    Man City charged for breaching financial rules by Premier League

    Manchester City claims they are “surprised” to be facing multiple alleged financial rule violations from the Premier League.

    The alleged violations are said to have occurred between the 2009–10 season and the 2017–18 season.

    The club are alleged to have breached league rules requiring provision “in utmost good faith” of “accurate financial information that gives a true and fair view of the club’s financial position”.

    The league says the accurate financial information required related to “revenue (including sponsorship revenue), its related parties and its operating costs”.

    The second set of breaches listed refers to alleged breaking of rules “requiring a member club to include full details of manager remuneration in its relevant contracts with its manager” related to seasons 2009-10 to 2012-13 inclusive.

    The club’s failure to adhere to UEFA’s Club Licensing and Financial Fair Play Regulations between 2013 and 2018 prompted the Premier League to send City to the independent commission.

    The Court of Arbitration for Sport overturned City’s two-year ban from playing in European football in 2020 as a result of these violations. Despite refusing to comply, the team was only fined €10 million and was still permitted to participate in UEFA’s international club competitions.

    Additionally, it is alleged that City broke Premier League rules pertaining to sustainability and profitability in the 2015–16, 2016–17, and 2017–18 seasons.

    The fourth set of alleged breaches relates to the Premier League’s profitability and sustainability rules in seasons 2015-16 to 2017-18 inclusive.

    Finally, the club are alleged to have breached league rules requiring member clubs to co-operate with and assist the Premier League with its investigations, from December 2018 to date.

    The Premier League – which opened its investigation in March 2019 – has referred the alleged offences to an independent commission.

    In a statement, the Premier League said: “In accordance with Premier League rule W.82.1, the Premier League confirms that it has today [February 6 2023] referred a number of alleged breaches of the Premier League rules by Manchester City Football Club to a commission under Premier League rule W.3.4.

    Turkey earthquake: Christian Atsu and director Taner Savut trapped under rubble

    Christian Atsu, a former winger for Newcastle and Chelsea, is reportedly trapped under debris following the devastating earthquake in Turkey.

    After the earthquake, experts had to save several members of Atsu’s new squad.

    Taner Savut, the sporting director for Hatayspor, is allegedly still missing and believed to be buried beneath the rubble.

    According to Star, a search-and-rescue mission is in progress to locate the Ghanaian celebrity who was injured in Monday’s 7.8 magnitude earthquake.

    The earthquake hit hard in Kahramanmaras, where Hataysport are based.

    Two players and members of the technical staff were “pulled out of the rubble” in a dramatic rescue operation.

    And efforts remain ongoing to find Atsu and Savut as quickly as possible.

    Over 1,000 people are believed to have died in the earthquake that struck Turkey around 4am on Monday morning.

    And experts say the toll could rise to 10,000 after a second 7.5 magnitude quake hit later on.

    On Monday, a referendum to create a new regional state will be held in southern Ethiopia, where millions of voters will participate.

    In the previous four years, there have been three of these referendums staged, all in the south of the nation.

    In previous elections, the Sidama and South-Western Ethiopia areas were created.

    The Southern Ethiopian Nations, Nationalities and People’s (SNNP) area includes five districts and six sub-regional administrative units (zones), and more over three million people are registered to vote.

    If the new region is approved, it will be known as Southern Ethiopia region.

    Wouter Kellerman, Zakes Bantwini, and Nomcebo Zikode from South Africa took home the Best Global Music Performance Grammy on Sunday for their joint project Bayethe.

    Kellerman in a tweet said “We won the Grammy for the Best Global Music Performance for our song ‘Bayethe’ Thank so much to everybody for all the support – this is for the whole of South Africa!”

    Bantwini also expressed excitement about the win. According to him, it took him 17 years to find his path, hence “I have no words to express the emotions and grace that have come over me.”

    “This moment is owed to my late Mother & Father. I’m grateful,” he added.

    Nomcebo Zikode said she never imagined that God would take her to such heights and platforms.

    “Look at God!!! From Hammarsdale to the world!,” she added.

    South African peacekeeper killed in DR Congo

    In a Sunday helicopter strike in the eastern Democratic Republic of the Congo, a South African peacekeeper for the UN was killed and another was hurt.

    The aircraft came under fire while en route to Goma, the capital of North Kivu province, according to the UN mission in the nation, Monusco. Fortunately, the helicopter managed to land.

    In the incident, it was reported that a second peacekeeper was hurt.

    “Monusco strongly condemns this cowardly attack against an aircraft bearing the United Nations emblem,” it said in a statement.

    The South African National Defence Force (SANDF) also confirmed the attack.

    “An Oryx helicopter came under fire in Goma, the Democratic Republic of the Congo on Sunday February 5, 2023,” it said in a statement.

    “The SANDF is in the process of informing family members of the soldiers who were involved.”

    Though it appeared inevitable that Inter would score first, the game’s first goal was indeed scored in the 34th minute when the vivacious Martinez topped Simon Kjaer to head in a corner kick from the left by Hakan Calhanoglu.

    After Pioli inserted Rafael Leao and Alexis Saelemaekers, it was still one-way traffic as Tatarusanu deflected Martinez’s shot at his near post.

    After 57 minutes, Milan’s first opportunity came from Olivier Giroud, but his header missed the crossbar and was never going to test Andre Onana.

    At the other end, more objectives appeared more likely.

    Romelu Lukaku had one disallowed for dragging down Malick Thiaw, and Martinez had another disallowed for a slight offside, but it was his first-half goal that was decisive.

    Sergio Busquets’ ankle injury forced Barca to make a substitution within the first eight minutes, and the team struggled to get going in the first half.

    Robert Lewandowski was stopped with a good save with his leg by Yassine Bounou, who then made an even greater save by tipping the striker’s long shot around the post.

    At halftime, Sevilla substituted Bryan Gil and Erik Lamela, but Barca continued to control the game as Raphinha became the latest player to put Bounou to the test, this time with a header.

    Just before the hour mark, Franck Kessie, who had been substituted for Busquets, skillfully flipped the ball into Alba’s path so that he could score by shooting across Bounou.

    A simple finish for Gavi in the 70th minute after being picked out by Raphinha gave Barca breathing space and the Brazil winger contributed to the scoring before full-time.

    Alba played the ball into the middle and Raphinha was there to poke it past Bounou and cap a fine individual and team display.

