  • No show at Gitmo 2 ruling

    The Supreme Court of Ghana has failed for the second time to deliver its judgment in the Gitmo 2 case as the judges admit that after holding a judgment conference, they are still unable to reach a decision.

    The seven-member Supreme Court panel presided over by Justice William Atuguba has, however, requested the parties to file further submissions on the effect Articles 83 and 84 of the 1992 Constitution has on Article 75 of the same Constitution.

    Article 75 of the 1992 constitution states: (1) The President may execute or cause to be executed treaties, agreements or conventions in the name of Ghana.

    (2) A treaty, agreement or convention executed by or under the authority of the President shall be subject to ratification by-

    (a) Act of Parliament; or

    (b) a resolution of Parliament supported by the votes of more than on-half of all the members of Parliament.

    Article 83 and 84 which bothers on National Security Council also says

    84. The functions of the National Security Council include

    a) considering and taking appropriate measures to safeguard the internal and external security of Ghana;

    (b) ensuring the collection of information relating to the security of Ghana and the integration of the domestic, foreign and security policies relating to it so as to enable the security services and other departments and agencies of the Government to co-operate more effectively in matters relating to national security;

    (c) assessing and appraising the objectives, commitments and risks of Ghana in relation to the actual and potential military power in the interest of national security; and

    (d) taking appropriate measures regarding the consideration of policies on matters of common interest to the departments and agencies of the Government concerned with national security.

    The difficulty of the Supreme Court is that they want to be sure if decisions taken in respect of national security interest to enter into agreements with another country can be overturned by the court on grounds that it conflicts with a constitutional provision. They further explain that as it stands now, the said agreement has already been executed and they are wondering if anything at all can change about it per the judgment of the court.

    The court has asked the parties to file further submissions by the 24th of May 2017 and return to court on the 22nd of June 2017 for the judgment of the court.

  • Patrick Twumasi to miss Getafe clash due to injury

    Spanish side Deportivo Alaves have confirmed that Ghana striker Patrick Twumasi will miss the La Liga clash against Getafe on Thursday after picking up an injury in training.

    The striker underwent medical examination during the week and it was declared that he will be out for some days.

    The injury, however, is not too serious but the player won’t be fit for the clash against Getafe on Thursday night.

  • Melania Trump to visit Ghana in October

    US First Lady, Melania Trump, will embark on her first extended solo international mission to Ghana, Malawi, Kenya and Egypt in October.

    Mrs Trump, on her visit, says she will use the visit to promote her “Be Best” child welfare initiative throughout Africa.

    She made this known on Wednesday at a reception for the spouses of foreign leaders and others participating in the annual U.N. General Assembly.

    “October 1 will mark the first day of my solo visit to four beautiful and very different countries in Africa,” the Associated Press (AP) reported Mrs. Trump as saying during brief remarks to several dozen guests in a reception room in a building near U.N. headquarters.

    The “Be Best” initiative was launched earlier this year to focus on overall child well-being, with an emphasis on opioid addiction and online behaviour.

    The countries on her itinerary have worked closely with the U.S. Agency for International Development, which is helping organize the trip.

    “Whether it is education, drug addiction, hunger, online safety or bullying, poverty or disease, it is too often children who are hit first, and hardest, across the globe,” Mrs. Trump said. “Each of us hails from a country with its own unique challenges, but I know in my heart we are united by our commitment to raising the next generation to be happy, healthy and morally responsible adults.”

    She offered no details on her activities in each country, and did not say when she would be returning to Washington.

  • Jose Mourinho ‘at war with his players’ – Martin Keown

    Manchester United manager Jose Mourinho “seems to be at war with his players”, said former Arsenal defender Martin Keown after the Red Devils were knocked out of the Carabao Cup by Derby.

    United were beaten 8-7 on penalties by the Championship side after a 2-2 draw at Old Trafford on Tuesday.

    Earlier in the day, Mourinho told Paul Pogba he will not captain United again, but insisted they have not fallen out.

    “He needs to start seeing the good in what they do,” Keown told the BBC.

