  • North Korea’s Kim Jong-un visits China’s Xi Jinping

North Korean leader Kim Jong-un is visiting China at the invitation of Chinese President Xi Jinping, North Korea’s state media has confirmed.

The news follows speculation earlier on Monday that Mr Kim was possibly on his way to China by train.

Mr Kim will be in the country 7-10 January with his wife Ri Sol-ju, North Korean news agency KCNA said.

It comes amid reports of negotiations for a second summit between Mr Kim and US President Donald Trump.

The two met last June in what was the first such meeting for a sitting US president.

Read: Jim Yong Kim steps down as President of World Bank

Mr Kim’s trip to China this week, on board his armoured train and accompanied by several other leading North Korean officials, will be his fourth visit to the country in less than a year.

China is a key diplomatic ally of North Korea and one of the country’s main sources of trade and aid.

Last year, Mr Kim visited the country three times, paying his respects to Mr Xi after not meeting him for more than six years following his rise to power.

The BBC’s Laura Bicker in Seoul says two of the trips, which took place ahead of the historic summits with the South Korean leader Moon Jae-in and Mr Trump, were seen by some as a chance to co-ordinate strategy.

The latest three-day visit, our correspondent says, is likely to fuel speculation that a second US-North Korean summit will take place soon.

Earlier this week, Mr Trump said a location for another meeting between the two would be announced in the not-too-distant-future.

Mr Trump told reporters in Washington DC that “a good dialogue” was taking place with North Korea, but that sanctions on Pyongyang would remain in place.

  • Carlos Ghosn makes his first court appearance since arrest

Former Nissan chairman Carlos Ghosn has made his first appearance in court in Japan since his arrest last year.

He was detained on allegations of financial misconduct in November, and re-arrested in December on a further claim of understating his pay.

In a statement released before the hearing, Mr Ghosn said he has been “wrongly accused and unfairly detained”.

His lengthy detention has drawn some criticism outside Japan.

Mr Ghosn has been accused of “significant acts of misconduct”, including under-reporting his pay package and personal use of company assets.

His defence team say the accusations against him are invalid because they do not relate to his salary, but to future payments that he was expected to receive after retirement.

Mr Ghosn is expected to tell the Japanese court he never received any compensation from Nissan that was not disclosed.

“I have been wrongly accused and unfairly detained based on meritless and unsubstantiated accusations,” Mr Ghosn’s prepared statement read.

He was met by a crowd of journalists and television crew, as more than 1,000 people lined up to secure one of 14 seats inside the courtroom, which were assigned by lottery.

  • Uber shootings: Driver pleads guilty to six murders

An Uber driver accused of killing six people at random in a shooting spree in the US state of Michigan in 2016 has pleaded guilty to murder, attempted murder and firearms offences.

Four people were killed at a restaurant and two at a car dealership in the shootings in the city of Kalamazoo.

Jason Dalton, 48, had initially blamed the app for controlling his “mind and body”.

But he changed his plea shortly before his trial was due to begin.

No deal was offered to Mr Dalton for the guilty plea, prosecutors said.

His charges consist of six counts of murder, two counts of attempted murder and eight charges relating to firearms offences. He now faces a mandatory life sentence without parole.

Mr Dalton, who submitted his plea while jury selection was taking place, did so despite the objections of his attorney.

He told the judge at the Kalamazoo County court that he had made the decision of his own free will, adding that he had “wanted this for quite a while”.

Mr Dalton had earlier reportedly told police that he was made a “puppet” by the Uber application, which directed him to shoot people at random over a five-hour period in February 2016.

Although none of the victims were Uber customers, police said Mr Dalton continued to pick up passengers during the shooting spree in Kalamazoo, a small city about 150 miles (241km) west of Detroit.

The shootings took place on a Saturday evening at three locations outside a Cracker Barrel restaurant, a Kia car dealership and an apartment block.

    • The first shooting took place outside a Kalamazoo residential building at about 17:30 local time (22:30 GMT). A woman was shot multiple times reportedly in front of her children and was taken to hospital in a serious condition
    • At about 22:00 local time, a father and son were shot and killed and a third person was wounded at the car dealership
    • At about 22:15, the third shooting took place in the car park of the Cracker Barrel restaurant. Mary Lou Nye, 62, of Baroda, Michigan, was killed along with Dorothy Brown, 74; Barbara Hawthorne, 68, and Mary Jo Nye, 60, all of Battle Creek, Michigan. A girl, 14, was gravely wounded

Following his arrest that evening, Uber confirmed that Mr Dalton was a driver registered with the app-based cab-hailing company, issuing a statement saying that it was “horrified and heartbroken” at the violence.

Mr Dalton had undergone background checks but passed because he had no criminal record, Uber said.

  • Kwesi Appiah wants Wimbledon to avoid relegation

Ghana striker Kwesi Appiah says he is aiming at building on his fine performance in the FA Cup last weekend against Fleetwood Town to help AFC Wimbledon avoid relegation in the League One.

The 28-year-old scored a last-gasp winner to send the Dons to the fourth round for the first time in the club’s history. However, it is a contrasting story in the league as they languish at the bottom of the log with 22 points and five points below safety after 26 games.

“To avoid relegation at this stage has been our target. We want to build on our success and achieve what is ahead of us,” Appiah told Goal.

“As a striker, I also want to get a high scoring tally at the end of the season to help us achieve that overall target we are aiming at and I believe it is possible,” he added.

Appiah has grabbed five goals in all competitions this season and will be leading the Wimbledon attack that will visit eighth-placed Coventry City next weekend.

  • Crystal Palace coach fires back at Jordan Ayew’s critics

Crystal Palace manager Roy Hodgson says criticisms of Jordan Ayew will not help the striker regain confidence as he seeks to recapture his glory days.

On loan from Swansea City, life at Selhurst Park has not been easy for the Ghana international who endured the first half of the campaign without scoring for the club.

He joined The Eagles in the summer and netted his first goal against Wolverhampton Wanderers on January 2 before registering a second against Grimsby Town three days later.

Read: Jordan Ayew’s header sends Palace into FA Cup fourth round

“They read a lot, don’t they, the players,” Hodgson said of the criticism, as reported by Football London.

“They follow social media, so anyone out there who thinks I will enjoy myself today by criticising this person, they read it and take it to heart. It is an interesting world we live in.

“He [Ayew] has worked unbelievably hard and he has done a good job for us in games, there is no question of that.

“But unfortunately to get universal recognition for your efforts, you need to do something concrete, which as a forward is scoring goals, or assisting goals.

“In that area, he has not been able to do it, so it was great the other night for him to get a goal to show for it, because not only did he play well and work incredibly well for the team, he actually got a goal as well, so it was a perfect evening.”

Ayew has made 16 appearances in all competitions so far for Palace.

“He [Ayew] is a very serious professional and is very serious about his football and he really wants to do well,” Hodgson continued.

Read: Ghanaians abroad: Kwesi Appiah’s winner, Jordan’s good week puts gloss on slow weekend

“We, as the coaching staff, have tried to encourage him as much as possible, and we try to shield him from outside criticism, and make it clear that we know he is working hard and doing the right things, and doing a job for the team.

“But for him, he wants pats on the back from everyone and it will only come when the goals come, or the assists come, that is a fact of life.

