  • US man, 74, found alive days after fire in Washington DC

A 74-year-old man has been found alive and in good spirits five days after a fire broke out at his assisted-living complex in Washington DC.

Workers found him inside his apartment on Monday morning, where he is believed to have been trapped since Wednesday.

More than 100 senior residents were evacuated, but it was believed everyone had been accounted for, according to Mayor Muriel Bowser.

Read: Ebola outreach work halted as DR Congo attack toll hits 21

She said the man was taken to hospital for non-life threatening injuries.

Workers were checking the structural integrity of the building, which had collapsed in parts, when they heard the man shout out.

“He had a sense of humour,” structural engineer Allyn Kilsheimer told reporters Monday. “When I said, ‘We’re coming to get you,’ he said, ‘I’m not going any place.’” They then forced open the man’s apartment door, to find him sitting on his couch, officials said.

Mayor Bowser said: “The workers helped him into a chair and out of the building.” He has not been named.

Fire officials believe last week’s fire broke out in the attic of the Arthur Capper Senior Housing Center.

Ten people were injured and a huge plume of black smoke was sent into the air.

Residents complained that they did not hear any alarms after the fire started. Instead, residents were alerted by US Marines and neighbours who banged on their doors.

Bruce DarConte was one of those neighbours, and he told local media: “As we saw the fire alarms, we were pulling them – nothing. So we just kept going. It didn’t pay for us to stand there.”

Mayor Bowser said an investigation is underway to determine how the man was missed by both fire fighters who conducted searches in the building and a management company.

“We are rechecking to assure that [all residents] are accounted for,” she said.

Fire officials are also investigating the reports that fire alarms at the building were not working.

  • Ebola outreach work halted as DR Congo attack toll hits 21

Aid agencies say they were forced to stop their activities after a rebel attack in Beni on Saturday.

Aid groups say they have been forced to halt Ebola prevention activities due to violence in the Democratic Republic of Congo’s restive east over the weekend that killed 21 people.

The bloodshed occurred on Saturday in Beni, a flashpoint city in North Kivu region. The Congolese army has blamed the Allied Democratic Forces (ADF), a notorious rebel militia.

The Norwegian Refugee Council (NRC) said it, and other aid agencies, have been forced to temporarily suspend activities in Beni because of the attack.

Read: Ebola fight has new science but faces old hurdles in restive Congo

“This points to an increasingly worrisome security situation across the country,” the group said in a statement on Monday, adding that it had to halt activities due to intensifying and frequent clashes in Djugu territory in the northern province of Ituri, and Fizi in South Kivu over the last two weeks.

“These suspensions have disrupted aid to thousands of people in need of humanitarian assistance and protection,” the NRC statement added.

Stephen Lamin, area manager of the NRC, said it was a “worst-case scenario”. The group provides food, household items, education and legal counselling in the region.

The latest Ebola outbreak in Congo’s east has infected at least 118 people, 69 of those who have died, according to Congo’s health ministry.

Health Minister Oly Ilunga Kalenga claimed the health staff temporarily suspended field activities that required home visits, and that “all pillars of the response remain fully operational”.

“Despite the unfortunate events of the last few days, the Ministry of Health remains fully committed,” he said, adding that health centres, including Beni Ebola Treatment Center, remained open.

    Elections threatened

Witnesses said Saturday’s violence began in the Beni city centre in the late afternoon with the attackers using guns and machetes.

Read: Congo Ebola outbreak: 78 cases, 44 deaths, 10 health workers infected

An initial army estimate put the death toll at 18, including four soldiers, but later raised it to 21.

On Monday morning, many shops, schools and businesses in Beni remained closed in protest, while an opposition lawmaker called for “a rapid assessment of the army’s operational effectiveness” ahead of December elections.

“The front line is no longer in the Virunga National Park and is now in Beni, which poses a real danger for the holding of safe elections on December 23,” said Anselme Mwaka, an opposition MP from the Union for the Congolese Nation.

Since January, Congolese troops have been engaged in a military operation against the ADF, but have not yet managed to stop the bloodshed in and around Beni.

