    He went on to describe Dr. Bawumia as “a man of impeccable integrity” who is hardworking and genuinely cares about the welfare of Ghanaians.

    Dr Boako highlighted Dr. Bawumia’s numerous accomplishments, particularly in the areas of economic transformation and digitisation, which he credited for modernising Ghana’s economy and improving its global competitiveness.

    According to Dr Boako, these achievements underscore the vice president’s commitment to uplifting the country and improving the lives of its citizens.

    “If you vote for him, Ghana can only be better under his presidency, and Tano North Constituency will be the ultimate beneficiary,” Boako assured the audience, adding that Dr. Bawumia’s leadership would bring about continued progress for the country.

    In addition to praising Bawumia’s achievements, Boako addressed criticism that has been aimed at the vice president. He dismissed such critiques as politically motivated, asserting that detractors often overlook Dr. Bawumia’s contributions to financial inclusion and governance reforms.

    Samuel Okudzeto Ablakwa, Member of Parliament for North Tongu, has accused the Akufo-Addo/Bawumia administration of hastily approving a significant number of licenses despite widespread opposition to illegal mining, or galamsey.

    In a Facebook post on September 12, Ablakwa revealed that on September 4, 2024, alone, 12 small-scale mining licenses were hurriedly granted ministerial approval. He criticized the swift issuance of these licenses, especially considering the ongoing environmental devastation caused by galamsey across the country.

    “Considering the overwhelming national outrage against galamsey due to the atrocious levels of devastation to our river bodies, forests, the entire environment, and to our very survival, one would have expected a responsible government to at least halt the issuance of licenses,” Ablakwa said.

    The North Tongu MP further disclosed that, between August and September 2024, a total of 38 small-scale mining licenses had been approved, which he noted is more than half of the total licenses issued from January to July of the same year. He expressed alarm at the government’s continued authorization of mining operations despite mounting evidence of environmental degradation.

    “In 2024 alone, the Akufo-Addo/Bawumia government has so far issued an extremely disturbing number of 70 small-scale licenses. It is therefore not surprising that the galamsey menace is worsening each day,” he remarked.

    Ablakwa argued that the damage caused by licensed small-scale miners is almost indistinguishable from that caused by unlicensed miners, as noted by environmental activists. He stressed that the government’s actions are exacerbating the environmental crisis, and called for strict accountability.

    “President Akufo-Addo must be impeached for not only failing to keep his promise to stop galamsey but for his complicity in authorizing the highest number of mining licenses to reckless elements engaged in destructive and murderous mining,” Ablakwa declared, labeling the President’s actions as dangerous.

    Supporting Ablakwa’s claims, investigative outlet The Fourth Estate highlighted that between 2022 and 2023, ten mining companies received permits to operate in Ghana’s forest reserves. This figure contrasts sharply with the five companies that obtained similar permits between 1992 and 2016.

    Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, has launched a sharp criticism against the Akufo-Addo/Bawumia government, accusing it of irresponsibly issuing licenses for small-scale mining despite the public’s widespread condemnation of illegal mining, or galamsey, due to its harmful impact on the environment.

    In a Facebook post on September 12, Mr Ablakwa revealed that between August and September 2024, a total of 38 small-scale mining licenses were approved by the Minerals Commission, a figure he described as alarming given the state of the country’s natural resources.

    “Considering the overwhelming national outrage against galamsey due to the atrocious levels of devastation to our river bodies, forests, the entire environment, and to our very survival, one would have expected a responsible government to at least halt the issuance of licenses,” Ablakwa wrote.

    He further criticized the speed with which these licenses were granted, pointing out that on September 4, 2024, alone, 12 licenses were issued, and a total of 70 licenses had been approved for small-scale mining this year. According to Ablakwa, the surge in the issuance of licenses has contributed to the worsening galamsey menace.

    “It is therefore not surprising that the galamsey menace is worsening each day,” he added.

    Ablakwa also drew attention to the blurred lines between licensed and unlicensed miners, noting that environmental activists have reported that the destruction caused by both groups is almost indistinguishable. This, he said, adds to the gravity of the government’s continued issuance of mining licenses.

    “President Akufo-Addo must be impeached for not only failing to keep his promise to stop galamsey but for his complicity in authorizing the highest number of mining licenses to reckless elements engaged in destructive and murderous mining,” Ablakwa charged, calling for strict punitive action against the President, whom he described as “dangerous.”

    Adding to Ablakwa’s claims, investigative news outlet The Fourth Estate revealed that between 2022 and 2023, ten mining companies were granted permits to mine in Ghana’s forest reserves.     The government’s intensified fight against illegal mining (galamsey) is set to reach new heights as the Minerals Commission moves to expedite the certification of the Community Mining Scheme, a key initiative aimed at sustainable mineral exploitation.

    This was disclosed by the Minister for Lands and Natural Resources, Samuel Abu Jinapor, during a media briefing on Wednesday, September 11, 2024, as part of the government’s renewed efforts to eradicate galamsey.

