  • Government winning war against corruption – Minister

    The Deputy Upper East Regional Minister, Mr Frank Fuseini Adongo, has reiterated the commitment of government in the fight against corruption. He indicated that the government was winning the war against corruption through legal, policy and structural reforms and the signal from the President that he abhorred the canker and was determined to stamp it out.

    He said the Office of the Special Prosecutor was investigating many alleged cases of corruption and people were being brought to book.

    Procurement system

    “We are also operating a much improved procurement system which used to be one of the major sources of corruption. Transparency and completiveness have been brought to procurement through the use of competitive tendering as against sole sourcing,” he stated.

    He said the government was very much in favour of the Right to Information law after working closely with civil society organisations and other partners to finalise the draft document and indicated that Parliament had given an assurance that the bill would be passed into law before the end of the year, which would increase public sector accountability and transparency.

    Youth Day

    The deputy minister said this during the celebration of the International Youth Day at Bolgatanga in the Upper East Region on Thursday on the theme: “Raising Youth Voices Against Corruption In Africa.”

    It was attended by some selected students and teachers from senior high schools and tertiary institutions and the Coalition of Youth Networks in the Upper East Region.

    Government interventions

    He said in just two years the President had shown his love for the youth, with a total of 100,000 young people reporting to various offices to contribute to national development through the Nations Builders Corps (NABCO).

    During the period of their work, he said, those youth would benefit from periodic mentorship, entrepreneurship and coaching sessions to acquire relevant skills to transit into permanent careers.

    He said the government was also leveraging on the ICT boom to train the youth in vital skills and entrepreneurship, indicating that there was an Online Digital Marketing and Entrepreneurship Programme being run where beneficiaries get absorbed by establishments such as Ecobank.

    He disclosed that 20 community Information Centres would be built across the country to offer the needed ICT training and services to the youth.

    Resource centre

    This is in addition to the construction of a Youth Resource Centre at Navrongo, Science,Technology, Engineering and Mathematics (STEM) Centre in Bolga and two vocational and technical institutes in the region are among the many ways by which a viable environment is being created for the development of young people in Ghana.

    The Director in charge of Projects and Procurement at the National Youth Authority (NYA), Mr Emmanuel Anaman Mensah, noted that corruption and its attendant negative effects remained vital obstructing factors to the country’s socio-economic development .

    On his tour of Ghana, HRH “The Prince of Wales” spent time with the coordinators, volunteers and pupils of the communities impact project.

    The 30 minutes interaction offered the Prince and HRH “The Duchess of Cornwall” an insight into what Books & Books really does and how it supports boys and girls with talent on the pitch and excellence in the classroom.

    In September 2018, the Communities Champions League was launched in the sprawling community of Ashaiman and has since toured Tema, Spintex and Kaneshie in Accra.

  • Madina-Adenta Highway: Another pedestrian knocked down by speeding truck

    A middle-aged woman is feared dead after a KIA truck knocked her down at Fire Stone on the Madina Adenta Aburi Highway.

    This comes barely 72 hours since the death of a 33-year-old woman on the same highway at Adenta SDA Junction.

    Eyewitnesses say they live in fear of being knocked down any time on the highway due to the absence of footbridges to ensure safe movement of pedestrians from one side to the other on the highway. Last Friday, there was some chaos on the Adenta-Oyarifa road when angry residents of Adenta Barrier staged a demonstration to demand the construction of footbridges on the road.

    The protest was sparked after a 33-year-old woman was killed in a hit-and-run incident that same evening.

    Nine soldiers from the patrol team in charge of Madina Adenta were deployed to restore calm in the area.

    But after they left, the angry residents re-mobilized and placed tyres, gallons and cement blocks on the road.

    According to them, such deaths have become a common occurrence due to the absence of footbridges.

    One of the residents, Samuel Oklu, complained to Citi News saying, “we wrote a letter to our assembly, people we know who can help, but till now, they have not tried to help us. Almost every month, people are dying here. We need flyovers here.”

    There was a similar protest on the Tarkwa-Takoradi road in the Western Region where the road was blocked for over five hours by angry residents of Bonsar on Thursday evening.

    More than 190 deaths have reportedly occurred on the highway as pedestrians are forced to compete with speeding drivers to be able to cross to the other side of the road.