The ADF is one of a number of armed groups that hold territory in the eastern DR Congo and are battling for control of the region’s rich mineral resources.

A member of the Communications Committee of the House and deputy minority chief whip Ibrahim Ahmed has revealed to Starr News that chairman of the Committee Kennedy Agyapong has been tasked to invite the Communications minister Ursula Owusu-Ekuful to appear before the committee over the StarTimes deal.

The Chinese company has secured a deal with government that will see it extend satellite TV to over 300 villages across the country.

The communications ministry believes the move will help Ghanaians in rural communities to become alert on national issues and be involved in development since they have will access to content about national projects.

However, the association of independent broadcasters have kicked against the deal raising fears it will take the right of broadcasting from local hands.

“The Agenda of StarTimes is not only aimed at a profit or the indoctrination of Chinese culture (names, language, food, etc.) and programmes, but a larger mandate to take over the control of the broadcast space in strategic African countries including Ghana, which is crucial for the China game. Whereas today, China does not allow foreign ownership of media and for that matter, will not allow the African broadcast media the space to trade our African channels in their country. Why then should African states give our broadcast space in the fashion as we are experiencing at the moment,” the association said.

Meanwhile, former communications minister Dr. Edward Omane Boamah has urged the government to ensure an open playing field for both Chinese and locals over the digital space contract.

“We have been here before! The Chinese Government is supporting StarTimes to penetrate the African market. What is the Government of Ghana doing to promote Ghanaians in broadcasting? I contend that instead of adopting high-handedness as a tool to whip groups and individuals who do not support the StarTimes deal, Government should consider doing the following:

    ” Immediately ensure mutually beneficial engagements with all stakeholders in order to recalibrate the pathway for the DTT process;

“Publish any agreements entered into with StarTimes on the 300 Villages project; and if none exists, take urgent steps to ensure appropriate regulatory oversight without providing an undue advantage to StarTimes which is already an actor in Ghanaian broadcasting,” Dr. Omane Boamah wrote among other suggestions in a statement.

  • Ronaldo scores as Juve keep up perfect start

Cristiano Ronaldo struck nine minutes from time to break Frosinone’s resistance and help Juventus maintain their 100% start to the season.

The Serie A champions rarely troubled keeper Marco Sportiello on what was proving to be a frustrating night for the team and their £99m signing.

But in the 81st minute, the Portuguese forward finally found the net with a firm strike from eight yards.

Read: No Ronaldo, no fans Real Madrid have lowest La Liga attendance in 10 years

And in stoppage time, Federico Bernardeschi fired in the second goal.

Even though the visitors had 72% of possession, the scoreline somewhat flattered the Serie A giants, who only managed eight shots on target from 30 efforts.

Ronaldo had looked the most likely to score in the first half, testing Sportiello’s reflexes with two angled drives.

Alex Sandro’s second-half strike from inside the area, which whistled a foot past the Frosinone post, was the only other effort of note aside from the two goals.

The win moves Juventus three points clear of second-placed Napoli in Serie A. Frosinone, promoted from Serie B in May, remain in 19th spot with one point from five games.

  • Normalisation Committee bent on cleaning bushy GFA office

The Ghana Football Association is now a reptile breeding ground after 3 months inactivity at the Secretariat.

The FIFA Normalisation Committee (NC) has tasked staff of the Ghana Football Association, GFA, to find a cleaner to clear the offices before work begins.

The Government of Ghana, through the Police Criminal Investigations Department (CID), handed over the secretariat to the Normalisation Committee last week Thursday.

Read: GFA staff to start work as Normalization Committee commences operations

All members of the normalisation committee selected by FIFA were in attendance to receive the secretariat which was termed a crime scene by the Police CID following the premiere of an exposé into corruption and match-fixing by Anas Aremeyaw Anas.

Also present were some staff of the Ghana FA including Mr. Alex Asante, Protocol Officer and Deputy Secretary General in charge of competitions at the FA.

Upon receipt of the FA after Police had removed their warning banner notifying users of the facility, Dr Kofi Amoah, President of the Committee tasked staff to hire a cleaning agency because of its nature to keep the offices in shape before they start using it.

