  • Ghanaian students in Italy lose scholarships over massive visa fraud

Over a hundred Ghanaian students in Italy have been stripped of their scholarship and many more face possible denial over massive visa fraud discovered by the Italian Embassy in Ghana.

Every year, the Italian Embassy in Ghana validates the documents of Ghanaian students on scholarship in Italy to enable them keep their scholarships.

The documents students submit for the scholarship are mainly an affidavit from the Supreme Court and proof of family composition and income, based on tax clearance certificate from Ghana Revenue Authority (GRA) but only the latter needs validation.

But this year some Ghanaian students in Italy took to Facebook page of the Italian Embassy in Ghana, lambasting the Embassy for causing their scholarships to be cancelled and or delayed.

According to the students, they submitted their documents for validation months ago but the October 31, 2018 deadline has passed and yet the Embassy has still not validated their documents.

As a result, some students have been thrown out of their university dormitories during winter, and denied food, while others have actually been asked to refund up to €4,000 because it has been discovered that they did not qualify for scholarship.

The students said the Italian Scholarship Secretariat has extended the deadline to November 30, but the Embassy is still showing no sign of validating their documents.

    Fake documents

But Adom News investigations at the Italian Embassy revealed that for scores of the students, the validation may either never come or would be delayed beyond the deadline because the Embassy has discovered massive fraud in their visa and scholarship acquisition.

Documents available to Adom News indicate that there is a network of fraudsters in Ghana and Italy who collect between €1,000 and €3,850 from students and fake documents for them to collect visas.

Per the documents, €1,000 is for basic package, €2,300 for unique package and €3,850 for what they call complete package.

The Italian-based Ghanaian ringleader, who was named only as George, was heard on an audio recording, obtained from the Italian Embassy, advising his clients on how to state their family income to deceive Embassy officials into giving them both visas and scholarships.

He said “if you state a high income you may get the visa but lose the chance of getting a scholarship because it means your parents have money to pay the fees; and if you state low income you will not get the visa because it means you have no means to take care of yourself while in Italy, so take the middle line.”

Another member of the ring was heard on another tape admonishing applicants to wait for a certain Saddat in Kumasi to give them the fake signature that looked most authentic because everyone he signed for, got the visa.

Meanwhile, Adom News investigations also revealed the Italian Embassy has loads of WhatsApp chats between the ringleader, George and several of his victims; and letters from GRA showing that at least 15 out of a set of 22 tax clearance documents verified came out as fake.

There was even an email from a victim to the Embassy narrating how, when and where various exorbitant amounts of money were extorted from him for fake documents but the visa never came so he felt the need to go to then Embassy himself for help.

    Italian Embassy

Italian Ambassador to Ghana, Giovanni Favilli told Adom News they had noticed an “unnatural increase” in student visa applications from about 200 in 2013 to a whopping 1,500 in 2018 alone, but it was the confession of that one victim that opened their eyes to the operations of the network of fraudsters who have taken advantage of the Embassy’s leniency to defraud families and enrich themselves.

Read: KNUST impasse: Otumfuo meets aggrieved unions today; reopening still uncertain

He said, at some point in their investigations, the Embassy had to fire one of their own workers because they suspected complicity.

Giovanni Favilli said there are over 1,000 Ghanaians students in Italy and lots of them enjoy scholarships and are treated just like Italian students.

“Italy is happy to welcome Ghanaian students and treat them same as Italian students but we will not countenance fraudsters taking advantage of our hospitality to defraud the system,” he said.

    Giovanni Favilli

    Ambassador Giovanni Favilli

The Ambassador noted that even this year, many of the applications have been denied because investigations showed that most of the documents submitted were either fake or not up to the requirement.

He cautioned that the Embassy does not work with middlemen, except the company hired to receive applications on behalf of the Embassy, and the application processing fee is only €50 and nothing more.

“If anyone takes your money and promises you a visa, remember that we will verify every minute detail of documents submitted for visas and if fraud is determined you may become an accomplice of the criminal behind the fraud,” he warned.

Meanwhile, the students whose documents have been found to be fake, have been reported to the judicial service in Italy and some of them have already been kicked out of their dormitories and have been asked to refund scholarship money already spent on them.

“I’ve had marriage proposals too, which my boyfriend definitely isn’t too happy about,” Harriet tells Radio 1 Newsbeat.

Harriet rolled her eyes when Mr Farage argued that Prime Minister Theresa May was delivering a “Remainer’s Brexit”.

A clip she posted on Twitter showing her expression has had more than 60,000 likes and 7,000 retweets.

