‘Posing with cash’

    The incident took place at California’s Westlake Recording Studio, which has played host to artists like Michael Jackson, Rihanna, Madonna, Frank Ocean, Britney Spears and Justin Bieber in the past.

    Hours before the attack, Rich posted a picture of himself posing next to a purple Lamborghini, holding what appeared to be a bundle of bank notes, with the caption “Always in bank mo deposit.”

    The West Hollywood sheriff station confirmed the robbery in a statement.

    “When deputies arrived at the location they found three male black assault victims,” it said. The victims reported that “three male black suspects confronted them in the alley behind a business and demanded their money and jewellery. The victims were then physically assaulted by the suspects.”

    Authorities say three victims were treated at the scene and released. Their injuries were apparently not serious enough to require hospital treatment.

    Rich, whose real name is Dimitri Roger, was also filmed speaking to paramedics by local news crew. He was wearing the same outfit seen in his Instagram post; and did not appear to be injured.

    A spokesperson for Rich the Kid said “Rich is ok” , but declined to add further details.

    The 26-year-old gained notoriety via a series of collaborative mixtapes with rap trio Migos. He’s since worked with Kendrick Lamar, Khalid and Wiz Khalifa; and reached the UK top 20 last year with a guest verse on Jax Jones and Mabel’s dance track Ring Ring.

    Wednesday’s incident wasn’t the first time Rich the Kid had been the victim of armed robbery. Last summer, he was injured during a home invasion at his girlfriend’s house in Los Angeles

  • Salaga youth rampage: 7 arrested

    Seven persons have been arrested in connection with the burning of the Salaga South New Patriotic Party Constituency Office by a section of the youth Tuesday February 12,2019.

    The youth also pulled down an undisclosed number of party billboards in the town.

    The youth had indicated their next point of attack was the office of the Municipal Assembly and the residence of the Municipal Chief Executive Mohammed Tamimu but that was truncated by the swift move by the East Gonja Police Command.

    The arrest was contained in a police report signed by the Northern Regional Police Public Relations Officer DSP Yussif Mohammed Tanko.

    DSP however, assured residents of adequate security police indicating that calm has been restored. He called on the general public to assist the police with relevant information to aid in their investigation.

  • GRA confiscates carbonated beverage without tax stamps

    The Ghana Revenue Authority (GRA) Taskforce, on Tuesday, confiscated about 41 packs of Special Red Grape drinks, which do not Excise Tax Stamps affixed them.

    The products were seized from the Kate Laryea Store at Makola, in the Central Business District of Accra during a Monitoring and Enforcement excise to check the level of tax compliance with the Excise Tax Stamp policy.

    The policy is to ensure that the products are not counterfeited to protect the health of consumers and help generate more revenue for the nation.

    Mr Kwabena Anto Apau, the Head of the GRA Taskforce Unit, at a media briefing after the exercise, said it was impressive that many companies were complying.

    “Danbri Company Limited, distributors of pharmaceutical products, for instance, has its tax certificate intact, while some of the depots we visited in the shops all have their tax stamps affixed on the products,” he said

    Mr Apau said the exercise would continue to Friday, February 22, with a focus on all carbonated drinks, energy drinks and alcoholic drinks in the Central Business District.

    “In the past we have visited the malls, and other businesses outside the central business area, but this time we are in Makola, and we will be visiting places in Kaneshie, Okaishie and other areas to continue with the exercise”.

    He said the Taskforce had, however, noticed that both some foreign and imported products were not affixed with tax stamps, stressing that, there was the need to streamline the system.

    On the seized products, Mr Apau said after 31 days if the owners failed to report to the Authority to explain why they did not have the stamps, they would forfeit them.

    Additionally, their outfit would trace the manufacturers of the seized products to ascertain why the products were not affixed with tax stamps, since some the products were manufactured in January, 2019.

    Mr Apau, also the Chief Revenue Officer, cautioned retailers not to display their wares or products for sale without tax stamps on them.

    “Anybody who flouts the directives would face the law,” he warned.

    He said the Taskforce had picked intelligence that some of the products were brought in from neighbouring countries like Togo and Nigeria and were it was working assiduously to ensure that the entry points were effectively manned.

    He urged the public to always look out for products with the excise tax stamp and desist from patronising those without them.

    The Tax Stamp Policy, which emanates from the Excise Stamp Act, 2013 (Act 873), was launched in September 2018. The Tax Stamps are small stickers with security features supplied by government to some manufacturers and importers to be affixed to their products before they are released onto the market.

    Former president John Dramani Mahama and his wife, Lordina Mahama, are very happy at the moment.

