    The President of Burkina Faso, Roch Marc Christian Kaboré is in Ghana for a two day working visit.

    Mr Kaboré’s visit would seek to bolster ties between Ghana and Burkina Faso, as well as explore opportunities that both nations can collaboration for the good of their people, as well as solidify some decisions that were taken between both governments last year.

    President Nana Addo Dankwa Akufo-Addo received Mr Kaboré at the Jubilee House on Tuesday after the Burkinabe President had inspected a full guard of Honour mounted by the Ghana Armed Forces.

    The President Akufo-Addo thanked the Burkinabe President for visiting Ghana and for the reception accorded him when he paid a visit to his country last year.

    President Akufo-Addo expressed his sympathies as well as that of Ghanaians for the casualties of the recent terror attacks in the Burkinabe capital, Ouagadougou, and condemned the act.

    Both leaders are engaged in bilateral talks aimed at boosting the socio-economic development of the two states. The talks are expected to culminate in the signing of cooperation agreements.

    The Normalization Committee has held its first meeting to deliberate on its core mandate of reforming Ghana football.

    All four members declared their commitment towards their terms of reference as stipulated by FIFA.

    The meeting, chaired by the President of the Normalization Committee, (N.C.) Dr Kofi Amoah, among other things resolved that; With the enormity of good ideas in the public domain, the Normalization Committee would invite persons with ideas to serve on adhoc Committees to help realize the dream of rebranding Ghana football.

    The Normalization Committee underscores the importance of interacting with all major football stakeholders, including but not limited to the Ghana League Clubs Association (GHALCA), Professional Footballers Association of Ghana (PFAG) and the Referees Association of Ghana (RAG) and others.

    The Normalization Committee recognizes the role of the general public towards the restructuring of Ghana football, and the need for the football community to bring forward their ideas to help shape the rebranding dream together.

    The Committee will pay a working visit to the Ghanaman Soccer Centre of Excellence- Prampram to interact with the teams in camp and also streamline the activities of all the national teams towards scheduled international competitions.

    Meanwhile, two members of the Normalization Committee will be attending the Confederation of Africa Football (CAF) Emergency General Assembly meeting in Egypt on Sunday, September 30.

    The purpose of the meeting will be to select an English Speaking African representative on the FIFA Board.

    The Normalization Committee congratulates Dr Amoah, for his induction into the WAFU Zone B Executive Committee.

    Dr. Amoah was appointed 24 hours after being handed the role as the leader of a four-man normalization team to steer Ghana Football.

    He was appointed during the WAFU Zone B extraordinary congress held in Niamey (Niger) on Friday, September 14.

    The NC wishes to caution the general public regarding rumours and speculations regarding appointments and dismissals at the GFA Secretariat. Such decisions shall be officially communicated by the committee itself.

  • Hearts of Oak petitions FIFA over Musah and Mensah departures to Angola

    Hearts of Oak Managing Director Mark Noonan has revealed the club have reported two of their players Inusah Musah and Isaac Mensah to FIFA for leaving without approvals to sign for an Angolan club.

    Musah left the Ghanaian giants to join Angolan top flight side Petro Atletico Luanda on a three-year contract after refusing to extend his contract with the club following the expiration of his two-year deal.

  • North Korea agrees to shut down missile site, says Moon

    Kim Jong-un has agreed to shut down one of North Korea’s main missile testing and launching sites, says South Korea’s President Moon Jae-in.

    After meeting in Pyongyang, the two leaders “agreed on a way to achieve denuclearisation,” said Mr Moon.

    The agreement was described by Mr Kim as a “leap forward” towards military peace on the peninsula.

    Mr Kim also said he hoped to “visit Seoul in the near future” – he would be the first North Korean leader to do so.

    The Koreas also plan to link up their railways, allow reunions for families separated by and co-operate on health care.

