  • India searches for blame after train mowed into crowd

India is still reeling after 58 people, including children, were killed after a train mowed into a crowd of festival-goers last Friday.

The crowd had gathered on railway tracks near the city of Amritsar in northern Punjab state and had no warning the train was headed their way.

Few heard the train because of the sound of fireworks being set off.

Officials have been trading blame but fury is mounting after the police complaint cited “unnamed persons”.

“What had been a celebration turned into a horror show. There were so many bleeding and mutilated bodies,” Manjit Singh, one of the survivors, who just escaped the train’s path, told BBC Punjabi.

Read: Air India flight attendant falls from plane

The crowd were watching celebrations for the popular Hindu festival of Dussehra, which involved the burning of a firecracker-filled effigy of demon king Ravana and a fireworks display.

Eyewitnesses described how people searched for their loved ones on and around the railway tracks and in the bushes nearby with the help of light from their mobile phones. One woman caught a baby who was thrown into the air by a man just before he was killed by the train, according to The Times of India newspaper.

    Who is to blame?

Although the police have registered a complaint they have done so against “unnamed persons” as it is still unclear who is responsible for the accident.

The event took place in a large field separated from the railway tracks by a wide ditch. A low wall marks the boundary of the field, and so by standing on the tracks people were able to gain a vantage point to watch the fireworks. The organizers had also installed large LED screens facing the tracks, suggesting that they had planned for people outside the field to witness the effigy being burnt.

“People were sitting on the railway tracks and they were taking videos of the celebration,” Dr. Navjot Kaur, a former state lawmaker who attended the event but left before the accident occurred, told BBC Punjabi.

“Organizers take permission from the railways for such events. The train should have come slowly. It should have been stopped or the driver should have honked multiple times for people to leave the tracks.”

Railway officials have been quoted by local media as saying that it was dark and smoky and that the crowd had assembled after a curve in the tracks, making it hard for the train’s driver to spot them and react in time to avoid a collision.

A video of the event that has been circulated widely shows one of the organizers telling Dr Kaur that five thousand people are standing on the tracks. “They are not bothered about the trains – not even if 500 trains cross the tracks,” he says.

The organizers could not be reached for comment.

Deputy Police Commissioner Kamaldeep Singh Sangha told BBC Punjabi that the organizers had written to local police to inform them about the event. He added that the police had given permission but had asked them to follow the Supreme Court’s guidelines for such public gatherings.

The guidelines state that permission must be granted by the fire department, the railways and the health and safety department. Officials from all three departments told BBC Punjabi that the organizers did not seek their permission.

Read: Indian officials exchange blame for train plowing into festival crowd

But survivors have said that officials had to have been aware of the event because it had been held annually for some two decades, with politicians attending.

Punjab’s chief minister, Amarinder Singh, has ordered an inquiry into the accident and announced that the families of those who died will receive 500,000 rupees ($6,800; £5,200) in compensation.

Police have admitted they are currently focused on helping the injured and dispensing compensation but say they will soon begin investigating to ascertain who was responsible.

Has something like this happened before?

Unfortunately, disasters resulting from a lack of preparation or poor management of crowds are not uncommon in India. And the deadliest accidents have occurred during religious festivals or gatherings, which often draw thousands of people.

In 2015, 27 pilgrims died in a stampede on the banks of a holy river in southern India. It was attributed to poor planning as people rushed to take a dip in the river at a time they believed was auspicious.

In 2013, some 91 pilgrims, mostly women and children, were killed in a stampede on a bridge at a Hindu festival in central India. Most were crushed after panic broke out amid a rumour that the bridge was collapsing and others drowned when they jumped from the bridge into the river below.

But India is also home to some of the world’s largest annual pilgrimages, involving millions of people, and many of these events are praised for their organisation.

  • Nnamdi Kanu: Nigerian separatist leader resurfaces in Israel

Missing Nigerian separatist leader Nnamdi Kanu has resurfaced in Israel one year after soldiers stormed his home in the southern Abia state.

“I’m in Israel,” Mr. Kanu said on Sunday in a broadcast on his outlawed pirate radio station – Radio Biafra.