    At the meeting, Mr Jinapor outlined the government’s commitment to tackling the menace, reassuring the media that efforts are being ramped up.

    He explained that the government’s strategy involves two critical pillars: the enforcement of mining regulations and the reformation of the sector to promote sustainable practices.

    “The fight against galamsey is typified by two result-making models: reformation of the sector and enforcement of the rules,” the Minister stated.

    The enforcement pillar includes the deployment of the Operation Halt taskforce, the decommissioning of illegal mining equipment such as excavators, and the imprisonment of individuals convicted of illegal mining activities. Jinapor emphasized that these measures are essential for curbing the rampant destruction caused by illegal mining.

    The reformation aspect, which seeks to offer socio-economic empowerment to former illegal miners, is anchored on the government’s Community Mining Scheme. According to the Minister, this initiative, coupled with improvements in the licensing regime and the introduction of mercury-free machines, is designed to transform the sector and provide more sustainable avenues for mining.

    “The Community Mining Scheme, improvement of the licensing regime, and issuance of mercury-free machines are some of the measures taken by the government,” Jinapor added, underlining the importance of transitioning miners from illegal operations to more regulated, environmentally friendly mining practices.

    In his remarks, the Minister also emphasized the importance of inter-agency collaboration, noting that the Ministry has engaged with regional ministers and will hold talks with national security agencies, including the Ghana Armed Forces, to ensure the strict enforcement of mining laws.

    The Minister expressed confidence that these combined efforts would lead to lasting success in the fight against galamsey. He added that the Minerals Commission has been tasked to accelerate the certification process for the Community Mining Scheme, which has received the endorsement of the World Bank as a more sustainable model for mineral exploitation.

    “Inter-agency collaborations will be a key component in ensuring the success of this renewed fight,” Jinapor stated.

    Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, has issued strong condemnation of Pius Hadzide, the New Patriotic Party (NPP) parliamentary candidate for Asuogyaman, following controversial statements made by Hadzide regarding travel opportunities for constituents.

    Ablakwa, in a post on X (formerly Twitter), criticized Hadzide’s promise to facilitate international travel for constituents if elected, describing it as a dangerous reflection of deeper issues within the current government.

    In his post, Ablakwa laid out four key criticisms of what he termed the “disgraceful Pius Hadzide saga,” focusing on what he sees as the normalization of corrupt practices. He argued that cleared appointees in the NPP administration, like Hadzide, often become emboldened to commit further offenses.

    “When a President clears his corrupt appointees, they will surely expose him,” Ablakwa said, implying that Hadzide’s actions and promises could have lasting consequences on Ghana’s image internationally.

    Ablakwa also raised concerns about the potential impact of Hadzide’s statements on Ghanaian visa applicants. According to the MP, Hadzide’s remarks about helping constituents travel abroad may lead to increased scrutiny of Ghanaians applying for visas, as foreign embassies may view these promises with suspicion.

    “Embassies are keenly following these reckless confessions from corrupt NPP officials,” Ablakwa wrote, warning that genuine applicants could face additional barriers due to the alleged “criminal visa racketeering” being promoted by the ruling party.

    The controversy surrounding Hadzide began after a campaign event in which he promised voters he would use his connections to help young people travel to the United States for the 2026 World Cup if elected. Hadzide’s assurances also extended to facilitating travel to other countries, including Germany, the UK, and France.

    “If you, Nananom, desire for your children to travel to America to work and send money back home… I promise to support you when I become MP,” Hadzide told his supporters.

    Despite the backlash, Hadzide has defended his statements, arguing that offering such opportunities to constituents is a legitimate campaign pledge. He pointed to his experience in the sports sector as a qualification that would allow him to help young Ghanaians travel abroad for major sporting events.

    Ablakwa, however, was unconvinced, stating that Hadzide’s remarks highlight the government’s inability to address the root causes of youth unemployment and economic hardship.

    “As CEO of the National Youth Authority under the Akufo-Addo/Bawumia administration, he confirms openly and unashamedly that they have no solutions to the misery, joblessness, and hopelessness they have created for the Ghanaian youth,” Ablakwa stated.

    He concluded his post with a call for a change in leadership, expressing his frustration with the current administration’s handling of these issues. “How did Ghana get here? December 7 must come quickly!” he added, referring to the date of the next general elections.

    The Minister for Lands and Natural Resources, Samuel Abu Jinapor, has announced the government’s intensified strategy to combat illegal mining, by introducing mercury-free machines to eradicate the use of harmful mercury in mining operations.

    During a briefing with members of the media on Wednesday, September 11, 2024, as part of a renewed effort to tackle the devastating effects of illegal small-scale mining (galamsey), the Lands Minister outlined the government’s dual approach, which involves both the enforcement of strict regulations and the reform of the small-scale mining sector.

    He explained that the ongoing battle against illegal mining is built on two main pillars: reformative measures and law enforcement.