The University of Birmingham student says the reaction to her eye-roll has been “mad”.

“Most people have been really nice and they’re saying really nice things about how I’m speaking for people across the country.

“There’s even been people calling me a hero, which I’m not. There’s people who are much more deserving of that title.”

Harriet says she ended up sitting behind Mr Farage after she arrived late to the debate and took the spot next to her friend.

“Mr Farage came and stood in front of me and I was like ‘Oh God’. But it was too late and the debate was about to start.”

As the Classics student left the event, a member of the audience rushed over and told her to turn on her phone at once.

“This guy came up to me and said ‘Have you checked your phone?’ I replied ‘No’ and he said ‘Your phone is about to blow up’.

“He showed me the video and it had 3,000 views at that point. I thought ‘OK cool’ and then it just kept blowing up until even JK Rowling liked it.

    “That was really strange.”

Harriet voted for Brexit in 2016 but says it was Mr Farage’s talk of an apparent “Remainer’s Brexit” that prompted her eye-roll reaction.

“I think anything Nigel Farage says would make me eye-roll,” she explains.

“But it was just the fact that he said ‘We’ve got a Remainer’s Brexit’ when we absolutely haven’t.

“We’ve got a Brexit fuelled by the wishes of the Leave campaign and Theresa May is not giving us a Remainer’s Brexit at all.”

So what else in Harriet’s life deserves the double eye-roll?

She says pineapple on pizzas and Tory MP Jacob Rees-Mogg are just two of the things that really rile her.

Meanwhile, a even sterner “triple eye-roll” is reserved for “sexism and misogyny”.

  • Tax Stamp: GRA clamps down on defaulting retailers, distributors

The Ghana Revenue Authority (GRA) seized cartons of bottled drinks and water from selected retail outlets in Accra which have failed to fix the tax stamp on their products.

The Chief Revenue Officer of the GRA, Kwabena Apau Awua Anto further warned retailers of bottled products to either shun purchasing products without the tax stamp or risk having the items seized.

“We want all retailers to ensure that the manufacturers have the stamp on the products before they allow it in their shops. We will continue to visit retail shops and ensure that the tax stamp in compiled with” a Chief Revenue Officer, Kwabena Apau Awua Anto told the media during a raid of some retail shops.

Meanwhile, checks at a distribution depot of the Accra Breweries Ltd showed the tax stamp was being distributed directly to them at a fee by some unscrupulous persons.

    Background

The Excise Tax Stamp Act, 2013 (ACT 873) was passed by Parliament in December 2013 with the aim of helping the Ghana Revenue Authority (GRA) enforce the affixing of Excise Tax Stamp on specific excisable goods before they are delivered ex-factory, cleared from any port or presented for sale at any commercial level in Ghana.

The ACT subsequently received presidential assent in January 2014.

The Excise Tax Stamp Act is definitely not an introduction of a new tax. It rather requires that Excise Tax Stamps with traceable and security-enhanced features on specified excisable commodities in order to serve as preliminary evidence of the payment of the required duties and taxes and to provide an audit trail for tracing importers and manufacturers of counterfeited goods.

Excisable Products expected to be affixed with the stamps include Cigarette and other Tobacco products, alcoholic beverages, non-alcoholic and carbonated beverages, bottled water, textiles and other goods determined by the Minister of Finance.

The enforcement of the Act started at the ports on January 1, 2018, and the points of sale on March 1, 2018, with a special task force commencing the first phase of an enforcement exercise in Accra, Kumasi and Takoradi.

  • Beware of people in hoods, helmets – Ghana Police Service

The Ghana Police Service has advised members of the public to beware of people who enter bank premises, markets, shops or business areas wearing hoods or helmets.

It said the new trend of robbery was that the robbers in order to avoid being captured on the closed-circuit televisions (CCTVs) had adopted a method of hiding their identities that way.

Read: Bail is free Ghana Police Watch

The Director-General of the Police Public Affairs Directorate, Assistant Commissioner of Police (ACP) Mr David Senanu Eklu, who disclosed this in an interview with the Daily Graphic in Accra yesterday, said the robbers used motorbikes to trail their victims from banks or shopping centres then attack them when they got the chance.

    Motorbikes

He said the robbers moved around with two or three motorbikes in a row and whenever they struck they quickly passed the booty on to a different motorbike in order to escape arrest.

The robbers, he said, usually operated on Fridays and weekends when commercial activities were at their peak and people had gone to make purchases for the week.

ACP Eklu said the robbers currently operated at a number of communities in Tema, especially Community Six and some parts of Accra.

He said two of such robbers were arrested at a bank premises in Tema where the victim had gone to withdraw money and they had followed him from his office to the bank.

