  • Government to create 5 new assemblies; Korle-Klottey and Ayawaso out of AMA

    The government has laid a Legislative Instrument (LI) in Parliament for the creation of five new district and municipal assemblies.

    A Deputy Minister of Local Government and Rural Development, Mr Augustine Collins Ntim, laid the LI in Parliament Wednesday morning.

    The proposed district and municipal assemblies are Korle-Klottey Municipal Assembly and Ayawaso Central Municipal Assembly which have been carved out from the Accra Metropolitan Assembly (AMA) in the Greater Accra Region, and North-East Gonja District Assembly created from the East Gonja Municipal Assembly in the Northern Region.

    The rest are Achiase District Assembly carved out from the Birim South District Assembly in the Eastern Region, and Anloga District Asembly created from the Keta Municipal Assembly.

    There are currently 254 Metropolitan, Municipal and District Assemblies (MMDAs) and the creation of the five MMDAs will bring the number to 259.

  • Gunmen in Kenya abduct Italian aid worker

    A group of unidentified gunmen have abducted an Italian woman working for an aid organisation in south-east Kenya, police said on Wednesday.

    The men, reportedly armed with rifles, “fired indiscriminately” before taking the 23-year-old volunteer from a trading centre in Kilifi County.

    Five people, including three children, were wounded and taken to hospital.

    The reason for the attack and the identity of the attackers has not yet been established, police said.

    However the police added that they were treating the incident, which occurred at about 20:00 local time (17:00 GMT) on Tuesday, as a terror attack.

    This is the first foreigner to be kidnapped in Kenya since the country had a spate of abductions threaten its tourism resurgence in 2011.

    “The European lady got out of her room, instead of lying on the ground, to enquire what was going on,” an eye-witness told local media. “One of the attackers then slapped her.”

    Police described the five injured as aged between 10 and 23 years of age – the youngest suffering a bullet in the eye.

    News agency Reuters reported speaking to someone who said the attackers spoke in Somali and wore clothes of Somali origin.

    Police have not confirmed any links to militants from al Shabaab, who are blamed for several deadly attacks on Kenyan soldiers in recent months in Lamu County, north of Kilifi.

    Al Shabaab, who are based in neighbouring Somalia, attacked a shopping mall in the capital Nairobi in 2013, killing 67 people.

    The al Qaeda-linked group are also thought to be responsible for killing a British man and kidnapping his wife from a resort island in 2011.

    A few weeks later, a disabled French woman was taken from her home on the Lamu archipelago and reportedly died while in captivity.

    Two Spanish aid workers were then also abducted by suspected jihadist gunmen from the Dadaab refugee camp close to the Somali border.

  • Kotoko decline FECAFOOT plea to postpone Confederation Cup match

    Accra representative of Asante Kotoko Nana Kwame Dankwah says his outfit have rejected the plea by the Cameroonian Football Federation to postpone their forthcoming CAF Confederation Cup against one of its member club.

    Asante Kotoko are scheduled to play the winners of the Cameroonian FA Cup between Edding Sports and Lion Blesse in the preliminary stages of Africa’s second-tier club competition.

    Edding Sports and Lion Blesse will play the final on November 25th, with the winner arriving three days later to play Asante Kotoko.

    On Monday, officials of Cameroon FA held a meeting with officials of the Porcupine Warriors and pleaded with them to postpone the match as the timeline between their FA Cup final and the Confederation Cup game will be short.

    “After management met, the decision is that we don’t have the right to agree to such postponement and so if CAF accepts the postponement, we are okay with it but we can’t agree to that looking at the preparations we have done,” Nana Kwame told Oyerepa FM.

  • Ghana to lose position on World cocoa league – CAL

    Government has on Monday, November 19 2018, commenced engagements with cocoa farmers across the country seeking to strengthen interaction with the Cocoa Sector.

    The engagements began in Koforidua, Tafo in the Eastern Region and will continue in other Cocoa growing districts in Brong-Ahafo, Ashanti, Western and Central Regions of Ghana.

    Following this, we at the Centre for Agro Liberty (CAL) have observed that government is about trying to show concern that it cares, but is government really going to tell the framers the truth about why their cocoa beans are so important, how it is sold and how gainful its export is?