On the interim, staff will be using offices of Citizen Kofi until the secretariat is well cleaned. The Committee will also be working from the same office until further notice.

Ghana League Clubs Association (GHALCA) held preliminary meetings with Dr Kofi Amoah at his residence in Labone last week Tuesday according to GhanaCrusader.com sources.

Read: GFA secretariat handed over to Normalisation Committee to start work

We also understand that some staff of the FA have been working from Citizen Kofi since the Liaison Team was formed by FIFA and CAF in July.

No timeline was fixed for them to secure an entity to clean the office, but GhanaCrusader.com understands it should be as soon as possible.

The FA is no more a crime scene, but it is bushy, its offices are dusty due to lack of maintenance in the over three months period staff and the general public was asked to “stay away” and proper cleaning is required to give it a facelift for usage.

  • Serena keen to ‘move on’ from US Open row

Serena Williams says she is trying to “move on” from the meltdown that overshadowed her US Open final loss but remains perplexed at her coach’s admission he illegally signalled to her.

The 23-time Grand Slam champion lost the decider in straight sets to Japan’s Naomi Osaka after a fiery confrontation with chair umpire Carlos Ramos that she later blamed on sexism.

Williams called Ramos a “thief” and a “liar” in a running row with the Portuguese official that eventually saw her docked a game.

Read:Serena Williams: Cartoonist denies US Open depiction is racist

In an interview with Australia’s Channel Ten, the American superstar said a male player would not have been treated the same way.

She said women could not get away with “even half of what a guy can do”.

“Right now we are not, as it’s proven, in that same position,” she said in an interview that aired late Sunday.

“But that’s neither here nor there. I’m just trying most of all to recover from that and move on.”

Williams said she felt “on the cusp of this amazing moment” before the 6-2, 6-4 loss to Osaka.

A win would have taken her to 24 Grand Slams, equalling Australian Margaret Court’s all-time record.

The dispute with Ramos began when Williams was issued a warning for coaching, something her coach sitting in the player’s box, Patrick Mouratoglou, admitted to doing.

Williams said she had not seen the Frenchman make a gesture and labelled his subsequent admission “a really confusing moment”.

“I asked him ‘what are you talking about you were coaching?’,” she said.

“We don’t have signals, we’ve never had signals. He said he made a motion, and I said ‘OK so you made a motion and now you’re telling people you were coaching me?’.

“That doesn’t make sense. Why would you say that?”

  • UN agency’s U-turn after unpaid internships row

The World Health Organization (WHO) is to offer paid internships for the first time to boost access for those applying from developing countries, the BBC has learnt.

About 1,200 interns are accepted by one of the UN’s largest agencies each year to support its work improving public health and tackling global diseases.

Yet fewer than one in four of those chosen are from low-income countries.

For the past 50 years, the WHO has expected its interns to move to their headquarters in Geneva, or one of its six regional offices, and work unpaid without travel expenses for up to six months, costing each person around £5,000 ($6,540).

But after a campaign led by a former intern, the UN agency has agreed to provide full financial support for its young workers by no later than 2020.

It told the BBC that targets are also in place to ensure that 50% of interns come from developing countries by 2022.

“It’s unacceptable that 80% of WHO’s work goes into supporting people in developing countries, yet only 20% of their interns come from them,” says Ashton Barnett-Vanes, 29, a British doctor of English and Jamaican heritage from Wolverhampton, who started the campaign after his internship in 2012.

Read: DR Congo: Rebels carry out deadly attack in Beni city

He spent six years rallying the international community before eventually working with ministers across the Caribbean and Africa to persuade the 194 members of the UN to reach the agreement.

“All it took was for one country to say ‘no’ for it to be stopped,” Dr Barnett-Vanes said. “If you don’t have trained staff, you can’t develop an effective health system,” he added.

“This change could see more than 500 young people each year from developing countries receive professional training that they can invest back into their communities.”

