  • Lets us save for the future – Kotoko CEO tells GFA

Chief Executive Officer of Asante Kotoko SC, Nana Yaw Amponsah has advised the leadership of the Ghana Football Association not to spend the entire revenue the association has generated.

The Ghana Football Association held its 26th Ordinary Congress yesterday, September 1 at the Ghanaman Soccer of Excellence in Pampram.

Nana Yaw Amponsah, who contested in the 2019 Ghana Football Association’s Presidential elections but lost to Kurt Okraku made this appeal when addressing his fellow Congressmen and the leadership of the association.

“For me as an Association, we should be working towards saving for the future considering what the Coronavirus pandemic has done to us.

“The total budgeted expenditure is the same figure as the total budgeted revenue. We should not spend every pesewa that we bring in because it is not good for an association like ours.

“Of course you can exceed your revenue target or you can have less, same applies to your expenditure as the Vice President rightly said it is a flexible budget.”

He added that the Coronavirus pandemic has taught the world including the GFA the importance of saving, hence the need for the association to save about $10 million of the revenue they have generated so far.

“But I will admonish the leadership to try and at least save about 5 to 10 million this year on the proposed expenditure so that going forward we can build some good revenue and money in our accounts for future rather than thinking of spending everything that comes in, for me it is a word of advice.” Nana Yaw Amponsah concluded.

Meanwhile, the Court of Arbitration for Sports has ruled that the decision of the GFA Elections Committee to disqualify Wilfred Kweku Osei ‘Palmer’ from the 2019 GFA Election is valid.

  • PSG: 3 players test positive for coronavirus

Three Paris St-Germain players have tested positive for coronavirus, the Ligue 1 club said on Wednesday.

The French champions, who lost in the Champions League final last month, have not revealed the players involved.

“All of the players and coaching staff will continue to undergo tests in the coming days,” a club statement said.

The French league is already under way but PSG are due to start their title defence at Racing Lens on 10 September after being given an extended break.

The opening game of the Ligue 1 season between Marseille and Saint-Etienne had to be postponed last month after four home players tested positive for Covid-19.

The French league told clubs last week its protocol for dealing with coronavirus meant more than three positive cases at a club was likely to lead to a postponement.

The 2019-20 campaign was curtailed in April because of the Covid-19 pandemic, with Paris St-Germain, 12 points clear at the top, awarded the title.

  • COVID-19 testing device for passengers at KIA reliable FDA insists

The Food and Drugs Authority (FDA) has described as erroneous, claims that the COVID-19 testing of passengers at the Kotoka International Airport (KIA) is not reliable.

It says the “detection of the SARS-CoV 2 virus at the airport is not a rapid diagnostic test (RDT) kit but rather a device which detects the virus in nasopharyngeal (nasal) swabs.”

The clarification by the Authority follows what it says are “inaccurate and unscientific” claims by one Dr. Kofi Bonney of the Noguchi Memorial Institute for Medical Research about the device being used for the testing at the airport.

In a statement, the FDA indicated that the device detects the ANTIGEN (SARS-CoV-2 Virus) by fluorescence technology.

According to the FDA, it gave market authorization to the device after a specificity and sensitivity comparison with the PCR tests.

It said the device met the requirements of not less than 99.0% concordance.

“The Food and Drugs Authority wishes to assure the public that the device approved for use at the KIA is fit for purpose and the Authority shall continue to monitor its performance in accordance with regulatory requirements”, parts of the statement said.

The Authority further outlined what it claimed were inaccurate statements made by Dr. Bonney and corrected them as follows:

    1. The sensitivity of the device, being not less than 99.0% makes it statistically improbable for the claim that more than half of the test results will come out as false negative (people who are carrying the virus and are falsely reported not to be).

    2. The specificity of the device, being also not less than 99.0% makes it highly improbable for test results to come out as false positive (people who are carrying other viruses to be classified as SARS-CoV-2) as being claimed. • The nasal specimens are not placed on paper but rather onto cartridges which are inserted into the device and the results displayed electronically on an LCD, which can be printed out from a computer.

    3. The allusion to “tests done over the years” and all statistics given with reference to performance of RDTs in response to the accuracy of the Antigen test cannot be true for SARS-CoV-2, as the disease has not been around for that long for such data to have been gathered on RDT antigen.

    4. Data available to the FDA on Antibody and Antigen RDTs from March 2020 to date shows that their sensitivity ranges from 4% 62% and not 34%-80%. This is the reason why the FDA has not authorised any Antibody or Antigen RDT kits to date.

