  • Bawumia opens 4th Renewable Energy Fair in Accra

    Ghana’s Vice President, Dr Mahamudu Bawumia has opened this year’s 4th Renewable Energy Fair, which is being organised by the Energy Commission, in Accra.

    The three days’ Fair, which is under the theme: ‘Exploiting Renewable Energy Resources at the District Level’, started on Tuesday October 9, and ends Thursday October 11, 2018.

    The Fair has brought together exhibitors from Ghana’s power sector, as well as those from other West African countries, Renewable Energy Researchers, representatives of International Energy Agency, representatives from African Development Bank (AfDB) and Civil Society Organisations in the energy sector in the sub-region.

    Speaking at the opening ceremony, Vice President Dr Mahamudu Bawumia commended the Energy Commission for collaborating with the Ministry of Energy by ensuring that the Fair is institutionalised as an annual event.

    “I’m glad that this annual Fair has shaped the conversation on integrating renewable energy into the country’s energy mix. I’m also informed that the Fair serves as a platform for collaboration between Government, Private and Civil Society,” Dr Bawumia indicated.

    Touching on the importance of renewable energy, he said, “One key advantage of the renewable energy is that it enables access to electricity for communities, especially farming communities and farms that are located far from national grid.

    “Access to off grid electricity means that they can participate in wealth creation through their farming and related activities of agro processing. In the case of Planting for Food and Jobs, for example, renewable energy, in the form of solar or wind power water pumps, could be used to guarantee all year-round farming,” he added.

  • Tsunami threat as 7.0-magnitude quake hits Papua New Guinea

    A major 7.0-magnitude earthquake struck Papua New Guinea’s New Britain island on Thursday, triggering a tsunami warning.

    Hazardous tsunami waves were forecast for some coasts, the Pacific Tsunami Warning Center said.

    Tsunami waves were forecast to be less than 0.3 metres (one foot) high for the coasts of PNG and Solomon Islands, it said, adding that wave amplitudes could vary between regions.

    A spokesman for PNG’s National Disaster Management Office in Port Moresby said there were no immediate reports of damage from the quake but these typically took several hours to reach the capital after a major shake.

    He was unable to comment on the tsunami threat.

    The epicentre was 125 kilometres (78 miles) east of the town of Kimbe on the island of New Britain, according to the United States Geological Survey, which said it struck at a depth of around 40 km.

    Two smaller tremors struck the region immediately before and after the main earthquake.

    The USGS website said there was a “low likelihood of casualties and damage” from the quake.

    But it warned that “recent earthquakes in this area have caused secondary hazards such as tsunamis, landslides and liquefaction that might have contributed to losses.”

    PNG sits on the so-called Pacific Ring of Fire, a hotspot for seismic activity due to friction between tectonic plates.

    The country is still recovering after a 7.5-magnitude quake hit its mountainous interior in February, killing at least 125 people, cutting off access to villages and knocking out power.

    Its remote terrain means it often takes several days for information about damage from quakes to reach officials and aid agencies.

    Former Ghana FA vice-president Fred Pappoe has kicked against the ‘risky and illegal’ Black Stars friendly against local giants Asante Kotoko.

    The four-time African champions have hurriedly arranged a friendly against the Porcupine Warriors on Friday following the cancellation of the team’s 2019 Africa Cup of Nations qualifier against Sierra Leone.

    The decision to play the friendly has sparked controversy in the West African nation amid claims it’s needless.

    But former Black Stars management committee chief Fred Pappoe has warned against the risk associated with engaging in an illegality.

    “The players were released for an AFCON qualifier match not a friendly match so the players must return to their various since the match is canceled,” he told Agyenkwa FM

    “But I believe is too much for a gamble than normal.

    “The Normalisation Committee should know the risk involved in a friendly match instead of the main reason for the players invitation.

    “I am not disrespecting Kotoko but the legal thing must be done.”

    The Black Stars was due to play their West African neighbours in the qualifiers on Thursday but the game was rescinded due to the government of Sierra Leone’s interference in the activities of the SLFA.

    Following the cancellation of the game, coach Appiah will engage his players with a game against Asante Kotoko.

  • Saudi government planned Jamal Khashoggi hit

    Top Saudi leaders deployed a 15-man hit squad to lay in wait for dissident writer Jamal Khashoggi inside Riyadh’s consulate in Istanbul, The New York Times said in an explosive story.