    A key component of the reformative strategy is the issuance of mercury-free machines to miners, which is expected to significantly reduce the pollution of water bodies caused by the use of harmful chemicals in gold extraction.

    When miners use mercury to amalgamate gold, the mercury is mixed with sediment and then washed away. This mercury can enter rivers and streams directly. Mercury can also enter water bodies indirectly through atmospheric deposition. When mercury is released into the air from mining activities, it can settle into water bodies through rainfall, per research.

    The other reformative measures include the Community Mining Scheme, improvement of the licensing regime, and providing alternative livelihoods for those displaced by illegal mining activities.

    The enforcement arm of the strategy includes the deployment of the “Operation Halt” taskforce, the decommissioning of excavators, and the imprisonment of individuals found guilty of illegal mining activities.

    Mr Jinapor further highlighted that regional ministers, alongside their respective Regional Security Councils (REGSEC), have been tasked with intensifying enforcement actions to curb galamsey activities within their jurisdictions.

    The Lands Minister highlighted the importance of collaboration between various governmental agencies, traditional authorities, civil society organizations, and local communities in educating the public about the dangers of galamsey and ensuring that perpetrators are held accountable.

    He expressed confidence in the renewed strategy, stating, “With the support of all stakeholders, I am certain that this fight will yield the necessary results for the benefit of the country.”

    The Ministry also announced plans for enhanced cooperation with National Security, the Ghana Armed Forces, and other relevant institutions to ensure strict enforcement of mining laws across the country.

    Furthermore, the Minerals Commission will continue its efforts to formalize the small-scale mining sector, with a particular focus on expanding responsible community mining schemes that prioritize environmental preservation.

    As the government steps up its fight against illegal mining, Hon. Jinapor called on the media to play a pivotal role in raising awareness and supporting efforts to bring an end to the galamsey canker.

    The Minister concluded, “The fight against illegal mining is a national priority, and with a unified front, we can protect our waterbodies, preserve our environment, and secure the future for generations to come.”

    Looming protests against galamsey

    Organised Labour, led by the Trades Union Congress (TUC), has issued a strong ultimatum to the government, threatening to initiate a nationwide strike by the end of September if decisive measures are not taken to tackle the growing crisis of illegal mining, commonly known as galamsey.

    The call for action is the latest in a series of demands from various unions and civil society groups, all pushing for urgent intervention to combat the environmental destruction caused by the practice.

    UTAG has announced its intention to launch a nationwide protest unless the government imposes a comprehensive ban on galamsey by September 30.

    At the same time, the Chamber of Agribusiness is spearheading a campaign to draw attention to the severe impact of illegal mining on agriculture. In collaboration with the Food and Agriculture Organization (FAO) and other international bodies, the Chamber aims to raise awareness of the destruction of over 1.2 million hectares of farmland due to galamsey operations.

    The Ministry of Youth and Sports has instructed the Ghana Football Association (GFA) to seek approval from the Confederation of African Football (CAF) for the Accra Sports Stadium and University of Ghana Sports Stadium as potential venues for the Black Stars’ upcoming 2025 Africa Cup of Nations (AFCON) qualifier against Sudan.

    This comes after the Baba Yara Sports Stadium, which hosted Ghana’s previous match against Angola, was banned by CAF. During its most recent inspection visit, CAF officials flagged numerous deficiencies, particularly the poor condition of the playing field.

    Issues like uneven surfaces, poor drainage, and insufficient grass cover were cited as making the stadium unfit for competitive matches.

    With the October fixture looming, Ghana now faces limited options, including the possibility of hosting the match outside the country in neighboring nations like Togo, Nigeria, or Ivory Coast.

    However, the Ministry is pushing for the Accra and University of Ghana facilities, stating that “most issues have been resolved” at the Accra Sports Stadium and urging the GFA to contact CAF for inspection and approval.

    In a statement, the Ministry emphasized: “The Minister has further instructed the Ghana Football Association to immediately request CAF to inspect the Accra Sports Stadium and the newly-built University of Ghana stadium, for approval as Category 3 match venues, for use by the Black Stars in its next international match in October.”

    According to the Ministry, the University of Ghana Stadium has already hosted CAF Category 2 matches, including the WAFU Zone B U-17 tournament and the 13th African Games, but is yet to be inspected by CAF’s independent inspectors for approval as a Category 3 venue.

    Meanwhile, the Accra Sports Stadium, a key venue for several Ghana Premier League clubs and CAF Inter-club competitions, has undergone improvements since a previous inspection.

    In light of Baba Yara Stadium’s suspension, the Ministry has directed the National Sports Authority (NSA) to “take steps to resolve issues with the pitch.” The deterioration of the pitch has been linked to a five-day religious program held in July, which contributed to the poor state of the playing surface.

    While renting out national stadiums has become a vital income source for the NSA, the practice has also led to the deterioration of major sports facilities across the country, including the Cape Coast Stadium and Accra Sports Stadium. Such activities have often resulted in these venues failing to meet CAF’s required standards.