    Surveillance

According to ACP Eklu, the police had mounted intensive surveillance at flash points where the robbers usually attacked their victims.

“We want to emphasise that banks, businesses, pharmacy shops, forex bureaux, provision shops among others, should have strict access control mechanisms to their premisses.

For example, people who enter their premises with helmets or sweaters with hoods should become potential suspects,” he stated.

He indicated that security guards should also be vigilant to ensure that people with hoods or helmets were not allowed into their premises.

He advised members of the public to be security concious whenever they went out to transact business in order not to fall victim of the activities of the robbers.

ACP Eklu said if rigorous measures were adopted it would help check the menace.

  • Democrats take House but Republicans hold Senate

Democrats on Tuesday captured the House of Representatives and are set to exert a major institutional check on President Donald Trump, while breaking the Republican monopoly on power and ushering in a younger, more female and more racially diverse political generation.

But the GOP solidified their Senate majority after an acerbic midterm election that enshrined America’s deep divides and shaped a highly contentious battleground for the stirring 2020 presidential race.

The opposite trends in the House and the Senate underscored a political and cultural gulf among diverse and affluent liberals living in big cities and their suburbs and themostly, white, working class and rural conservative bloc of voters for whom Trump remains an iconic figure.

In his first reaction to a mixed night, Trump chose to celebrate Republican successes even though the loss of the House meant his record of busting political convention could not defy the traditional first-term midterm curse faced by many of his predecessors.

“Tremendous success tonight. Thank you to all!” he tweeted.

But the new Democratic House will pose a perilous problem for the President, who must now brace for the novel experience of oversight from Capitol Hill with Democratic committee chairs promising constraints on his power that the GOP never attempted.

Nancy Pelosi, the former House speaker who is in position to lead again, pledged that the new majority would work to rein in the White House as well as to improve health care, lower the cost of drugs and protect millions of Americans with pre-existing conditions.

“Today is more than about Democrats and Republicans. It is about restoring the Constitution’s checks and balances to the Trump administration,” Pelosi said.

Democrats could win more than 30 seats in the House, above the net gain of 23 seats that they needed to take control for the first time in eight years. But they lost significant ground in the Senate, losing incumbents in Missouri and Indiana and North Dakota, where Trump is still wildly popular. With several races too close to call, the GOP advantage was expected to grow.

And liberal hearts were broken in several closely fought marquee races, including Andrew Gillum’s failure to become Florida’s first African-American governor and rising star Beto O’Rourke’s failed bid to unseat Texas Sen. Ted Cruz. O’Rourke’s narrow defeat, however, proved his ability to compete even in conservative territory and he will get buzz as a potential 2020 presidential candidate.

    Democrats dare to dream again

Two years after the trauma of Trump’s shock defeat of Hillary Clinton, Democrats could dare to dream again.

They won the House, which will change hands for the third time in 12 volatile years, by performing strongly in suburban areas where Trump’s flaming rhetoric is toxic. They also attracted a higher proportion of younger voters than at the last midterm elections four years ago and will change the face of Washington.

“We have the beginning of a new Democratic Party, younger, browner, cooler, more women, more veterans, can win in Michigan, can win in Pennsylvania, can win in Ohio,” said Van Jones, a CNN political commentator.

“It may not be a blue wave, it’s a rainbow wave,” he said.

One potential pitfall for Democrats will be to hold Trump to account without being seen as overreaching. After all, some presidents, including Bill Clinton and Barack Obama, had tough midterm elections but leveraged attacks by Capitol Hill foes to help them win re-election. Trump, who loves nothing more than to identify new enemies, will be a formidable opponent.

Within minutes of their victory being confirmed, other Democrats were already threatening to go after Trump and to probe his business interests, including his tax returns.

Democratic Rep. Jerrold Nadler, who is slated to steer the House Judiciary Committee, warned that the election was about accountability for Trump.

“He’s going to learn that he’s not above the law,” Nadler told CNN.

    The race they ran

The contradictory message sent by voters on Tuesday night recalls Clinton’s win in the popular vote but defeat in the Electoral College and underlines the split down the middle of American politics.

Republicans performed strongly in the deep red states where Trump mounted a frenetic final campaign blitz and proved that despite his low approval rating he remains a potent political force among conservatives.

In nearly every state with a key contested Senate or governor’s race, the President had a positive approval rating over 50%, according to CNN’s preliminary exit poll data.

Read: 8 big questions for US mid-term elections

Keeping hold of the Senate is especially important for Trump, since it will allow him and Senate Majority leader Mitch McConnell to press on with one of his major legacy-building initiatives, restocking the federal judiciary with conservatives.