A video of the Indigenous People Of Biafra (Ipob) leader praying at the Western Wall in Jerusalem has also been shared online.

Some reports had said that Mr. Kanu was being detained after the 2017 raid.

Read: Boko Haram kills second aid worker in Nigeria

His wife, Uchechi Kanu, told the BBC in February that she believed the government knew where her husband was being held after his home was raided by soldiers.

In 2015, Mr Kanu was charged with “criminal conspiracy, intimidation and membership of an illegal organisation” – charges that could amount to treason.

He was released on bail last year after spending more than a year-and-a-half without trial on treason charges.

    What has he done?

Mr. Kanu, who holds both Nigerian and British nationality, founded the Indigenous People Of Biafra (Ipob) in 2014 to push for a breakaway state of Biafra.

The plan is not new. In 1967 Igbo leaders declared a Biafran state, but after a brutal civil war, which led to the deaths of up to a million people, the secessionist rebellion was defeated.

Mr. Kanu is the latest in a line of ethnic Igbo activists taking up the cause of pushing for an independent state.

    The Israel connection

Mr. Kanu said in Sunday’s broadcast that he was still pushing for a referendum to create a breakaway state in the south-east.

He urged his followers to boycott next year’s elections in Nigeria unless the government agrees to the the push for a referendum.

“Ipob will liberate Biafra and we will not take part in any elections until we get a referendum, it is not negotiable, we will do it by any means,” he added.

  • Beckham admits marriage is ‘hard work’

David Beckham and ex-Spice Girl Victoria have been married for nearly 20 years and the football and fashion icon admits it has been “hard work” to make it a success.

The pair, who have four children, tied the knot in 1999 and have lived their married life in the public glare.

The former Manchester United star, in Sydney as an ambassador for the Invictus Games for disabled and wounded soldiers, said it was not always easy as he opened up about his private life in an interview with Australian television.

Read: Marriage is not for everybody Sarkodie

“You know your children — they want your time and they deserve your time, and we are hardworking, and we feel that that is the right way to bring up our children to prove and to show to them that actually, you have to work hard to be successful,” he told Channel Ten on Sunday.

“To have been married for the amount of time that we have, it’s always hard work, everybody knows that, but you make it work, you make difficult situations like travelling away, being away from each other, you make it work.”

Now a UNICEF ambassador and owner of an American Major League soccer team, the 43-year-old and his fashion designer wife — who launched her VB label in 2008 in New York — have been fodder for the tabloid press since they met.

But he has learned to live with the constant attention and speculation about their relationship.

“I’ve grown to kind of ignore some of the negative stuff that’s said,” he said.

“I think if you know each other, if you know you’ve got great friends, great family behind you, the thing we have to do is protect our children.”

Beckham is close friends with Prince Harry and attended his wedding to the now pregnant Meghan Markle this year.

He said he was a massive fan of the royals and had huge respect for the Duke of Sussex, who conceived the Invictus Games as a way to inspire recovery and rehabilitation from war-time injuries through sport.

“With Harry to have come up with something that changes people’s lives is incredible,” he said.

“Sport is such a powerful tool to give them the opportunity to get over the injuries and the hard times they have been through.”

The Invictus Games, featuring more than 500 competitors from 18 nations, run in Sydney until next weekend.

  • Australia sexual abuse: National apology delivered to victims

Australian Prime Minister Scott Morrison has given a national apology to victims of child sexual abuse.

Hundreds of people gathered in Canberra on Monday to hear Mr Morrison deliver the emotional address in parliament.

It follows a five-year inquiry which found tens of thousands of children had suffered abused in the nation’s institutions over decades.

“Today, we finally acknowledge and confront the lost screams of our children,” he said.

“We must be so humble to fall before those who were forsaken and beg to them our apology.”

Read: Australian PM faces backlash over surprise shift in Israel policy

The inquiry, which concluded last December, heard more than 8,000 testimonies from victims about abuse in organisations such as churches, schools and sports clubs.

Mr Morrison acknowledged their suffering as well as failures by institutions to protect them.

“Why has it taken so long to act? Why were other things more important than this, the care of innocent children? Why didn’t we believe?” he said.