    As Ghana prepares for its next AFCON qualifying match, securing approval from CAF for local stadiums will be crucial to ensuring that the Black Stars play on home soil in front of their supporters.

    Ghana will face Sudan – a team managed by former Black Stars coach and current GFA Executive Council member Kwesi Appiah on October 11, 2024.

    “If you, Nananom, desire for your children to travel to America to work and send money back home, or if you are a young person eager to explore opportunities abroad, I promise to support you when I become MP.

    “Unlike my opponent, who has had the chance but failed to assist the youth, I will facilitate travel opportunities for all interested young people to destinations like Germany, America, UK, France, and Canada.

    Despite the backlash his promises have stirred, Pius Hadije has defended his statement asserting that there is nothing wrong with the remark.

    In an interview with Accra-based GH One TV, the legislator explained that his intention is to help improve the lives of his constituents.

    He clarified that the offer to travel to the U.S. is part of his efforts to provide better opportunities and experiences for them.

    The Regional Ministers, alongside their respective Regional Security Councils (REGSEC), have been mandated to intensify enforcement actions within their various jurisdictions to contain incidents of illegal small-scale mining.

    Additionally, the Minerals Commission will enhance our reformative efforts, particularly, through ramping up the establishment of responsible and legal community mining schemes which have regard to the preservation of our nation’s environment and landscape.

    Mr Jinapor stressed that responsible mining remains a priority, aimed at protecting the environment and ensuring the well-being of communities impacted by mining activities.

    The Lands Ministry emphasised the importance of collaboration with traditional leaders, local communities, and civil society organizations in educating the public and holding illegal miners accountable.

    Moreover, the ministry encouraged mining companies to comply with environmental and social standards in their operations.

    It assured the public that the government is actively working on land reclamation projects in areas affected by illegal mining and remains committed to protecting water bodies and restoring degraded lands.

    “Government remains steadfast and committed to continue to restore order and ensure that mining activities are conducted sustainably and legally in the national interest. We entreat all and sundry, to support these efforts to enable us to protect our environment, preserve our water bodies, and ensure a sustainable future for generations to come.”

    Illegal mining activities, commonly known as galamsey, have engulfed the main Ayamfuri-Wassa Akropong road in the Western Region, with miners blatantly defying Ghana’s mining regulations.

    The road, which serves as a critical link between communities, has been overtaken by large-scale unauthorized mining operations.

    In a report by JoyNews’ Environmental Journalist, Erastus Asare Donkor, the situation has reached an alarming state, particularly in towns such as Wassa Ntwentwena, Gyapa, and Wassa Adiemra. These areas have transformed into makeshift mining hubs, despite clear provisions in the Minerals and Mining Act, 2006 (Act 703), which prohibits mining within fifty meters of public roads and in residential areas.

    The once vital Dunkwa-Ayamfuri road is now lined with massive pits and mining machinery, as excavators continue to dig through the terrain. Local authorities appear to have turned a blind eye to these illegal activities, allowing the situation to escalate. In towns like Wassa Dadieso and Gyapa, illegal mining operations seem to have the tacit approval of community leaders, Mr. Donkor noted.

    Miners along the Ayamfuri-Akropong route have not only dug up the road but have also set up artisanal washing bays where gold is openly processed. When confronted by journalists about their unlawful activities, the miners defended their actions as a necessary means of survival.

    “Mind your own business. Has anyone stopped you from working? Why should we stop? This is what we do, and we have nothing to do with the government,” one miner retorted when asked about their defiance of the law.

    Another miner echoed a similar sentiment, arguing that illegal mining was a better alternative to engaging in crime. “What should we do, pull guns and rob people for money? We work hard for our daily bread. We don’t want to steal, but we have no other options,” he explained.

    Despite concerns over the environmental and health risks associated with their operations, many miners downplayed these issues.

    One miner dismissed warnings about the hazardous effects of toxic substances used in mining, stating, “The person who started mining in this town is over 100 years old and still alive. We’ve been doing this for decades, and no one has ever had any health problems from galamsey. From our leaders’ time to ours, we’ve seen no one fall sick from it.”

    His comments come amid growing concerns over the degradation of water bodies due to galamsey. The Ghana Water Company Limited (GWCL) has also raised alarms over the excessive water losses experienced during the treatment process.

    Dr. Clifford Braimah, the Managing Director of GWCL, revealed that while ideal water loss at treatment plants should hover around 5%, current losses range between 35% and 50%, which he described as “very harmful to our health.”

    Dr. Ashigbey called for a state of emergency to be declared for water bodies affected by galamsey and urged the government to invoke Article 31 of the Constitution.

    “The president should act now. He has the power to go into the Constitution in Article 31 and declare that state of emergency,” he urged, stressing the need for swift executive intervention.