    Among the assassination team was a forensic expert who brought a bone saw to dismember Khashoggi’s body after killing him, the Times reported on Tuesday, citing an unidentified American official as saying.

    Al Jazeera could not immediately verify the news report.

    The hit squad finished the murder operation within two hours and departed Turkey for various countries, said the Times’ source, citing information from “top Turkish officials”.

    “It is like Pulp Fiction,” the senior US official was quoted as saying, referring to the graphically violent 1994 Hollywood movie by director Quentin Tarantino.

    Accusations the Saudi leadership directly ordered the alleged assassination of Khashoggi will put further pressure on the United States and other allies to demand a transparent investigation, with possible serious repercussions to bilateral relations if it does not come to fruition.

    Saudi officials have denied any involvement in Khashoggi’s disappearance and alleged murder, saying he left the consulate on October 2. Turkey’s President Recep Tayyip Erdogan has demanded Riyadh to prove his departure from the building.

    Turkey’s government hasn’t provided evidence after a spate of anonymous allegations that the Saudi writer was killed inside the Istanbul consulate.

    Daily Sabah, a Turkish newspaper with close ties to the government, named and published photos on Tuesday of the alleged 15-member Saudi assassination team accused of travelling to Istanbul on the day Khashoggi disappeared. The suspects are wanted by Turkish authorities for questioning.

    ‘Explaining to do’

    American Senator Bob Corker, chairman of the Senate Foreign Relations Committee, said on Tuesday “everything today points to” Khashoggi’s murder last week inside the Saudi consulate.

    Corker told The Daily Beast his view was reaffirmed after viewing classified intelligence about the disappearance.

    “It points to the idea that whatever has happened to him, the Saudis – I mean, they’ve got some explaining to do,” Corker was quoted as saying.

    Al Jazeera’s Patty Culhane, reporting from Washington, DC, said the deluge of news reports will increase pressure on the US government to act.

    “This was a prominent American columnist who is beloved among a small group of the intelligence elite in Washington, DC, and they are speaking out. This story is making front-page news. It is being greeted by a sense of outrage, and that is only growing as each story reveals new information,” she said.

    ‘Lay hands on him’

    Meanwhile on Tuesday, the Washington Post – for whom Khashoggi wrote columns after fleeing Saudi Arabia over fears of retribution for his critical commentary – reported US intelligence intercepted communications of Saudi officials planning to abduct the prominent journalist.

    “Saudis wanted to lure Khashoggi back to Saudi Arabia and lay hands on him there,” the Post quoted a person familiar with the information as saying.

    It was not clear whether the Saudis intended to arrest and interrogate Khashoggi or to kill him – or if the US warned Khashoggi he was a target, the source told the newspaper.

    Khashoggi entered the consulate on October 2 to handle a routine paperwork issue but he never came out, according to family and friends, as well as Turkish authorities.

    The US resident has written articles over the past year during his self-imposed exile that were critical of Saudi Crown Prince Mohammed bin Salman.

    Khashoggi, 59, has had a long career as a senior journalist in Saudi Arabia and also as an adviser to top officials.

    Powerful crown prince

    But since the emergence of Prince bin Salman, 33, as the centre of power in the kingdom last year, Khashoggi has been openly critical of the monarchy.

    He assailed the prince’s reforms as hollow, accusing him of introducing a new Saudi era of “fear, intimidation, arrests and public shaming”.

    Robert Pearson, a former US ambassador to Turkey, said the case could change the relationship between the US and Saudi Arabia.

    “They must give a transparent explanation very quickly, otherwise the tide will quickly turn against them. It’s now been a week and nothing has been shown to prove about his (Khashoggi’s) safety,” he told Al Jazeera.

    He noted 47 US senators recently voted to ban US arms sales to Saudi Arabia – four short of a majority.

    “It is beginning to reach a genuine crisis point now, which can be solved very quickly if the Saudis are really on the spot,” said Pearson.

    “The arms sales bill, the war in Yemen – those are the kinds of things that can turn very quickly into a political statement that will damage Saudi’s relationship with the United States, and damage Saudi’s reputation worldwide.”

    Accusations the Saudi leadership directly ordered the alleged assassination of Khashoggi will put further pressure on the United States and other allies to demand a transparent investigation, with possible serious repercussions to bilateral relations if it does not come to fruition.