    ‘Kim to visit Seoul’

    Speaking after the signing in Pyongyang, Mr Moon said Mr Kim had “agreed to permanently close the Tongchang-ri missile engine test site and missile launch facility in the presence of experts from relevant nations”.

    He said Mr Kim had also agreed to shut down the Yongbyon nuclear facility, but only if the US took some reciprocal action.

    The two countries will also seek to co-host the 2032 Summer Olympics.

    The South’s defence minister and the head of the North Korean army also signed an agreement to further reduce military tensions.

    The latest signing comes during a three day visit to Pyongyang by Mr Moon.

    While it is the first trip to the North Korean capital in a decade by a leader from the South, it is Mr Moon’s third meeting with Kim Jong-un since their historic summit in April.

    Breaking the deadlock

    North Korea has embarked on an unprecedented series of meetings this year with both the South and the US.

    But efforts towards denuclearisation between the North and the US had recently hit a deadlock and there’s hope the South will continue to act as a mediator.

    The US and North Korea held their own historic meeting in June when US President Donald Trump and North Korea’s Kim Jong-un agreed in broad terms to work towards denuclearisation.

    Since then though, there’s been little progress with no clear process nor timeline laid out. Most observers warn that so far the North has taken no meaningful steps to ending its controversial nuclear weapons programme.

    While the US wants denuclearisation first and an easing of sanctions second, North Korea hopes for a step-by-step process where each concession by Pyongyang will lead to a gradual easing of the sanctions regime.

    Given that deadlock, the US last month called off a trip by Secretary of State Mike Pompeo to North Korea, citing a lack of progress.

    However, Mr Trump recently said that he and Mr Kim would “prove everyone wrong” after he received an invitation from the North Korean leader for a second summit. Both sides say they are working on making that meeting happen.

    An Italian priest has been kidnapped close to Niger’s border with Burkina Faso.

    So far, the abductors have not made any demands. It is the second kidnapping of a European national this year in the West African state which has struggled to defeat jihadist groups.

    However, it is still unclear who kidnapped the priest.

    Residents of Bomoanga village located more than 100km (62 miles) from the capital, Niamey – say armed men arrived on Monday night and seized the priest.

    The Catholic Society of African Missions (Sam) says Father Pierluigi Maccalli has lived in Niger for the past 11 years.

    They say he has been actively promoting the development of education, healthcare and the training of young farmers in the southwest’s Gourmancé area.

    Militant Islamists are known to be active near the borders with Mali and Burkina Faso.

    In June, Niger’s President Mahamadou Issoufou told television broadcaster France 24 that an American missionary and a German aid worker kidnapped in separate incidents in his country were both alive.

    Former FIFA U-17 World Cup winner Awudu Issaka insists the Black Starlets did their best at the WAFU Zone B U-17 championship but were unlucky not to qualify for the Africa U-17 tournament next year.

    The Black Starlets of Ghana were beaten on penalties by Nigeria at the WAFU U-17 championship, missing out on qualification of the Africa Juvenile Championship and subsequently the FIFA World Cup.

    The team began the competition with a draw against host Niger, before victories over Togo and Ivory Coast ensured they were in the finals of the championship, where they played the Golden Eaglets.

    However, with the new qualifying format, the Black Starlets will miss Tanzania 2019.

    Awudu Issaka, who is revered in Ghana for his exploits at the U-17 level feels the team were very unlucky in the finals.

    “The boys did very well at the tournament, it was just hard luck,” he told Zylofon FM. “We shouldn’t give up, we just have to develop the players. When you look at the talents on display and the coaches around the boys we can keep the boys for the future,” he added.

    The 39-year-old cited a case with the European system of grooming players from the junior national teams through to the senior side.

    “When you study the Europeans, they have the U-18, U-19 and U-20’s so we can keep these boys. Even if it is at the Ghanaman Soccer Center of Excellence in Pampram. We can camp them there and also provide them with education,” he concluded.

    Richmond Boakye will make his Champions League bow with Red Star Belgrade against Napoli on Tuesday, and the Ghana forward is determined to make the most of the opportunity ahead of him.