Tuesday’s Senate victory marks another triumph for the canny Kentuckian, follow his piloting of Trump’s two nominees onto the Supreme Court to construct what could be a generational conservative majority.

Still, Trump will also have to answer for a scorched-earth campaign on immigration in the final days that might have helped tip the House to Democrats, even if he can argue that his magnetism helped push other candidates, such as Rep. Ron DeSantis, who won the Florida gubernatorial race, across the finish line.

Other Trump favorites include Marsha Blackburn, who will capture the Tennessee Senate race, and Mike Braun, who defeated the incumbent Democratic Sen. Joe Donnelly in Indiana. Trump also helped topple another foe, Democratic Sen. Claire McCaskill in Missouri.

The loss of the House spells the end of a political era for Republicans who rode into town on a Tea Party wave whipped up by fury over Obamacare and huge government spending in the wake of the Great Recession.

The Republican majority will leave town with Obamacare still the law of the land and with a deficit going through the roof on the back of GOP tax cuts.

In theory, the new Democratic majority would have the capacity to initiate impeachment proceedings against Trump, should there be sufficient grounds uncovered in Robert Mueller’s special counsel investigation. Though the Republican gains in the Senate make it even less likely that there would be a two-thirds majority needed to convict a president and evict him from office.

But if they take a cautious approach, Democrats could face a backlash from their own base voters who have been electrified in opposition to Trump. In exit polls, 77% of self-identified Democrats supported impeachment.

    What is next for Trump?

Much will depend on how Trump reacts to what is undeniable a rebuke from voters two years into a presidency that has unfolded in institutional chaos, torn at racial and cultural divides and often trampled on truth and facts.

Given his history and personality, it seems unlikely the President will reflect on the cultural warfare that he waged in the dying days of the campaign and change his approach. Indeed, he may conclude that exactly that kind of approach was behind a better-than-expected GOP performance in Senate races.

But critics will argue that his incessant concern with bolstering the support of his most vehement supporters and angry tirades risks deepening the damage suffered among college-educated female voters especially, in a way that could severely compromise his hopes of winning re-election in two years.

The President watched the results after having dinner with his family in the residence of the White House.

He was joined by Republican megadonor Sheldon Adelson, Blackstone CEO Stephen Schwarzman and the President’s ex-campaign aides, David Bossie and Corey Lewandowski, a source familiar with the guest list said.

Two other sources close to the White House said that Trump is already blaming retiring House Speaker Paul Ryan for the loss of the House.

“He is really angry at Ryan,” one source said, on “everything.”

Drew Hammill, an aide to Pelosi, tweeted Tuesday evening that the President called Pelosi at 11:45 p.m. ET “to extend his congratulations on winning a Democratic House Majority.”

  • NIA warned against using digital address code for National ID registration

The Centre for Socioeconomic Studies (CSS) has called on the National Identification Authority (NIA) to desist from using the non-provision of a digital address code as a basis of refusing eligible Ghanaians for the Ghana Card.

Describing the move as discriminatory, the Centre said the Authority is indirectly excluding the poor from being registered and issued with the card.

A statement signed and issued by a fellow at CSS, Nene Asare explained “as it stands now, a person cannot obtain a digital address code without access to a smartphone and reliable internet service; both of which costs a lot of money, and out of reach for a majority of Ghanaians.”

Read: Lawyer drags NIA to court for refusing to register him

NIA began its mass registration and issuance of the national identification cards also known as Ghana Card on Monday, November 5 at Adentan in Accra.

According to CSS, an investigation carried by their team reveals that some individuals were refused from registering due to their inability to provide a digital address code.

However, they have argued that “the refusal is illegal to the extent that the provision of a digital address code is not an eligibility criterion under the National Identity Register Act, 2008 (Act 750) as amended by the National Identity Register (Amendment) Act, 2017 (Act 950).”

The Centre further called on NIA to return to all the areas where they had initially refused registration to duly qualified Ghanaians and compensate the affected persons.

“We also wish to call on all public service providers who have the intention to or have actually been refusing public services to persons who do not have the Ghana Card to abandon such intentions or desist from this unlawful practice.

In the meantime, we have instructed our lawyers to investigate the legality of the entire digital address code project,” the statement read.

  • Former German spy chief sacked again

German spy chief Hans-Georg Maassen, who was controversially removed and placed in another role in September, has been fired from his new job.

Mr Maassen has been “placed in early retirement” over a speech he gave criticising government parties.