    Dr. Ashigbey also took aim at Ghana’s political leaders, criticizing the Speaker of Parliament for simply lamenting the issue without taking concrete action. He challenged the Speaker to name Members of Parliament involved in galamsey operations, asserting that mere complaints would not solve the crisis.

    The Media Coalition Against Galamsey, which has long been vocal about the environmental degradation caused by illegal mining, has further vowed to step up its efforts if no decisive action is taken.

    Dr. Ashigbey warned that the Coalition would consider a media blackout on environmental issues concerning the Lands Ministry as a form of protest if the government fails to act.

    “If we don’t take urgent action, clay may indeed become our only option for quenching thirst,” he cautioned, underscoring the pressing need to end the destruction of Ghana’s water resources due to galamsey.

    In a statement issued by Joshua Ansah, Secretary General of the TUC, Organised Labour urged the government to declare a state of emergency in all regions affected by galamsey.

    The group also called for the immediate suspension of all mining activities in forest reserves, the establishment of special courts to expedite the prosecution of illegal miners, and the deployment of military forces to dismantle and destroy mining equipment in these regions.

    Mr Ansah stressed the catastrophic impact of the government’s inaction on galamsey, which has led to widespread environmental damage, including the destruction of rivers, farmlands, and forest reserves.

    “The government’s failure to act swiftly and decisively has caused severe environmental degradation. If no concrete measures are taken by the end of September, we will be left with no choice but to embark on demonstrations and a nationwide strike,” he stated.

    This development adds Organised Labour to a growing list of unions and organizations that are mobilizing for mass protests if the government does not address the illegal mining crisis. The University Teachers Association of Ghana (UTAG) and the Chamber of Agribusiness are also preparing for demonstrations, citing the continued devastation of the country’s natural resources.

    Despite previous government interventions, including the deployment of security forces and the arrest of galamsey operators, illegal mining activities remain rampant. UTAG has announced its intention to launch a nationwide protest unless the government imposes a comprehensive ban on galamsey by September 30.

    In their statement, UTAG emphasized the need for urgent action, warning that the future of Ghana’s environment is at stake. “UTAG will join all labour unions in Ghana to act decisively to ensure that the right thing is done.     At the same time, the Chamber of Agribusiness is spearheading a campaign to draw attention to the severe impact of illegal mining on agriculture. In collaboration with the Food and Agriculture Organization (FAO) and other international bodies, the Chamber aims to raise awareness of the destruction of over 1.2 million hectares of farmland due to galamsey operations.

    Anthony Morrison, CEO of the Chamber of Agribusiness, expressed frustration over the loss of investments in the agricultural sector, which has suffered significant damage from illegal mining activities. “People’s investments have gone down the drain as a result of the activities of illegal mining and galamsey actors. We intend to follow up with a press release and, subsequently, a demonstration among the farmer and agribusiness communities. We are losing quite a lot,” Morrison noted.

    Morrison also criticized President Akufo-Addo for his perceived failure to protect the livelihoods of Ghana’s rural population, which accounts for more than 57% of agricultural workers.

    He warned that the continued inaction on galamsey could lead to international sanctions, including possible restrictions on Ghanaian agricultural exports.

    “We have lost trust in President Akufo-Addo as he is not safeguarding the livelihood of over 57% of the rural population involved in agriculture. If the issues of galamsey are not resolved immediately, there could be bans on Ghanaian agricultural exports from European countries and other international markets,” Morrison cautioned.

    As the galamsey crisis deepens, the calls for government action are intensifying. With Organised Labour, UTAG, and the Chamber of Agribusiness preparing to escalate their protests, the government faces mounting pressure to deliver effective solutions.

    “The association, through our peer review, has our task force and monitoring team,” Armah said.

    “Earlier in 2023, we initiated operations along the Birim River, targeting areas from its source to where it enters the Pra River. In just two weeks, we reduced turbidity levels from 2,000 to about 50 at key pump stations in the Kyebi area.”

    Armah also mentioned the task force’s achievements in other regions, including Bonsu, Osino, and Kade, where similar improvements in water quality were recorded. He noted that the Ghana Water Company Limited’s (GWCL) regional office in Koforidua had been impressed by the task force’s efforts, particularly in reversing the damage caused by galamsey.

    Looking forward, Armah stressed the importance of involving traditional leaders in the fight against illegal mining. “This time, we are going to work closely with the paramount chiefs so that they call people under them to order.     “Failure to act now will have devastating consequences for future generations,” PFAG stressed, adding that they support an immediate ban on illegal mining. They also encouraged farmers to back efforts to end these harmful practices.

    Major rivers, including the Bonsa and Pra, have suffered severe pollution from toxic chemicals used in mining operations. Additionally, forest reserves such as Tano Nimiri have been irreversibly damaged.     This figure was slightly below the target of GHC76.07 billion (7.2% of GDP), representing a 1.9% shortfall, according to the Bank of Ghana’s latest Monetary Policy Report.