“It doesn’t matter how much you try as a coach to encourage and protect them and be positive towards them, the simple fact of life is that until they can see the tangible rewards for their efforts and the recognition for it, they are just words.”

Ayew will hope to add to his goal tally when The Eagles play Watford in the Premier League on Saturday.

  • Guinea to host 2025 Africa Cup of Nations

Guinea will host the 2025 Africa Cup of Nations instead of the 2023 edition, according to the Confederation of African Football (Caf) president Ahmad.

Speaking on a visit to Guinea on Sunday when he was joined by Fifa president Gianni Infantino, Ahmad said Guinea’s President Alpha Condé had agreed to a delay in hosting the tournament.

Ahmad told reporters it is a similar situation to Cameroon, who will stage the 2021 finals after being stripped of hosting the 2019 Nations Cup in November.

The Guinea Football Federation (Feguifoot) statement comes just a few days after its president Antonio Souare told BBC Sport they had not been “notified, neither by a letter or a decree” about the proposed delay in hosting.

In 2014, Caf awarded Nations Cup hosting rights to Cameroon (2019), Ivory Coast (2021) and Guinea (2023).

After the reported changes to the schedule, Ivory Coast – which is now set to host in 2023 – lodged an appeal with the Court of Arbitration for Sport against the Caf decision to hand the 2021 tournament to Cameroon.

On 9 January, Caf is set to announce who will host this year’s finals – with both Egypt and South Africa having made bids to replace Cameroon.

Speaking to BBC Sport before Sunday’s visit by Ahmad, Souare also questioned whether African countries will be able to single-handedly host the expanded Nations Cup, which moved from 16 teams to 24 in 2017, in future.

“To go from four to six stadiums, all of a sudden, for one country do we maybe have to do co-hosting?” he added.

“I’m saying this as an African football leader and administrator, after thinking about it. And I’m still thinking about it.

“It’s not just the six stadiums, we have to build hotels – 2-3 star hotels to lodge the public that come, but for the teams you need 4-5 star hotels.

Read: GFA officials allegedly breach FIFA Code of Ethics

“Then you also have the hospitals, telecommunications, roads, airlines. It’s all this. There are many things.

“Would co-hosting, like we have have seen between Gabon and Equatorial Guinea, be a possible fallback solution?”

The Nations Cup has been co-hosted twice before, by Gabon and Equatorial Guinea in 2012 and by Ghana and Nigeria in 2000.

  • Encroachers disrupt Accra-Tema rail service

The planned reintroduction of passenger rail services between Accra and Tema and Accra and Nsawam today, January 8, 2019, has been put on hold.

This is because of the persistent activities of encroachers and illegal occupants within the railway reservation.

    Activities of hawkers

The trespassers took advantage of the Christmas and New Year break and returned to the railway reservation (buffer zone), after they had been cleared off the rail lines about five times.

Read: Railway commuters on Tema-Accra route to enjoy temporary free ride from January 8

Some of the areas where people are living and trading very close to the railway line and level crossings are Circle, Avenor, the Graphic Road, Achimota, the Nyaho Clinic area and Dzorwulu.

    Two weeks ultimatum

Briefing the Daily Graphic after a tour of the tracks, the Minister of Railway Development, Mr Joe Ghartey, said officials of the Ghana Railway

Company Limited (GRCL) had agreed to postpone the reintroduction of the service by two weeks to allow them to take steps to secure the railway track, the right of way and the railway reservation.

Read: Accra-Tema railway service to resume next week – Minister

He said last Friday he was accompanied by the Minister of Information, Mr Kojo Oppong Nkrumah; the Managing Director of the GRCL, John

Essel, and other officials on a test ride which revealed the obvious return of human activity to the railway line in earnest in the past few weeks.

“We realised that the encroachers were back, almost back onto the line, from Achimota to Tesano, Avenor, the Graphic Road, among other places,” he said, adding that human activities on the tracks were threatening the stability of the lines.

Mr Ghartey explained that when there was human movement on the tracks, “it destabilises the balance and makes the train unstable”.

    Safety and security

While commending the GRCL for the work done so far and other steps, such as providing insurance for passengers, the minister urged the company to use the two weeks to ensure the safety and security of passengers.

Mr Ghartey charged the GRCL to liaise with the Ghana Railways Development Authority and report to the ministry within 10 days on the progress made.

The minister requested, among others, that railway stations and the service should be made disability friendly and that the Ghana National

Fire Service (GNFS) should be contacted to undertake a fire audit of the proposed operation and advise accordingly.

Read: Railway Development Ministry pays courtesy call on chiefs of Kasena-Nankana

He hinted that the ministry was considering the possibility of fencing certain critical areas to keep encroachers away from the railway line.

Mr Ghartey said in certain jurisdictions, such as India and China, they had resorted to building walls and fencing along the railway lines to prevent encroachment.

He lamented the fact that some of the encroachers had resorted to building concrete structures at the rail reservation areas, with the hope that if they were being evicted they would be compensated.

“I want to make it clear that no compensation will be given to anyone, and for that matter those contemplating doing that should desist from it,” Mr Ghartey explained.

The minister said the huge number of people around the railway line caused the train to reduce its normal speed of 80 kilometres per hour to 20 kilometres per hour.

    Oversight

In a related development, Mr Ghartey has said as part of its oversight responsibility, the ministry will contact the Paa Grant University of Mines and Technology, subject to approval from the Public Procurement Authority (PPA), to undertake a safety audit of all railway operations being undertaken and provide recommendations which will form the basis of a comprehensive railway sector safety policy.

  • Unprepared double-track students fearful ahead of end-of-semester exams

Senior High School (SHS) students on the double track system are currently complaining about the limited time they had to cover the syllabus ahead of their end-of-semester examinations.

Some students on the Green Track have expressed pessimism about their chances of passing their upcoming exams.

Accra-based Citi FM reports that some of the students complained about inadequate contact hours, coupled with the huge workload from their syllabus have made them ill-prepared to sit for the examination.

“I am somehow afraid because the teaching and learning days are inadequate. The teachers also go strictly to the syllabus where a topic can take two weeks for it to be fully treated. So, we are not able to cover anything,” one student is quoted as saying.

“We are not prepared. The topics are very broad to be completed in this short time. The teachers keep skipping the topics because of time,” another added. Last year, government announced that the double track system will be deployed, starting with the academic year in September.

The double track system, government said, was being deployed as a means of addressing challenges with the implementation of the free SHS policy.

This particular system of education divides the entire student body and staff into two different tracks; so while one track is in school, the other is on vacation.

The government further announced that some 400 out of the 696 public SHSs have been selected to operate the system.

But former President John Dramani Mahama has been one of the stern critics of the double track system, insisting he will abolish it should he be voted president in 2020.

“I will also work hard to abolish the double track system in the shortest possible time. We will do this by investing massively in the expansion of school infrastructure such as additional classroom blocks and dormitories and the completion of 200 Day schools popularly known as E-blocks that we started to enable our children attend school at the same time and have adequate contact hours with their teachers,” Mahama said.

Though T-Tekpor Gas Filling Station is the third company to operate the facility, we haven’t recorded any incident of explosion all these years,” an angry customer stated.

The supervisor at the facility, Ebenezer Benifo Dacosta, took the reporter around the facility to see the level of safety measures that had been placed to deal with any eventualities.