    Union for International Cancer Control (UICC) has entreated government to increase taxes on tobacco, alcohol, and sugar-sweetened beverages in order to reduce cancer among young people.

    Health professionals have noted that cancer is killing young people in Ghana prematurely at an alarming rate.

    The youth have also been urged to follow a healthy lifestyle to reduce the risk of contracting any type of cancer as the world observes World Cancer Day.

    Health professionals are concerned about the increased incidence of cancer among young people, despite the fact that there is no population-based data on cancer morbidity and death patterns in Ghana due to the lack of a population-based cancer registry.

    According to the report, stomach and lung cancer are the most common causes of cancer death in men, while breast and cervical cancer are the most common causes of cancer death in women.

    According to several research, risk factors for cancer include drinking alcohol, smoking, and consuming sugary foods.

    The government should enact regulations that will limit access to these items, according to the Union for International Cancer Control (UICC).

    “The youth are dying prematurely from cancers and something ought to be done to minimize this. Because, as a developing country, we don’t have adequate resources in treating all cancers, our best bet is to prevent our youth from developing these diseases”, she added.

    In order to close the care gap, Dr. Wiafe stated that malignancies needed everyone’s attention and dedication as a public health concern.

    Sister of the late former Prime Minister, Dr. Abrefa Busia, has revealed that her late brother was the first African lecturer as well as the first to occupy a chair at the University College of the Gold Coast, now called University of Ghana.

    Ama Bame Busia during an interview with Citi TV’s ‘Footprint TV’ program said “He was a lecturer at Legon. The first African to become a professor in Legon.” 

    From 1969 to 1972, Dr. Abrefa Busia served as Ghana’s Prime Minister. He is credited with working to end military rule in Ghana and establish civilian governance.

    He made significant advancements in education, which seems to have been his first love before he fully embraced politics.

    Born in Wenchi in the Brong Ahafo Region in July 11, 1913, Dr. Kofi Abrefa Busia received his basic education at the Methodist School in Wenchi, his secondary education at the Mfantsipim School in Cape Coast and then furthered to the Achimota College.

    After this, he gained his first degree with Honours in Medieval and Modern History from the University of London and went on to study at the University College in Oxford as the first African student.

    Though he returned to the Gold Coast after his first degree, he went back to achieve higher feats in Oxford.

    In 1947, he earned a Doctor of Philosophy (PhD) in Social Anthropology at the Nuffield College in Oxford – England and returned to the Gold Coast (now Ghana) to continue his teaching profession.

    According to Ama Bame Busia, her older brother, Dr. Busia had to, at a point in his career, fled the country into exile because of political tensions in the country between him (as leader of then Ghana Congress Party which later became the United Party) against then President, Dr. Kwame Nkrumah.

    “This was during the time that political tension between Dr. Busia and Dr. Kwame Nkrumah was at its height and Kwame Nkrumah wanted to arrest and detain Dr. Busia in July 1959 so he had to leave the country.

    “The political tension was so high that they gave him an ultimatum either to stop teaching and do full-time politics or stop politics and do full-time teaching and he chose politics.

    “He was compelled to leave the teaching field. He was teaching sociology,” she added.

    The unnamed traditional authority is said to have died on the dawn of Saturday February 4, 2023.

    The late Chief was enskinned 13 years ago and has been leading his people and ensuring the needed development to brought to communities under his authority.

    The bereaved family is said to be following the customary processes in accordance with the tradition to officially make the news public.

    The unfortunate news comes as a shock to many barely a fortnight after the death of Lepowura Alhaji MND Jawula.

    It is reported that necessary traditions are yet to be performed so his remains can be moved to Mankuma for burial.

    Govt to securitize $3.3bn in BoG loans – Report

    Ghana intends to convert loans to the Bank of Ghana that are believed to be worth 40 billion cedis ($3.3 billion) into bonds, making the Central Bank the sole owner of domestic government assets and subjecting it to the ongoing debt restructuring process.

    The bonds, which will also pay the interest owed to the Bank of Ghana, would be issued by the finance ministry, according to sources with knowledge of the situation.

    There are no specifics regarding a schedule for the securitization, but the government wants to finish restructuring its public debt this quarter in order to receive board approval from the International Monetary Fund (IMF) by the end of March.

    The securitized central bank loan will be added to the list of domestic debt under restructuring, according to the sources. The new bonds would bring the central bank into Ghana’s ongoing debt restructuring process, under which the government is asking investors to swap out 137.3 billion cedis ($11.2 billion) worth of local government securities into new notes with less attractive terms. The voluntary exchange has a February 7 deadline.

    The restructuring is a key condition for Ghana to qualify for a desperately needed $3 billion bailout from the IMF. However, the IMF has also urged Ghana to stop borrowing from the central bank in order to secure the bailout, as previously reported.

    Ghana’s government debt reached 575.7 billion cedis ($47 billion) at the end of November 2022, while its public debt stood at an estimated 105% of its gross domestic product, a figure the country hopes to reduce to 55% by 2028.

    Besides restructuring its local bonds, Ghana is also in talks to restructure its bilateral and external debt.

    A spokesperson for the central bank declined to comment, while a spokesperson for the finance ministry did not immediately respond to requests for comment.

    According to Ghanaian regulations, Section 30 of the Bank of Ghana Act permits the central bank to lend to the government. However, if repayment is “unduly delayed,” the Bank may transfer the debt to the public through the sale of treasury bills. Securitizing the loans would head off the central bank issuing treasury bills to recoup its money.

    Ghana has been shut out of international markets after suspending interest payments on $13 billion of Eurobonds.

    The country is facing fiscal and economic challenges, and the securitization of central bank loans could help it avoid further difficulties as it seeks to secure a much-needed bailout from the IMF.

    On Friday, Ghana’s president, Nana Addo Dankwa Akufo-Addo, requested Germany to “encourage” China, an adhoc member of the Paris Club, to support Ghana’s debt-restructuring efforts.

    He stressed the importance of the Paris Club quickly forming a creditors committee with the participation of other official creditors in order to support the initiatives that would allow Ghana to resume economic growth.

    The President made the call after receiving a visit from the German Finance Minister, Christian Lindner, at Jubilee House in Accra.

    “We now have our relations with the Paris club and the common framework, and we are looking for as quickly as possible a creditor committee to be established, so we will have the body with whom we can engage to bring those discussions as quickly as possible.