    Despite the slight miss, the GHC74.65 billion in revenue reflects a year-on-year growth of 24.6%, highlighting notable progress compared to the same period in 2023. Domestic revenue contributed GHC74.19 billion (7.1% of GDP), marginally below the GHC74.41 billion target.

    Tax revenue, which encompasses taxes on income and property, domestic goods and services, and international trade (excluding oil and gas-related taxes), totaled GHC59.70 billion (5.7% of GDP). This slightly exceeded the GHC59.30 billion target (5.6% of GDP), registering a modest 0.7% overperformance.

    Within this category, taxes on income and property—which includes personal income tax (PAYE), corporate taxes, royalties from oil and minerals, and other direct taxes—amounted to GHC28.68 billion (2.7% of GDP), 4.5% above the GHC27.44 billion target. This was a significant rise compared to GHC23.73 billion collected in 2023, representing a 20.8% year-on-year increase. However, “Personal taxes” and “Company taxes on oil” underperformed against their targets.

    Taxes on domestic goods and services, which include VAT, excise duty, GET Fund Levy, National Health Insurance Levy, and Communication Service Tax, totaled GHC25.97 billion (2.5% of GDP), falling short of the GHC28.30 billion target. Nonetheless, the amount represented a 24.2% growth compared to the same period in 2023.

    Non-tax revenue amounted to GHC11.27 billion, missing the target of GHC11.66 billion by 3.4%, although it experienced a strong year-on-year growth of 36.5%. The shortfall was attributed to lower-than-expected collections, particularly from “Fees & Charges,” though dividend payments helped soften the blow.

    “Other revenue” also came in below expectations, recording GHC2.54 billion against the target of GHC2.99 billion, a 15.1% miss. However, this figure marked a slight 4.1% increase compared to the GHC2.44 billion collected in the corresponding period of 2023.

    Taxes on international trade, largely driven by import duties, performed well, reaching GHC8.39 billion—10% above the GHC7.63 billion target. This also marked an impressive year-on-year growth of 39.1%.

    Grants received during the review period were significantly below target, amounting to GHC457.3 million—72.3% below the GHC1.65 billion target. This was also lower than the GHC864.7 million collected in the same period in 2023.

    Mr Arhin stressed that the premature release of election results by media outlets could trigger confusion and possible unrest among the public.

    He emphasized that while CODEO often receives preliminary results, they withhold this information to respect the official procedures set by the EC.

    “It is not necessary. Let the EC come out to declare the results. Let me tell you, CODEO normally gets the results about two days before the EC comes out, but we never tell anybody,” Mr. Arhin stated.

    He further explained that, through Parallel Vote Tabulation (PVT), CODEO can predict election outcomes but keeps this information confidential.

    Mr Arhin also reminded the media of their responsibility in safeguarding the credibility of the electoral process. He pointed out that only the EC has the legal mandate to declare the results, and any violation of this could damage public trust in the election system.

    While acknowledging the critical role the media plays in promoting democracy, Arhin underscored the need for patience, asking media houses to wait for the official announcement before broadcasting any results.

    The wooden fishing vessel, which had set out with more than 100 passengers on board, sank just 4 kilometers (2.5 miles) into its journey.

    The boat had departed from Mbour, located approximately 80 kilometers south of the capital city, Dakar. Its destination was Spain’s Canary Islands, which lie off the coast of West Africa. So far, four survivors have been rescued, and search efforts are ongoing. Meanwhile, anxious relatives and friends have gathered along the beach, awaiting news of their loved ones.

    In recent years, there has been a notable increase in the number of migrants leaving West Africa through Senegal. Many, predominantly young men fleeing conflict, poverty, and unemployment, are attempting the perilous Atlantic crossing to the Spanish Islands. Nearly 30,000 such arrivals have been recorded this year alone.

    The migration route via the Atlantic Ocean to the Canary Islands is becoming increasingly popular. Despite its dangers, it is considered a less arduous journey compared to the alternative routes that involve crossing both the Sahara Desert and the Mediterranean Sea.

    The rise in migration attempts has prompted international responses. Last month, Spain’s Prime Minister visited Senegal, Mauritania, and The Gambia for discussions with regional leaders. Earlier this year, a $227 million agreement was reached between the European Union and Mauritania to enhance border security, with Spain playing a key role in these negotiations.

    Spain remains one of the European countries that receives the highest number of migrants, with the Mediterranean Sea route still being the most traveled. However, the dangerous Atlantic route to the Canary Islands continues to attract a growing number of West African migrants.

    The flooding was triggered by the overflow of the Alau Dam, following heavy rains that led to widespread devastation. “Some deadly animals have been washed away into our communities, like crocodiles and snakes,” the zoo stated, urging residents to exercise caution.

    The floodwaters have not only impacted the zoo but have also severely affected other critical infrastructure in the state capital, Maiduguri. Facilities including the post office and a teaching hospital have been hit by the disaster, which has displaced thousands and caused significant disruptions.