    “Is he pulling up the handbrake?”

    Pogba watched from the stand as Derby, managed by former England midfielder Frank Lampard, knocked out United.

    “Everyone in the media is quick to turn this into a massive crisis,” said Keown.

    “Manchester United have had some good away results but suddenly they’re not able to win at home. I don’t enjoy seeing them not being competitive.

    “Mourinho has said the pundits on the sofa have got too much to say. One of them, Frank Lampard, has proved him wrong. It’s a great scalp.

    “Jose seems to be at war with his players.

    “This was a really good United team and I can’t think of many bigger shocks in their history. Mourinho tried to go for it and he’ll be hurting in the dressing room.”

    United made nine changes from the draw with Wolves but still fielded 10 internationals and took an early lead through Juan Mata.

    But they needed a stoppage-time equaliser from Marouane Fellaini to take the tie to a shootout, which was lost when Phil Jones became the only player to miss.

    Mourinho said: “Penalties come and someone has to miss, once you go to the sixth or seventh penalty I knew we were going to be in trouble with Jones, with Eric Bailly.

    Angry residents of Tarkwa, a mining town in the Western Region, on Wednesday, 26 September 2018 took to the streets to demonstrate over what they described as bad roads in the area.

    The aggrieved residents numbering over hundred defied the presence of the Lands and Natural Resources Minister and his deputy, who are on a regional tour of mining communities in the country, to protest against the poor roads there.

    However, by mid morning they had come back to HK$18.52.

    Haidilao International Holding, the hotpot restaurant’s owner, is aiming to raise $HK7.3bn ($935m; £711m) via its listing, with some 60% of the proceeds already destined to finance part of its global expansion plan.

    Despite the chain’s infamous waiting times, Haidilao reckons it still seats more than 100 million guests a year around the world.

    The US says China has contravened US sanctions on Moscow introduced over Russian actions in Ukraine and alleged interference in US politics.

    China recently bought 10 Russian Sukhoi Su-35 fighter jets and S-400 missiles.

    Beijing has not joined in the sanctions imposed on Moscow by the US and its Western allies since 2014.

    Its forces took part in giant Russian war games held earlier this month.

    China is fast becoming a manufacturer of sophisticated weaponry in its own right but it remains eager to buy advanced Russian weaponry, especially air defence systems and combat aircraft.

    Russia has also criticised the sanctions on the Chinese military, warning the US against “playing with fire”.

    “It would be good for them to remember there is such a concept as global stability which they are thoughtlessly undermining by whipping up tensions in Russian-American ties,” Deputy Foreign Minister Sergei Ryabkov said in a statement.

    Are sanctions a fading weapon?

    The target of these sanctions is Russia rather than China but the impact is likely to be to encourage cooperation between Beijing and Moscow who, to a large extent, already share a worldview and resist what they see as Washington’s efforts to throw its weight around.

    China’s developing military relationship with Russia was underscored by its participation at the recent Vostok exercises and it is not going to halt sophisticated weapons purchases from Russia.

    The US move could just deepen the already tense trading relationship with Beijing. Sanctions may be a good way of registering US displeasure and causing Russia economic pain, but they may well not produce the desired outcome, a change in Russian policy.

    Who is affected by the sanctions?

    The Municipal Chief Executive of Obuasi in the Ashanti Region, Elijah Adansi Bonah, has entreated people accusing him of inflating the cost of projects of the assembly to go to court, and stop tarnishing his hard-won reputation.

    He expressed surprise about why his accusers are not proceeding to court but rather resorting to radio and social media to run him down.

    A vehicle with registration number CR 1410 -16 has run over a baby in the Assin Fosu main lorry station after the driver mistook accelerator for a break.

    Some eyewitness who spoke to Adom News said the driver whose name is currently unknown, is a “Book Man” as popularly known in the transport business, decided to move an automatic vehicle from scale to pave way for other cars queuing to load at Breman Asikuma station in Assin Fosu in the Central region.