    “We have good relations with China. We will like you to encourage China to participate in these programmes as quickly as possible…A very important consideration for us is the financial stability fund that has been promised us as one of the key outcomes of these negotiations and definitely once again, your voice in trying to bring that into being is something that we would appreciate very much,” President Akufo-Addo told Finance Minister Lindner.

    Linden, who was at the head of a delegation from his country, held bilateral talks with the President aimed at boosting relations and economic ties between the two nations. President Akufo-Addo told the minister that the main concern for his government was to conclude negotiations with the International Monetary Fund (IMF), particularly at the Board Level and seal a deal with the Bretton Woods institution by mid-March this year.

    “Our main concern right now is the arrangements that we are in the process of concluding with the IMF…and the specific assistance that will be useful to us and help us fast-track the process.

    “Our target is that by the middle of March, we should be before the Board for the full agreement. We have already taken one important step forward in concluding a staff-level agreement with the IMF and we are now looking to go the full haul in concluding the agreement. We are hoping that it will be done by the middle of March.

    “One of the steps towards that has been the domestic debt exchange programme that we are on, which fortunately, we have quite a lot of difficulties, has now been virtually concluded,” he stated.

    However, President Akufo-Addo stressed, that there was a vital need for other creditors to support the efforts that his government was undertaking to restructure both the external and domestic debts of the country, to enable the IMF deal to fall through quickly.

    The President thanked the German government for providing assistance to Ghana in order to help that country get through its current economic challenges. He claimed that the German administration had established itself as a dependable ally and that Ghana will continue to view Germany as “a privileged partner” while it applies for an IMF bailout.

    In order to address Ghana’s debt hardship, the IMF and Ghana struck a staff-level agreement on a $3 billion, three-year Extended Credit Facility. However, ratification of the plan is contingent on Ghana restructuring its internal and external debts completely.

    Manchester City’s chances of defending their Premier League championship may depend on Nathan Ake.

    The defender frequently goes unnoticed but has emerged as a crucial cog in the Citizens’ lineup this year.

    Ake was a key player in the FA Cup triumph over Arsenal last Saturday, and his game-winning goal neatly encapsulated the unexpectedly significant season he is having in the North West.

    He failed to break the 1,000-minute mark in the Premier League during each of his first two seasons at the club. 

    This term, however, he appears to have cemented himself in Guardiola’s first-choice XI.

    The 27-year-old started just seven of City’s first 14 league games but has since been included from the first whistle in five of their last six, establishing himself as a dependable figure for his Spanish boss.

    Left-sided versatility

    Ake was primarily bought to offer cover and competition for the only naturally left-footed centre-back in City’s squad — Aymeric Laporte. 

    However, the Hague native’s versatility means he is also an option at left-back, which has quickly become a problem area for Guardiola in recent weeks.

    The Catalan tactician’s falling out with star full-back Joao Cancelo has resulted in the Portuguese’s departure to Bayern Munich, leaving Sergio Gomez as the only remaining natural left-back at the club with Oleksandr Zinchenko having moved to Arsenal last summer. 

    However, the Spaniard has not been seen in the Premier League since a 20-minute cameo against Southampton in October and is clearly not yet trusted. 

    As a result, Ake will likely be the man asked to step up and fill the void going forward.

    Ake is not among the eye-catching star names in City’s illustrious ranks — not even in their defensive stable. 

    However, there is no denying his influence on games when he is on the pitch, whether that be at left-back or in the centre of defence. 

    The 34-cap Oranje international averages 101.9 touches per 90 minutes in the Premier League — the third-highest total in the division. 

    As City work the ball from back to front and around opponents, Ake dutifully plays his part and does so with a quality that has earned Guardiola’s trust.

    As is expected from any defender who wishes to feature regularly under Guardiola, Ake is accomplished at playing the ball to his team-mates. 

    Per 90 minutes in the Premier League, he ranks fourth for passes attempted (89.16) and completed (82.32). 

    The versatile defender also boasts the fourth-best pass accuracy in the league — an astonishingly high 92.33%, given the volume of passes he plays. 

    Guardiola has shown a penchant for utilising inverted full-backs and Ake possesses all the qualities to perform that role perfectly, tucking in from the left to assist with build-up play in more central areas. 

    His steady presence could be pivotal in helping City rediscover the ruthless consistency they need to claim yet another league title.

    According to reports, Erling Haaland is prepared to “divorce” from Man City since he and Pep Guardiola have a “poor atmosphere” and a “very distant” relationship.

    The strong striker only recently joined Man City in the summer. His £51 million release clause was triggered in order for them to sign him away from Bundesliga club Borussia Dortmund.

    This season, Haaland has been in sensational goal-scoring form with the reigning Premier League champions. In just 27 games this season across all competitions, he has scored 31 goals for them.

    However, others have boldly asserted that Haaland has rendered Man City weaker this season as they chase Arsenal for the title.

    Guardiola’s had to modify their style for Haaland, and even while they don’t always succeed, they’re really terrifying to watch when they’re in full flow.

    But according to the Spanish publication National, Haaland and Guardiola’s friendship is “beginning to shatter.”

    As Sean Dyche’s management career got off to the best possible start with a 1-0 victory over Premier League leaders Arsenal, Everton significantly relied on their connection to Burnley to secure their first victory since October.

    The effect he had was instantaneous as another former inhabitant of Turf Moor James Tarkowski headed the winning goal on the hour, despite the ex-Clarets manager’s insistence that he didn’t have any “magic dust” to sprinkle on a struggling squad (the only one not to be strengthened by a January signing).

    It was the center-first back’s goal since signing on a free transfer from Burnley in the summer and his first since the first game of the previous campaign. The goal also snapped a skid of 10 games without a victory across all competitions.

    Everton’s epic escape is unquestionably on, and with hope never dying at Goodison following a dreadful year under the previous boss Frank Lampard, they briefly moved out of the relegation zone with their midday kickoff.

    Arsenal’s loss was their first since September and only their second in the league, which allowed Manchester City to reduce the five-point deficit at Tottenham on Sunday.

    Doucoure was also making his presence felt and he too wasted a header from a McNeil cross as much-needed confidence flowed back into the side boosted by an encouraged and engaged Goodison Park.

    Arsenal dominated possession but found it difficult to find a way through a more compact and committed opposition side, who were quick to get back into shape when they lost possession, with Conor Coady clearing the visitors’ best chance of the half off the line from Bukayo Saka’s volley.