    This, CAL thinks, should not be the aim to score political points on score sheets for votes but once its contributions to GDP is significant, it must be done in the interest of the farmers and of the economy.

    Again, we do not know if farmer groups or associations were given notice of the purpose of their visits and what kind of discussions and what form would it take so they could prepare to document their grievances and recommendations to enhance productions on a win-win base between government and the farmers.

    We know most of the discussions would be centered around fertilizer subsidies and distributions as well as diseases. These are not new thing to the farmers. It’s indispensable for innovative discussions to secure the sector when most are moving away from cocoa to rubber.

    We are therefore very surprised that the government under the leadership of Nana Akuffo-Addo, after all the lofty promises it made to the farmers when in opposition, would now take a u-turn and be charging farmers for fertilizers marked “not for sale”.

    However, this is the first time such a high delegation from government is meeting farmers across the country. Is this going to be the first and the last and if not, how often is government going to engage these farmers? Any roadmap of engagement?

    That notwithstanding, CAL in engaging most of these farmer associations in the Eastern, Ashanti and the Brong Ahafo Regions, they were not aware of any government’s engagement with farmers across the country. Those they first engaged in the Eastern Region said called them in a meeting all of a sudden and they new virtually nothing about it.

    Speaking to Asunafo North Co-operative Cocoa Farmers and Marketing Union in the Asunafo North Municipality of Brong Ahafo Region, which constitutes a membership of over 7,000 in about 69 communities, as well as leading cocoa production in the Region for two consecutive times, they said they haven’t heard of any engagement of farmers across the country with the government.

    Government has, however, secured an amount of US$ 1.3 billion to produce and purchase cocoa for the 2018/19 season, we think because government wants value for money, there are the needs to engage the farmers as to how to bring out quality products in order to avoid losses.

    The visit is in the interest of the government, as to how it can export more tonnes of cocoa than the previously did, so it can use that as an achievement in the sector.

    This comparative analysis is what the government is seeking. Regardless of this, the government also wants to assure farmers of their support.

    Total Cocoa production under the previous administration 778,000 metric tonnes, which was a shortfall of 72 tonnes of the targeted 850 tonnes.

    According to the Chief Executive Officer (CEO) of COCOBOD, Joseph Boahen Aidoo, Ghana ‘s cocoa production is expected to hit two million (2m) metric tonnes by 2019.

    He said the current total national capacity of 968,000 metric tons of cocoa was woefully inadequate to generate the needed revenue to support national development, thus they are resolved to work tirelessly to put pragmatic measures and other innovative programs and policies in place to achieve that.

    Meanwhile, let us not forget that Farmers are not expanding their cocoa farms like before. Others are cutting it down to make way for other purposes. This means that the uncountable tonnes of cocoa the government needs for export may not be met. You know, cocoa farms are shrinking while rubber is getting the expansion.

    This is because CAL has recently received several complaints from cocoa farmers across cocoa growing regions of Ghana about the unusual delays in payments for their produce. Farmers who sell their produce to the Produce Buying Company (PBC) and other local License Buying Companies (LBCs) are the most affected.

    We further observed that COCOBOD has either refused, neglected or failed as it is obligated to allocate the local LBCs portions of their annual syndicated loan for the 2018/2019 crop season, thus the Local LBCs are being compelled to solicit for loans from banks at considerably higher interest rates to buy produce for this season.

    Again, in cases where the LBCs have taken loans, purchased and delivered cocoa beans to COCOBOD, COCOBOD has failed to pay these local LBCs. These developments explain the unusual delays in paying cocoa farmers this crop season, which signals a negative effect on the cocoa production in the country.

    So this tells clearly that, there is a shift commodity cultivation of cash crops for export and Ghana may lose it position on the world as one of the leading cocoa producers and exports.

  • Supreme Court to determine fate of pardoned Montie 3 today

    The Supreme Court will Wednesday deliver its judgement on a case challenging the Presidential Pardon granted a radio show host and his two panelists.

    The three could end up in jail to serve the remainder of their term if the Supreme Court grants the reliefs being sought by the petitioners.

    The seven-member panel presided over by Justice Sophia Adinyira will determine the constitutionality of the pardon granted by former President John Mahama to three National Democratic Congress (NDC) activists who threatened Supreme Court justices on radio and later came to be known as the Montie Three.