The facility, among other vital safety gadgets, has two water hydrants, smoke detectors, fire extinguishers, ball type extinguishers that could explode and quench fire in case of electric spark and emergency fire switches.

Read: Shell reduces fuel prices at service stations

Although the facility shares a wall with the football field of both schools, the administration blocks and the classrooms are about 300 metres away from the gas refilling station.

The staff of the facility had also been trained to prevent and fight fire.

When contacted, the Chief Executive Officer (CEO) of NPA, Hassan Tampuli, said the Authority only acted on the recommendations of the Multi Stakeholders’ Committee which was put together to look into the petition submitted to the Energy Ministry.

He added: “As a regulator, our interest is not to collapse businesses but to ensure that the right things are done.”

A member of the Multi Stakeholders’ Committee (MSC), who spoke to this reporter on condition of anonymity, admitted that the owner had invested so much in putting safety measures in place at the station.

However, William Hayfron-Acquah, who is the Chief Programme Officer at the Environmental Protection Agency (EPA), said the Committee recommended the closure of the facility due to huge population of the two schools.

“Yes, the man has constructed two water hydrants with adequate water and you know water alone cannot be used in fighting fire. The man has invested a lot of money and also fortified the place but, you know, gas can go as far as 250 metres. Again, the station shares boundary with the schools and so if something happens in the night, you can imagine…only God knows the number of casualties that will occur. So, we looked at the safety of the school children and after weighing the facts, we came to the conclusion that the gas filling station shouldn’t be there. We have to prevent what happened at the Trade Fair and Atomic Junction,” he explained.

When asked whether the Committee recommended that the NPA should compensate the owner, since he was going to lose his business, Mr Hayfron responded in the negative.

He, however, advised T-Tekpor Gas Filling Station to contact the Ministry of Energy and seek for compensation, since he is going to be out of business, after the closure of his source of livelihood.

  • Over 5,000 displaced in violence between Kokombas and Chokosis

More than 5,000 people have so far been displaced following the outbreak of communal violence between the Kokomba and the Chokosi ethnic groups in the Chereponi and the Saboba districts in the Northern Region.

The displaced people, including women and children, are from communities that were completely burnt down during the violent clashes that erupted between the two ethnic groups on Monday, December 31, 2018.

Read: More soldiers to be deployed to Chereponi after Anufuls, Konkombas clash

Some of the affected communities are Naduni, Kulpeni, Atwema, Soduku, Konari, Asere, Konichiku, Damban, Nacham, Nabung, Yetile, Nabum and Gbung.

Many people also sustained severe gunshots and machete wounds in the communal violence that erupted over a piece of land.

    NADMO

The Deputy Coordinator of the National Disaster Management Organisation (NADMO) in the Chereponi District, Mr Sulemana Amadu, who made this known to the Daily Graphic in Tamale, said NADMO had begun the registration of the affected people in the various camps set up in the conflict zone, while others had also fled to seek shelter in neighbouring Togo.

Read: Resource NADMO now Agalga to Akufo-Addo

He said although calm had returned to the troubled areas in the Chereponi and the Saboba districts following the deployment of more military and police personnel to the affected communities, tension was still high.

    More security

As part of efforts to contain violence in the conflict areas, more security personnel have been deployed to the two districts to maintain law and order.

The Public Relations Officer (PRO) of the Northern Regional Police Command, Deputy Superintendent of Police (DSP) Mr Mohammed Yusif Tanko, told the Daily Graphic that more police and military personnel were on Saturday flown in a helicopter from Tamale to the affected towns to beef up security there.

Read: N/R: Police intensify security after clash between Anufuls and Konkombas

He said so far calm had returned to Chereponi and Saboba, providing the necessary environment for social services such as health care to be restored.

    Arrest/death toll

He said the security personnel had also intensified patrols in all the affected communities.

“We have been able to cover all the affected communities and the situation has been brought under control. So far three persons who had arms and ammunition have been arrested in connection with the communal violence,” he said.

On the casualties, DSP Tanko said two deaths had been recorded so far, but some community leaders put the death toll at eight, as they claimed they had to bury the bodies immediately they were discovered and, therefore, did not report the deaths to the police.

Following the deployment of more security personnel to the area, some government workers, including nurses, are said to be returning to work.

    Residents defy curfew

Meanwhile, the Minister of the Interior, on January 4, 2019, on the advice of the Northern Regional Security Council (REGSEC), imposed a 4 p.m to 7 a.m curfew on Chereponi and Saboba and their environs as part of measures to restore calm.

However, some residents defied the curfew and attacked some communities last Friday, torching several houses and properties.

    Background

The Kokomba-Chokosi clash in Naduni arose in May 2018 over a piece of land the Kokombas believed was theirs.

The dispute was settled by a traditional authority, with the paramount chief of the area declaring the Chokosis as the rightful owners of the land.

However, the Kokombas rejected the ruling of the traditional authority and that of the paramount chief.

  • Egypt opens Middle East’s biggest cathedral

President Abdul Fattah al-Sisi has inaugurated Egypt’s largest cathedral in the new administrative capital east of Cairo, a day after a deadly bomb blast near a Coptic church.

The newly built Cathedral of Nativity had its first Mass under heavy security on Sunday, the eve of Coptic Christmas.

On Saturday, a policeman died trying to defuse an explosive device hidden on a roof in Nasr City outside Cairo.

Copts make up about 10% of Egypt’s Muslim-majority population.

Many say the state discriminates against them and does not offer them enough protection.

Mr Sisi, who declares himself a defender of Christians against extremists, told worshippers the simultaneous opening of the cathedral and the major Al-Fattah Al-Aleem mosque carried a message of unity.

“We are one and we will remain one,” Mr Sisi said as he opened the cathedral, referring to Egyptian Christians and Muslims.

  • US-China officials begin trade war talks in Beijing

US and Chinese officials have been holding a first day of talks in Beijing aimed at resolving their damaging trade dispute.

Last year, both countries imposed billions of dollars’ worth of tariffs on each other’s goods.

The two-day talks mark the first formal meeting since they agreed to refrain from any further tariffs for 90 days.

The meeting comes amid rising concern about the impact of trade tensions on the global economy.

The US delegation is led by Deputy US Trade Representative Jeffrey Gerrish.

Read: US budget shutdown: I won’t compromise on wall – Trump

So far, neither side has given any indication of how the talks are going.

However, a Chinese foreign ministry spokesman told reporters that his country had “the good faith, on the basis of mutual respect and equality, to resolve the bilateral trade frictions”.

While the temporary truce has provided some relief, there is scepticism over the possibility of a breakthrough at the meeting in Beijing.

“There are concerns about how far apart the two sides still are,” Julian Evans-Pritchard, economist at Capital Economics said.

“The main sticking point is going to be on industrial policy and intellectual property rights.”

    What’s on the agenda?

Officials from China and the US were expected to cover a range of thorny issues.

The White House said in December the two sides would negotiate “structural changes with respect to forced technology transfer, intellectual property protection, non-tariff barriers, cyber intrusions and cyber theft”.

The US says China’s “unfair” trade practices have contributed to a big trade deficit and accuses China of intellectual property theft.

