  • 12 investors gears up for Ghana Burkina Faso rail project

    Government in the coming fortnight will issue a Request for Qualification (RfQ) documents as the next stage of procurement process for the Ghana Burkina Faso interconnectivity project, Railways Development Minister, Joe Ghartey has said.

    This next stage of the procurement process will see the issuance of the RfQ documents to the 12 shortlisted consortia for further evaluation.

    At the signing of contract for the Transaction Advisory Services on Friday, in Accra, the Minister said, “the issuance of the RfQ documents will be done by the Transaction Advisor in collaboration with the Joint Committee of Experts within two weeks from the signing of the contract today. Thus the necessary documents will be issued to the shortlisted consortia on or before November 30th 2018.”

    After this stage, government will proceed to the final stage, which is the Request for Proposals (RfP).

    The Minister noted that, the expectation is to have the international procurement process completed in 2019 to pave way for the construction of the line to commence in the same year.

    The primary objective of the railway interconnectivity project is to facilitate trade and development between the Republic of Ghana and Burkina Faso through an efficient transportation service for both freight and passengers.

    Consortium

    The Transaction Advisory Services will be provided by a consortium made up of Messrs Vision Consult Limited of Ghana and TEAM Engineering S.p.A. of Italy to provide for the development of the Ghana Burkina Faso Railway Interconnectivity Project.

    Transaction Advisors will assist the two governments to review existing studies and undertake further studies, including survey works. They would also act as technical advisors during the procurement process.

    Vision Consult Limited of Ghana is a Ghanaian consultancy firm that had already been engaged by the Ministry to undertake consultancy work on the Kumasi to Paga section of the proposed railway network, whereas TEAM Engineering of Italy was the firm that developed the Ghana Railway Master Plan in 2013. Thus both firms, Vision and TEAM had some primary knowledge of sections of the proposed railway network.

    Selection of Process

    In furtherance of the agreement by the Heads of States from both countries, a Joint Committee of Experts was established in January, 2018 to facilitate the implementation of railway interconnectivity project along the Eastern Corridor of Ghana; that is from the Port of Tema through Ho, Hohoe, Yendi, Tamale, to Paga at the Ghana Burkina Faso border and then continue through Dakola in Burkina Faso and all the way to Ouagadougou.

    Following the publication of the Expression of Interest advertisements simultaneously in Ghana in English and in Burkina Faso in French, a total of 16 firms expressed interest to undertake the project on a Build Operate and Transfer (BOT) basis.

    A Joint Evaluation Committee was formed subsequent to the Expression of Interest which conducted a detailed evaluation of all sixteen (16) proposals received in Ghana and Burkina Faso. The evaluation suggested that 12 out of the 16 consortia can meet the minimum criteria.

  • Jordan Ayew returns to fire Ghana past Ethiopia

    Jordan Ayew scored twice as Ghana took a step towards the Africa Cup of Nations with a 2-0 win away in Ethiopia to ease the pressure on coach Kwesi Appiah.

    Ayew scored twice in the first half to take the Ghanaians to six points, one behind Group F leaders Kenya having played a game fewer.

    Assuming suspended Sierra Leone are disqualified from resuming their qualifying campaign, Ghana cannot be overtaken in the top two qualification positions.

    CAF may yet allow the Leone Stars to complete their programme, meaning that Ghana’s AFCON participation cannot yet be confirmed.

    Kwesi Appiah called on his big names for the game in Addis Ababa and the returning Ayew brothers, playing for the national side for the first time since September 2017, didn’t disappoint.

    Jorda put the Black Stars in front after only four minutes when he got on the end of a pass from Harrison Afful and picked his spot to the right of goalkeeper Abel Mamo.

    That goal set the Black Stars up for a dominant first-half display, and they doubled their advantage from the spot after 24 minutes when Mamo brought down Emmanuel Boateng.

    The Levante striker was played through on goal by a brilliant left-footed pass from Andre Ayew, and Jordan slotted home the resultant spot kick to mark a triumphant return for the brothers.