    And when Everton won four corners in two minutes Goodison roared its approval and, for a brief period, the Gunners were under pressure with the sight of Granit Xhaka hoofing a ball clear to no-one on the halfway line the most un-Arsenal of moments.

    Being cheered off having out-shot and out-fought their opponents – eight was the most Arsenal had faced in the opening 45 minutes all season – was a new experience for players who had been booed at half-time of their previous two home games.

    Martin Odegaard ballooned over from Eddie Nketiah’s cross early in the second half as Arsenal redoubled their efforts with new signings Leandro Trossard and Jorginho soon introduced.

    General Pervez Musharraf, the former leader of Pakistan who overthrew the government in a coup in 1999, has passed away at the age of 79.

    According to a statement from the nation’s army, the former leader, who served as president from 2001 and 2008, passed away after a protracted illness.

    He was on the front lines of the conflict between militant Islamists and the West after surviving many murder attempts.

    After 9/11, he backed the US “war on terror” despite domestic resistance.

    He lost the election in 2008, and six months later he departed the country.

    He tried to run for office again in 2013 but was detained and prevented from doing so. He was charged with high treason and given a death sentence in absentia, but less than a month later, the ruling was overturned.

    In order to receive medical attention, he traveled from Pakistan to Dubai in 2016 and has since been living in exile there.

    In the statement confirming the death, the military said it expressed its “heartfelt condolences” and added: “May Allah bless the departed soul and give strength to bereaved family.”

    Pakistan’s President Arif Alvi prayed “for eternal rest of the departed soul and courage to the bereaved family to bear this loss”, his office said in a statement cited by AFP news agency.

    Pakistan’s Prime Minister Shehbaz Sharif also expressed his condolences, as did the country’s military leaders.

    Claims that the ringleader in Fourth Estate’s investigative story “School Placement for Sale” is a staff member have been refuted by the Education Ministry.

    The Rachel character in the documentary that exposed widespread fraud in the Computerized School Selection and Placement System (CSPSS) served as a go-between for the purported “powerful men” at the Education Ministry.

    The Education Ministry’s spokeswoman, Kwasi Kwarteng, stated that it is inaccurate that she is a staff member but that she had worked at the Ministry’s canteen.

    “The understanding that I have from Manasseh’s video is that she was a former worker with the Ministry where she used to work with the Ministry’s canteen, she was not even working for the Ministry per se, but a private individual working in the Ministry’s canteen,” he said.

    However, Mr. Kwarteng stated anyone could have posed as a staff member in his organization to extort money from parents while speaking on JoyNews on Saturday about the eight people who were jailed for serving as middlemen for the Ministry.

    “The Ministry of Education had rented a private facility at the GNAT hostel which operated as a resolution centre where we were serving the general public.

    “It was possible that everybody could get in, establish the case, advance the reasons why there has to be changes for his or her ward. Within this process its possible there could be a compromise.

    “Somebody can also take your money and make a very strong case without even any officer taking money, but of course the exploitation continues,” he added.

    The spokesperson expressed his joy in the fact that the faces of these individuals were clear and believes the culprits will be able to expose the bad nuts at the Ministry.

    Mr Kwarteng did not deny that there may be staff of the Ministry involved in the fraudulent act, but vehemently rejected the allegation that the heads of Education Ministry and Director General of the GES were involved.

    The Minister of Education and Ghana Education Service are the only individuals with the passwords that give them access to place students in Grade A schools.

    As such, after the investigation, many queried how the intermediaries were able to add names to the list of these schools.

    Mr Kwarteng however, explained that 90% of placement was done through the automatic placement.

    The remainder, he said, is then divided equally by the school and the Education Service, adding that heads of various school can accept students to their institution then send a message to the Service for approval.

    Kofi Bentil, vice president of Imani Africa, has urged the government to take strict action to address the security issues in Bawku.

    He asserted that the longer it takes to resolve the delicate situation in the town, the more likely it is that residents will try to impose their own laws.

    “We need to have the whole state security system take Bawku seriously, because they are citizens of Ghana and then do everything to make sure that lives are not lost in vain.

    “If we do not do that, we will send a signal that when people lose their lives it does not matter and when we send those signals we are preparing ourselves for an explosion we cannot contain,” he is quoted to have said on JoyNews.

    The Bawku Central MP, Mahama Ayariga, had sworn to seek justice for seven of his people who he claimed had been killed by the military in the constituency during the course of the week.

    The military then published a letter to defend their course of conduct. They stated that six armed guys were neutralized by the army after they confronted the group of them.

    Mr. Bentil urges the government to propose solutions to the issue in light of this before the locals begin to believe they are not citizens of Ghana.

    “All of us citizens should be very worried, because if people lose their lives in a state which has a government and security agencies and nothing serious seem to be done about it, consistently you would have a situation where people will give up and they will tend to defend themselves,” he said.

    The Senior Vice President of Imani Ghana stressed that Ghana Armed Forces should review its approach to resolving the violence.

    “We are getting to the point where I can imagine there are people living in Bawku who do not feel Ghanaian and they do not feel that the army is on their side and they do not feel that the government protects them, they do not feel that the army is there for their sake.

    “God forbid if too many people in Bawku get that mindset, I do not think the people in Bawku are cowards or they are afraid of war per se,” he bemoaned.

    The Bawku Municipality has been a hotspot for a number of years now due to recurrent Chieftaincy conflicts.

    Alhassan Suhuyini blames govt for challenges with DDEP implementation

    Alhassan Suhuyini, a member of parliament representing Tamale North, has accused the government of causing the difficulties encountered in implementing its proposed domestic debt exchange (DDE).

    The NDC senator claimed that despite warnings raised about some earlier decisions, the government’s arrogant attitude is to blame for the program’s current status.

    He said there had been calls for the administration to examine the economy critically as far back as 2018 when he participated in discussions on Newsfile on Saturday.

    He however noted that these well-meaning calls were blatantly ignored by government, leading to the current economic crisis and the attendant problems surrounding the debt exchange programme.

    Referring to the government, he said “We were arrogant. We were intransigent. We refused to listen to sound advice. In fact when we were told that our economy was in crisis in 2018, 2019, or was heading there, it was denied”.

    The MP continued, “It was pooh-poohed. And by 2020, the COVID had hit and exposed the fact that our government had been managing the economy carelessly. And that they had finished wasting the inheritances that they came to meet”.