In 2015, Dr Barnett-Vanes and Tara Kedia, 27, a fellow former intern who now works in health policy in Washington DC, launched a crowdfunding campaign to create a $10,000 scholarship to enable two young people to intern at WHO.

Christabel Abewe, 28, from Uganda, and Yassine Kalboussi, now 29, from Tunisia, were chosen.

“I wouldn’t have been able to participate without the scholarship,” Ms Abewe said.

Dr Kalboussi agreed: “It would have cost two full years of my salary.”

“Professional public health training is not currently provided in Tunisia,” he added. “I was one of only three interns from a low or middle-income country out of my group of 162 people.” Dr Kalboussi now serves on the executive committee of the Tunisian Center for Public Health, and Ms Abewe is researching the early detection of breast cancer in developing countries.

More than 100 UN states have no participants each year, while 50 countries – including Angola, Barbados, Cambodia, Cuba and Libya – did not have a single WHO intern between 2015 and 2017, according to WHO data.

Jamaica has had one WHO intern in the past two years.

Dr Christopher Tufton, the Jamaican health minister, championed the campaign in Geneva. “We should make it easier for young people to access these facilities and view it as an investment in the people who participate,” he said. “They should be valued.”

The WHO has admitted its selection process is not “merit-based” and told the BBC that it recognised its unpaid internships were unfair.

It said that funding for 50 interns per year had already been secured from the Wellcome Trust, a London-based medical research charity, but said “more support was needed”.

“If we are to nurture the next generation of global leaders who truly come from all four corners of the earth, we need to facilitate them spending time with us,” the WHO media team said.

As a whole, the UN had more than 38,000 interns between 2009 and 2017, but more than 80% (about 30,400) were unpaid.

Read: Former X Factor contestant Chico suffers stroke

Based on these figures, this would amount to nearly two million interns in the past 50 years – more than the entire population of Trinidad and Tobago.

A report by the UN’s Joint Inspection Unit found that interns had to “endure harsh living conditions” to last the duration of the programme or work “after hours” and informal jobs such as dog-walking to make ends meet.

Headlines were made in 2015 when former UN intern David Hyde, who was then 22, was found sleeping in a tent on the shores of Lake Geneva after finding the cost of living in the city too expensive.

He later admitted it was a stunt to spark a discussion about “unjust unpaid work”.

The WHO is the first UN agency to pass a resolution on internships that was brought about by its member states.

As the UN General Assembly is about to start its session, the campaigners hope the issue of unpaid internships will be back on the agenda in light of this year’s theme – “Making the United Nations relevant to all people”.

“It’s about time the UN solved this issue,” said Dr Barnett-Vanes. “It’s within its gift to and it should follow WHO’s lead. “If the UN isn’t willing to act, its member states should.”

  • Stop thinking about broke former NDC appointees – Kwaku Azar schools Bagbin

Stephen Kwaku Asare a US-based legal practitioner and accounting professor popularly known on Facebook as Kwaku Azar has jabbed Second Deputy Speaker of Parliament, Alban Sumana Kingsford Bagbin over claims some founding fathers of the National Democratic Congress (NDC) and some former appointees are living sorry lives.

According to the NDC flagbearer hopeful, the NDC despite being in power on two occasions has done little to improve on the welfare of its members especially these elders which he indicates is having a heavy toll on the party.

Read: I have served NDC with all my life Bagbin

“It pains my heart that from 1992 up to date, the members of the NDC are even poorer than they started. And if you look at the cadres, if you look at the founding fathers; if you look at the former office holders like Members of Parliament, DCEs and the rest, sometimes you ask yourself is it worth it? We are getting something wrong. We are not taking care of ourselves”, he noted.

“I am proposing ways and means of taking good care of ourselves lawfully. This is because you cannot have a good democracy without good political parties. You cannot have strong democracies without having strong political parties and you cannot have a good government without that culture being built in the party. So, I am going to lead the party and lead the country to be able to do this. Because one of the serious challenges confronting Africa is leadership failure. • Lake Victoria Tanzania ferry disaster: Survivor found in air pocket

A man has been rescued from a ferry that capsized on Lake Victoria, Tanzania, two days after it overturned with the loss of at least 207 lives.