    That first-half display proved to be enough for Ghana, who were happy to sit back for much of a drab second half and hold on for the 2-0 win.

    The Black Stars will be back in Africa Cup of Nations qualifying action in March next year at home to Kenya, although it remains to be seen whether they will be required to play their postponed double-header against Sierra Leone.

    Perhaps Bayana Bayana were destined to win this opening contest as they came out of their blocks quickly.

    Mr Johnson Asiedu Nketia has retained his position as General Secretary of the main opposition National Democratic Congress (NDC) at the party’s National Delegates Congress held at the Ghana International Trade Fair Centre, Accra.

    Known by his moniker ‘General Mosquito’, Mr Asiedu Nketia routed his Deputy and only contender in the two-man race, Mr Koku Anyidoho.

    According to provisional results, Mr Nketia, a three-time former MP for Wenchi West Constituency in the Brong Ahafo Region, from 1993 to 2000, who was first elected as General Secretary in 2008, polled 6,644 while Mr Anyidoho could only manage 1,655 votes.

    Seven of the ballots were rejected.

    Ahead of the polls, the party’s former Central Regional Chairman, Mr Bernard Allotey Jacobs, unfurled a barrage of accusations and allegations against the 62-year-old incumbent General Secretary and described him as a dictator within the party.

    Mr Jacobs also expressed confidence of victory for Mr Anyidoho, known by his moniker ‘The Bull’.

  • Five school girls hit and killed by cement truck

    Five school children have been killed after a truck carrying cement bags plowed through them at Assin Atobiase in the Central Region.

    The truck, with the registration number AS-8123-16, was carrying about 850 bags of cement from Takoradi to Kumasi when it ran over the pupils.

    The victims, all girls, had joined their mates to watch their colleagues train for an upcoming school game when the incident happened Friday afternoon.

    They were in primary five and six at Assin Atobiase D/A Basic School, according to DSP Okyere Andam, Assin South District Police Commander.

    He told Accra-based 3news that his outfit was informed about the incident at about 2: 15 pm by the District Director of Education and personnel were quickly dispatched to the scene.

    Quoting an eyewitness, 3news reports that a metal broke out from beneath the vehicle, causing the truck to sway to the right side and as the driver lost control of the steering wheel, it ran over the kids who were close by the road killing five instantly.

    The Black Queens of Ghana earned a deserved lone goal victory over Algeria in the opening match of the 2018 Africa Women Cup of Nations at the Accra Sports Stadium on Saturday.

    The Queens started on a positive note and manage to grab the opener on the 12 minute mark, through right-back Gladys Amfobea.

    This was before winger Sherifatu Sumaila nearly opened the score for the Black Queens of Ghana on the 8th minute, as her strike was fisted out by goalkeeper Kahina Takenint.

    Later on, Algeria’s Lydia Belkacemi failed to connect a cross from her teammate Ramdani on the 23rd minute of the game, whilst Linda Eshun could have doubled the score on the half hour-mark with a header from a well taken free-kick by Priscilla Okyere, but it went wide.

    Goalkeeper Patricia Martey, however made two brilliant saves on the stroke of halftime to prevent the Algerians from leveling the scores as the first department ended in a 1-0 victory in favor of Ghana.

    On the 50th minute, Portia Boakye nearly extended the lead for the hosts from Sherifatu’s cross, but she was denied by goalkeeper Takenint.

    Coach Bashir Hayford made two quick changes as he replaced Samira Suleman and Elizabeth Addo with Jane Ayieyam and Grace Asantewaa respectively.

    Five school children have been killed after a truck carrying cement bags plowed through them at Assin Atobiase in the Central Region.

    The truck, with the registration number AS-8123-16, was carrying about 850 bags of cement from Takoradi to Kumasi when it ran over the pupils.

    The victims, all girls, had joined their mates to watch their colleagues train for an upcoming school game when the incident happened Friday afternoon.