    Saudi officials have denied any involvement in Khashoggi’s disappearance and alleged murder, saying he left the consulate on October 2. Turkey’s President Recep Tayyip Erdogan has demanded Riyadh to prove his departure from the building.

    Turkey’s government hasn’t provided evidence after a spate of anonymous allegations that the Saudi writer was killed inside the Istanbul consulate.

    Daily Sabah, a Turkish newspaper with close ties to the government, named and published photos on Tuesday of the alleged 15-member Saudi assassination team accused of travelling to Istanbul on the day Khashoggi disappeared. The suspects are wanted by Turkish authorities for questioning.

    ‘Explaining to do’

    American Senator Bob Corker, chairman of the Senate Foreign Relations Committee, said on Tuesday “everything today points to” Khashoggi’s murder last week inside the Saudi consulate.

    Corker told The Daily Beast his view was reaffirmed after viewing classified intelligence about the disappearance.

    “It points to the idea that whatever has happened to him, the Saudis – I mean, they’ve got some explaining to do,” Corker was quoted as saying.

    Al Jazeera’s Patty Culhane, reporting from Washington, DC, said the deluge of news reports will increase pressure on the US government to act.

    “This was a prominent American columnist who is beloved among a small group of the intelligence elite in Washington, DC, and they are speaking out. This story is making front-page news. It is being greeted by a sense of outrage, and that is only growing as each story reveals new information,” she said.

    ‘Lay hands on him’

    Meanwhile on Tuesday, the Washington Post – for whom Khashoggi wrote columns after fleeing Saudi Arabia over fears of retribution for his critical commentary – reported US intelligence intercepted communications of Saudi officials planning to abduct the prominent journalist.

    “Saudis wanted to lure Khashoggi back to Saudi Arabia and lay hands on him there,” the Post quoted a person familiar with the information as saying.

    It was not clear whether the Saudis intended to arrest and interrogate Khashoggi or to kill him – or if the US warned Khashoggi he was a target, the source told the newspaper.

    Khashoggi entered the consulate on October 2 to handle a routine paperwork issue but he never came out, according to family and friends, as well as Turkish authorities.

    The US resident has written articles over the past year during his self-imposed exile that were critical of Saudi Crown Prince Mohammed bin Salman.

    Khashoggi, 59, has had a long career as a senior journalist in Saudi Arabia and also as an adviser to top officials.

    Powerful crown prince

    But since the emergence of Prince bin Salman, 33, as the centre of power in the kingdom last year, Khashoggi has been openly critical of the monarchy.

    He assailed the prince’s reforms as hollow, accusing him of introducing a new Saudi era of “fear, intimidation, arrests and public shaming”.

    Robert Pearson, a former US ambassador to Turkey, said the case could change the relationship between the US and Saudi Arabia.

    “They must give a transparent explanation very quickly, otherwise the tide will quickly turn against them. It’s now been a week and nothing has been shown to prove about his (Khashoggi’s) safety,” he told Al Jazeera.

    He noted 47 US senators recently voted to ban US arms sales to Saudi Arabia – four short of a majority.

    “It is beginning to reach a genuine crisis point now, which can be solved very quickly if the Saudis are really on the spot,” said Pearson.

    “The arms sales bill, the war in Yemen – those are the kinds of things that can turn very quickly into a political statement that will damage Saudi’s relationship with the United States, and damage Saudi’s reputation worldwide.”

    In an exclusive interview with The Associated Press, Grace Meng denied bribery allegations against Meng Hongwei and said that speaking out about his disappearance was placing her “in great danger”.

    Meng – who is also China’s vice minister of public security – disappeared while on a trip home to China late last month.

    Speaking to the AP late on Monday, Grace Meng said her last contact with her husband was by text message, on September 25, when he wrote “wait for my call” and sent her an emoji image of a knife after travelling back to China.

    “He said, ‘You listen but you don’t speak’,” she said. He continued: “We’ve come in two work teams, two work teams just for you.”

    She said the man also said, “We know where you are,” and that when she tried to ask a question, he repeated: “You don’t speak, you just listen to me.”

    As a result, Grace Meng is now under French police protection. Chinese authorities said on Monday that Meng Hongwei was being investigated for taking bribes and other crimes that were a result of his “willfulness”.

    Hours earlier, Interpol said Meng had resigned as the international police agency’s president. It was not clear whether he did so of his own free will.

    Police in the Eastern Region have begun investigations into the death of a young woman whose body was found lying in the streets of Okorase near Koforidua on Tuesday.