    The activists Mr Alistair Nelson, Mr Godwin Ako Gunn and Mr Salifu Masse were later convicted and sentenced to four months imprisonment for contempt of court.

    The plaintiffs are, Nana Asante Bediatuo; Elipklim Agbemeva; and Alfred Yeboah represented by lawyers Mr Bright Obeng Manu; Mr Akoto Ampaw; and Dr Ernest Owusu Dapaah.

    To the Plaintiffs, the former President could not arrogate unto himself powers exclusively within the bosom of the Judiciary per the 1992 Constitution.

    They have pleaded with the apex court to declare the pardon null and void.

    They claim the Presidential Pardon granted the three was unconstitutional as the former President purportedly exploited the exercise of the prerogative of mercy.

    They further claim that in this particular case, it was tantamount to an exercise of judicial functions in a matter not within the scope of Article 72 (1) and undermines the principles of separation of powers and independence of the judiciary.

    They pray that should the court find the case meritorious the Montie three should be sent back to jail to finish their jail terms.

    The three were convicted on July 27, 2016, but were granted Presidential Pardon in August 2016, after serving a little over three weeks in jail.

    Other members of the panel are Justices Jones Dotse, Anim Yeboah, A. A. Benin, Yaw Appau, Gabriel Pwamang and Baffoe Bonnie.

  • Six killed in Metro Mass accident on Sunyani-Techiman road

    Six people died on Monday when a Sunyani-bound Metro Mass Transit (MMT) DAF bus collided head-on with a Daewoo Matiz taxi cab at the outskirts of Bonkwae on the Sunyani-Techiman Highway.

    According to the police, the accident occurred at about 3.00 pm when the driver of the MMT bus with registration number GE 9270 – Z, Ransford Kumi veered off his lane into the lane of the oncoming cab with registration number GX 2501- 15.

    Five occupants in the Daewoo Matiz died instantly while the sixth victim died at the SDA Hospital at Techiman where he was rushed to.

    The deceased have been identified as Yaw Joe, 40, driver of the taxicab, Grace Gyamea, 50, Yakubu Adams, 32 and three others who are yet to be identified.

    The Techiman Municipal Commander of the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service, ASP Andrews Okonenge who confirmed the incident to Graphic Online explained that four of the deceased (two males and two females) were teachers.

    According to him, the teachers who were stationed at Mmaampehia and its environs on the Sunyani-Techiman stretch.

    They were returning to Techiman where they lived after classes when the incident occurred.

    The bodies of the deceased have been deposited at the Techiman Holy Family Catholic Hospital.

  • Six killed in Metro Mass accident on Sunyani-Techiman road

    Six people died on Monday when a Sunyani-bound Metro Mass Transit (MMT) DAF bus collided head-on with a Daewoo Matiz taxi cab at the outskirts of Bonkwae on the Sunyani-Techiman Highway.

    According to the police, the accident occurred at about 3.00 pm when the driver of the MMT bus with registration number GE 9270 – Z, Ransford Kumi veered off his lane into the lane of the oncoming cab with registration number GX 2501- 15.

    Five occupants in the Daewoo Matiz died instantly while the sixth victim died at the SDA Hospital at Techiman where he was rushed to.

    The deceased have been identified as Yaw Joe, 40, driver of the taxicab, Grace Gyamea, 50, Yakubu Adams, 32 and three others who are yet to be identified.

    The Techiman Municipal Commander of the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service, ASP Andrews Okonenge who confirmed the incident to Graphic Online explained that four of the deceased (two males and two females) were teachers.

    According to him, the teachers who were stationed at Mmaampehia and its environs on the Sunyani-Techiman stretch.

    They were returning to Techiman where they lived after classes when the incident occurred.

    The bodies of the deceased have been deposited at the Techiman Holy Family Catholic Hospital.

    Casualty figures in the Trinity Oil Gas station fire at Krofurom Tuesday morning have risen.

    Twelve victims, including a security officer at the station, sustained various degrees of injuries from the inferno which started at about 7:40 a.m.

    Nine of them have been admitted to the Old Tafo Government Hospital whilst three, with one in critical condition and a security officer, are currently on admission at the Komfo Anokye Teaching Hospital.

    Nine vehicles, mainly taxis, also burned to a crisp with the fire almost spreading to a nearby basic school.