    He told Accra-based 3news that his outfit was informed about the incident at about 2: 15pm by the District Director of Education and personnel were quickly dispatched to the scene.

    Mr Xi was speaking at the Asia-Pacific Economic Cooperation (Apec) summit, where US-Chinese tensions are likely to be centre stage.

    US Vice-President Mike Pence later said he was prepared to “more than double” the tariffs imposed on Chinese goods.

    The two countries have been engaged in a tit-for-tat trade war this year.
    The White House says its tariffs are a response to China’s “unfair” trade policies.

    Both sides have said the tariffs, already totalling billions of dollars, can still be increased.

    However, Mr Xi appeared to warn against any further escalation of tensions between the two countries.

    “History has shown that confrontation, whether in the form of a cold war, a hot war or a trade war, will produce no winners,” he told leaders gathered in Papua New Guinea’s capital, Port Moresby, for the summit.

    “Attempts to erect barriers and cut close economic ties work against the laws of economics and the trends of history.

    “This is a short-sighted approach and it is doomed to failure,” he added, warning that those who close their doors “will only cut himself off from the rest of the world and lose his direction”.

    But Mr Pence – who spoke at the forum directly after Mr Xi – said the tariffs were a response to the “imbalance” with China.

    “The United States, though, will not change course until China changes its ways,” he said.

    His comments come a day after President Donald Trump told reporters he was confident a deal between China and the US “will be made”.

    However, he said a number of key issues had not been included on a list for negotiation ahead of next month’s G20 summit in Argentina, meaning it was “not acceptable” yet to the president.

    The death toll rose from 63 on Friday, eight days after the Camp Fire broke out in northern California.

    However, the sharp increase in the missing list – from 631 to 1,011 in 24 hours – may not be accurate.

    Butte County Sheriff Kory Honea said it was possible it contained duplications.

    “I want you to understand that this is a dynamic list,” he told reporters.

    “The information I am providing you is raw data and we find there is the likely possibility that the list contains duplicate names.”

    Authorities have also warned that some of those on the list may be fine but unaware people are trying to find them, or unable to call. However, there could also be people among the dead who no-one has yet realised are missing.

    The fire – the deadliest in the state’s history – has destroyed 142,000 acres (57,000 ha), including most of the town of Paradise, home to 27,000 people.

    Rescue workers, aided by cadaver dogs, were continuing to comb what little remained of the town on Friday.

    In total, some 47,000 people have been told to evacuate, with those who have fled the fire being houses in emergency shelters, as well as with friends and family, while others are camping.

    President Donald Trump is due to travel to California on Saturday to survey the damage and meet those affected.

    Government has resolved not to pay November salaries of striking teachers in the various public teacher trainee colleges in the country.

    It has consequently directed all principals of public Colleges of Education not to validate the November salaries of the teachers who have been accused of embarking on “unwarranted and illegal strike” for the past three weeks.

    The teachers have since October 29 stayed off the classroom over issues with their market premium and book and research allowance which have been on the negotiation table.

    According to the National Council for Tertiary Education (NCTE), at the time of the teachers declared their strike, progress had been made and as a sign of good faith, the Fair Wages and Salaries Commission had offered a 5 per cent mark up on the current retention premium of the teachers.

    The offer, which was given the teachers on October 26, 2018, also included an undertaking to reopen the negotiations in early 2019 to explore options for enhancing the allowance and capturing it in the subsequent national budget.

    The teachers who form the Colleges of Education Teachers Association (CETAG) was said to have indicated to the FWSC they needed to revert to their members the offer and report back.

    However, on October 29, 2018 when the colleges of education were to reopen for the 2018/2019 academic year, CETAG announced its members had embarked on strike.

    “The strike was totally unwarranted and illegal,” a November 16, 2018 letter issued by the NCTE to all principals of the colleges of education stated.

    “It was unwarranted because the issues raised were the subject of ongoing negotiations and illegal because the required due process for declaring a strike, even if CETAG has good cause to do so, was not followed,” it explained.