    Action urged

Support groups said victims and their supporters had travelled from around the nation to hear the apology.

“They are coming with very heavy hearts,” said Leonie Sheedy, the chief executive of Care Leavers Australasia Network.

“It is a wonderful thing our country’s apologising, but there is so much more work to be done.”

Many survivors have criticised the government’s response to the inquiry – especially over the terms of a national compensation scheme.

Victims are eligible to apply for payments of up to A$150,000 (£80,000; $106,000) each.

In August, the Catholic Church formally rejected one recommendation made by the inquiry that priests should be forced to report sexual abuse disclosed during confession.

  • Telecoms Chamber to engage government over impending increased tariffs

The Chamber of Telecommunications has said it is open to further discussions with the government over the imposition of taxes on operations of its members.

This follows the increase in telecom service tariffs after the recalibration of the Value Added Tax (VAT).

The midyear budget review saw the separation of the 5 percent GETFund and NHIL levies from the VAT and charged as straight ones.

This has led to telcos increasing their tariffs effective November 1, 2018.

Read: Mobile money agents demand insurance from telcos

But the CEO of the Chamber of Telecommunications, Ken Ashigbe tells Citi Business News they will engage the government to possibly reduce the incidence of taxes.

“The government has asked us to send in our tax proposals so that is where we are going to engage. I am not too sure how we would be able to possibly change this because this is law that has been passed. Our conversation going forward is to be able to support government; when the government says that it is going to push for all government payment to be digital.”

“We look forward to supporting that particular venture as it will lead to a more efficient way of collecting taxes; blocking all the leakages and broadening the tax net wider. Above all, it might lead to government reducing the rate of taxes but still get more,” he added.

Deputy Minister of Communication, George Andah, finds reasons given by the Ghana Chamber of Telecommunication for an impending increment in tariffs by telcos problematic.

Speaking on the Big Issue over the weekend said: “Telcos are not regulated as far as their pricing is concerned. However, if the Telecom Chamber is saying that as a result of a change in the tax regime, they have had to increase their price then I have an interest to understand how the change in tax regime is influencing their prices.”

Meanwhile a member of the Communications Committee in Parliament, Sam Nartey George, has said the government should be blamed for the imminent increase in the tariffs.

1According to him, government deliberately set in motion the processes that have culminated in the decision by the telcos to increase the charges on their data and call services from November 1 with the recalibration of the VAT, NHIL and GETFUND levies.

  • New York witches place hex on Brett Kavanaugh

The occult turned partisan on Saturday as a coven of New York witches placed a hex on US Supreme Court Justice Brett Kavanaugh.

Dozens attended the event at Brooklyn’s Catland Books, which was also streamed online.

Organisers said the event was “an act of resistance and resilience”.

A Catholic priest and exorcist in California, Father Gary Thomas, planned to counter the spell by saying prayers for the justice at Mass.

“This is a conjuring of evil – not about free speech,” Father Thomas told the National Catholic Register.

Dakota Bracciale, co-owner of Catland Books and one of the organisers of the event, said they would not share details or specifics of “the spells”, but told the BBC the hex was “aimed at exposing Brett Kavanaugh for what he truly is, to cause him harm and see him undone”.

Mr Kavanaugh’s appointment to America’s top court was confirmed despite him facing sexual assault allegations, something he denies.

Asked when the spells were expected to take effect or when they anticipated seeing the results, the organisers said “as soon as possible”, adding: “There’s not a firm timeline on these things.”

They went on to say that part of its purpose was to provide “camaraderie, fellowship and support during tumultuous times”.

Half of the proceeds are to be donated to charities, including the women’s health group Planned Parenthood, the organisers’ event page says.

Last year, Catland hosted “three consecutive rituals to hex Trump”, with tickets to each of the events selling out, the owners said.

They added that press coverage of the rituals sparked a backlash, but that it was “nothing” compared with the scale of abuse following the announcement of their latest event focusing on Mr Kavanaugh.

“We have experienced a pretty severe amount of backlash in the form of hate mail and death threats,” Dakota said.