    The MP asked for a national debt forum to thoroughly explore the debt exchange scheme as part of attempts to assist restore the struggling nation’s economy in the midst of what appears to be a challenging situation for the administration.

    The government’s decision to extend the deadline for individual bondholders to subscribe to its domestic debt exchange program is the catalyst for Mr. Suhuyini’s remarks.

    The government had earlier declared that the deadline was January 31 at 4 p.m.

    However owing to unwillingness by stakeholders to enroll onto the programme, the Finance Ministry in a press release on Tuesday said the deadline has been extended to February 7, with a new settlement date of Tuesday, February 14, 2023.

    The Ministry said “it has made significant progress with all stakeholders, including financial sector industry associations and representative groups of individual bondholders, with respect to their participation in the Programme”.

    “All bondholders are hereby encouraged to commence all administrative processes towards their participation in the Exchange, in line with the agreements reached”, the statement from the Ministry concluded. 

    Meanwhile, private legal practitioner and a lead convener of the Individual Bond Holders Association of Ghana (IBHAG), Martin Kpebu has reiterated the group’s refusal to embrace government’s proposal.

    Emphasising IBHAG’s position on the matter, he stressed that his side will not be participate in the debt exchange programme.

    He said at the moment, his outfit is only waiting for government to redeem its promise to settle the returns of all existing bondholders as agreed in a meeting with the Finance Minister, last week.

    Mahama Ayariga, the MP for Bawku Central, is asking for fair compensation for the families of those reportedly slain by military forces in Bawku.

    Mr. Ayariga claimed that the money would help the deceased’s heirs take care of their dependents.

    “If you look at the people, somebody has been killed and he has been survived by three wives, somebody has been killed and has been survived by two wives, somebody has been killed and he had three children. So that is why I say that they must be compensated so that those of us who have to take care of these families, we have the wherewithal to take care of what they have left behind,” he is quoted to have said on JoyNews on Saturday.

    Although the MP asked GHC500,000 in compensation for each of the families of the deceased in his plea to CHRAJ, he stated that the human rights organization will have the last word over the worth of the deceased people’s lives.

    According to reports, ten persons were murdered by armed military personnel who were trying to keep things peaceful after a series of irregular shootings in Bawku. When a young child attempted to hide near a mound of dry grasses that eventually caught fire, he was burned to death in the process.

    Inhabitants angrily accused the military of intentionally killing civilians.

    Mr. Ayariga, in a press statement condemned the act, saying it is an “infliction of mortal casualties on innocent civilians.” He has promised to “leave no stone unturned” as he fights for redress for the victims.

    In a response, the Ghana Armed Forces refuted the allegations, saying that its officers only sought to neutralize some six unidentified armed men who were involved in sporadic shootings in Sabongari, a suburb of Bawku. It said some people who sustained injuries in the process had been sent to the Bawku Presbyterian Hospital for treatment.

    However, Mr. Ayariga believes that the people of Bawku are incapable of accusing the military wrongfully, saying that his account of the incident was from an eyewitness. He believes the military is refusing to admit wrongdoing.

    Meanwhile, some security analysts believe that in the wake of tensions from Burkina Faso near the northern border, further investigations need to be conducted into the killings of the ten people.

    The murder trial involving student Safina Mohammed Adizatu, often known as Safina Diamond, and technical officer Michael Fiifi Ampofo Arku has been adjourned till February 16.

    Because the Adenta District Court was not in session on Friday, February 3, 2023, the parties to the case decided on a date.

    While Diamond’s accomplice has been granted bail by an Accra High Court, she remains in custody.

    Diamond was returned to cells while being escorted by police.

    Depending on the advice of the Attorney-General, the two could be committed to stand trial at the High Court.

    Diamond, a first-year student of the University of Ghana, Legon, and Arku are being held for the murder of one Frank Kofi Osei, a Canadian on vacation in Ghana, at Ashalley Botwe, School Junction in Accra.

    Osei, a Ghanaian domiciled in Canada, was in Ghana for vacation when he was allegedly murdered.

    Diamond is accused of allegedly stabbing the deceased (boyfriend) several times on his chin, jaw, back and later strangled him to death.

    The two have been charged with conspiracy and murder.

    Their pleas are yet to be taken.

    The facts as narrated earlier by Chief Inspector Jacob Nyarko were that on Sunday, July 24, 2022, Osei, now deceased, visited Diamond, his finance, who resided at Ashalley Botwe School Junction and decided to spend the night with her.

    According to the prosecution, at night, Diamond, Arku and other accomplices yet to be identified, allegedly stabbed Osei several times with a knife and strangled him to death.

    It said Osei’s blood was afterwards cleaned up by Diamond and Arku allegedly while the deceased was in the room for a 24-hour period.

    The prosecution said the accused persons allegedly later dragged the deceased from the first floor of the storey building through the staircase and dumped him at the gate of the house where the deceased had parked his Toyota Tundra.

    According to the prosecution, on Tuesday, July 26, 2022 at about 4:00 am, Diamond called a Police officer and alleged that her boyfriend visited her and died in her room.

    The prosecution said the said Police officer called the Police Patrol team, which rushed to the scene and found the body of the deceased lying at the gate of Diamond’s house.

    It said, however, Diamond and Arku were nowhere to be found.

    The prosecution said the Police later traced Diamond to Ashalley Botwe School Junction and arrested her.

    Arku, however, escaped to Kumasi, the prosecution said.

    With its joint venture partners, the Ghana National Gas Company (GNGC) signed a Project Implementation Agreement on Friday to build a second Gas Processing Plant (GPP Train 2) at a projected cost of US$700 million.

    It is anticipated that the gas plant would be finished in 24 months and will be located at Atuabo in the Ellembele District of the Western Region.

    Within the Atuabo power enclave, it would result in the creation of 1,500 direct and indirect jobs.

    Dr. Hilton John Mitchell signed on behalf of the Consortium, which consists of the Integrated Logistics Bureau Limited, Jonmoore International, Phoenix Park Limited, and African Finance Corporation, at the signing ceremony in Accra. Dr. Benjamin K. D. Asante, CEO of the GNGC, initialed for Ghana Gas.

    To process additional raw gas quantities from the Greater Jubilee and TEN fields, it is proposed to build a second train gas processing facility with a nominal capacity of 150 million standard cubic feet per day (MMscfd), expandable to 300 MMscfd.