    In response, Nigerian President Bola Tinubu has expressed his condolences to the affected families and communities.

    “President Tinubu extends his heartfelt condolences to the government and people of the state, especially to the families that have lost their means of livelihood due to the disaster triggered by the overflow of the Alau Dam,” his office announced.

    The President’s office assured that efforts would be made to address the humanitarian needs arising from the flood.

    This latest disaster follows a series of severe flooding events in the region. Last month, floods in the northeast claimed at least 49 lives, and a 2022 flood resulted in over 600 fatalities.     “It is not acceptable to cancel out some validly cast ballots. In some places, sometimes called wasted votes,” he said. Drawing on Nigeria’s “doctrine of wasted votes” as an example, Dr. Afari-Gyan highlighted how discarding votes unfairly penalizes voters.

    “When you cancel the ballots, you may be punishing some people for no offence whatsoever. They have not committed any offence.”

    The former EC chair further stressed that decisions regarding election outcomes should be left to the people through their votes, and not imposed by election officials or judicial figures. “The right thing to do is to rerun the election for the people to decide. The decision is the people’s decision. It is not the election officials’ decision. It is not the judge’s decision. The democratic election is the people who decide.”

    The Association of Small Scale Miners has voiced strong opposition to a proposal by several national unions to impose a nationwide ban on small-scale mining, regardless of its legality.

    This proposal, championed by the Ghana Medical Association (GMA) along with other health unions such as the Ghana Registered Nurses and Midwives Association (GRNMA), the Government and Hospital Pharmacists Association (GHOSPA), and the Health Services Workers Union of Ghana (TUC), aims to address the environmental and health consequences caused by illegal mining activities.

    Godwin Armah, General Secretary of the Association of Small Scale Miners, responded by insisting that such a ban would be unjust to legal operators. In an interview with the media, he argued that illegal miners should be specifically targeted instead of penalizing the entire sector. 

    “We will not sit for illegal operators to go and perpetrate illegality on our river bodies. They are not miners. Those in the forest reserves, they are not small-scale miners. Those working close to the roads are not small-scale miners,” Armah asserted. 

    “And you say because these people are perpetrating illegality, they should come and ban us who have gone through the process to acquire a license to work.”

    Mr Armah also emphasized the role of the Minerals Commission and the Environmental Protection Agency (EPA) in regulating the sector and ensuring that illegal mining activities are curtailed. 

    The Minerals and Mining Act, 2006 (Act 703), mandates the Inspections and Compliance Division of the Minerals Commission to conduct mine inspections and enforce compliance with mining laws. The Act also ensures that licensed miners operate within legal boundaries.

    It is the role of the EPA to ensure that the implementation of environmental policy and planning are integrated and consistent with the country’s desire for effective, long-term maintenance of environmental quality.

    He further noted that it would be unfair to businesses operating legally to bear the financial burden of a ban. “If you are working as a mine and you put so much into it, even if they ban you for a week, two weeks, a month, or a year, you still have to maintain your mines,” he added.

    Small-Scale mining’s role in Ghana’s economy

    Ghana ranks among the top two gold producers in Africa. Research from 2021 shows that over 35% of the country’s gold output comes from artisanal and small-scale miners, supporting the livelihoods of an estimated 4.5 million Ghanaians—roughly 12% of the population. Small-scale mining also accounts for more than 60% of the mining sector’s labor force.

    Despite the sector’s economic contribution, environmentalists and health professionals have raised alarms about the environmental degradation caused by illegal mining, also known as galamsey. 

    Rivers such as the Bonsa in the Western Region and the Pra in the Ashanti Region have suffered severe pollution due to toxic chemicals used in mining activities. Forest reserves, including the Tano Nimiri in the Western North Region and the Draw River in the Western Region, have also been heavily impacted.

    In a joint statement, the health unions calling for the ban warned that Ghana is on the brink of an environmental catastrophe. “If not addressed immediately, [this situation] will severely endanger the health, well-being, and future of its citizens,” the statement emphasized. 

    The unions urged the government to strengthen regulatory enforcement and empower security agencies to clamp down on those flouting environmental laws and prosecute them expeditiously.

    History of Small-Scale Mining Regulation

    Small-scale mining was legitimized through the Small-Scale Mining Act (PNDCL 218) and later incorporated into the current Minerals and Mining Act, 2006 (Act 703). The law requires prospective miners to apply for a license to mine up to 25 acres of land. It also reserves small-scale mining for Ghanaians, aiming to formalize the sector and curb illegal activities.

    Ghana’s battle with galamsey has been ongoing for years, with several interventions introduced to address the issue, including military operations, temporary bans, dialogues, and community mining initiatives.

    In 2017, President Nana Akufo-Addo’s administration imposed a nationwide ban on small-scale mining, which lasted until 2019. During that period, the government launched Operation Vanguard, a military initiative that aimed to root out illegal mining activities. Hundreds of arrests were made, and mining equipment was seized.