    Residents in nearby homes who first felt the pungent smell of the gas leakage took cover at safer havens to avoid being caught in the explosion.

    It took fire officers almost an hour to douse the fire with support from residents of the community.

    Assistant Fire Officer, Joshua Nguah, would not give details of people alleged to be missing.

    He told Nhyira FMs Nana Yaw Gyimah Mensah that investigations have started to establish the cause of the fire.

    But residents suspect work being done on some pumps at the station caused the fire.

    Earlier this year, authorities assured residents that the Trinity Oil gas station would be dealt with after NADMO recommended their closure.

    Ashanti Regional NADMO Coordinator, Kwabena Nsenkyire was at the scene shortly after the fire and said his office has advised the KMA to demolish the gas filling station.

    “I wrote to the assembly that this place is not appropriate for a gas filling station and I was waiting for a response. Look at the opposite side, I came here purposely to earmark that place that they should demolish all these places. The bottom lies on the assemblies. They have been empowered to do demolition so the bottom lies on them,” he told Nana Yaw Gyimah Mensah.

    City Mayor, Osei Assibey Antwi, also visited the scene and described the aftermath as a “very sad scene looking at the devastation that has taken place as a result of the fire.”

    The company announced the development on Facebook but noted damage was controlled immediately.

    Ghana Airports Company Limited (GACL) wishes to inform the general public that, at about 6.50pm today, fire was detected at the server room located in Terminal 2 departure hall at Kotoka International Airport.

    Damage was limited to the server room.

    Minister for Tourism, Arts and Culture, Catherine Ablema Afeku, has called on Ghanaians to act as ambassadors for Ghana, by being courteous to foreigners who would visit the country prior to the 2018 All African Music Awards (AFRIMA).

    “I would entreat each and every one of us [for this very week] to be extra courteous to support our guests. Those who may be encountering you may ask questions. Let us all be ambassadors of our nation because we are putting Ghana on the map,” the Tourism Minister said.

    This, according to Madam Catherine Afeku, would serve as a platform for Ghana to display her Pan-Africanism, and promote Ghana on the international market.

    The former president acknowledged the enthusiasm of the party members at the auditorium, adding that “it’s very infectious and I hope you will be able to maintain the energy level right through into the night.”

  • Truck runs over 5 pupils

    Five pupils of Atobiase D/A Basic School lost their lives in a gory accident which occurred last Friday at Assin Atobiase in the Central Region.

    The accident occurred when an articulated truck with registration number AS-8123 16 ran over six pupils, killing them on the spot, with one sustaining various degrees of injury.

    The truck was said to be transporting about 850 bags of cement from Takoradi in the Western Region to Kumasi in the Ashanti Region.

    Reports said that the school children, who were in primary five and six respectively, were on their way to join their colleagues to train ahead of the upcoming school games when they met their untimely death.

    District Police Commander of Assin South, DSP Okyere Andam, who confirmed the accident, said the deceased were all females.

  • Truck runs over 5 pupils

    Five pupils of Atobiase D/A Basic School lost their lives in a gory accident which occurred last Friday at Assin Atobiase in the Central Region.

    The accident occurred when an articulated truck with registration number AS-8123 16 ran over six pupils, killing them on the spot, with one sustaining various degrees of injury.

    The truck was said to be transporting about 850 bags of cement from Takoradi in the Western Region to Kumasi in the Ashanti Region.

    Reports said that the school children, who were in primary five and six respectively, were on their way to join their colleagues to train ahead of the upcoming school games when they met their untimely death.

    District Police Commander of Assin South, DSP Okyere Andam, who confirmed the accident, said the deceased were all females.

    The Second Deputy Speaker of Parliament and flagbearer hopeful of the National Democratic Congress (NDC), Hon. Alban Sumana Kingsford Bagbin, has paid a visit to the party’s delegates who were involved in an accident on Saturday, November 17, 2018.

    The said Eastern Regional Delegates were on their way from their hotels to the Trade Fair Center in Accra to vote for their various candidates when the unfortunate accident occurred around the El-Wak Sports Stadium in Accra; a report we gathered.

    Upon hearing the sad news, Hon. Bagbin, left the NDC National Congress grounds where voting was ongoing and quickly visited the victims at the Greater Accra Regional Hospital where he encouraged and gave them hope of surviving.