He lost his top job as director of the domestic intelligence service when he cast doubt over the existence of far-right violence in the city of Chemnitz.

He has now been fired from his new role in the Interior Ministry.

Interior Minister Horst Seehofer told reporters: “I have asked the President to place the head of the domestic security service in early retirement.”

Mr Maasen’s latest dismissal follows a departure speech given to other intelligence officials as he prepared to leave the Federal Office for Constitutional Protection (BfV) which is similar to the British MI5.

While not officially published, one leaked copy showed he was extremely critical of the junior coalition party the Social Democrats (SPD), claiming that it harboured “left wing forces”.

Mr Seehofer, who had previously stood by the former intelligence chief, told reporters that speech made a trusting relationship “impossible”.

“I consider it unacceptable to speak of ‘radical left’ elements in parts of the SPD and describing security and migration policy as naive and left… also crosses a line in my view,” he said.

Mr Maassen’s first dismissal caused a great deal of controversy, as his move to the interior ministry was effectively a promotion. The political row which erupted over that decision temporarily threatened the stability of the governing coalition.

Government in mid October provided a bigger office space for the office of the Special Prosecutor after several complains by the special Prosecutor, Martin Amidu that since assuming office in February 2018, he has been unable to effectively deliver due to lack of resources which includes a large office space.

The new office block allocated to him is a property of the Parliament of Ghana and adjacent the International Press Centre on the Gamel Abdul Nasser Avenue at Ridge.

One would think after three weeks of allocating the office, renovation works would have started but that is not the case.

According to a resident who spoke on the basis of anonymity, three weeks ago, a contractor visited the building late in the night with gravels and sand but failed to return after digging pits intended for the foundation of the office walls.

The resident who is also a staff of Parliament of Ghana also indicated the contractor did not hold any letter which permitted him to work on the property and that they had not received any official communique from parliament that the said structure has been allocated to someone.

  • 8 big questions for US mid-term elections

And, yes, obviously I am super excited about it. I waited two years for today — when we can see what the country thinks about President Donald Trump, the Republican majorities in Congress, the Democratic minority and the general state of the country.

No election answers every question. And every election poses new questions we weren’t even thinking about 24 hours earlier. But national elections are a pinch point in our long-running national experiment with democracy. They allow us to stop, look and think — about where we were, where we’re going and why, why, why people act and vote like they do. (Like I said, elections don’t answer all of those questions.)

Below, eight questions I hope this election answers.

    1. How hard will women turn against Trump? In 2016, Trump won 41% of women. In the latest CNN poll, his approval rating is just 31% among women; and women choose a generic Democratic candidate for Congress over a generic Republican one by a massive 62%-35% margin.

    2. Can Trump’s all-base-all-the-time strategy work? Trump is closing the campaign on immigration with a dash of racial animus thrown in. That formula worked to turn his base out in 2016, but will it do the trick again?

    3. Can Democrats win a working House majority? Most Democratic strategists would be perfectly happy to pick up just the 23 seats they need to retake the majority they lost in 2010. But such a slim majority would make the House totally ungovernable; to truly control the House, Democrats would need gains upward of 35-40 seats.

    4. Do Republicans cling to the Senate? Two years ago, if I told any Republican Senate strategists that they would gain two Senate seats on November 6, 2018, most would call that a bad night. But expectations have been so lowered now that if Republicans actually add to their 51-49 current edge, Trump — and Senate GOP leaders — will seize on it as a MAJOR victory.

    5. Did either side win the turnout war? Remember that in 2014, just 36.4% of people eligible to vote actually voted. That number was only marginally better in 2006 and 2010. We haven’t had a midterm election in almost two decades where more than 4(ish) in 10 eligible voters actually voted; is this the year that breaks that bad trend?

    6. Did Trump make a positive difference anywhere? A very smart Republican operative told me in the spring that polling showed that Trump attacking a candidate could do real damage, but Trump endorsing a candidate had much less influence in building that candidate up. Trump’s visits in the final days on behalf of Mike Braun in Indiana, Josh Hawley in Missouri, Matt Rosendale in Montana and Rick Scott in Florida will put that theory to the test.

    7. Is this the health care election? The immigration election? The economy election?Democrats want it to be the first. Trump wants it to be the second. Congressional Republicans want it to be the third. Are any of them right?

    8. What will Donald Trump do next? Midterm elections are usually tough for the president’s party. There’s every indication this one will be that. Most re-position to reflect the lessons they learned (Clinton in 1995, Obama in 2011) and to get themselves right in the eyes of voters before their own re-election. But Trump isn’t someone who admits he was ever wrong. How will he handle a loss?