    The situation is worsened by the non-existence of functioning street lights along the highway, making visibility difficult.

    Also, some of the traffic lights along the road appear faulty, allowing drivers to speed without recourse to pedestrians.

    Child suicides in Japan are the highest they have been in more than three decades, the country’s education ministry says.

    In the fiscal year 2016/7 up to March, 250 children from elementary to high school age were recorded as having taken their own lives.

    The number is five more than last year, and the highest it has been since 1986.

    But schools said the reasons behind about 140 of the deaths are unknown as the students did not leave a note.

    Most of those who took their lives were of high school age, where Japanese students typically study until they are aged 18.

    A report released by Japan’s Cabinet Office in 2015 looked at child suicide data in the country from 1972-2013, which recognised a massive peak at the start of the annual school year on 1 September.

    She told the Al-Masry Al-Youm newspaper Salah was a symbol of excellence and an example to her country’s youth.

    The statue is intended to depict Salah’s goal celebrations.

    The artist said the piece depicted the footballer “opening his arms to the fans” – a celebration the star is known for.

    She said it was “distinguished and executable”.

    The statue follows Ronaldo’s at Madeira Airport, which eventually had to be destroyed and replaced after it made headlines around the world.

    Several mobile phone users have expressed worry over the new tariff increment in telecommunication networks across the country.

    While some subscribers have kicked against the change, complaining about costs they incur in purchasing airtime that barely lasts for an estimated period, others admitted that they sign on to different service packages offered by the teleco companies which help them make calls and browse the internet at relatively cheaper costs.

    Meanwhile, many are still complaining about the poor network services from some telecos and pleaded that services be improved to match what they are paying for.

    In his 2018 mid-year budget statement, Finance Minister Ken Ofori-Atta revealed that a new Value Added Tax (VAT) regime would be implemented under which Ghanaians will be expected to pay more to raise enough revenue towards the growth of the national economy.

    After the presentation of the budget, government amended and modified the act to give effect to the new tax system.

    The increase in tariff was made effective on Thursday, 1st November 2018 to reflect the new tax regime.

    CEO of the Chamber of Telecommunications, Ken Ashigbe, in a recent interview, pledged his full commitment in supporting and engaging the government to possibly reduce the incidences of taxes.

    Speaking about how the new tax regime affects telecommunication companies, Mr. Ashigbe said “these levies have become sales taxes. It is a consumer tax.   • Woman killed in bus accident with tractor, 14 others hospitalized

    One person died on the spot, while 14 others who sustained severe injuries are battling for their lives at the Sunyani Regional Hospital following a vehicular accident on the Berekum-Nsoatre Highway on Saturday evening.

    The accident occurred when a Ford Transit Bus with registration number AE 661-13 driven by one Kwabena Kyere tried to overtake a tractor.

    In the process of overtaking the tractor, the high light of an oncoming vehicle blurred the vision of the ford transit bus driver and forced him to crash with the tractor on the side thereby killing a female passenger in the bus.

    According to the police, the driver of the bus, Kyere said when he was trying to overtake the tractor, the driver of the tractor veered into the inner lane.

    A male passenger who was seated in front of the bus had his left shoulder peeled off, while other passengers sustained life-threatening injuries.

    The victims, who were travelling from Berekum to Sunyani were rushed to the Sunyani Regional Hospital where they are currently receiving treatment.

    According to the police, the driver of the Ford Transit Bus has, however been treated and discharged.

    Police Response

    The Brong Ahafo Regional Commander of the Police Motor Traffic and Transport Department (MTTD), Superintendent Stella Sedame, told Graphic Online that the tractor was on the road without light, no number plate and no reflectors to help other motorists to detect its presence.

    According to her, the driver of the tractor could not be found after the incident and suggested that he might be in a health facility treating himself adding that “I cannot therefore conclude that he has run away because of the accident”.

    Supt Sedame said the police was conducting investigation to locate the driver or the owner of the tractor and appealed to the public to help the command to locate the two.

    She explained that when the police rushed to the accident scene, some residents had assisted to take the victims to the hospital for treatment, adding that the accident vehicles were towed to the regional MTTD yard for further investigation.

    Supt Sedame observed that accidents mostly happen during the weekend explaining that unqualified drivers use their vehicle during that time because of the limited police presence on the road.