    According to sources, the deceased, who is said to be a seamstress apprentice returned home from work to take her bath and left to town only for her to be found dead on Tuesday morning.

    Speaking to Citi News, the Eastern Regional Police Public Relations Officer, DSP Ebenezer Tetteh, said the police is yet to make an arrest in connection with the alleged murder.

    “Police received information this morning that the body of a middle-aged woman has been found lying in the street at Domeabra a suburb of Okorase. We proceeded to the crime scene to verify the information and saw the body of the woman”.

    “Preliminary investigations indicates the lady was a seamstress apprentice at Okorase, and that she came home to eat and take her bath, after which she left home last night only for her body to be found dead this morning”

    “We have processed the crime scene with pictures taken and the body has since been deposited at the Koforidua Central hospital for autopsy and further examinations as we speed up investigations into the incident”.

    The private firm which conducted forensic audit and investigations into the operations of Ghana National Gas Company (GNGC) charged a staggering GhC825,000.

    The Economic and Organised Crimes Office (EOCO) engaged Morrison and Associates as technical consultants following a complaint filed by the Ministry of Energy on the operations of Ghana Gas.

    “GNGC will be responsible for the payment of your fees. You are therefore advised to negotiate and agree on your fees with the management. Audit fees will be payable only on the conditions and in the manner specified below:

    ¼ of fees is to be paid on commencement of the audit;

    ¼ of fees is to be paid on production and submission of draft report for consideration by the management of GNGC;

    ½ final payment of the fees is to be paid when the report has been approved and signed and copies made available in accordance with the Terms and Reference,” a letter to the private audit firm from EOCO boss KK Amoah and dated October 19, 2017 stated.

    “You may be required to appear before a Court of competent jurisdiction to explain your findings arising out of your investigations,” the EOCO letter served notice.

    Starrfmonline.com is in possession of a letter from Morrison & Associates directed to the CEO of Ghana Gas dated November 9, 2017 detailing the payment plan which totalled GhC825,000.

    “Our discounted professional fee for the engagement is Eight Hundred and Twenty-Five Thousand, Ghana Cedis (GHC825,000) exclusive of all indirect local taxes and is payable in three instalments as specified in the terms of our appointment by the Economic and Organised Crime Office.

    ¼ (GhC 206, 250) to be paid on commencement of the audit;

    ½ (GHC 412,500) final payment on submission of approval and signed report,” the letter to Ghana Gas specified.

    It added: “The fee is also exclusive of all reimbursable expenses which include, but not limited to, transportation, accommodation and per diem expenses for any work required to be carried out outside Accra.”

    The audit which indicted the CEO of Ghana Gas Dr. George Sipa Yankey and some board members covered the period between January 1, 2009 to June 30, 2017.

    The report uncovered a whopping US$137,861,127.15 at Ghana National Gas Company during the erstwhile administration of John Mahama.

    It detected that helicopters purchased from China National Aero Technology Import and Export Corporation (CATIC) by Ghana Gas “have never been used for purpose of its purchase.”

    According to the audit report in possession of Starrfmonline.com, as a result of the situation, a whopping amount of $54,800,000 has gone down the drain as “financial loss to the state.”

    The report which covered the board chairmanship tenure of Dr. Kwesi Botchwey also has it that equipment for the helicopters worth $5,958,366.76 “were not delivered even though it was part of the contract price.”

    It added: “Abnitio training cost not fully utilized for its intended purpose” amounts to US$300,000, making a total of US$61,058,366.756.

    Other members of the board cited in the report are: Mr. Eric Yankah, Thomas Manu, Dr. Valerie Sawyerr and the former CEO George Sipa-Adjah Yankey.

    The report which has been submitted to President Akufo-Addo and his cabinet also detected procurement breaches worth US$34,451,650.22 and US$42,351,110.17 in contracts with Memphis Metropolitan Limited and Kingspok Company Limited respectively.

    The report of the Cabinet sub-committee which was responsible for coordinating forensic audits and investigations has been submitted to the Economic and Organised Crime Office (EOCO) for investigations.

    Barely two weeks ago, a revered religious personality in the country called on his congregation and Ghanaians to embark on 72-hour fasting and prayers to salvage the situation and improve the fortunes of the country.

    Other religious leaders have attributed the situation to spiritual attack on the State and the country at large with one alleging that the hardship is the doing of a former occupant of a high office who intends to seek re-election.