    This follows the birth of a baby the former president has described as his grandson.

    Taking to social media to announce the birth of the baby boy, Mahama shared photos of himself and the former first lady with the newly born.

    Mrs Nuhu Hahmatu, the Brong-Ahafo Regional Director of the Commission on Human Rights and Administrative Justice (CHRAJ), has entreated the general public to respect each other?s rights for peaceful co-existence in the society.

    She stated that the populace could only live to sustain peace in the communities and the country in general if each other?s rights were respected and valued, particularly between married couples and among parties in other social contracts.

    She expressed regret that children from broken homes always become a burden on society and, therefore, become irresponsible adults because of the difficulties they experience in life. 

    Meanwhile Mrs Hahmatu announced that her outfit recorded total reported cases of 2,761 with the highest being property right cases in 2018.

    The office could not make available the figures for 2017 because of computer-related challenges, she said.

    Mrs Hahmatu announced that 2,301 of the cases were settled whilst 460 were still pending and mentioned inadequate funding and staff as well as limited office accommodation as some of the regional office?s major challenges.

    She said Brong-Ahafo had only 12 offices and hinted that plans were underway to set up offices in all the municipalities and districts in the region.

  • Government releases GHC110 million to settle GSFP caterers

    The Government through the Ministry of Gender, Children and Social Protection (MoGCSP) has released an amount of One Hundred and Ten Million Forty Nine Thousand and Seventy Seven Ghana Cedis (GHC110,049,077) as payment to caterers under the Ghana School Feeding Programme (GSFP) for the first term of the 2018/2019 academic term.

    A statement issued and signed by the Acting Director of Operations at GSFP, Mrs. Doris Y. Gaba, the Ministry of Finance has released the funds to the Gender Ministry for payment for 51 out of 71 cooking days to caterers before the end of February 2019.

    “In order to streamline the payment schedule, MoGCSP through GSFP will release payment for fifty-one (51) cooking days instead of seventy- one (71) cooking days. The payment of the 51 days will be released to Caterers before the close of February 2019”.

    The statement indicated that there would not be any deductions from source to MASLOC and rice suppliers from the amount that would be paid to the caterers. “The outstanding twenty (20) days owed by GSFP to caterers will be paid when funds are received from the Ministry of Finance. In view of this, this current payment will not be affected by MASLOC and rice deductions”.

    However, GSFP apologized to the Caterers for the delay in payment of feeding grants for the first term of the 2018/2019 academic year.

    The statement explained that the delay was caused by the “strict governance processes in the releasing of funds by the Ministry of Finance to the Ministry of Gender, Children and Social Protection and the delay in the collation of data from some regions and districts.

    According to the statement, payments would be made to only caterers whose data (hard copy) had been signed and submitted by their Metropolitan, Municipal and District Chief Executives as at February 12, 2019.

    “The following isolated cases are being investigated before payment is made: Schools with enrolment differences of more than 100 between third term of the 2017/2018 academic year and first term of 2018/2019 academic year. Schools without any previous records on the third term payment file for the 2017/2018 academic year”.

    MoGCSP and GSFP regretted any inconveniences caused by the delay and thanked all the Caterers for their patience.

  • Trump condemns attacks on media after BBC incident

    Donald Trump has condemned attacks on the media after an incident involving a BBC cameraman at the US president’s rally in Texas on Monday.

    A White House statement did not refer to the specific incident.

    It said the president “condemns all acts of violence against any individual or group of people – including members of the press”.

    The BBC’s Ron Skeans was shoved and sworn at by a man in a Make America Great Again cap in El Paso.

    The BBC later asked the White House to review security for media attending President Trump’s rallies.

    In a letter, the BBC said the press area was unsupervised, and no security had tried to intervene during the incident.

    The White House statement, from Press Secretary Sarah Sanders, added: “We ask that anyone attending an event do so in a peaceful and respectful manner.”

    Mr Trump has been critical of media, which he has called the enemy of the people.

    After Monday’s incident, Mr Trump’s campaign team thanked law enforcement for ejecting the unidentified man.

    “An individual involved in a physical altercation with a news cameraman was removed from last night’s rally,” said Michael Glassner, the chief operating officer for Trump for President Inc.

    “We appreciate the swift action from venue security and law enforcement officers.”

    What happened at the rally?

    The man, who a Trump campaign official said appeared to be drunk, gave Mr Skeans a “very hard shove”, according to the cameraman.

    Mr Skeans said the man almost knocked him and his camera over twice before he was wrestled away by a blogger.

    President Trump saw the attack, checked they were well with a thumbs up and continued his speech after Mr Skeans returned the gesture.