    The Bookman who is not too familiar with the automatic vehicle driving mistook the break for the accelerator to move the car and run into vehicles and passengers who were at the station at the time of the incident

  • Bank of Ghana writes off GH¢1.2bn bad loans

    The Bank of Ghana (BoG) has written off 1.2 billion cedis Non-Performing Loans (NPLS) on the books of banks in the country.

    This means that the central bank will consider 1.2 billion worth of credit given out as bad loans that cannot be retrieved.

    Non-Performing Loans was at 21.3 percent as at August 2018.

    In the same period in 2017, the NPL was at 21.9 percent showing a drop on year to year basis.

    Speaking at a press conference to announce the policy rate, the Governor of the Bank of Ghana, Dr. Ernest Addison stated that the move is necessary to reduce the high NPL level.

    He explained that the banks have gone through all the required process to conclude that the loans cannot be retrieved hence must be taken care off.

    “You have NPLs that are complete loss. The category of those that are completely bad. The bank has a policy. Once you have an NPL that are completely loss, you have to make full provision for them,” he said.

    “Over the years the banks have fully provided for these loss components and we are saying that if you have fully provided for these losses maybe it is about time you wrote them off so that our NPL numbers can come down,” he added.

    Dr. Addison stressed that the exercise is part of measures aimed at cleaning the financial system to make it a robust one.

    BoG maintains policy rate

    Meanwhile, the Monetary Policy Committee (MPC)of the Bank of Ghana maintained the policy rate at 17 percent after its 84th meeting.

    This is the second consecutive time that the central bank has maintained the policy rate.

    Speaking at the same press conference, Dr. Addison explained that the decision to hold the figure at 17 percent is aimed at helping the country achieve its inflation target by end of year.

    “Given these considerations and weighing the balance of risks the committee decided to keep the policy rate unchanged but will continue to monitor closely developments in the coming months and take the appropriate policy actions to address any potential threats to the inflation outlook”, he said.

    “The most recent forecasts, at this MPC round show some marginal elevation of the disinflation path taking into account the possible second round effects of the recent increases in petroleum prices, exchange rate depreciation, effects of recent increases in taxes, pick up in global inflation as well as the effects of the tight global financing conditions,” he added.

    Responding to a question why the Bank of Ghana did not increase the rate to help control the recent cedi depreciation, Dr. Addison stated that the focus of the central bank is inflation targeting and not exchange rate targeting.

    Assuring that the cedi will stabilize, Dr. Addison pointed out that adequate measures have been put in place to stabilize the local currency.

    “The outlook is for continued relatively stable macroeconomic conditions. The recently signed cocoa syndication loan of US$1.3 billion should bring in additional foreign exchange to further boost our international reserves and provide some cushion against any further pressures,” he stressed.

    One are of the team that coach Kwesi Appiah needs to improve is his side’s goalscoring, with the Black Stars regularly creating a litany of chances, but spurning far too many.

    Chances created in Nairobi went into double figures, but not a single one was taken.

    Expect Appiah to be paying particular attention to his potential striking options in the build-up to the next matchday, and the success or otherwise of his quest could determine whether Ghana make it to an eighth straight AFCON.

    Appiah’s decision to overlook captain Asamoah Gyan and Ayew brothers Andre and Jordan for the clash with Kenya raised many questions, but the trio have done little to answer them during their recent club performances.

    Gyan was not involved at all for Kayserispor as they lost at Konyaspor this weekend; he has worryingly played only 35 minutes of football this term.

    Appiah clearly doesn’t believe that an inactive Gyan offers more than various other options, even if some Ghana fans may disagree. While Gyan’s lack of playing time makes his omission easy, the Ayew brothers have used their time on the pitch to prompt doubts about Appiah’s decision to cull them from his squad.

    Jordan Ayew has worked his way into the Crystal Palace set up and started the last two games. He capped off a bright performance away at Huddersfield Town with the decisive assist the week before last, and surely offers more than Raphael Dwamena or Majeed Waris.

    However, while the sporting case for the Ayews’ inclusion may be getting stronger, it remains to be seen whether Appiah could be convinced that their return would be good for the team dynamic.

