  • High import duties killing Kantankas drive to export

High import duties, coupled with the lack of support from the government, are thwarting efforts by Kantanka Automobile Company Limited to expand and export to other West African countries, the General Manager of the company, Mr Francis Kojo Kujoji, has said.

He said the company had over the years received orders from Burkina Faso and other West African countries but had been unable to supply them due to high import duties on its inputs, which would make exporting these cars to other countries unprofitable.

Read: Blame Kantanka Automobile for low market penetration Gabby

Addressing management members from the Ghana Export Promotion Authority (GEPA), who had paid a courtesy call on the company, the general manager said exporting to those countries would mean it would have to increase its prices which would make them uncompetitive or slash the prices and sell them at a loss.

He, therefore, urged the government to consider granting the company tax reliefs and exemptions in order to expand and export to other countries.

“We are a local firm which has generated its own resources to establish this company, with no support from the government. What we need from the government is leverages in the form of tax reliefs, exemption of duties and levies of some imported parts so that with time we will be expanding beyond this,” he stated.

“We are looking at gradually going into component manufacturing and that is where the money and employment is. Imagine we go into automotive tyre manufacturing, the job creation chain, from the farmer to the factories. Even if we are exporting tyre alone within the sub-region, that is a huge market and will employ lots of people,” he added.

    Not afraid of competition

Mr Kujoji also pointed out that the company was not afraid of competition, following the announcement that German car manufacturer, VW, was considering setting up a plant in Ghana.
He said the company was just asking for government support and was not scared of competition.

“We are not afraid of competition. VW is going to establish just a single plant here and what they are going to do is not different from what we are doing. They are also coming to import the components from Germany, assemble them here, and sell,” he noted.

“We should, however, look beyond this as a country because this does not create a lot of employment opportunities. What creates lots of jobs is the component manufacturing which is what we want to do,” he explained.

    Sharp u-turn

Mr Kujoji also pointed out that he was surprised at the sudden turn of events following the announcement that VW was considering establishing in Ghana.

“Since the announcement, there have been various calls and visits from government agencies and institutions. A team from the Ministry of Trade is coming here tomorrow. We met the Vice-President on Monday and met one of the Deputy Ministers of Trade and Industry on Tuesday and today we have you from the GEPA,” he indicated.

“Had it not been for the announcement, for the 18 months since the government came to office, no government institution has set foot here,” he added.

    Assessing the Africa market

The Deputy Chief Executive Officer (CEO) of the GEPA, Mr Samuel Dentu, said accessing the West African Market was very critical and the GEPA was going to do what it could to support them to export to the sub-region.

He said the introduction of VW could only add to what we have here. We have our own local manufacturer and the GEPA will help you to export,” he said.

“We came to see what is happening here and see the help we can offer,” he added.

  • Global hunger increasing, UN warns

The number of people suffering from hunger has increased during the past three years, after years of decline, a UN report suggests.

According to the analysis, 821 million people globally were undernourished in 2017 – about one person in every nine.

And nearly 151 million under-fives – 22% of the global total – have their growth stunted by poor nutrition.

Read: 2.8m Ghanaians living in extreme poverty Report

The authors say extreme climate events are partly to blame for the rise and call for urgent global action.

The report, The State of Food Security and Nutrition in the World, also says difficulties accessing nutritious food is contributing to the growing problem of obesity in the world, with one in eight adults – more than 672 million – being classified as obese.

    ‘Complex and frequent’
The authors note the frequency of extreme climate events – floods, heat, storms and droughts – has doubled since the early 1990s.

And they say: “The report sends a clear message that climate variability and exposure to more complex, frequent and intense climate extremes are threatening to erode and even reverse the gains made in ending hunger and malnutrition.”

Climate extremes have a direct impact on crop yields and food availability but can also reduce:

the number of fit and healthy people available to grow and harvest crops
the time and money people have to find nutritious and safe food
And hunger is significantly worse in countries where agricultural systems are sensitive to variations in rainfall and temperature and where many people depend on agriculture for their livelihoods.

    ‘Urgent help’
The authors say: “Climate variability and extremes – in addition to conflict and violence in this part of the world – are a key driver behind the recent rises in global hunger and one of the leading causes of severe food crises.”

And they call for coordinated global and local action so countries become more resilient to climate-related disasters.

Commenting on the report, Robin Willoughby, from Oxfam, said: “It is shocking that after a prolonged decline, this is the third consecutive year of rising hunger.

Read: US marks 17th anniversary of 9/11 attacks

“The inescapable fact is that climate change is now leaving people around the world without enough to eat.