    BBC Washington producer Eleanor Montague and Washington correspondent Gary O’Donoghue were sitting in front of the camera.

    Ms Montague said the protester had attacked other news crews but Mr Skeans “got the brunt of it”.

    What did the BBC letter say?

    In the letter to Ms Sanders, the BBC’s Americas Bureaux Editor Paul Danahar asked for a review of security arrangements for members of the press attending the president’s rallies.

    Mr Danahar pointed out “that access into the media area last night was unsupervised and that no member of law enforcement or security stopped the attacker entering, intervened when he began his attack or followed up on the incident with our colleagues afterwards”.

    The president went to El Paso, on the US border with Mexico, to campaign for a border wall, a divisive issue which caused the longest government shutdown in US history.

    Ms Montague said the president had spoken of “fake news” and how the media misrepresented him in the run up to the assault.

    Speaking to BBC Radio 4’s Today programme, Mr O’Donoghue said it was “an incredibly violent attack”.

    Last August UN experts warned Mr Trump’s attacks “increase the risk of journalists being targeted with violence”, calling his rhetoric “strategic”.

  • PNG is missing almost 300 cars after international summit

    Police in Papua New Guinea are seeking the return of almost 300 cars, which were loaned to officials during last year’s Asia-Pacific Economic Cooperation (Apec) summit.

    The luxury fleet was imported so visiting leaders could be driven around in style in a country mired in poverty.

    But a police commander said on Tuesday that 284 vehicles are missing.

    The cars include Landcruisers, Fords, Mazdas and Pajeros, Superintendent Dennis Corcoran said.

    A special police unit has been assembled to find them in Papua New Guinea’s capital, Port Moresby.

    “There are 284 vehicles that were issued to personnel to use during Apec that haven’t been returned as yet,” superintendent Dennis Corcoran, told news agency Reuters. 

    Fortunately the priciest cars – Maseratis worth more than $100,000 (£75,000) each – have been located, the officer added.

    “All 40 of the Maseratis and the three Bentleys are in top condition and locked away in the old wharf shed down on the main wharf,” he said.

    According to police, nine of the missing cars have been stolen, and some have had parts removed. Others were returned “pretty seriously damaged”.

    Leaders of the South Pacific nation of 7.3 million people had hoped the global conference would attract investment and draw international attention to the country.

    But hosting the event stretched the country’s resources, and it required assistance from other nations.

    Australia, the US and New Zealand all sent special forces troops to make sure attendees would be safe.

    Critics saw the hundreds of official cars as symbolic of government waste.

  • Thailand’s Princess Ubolratana ‘sad’ about election fallout

    The sister of Thailand’s king has said she is “saddened” that her bid to be the country’s next prime minister has created “a problem that shouldn’t happen in this day and age”.

    Princess Ubolratana was disqualified by the country’s Election Commission on Monday.

    Her unprecedented nomination broke with the tradition of the Thai royal family publicly staying out of politics.

    King Vajiralongkorn had called her bid “extremely inappropriate”.

    Posting on her private Instagram account, the princess wrote: “I am sad that the sincere intention to work for the country and us Thais has created a problem that shouldn’t happen in this day and age.”

    The photo she posted – of a scenic garden – also included the hashtag #HowComeItsTheWayItIs.

    Last week, Thailand’s election panel said it had excluded Princess Ubolratana because “every member of the royal family comes within the application of the same rule requiring the monarch to be above politics and to be politically neutral”.

    The stance echoed a palace statement, which said the “involvement of a high-ranking member of the royal family in politics… is considered extremely inappropriate”.

    The announcement that Princess Ubolratana would stand for election sent shockwaves through Thai politics last Friday.

    She was nominated by Thai Raksa Chart, a party allied to divisive former prime minister Thaksin Shinawatra. Thailand’s election commission is now weighing whether it should be disbanded.

    Party leader Preechaphol Pongpanit has said it did everything “sincerely, with good intentions”, but added: “Above us is His Majesty and the monarchy. We are ready to be investigated.”

    The upcoming March election will be the first vote since current Prime Minister Prayuth Chan-ocha took power in a 2014 military coup, overthrowing the democratic government.

  • Trade war: Trump ‘could extend’ deadline for deal with China

    US President Donald Trump has said he could extend the 1 March deadline to reach a trade deal with China if they are making good progress.

    Chinese and US officials will hold high-level talks this week aimed at halting their damaging trade war.

    US officials previously said 1 March was a hard deadline for achieving a deal to avert further tariffs.

    Both countries have imposed duties on billions of dollars worth of one another’s goods.