    The National Labour Commission was subsequently petitioned by the Fair Wages and Salaries Commission to call the teachers to order over the illegal strike.

    The NCTE said the Minister of Employment Labour Relations also initiated complementary effort to resolve the impasse.

    It culminated in a meeting on November 9, 2018 at which it was agreed that a committee be formed with representation from all stakeholders including CETAG, FWSC and the Ministry of Finance to propose appropriate and lair levels of the Market Premium for CETAG members as well as an implementation framework, having regard to their placement within the tertiary education system.

    This Committee had up to November 20, 2018 to submit its report.

    “Based on this goodwill gesture, which was literally bending over backwards to accommodate the demands of CETAG, an appeal was again issued to them to call off the strike action.

    “Sadly, in only a day or two after the said meeting CETAG having initially given indication again that they were going to consult their constituents on the developments, reverted to say they were not interested in participating in the work of the committee and resolved to push ahead with the illegal strike”.

    In view of the posturing of the teachers, NCTE said, the Education Minister “has decided that salaries of all striking CETAG members must not be validated for the month of November” until the strike is called off.

    Government has resolved not to pay November salaries of striking teachers in the various public teacher trainee colleges in the country.

    It has consequently directed all principals of public Colleges of Education not to validate the November salaries of the teachers who have been accused of embarking on “unwarranted and illegal strike” for the past three weeks.

    The teachers have since October 29 stayed off the classroom over issues with their market premium and book and research allowance which have been on the negotiation table.

    According to the National Council for Tertiary Education (NCTE), at the time of the teachers declared their strike, progress had been made and as a sign of good faith, the Fair Wages and Salaries Commission had offered a 5 per cent mark up on the current retention premium of the teachers.

    The offer, which was given the teachers on October 26, 2018, also included an undertaking to reopen the negotiations in early 2019 to explore options for enhancing the allowance and capturing it in the subsequent national budget.

    The teachers who form the Colleges of Education Teachers Association (CETAG) was said to have indicated to the FWSC they needed to revert to their members the offer and report back.

    However, on October 29, 2018 when the colleges of education were to reopen for the 2018/2019 academic year, CETAG announced its members had embarked on strike.

  • Sekondi-Takoradi to get new airport – MP

    The Member of Parliament (MP) for Takoradi, Kwabena Okyere Darko-Mensah, has revealed that government intends to construct a new airport in the Sekondi-Takoradi Metropolis.

    He indicated that the move was part of a number of developmental initiatives by government to help improve the socio-economic activities in the area.

    He revealed that an overhead would also be constructed around the Nkrumah roundabout in Takoradi, adding that “government will also establish the first Islamic senior high school in the area, improve the road network, among others”.

    Mr. Okyere Darko announced this during the town hall meeting organised by the Ministry of Information in collaboration with the Sekondi-Takoradi Metropolitan Assembly (STMA) in Sekondi in the Western Region.

    “Already government had employed 1,000 Ghanaians under the various models of the NABCO project whilst two companies had expressed interest to build factories within the STMA under the One District, One Factory initiative”, he added.

    The MP indicated that though it was laudable for foreign investors to come in and invest in the area, it was prudent that local businesses take advantage of the favourable business climate to expand their entities.

    For his part, Joe Ghartey, MP for Essikado/Ketan indicated that government was committed to improving the rail network.

    He disclosed that the railway university in his constituency was progressing steadily and would soon have its first intake of students whilst employment and salary structure for railway workers had been improved significantly.

    He added that the implementation of various policies by government particularly the free senior high education had restored confidence in Ghanaian politicians.

    The MP for Effia, Joseph Cudjoe, also stressed that the fulfilment of the free senior high education promised by the government meant that the president had lived up to the vision of the first president of the Republic of Ghana.

    Mr. Andrew Agyapa Mercer, MP for the Sekondi Constituency, promised his constituents of continuous engagement to fix roads, sanitation and other pressing issues in the constituency.