“Hunger is significantly worse in countries hit by severe droughts and flooding. A hotter world is proving to be a hungrier world.

“The people behind these stark statistics need urgent help. Our political leaders must redouble efforts to cut the use of fossil fuels and commit funds to help poor countries adapt to climate crises.”

  • ‘Better’ version of Double Track system at Wesley Girls, Univ Practice SHS

A different version of government’s policy solution to decongest senior high schools, is being implemented in two elite schools in the Central region.

That policy known as the double track system, splits a class into two streams with one starting while the other waits.

So a General Arts class of say 98 students, will be divided to have a first batch of 46 students known as the Green Track and the other known as the Gold Track.

Read: Double track SHS: Over 60,000 students not placed under CSSPS

Green Track have begun the academic year while the Gold Track will replace them on November 8, 2018.

The policy has become necessary because government does not have enough infrastructure to accommodate the huge enrollment rates since it implemented its free SHS policy.

The double track is being implemented in at least 400 out of more than 670 public schools.

But authorities at Wesley Girls SHS and University Practice SHS in Cape Coast, have varied the implementation of the new anti-congestion system,

Instead of splitting a class, the authorities have rather split courses.

At University Practice SHS, Students reading Business and General Arts courses have begun the school year while the students of other programs wait.

At Wesley Girls, Science students are in school with Home Economics students.

Joy News Central regional Correspondent, Richard Kwadwo Nyarko explained, the course pairings were done because they share similar subjects.

For example Home Economics students will study Biology as an elective subject just as much as Science students. Hence a Biology teacher can teach Science students as well as Home Economics.

A senior official said their version has the blessing of the Ghana Education Service.

  • Serena Williams: Cartoonist denies US Open depiction is racist

An Australian cartoonist has defended his depiction of Serena Williams at the US Open, after the image went viral and was criticised as racist and sexist.

Mark Knight’s newspaper cartoon showed Williams jumping above a broken racquet next to a baby’s dummy. Critics said it used racist stereotypes.

The cartoonist denied it was racist, saying he had intended to depict only the tennis player’s “poor behaviour”.

Some also said Knight had “whitewashed” Japanese player Naomi Osaka.

Williams sparked controversy during her loss to Osaka when she accused the umpire of sexism and being a “thief”.

Knight’s drawing was published in Australia’s most-read newspaper, the Herald Sun on Monday, and referenced Williams’s outburst and showed the umpire asking Osaka: “Can you just let her win?”

It has been strongly defended by Knight and the newspaper’s editor, Damon Johnston, who denied the cartoon is racist or sexist.

“It rightly mocks poor behaviour by a tennis legend… Mark has the full support of everyone,” he said in a tweet.

But critics, including author JK Rowling, compared the cartoon to past racist caricatures of African-American people.

Others on social media pointed out that Osaka, who is mixed race, had been drawn as a white woman with blonde hair.

The National Association of Black Journalists in the US denounced the cartoon as “repugnant on many levels”.

“[It] not only exudes racist, sexist caricatures of both women, but Williams’ depiction is unnecessarily sambo-like,” it said in a statement.

The 1899 children’s book, The Story of Little Black Sambo, featured derogatory racial depictions – such as characters with thick red lips.

Knight said he had “no knowledge of those cartoons or that period”, saying on Tuesday that “the world has just gone crazy”.

“The cartoon was just about Serena on the day having a tantrum. That’s basically it,” he told the Australian Broadcasting Corporation.

Knight also rejected a suggestion that he would not draw a similar image of a man. As evidence, he tweeted his recent cartoon of tennis player Nick Kyrgios.

    Racism in Australian cartoons

One sociology expert told the BBC that Knight had used “a genre that has a long history of racist impact”.

“The author may not even realise their own framing of the world has been shaped by history of racism in Australia,” said emeritus Prof Andrew Jakubowicz from the University of Technology, Sydney.

He said there had been “a tradition” in many Australian cartoons to exaggerate physical characteristics of minority groups, including indigenous Australians, to “trigger a reaction” – such as humour.

Knight was also accused of racism last month for a cartoon which showed faceless black figures fighting in a Melbourne subway, a reference to a debate about African-Australian street gangs.

  • John Bolton threatens ICC judges with sanctions

The United States launched a blistering verbal attack on the International Criminal Court (ICC) and threatened sanctions against its judges if they proceed with a probe into alleged war crimes by Americans in Afghanistan.

John Bolton, President Donald Trump’s national security adviser, made the announcement in a speech to the Federalist Society, a conservative group, in Washington, DC, on Monday.