    Deputy-level talks began this week in Beijing. High-level discussions, led by US Treasury Secretary Steven Mnuchin and Chinese Vice Premier Liu He, are due to begin on Thursday as both sides rush to make progress before the 1 March deadline.

    “If we’re close to a deal where we think we can make a real deal and it’s going to get done, I could see myself letting that slide for a little while,” Mr Trump said referring to the March 1 deadline.

    “But generally speaking, I’m not inclined to do that.”

    The US has imposed tariffs on $250bn (£193bn) worth of Chinese goods, and China has retaliated by imposing duties on $110bn of US products.

    In December, both countries agreed to halt new tariffs for 90 days to allow for talks.

    The US has said it will increase tariff rates on $200bn worth of Chinese imports from 10% to 25% if the two sides don’t strike a deal by 1 March.

    Mr Trump has also threatened further tariffs on an additional $267bn worth of Chinese products.

    Washington is pressing Beijing to make changes to its economic policies, which it says unfairly favour domestic companies through subsidies and other support.

    It has also accused the government of supporting technology theft as part of its broader development strategy, while in China there is a sense that the US is using the trade war to contain the country’s rise.

    The Ghana Premier League clubs have written to the Normalisation Committee demanding apologies over falsehood thrown to the public for the cancellation of the Special Competition. 

    According to the Normalisation Committee, they cancelled the special competition following frustrations by Ghana Premier League clubs over their unwillingness to participate.

    On Wednesday, the committee revealed only two clubs agreed to engage in the proposed four month tournament.

    However, the clubs have vehemently denied the stance by the NC insisting they failed to be transparent with regards to the financial dealings with the club.

    The Premier League Clubs (PLCs)have received with shock news of the cancellation of the Special Competition by the Normalisation Committee (NC) of the Ghana Football Association.

    Our surprise is compounded by the several untruths communicated by the NC, aimed at hiding their own shortcomings with respect to the organization of this competition.

    For the avoidance of doubt, we wish to state categorically the following facts: 1. The original structure of the competition fashioned by the NC was not in the best interest of stakeholders, including clubs in the Division One League. It took the intervention of the Honourable Minster of Sports, Mr. Isaac Asiamah, for the NC to see reason and to accept the better alternative structure proposed by the PLCs.

    2. The PLCs have demonstrated their commitment to participating in this competition through the recall of their players to camp, and registration and submission of squad lists. The submission of squad lists undoubtedly evidenced our commitment to participating in the competition.

    3. The commitment of PLCs was further demonstrated by the agreement by their members, under very difficult circumstances, to move from their traditional grounds to neutral venues as directed by the NC.

    4. The NC sent fixtures without dates, and also unsigned regulations, to clubs participating in the competition for their signatures.

    5. Participating clubs learned with utter surprise the imposition of ticket prices without any consultation whatsoever with relevant stakeholders.

    6. Worst still, the NC, up till now, have failed to inform the National Sports Authority about the intended usage of the venues under their control for the competition, and so many of these venues are not ready for use.

    For the avoidance of doubt, we want to emphasize that the issue at stake is non-transparency on the part of the NC with respect to the budget for the competition, despite several official promptings. Attached are copies of letters the PLCs have sent to the NC in this respect.

    We also want to put on record the fact that all interactions between the clubs and the NC have been at the instance of the clubs while the NC resorted to unorthodox means of communicating through the press.

    The PLCs have never been against the NC or the “normalization” of football. On the contrary the PLCs have shared various ideas with the NC on topics such as player welfare, club licensing and capacity building by clubs.

    It is clear from the foregoing that the NC are only using the PLCs as an excuse for their obvious unpreparedness for the start of the competition.

    We hereby demand an unqualified apology from the NC for their description of PLCs as greedy and selfish.

    Meanwhile, we want to underscore, once again, the fact that we remain committed to participating in the competition, and are opened for further deliberations for the betterment of Ghana football.

  • Prosecution witness denies knowledge of missing letters

    Mr Alfred Arthur, a Scientist at the Cocoa Research Institute of Ghana (CRIG) says he was unaware that a committee found out that Oye Hellen Koranteng, a dispatch clerk dispatched a copy of the missing letter to Agricult.

    Answering question under cross-examination led by Mr Benson Nutsukpui, lawyer for Mr Seidu Agongo the witness was asked, whether he knew the committee set up by CRIG to investigate the missing letter also found out that a budget and an invoice for the sum of GH¢21, 482.00 was attached to the dispatched letter, but the witness answered in the negative.

    Dr Stephen Opuni, the former CEO of COCOBOD and Mr Seidu Agongo, the CEO of Agricult Ghana Limited are facing trial on 27 charges, including defrauding by false pretences, wilfully causing financial loss to the state, money laundering, corruption by a public officer and contravention of the Public Procurement Act.