    Pro-marijuana activists cheered in the public gallery and chanted “Weed are free now” when the Constitutional Court gave its landmark ruling.

    In a unanimous ruling, judges also legalised the growing of marijuana for private consumption.

    South Africa’s government’s had opposed its legalisation, arguing the drug was “harmful” to people’s the health.

    It has not yet commented on the ruling, which is binding.

    Three cannabis users who had faced prosecution for using the drug brought the case, saying the ban “intrudes unjustifiably into their private spheres”.

    In his judgement, Deputy Chief Justice Raymond Zondo said: “It will not be a criminal offence for an adult person to use or be in possession of cannabis in private for his or her personal consumption.”

    It will, however, remain illegal to use cannabis in public, and to sell and supply it.

    The Cannabis Development Council of South Africa welcomed the ruling, and called on the government to drop charges against people found in possession of the drug.

    Jeremy Acton, the leader of the Dagga Party, which campaigns for the use of cannabis, said the ruling should have gone further to legalise the carrying of marijuana in public.

    Cannabis is referred to as “dagga” in South Africa.

    The court gave parliament 24 months to change the law to reflect its ruling.

    Adults who used marijuana in private would be protected by the ruling until the law was amended.

    Parliament would have to decide on this, it said.

    In April Zimbabwe became the second country in Africa, after Lesotho, to legalise the use of marijuana for medical use.

    The same report also states that Finland, Sweden, Ireland and Unicef have frozen aid to Zambia because of alleged corruption and have privately asked for funds to be returned.

    The publication has further revealed that the country has struck a deal with Russia for supply of civilian planes to resuscitate defunct national carrier Zambia Airways, which is expected to include a presidential jet.

    The Zambian government has yet to respond to the development.

  • Russian military plane ‘vanishes’ off Syria

    A Russian military aircraft with 14 people on board has disappeared from radar after flying over Syria, Russia’s defence ministry says.

    “Connection has been lost with the crew of a Russian Il-20 plane over the Mediterranean Sea,” the ministry said.

    Contact was lost at about 23:00 local time (20:00 GMT) on Monday, it added.

    Russia began military strikes in Syria in 2015 after a request from President Bashar al-Assad, who has stayed in power despite seven years of civil war.

    The conflict has so far killed more than 350,000 people.

    The incident on Monday reportedly occurred about 35km (22 miles) from the Syrian coast as the Ilyushin Il-20 aircraft was returning to Russia’s Hmeimim airbase near the north-western city of Latakia.

    “The trace of the Il-20 on flight control radars disappeared during an attack by four Israeli F-16 jets on Syrian facilities in Latakia province,” Russia’s Tass news agency reported.

    “At the same time Russian air control radar systems detected rocket launches from the French frigate Auvergne, which was located in that region.”

    The fate of the aircraft and those on board is not yet known. A search-and-rescue operation is under way, co-ordinated through personnel located at the Hmeimim base, the ministry added.

    A French military spokesman told AFP news agency: “The French army denies any involvement in this attack.”

    Meanwhile, the Israeli military refused to comment on reports its planes targeted facilities in the Latakia area on Monday, saying: “We don’t comment on foreign reports.”

    A US Pentagon spokesman said: “The missiles were not fired by the US military and we have nothing further at this time.”

    However, an unnamed US official said Washington believed the plane was accidentally shot down with anti-aircraft artillery by the Syrian government, Reuters reports.

    The Syrian government has not yet commented on the incident.

    But reports on Syrian state media talked of an attack in the area shortly before the plane disappeared.

    “Our air defences repelled enemy missiles coming from the open sea towards the city of Latakia and intercepted several of them before they could reach their targets,” Sana news agency quoted the military as saying late on 17 September.

    Syrian television reported explosions over the sky in Latakia just before 22:00. Thirty minutes later, the Sana Facebook page reported that Syrian air defences had responded to enemy missiles.