Like other countries in the West, it is also concerned about the risks that Chinese companies may pose to national security.

Many increasingly see the trade war as a battle for global leadership between the world’s two largest economies.

The stakes are high. Failure to achieve a deal could see both countries resume taxing one another’s goods.

US President Donald Trump said last year that tariffs on another $267bn (£209bn) of Chinese goods were “ready to go”.

What has happened in the trade war?

The US has hit $250bn of Chinese goods with tariffs since last July, covering a wide range of consumer and industrial items.

China has accused the US of starting “the largest trade war in economic history” and has retaliated by imposing duties on $110bn of US products.

The trade war has unnerved financial markets, risks raising costs for American companies and is adding pressure to a Chinese economy which is already showing signs of strain.

Ahead of the meeting in Beijing, President Trump said that weakness could help negotiations.

“I think China wants to get it resolved. Their economy’s not doing well,” he told reporters on Sunday.

“I think that gives them a great incentive to negotiate.”

  • US budget shutdown: I won’t compromise on wall – Trump

President Donald Trump has refused to compromise on his demand for a wall to be built on the Mexican border, the cause of a partial government shutdown.

He said he did not think he would have to reduce the $5.6bn (£4.4bn) in funds he was demanding and repeated a threat to declare a national emergency.

His new chief of staff Mick Mulvaney said earlier he expected the shutdown to “drag on a lot longer”.

Democrats refuse to back the funding, calling the wall “immoral”.

Talks to end the partial shutdown will resume later on Sunday, with the stalemate now in its third week, affecting some 800,000 federal workers.

The wall was one of Mr Trump’s key campaign pledges and he had said Mexico would pay for it, something Mexico has never agreed to.

Read: US shutdown: Trump digs in as he meets congressional leaders

    What has Mr Trump said?

He was speaking as he left the White House for Camp David, where he will discuss policy issues with aides.

“We have to build the wall,” he said. “It’s about safety, it’s about security for our country… We have no choice… it’s a very important battle to win.”

Mr Trump said he thought the Democrats “want a deal”, adding: “The shutdown could end tomorrow or go on a long time. It really depends on the Democrats.”

But he also repeated an earlier threat to declare a national emergency “depending on what happens in the next few days”.

US law allows him to direct military construction projects under those circumstances but the money would have to come from defence department funds and there would inevitably be legal challenges by the Democrats that would drag out the matter.

Mr Trump also repeated the idea of building the wall out of “steel instead of concrete”, presumably in the hope that Democrats could then claim it was not a wall.

The idea has not gained traction with the Democrats so far.

Mr Mulvaney told NBC’s Meet the Press on Sunday that he thought the controversy was “going to drag on a lot longer. I think that’s… by intention”. He did not elaborate.

The talks between the Democrats and Republicans on the shutdown will resume on Sunday afternoon.

    Is there any way out?

Both sides believe their core support backs their stance, so leeway is limited.

A Reuters/Ipsos opinion poll suggested 50% blamed the president for the shutdown, while 32% saw the Democratic Party as culpable.

One idea that has been floated, reportedly by Trump adviser Jared Kushner at the meeting on Saturday, was to give the Democrats new measures on young immigrants called “Dreamers”, in exchange for the wall funding.

Read: Syria conflict: Bolton says US withdrawal is conditional

Dreamers are immigrants who illegally entered the US as children. Democrats want to ensure that they are shielded from deportation but have refused to link the issue with a deal on wall funding.

Some conservatives are also reportedly alarmed at any offer on the Dreamers.

Ms Pelosi said after the failed talks on Saturday her party would introduce piecemeal bills aimed at reopening certain government agencies, starting with the Internal Revenue Service and the Treasury Department.

“This action is necessary so that the American people can receive their tax refunds on schedule,” she said.

The bills may amount to little more than extra pressure on the president.

    How did we get here?

Partial shutdowns occur when Congress cannot agree a budget by a certain deadline or the president refuses to sign it.

That happened on 22 December and a quarter of the government has been closed since, leaving some 800,000 workers either furloughed – a kind of temporary leave of absence – or working without pay.

The Senate had actually reached bipartisan agreement on a budget but Mr Trump then refused to back it, demanding the funding for the wall.

The House then passed a bill including funding for the wall, when the Republicans still had a majority there, but they could not get the necessary 60 votes in the 100-seat Senate.

When the Democrats took control of the new Congress this week, they passed spending bills to reopen the government. The leader of the Republican-controlled Senate, Mitch McConnell, immediately called the move “a time-wasting act of political posturing”.

In Friday’s news conference, Mr Trump told reporters he might consider asking his cabinet to decline a $10,000 pay rise that is due to take effect because a pay freeze has expired as an inadvertent result of the shutdown.

What is the shutdown and how is it affecting people?

Unpaid workers are clearly feeling the pinch.

Transport Security Administration employee Brian Turner told the BBC he might have to look for another job if the shutdown continued.

“We have a five-month-old son so we have about a month left before we’re going to have to start having those difficult conversations about what to do next,” he said.

Many workers, but by no means all, are likely to get back pay when the shutdown is resolved.

Food and Drug Administration commissioner Scott Gottlieb said on Saturday his agency had only a month’s funding left for some of its activities.

    The shutdown means:

About 25% of the US federal government has no funding

Nine departments have been affected, including Homeland Security, Justice, Housing, Agriculture, Commerce, Interior, and the Treasury

Native American tribes who receive substantial federal funding are struggling
National Parks have become hazardous without staff

  • Wayne Rooney arrested and fined in US for public intoxication and swearing

Wayne Rooney was arrested and fined in the United States last month for public intoxication and swearing.

The former England and Manchester United captain, who now plays for Major League Soccer’s DC United, was arrested on 16 December in Virginia.

A spokesman for Loudoun County Sheriff’s Office confirmed Rooney was taken into custody “on a charge of public intoxication stemming from an arrest by the Metropolitan Washington Airports Authority Police”.

The spokesman added: “He was later released on a personal recognizance bond.”

According to reports, Rooney was arrested at Dulles International Airport, which is located in the northern Virginia suburbs of Washington, after a returning from a trip to Saudi Arabia where he attended the opening race of the Formula E season near Riyadh.

Court documents from Loudoun General District Court show that Rooney, 33, paid a $25 fine and $91 costs on 4 January.

He was a charged with a ‘Class 4’ misdemeanour, which carries a maximum fine of $250.

Rooney was banned from driving for two years in September 2017 after he was found to be almost three times over the legal limit when he was stopped by police in Cheshire.

  • Syria conflict: Bolton says US withdrawal is conditional

The withdrawal of US troops from Syria depends on certain conditions, US National Security Adviser John Bolton says, in a further indication that the process is being slowed down.

On a trip to Israel and Turkey, he said he would seek Turkish assurances that Kurds in northern Syria would be safe.

The US also wants to ensure that the remnants of the Islamic State (IS) group are defeated, he added.

President Donald Trump has faced strong criticism over the planned US pullout.

When he first announced the move in the middle of December, he said: “They’re all coming back and they’re coming back now.”

After the president made his announcement on 19 December, US officials said American forces had been given 30 days to leave Syria.

In his announcement, Mr Trump had also declared that IS had been “defeated”.

However, speaking on Sunday before leaving for his Camp David retreat, he told reporters: “We’re going to be removing our troops. I never said we were doing it that quickly.