    They have both pleaded not guilty to the charges and are on a GH¢300,000.00 each self-recognisance bail.

    Mr Nutsukpui asked the witness whether he knew what the committee did to his knowledge, the witness answered that the members of the committee came to the Soil Science Division of CRIG to look through the fertilizer files.

    “You may not know that the committee found out that a cheque for GH¢21, 482.00 was delivered to Cocoa Health and Extension Division (CHED) by Agricult Ghana Limited,” Mr Nutsukpui asked, but the witness could not confirm that assertion.

    He further inquired whether the witness knew that the committee found on the computers of the account section of CRIG copies of invoice number PRIN4062, which was the invoice attached to the missing letter but the scientist said he was unaware.

    Mr Nutsukpui suggested to the witness that the Evans Anim Committee found out that the budget and invoice existed on the files of CRIG but the witness said “my Lord l am not aware.”

    He added that all the documents were found in the custody of CRIG and attached to the report but the witness said he was not privy to that information.

    The Counsel said the disappearance of the letter under the reference number CRIG 39/14 Vol. 196448 was because, the heading on the letter at CRIG also described the product as Liquid Lithovit Fertilizer but the witness said he has not seen such letter.

    Mr Nutsukpui said the erasers at CRIG were meant to cover the descriptions of the product as Lithovit Liquid Fertilizer, the witness said he cannot confirm such information.

    The trial judge Justice Clemence Honyenugah, an Appeal Court Judge, sitting as an additional High Court Judge then adjourned the trial to Monday, February 18, for continuation.

  • Dwubeng makes Al Wasl debut

    Ghanaian teenager George Dwubeng made his Al Wasl debut in the Gulf League on Tuesday when they lost 2-1 at home to Bani Yas.

    Dwubeng who joined the Dubai-based club on the final day of the 2019 winter transfer window replaced Abdulrahman Ali in the 80th minute in the crunch encounter.

  • Telcos threaten court action over costly fibre cuts

    Mobile telecom operators have said they will take legal action against those who destroy their underground cables and disrupt communication services, leading to revenue losses and costly repair works.

    Road works and other forms of construction work by property developers, farming activities, utility providers often lead to the digging up and destruction of fibre cables buried underground.

    According to industry lobby the Telecoms Chamber, there were more than 2,200 fibre cuts across the country in 2018 costing the telecom operators more than US$3million to fix and several hours in downtime for subscribers.

    The figure, it said, shows there is an increase in the rate of the cuts, which means the telcos will have to spend more than double what they spent previously on fixing cuts. This also means subscribers are going to face more disruptions in their service.

    “Service loss to customers causes incalculable damage to industry reputation and revenue loss to the state, and the network providers suffer from downtime. New measures, specifically legal actions, are therefore required against recalcitrant individuals who damage telecoms cables and infrastructure going forward,” Ken Ashigbey, CEO of the Ghana Telecoms Chamber, told the B&FT.

    The cable cuts create network challenges such as call-drops, speech mutation, calls not going through, poor voice signals, and degraded user service quality and experience.

    Money loss

    According to the Chamber, in ensuring network improvement, service providers are faced with the challenge of replacing long spans of fibre to eliminate the damaged joints and this comes at huge costs and extended time in restoring network outages.

    Telcos spend on average GH¢17,000 cedis to repair every single cut on their network, costing the industry a monthly average of about GH¢3.4million.

    Apart from the immediate cost of repair, there are also additional maintenance costs due to relocation requirements, as well as customer compensation.

    Section 77 and 78 of the Electronic Communications Act 2008 (Act 775) criminalises fibre cuts, and the chamber argues that the time has come for an example to be made of some of those guilty of causing the fibre cuts.

    A number of people have been killed and injured in a stampede at a campaign rally for Nigerian President Muhammadu Buhari, local officials say.

    The incident happened at a stadium in the southern city of Port Harcourt when the crowd surged towards a gate after President Buhari’s speech.

    Nigeria holds an election on Saturday in which Mr Buhari is running for his second term.

    Most of the victims are reported to have fallen and been trampled as the crowd tried to force its way through a partially locked gate to follow Mr Buhari as he left the arena.

    Sulley Muntari has been training away from the rest of the Albecete squad to boost his fitness for his debut this weekend.

    The Ghana international has not played competitive football since 29 April 2018 when he featured for Deportivo La Coruna in their 4-2 defeat to Barcelona in the La Liga.

    He has been given a personal fitness coach to work on him so he can quickly join his new teammates.