    He thus called for prayers and constant devotion of the country into God’s hands for protection and guidance of our leaders.

    However, in a sharp contrast to the position held by these renowned religious leaders, a former General Secretary of the Christian Council of Ghana, Opuni-Frimpong has said asserted that prayers are not the absolute solution to Ghana’s problems.

    Rev. Opuni Frimpong averred if prayers and fasting were the solutions to Ghana’s problems we would have been a prosperous nation by now.

    Citing the national anthem, the former General Secretary explained that its lyrics especially ‘God bless our homeland Ghana’ were prayers and almost every school every single day or national event say these words.

    Instead of fasting and praying all the time, Rev Opuni Frimpong charged religious leaders to advise their church members on proper ethical behavior, discipline, adhering to responsibility to the state and the community.

    He further challenged ‘Men of God’ to speak against irresponsible behaviours of members of their congregation such as corruption, unprofessionalism, bribery, abuse of rule of law, selfishness and seeking parochial interest at the expense of the state since these those who engage in such acts are same people who form the congregation.

    The pastor of the Presbyterian Church of Ghana added that failure to do these will make religious leaders ‘irresponsible’ members of the society since they have shirked their responsibility to ensure people do right and work hard to better the economic fortunes of the state.

    “That we need prayers, yes but we are building a nation. Even when we are building a Church you need both divine intervention and human action. I come to church, I pray with the church but I need certain professional, architects, I need people who understand money, I need people who understand law. I am a pastor, trained theologian but when I cross through from religion to law I should shut up and allow people who understand the implication of my action, I mean the legal implication to even talk to me. So you don’t stop at divine intervention, you don’t stop at prayer and fasting. We must teach Ghanaians their civic responsibility, discipline, hard work, investment, their savings culture and how to be accountable” he remarked in an interview with Ghanaweb.

    “If all that religious leaders can offer us is prayers and fasting, we are not helping our people, we are disappointing the nation. We must as well teach the people we gather to go and pay their taxes.     The revered religious leader noted it was pointless engaging in fasting and prayers when nothing seemed to change or no positive result is experienced on the national front.

    Arguing that most people who engage in prayers and fasting are also in one way or the other at the helm of affairs in the country, Rev Opuni-Frimpong tasked his colleagues to ensure their actions influence them to act right and responsibly.

    Urging his colleague religious leaders not to end at fasting and prayers, the former General Secretary of Christian Council observed, “…those people are sitting in your church Some of them are civil servants and public servants and if our fasting and prayers are influencing them, changing them, making them responsible, then we are only hiding behind prayer, we are becoming irresponsible”

    He thus called for prayers and constant devotion of the country into God’s hands for protection and guidance of our leaders.

    However, in a sharp contrast to the position held by these renowned religious leaders, a former General Secretary of the Christian Council of Ghana, Opuni-Frimpong has said asserted that prayers are not the absolute solution to Ghana’s problems.

    Rev. Opuni Frimpong averred if prayers and fasting were the solutions to Ghana’s problems we would have been a prosperous nation by now.

    Citing the national anthem, the former General Secretary explained that its lyrics especially ‘God bless our homeland Ghana’ were prayers and almost every school every single day or national event say these words.

    Instead of fasting and praying all the time, Rev Opuni Frimpong charged religious leaders to advise their church members on proper ethical behavior, discipline, adhering to responsibility to the state and the community.

    He further challenged ‘Men of God’ to speak against irresponsible behaviours of members of their congregation such as corruption, unprofessionalism, bribery, abuse of rule of law, selfishness and seeking parochial interest at the expense of the state since these those who engage in such acts are same people who form the congregation.

    The pastor of the Presbyterian Church of Ghana added that failure to do these will make religious leaders ‘irresponsible’ members of the society since they have shirked their responsibility to ensure people do right and work hard to better the economic fortunes of the state.

    “That we need prayers, yes but we are building a nation. Even when we are building a Church you need both divine intervention and human action. I come to church, I pray with the church but I need certain professional, architects, I need people who understand money, I need people who understand law. I am a pastor, trained theologian but when I cross through from religion to law I should shut up and allow people who understand the implication of my action, I mean the legal implication to even talk to me. So you don’t stop at divine intervention, you don’t stop at prayer and fasting. We must teach Ghanaians their civic responsibility, discipline, hard work, investment, their savings culture and how to be accountable” he remarked in an interview with Ghanaweb.