“We’re pulling out of Syria… and we won’t be finally pulled out until Isis [IS] is gone.”

Last month’s announcement shocked allies and US defence officials alike, with Defence Secretary Jim Mattis and senior aide Brett McGurk resigning soon after. Meanwhile, America’s Kurdish allies in north-east Syria were left feeling exposed as Turkey, which regards them as terrorists, appeared poised to move against them.

But Mr Trump seemed to row back last week when he said troops were being pulled out “slowly” and that they would be fighting remaining IS militants at the same time.

  • Gabon coup: Government says ‘situation under control’

A spokesperson for the government of Gabon has said the political situation in the country is “under control”, following an attempted coup.

Guy-Bertrand Mapangou told the BBC that four of the rebels had been arrested by the authorities. A fifth is on the run.

Junior officers claimed they seized power “to restore democracy” in oil-rich Gabon, where the ailing leader’s family has ruled for 50 years.

Tanks and armed vehicles could be seen in the capital Libreville.

The soldiers took control of the national radio station at 04:30 local time (03:30 GMT) to read a short statement announcing a “National Restoration Council”.

Current leader Ali Bongo succeeded his father Omar Bongo as president in 2009. He narrowly won re-election in 2016 in a poll marred by violence and accusations of fraud.

The BBC’s Firmain Eric Mbadinga said the coup attempt came as a huge surprise. The army has always been seen as loyal to the Bongo family, he said, because it is dominated by the presidential guard, who mostly come from Mr Bongo’s home region.

Five things to know about Gabon

Compared to most west African countries, Gabon has seen much less political turmoil, and has had just 3 presidents since 1960

Former ruler Omar Bongo dominated Gabonese politics for almost four decades, crushing dissent

It is a major oil producer but one third of its people live in poverty

It has a population of 1.8 million people, with an average life expectancy of 62 years. The youth unemployment rate is around 35%

The country’s national symbol is the black panther

    ‘Pitiful sight’

The president’s term in office has been overshadowed by a long-running French investigation into allegations of embezzlement involving the Bongo family’s assets.

Mr Bongo, who has been out of the country for two months, reportedly suffered a stroke in October and received treatment in Morocco.

He sought to put an end to the rumours about his health with a televised new year message in which he said he was feeling fine.

Soldiers said they had been disappointed by the message, calling it “a pitiful sight” and a “relentless attempt to cling onto power.”

In a video circulating on social media, three young soldiers can be seen in a radio studio wearing military fatigues and holding guns.

“It [the new year message] reinforced doubts about his ability to assume the responsibilities of his role as President of the Republic”, said Lt Kelly Ondo Obiang, the leader of the so-called Patriotic Movement of the Defence and Security Forces of Gabon.

He specifically appealed to young people to “take charge of their destiny”.

The insurgents called on soldiers to take control of the transport system, ammunition reserves and airports “in the interests of the nation”.

  • Nigeria soldiers raid paper ‘over Boko Haram article’

Nigerian soldiers have raided the main office of the private Daily Trust newspaper and confiscated computers.

It follows the arrest of some staff at the newspaper’s office in the north-eastern city of Maiduguri, the epicentre of the Boko Haram insurgency.

The Daily Trust says it may be connected with its lead story on Sunday about the military preparing an operation to recapture territory.

The army denies it recently lost control of some towns to militants.

The military has not given a reason for its actions against the Daily Trust.

Read: UN concerned about Boko Haram attacks

The insurgents, who have caused havoc in north-eastern Nigeria since 2009, are fighting to overthrow the government and create an Islamic state.

    ‘Sensitive to criticism’

According to the Daily Trust, a well respected daily paper and news site, the soldiers forced open the gates of its head office in the capital, Abuja, and drove in with three vans loaded with armed soldiers.

Witnesses told the BBC the soldiers then ordered staff to hand over all computers and laptops and had taken over control of the Abuja office.

Earlier in the day, security agents stormed the Daily Trust office in Maiduguri, arresting regional editor Uthman Abubakar and reporter Ibrahim Sawab.

Last week, witnesses told the BBC that militants linked to the Islamic State (IS) group had hoisted their flag in Baga, causing hundreds of people to flee the fishing town.

    baga map

The militants from Islamic State’s West Africa Province (Iswap), a Boko Haram offshoot, seized weapons from a military base, and torched a naval base on the shores of Lake Chad, they said.

In the Daily Trust’s article it said that an offensive was being planned to retake control of Baga and the towns of Doron-Baga, Kross Kawwa, Bunduran, Kekeno and Kukawa that had also recently been captured by Iswap.

    Read: Gabon military ‘seizes power’

Correspondents say the military is sensitive to criticism and often refuses to admit to failures in its battle to defeat the insurgents.

In November it took nearly a week for the army to acknowledge that its base in Metele had been overrun by militants.

There has been an escalation of attacks by the militants in the run-up to elections next month.

President Muhammdu Buhari, who is seeking a second term, took office in 2015 with a promise to defeat the militants.

While the army has retaken most of the territory the militants once controlled, they remain capable of carrying out deadly attacks.

  • Evalue Gwira NDC Chairman ‘stops’ Goosie Tanoh campaign team from meeting voters

Reliable information available indicates that the Constituency Chairman of opposition National Democratic Congress (NDC) in the Evalue-Ajomoro Gwira Constituency in the Western Region, Emmanuel Ennor Kofi on Sunday sabotaged a meeting between the Campaign Team of flag bearer aspirant, Goosie Tanoh and branch executives in the constituency.

According to sources, the Constituency Campaign Team of Goosie Tanoh had arranged a meeting with delegates at Axim Community Center to sell the hope message of Mr Tanoh to the voters but surprisingly the Constituency Chairman, Emmanuel Kofi stopped the meeting.

The Chairman was said to have personally called all the delegates on phone to warn them not to attend the arranged meeting with #teamGoosie in the Western Region.

This is after the campaign team of Goosie Tanoh had written to the leadership of the party in the Constituency informing them of their intention to embark on the door-to-door and branch to branch campaign in the constituency.

When contacted the Constituency Chairman blatantly refused to comment but took to various media houses within the Region to justify his action to physically prevent a campaign team of an aspirant from meeting delegates.

According to him, his actions were taken to please John Mahama who is currently on a campaign tour to the Western Region.

This is not the first time a loyal supporter of Mr Mahama had attempted to intimidate and stop the campaign team of Goosie Tanoh from meeting delegates.

Speaking to the incident, the Western Regional Campaign Team Coordinator of Goosie Tanoh, Joel Ndede popularly known as Hon. Arise expressed his disappointment in the Chairman and described as an undemocratic.

He accused the Chairman of favouring Mr John Mahama in the area.

Mr Ndede said the Constituency Chairman asked the Campaign Team of Goosie Tanoh to officially write a letter to them and according to him, they complied and even directed them to copy the Constituency Secretary.

According to him, after the organizers of the Team have informed the branch executives, to their surprise, the Constituency Chairman called all the branch executives and warned them not to attend the meeting.

The meeting was expected to be held at 1 pm after church service but a visit to the venue shown empty seats as at 2 pm and beyond.