5.The misleading statement alleging that The WHO requires confirmation of a negative RDT test by a PCR test is inaccurate. This has also no relevance with respect to the specific antigen testing being done at the KIA as this uses a device which has been validated against PCR and found to be comparable and is not an RDT kit.

  • Football will be back soon Sports Minister assures

Youth and Sports Minister Isaac Kwame Asiamah says government will soon lift the ban on both individual and team contact sports to pave the way for the resumption of football.

The Atwima Mponua Member of Parliament said this on Tuesday, September 01, 2020, during the 26th ordinary session of congress of the Ghana Football Association at the Ghanaman centre of Excellence at Prampram.

“Let me commend you for the various steps you have taken in developing Ghana football after the Normalisation process. Indeed, the innovative and inspiring BringBackTheLove campaign embarked on by the GFA showed clear signs that football was on ascendancy and fans were beginning to patronise domestic league matches again.

“Unfortunately, the COVID-19 pandemic halted the momentum that the leagues were generating. It is our fervent hope that innovative steps would be put in place to ensure that when the game finally returns, which I know will be very soon, it will pick up from where it left off,” he said.

“With the positive results we are getting from the fight against the pandemic, Government is optimistic that soon it would be safe and appropriate to lift the restrictions on both individual and team contact sports activities in Ghana ” the lawmaker added.

Professional football in Ghana has been on a halt since mid-March 2020, due to the coronavirus pandemic resulting in the cancellation of the 2019/2020 season.

  • Guinea’s leader Condé accepts nomination for third term

The President of Guinea, Alpha Condé, has accepted his party’s nomination to seek a controversial third term.

Mr Condé, who was first elected in 2010, pushed through a constitutional change in a referendum in March which allowed him to stand for a third term.

The vote was boycotted by the opposition and sparked mass protests.

In early August Guinea’s ruling party nominated the 82-year-old president to represent it in the elections in October, but at the time he made no formal response.

His efforts to stay in power have raised concerns Guinea will go the way of some other African countries whose rulers have refused to step down after their mandates expired.

  • ‘Open land borders too’ MP to Akufo-Addo

The Member of Parliament (MP) for Agotime-Ziope in the Volta Region, Charles Agbeve, has asked President Akufo-Addo to consider reopening the country’s land borders, too.

This follows the reopening of the Kotoka International Airport effective today, 1 September 2020 for international arrivals and travel.

According to Mr Agbeve, the continuous closure of the country’s entry point to Togo is impacting economic opportunities in the constituency negatively because most of the constituents transact business around the borders and in the neighbouring country.

He opined that measures should be put in place to ease restrictions toward reopening the borders by land.

The lawmaker told Class 91.3FM’s Valentina Ofori-Afriyie on 505 on Monday, 31 August 2020 that: “I thought the President would have opened the borders”.

  • Dome Faase clashes: Deal with purported Apedwa Chief Okyenhene ropes in IGP

Okyenhene, Osagyefuo Amoatia Ofori Panin, has condemned the recent violent clashes at Dome Faase in the Obom-Domeabra constituency.

In a statement issued by Secretary of the Akyem Abuakwa State, Dan Ofori Atta, the Okyenhene also called on the Inspector General of Police to take swift action against the purported chief that instigated the violence.

“On Tuesday 25th August, 2020, Bafour Sarpong Kumankuma [who claims to be Mponuahene of Akyem Apedwa] with the assistance of thugs and hoodlums provoked an unneeded social conflict by unlawfully invading the village of Dome Faase in the Obom- Domeabra Constituency.

“The Dome Faase incident has not the knowledge and or acceptance of His Majesty Osagyefuo Amoatia Ofori Panin,” the statement copied to the Inspector General of Police in Accra and the Ga Traditional Council read.

The statement from the Okyehene comes days after Akyem Apedwa, an ex-soldier broke his silence on the violent incident that grabbed headlines for days.

Nana Bafour Sarpong Kumankuma claimed that he was working for Okyenhene, Amoatia Ofori Panin.

According to the traditional ruler, he only serves at the pleasure of the Akyem Abuakwa king, implying the unleashing of gun brutalities at the community in the Domeabra-Obom Constituency, was carried out with explicit permission from the Okyenhene.

The ex-Military officer, formerly with the dreaded 64 Battalion under former President Jerry John Rawlings, said he and others, act at the whims and caprices of Okyehene and that they only act on his orders serving as his police guards protecting his lands.

But the Okyenhene denies any such involvement in the dastardly act that brought the town to a halt when at least 200 armed soldiers stormed the area in retaliation to an attack by residents on two of their men.

“We wish to state unequivocally, that Bafour Sarpong Kumankuma is not the Mponuahene of Akyem Abuakwa. He is not recognised and accepted as a Chief or a holder of any traditional authority in Akyem Abuakwa.