The engineer, named locally as Alphonce Charahani, reportedly survived in an air pocket inside the MV Nyerere ferry, which capsized near Ukara island on its way from Bugorora on Thursday.

He is said to be in a serious condition.

It is thought the ship tipped when passengers moved over to one side.

Divers resumed the search for survivors on Saturday after hearing knocking noises.

The engineer had locked himself in a small room inside the ship, and the divers pulled him out of the vessel.

Bodies are still being taken out of the water, and reports on state broadcaster TBC cited the transport minister saying the death toll had risen to 207.

On Friday, Tanzania’s President John Magufuli said he had ordered the arrest of all those who managed the ferry, and declared four days of national mourning.

Mr Magufuli reportedly said in a televised speech that “negligence has cost us so many lives”, and said it seemed “clear that the ferry was overloaded”.

“The arrests have already begun,” he said.

But the main opposition party, Chadema, criticised the government’s response.

“We have often raised concerns about the poor condition of this ferry, but the government turned a deaf ear,” the party’s deputy secretary general John Mnyika told AFP.

“We have repeatedly denounced this negligence.”

    How did this happen?

Local media say the ferry’s official capacity was 100 people, but officials say the vessel was carrying more than twice that number when it capsized.

It operates on a busy route, crossing eight times a day between the islands of Ukara and Ukwerewe, which are close to Tanzania’s second-largest city of Mwanza.

The ferry was said to have been particularly busy because it was market day in Bugorora, on Ukerewe island.

The vessel was also carrying cargo, including bags of cement and maize, when it capsized around 50 metres from the shore.

It is thought that many of the passengers would not have been able to swim.

An official investigation will take place once rescue efforts to find survivors have ended.

Has anything like this happened before?

Tanzania has seen a number of nautical disasters, with overcrowding often playing a role.

In 2012, at least 145 people died when a packed ferry sank while transporting people to the island of Zanzibar in the Indian Ocean.

The year before, almost 200 people died in another major incident off the coast of Zanzibar. Hundreds survived, some found clinging to mattresses and fridges.

In 1996, more than 800 people died when the MV Bukoba capsized on Lake Victoria. It was one of the the worst ferry disasters of the last century.

  • Corruption is sinking Ghana – CHRAJ

Mr Richard Quayson, Deputy Commissioner, Commission on Human Rights and Administrative Justice (CHRAJ), has expressed concern about how corrupt practices are sinking the fortunes of the nation.

He said Ghana loses about three billion dollars annually to corruption and this represents about 300 per cent of all aid inflows to the nation.

Read: CHRAJ challenges order prohibiting it from investigating Finance Minister

Mr Quayson, who was speaking at a National Anti-Corruption Action Plan (NACAP) Regional Level Awareness Campaign 2018 in Ho, also noted that the figure lost to corruption yearly represented an average of 20 per cent of the national budget and called on the citizenry to eschew all forms of corruption and report corrupt conducts.

He said the Ghana Beyond Aid “mantra” was achievable if citizens together with government “put our house in order”.

Read: CHRAJ to officially probe Freddie Blay

Mr Quayson said the 20 per cent could relief the struggling masses, create employment avenues and provide social amenities for the citizenry.

He said it was painful seeing citizens who have worked hard for the growth of the country receiving pittances as pension when just a few “pocketed” the gains of the country.

Mr Quayson called on all to strive hard to help reduce and if possible end corruption.

Read: Group petitions CHRAJ to probe Blay over 275 buses

Dr Archibald Yao Letsa, Volta Regional Minister, said corruption as a killer was robbing Ghanaians of financial and other resources needed for development.

He said government was convinced that Ghana was endowed with resources for its rapid development, hence the need to discontinue the dependence on aid.

Dr Letsa advised public office holders and public servants to judiciously manage the resources of the people to bring about better conditions and standards of living.

He said the introduction of NACAP would ensure that issues of corruption was tackled with series of structures, policies and laws to check the public servants and eradicate all forms of corrupt tendencies.