    The Mayor for Sekondi-Takoradi, Anthony K. K. Sam, told the gathering that the assembly had made significant progress in the areas of health, education, sanitation, revenue generation among other social intervention schemes.

    He disclosed that the assembly distributed seedlings to some farmers to improve agricultural yield whilst fall armyworm issues had been kept under control.

    He pointed out that the assembly had renovated the mortuary in the area and built new CHPS compounds in some communities in the metropolis.

    Mr. John Owusu, the Coordinating Director of the assembly, said that the assembly would continue to engage and solicit for support from the citizenry on the day-to-day running of the metropolitan area.

    Nana Kofi Imbeah, an education consultant, who chaired the function, stressed the need for such engagements to ensure that the voices of the people were incorporated in the development of the area.

    Demonstrators in the Volta Region have set tyres ablaze and vandalized other properties in protest against the poor state of roads in the local town of Hohoe.

    One of the drivers who joined the demonstration told Joy News that “the potholes on the roads are always damaging our cars and our pleas have fallen on deaf ears.”

    “Our politicians keep lying to us about when these roads will be fixed. We keep buying parts for the cars and we wonder when the roads will be fixed,” said taxi driver Ismaila Ibrahim.

    Charles Akpalu, a resident said, “the cars in the station are not working and no taxi is moving, all roads leading to the Hohoe Municipality have been blocked.”

    He said that commuters travelling outside the municipality Friday will have to travel Saturday or by other means because, no vehicle is willing to drive on the road today.

    The teen was killed after a manganese-carrying truck from Ghana Manganese Company ran him over at a T-Junction at Tanso community, Pure FM reporter Nana Yaw Owusu told myjoyonline.com.

    The accident happened at about 7pm Thursday. The truck driver refused to stop and was chased down by a taxi driver until the driver was arrested at Bankyim, about 500 meters away from the crime scene, the Pure FM reporter said.

    According to him, the Ghana Managanese Company has engaged hundreds of contractors who cart tonnes of mineral deposits from the Nsuta mines.

    He said increasing accidents in the town are a result of bad driving on bad roads as the drivers have a set target to achieve each day.

    Only last Saturday, one of the trucks run over a taxi at Agona Nkwanta killing four. A 4-year old girl was also killed at Bonsa by a truck driver last week, the reporter recalled.

    “Almost every week there is a knock down”, he said.

    The violent protest comes barely two months after residents in Tarkwa blocked town roads, to prevent the travelling Lands and Natural Resources Minister, Kwaku Asomah Kyeremeh, from entering the town.

    Backed by traditional leaders, the residents said they wanted to send an emphatic message to the government.

    They have repeated the September 26 demonstration on November 16 as roads have been blocked.

The five women, one of whom is pregnant, are Blessing Sunday, Jennifer John, Vivian Omotayo, Happiness Sunday and Joy Chima.

    They all pleaded not guilty to the charge of conspiracy to commit crime (to wit human trafficking) and were remanded by the court, presided over by Mrs Rita Doku.

    The case was adjourned to November 27, 2018 for hearing.

    The victims – Happiness Odeche, 22; Nwoma Okazie, 20; Felix Kate, 22; Sofia Omakwa, 24; Esther Nogbo, 21; Precious Emmanuel, 24, and Chioma Sunday, 23 – who are Nigerians were allegedly lured under the pretext of working in a Ghanaian restaurant based in Accra.

    Upon their arrival in Ghana, the five accused women shared the seven victims amongst themselves to work as prostitutes instead of working in a restaurant.

    The five also threatened the victims by collecting their hairs and pubic hairs, panties, victims fingernails and brassieres and also stripped them naked before a stream to curse them if they attempt to escape.

    Prosecuting, Inspector George Amegah informed the court that in August 2018, the accused persons contributed money and planned to recruit people from Nigeria to boost their alleged prostitution trade in Ghana.

    Mr Amegah said during their investigations, they found out that the five forced the victims into prostitution and exploited them.