“They didn’t come because the Chairman has threatened them not to come, Mr Reporter this is purely undemocratic and I can say on authority that this is coming from John Mahama Campaign Team because the Chairman knows that Mr Goosie Tanoh message is being bought by the delegates so they are afraid of our presence”, he lamented.

He added, “We are giving the Campaign Team of John Mahama 24 hours to issue a statement to condemn what the Evalue-Ajomoro Gwira NDC Chairman and prove to the world that they are not behind this undemocratic act”.

In November 2018, supporters of John Mahama and Goosie Tanoh clashed at Ashaiman over campaign posters.

The said “fight” also occurred just before a planned visit by Mahama to Ashaiman constituency as it has allegedly occurred again in the Evalue Gwira constituency ahead of a planned campaign by Mr Mahama.

Information picked up indicate that many constituency and regional executives are resorting to these unconstitutional tactics because they have been promised that if they help elect the former president as the flagbearer and he is successfully elected as President of Ghana, Regional/Constituency chairman will be rewarded with Regional Minister/DCE positions, Secretaries with NHIA Director positions while organisers will be rewarded with NADMO Director positions.

This promise has supposedly has been made to all regional and constituency Chairmen, Secretaries and Organizers. Being the most significant stumbling block to the emergence of the former president as a flagbearer, these executives who have bought into the promise have targeted specifically the Goosie Tanoh campaign team.

    GOOSIE TANOH COMPLAIN OF INTIMIDATION

After he submitted his nomination forms to the party headquarters in December last year, Goosie Tanoh complained of intimidation against his members of his campaign team, especially at the regional and constituency level of the party.

He explained that his team had encountered several unfortunate incidents in the course of their campaign across the country.

He lamented that some of his supporters had been receiving telephone calls from some top officials of the party threatening them to stop campaigning for Goosie Tanoh, a founding member of the NDC.

“We are cataloguing all this intimidation by various levels of the party and so at the appropriate time, we will release them so that everybody has an idea” he added.

  • J.A Kufuor Cup: Bizarre end mars Kotoko vs Ashantigold clash

The J.A Kufuor Cup between regional rivals Asante Kotoko and Ashantigold ended under shocking circumstances on Sunday leaving fans livid after both teams had settled for 1-1 draw – with no winner declared.

Thousands of fans who watched the game at the Baba Yara stadium were left shell-shocked after being denied a penalty-shootout call to determine the winner of the epic game.

Organizers have come under fire in Kumasi after deciding against penalty shoot-out in favour of a ‘strange and unpopular’ second-leg call amid jeers following the announcement at the stadium.

Speedster Emmanuel Gyamfi opened the scoring for Kotoko against the run of play before Richard Djodi pulled parity for the miners to send the game into extra-time.

The extra-time failed to produce a winner, with an expectant crowd waiting for a shoot-out to climax the evening.

However, centre referee Maxwell Owusu and his assistant walked straight into the dressing, leaving players of both teams on the pitch.

The fans were left dumbfounded after the stadium announcer said the penalty shoot-out won’t go ahead, revealing a sudden second-leg tie in Obuasi to decide the tie.

The announcement erupted anger among the fans and appears to have marred what had been a spectacular football.

It’s unclear what went into the late decision, but was obvious the two teams were in the dark over the development.

The match was punctuated with some last minutes changes, leading to a tussle between Ashantigold officials and the organisers.

The decision to head into an extra-time ruffled feathers after emerging it was not part of activities agreed during the pre-match conference.

Ashantigold chief executive Frederick Acheampong had to be persuaded to give-in after rejecting the late proposal.

It appears the organisers want to cash-in after being overwhelmed by the numbers at the Baba Yara stadium, announcing an unpopular late decision to play a reverse fixture in Obuasi.

“You have all given me inspiration to go and work harder and I pledge, in the Name of The Almighty God, that with His help, I will do just that”, the former GOC said.

Brigadier-General Oppong-Peprah has been appointed by the Commander-In-Chief of Ghana Armed Forces (GAF) President Nana Addo Dankwa Akufo-Addo, to be the next Chief of Staff at the General Headquarters, from Tuesday, January 8 2019 after Rear Admiral Moses Beick-Baffour ended his duty-tour on January 4 2019.

Under Brigadier-General Oppong-Peprah’s tenure, S/Comd brought calm to conflict areas such as Alavanyo, Nkonya and Kpassah, in the Volta Region and also disarmed and arrested armed elements that used to attack Forestry Commission taskforce members in the Western Region.

The Command spent time and effort to train hard and well to win every contest that the Army conducted and a particular mention is the Army Command/Formation Sports and the Army Command/Formation Shooting – which they cleared every single honour of all fourteen awards at stake.

The brigade’s training exercises included Ex Tigers’ Path 2017 (which the Command is reigning champion), Ex Starlight Stretch 2017 (an old-time Army exercise revived by Brigadier-General General Oppong-Peprah), Ex Kullum Shirri -Ex March and Shoot, Inter-Units Drill Competition and Master Commando.

Within less than two years of leadership, his Command accomplished the following: 6-unit block self-contained accommodation for soldiers, accommodation block for guards at the Headquarters Eastern Gate, with the HQ’s square, main road and parking lot asphalted.

Additionally, Brigadier-General Oppong-Peprah completed the Quarter-Guard accommodation at the main gate – which was started by his predecessor, built a new Military Police post, installed CCTV cameras at the Southern Command HQ and provided modern firefighting equipment for the HQ.

He also provided chemistry and haematology analyzers at the Kpeshie Health Centre to enable them undertake all types of tests without referring to the 37 Military Hospital, a prefabricated admission unit for the medical centre, amongst others.

The atmosphere at the HQ was sombre, but characterized by sadness as the uniformed men and women shed tears.

An attribute that tells who he was and triggered emotions in security personnel who are not supposed to show emotions in uniform.

He said “Lt-Gen GK Arkafia (whom I was ADC to, once said that ‘at the terminal point of one’s command, it is not so much about the appointment that you leave behind but all the wonderful people you part Company with’”.

“Special thanks to Mr Ghost who always made my office clean and fresh and yet I never knew him. I cannot please everyone, so please forgive me if I stepped on your toes, since it depicts that I am only human”.

The Command Chief Operations Officer (COO), Colonel George Sam, in his capacity as Commanding Officer (CO) of the Southern Command HQ, deriving power from consensus gathered by the entire staff of the HQ, cited the exceptional human relations, excellent military professionalism and dedication to troops welfare, thus declared the HQ square, the OPPONG-PEPRAH SQUARE.

  • Sudan fresh protests planned as Bashir sacks health minister

A Sudanese group organising anti-government protests has called for a march on the presidential palace as President Omar al-Bashir sacked the health minister Saturday over the rising cost of medicine.

Deadly anti-government rallies have rocked cities including Khartoum since December 19, when protests first broke out over a government decision to raise the price of bread.

Authorities say at least 19 people including two security personnel have been killed in clashes during the demonstrations so far, but rights group Amnesty International has put the death toll at 37.

Sudan unrest: Omar al-Bashir refuses to step down

“We call on our supporters to gather at four different places in Khartoum and then begin a march on the palace” of the president on Sunday, the Sudanese Professionals’ Association said in a statement on Saturday.

The association, which includes teachers, doctors and engineers, has held similar rallies in recent weeks but they have been swiftly broken up by riot police.