However the previous rituals aimed at Mr Trump, they say, have proved successful.

    https://www.facebook.com/CatlandBooks/photos/a.405163216239923/1855274137895483/?type=3&theater

“We feel the rituals were a success as they sought to expose Trump for what he is, and that has happened on many levels; from the Russia probe to the exposé on his finances to Stormy Daniels [the porn actress who says she had a sexual affair with Mr Trump in 2006].”

“Witchcraft is a practice, not a religion,” Ms Bracciale explained. “It’s what one does, not what one believes.”

She said that followers of witchcraft see motivation in its history: “It has always been practiced by the most downtrodden, disenfranchised and oppressed peoples who have used it as a tool for survival… to be the arbiter of their own justice since it would be denied by the powers that be.

“[We see] the witch as a political figure who threatens and works to take down the patriarchy. This has been seen throughout history, but more recently in American society.

“We uphold this legacy which merges art, political theatre, religious iconology and socio-political resistance.”

  • Laws exist to stop Ponzi schemes; apply them – Ace Ankomah

Renowned legal practitioner, Ace Ankomah has stressed on the need to trigger the necessary laws to completely deal with the seeming increase in ponzi schemes in the country.

Ace Ankomah who is a Managing Partner at Bentsi-Enchill, Letsa & Ankomah law firm insisted Ghana has all the necessary regulatory regime and laws to deal with such acts.

Some of these laws he averred were established even before Ghana began to witness the operations of these Ponzi schemes.

Despite the existence of these laws, some predating the emergence of Ponzi schemes in the country, Ace Ankomah wondered why no person has been punished in relation to such Ponzi schemes.

“The law exists to stop Ponzi schemes. We have had several Ponzi schemes in this country, may I ask a question? Has anyone ever gone to jail? I don’t know. Well someone says no but I don’t know but these laws have existed before Ponzi schemes. So you should leave here asking your governments why they have never enforced these laws” Bentsi-Enchill, Letsa & Ankomah Managing Partner said.

Fraud and greed in his opinion are two motivating factors that trigger the existence of Ponzi schemes.

However, to curb the menace, the renowned lawyer suggested that Companies Act, Securities and Industries Act and the Minerals and Mining Laws and the Criminal Laws because of the fraudulent aspect of it, should all be put to action.

He asserted that though Ponzi schemes are registered and managed by a known group of people, there are others who are as guilty as them for the roles they played including those who conspired to bring up the idea, those who assisted them in setting up the company, the staff of the Ponzi scheme organisation.

“People who work together for a common purpose to commit crime i.e people who sat down and cooked up Ponzi scheme, they have to be punished for the same level as the substantive crime. Those who help and facilitated and helped them, your crime is called abatement. Today we are sharing it, everyone will have his share. When you dishonestly disappropriate a thing which has been invested in you under a trust – so I gave you my money under a trust and you have spent it because it is now time to pay and you can’t pay – the offence is called fraudulent breach of trust. • Afghanistan election: Voters cast ballots amid heavy security

Voters in Afghanistan are casting their ballots in the long delayed parliamentary elections, amid heavy security and threats from the Taliban.

More than 2,500 candidates – including many women – are vying for 250 seats.

But more than 30% of polling stations are shut because of security concerns – 10 candidates have been killed in the lead up to the vote.

Meanwhile voting in Kandahar province has been delayed by a week after the assassination of a top police chief.

General Abdul Raziq, one of Afghanistan’s most powerful security officials, was killed along with Kandahar’s intelligence chief, Abdul Mohmin, on Thursday when a bodyguard opened fire after a meeting in the southern province, officials said.

The Taliban claimed the attack, which came after a high-level security meeting. US commander Gen Scott Miller narrowly escaped unhurt.

    Polling day – key numbers

Nearly nine million voters are entitled to cast their ballots as polling stations opened at 07:00 local time (02:30 GMT). The voting is expected to end at 11:30 GMT.

But only about 5,000 polling stations of the initially planned 7,000 will be operational because of security concerns.

The Taliban have urged people to boycott what they call “fake” elections. And Islamic State militants in Afghanistan have followed suit.

About 54,000 members of the security forces have been deployed to try to ensure the elections pass off peacefully.

Preliminary results are expected 20 days after the election, on 10 November.