    Panellists at a post 2019 budget discussion at the University of Cape Coast School of Business on Friday, November 16, admonished government not to slip into the usual temptation of going back to the things that led to an IMF engagement.

    Prof John Gatsi who was the chairman of a roundtable discussion where students and lecturers participated indicated that the history of rebasing and exit from an IMF program always led to over-borrowing and return to indiscipline which later impaired economic governance.

    He admonished government to see 2019 as an opportunity to demonstrate commitment to valuable lessons over the period to avoid slippages.

    Dr. William Cantah recognized the relative stability of the economy and called on government to ensure efficient distribution of public funds. He said NABCO is important to reduce the psychological threat of unemployment among the youth but lacks efficiency of distribution of national revenue.

    Dr William Kantah contributing to the Department of Finance post budget discussion praised the macroeconomic performance but questioned the commitment of government to domestic private sector as access to credit to private sector.

    He also questioned why world bank statistics indicated 24% of the population being poor saying “why introduce Free SHS for all and divert a chunk of petroleum revenue to finance the program”.

    Mr. Seyram Kawor who was also a panellist encouraged Ghanaians to register for their TINs to help in tax administration reforms but warn that the government is losing its acclaimed flexible orientation to businesses.

    Contributions from the students show that the commitment by the government to the development of indigenous businesses is not back by evidence in the face of the continuous collapse of Ghanaian owed businesses.

    They complained that government elaborate support for foreign automobile companies in the budget but show no commitment to Kantanka Motors.

    The Finance Minister, Ken Ofori-Atta has stated that government will ensure efficient public spending in 2019 by enforcing the Public Procurement Act (PPA)

    Mr. Ofori-Atta explained that the PPA has the capacity and legal backing to assess all sole-sourced projects in the country.

    The UK and the EU want to avoid a hard Northern Ireland border whatever happens, so they agreed to a “backstop” – described as an insurance policy by Mrs May – aimed at achieving this if the sides cannot agree a trade deal.

    The backstop would mean Northern Ireland would stay more closely aligned to some EU rules, which critics say is unacceptable. And the whole of the UK would be in a single custom territory – effectively keeping the whole of the UK in the EU customs union.

    But some Brexiteer critics say:

    • During the transition period, the UK will still abide by most of the EU’s rules

    • The UK will not be able to avoid the backstop until they strike a better, permanent deal with the EU. This deal needs the EU’s consent

    Former Foreign Secretary Boris Johnson used his column in Monday’s Daily Telegraph to renew his criticism of the draft agreement, describing it as a “585-page fig-leaf [that] does nothing to cover the embarrassment of our total defeat”.

    Calling for the scrapping of the Northern Ireland backstop, he added: “We should massively accelerate our preparations to exit on World Trade Organisation terms, with a new secretary of state responsible for all the cross-government work.

    “There would, of course, be some disruption in that outcome, but by no means as much as sometimes predicted.

    “And it is our failure to make proper preparations that has so gravely weakened our negotiations.”

    Meanwhile, former Tory chief whip Andrew Mitchell has warned against trying to replace Mrs May.

    He told the Times: “It will end making us look like we’re hunting the prime minister down as happened with Margaret Thatcher. It will do the party untold damage in the eyes of the public.”

    And former Tory leader Lord Howard told BBC Radio 4’s Today programme that a vote of confidence would be a distraction.

    He said MPs “should be concentrating on the document and its implications”.

  • Israel’s Netanyahu survives early poll threat

    Israel’s government appears to have survived a possible collapse after a key partner withdrew a threat to leave the coalition and force snap elections.

    Naftali Bennett, of the Jewish Home party, had signalled he would quit, but announced on Monday he would stay on.

    PM Benjamin Netanyahu has held talks with ministers in recent days to try to keep his coalition together.

    The crisis began when the defence minister resigned in opposition to an Israeli ceasefire with Gaza militants.

    Mr Bennett had said he would pull his party out unless he was appointed the new minister of defence.

    Mr Netanyahu has assumed the role himself for the time being.

    Education Minister Naftali Bennett, who leads the third largest party in the coalition, said on Monday that he and Justice Minister Ayelet Shaked would stay on so long as the prime minister addresses Israel’s “deep security crisis”.