    “If all that religious leaders can offer us is prayers and fasting, we are not helping our people, we are disappointing the nation. We must as well teach the people we gather to go and pay their taxes. We must teach them that they must be responsible with time, that they must be responsible with managing their offices” Rev Opuni-Frimpong insisted.

    The revered religious leader noted it was pointless engaging in fasting and prayers when nothing seemed to change or no positive result is experienced on the national front.

    Arguing that most people who engage in prayers and fasting are also in one way or the other at the helm of affairs in the country, Rev Opuni-Frimpong tasked his colleagues to ensure their actions influence them to act right and responsibly.

    Urging his colleague religious leaders not to end at fasting and prayers, the former General Secretary of Christian Council observed, “…those people are sitting in your church Some of them are civil servants and public servants and if our fasting and prayers are influencing them, changing them, making them responsible, then we are only hiding behind prayer, we are becoming irresponsible”

    The Cylinder Recirculation Model should take off by the first quarter of 2019, the National Petroleum Authority (NPA) has said.

    Following the announcement of the model a year ago, the NPA has stayed somewhat silent over the time the policy will kick off especially when various inspection and monitoring exercises have been conducted.

    According to Director for Inspection and Monitoring, Esther Anku, steady progress has been made to ensure a smooth rollout of the policy.

    “Once the first bottling plant then it means we are ready to roll out because the bottling plant must be available to receive empty cylinders and also refill them for recirculation. I could project the first quarter of next year (2019) for the onset of the policy. That could be earlier,” she revealed in an exclusive interview with JoyBusiness.

    Implementation committee

    So far a Committee – National LPG Policy Implementation Committee has been established to ensure a smooth rollout of the process.

    The Committee developed a roadmap with four key objectives: regulatory framework, cylinder recall, training and capacity building and decommissioning of high risk refilling plants.

    However, decommissioning of high-risk refilling plants have not begun. It is unclear when the decommissioning will begin, Madam Anku said and added that decommissioning would begin “when the first bottling plant is up.”

    Meanwhile, the NPA has consulted with petroleum service providers including bulk distribution companies, storage companies, oil marketing companies, tanker drivers and LPG refilling plant operators to ensure a smooth rollout of the process.

    “Whilst we are hopeful the full implementation of the measures will ensure safety, the NPA, in the interim, is collaborating with the Oil Marketing Companies (OMCs) and other relevant stakeholder agencies, to enhance the capacity of persons involved in the handling of petroleum products, including tanker drivers and their mates,” the NPA has stated.

    In order to ensure smooth implementation, LPG refilling plants would be classified into low risk and high risk based on their deficiency in meeting safety standards in a Risk Assessment of all plants by the NPA.

    The high-risk refilling station would be immediately converted into filled cylinder retail and distribution outlets whereas low-risk refilling stations would be dedicated to the supply of Autogas only, with improved safety standards.

    The proposed new LPG distribution model will begin with the LPG Bulk Distribution Company (LBDC), whose responsibility will be to either import or buy the LPG from local refineries or/and gas processing plant, such as Tema Oil Refinery and Ghana National Gas Company, and store the LPG in their Bulk Storage facility.

    The LBDC will then sell the LPG in bulk to either the Bottling Plant for the sole purpose of filling the empty cylinders or to the LPG Marketing Companies (LMCs) for bulk sale to industrial end-users factories, restaurant, and mini-power plants- and also to autogas users.

    The LPG Bottling Plant Company will be responsible for filling the empty cylinders for onward distribution to LMCs. The LMCs will be responsible for procuring, branding, and maintaining the cylinders.

    Specialized trucks will be used to transport the filled cylinders from the bottling plants to the retail stations or exchange points, where consumers will exchange their empty cylinders for filled ones.

    A minimum of 4,000Mt capacity storage depot shall be used as the primary receiver of LPG either from imports or from domestic production, with gantry facilities for discharge into BRVs. This will be the preserve of an LBDC.

    The LPG bottling plant is expected to have a minimum storage capacity of 250Mt with an automated bottling plant and a filling capacity of 1,000 cylinders per hour. The country will be zoned for the siting of these bottling plants. However, the distribution of their filled cylinders will not be limited to any particular zone.

    Following a meeting on Monday, Sierra Leone FA has petitioned Fifa and Caf to lift the ban and put off the Afcon qualifier against the Black Stars.