Read: Sudan opposition leader arrested hours after new protests

Security forces were deployed in key squares across the capital on Saturday night.

Late on Saturday, Bashir sacked minister of health Mohamed Abuzaid Mustafa, the official SUNA news agency reported.

He has been replaced by Al-Khier Al-Nour, SUNA said without giving details.

Rising drug prices and shortages have added to the anger of protesters already furious over the cost of other key products.

Sudanese pharmaceutical companies have been unable to import some medicines after a years-long foreign currency shortage worsened last year.

But even as protesters called for a new march on Sunday, Sudan’s education ministry ordered the reopening of schools in Khartoum from Tuesday.

Schools and classes had been suspended “indefinitely” across the capital since December 23, when violence erupted during initial protests.

Schools were also closed in other cities where protests have been held, but it was still unclear whether they would reopen next week.

    Egyptian support

Egyptian President Abdel Fattah el-Sisi offered Sudan his country’s support during a meeting in Cairo with a top aide of his Sudanese counterpart Omar al-Bashir, the Egyptian presidency said in a statement.

“Egypt fully supports the security and stability of Sudan, which is integral to Egypt’s national security,” it quoted Sisi as saying.

Sudanese authorities have launched a crackdown on opposition leaders, activists and journalists since protests erupted last month.

The country has been facing a mounting economic crisis over the past year.

The cost of some commodities including medicines has more than doubled and inflation has hit 70 percent.

Food and fuel shortages have been regularly reported across several cities, including Khartoum.

  • British soldiers wounded in Syria ISIL attack

Two British soldiers were seriously injured by a missile fired by the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) armed group in eastern Syria on Saturday, according to a war monitor.

The Syrian Observatory for Human Rights said the pair were part of the international anti-ISIL coalition, led by the United States.

“The two British soldiers were transported by helicopter to receive medical care,” Rami Abdulrahman, the Observatory’s director, told AFP news agency.

A Kurdish fighter from the Syrian Democratic Forces (SDF) died in the attack in the village of Al-Shaafa in Deir Az Zor province, one of the last pockets of territory still controlled by ISIL in the Euphrates River valley.

ow will US troop withdrawal affect Syria’s war?

The SDF, a coalition dominated by Kurdish fighters, has spearheaded the fight against ISIL, supported by several Western countries, including the United Kingdom.

The international alliance seized the key ISIL holdout of Hajin in December after months of fighting that has seen the group launch vicious counterattacks.

ISIL, which once controlled swaths of Syria and Iraq, has been pounded by multiple offensives.

Since September, more than 1,000 ISIL members have been killed in the fighting compared with just under 600 SDF members while 15,000 people have fled Hajin, according to the Observatory.

Last month US President Donald Trump announced the withdrawal of about 2,000 soldiers from Syria, deployed to support the SDF, claiming ISIL had been defeated. US officials, however, have not delivered a timeline for the pullout.

The Syrian war, which began in 2011, has caused more than 370,000 deaths and forced millions of people to flee their homes.

  • Brexit: PM says critics of her deal are risking democracy

The prime minister has urged MPs to back her Brexit deal, saying it is the only way to honour the referendum result and protect the economy.

Writing in the Mail on Sunday, Theresa May said her critics – both Remainers and Brexiteers – risk damaging democracy if they oppose her plan.

But a poll carried out for the People’s Vote campaign suggests fewer than one in four voters support her Brexit deal.

MPs are due to vote on whether to back Mrs May’s Brexit plan next week.

The UK is due to leave the EU on 29 March 2019 – regardless of whether there is a deal with the EU or not.

A deal on the terms of the UK’s divorce and the framework of future relations has been agreed between the prime minister and the EU – but it needs to pass a vote by MPs in Parliament before it is accepted.

Read: Brexit: US ambassador to UK Johnson warns on trade deal

The House of Commons vote had been scheduled to take place in December but Mrs May called it off after it became clear that not enough MPs would vote for her deal.

The debate on the deal will restart on Wednesday, with the crucial vote now expected to take place on 15 January.

A really simple guide to Brexit
Could Channel Ports cope with no deal?
Writing in the Mail, Mrs May said: “The only way to both honour the result of the referendum and protect jobs and security is by backing the deal that is on the table.”

She said “no one else has an alternative plan” that delivers on the EU referendum result, protects jobs and provides certainty to businesses.

“There are some in Parliament who, despite voting in favour of holding the referendum, voting in favour of triggering Article 50 and standing on manifestos committed to delivering Brexit, now want to stop us leaving by holding another referendum,” she said.

“Others across the House of Commons are so focused on their particular vision of Brexit that they risk making a perfect ideal the enemy of a good deal.

“Both groups are motivated by what they think is best for the country, but both must realise the risks they are running with our democracy and the livelihoods of our constituents.”

    Public polled on Brexit

Meanwhile, a poll of more than 25,000 Britons suggests Labour would be punished by voters if the party either ends up backing the government’s deal or does not actively oppose it.

The YouGov poll, carried out for the People’s Vote campaign which is demanding another referendum, suggests 75% of Labour supporters would prefer a final say on Brexit.

Mr Corbyn has previously said the decision to leave the EU cannot be reversed.

Jeremy Corbyn said Brexit is a “complete mess” and Mrs May was trying to “drive a bad deal” through Parliament
Shadow Health Secretary Jonathan Ashworth told the BBC’s Andrew Marr Show that it was completely wrong to suggest, as some have done, that Labour was “enabling Brexit”.

“This country had a referendum,” he said. “The British people voted in that referendum for Brexit.”

Labour, he insisted, had decided as a party not to rule out any options but, if the PM’s deal was rejected, the government needed to choose what to do next and potentially re-open the negotiations.

Read: Brazil deploys troops to stop violence in Fortaleza

    The poll also suggested:

22% of all Britons back Mrs May’s deal, rising to 28% among Leave voters
53% of Britons believe they – instead of MPs – should be given the final say on Brexit, once those who responded “don’t know” were removed
And among those who said they would vote in another referendum, the survey suggested 54% would back remaining in the EU, compared to 46% for Leave
Mrs May now has less than a fortnight to persuade Parliament to back her deal.

Some Conservative MPs continue to believe the deal does not represent the Brexit the country voted for in 2016 – with some happy for the UK to leave the EU with no deal.

“If there has been a change it is a hardening of attitudes among MPs to a no deal,” Peter Bone told the Sophy Ridge show on Sky News.

He said there was increasing evidence that a no deal was “absolutely OK”.

The best way to “get on” with Brexit was to leave without a deal, he added: “There was no question I remember in the referendum about a deal or not. It was leave or remain. The way you leave is to come out on March 29.”

Other MPs are pushing for a second referendum, while opposition parties including Labour plan to vote against her deal.

Labour wants to force a general election by calling a vote of no confidence in the government if the deal is rejected by MPs.

Mrs May has been seeking further assurances from EU leaders about more controversial aspects of the agreement such as the Irish border “backstop”, which is designed to prevent physical customs checks on the island of Ireland.

The Democratic Unionist Party – whose support the Conservative Party relies on for a majority in the House of Commons – wants to make sure the backstop is temporary and that the UK, including Northern Ireland, can exit from it without EU approval.

Earlier this week, a leading figure in the party said there is “no way” it would back the deal.