    The Accra Motor Court has fined 388 drivers a total of GH¢ 41,430 for the misuse of sirens and hazard lights to beat traffic during rush hours in the city.

    This followed a joint exercise launched by the Police and the Driver Vehicle and Licensing Authority (DVLA) to check motorists on the abuse of sirens and hazard lights in the country.

    The Director General at the Public Affairs Directorate of the Ghana Police Service, Assistant Commissioner of Police (ACP) Mr David Senanu Eklu, who disclosed this in an interview with the Daily Graphic in Accra last Friday, said the drivers were apprehended at various points within the metropolis including Airport Aviation, Spintex, Pokuase, Amasaman and Accra Central.

    Court cases

    In all, he said, 400 drivers were arrested for breaking the law and that the 388 drivers were put before court and fined various sums of money totalling GH¢ 41,430 as the rest were still in court.

    He added that 148 motorbike riders, who were also arrested for jumping red rights, were fined a total of GH¢89,220 while the case of two others were still pending before the court.

    Significance

    Mr Eklu explained that the exercise was not to harass or intimidate motorists but rather ensure the safety of pedestrians and other road users.

    “Now that we have successfully implemented the first phase of arresting and fining the motorists, our next move is to start naming and shaming owners of V8 vehicles who also flout the laws.

    The Legislative Instrument (LI) 2180 of the Road traffic Regulation 74 (2) states that a person shall not fix on a motor vehicle warning appliance other than the type approved by the Licensing Authority.

    Any person who contravenes the regulation is liable to a fine of not more than 25 penalty units or to a term of imprisonment of not more than 30 days or both.”

    Mr Eklu expressed optimism that the exercise would not only ensure sanity on the roads but also serve as a deterrent to other potential offenders.

    Background

    In April 2017, the Ghana Police Service gave an ultimatum to persons who have unlawfully installed sirens in their vehicles to dismantle them or faced the law.

    Only specific state vehicles including ambulances and bullion vans are allowed to install and use sirens and hazard lights in the country.

    And during the launch of the exercise, the Inspector General of Police ( IGP) Mr David Asante-Apeatu, said the abuse of sirens had become a concern to most road users and, therefore, advised the public to report such incidents for immediate action.

    According to the IGP, the practice did not only posed danger to unsuspecting road users but also created unnecessary noise and disturbances to the public.

    The police had been widely criticised for their inability to arrest drivers who misuse sirens on the roads, especially in cities such as Accra.

    Their demand follows the decision by the Ministry of Trade and Industry and the Ghana Revenue Authority to make the Tema port the only entry point for textiles into the country.

    According to the Ministry of Trade and Industry, it is prudent that there is a designated point of entry for textiles in order to prevent the influx of pirated goods onto the markets.

    In an interview with Citi Business News, General Secretary of the Textile, Garment and Leather Employees Union, Abraham Koomson said traders of textiles will continue to use other borders to bring their textiles into the country if monitoring is weak.

    “The questions that need to be asked is what measures are they putting in place to monitor and check the other entry points in the country because Aflao is still open, so if government is saying that traders should not use Aflao monitoring must be tight”.

    He added, “Some of the traders are protesting the decision saying they do not agree with him and so it means that, if they do not put proper measures to police the Aflao border they will not use Tema Port, they will still use Aflao so government must go further to make sure that the Aflao border is closely monitored and those who use that route are arrested and prosecuted”.

    According to the police source, items retrieved from them included eleven laptops, eight assorted mobile phones, four pen drives and a cash of ¢2000.

    At least four persons are feared dead in a gory accident which occurred Friday night at Okanta near Nsawam stretch of the Accra to Kumasi Highway.

    Some fishmongers at Abandze in the Central Region have expressed concern about the increasing quantity of juvenile fish caught and sold to them in recent times.

    At a forum for fishermen and fish processor and traders at Abandze organized to as part of activities to celebrate their annual Okyir festival on Thursday, they indicated that the size of fish equivalent to the smallest finger was unacceptable and unprofitable to sell.

    They have advised fishermen to throw juvenile fish caught back into the sea.

    “We are not happy buying and selling such fish,” Madam Elizabeth Koomson who buys and sells fish stated.

    She explained that such fish was difficult to process. “They burn in the oven and we get nothing.