Read:World court hears Iran lawsuit to have US sanctions lifted

“Today, on the eve of September 11th, I want to deliver a clear and unambiguous message on behalf of the president. The United States will use any means necessary to protect our citizens and those of our allies from unjust prosecution by this illegitimate court,” Bolton said.

“We will not cooperate with the ICC. We will provide no assistance to the ICC … We will let the ICC die on its own. After all, for all intents and purposes, the ICC is already dead to us.”

    Crimes in Afghanistan?

In 2016, the The Hague-based court said members of the US armed forces and the CIA might have committed war crimes by torturing detainees in Afghanistan.

Established in 2002 under the Rome Statute, the ICC is the world’s first permanent court set up to prosecute war crimes, crimes against humanity, and genocide.

More than 120 countries around the world are members, but superpowers – including the US, Russia and China – have not signed up.

On the ICC, Bolton said if any investigations go ahead on alleged US war crimes, the Trump administration will consider banning judges and prosecutors from entering the country, put sanctions on any funds they have in the US financial system, and prosecute them in US courts.

Bolton said the main objection is the idea the ICC could have higher authority than the US constitution and US sovereignty.

“In secular terms we don’t recognise any higher authority than the US constitution,” he said. “This president will not allow American citizens to be prosecuted by foreign bureaucrats, and he will not allow other nations to dictate our means of self defence.”

    ‘Proudest achievements’

It was Bolton’s first major address since joining the Trump administration. He was previously the US’ ambassador to the United Nations in the George W Bush government and fought against the ICC in the 2000s.

“The International Criminal Court constituted an assault on the constitutional rights of the American people and the sovereignty of the United States,” he said.

“At President Bush’s direction, we next launched a global diplomatic campaign to protect Americans from being delivered into the ICC’s hands. We negotiated about 100 binding, bilateral agreements to prevent other countries from delivering US personnel to the ICC. It remains one of my proudest achievements.”

Bolton said the US would “not sit quietly” if the ICC came after it, Israel, or other US allies.

There was no immediate response from ICC officials or member states.

Bolton also announced the closure of the Palestine Liberation Organization (PLO) office in Washington, DC, because of the Palestinian attempt to get the ICC to investigate Israel for crimes committed during its decades-old occupation of Palestine.

The national security adviser’s announcement drew applause from the conservative crowd, but was sharply criticised by Palestinian leaders and officials.

The action against the PLO is the latest in a series of measures by the Trump administration against the Palestinian leadership.

“It is a declaration of war on efforts to bring peace to our country and the region,” PA spokesman Yousef al-Mahmoud was quoted as saying by Wafa news agency.

PLO Secretary-General Saeb Erekat said in a statement the decision was “yet another affirmation of the Trump administration’s policy to collectively punish the Palestinian people, including by cutting financial support for humanitarian services including health and education”.

  • Ghanaian gynaecologist confesses he kissed, fondled a financiers wife

A senior gynaecologist in the UK kissed and fondled a financier’s wife and suggested they have an extramarital affair whilst she was campaigning to save a hospital maternity unit, a tribunal heard today.

Ghanaian Consultant obstetrician Tony Boret, 53, had developed his flirtatious friendship with the mother of two after she raised a petition demanding a decision to shut the privately run service be reversed.

But the friendship culminated in a sexually charged medical consultation in which Boret confessed to cheating on his wife before kissing the 38-year old woman and putting his hand up her top to touch her breasts, it was alleged.

He also suggested they book a hotel room together to ‘make love,’ it was claimed.

The patient – whose husband is a company financial director in London – fled Boret’s office in a state of confusion.

But later she sent the doctor an email saying: ‘Perhaps I have ‘mug’ written on my forehead but I do not want to be married to my husband anymore. I hope to see you again. I miss being your patient.’

The incident occurred after the woman met Boret whilst pregnant with her first child.

Their friendship began to intensify in 2015 when whilst pregnant with her second child.

She began a battle to stop the closure of private maternity services at Watford General Hospital.

The woman broke down in tears as she told Medical Practitioners Tribunal Service: ‘I liked him from the beginning and a friendship started in 2015.

‘He was charming and open. He paid me compliments. He was grateful to me for my help.

He used to say I was his number one patient and he referred to me as his favourite patient.’

But matters came to a head on June 22, 2017 when the pair had a sexual encounter at Boret’s office.

The General Medical Council claim the doctor told the woman she ‘looked beautiful’ and after suggesting they go for coffee, asked how ‘she would feel about having an affair.’