General Abdul Raziq – a consequential death

    By Yalda Hakim

Amidst the daily maelstrom of violence convulsing Afghanistan, the assassination this week of General Abdul Raziq, the provincial police chief of Kandahar, might seem of little consequence.

In fact, the death on the eve of parliamentary elections is a development of enormous importance – and an alarming omen for Afghanistan’s future.

Abdul Raziq was one of Afghanistan’s most controversial figures. Reviled by human rights groups, he was accused of assassinations and torture.

But this larger than life character was also one of the strongest opponents of the Taliban and Pakistan – he was known to boast about the number of Taliban fighters he had personally killed.

He was hated by his enemies who described him as brutal. It was a miracle he survived as long as he did – there had been at least 20 attempts on his life.

Ahead of parliamentary elections this weekend, there are now fears that security will be difficult to maintain without a figure like him. His death is perhaps the most devastating blow in a war that has lasted almost two decades.

    Why do the elections matter?

Most Afghans are desperate for a better life, jobs, education and an end to the war with the Taliban.

For the country’s foreign partners, seeing a flourishing democracy would be the return they’re seeking after many years of investment, billions of dollars spent and thousands of lives lost in more than a decade of fighting.

Many candidates are young and well-educated. They are promising to help deliver change in the conflict-torn country.

But many Afghans have come to view all politicians as corrupt and ineffective, correspondents say.

The polls should have been held when the current assembly’s five-year term ended in 2015. But the standoff after the disputed 2014 presidential election changed all that, bringing the country to the brink of civil war.

The poll is also seen as a test ahead of the all-important presidential elections due in April 2019.

Security is not the only issue threatening the vote.

Past elections have been marred by corruption and fraud, with cases of ballot box stuffing, multiple voting and voter intimidation all documented.

  • New Military base for protection of Ghana’s oil resources – Akufo-Addo

Government has signed a contract for the construction of a Forward Operating Base at Nzulebu in the Western region to enable the Ghana Navy to better protect Ghana’s oil resources, President Nana Addo Dankwa Akufo-Addo has said.

Additionally, government in conjunction with the Ghana National Petroleum Corporation, have ordered six patrol boats to enable the navy to patrol and secure the country’s exclusive economic zone, resources and oil fields.

The President Akufo-Addo made the disclosure on Friday after reviewing a spectacular graduation parade of the Ghana Military Academy (GMA), Teshie, a suburb of Accra, where he commissioned 138 cadets of the institution into the Ghana Armed Forces (GAF).

The parade, which featured cadets from the Regular Career Course 58 and Short Service Commission/Special Duty Course 56, had two foreign officers from Guinea.

President Akufo-Addo told the gathering that government was aware that infrastructural and logistical constraints were putting undue strain on the efforts of the armed forces and the Military Academy and Training Schools to provide quality service and training.

He said that his government was determined to address the infrastructural challenges of the GAF, assuring that the needs of the armed forces would be resolved to enhance its efficiency and morale of troops.

The President said plans were afoot to build state-of-the-art infrastructure to meet the requirements of a 21st Century military and training facilities.

Ghana, he said, could not achieve the kind of economy that would provide the Ghanaian people with a dignified standard of living without peace and security.

Thus, “You will be provided with the resources to carry out your mandate effectively…this is the legacy I will want to bequeath to the Ghana Armed Forces,” he said.

To the newly-commissioned officers, President Akufo-Addo reminded them that they were joining a profession whose members had not only upheld its image, but have continued to ensure that the territorial integrity of the country was preserved to make it peaceful and stable.

He told them that the armed forces and Ghanaians expected a lot from them, and in order to execute the onerous obligation placed on them, they should be guided by the principles of service, devotion and sacrifice.

Whilst congratulating the news officers, the President entreated them to discharge their duties professionally and diligently, and not use their position to antagonise the citizens whose sacrifices had made their training possible.

He said their commission into the GAF placed a great responsibility on them to guard against the temptation to use the uniform to intimidate their civilian counterparts, who were their natural partners in the development of the nation.

“I entreat you all to put into practice, the qualities of good leadership instilled in the Academy…lead exemplary lives and ensure the men under your command also do the same.”