    Konkohemaa (in charge of the fishmongers) Nana Ama Essoun saying the selling such juvenile fish was unprofitable.

    She advised the fish processor to support the closed fishing season for next year in support of efforts to help rebuild the seas resources.

    She said the education that has gone on should allow all ample time to prepare for the closed season next year.

    Speakers at the forum which was organized in collaboration with the “Far Ban Bo Project” being implemented by the Friends of the Nation, Oxfam and Care with support from the European Union noted that it was time for all stakeholders to work to rebuild the fishery stocks.

    A Project officer with the Friends of the Nation, Mr Philip Prah said it was important for those whose livelihoods depend on the fisheries to look at alternative to support them to help reduce their dependence on the sea.

  • 3 cargo trucks with uncustomed goods impounded

    National Security officials at the Tema Port on Saturday arrested three articulated trucks that were transporting unaccustomed goods from the port.

    The cargo, tomato paste, car batteries and sugar, said to be on transit and were meant to be transported to neighbouring countries exited the Customs warehouse at the Tema Port without documentation or a tracking device to help trace from the point of exit to the final destination.

    The National Security Coordinator for Tema Port, Lieutenant Christian Kofi Tettey told Graphic Online that one of the drivers, identified as Awudu Yakubu admitted that he was transporting the cargo on the orders of the agent and the importer.

    Lt. Tettey said the importer and the agent during interrogation admitted removing the tracking devices prior to the journey.

    He expressed disappointment on why the Customs officials failed in their responsibility to ensure that the tracking devices and necessary documentation were procured before the cargo was released.

    “Government is losing so much revenue as a result of the diversion of cargo and warehousing, and we envisaged that all stakeholders connected to the transit regime would have lived up to expectation”, Lt. Tettey stated.

    He said National Security has encountered several instances where the electronic tracking devices which are to aid the monitoring of trucks in transit were either not fixed or were tampered with.

    The Ghana Revenue Authority (GRA) has banned the storage of some selected items imported and kept in Warehouses as it begins the implementation of a new warehousing regime.

    The items include canned tomatoes, alcohol, lead acid batteries, cooking oil, canned drinks, canned fish, cement, Lime, paints and chalk.

    This means that importers of the banned products can no longer keep these goods in customs bounded warehouses.

    Implementation of the new warehousing regime began November 1, 2018.

    The old warehousing policy gives importers who do not have funds readily available to clear their goods from the ports, the opportunity to raise funds while their products are kept in government warehouses.

    However, the new regime will mean importers of the said products would have to pay duties and taxes on their goods upfront.

    Commissioner General of the GRA, Emmanuel Kofi Nti, told Citi Business News that the latest decision is as a result of abuse of the system and the delays in the payment of taxes.

    He said “to forestall some of the challenges we have in that area, and to allow for level playing field for importers, going forward we are not going to allow some products to be warehoused. There have been lot of abuse in that area.”

    He said the move is to ensure proper accountability and discipline in that area.

    “The products listed are those we have problems with and going forward we want to minimize the challenge we face from that area. Importers of the above mentioned products would now have to pay upfront the duties on their goods.”

    “The customs bounded warehouses belong to private individuals but they are used by government as part of implementation of the policy,” he said.

    Apollo is spread by contact with the hands, towels, face cloths, goggles and other surfaces exposed to secretions that contain the virus.

    The symptoms of Apollo include sore eyes, feeling of grittiness or burning, redness, watery discharge, swelling of eyelids and light sensitivity.

    The disease has damaged eyes of many people since its last outbreak seven years ago in the country.

    A report of the outbreak has been issued by the Senior Optometrist of the hospital, Dr. Daniel Opoku, to the National Health Directorate in the region.

    The report said the hospital had received an increasing cases of the disease since last month, without specifying a figure.

    The statement also confirms some of the hospital staff have been affected in the outbreak and have been asked to visit the eye clinic for treatment.

    The hospital staff have been cautioned to be careful in their contact with patients and their folders. The staff have also been advised to practice proper hand hygiene to avoid being avoided.

    The Ophthalmological Society of Ghana (OSG) in the region has not commented on the report and there have not been any from the Red Cross Society.

    The Regional Health Service has confirmed the report but said the situation is being contained.