     By December 2018, around 1,350 miners had been vetted, and about 900 licenses were issued. In 2019, the ban was lifted, with small-scale miners contributing 2.1 million ounces of gold, accounting for 43.1% of total national production that year.

    For small-scale mining companies to operate, they must secure permits from the EPA, Minerals Commission, and Water Resource Commission, in addition to having tax identification numbers.

    Political parties’ vision for small-scale miners

    The recent calls for a ban contrast sharply with the plans of Vice President and New Patriotic Party (NPP) flagbearer, Dr. Mahamudu Bawumia. Speaking to small-scale miners and youth groups in Tarkwa, Dr. Bawumia pledged to transform small-scale miners into “millionaires” through policies designed to improve their livelihoods.

    He promised that under his leadership, every district would have a mining committee that would issue temporary licenses in consultation with local chiefs. His vision for the sector is rooted in formalizing operations and ensuring that mining remains a viable source of income for millions of Ghanaians.

    Also, the leader of the Movement for Change and a presidential aspirant for the 2024 general elections, Alan Kyerematen, has pledged to create legal private firms for young people involved in illegal mining, commonly known as “galamsey.”

    Speaking to the media during his campaign tour, Mr Kyerematen emphasized the need for a new approach to the issue, which has plagued many communities across Ghana. 

    He noted that in many mining centres, just as in areas where agriculture or fishing is dominant, mining is considered a primary livelihood by the locals. Mr Kyerematen proposed that the government develop “a new business model to create a legitimate framework” for young people to engage in mining activities legally.

    The Bank of Ghana’s Monetary Policy Report for July has revealed an increase in private sector contributions to the Social Security and National Insurance Trust (SSNIT) Pension Scheme (Tier-1).

    The report highlights a 2.4% rise in SSNIT contributions for the first half of 2024, reflecting steady growth in labor market activities within the manufacturing sub-sector.

    In May 2024, total private sector workers’ contributions surged by 39.6% year-on-year to GH¢470.92 million, compared to GH¢337.23 million during the same period in 2023. Cumulatively, for the first five months of 2024, contributions grew by 28.8%, amounting to GH¢1.97 billion, up from GH¢1.53 billion recorded in the corresponding period of 2023.

    The total number of private sector SSNIT contributors, which is used as a gauge of employment conditions, also saw a 2.7% increase to 1,007,341 in May 2024, compared to 980,808 during the same period in the previous year. For the first five months of 2024, the total number of contributors rose by 4.8% to 5,063,676, from 4,829,487 recorded in 2023.

    Employment growth which may have resulted from the progress recorded in the manufacturing sub-sector is said to have spurred the surge in contributions.

    The Bank of Ghana’s report also indicates an improvement in direct tax collection, with total direct taxes increasing by 43.7% year-on-year in May 2024 to GH¢4.11 billion, compared to GH¢2.86 billion in May 2023. The cumulative total direct taxes collected for the first five months of 2024 amounted to GH¢22.19 billion, up 31.6% from GH¢16.86 billion during the same period last year.

    Income tax, comprising PAYE and self-employed contributions, accounted for 48.8% of the total direct tax collected, while corporate tax contributed 38.4%, and other tax sources added 12.8%.

    In terms of labor demand, the number of jobs advertised in selected print and online media remained stable, with a total of 2,968 job adverts in June 2024, slightly down from 2,993 in June 2023. Cumulatively, job adverts for the first half of 2024 increased by 2.4% to 17,278, compared to 16,866 during the same period in 2023.

    These trends, as outlined in the Bank of Ghana’s report, reflect positive developments in the country’s labor market and overall economic performance.

    The Ghana Police Service has arrested four suspects in connection with a violent attack that resulted in injuries to three persons at Oyarifa, a suburb of Accra.

    The suspects, Latif Bako, Ebenezer Ewuzie, Stephen Owusu and Ebenezer Adjei, along with others, on Saturday, 7th September 2024, attacked and inflicted machete wounds on the victims during a Homowo festival at Oyarifa.

    The victims together with suspect Ebenezer Adjei who also sustained injuries, are currently receiving medical attention.

    Suspects Latif Bako, Stephen Owusu and Ebenezer Ewuzi are in custody assisting Police investigation, while efforts are underway to get the other accomplices currently at large arrested to face justice.

    Director of Communications at the Presidency, Eugene Arhin, has formally submitted his nomination to run in the upcoming parliamentary elections for the Awutu Senya West constituency under the New Patriotic Party (NPP).

    On Monday, September 9, Mr Arhin handed in his documents to the party’s constituency office, a move that has generated considerable interest among party supporters and political analysts.

    Mr Arhin, widely recognized for his close association with the central government and extensive experience in public service, is expected to bring a new dynamic to the race. After filing his nomination, he addressed his supporters and local NPP executives, affirming his commitment to addressing the development needs of the constituency.

    In his speech, Arhin emphasized the importance of development projects, education, and infrastructure improvements in Awutu Senya West.