    Hmeimim is Russia’s main base for air strikes on rebel groups in Syria – strikes that have enabled President Assad’s forces to recover much lost ground since 2015.

    Russia says its airstrikes only target “terrorists”, but activists have said they mainly hit mainstream rebel fighters and civilians.

    According to The Syrian Observatory for Human Rights, a UK-based monitoring group, at least 7,928 civilians and 10,069 combatants have been killed in Russian air strikes.

    Just a few months earlier, Russia said it had increased security at Hmeimim in response to a foiled drone attack on the base just days after reports that rebel shelling had damaged several planes.

    Earlier on Monday Russia and Turkey agreed to create a demilitarised buffer zone in Syria’s Idlib province to separate government forces from rebel fighters based there.

    Russian President Vladimir Putin said it would be 15km to 25km (9-15 miles) wide and come into force by 15 October.

    The Greater Accra Regional Coordinator of school feeding programme, Christiana-Lovia Nkansah, says the secretariat has settled all arrears to caterers.

    A third of the number is, however, in the process of being paid in order to ensure the smooth feeding for pupils under the programme.

    The Executive Director of the Institute of Energy Security (IES), Paa Kwesi Anamoah Sakyi, has warned that fuel prices at the pump will continue to go up until the cedi stabilizes.

    According to him, Bulk Oil Distributors who buy crude oil from the world market will have no option but to pass on the increasing cost of fuel to Ghanaians.

    Speaking on the Citi Breakfast Show, Mr. Anamuah Sakyi said the increasing cost has nothing to do with taxes, but rather the stability of the cedi since more local currency is required to purchase the same amount of fuel due to the depreciation.

    “When there is a change, or the dollar is stronger than the cedis, then it means that you need more cedis to source for your products. In the last two weeks or more, the dollar was just around 4.7, but it has to 4.95; a depreciation of 4%.”
    “It means importers of this product, being the BDCs will need more cedis this time to procure one dollar. They will be forced to pass on this other cost to the OMCs and the OMCs also transfer the same to us. The last window we bought petrol on the world market at $735 per metric ton, but now it is going for $747 per metric ton,” he added.

    The Ghanaian cedi has been struggling to be at par with significant trading currencies especially the US dollar.

    Currency analysts had said the might soon hit GHc5 to a dollar soon.

    President Nana Addo Dankwa Akufo-Addo, has urged all newly-trained teachers and trainee teachers to accept the licensure examination as a way of enhancing professionalism.

    Speaking at the investiture and induction ceremony of the Vice-Chancellor of the University of Education, Winneba, the president said: “This policy is not intended to put any impediment in the way of our teachers from our colleges of education and other tertiary institutions,” he said.

    Two 60-year-old women, along with the parents of some of the girls, have been arrested.

    Some of the victims are as young as four years, authorities say.

    A dozen girls have been admitted to the Kaya Regional Hospital and 38 to the Chiphra Protestant Hospital in the capital.

    Some of the girls had suffered serious complications, Dr Dieudonne Ouedraogo told the BBC.

    “For the Transaction advisor, it is roughly close to about 80,000 dollars and the auditors who will undertake due diligence should cost us about 60,000 cedis.     The processes culminating into the new entity; OmniBSIC bank, is expected to be completed by October 2018.

    Already, the two shareholders have agreed to inject some 80 million cedis to shore up the minimum capital levels.

    The Managing Director of OmniBank, Philip Oti-Mensah further highlighted the mechanism the banks are adopting in meeting the new minimum capital.

    “So we have a two-step approach; the first is for existing shareholders to bring whatever they have and as I speak now, these existing shareholders have brought in about80 million cedis and we are now going to the second step where we are talking to some two investors of whom we have gone very far…We are expecting that by the end of October, we should close the transactions,” he told Citi Business News.

    The success of the Omnibank and Sahel Sahara bank merger should qualify as the first voluntary merger since the Bank of Ghana announced the new minimum capital for banks.