    The project formed part of the GNGC’s strategic development plan and expected to increase the national gas processing capacity to 450 MMscfd.

    The new gas processing facility will process raw gas with natural gas liquids (NGLs) being fractionated into pure components like propane, butane, pentane and stabilised condensate components from the Jubilee and TEN Fields.

    Methane and ethane-containing lean gas must be transported into onshore export pipelines and connected to the current GPP Train 1’s lean gas export.

    The construction of a processing plant with a 150 MMscfd capacity that can be expanded to 300 MMscfd, a storage facility, an additional compressor package at the Atuabo Mainline Compressor Station, as well as the provision of utilities and a liquid waste treatment system, are some of the GPP Train 2 components.

    Kennedy Ohene Agyapong, the Board Chairman of Ghana Gas, said the project would improve GNGC operations and further increase the country’s use of its gas resources for the government’s industrialization goal when he spoke at the signing ceremony.

    The facility, according to Mr. Agyapong, who is also a member of parliament for Assin Central, will be crucial in assisting Ghana in achieving its goals for the energy transition, which include employing renewable energy sources for industrial uses and lowering global carbon emissions.

    The project, according to Dr. Asante, CEO of Ghana Gas, will allow the firm to become a fully integrated gas services provider and guarantee a steady supply of gas and gas derivatives in Ghana and the West African Sub-region.

    It would further fulfill the Company’s vision of supplying gas in a cost-effective and environmentally friendly manner, he said.

    The new plant, upon coming on stream, he said, would improve the output of liquids processed from natural gas to 80 per cent, compared to the existing facility, which produced between 40 and 50 per cent of gas liquids.

    Dr Asante added that the plant would help the nation to generate more megawatts of electricity and ultimately resolve the perennial power outages (dumsor) experienced in Ghana.

    The by-products from the processed gas, he explained, could be used to manufacture fertilizer, which would boost the agriculture industry and ultimately reduce the country’s fertilizer import.

    Mr Egyapa Mercer, a Deputy Minister of Energy, on his part, said the project would be a useful additional infrastructure in the country’s power generation system.

    It would also support the government’s efforts in providing an alternative power supply to drive socio-economic development, he added.

    Dr Hilton John Mitchell, who spoke on behalf of the joint venture partners, expressed the Consortium’s commitment to work collaboratively with the GNGC to deliver the gas processing plant on schedule and in a cost-effective manner.

    The Ghana National Gas Company was established in July 2011 as a limited liability company with the responsibility to build, own and operate natural gas infrastructure required for gathering, processing, transportation and marketing of gas.

    The daily publishing of foreign exchange rates, which sets the rates lower than those offered on the retail or forex market, has been defended by the Bank of Ghana.

    The rates are a weighted average of transaction rates gathered and compiled from the commercial banks and made available to customers, claims the Central Bank.

    Some people have criticized the Central Bank for publishing foreign exchange rates that don’t correspond to the current rates on the retail market.

    Responding to inquiries at the Public Accounts Committee, First Deputy Governor Dr. Maxwell Opoku Afari stated that the Central Bank’s rates are a weighted average of transaction rates that the banks disclose as indicative rates.

    “The Bank of Ghana does not have the Bank of Ghana rate as we speak. So, what is being twitted is our indicative rates…transaction rates collected from commercials banks at the end of the previous day at 3pm. The weighted average [of banks] based on transaction volume and then published for the benefit of the general public.”

    “The difference you see from the commercial banks is that when you go to your bank this morning, they would have published an indicative rate but not a transaction rate. So when you see ¢13 or ¢12 , the bank is saying that as you come to my bank, you may get this rate but depending on the type of transaction you want, you may even get it ¢10 or ¢11”, he explained.

    Dr. Opoku-Afari pointed out that there is huge margin between the indicative rate and the previous day transactional rate.

    “So you look at the indicative rate and you compare it to their previous day’s transactional rates, you will see a huge margin. The transaction rate is not different from what Bank of Ghana publishes”, he continued.

    After Friday’s goalless derby draw with Fulham, Graham Potter has pleaded for patience and cautioned that it will not be “straightforward” for a new-look Chelsea team to gel.

    “The decision we took in the window, you can see the profile in terms of age. We feel we have a very strong group of players. We have to gel and become a really good team. That’s where the work is.

    “It’s working together. When players have been injured, they have not been on the training pitch. We have new players with us. It’s about getting ideas across and working with the group.

    “Sometimes you have to look at the whole package. Young players, nice mix of them both. For us, it’s about improving.

    “New players are adapting to a new country and a new league. It’s not straightforward. When the price tag is what it is, questions will be asked, it’s the nature of the business.”

    The return from injury of Reece James and Ben Chilwell was a big plus for Chelsea, while Potter revealed winger Mudryk was withdrawn after struggling with a cold this week.

    The largest wireless carrier in Africa, MTN Group Limited, according to Bloomberg has declared that a tax bill for GH8.2 billion ($672 million) it received from the Ghana Revenue Authority (GRA) has been cancelled.

    According to a filing by MTN on Friday, the decision was reached following “extensive and productive discussions” over the course of a 21-day negotiation period between the revenue authority and the mobile phone provider (February 3, 2023).

    The Ghana Revenue Authority surprised Ghana’s largest corporate taxpayer last month with an unexpected claim for the years 2014 to 2018. This led to the decision to drop the tax payment.

    The potential fine represented about 5% of MTN’s market capitalisation and the government’s decision “removes a threat to this year’s shareholder returns,” Bloomberg Intelligence analyst John Davies said in a note.

    Some of the biggest firms in the country have been under pressure from the Authority to pay millions in overdue taxes.

    Similar bills were sent to Gold Fields Limited, Kosmos Energy Limited, and Tullow Oil Plc.

    The businesses all refute the government’s assertions.

    Ghana’s rising debt and high loan servicing costs prevented it from accessing foreign capital markets.

    The government has been forced to allocate most of its revenue to service an estimated GH¢576 billion of public debt.

    It is restructuring most of its obligations amid a slump in the cedi and is seeking a $3 billion loan from the International Monetary Fund (IMF).

    Enzo Fernandez‘s Chelsea debut came to a disappointing conclusion as Fulham gained a respectable 0-0 draw at Stamford Bridge against Graham Potter’s team.

    As Potter’s club failed to significantly improve upon their mid-table Premier League status and saw their inconsistent run stretch to one win in six in the tournament, their £106.5 million deadline day deal was kept mainly under wraps.