It is alleged he then he said he had cheated on his own wife and that other patients fancied Patient A before he kissed her on the lips and put his hands up her top and touched her breasts on top of her bra.

The woman fled the consultation but asked for a further meeting four days later in which Boret allegedly warned Patient A to be ‘very careful with what she said as there may be video cameras watching her.’

He then allegedly said he was glad she had not been wearing a skirt at the earlier meeting ‘because he did not want to just stick it in and it be over in three seconds.’

He further allegedly said he wanted to take Patient A to a hotel, ‘make love to her and give her an orgasm.’

The woman – known as Patient A – told the Manchester hearing: ‘He told me that I was beautiful and that he had cheated on his wife, and asked if I wanted an affair.

‘We were talking about a mutual friend that they had cheated and he told me he had done the same.

‘He told me honestly that he had cheated on his wife. He lowered his head and kissed me and I just responded to his advances.

‘He had his hands up my top and touched my breasts. There were two kisses. One standing up and one over the desk.I didn’t come onto him – I said he should lock the door but I was flustered. I responded to his advances.

‘He told me that he wanted to take me to a hotel and make me orgasm. I know that he kissed me and touched me on that day. I am five foot tall – I would not have been able to make him kiss me.’

‘I didn’t wear a skirt at his appointments which is why he said he wished I was. He told me to be careful of what I said because there were cameras in the room.’

But the hearing was told of a series of emails the woman sent to Boret after the encounter and she was also said to have made a comment that he was ‘on her bucket list’.

One email sent on July 10 said: ‘It would have been a bit of fun between the both of us. Your career will be safe.’

Another three days later read: ‘I am so concerned with what happened and you may want to erase me from your memory. You made me feel like it was my fault.’

In reply Boret said their relationship is ‘nothing more than a doctor and patient, and that there should be an element of trust between them’ but the woman retorted: ‘You have already broken it, what the hell are you on about? You should have thought about that before you put your tongue in my mouth, touched my breasts and said you wanted to make love to me.’

Then in separate emails she went on: ‘I saw the way you looked at me with those big brown eyes in your office. I can see something was wrong. Perhaps I have mug written on my forehead but I do not want to be married to my husband anymore.

‘I hope to see you again. I miss being your patient. I have only been kind and loyal and the only patient to support you.’

She then emailed him again a few days later saying: ‘I want to apologise to you. I have not been well I am sorry to come on to you. I told my therapist that I made it all up.’

But a further email to Boret added: ‘I only wrote the retraction email in fear. You are a liar and trying to hide what you did to me. You did not realise what harm you have had.’

Under cross-examination Boret’s lawyer, Robert Wastell accused the woman of leaving a ‘paper trail’ with her emails and said: ‘In the summer of 2017, a sexual encounter was not only something you desired, you wanted it to happen.

‘You were desperate to speak to him. You wanted to pursue him more. You felt a sense of entitlement because of your work for the practice.’

He also said her conduct in sending heart-eye emojis to her doctor was ‘inappropriate for a married woman’ but the patient replied: ‘Neither is a doctor telling a patient that he wants to make love to her or hugging a patient. I sent him many types of faces.

‘I had wanted him to know what had happened would stay between us – I just wanted us to go back to the way things were as a friendship. ‘I wanted him to know how I felt.

‘He knows what he said and what he did, I wouldn’t put myself through this ordeal if it didn’t happen. This was someone who I trusted and he knows that but he still did this to me.’

‘Mr Boret sent an email saying nothing could happen between us because he was panicking. He said he didn’t want to risk his career but he had also been inappropriate with me that day.

‘I disagree that it was him saying nothing could happen between us. I wanted him to to know I wasn’t going to say anything and we were still friends.

‘It is not the case that I was pursuing him and he was saying no. My husband says I was acting odd and he challenged me. He was concerned by what happened. I think if this happened to any patient or doctor anyone would be confused and hurt.’

‘I am well aware of what he is facing and I wouldn’t put myself through this if it wasn’t true. It’s not the truth that he rejected me.’

Earlier Charles Garside QC lawyer for the General Medical Council told the hearing: ‘She became his patient in about 2010 and was someone who visited him as a gynaecologist and consultant.

‘When the private hospital was about to close she engaged herself in a campaign to try and keep it open. There is no suggestion of assault or unwanted force and she did not resist it, but it should not have happened.’

Boret who qualified in 1987 worked briefly in Russia and Africa before returning to the UK to pursue a career in obstetrics and gynaecology.

He was appointed as a consultant obstetrician and gynaecologist to Watford General Hospital in early 2001.

    He denies sexually motivated misconduct.