  • Brazil deploys troops to stop violence in Fortaleza

About 300 troops have been sent to the north-eastern Brazilian city of Fortaleza to tackle a surge in criminal violence, authorities said.

Soldiers will patrol there and across the state of Ceará in a bid to halt attacks on shops, banks and buses.

The justice ministry ordered the special deployment after dozens of attacks this week.

The attacks are a protest against new, tougher measures in local prisons, largely controlled by criminal gangs.

Prison authorities in the state have blocked mobile phone signals inside jails and ended a policy of separating inmates by gang affiliation.

The troop deployment comes just days after the inauguration of President Jair Bolsonaro, who was elected to office on the promise to fight rampant crime in the country.

Mr Bolsonaro reportedly praised Justice Minister Sergio Moro’s decision to send in troops as “apt, rapid and effective”.

Mr Moro previously led a vast investigation into Brazilian corruption known as Operation Car Wash.

Despite the violence the authorities say businesses are already reopening after the troop deployment
Security videos aired on Brazilian television show the gangs setting fire to service stations.

About 50 suspects allegedly linked with the violence have now been arrested.

According to World Prison Brief, Brazil has more than 700,000 people behind bars – the third-highest prison population worldwide after the US and China.

In his inauguration speech the president pledged support for the military and police, saying: “The national motto is order and progress. No society can develop without respecting these.”

The discussions started after a barrage of doom prophecies were delivered by a number of these prophets at the various 31st night services to usher in 2019.

Prominent among the doom prophets have been Reverend Isaac Owusu Bempah, Prophet Nigel Gaisie and Reindolph Oduro Gyebi aka Eagle Prophet.

Nigel Giaise made a number of such prophecies in his church with Eagle Prophet also claiming that God had revealed to him that former president Mahama will lose a son 2019 and also ‘One Corner’ hitmaker Patapaa will be poisoned to death.

Owusu Bempah even had the most controversial of the prophecies declaring that former presidents Kufuor and Mahama and Vice President Dr Bawumia would die if massive prayers were not said for them.

He also claimed to have foreseen the death of the National Chief Imam Osman Nuhu Sharabutu and thus called for prayers for the old man.

This did not go down well with some Muslim youth who stormed the premises of Owusu Bempah’s church on Wednesday to vandalise some items.

The attack deepened the discussions on these death prophecies with some calling for legal actions the prophets who make such pronouncements.

So what does Ghana’s laws say about these prophecies? In fact, there is no direct mention of death prophecies being a criminal action per se but it may well have been covered under The Criminal Offences Act 1960 (Act 29).

Section 75 of the act clearly states that “a person who threatens any other person with death, with the intent to put that person in fear of death, commits a second degree felony.”

A second degree felony charge, if proven in court, carries a maximum of 10 years and a minimum of five years prison term.

While death prophecies may not necessarily be death threats, they clearly put the subjects and/or their relatives and close friends into state of psychological trauma which could be described as a fear of death.

And for anyone who wants to really take any prophet on for such prophecies, there seems to be enough grounds for such an action.

  • US deploys troops to Gabon amid fears of unrest in DR Congo

The US military has deployed soldiers to Gabon amid fears of violent protests in neighbouring Democratic Republic of the Congo (DRC) after its presidential election.

US President Donald Trump told US Congress on Friday that the first of about 80 troops had arrived in Gabon on Wednesday to protect US citizens and diplomatic facilities should violence break out in DRC’s capital Kinshasa.

Voters in the DRC went to the polls on December 30, two years after the election was first scheduled to be held, to elect the successor to President Joseph Kabila, who has been in power for 18 years.

“The first of these personnel arrived in Gabon on January 2, 2019, with appropriate combat equipment and supported by military aircraft,” Trump’s letter to Congress read.

“Additional forces may deploy to Gabon, the Democratic Republic of the Congo, or the Republic of the Congo, if necessary for these purposes.

“These deployed personnel will remain in the region until the security situation in the Democratic Republic of the Congo becomes such that their presence is no longer needed.”

The DRC’s electoral commission is scheduled to release the provisional results of the presidential election on Sunday, but it has said there could be delays because of the slow arrival of tally sheets.

    ‘Potential unrest’

Observers and the opposition say the election was marred by serious irregularities, the DRC’s government says the election was fair and went smoothly.

Kabila’s ruling coalition is backing his hand-picked successor Emmanuel Ramazani Shadary.

Observers and the international community have raised concerns that a disputed result could cause unrest, as was the case after the 2006 and 2011 elections.

Al Kitenge, CEO of London-based Innovation Task Force, said there was “huge risk of trouble in the coming days”.

“We’ve had violence in the countryside for the past 40 years… Today everyone is worried because the violence might spread to Kinshasa. The people most at risk in such a case are civilians and we hope everything can be done to avoid that,” he told Al Jazeera.

On Thursday, the US Department of State called on the electoral commission to ensure votes were accurately counted and threatened to impose sanctions against those who undermined the process or threatened peace and stability in the country.

Human Rights Watch (HRW) also warned against any manipulation of the results.

“The African Union and other governments should make clear to Congo’s leadership that any manipulation of the election results will have serious consequences,” said Ida Sawyer, deputy Africa director at HRW.

“Rigged or fake vote tallies would only inflame an already tense situation and could have disastrous repercussions.”

Large-scale ethnic violence broke out in Yumbi, in western DRC’s Mai-Ndombe province, leaving at least 150 dead in a previously peaceful region, according to HRW.

Yumbi was among the three areas whose elections were postponed until March, in addition to Butembo and Beni, because of concerns over an Ebola outbreak and ethnic violence.

  • Pentagon chief of staff Kevin Sweeney resigns

  • Egypt policeman killed defusing bomb near Coptic church

A policeman has been killed trying to defuse a bomb outside a Coptic Christian church in Egypt, security officials say.

Mustafa Abid was reportedly a specialist in mine clearance. The explosion injured two other officers and an onlooker.

The device was one of two hidden in a bag on a roof by the church in Nasr City outside Cairo.

It comes two days before Egypt’s Christians celebrate their Christmas.

About 10% of Egypt’s population are Copts, and many say the state discriminates against them and does not offer them enough protection.

Egyptian President Abdul Fattah al-Sisi – who declares himself a defender of Christians against extremists – is due to open Cathedral of Nativity on Sunday outside the capital, the day before Coptic Christmas on 7 January.

No group has of yet claimed the attack, but Islamist insurgents have regularly attacked Copts in the past. More than 100 have been killed in attacks by jihadists since 2016.

Last October, 17 people were sentenced to death for their involvement in bomb attacks on Coptic churches.

And the following month, police killed 19 Islamist militants who were accused of attacking Christians in a shoot-out.

    Who are the Coptic Christians?

The Coptic Orthodox Church is the main Christian Church in Egypt. While most Copts live there, the church has about a million members outside the country.

Copts believe that their faith dates back to about AD50, when the Apostle Mark is said to have visited Egypt. The head of the church is called the Pope, and is considered to be the successor of Saint Mark.

The Coptic Church separated from other Christian denominations at the Council of Chalcedon in 451, in a dispute over the human and divine nature of Jesus Christ.

The current Coptic Pope, Tawadros II, stepped away from social media last month by closing his official Facebook page.