    “If the prime minister is serious in his intentions, and I want to believe his words from last night, I am saying here to the prime minister we are removing at this moment all of our political demands and will help you in the huge mission of making Israel win again,” he told reporters on Monday.

    Prime Minister Netanyahu on Sunday appealed against calling early elections, saying such a decision would be “irresponsible” because of current security concerns.

    “In such a period you don’t topple a government, in such a period you don’t go to elections,” Netanyahu said of recent escalation of tensions in the region.

    Naftali Bennett’s surprise decision to remain in the coalition is likely to mean a push for more legislation and action in the coming weeks to prove the government’s right-wing credentials.

    Prime Minister Netanyahu appears keen to avoid going to the polls early next year at a time when the attorney general is expected to decide whether to charge him in relation to a series of corruption cases. If he’s charged, it would inevitably lead to calls to step down.

    An election would also complicate plans by the Trump administration – which has promised it will soon unveil its peace plan to end the Israel-Palestinian conflict.

    Where does Netanyahu’s coalition stand?

    Under the law, elections are not due until November 2019 at the latest.

    If Mr Bennett had withdrawn his nationalist Jewish Home party from government, Prime Minister Netanyahu would have been left with a minority government making snap elections more likely.

    However, as it stands he still has 61 out of 120 of the parliamentary seats in the Knesset – which means further disagreements between coalition parties could still collapse the government.

    The current government has been in power since March 2015. It comprises mostly nationalist and religious parties which take a hard line towards dealing with the Palestinians and reject the notion of trading occupied land for peace.

    All Israeli governments are coalitions because of Israel’s system of proportional representation, meaning no single party can govern alone.

    Recent polls show Prime Minister Netanyahu, who has won four elections, is a favourite amongst the electorate and his Likud party has the most support.

    How did the crisis come about?

    Mr Lieberman and Mr Bennett both opposed the prime minister’s decision to cease fire with Palestinian militant group Hamas last week after an escalation in violence between Israel and the militants in Gaza.

    On 11 November, an undercover Israeli unit was intercepted in Gaza and an ensuing firefight – involving Israeli tanks and aircraft – left seven Palestinian militants and one Israeli commando dead.

    Hamas unleashed some 460 rockets and mortars at Israel over the next 48 hours – the heaviest barrage since the two sides fought a war in 2014. Israel responded with 160 air strikes, targeting militant sites in Gaza.

    The violence killed seven more people in Gaza and one person in Israel.

    On Tuesday, Hamas and Israel agreed to cease fire after Egyptian mediation – a decision which Mr Lieberman and Mr Bennett called “a surrender”.

    Mr Lieberman said it made his position untenable, while Mr Bennett demanded to become defence minister “so that Israel will go back to winning”.

  • Israel’s Netanyahu survives early poll threat

    Israel’s government appears to have survived a possible collapse after a key partner withdrew a threat to leave the coalition and force snap elections.

    Naftali Bennett, of the Jewish Home party, had signalled he would quit, but announced on Monday he would stay on.

    PM Benjamin Netanyahu has held talks with ministers in recent days to try to keep his coalition together.

    The crisis began when the defence minister resigned in opposition to an Israeli ceasefire with Gaza militants.

    Mr Bennett had said he would pull his party out unless he was appointed the new minister of defence.

    Mr Netanyahu has assumed the role himself for the time being.

    The withdrawal of Defence Minister Avigdor Lieberman and his Israel Our Home party left Mr Netanyahu’s government clinging to a one-seat majority in the 120-seat Knesset (parliament).

  • Manso-Nkwanta ‘Gang of 7’ not armed robbers; interdict cops for murder Government

    The government has established that the seven men who were shot and killed by the police at Manso-Nkwanta in the Amansie West District of the Ashanti Region on 17 July 2018, were not armed robbers.

    The government has, therefore, decided that: “The 21 police personnel involved in the incident who have been found to be the principal suspects, be interdicted by the police administration and be subjected to formal police criminal investigation into the matter”.

    The government, in consultation with the families and community leaders, will provide support for the dependents of the seven innocent men who were killed.

    This was contained in a press release signed by Information Minister Kojo Oppong Nkrumah, which was dated Sunday, 18 November 2018.

    The government took the decision after a five-member committee conducted a probe into the incident and subsequently submitted its report to the government.