    Richmond Boakye missed out on the last Ghana squad, but his return to Serbia has led to immediate results, which should ensure that he’s the first-choice striker against Sierra Leone.

    He’s netted three times in two league games, and also netted the equaliser in the Belgrade derby against Partizan on Sunday.

    His form has coincided with what has been a dip for Dwamena, who has yet to get going since his arrival in Spain with Levante.

    Elsewhere, Kwadwo Asamoah was curiously overlooked for Ghana’s starting XI against Kenya, but has delivered two fine performances in the space of four days, playing 90 minutes as Inter dispatched both Tottenham Hotspur and Sampdoria.

    His excellent, consistent showings have boosted optimism that his injury worries are now firmly behind him, although Inter’s decision to use him on the left side may quell Ghanaian hopes that Appiah will restore him to his original central midfield role.

    Elsewhere, two midfielders who have done enough at club level to warrant consideration by Appiah are Alfred Duncan and Bernard Mensah.

    The former has played every minute for Sassuolo in Serie A so far this term, and his performances in their midfield should heap pressure on the Black Stars’ starting duo – Afriyie Acquah and Ebenezer Ofori.

    In Turkey, Mensah has shone for Kayserispor after moving on loan from Atletico Madrid. His form, notably with a strike in the 3-2 victory at Fenerbahce, has come in stark contrast to Gyan’s inactivity at the same club.

    Appiah’s decision to overlook captain Asamoah Gyan and Ayew brothers Andre and Jordan for the clash with Kenya raised many questions, but the trio have done little to answer them during their recent club performances.

    Gyan was not involved at all for Kayserispor as they lost at Konyaspor this weekend; he has worryingly played only 35 minutes of football this term.

    Appiah clearly doesn’t believe that an inactive Gyan offers more than various other options, even if some Ghana fans may disagree. While Gyan’s lack of playing time makes his omission easy, the Ayew brothers have used their time on the pitch to prompt doubts about Appiah’s decision to cull them from his squad.

    Jordan Ayew has worked his way into the Crystal Palace set up and started the last two games. He capped off a bright performance away at Huddersfield Town with the decisive assist the week before last, and surely offers more than Raphael Dwamena or Majeed Waris.

    However, while the sporting case for the Ayews’ inclusion may be getting stronger, it remains to be seen whether Appiah could be convinced that their return would be good for the team dynamic.

    Richmond Boakye missed out on the last Ghana squad, but his return to Serbia has led to immediate results, which should ensure that he’s the first-choice striker against Sierra Leone.

    He’s netted three times in two league games, and also netted the equaliser in the Belgrade derby against Partizan on Sunday.

    His form has coincided with what has been a dip for Dwamena, who has yet to get going since his arrival in Spain with Levante.

    Elsewhere, Kwadwo Asamoah was curiously overlooked for Ghana’s starting XI against Kenya, but has delivered two fine performances in the space of four days, playing 90 minutes as Inter dispatched both Tottenham Hotspur and Sampdoria.

    His excellent, consistent showings have boosted optimism that his injury worries are now firmly behind him, although Inter’s decision to use him on the left side may quell Ghanaian hopes that Appiah will restore him to his original central midfield role.

    Elsewhere, two midfielders who have done enough at club level to warrant consideration by Appiah are Alfred Duncan and Bernard Mensah.

    The former has played every minute for Sassuolo in Serie A so far this term, and his performances in their midfield should heap pressure on the Black Stars’ starting duo – Afriyie Acquah and Ebenezer Ofori.

    In Turkey, Mensah has shone for Kayserispor after moving on loan from Atletico Madrid. His form, notably with a strike in the 3-2 victory at Fenerbahce, has come in stark contrast to Gyan’s inactivity at the same club.

    It surely won’t be long before he adds to his three caps to date.

    “We sit in our region and they go and bus people to come and register under your jurisdiction. It started in 2008 and that is the underlining cause of the recurring violence with some persons taking advantage to engage in robbery”, he stressed.