    Sierra Leone Football Association (SLFA) has petitioned Fifa to lift the ban handed the body last week and also wants Caf to set a new date for the 2019 Africa Cup of Nations qualifier against Ghana, according to director of competitions Ibrahim Sorie.

    The Anti-Corruption Commission of Sierra Leone barred Football Association president Isha Johansen and general secretary Christopher Kamara from using the premises of the association while the pair was being investigated on corruption charges.

    Fifa sent a warning to the Sierra Leonean government over interferences and subsequently pronounced an immediate suspension of the SLFA until Johansen and Kamara are allowed access to their offices.

    Sierra Leone thus lost all its membership rights, with the national teams and affiliated clubs no longer entitled to take part in international competitions until the suspension is lifted, meaning that the Afcon qualifying doubleheader against Ghana on October 11 and 15 may not hold.

    The Sports Ministry and Sierra Leone FA held a meeting on Monday to resolve the crisis.

    “The situation is under control now so we’re optimistic Fifa will lift the ban after sending them what transpired at the meeting today.     “It will not be easy for them to agree but we believe that they can understand the situation we’ve found ourselves in and accept our proposal. Isha Johansen has also accepted to step aside and has subsequently written to Fifa about her decision.

    “We’re waiting for a response from Fifa and Caf on this matter. After that, we will send a delegation to Zurich so that everything can be sorted out amicably for the growth of the sport in our country,” he added.

    The move is meant to allow the feuding parties the time to reach an amicable solution to the crisis bedeviling football without losing the points against Ghana as a result of the ban.

    Fifa suspended Sierra Leone from international football last week because of government interference in the running of the country’s football association.

    Juventus sporting director Fabio Paratici said Monday it was not easy to replace a player of the calibre of Cristiano Ronaldo as he also dismissed a return to Italy for Manchester United’s French World Cup winner Paul Pogba.

    Ronaldo, 33, joined Juventus from Real Madrid last summer for 100 million euros ($115 million).

    The Consolidated Bank of Ghana Limited has decided to honour the remainder of a three-year sponsorship contract between dissolved uniBank and the senior national team, the Black Stars, Graphic Online has gathered.

    The initial three-year deal which saw uniBank become the official bank of the Black Stars was first signed between the bank and the Ghana Football Association (GFA) in 2013 and worth $1.2 million over the period.

    Felix Nyakopon, the then CEO of uniBank said: “We are partnering the Black Stars to showcase to the World that Ghanaian businesses can successfully support the Black Stars to climb higher and higher.

    “After very fruitful discussions, uniBank is offering to be a Gold sponsor of the GFA and the Black Stars. We believe in the best and have gone to the best, the Gold Sponsorship.

    It was renewed in 2016 for another three years and still has one year to run until it expires in 2019.

    Some analysts suggested that the deal will be truncated after the bank was declared insolvent by the Bank of Ghana in August 2018 and subsequently merged with four other banks to form the Consolidated Bank of Ghana Limited.

    However, according to a source at the Consolidated Bank, the contract will be allowed to run its course after which an assessment will be made on whether it will be renewed.

    The bank has since issued a farewell message to the Black Stars as they prepare to face Sierra Leone in an AFCON 2019 Group F qualifier on October 11 at the Baba Yara Stadium.

    Ghana football’s Normalization Committee communications director Dan Kwaku Yeboah says plans for the 2019 Africa Cup of Nations qualifying double-header against Sierra Leone remain unchanged despite the visitors’ recent troubles with Fifa.

    On Friday, the world football’s governing body handed an immediate suspension to Sierra Leone Football Association due to government interference, meaning the game against Ghana may likely not hold.

    However, Yeboah believes things could be sorted out before the first encounter slated for Thursday, October 11.

    “We have decided not to abort the plans for the game against Sierra Leone including the training schedules,” Yeboah told Goal.

    “Although, the letter from Fifa to Sierra Leone confirmed that they have been banned and that will automatically affect the Africa Cup of Nations qualifier against them next week, we still believe anything can happen between now and the day for the game so we are preparing as planned.

    “When Nigeria were handed a ban by Fifa, it was overturned within 48 hours because they met the requirements from Fifa. This means that Sierra Leone can also see their ruling overturned if their government allows the FA officials to have access to the association’s headquarters.

    “If Ghana halts camping plans and the decision is overturned by Monday or Tuesday, it will affect us so we’re expecting a full house and the referees for the game as well,” he added.