    After a week in which they broke the British transfer record to sign World Cup-winning player Fernandez, Fulham demonstrated that it is not necessary to spend more than £500 million to hold a position in the upper echelons of the top division by making the hosts look toothless at times. This was thanks to Marco Silva’s well-drilled team.

    Chelsea is now stuck in ninth place and is finding it difficult to maintain the optimism brought on by owner Todd Boehly‘s hasty £315 million investment during the January transfer window.

    In the game’s opening opportunity, which fell to the visitors, Andreas Pereira collected the ball in the center and, after a quick first touch, forced Kepa Arrizabalaga to make a fingertip stop with a low drive toward the corner.

    For Chelsea, whose defense had given Pereira too much room, it was a let-off. Within minutes, they came close to capitalizing on their good fortune when Kai Havertz stretched out from six yards and lifted Mason Mount’s cross high over the bar.

    Then, on the stroke of half-time, Chelsea’s moment looked to have arrived. Hakim Ziyech, fresh from his failed move to Paris St Germain on deadline day, clipped a searching ball in behind Fulham for Havertz to run onto but the makeshift number nine could only watch as his lobbed effort drifted over Bernd Leno and came back off the post.

    Fulham had enjoyed the best of the first period with debutant Fernandez largely kept quiet, and Potter responded by withdrawing Mykhailo Mudryk at the break and sending on fellow new-signing Noni Madueke for his debut.

    But the immediate rewards for Chelsea were few, the second half continuing in a vein in which Fulham more than held their own against the hosts’ expensively assembled creative cavalry.

    Willian, a two-time Premier League winner during his days at Stamford Bridge, evaded the otherwise impressive Benoit Badiashile and broke forward down the left. However, his far-post cross was slightly too wide of Bobby Decordova-Reid, whose shot was easily saved by Arrizabalaga.

    The moment Chelsea fans craved almost arrived with 20 minutes remaining. Fernandez showed the initiative that had been missing from the home side’s attack to whip a spectacular first-time effort shot beyond Leno’s dive and fractionally past the post. The crowd rallied, and Chelsea started to take control.

    Yet for all the talk of the Argentinian, it was £10million substitute David Fofana who came closest to winning it for Potter’s side, going through one-on-one against Leno before slipping beyond the goalkeeper — only to see his effort cleared off the line by the covering Tim Ream.

    It was to be Chelsea’s best — and last — chance as the opportunity to leapfrog Fulham into the top six and keep the celebratory mood alive slipped away.

    This is because Mr Kojo Kum has resigned from his post. A press release from the Presidency issued on Friday, February 3, and signed by the Communications Director, Eugene Arhin revealed that Mr Kojo Kum tendered his resignation letter to the President.

    President Akufo-Addo accepted his resignation and wished him well, according to the said release.

    Ebenezer Kojo Kum resigns as Chieftaincy Minister

    “The President of the Republic, Nana Addo Dankwa Akufo-Addo, has accepted the resignation from office, with immediate effect, of Hon. Ebenezer Kojo Kum, the Member of Parliament for Ahanta West, as Minister for Chieftaincy and Religious Affairs,” excerpts of the statement said.

    The reason for his resignation is unclear, but reports have linked his decision to health reasons. Mr. Ebenezer Kojo Kum, who is a Member of Parliament for Ahanta West, suffered a stroke in 2022.

    However, his resignation brings to three, the number of ministers who have resigned from the Akufo-Addo government in less than two months

    Mr Alan John Kyerematen left the Trade and Industry Ministry while Dr Akoto Afriyie left the Ministry of Food and Agriculture.

    Both men left their positions to contest the New Patriotic Patry flagbearership position when the party holds its primaries this year.

    Meanwhile, Mr Dan Botwe, the Minister for Local Government, will act as caretaker minister until a substantive minister is appointed.

    A motorbike accident at Yaw Bronya in the Bosome Freho District of the Ashanti Region has claimed the lives of three individuals.

    Per reports, the motorbike, which moved at top speed, lost balance after hitting a pothole on the road and ran into a female pedestrian who was crossing the road.

    The victims – two males, Augustine Annor, a lotto agent and Kwame Reuben, an ‘okada’ rider and an unidentified female victim, believed to be in her late sixties, died at the spot.

    Sources say Augustine Annor engaged the services of Kwame Reuben to transport him to Foase in line of duty.

    Meanwhile, the bodies of the deceased have since been deposited at the morgue for autopsy and preservation.

    According to Assembly member for Tebeso Electoral Area, Adomako Mensah, the area has recorded a series of motorbike accidents due to over speeding.

    He says many motorists ignore road safety precautions.

    “They refuse to wear the helmet. Most of these deaths could have been avoided by the use of helmets,” he said.

    Leading Oil Marketing Company (OMC), GOIL, has credited the impact of the “Gold for Oil” barter program for the decrease in the price of diesel as of today, January 3, 2023.

    GOIL announced a 4% price cut on diesel, making a litre sell for ¢15.25.

    However, the corporation kept the cost of gasoline at 15.25.

    The OMC behemoth claims that the reduction was impacted by advantages related to the “Gold for Oil” barter arrangement in which it took part as an oil marketing firm.

    According to some analysts, GOIL’s conduct may prompt other participants to change their prices in the days to come.

    Some market watchers are optimistic that prices will decline further as a result of the cedi’s stability over the past two weeks and the arrival of another shipment of oil under the program.

    His mother was also sustained wounds in her left hand from the gun shots of the military and is receiving medical treatment. According to reports, his father had also been killed by the military.

    The military is reported to have burned Sumaila Jafaru in a room full of hay where he had taken refuge. The incident occurred in their house. The deceased mother resisted and that is how they shot her in the hand.

    Member of Parliament for Bawku Central Constituency, Mahama Ayariga, has petitioned the Commission On Human Rights And Administration Justice (CHRAJ) to look into the reported killings and brutalities of his constituents by officers of the Ghana Armed Forces (GAF).

    Per reports, about 10 people were shot dead by members of the armed forces Operation Gongong in Bawku on Tuesday 31st January and Wednesday 1st February 2023.

    According to Mr Ayariga, several human rights such as children’s rights, women’s rights and property rights have been violated by the military.

    In his complaint, the legislator stated that “the military do not deny shooting and killing these residents of Bawku”.

    In a statement issued on 2nd February 2023, the Ghana Armed Forces refuted allegations that soldiers deployed to Bawku to restore calm and maintain order had killed some residents.

    The military explained that passengers on board a yellow KIA Grand Bird Bus with Registration Number AS 3672-21 travelling from Accra to Missiga were attacked by unknown gunmen around Kpawelga on the Bawku Highways. The gunmen fired through the tyre and engine compartment of the vehicle.

    “Also, one KIA Rhino truck with registration number AS 7093-17 was hit and the driver of the truck, Alhassan Abdella aged 40, from the Gonja tribe sustained a gunshot wound on the left foot.

    “Again, on Wednesday 1 February 2023, gunshots were heard around South Natinga in Bawku. A Patrol Team rushed to the general area of the shooting where a suspect, Abdul Malik Haruna, aged 35 from the Mamprusi tribe was arrested.

    “Three suspects, Fatau Alhassan Binda, aged 42, Abubakar Iddrisu, aged 44 and Alhassan Mustapha Binda, aged 33, all from the Dagomba tribe were arrested in a house at Pateleme. They were handed over to the Bawku Police for further investigations.

    “In a separate incident, sporadic firing was heard around Sabongari General Area. A Patrol Team dispatched to assess the situation spotted unknown armed men at Gozesi-Valley side in Sabongari wearing black T-shirts with Black Hoodies. Troops engaged them and neutralized six (6) armed men. During the engagement, some armed men took cover in a mud house within the immediate vicinity to engage the Team.

    “One of the armed men attempted to attack troops with a cutlass but was disarmed in the process. During the operation. a local woman found with a gunshot injury on her left hand was sent to Bawku Presbyterian Hospital by troops for treatment,” GAF’s statement recounted.

    In response, Mr Ayariga has rejected what he describes as “the self serving coverup account of the circumstances surrounding the brutal killings contained in the statement of the Ghana Armed Forces engaged in Operation Gongong” and has therefore called for an investigation by the CHRAJ so that eyewitnesses can give an accurate account of the brutality with which the military executed the killings.

    “The incidents occurred on the 1st of February 2023. An earlier killing of 2 persons in Patelmi in Bawku by members of the Ghana Armed Forces occurred on 26th of January 2023,” he revealed.

    Meanwhile, Mr Ayariga has among other things demanded a compensation of Five Hundred Thousand Ghana Cedis (Ghc 500,000.00) for each and every one of those whose lives were taken to be paid to their immediate families as punitive damage.

    He also wants members of the Ghana Armed Forces to be restrained from further acts of brutalities in Bawku in the exercise of their responsibilities to maintain peace in Bawku.

    Again, the Bawku Central MP wants adequate compensation to those who have suffered physical harm.

    The next Olympics could be boycotted by up to 40 nations, Kamil Bortniczuk, Poland’s minister of sport and tourism, predicted.

    His remarks follow the joint rejection of an IOC proposal to let Russian and Belarussian athletes to compete in 2024 by Poland, Lithuania, Estonia, and Latvia.

    In the event that happens, Ukraine has threatened to boycott the Olympics in Paris.

    The IOC, meanwhile, claimed on Thursday that any boycott would “punish athletes.”

    Before a meeting on February 10th, Bortniczuk said he thought it would be possible to put together a coalition of 40 nations, including Canada, the United States, and Great Britain, to back a block on the IOC’s intentions.

    He added: “Considering this I don’t think we will face tough decisions before the Olympics and, if we were to boycott the Games, the coalition we will be a part of will be broad enough to make holding the Games pointless.”

    Last week, the International Olympic Committee (IOC) stated that it would “explore a pathway” to let Russian and Belarusian competitors to compete in Paris under a neutral flag, adding that “no athlete should be banned from competing solely because of their passport.”

    The UK Government criticized the action, claiming that it was “a world away from the reality of war.”

    Vadym Guttsait, the minister of sports for Ukraine, stated that in order to maintain the ban on Russian and Belarusian athletes that the IOC executive committee imposed immediately following Russia’s invasion of Ukraine in February 2022, the nation’s sporting bodies needed to “strengthen communication” with international federations.

    However, IOC president Thomas Bach has since said that was only intended as a “protective” measure towards those athletes, and now insists they should not be discriminated against.

    On Thursday, sports ministers from Latvia, Lithuania, Estonia and Poland said “any effort by the International Olympic Committee to bring back Russian and Belarusian athletes to compete, even under a neutral flag, should be rejected”.

    They added: “Efforts to return Russian and Belarusian athletes to international sports competitions under the veil of neutrality legitimize political decisions and widespread propaganda of these countries.”

    And they called on “all international sports organisations and federations” to remove Russian and Belarusians athletes from international competitions until the war ends.

    The United States government said it supports suspending Russian and Belarusian sport governing bodies from international sports organisations and is also encouraging organisations to stop broadcasting events into both countries.

    White House press secretary Karine Jean-Pierre added that, if athletes are permitted to participate in events such as the Olympics, it should be as neutral athletes and “it should be absolutely clear that they are not representing the Russian or Belarusian states”.

    The IOC reiterated that no discussions on the return of Russian and Belarusian athletes to competition had yet taken place and warned Ukraine and other nations about the implications of threatening a boycott.

    “Threatening a boycott of the Olympic Games, which the NOC of Ukraine is currently considering, goes against the fundamentals of the Olympic movement and the principles it stands for,” the IOC wrote in a question-and-answer document published on Thursday.

    “A boycott is a violation of the Olympic charter, which obliges all NOCs to ‘participate in the Games of the Olympiad by sending athletes’. As history has shown, previous boycotts did not achieve their political ends and served only to punish the athletes of the boycotting NOCs.”

    Students in the Free State province of South Africa were captured on camera on Thursday overturning a police vehicle after going on the rampage over the alleged passing of a classmate.

    According to a local police spokesperson quoted by the Times Live website, the child is believed to have committed suicide after being bullied by a teacher.

    “It is reported that the child left a suicide note to say what caused the death and then the learners at the school picketed and it became violent,” Warrant Officer Peter Mabizela is quoted as saying.

    According to Mr. Mabizela, students from neighboring schools gathered to Tlotlisong Secondary School, where they held two police officers and teachers hostage inside the building.

    In front of applause, the students flipped a police car on its side. To get them out of the school, extra police units were required.

    Five minors were arrested for public violence and will appear in court soon, police said.