“He acted as land guard in furtherance of his illicit and criminal profession related to unlawful sand winning, unauthorised sale of lands and violation of the order and enforcement of the public policy which has been his hall mark. He has time without number disrespected summons to appear before the Kyebi Executive Council to answer queries regarding his nefarious activities,” according to the statement from the Akyem Abuakwa State.

    Read the full statement below.

    PUBLIC STATEMENT FOR IMMEDIATE RELEASE

THIS IS WITH AUGUST ORDER OF THE OKYENHENE REGARDING THE INVASION OF DOME FAASE IN THE OBOM-DOMEABRA CONSTITUENCY

It has become necessary and of immediate concern to react to news reports that a certain Bafour Sarpong Kumankuma purporting to be Mponuahene of Akyem Apedwa has attributed his unlawful conduct with regards to the invasion of Dome Faase to the Okyenhene Osagyefuo Amoatia Ofori Panin.

The news as reported by several media outlets represents a grave assault on the dignity of the Ofori Panin Stool.

On Tuesday 25th August, 2020, Bafour Sarpong Kumankuma with the assistance of thugs and hoodlums provoked an unneeded social conflict by unlawfully invading the village of Dome Faase in the Obom- Domeabra Constituency.

The Dome Faase incident has not the knowledge and or acceptance of His Majesty Osagyefuo Amoatia Ofori Panin.

We wish to state unequivocally, that Bafour Sarpong Kumankuma is not the Mponuahene of Akyem Abuakwa. He is not recognized and accepted as a Chief or a holder of any traditional authority in Akyem Abuakwa.

He acted as land guard in furtherance of his illicit and criminal profession related to unlawful sand winning, unauthorised sale of lands and violation of the order and enforcement of the public policy which has been his hall mark. He has time without number disrespected summons to appear before the Kyebi Executive Council to answer queries regarding his nefarious activities.

This point is to the effect that the Osagyefuo dissociates himself from the criminal incident at Dome Faase. Further to this, it must be made clear that there is no authorized associative responsibility to the person of the Okyenhene.

What is of immediate concern to the Ofori Panin Fie, is the resultant effect to disturb the immemorial unity and historic solidarity of Akyem Abuakwa and the Ga State. The Okyenhene wishes to assure the people of Dome Faase and the Ga State of his commitment to peaceful co-existence and harmony which has characterized the relationship between Okyeman and the Ga State.

Further to this point, I am directed to call on the Inspector General of the Ghana Police Service to order for the immediate arrest and prosecution of the perpetrators.

  • December 7 Elections: I can win Dzogbenuku

Brigitte Dzogbenuku, the running mate to Dr Papa Kwesi Nduom in the 2016 presidential elections on the ticket of the Progressive (Peoples Party (PPP), has filed to contest for flagbeareship position of the party ahead of the 2020 elections.

She told Berla Mundi on the Elections Command Centre on TV3 Tuesday, September 1 that she is capable of becoming the flagbearer and also to win the polls for the party.

“Our leadership is caring, our leadership is compassionate. As women those qualities we have make us relate to people, make us, even in our vulnerability, show how strong we are.

“The leadership is not about I can do it all by myself. It is not about I am the leader and I am the authority. We are collaborative, we stretch over across line,” she said.

Touching on the performance of this administration relative to job creations, Ms Dzogbenuku said the government has done well to introduce programmes like the One District One Factory and the Nation Builders Corps (NABCo) programmes.

However, the implementation of these programmes are problematic, she observed.

“The initiatives like NABCo is good but sometimes it is the implementation of these things that has problem.

“If you are going to throw money at the issue and say we have so many people we are paying, then it is just throwing money away.

“Are they really working, are these jobs sustainable? We must look for sustainable things that people can do.”

  • Pay 14,000 ‘ghost’ teachers in 15 days or we’ll advise ourselves Teachers to GES

Leaders of teacher unions across that country have said they will “advise themselves” if the management of the Ghana Education Service (GES) does not pay some 14,345 teachers and workers of the Service whose names were deleted from the payroll.

A joint press statement issued by the Ghana National Association of Teacher (GNAT), National Association of Graduate Teachers (NAGRAT) and Coalition of Concerned Teachers Ghana (CCT-GH) on Tuesday, 1 September 2020, said the teachers are also displeased because their salaries for the past three months have not been paid, even though they worked throughout the period.

Describing the situation as “unacceptable”, the teacher unions have given the GES a 15-day ultimatum to fix the anomaly or “we have no other alternative than to advise ourselves”.

    Press statement from teacher unions

The leadership of the teacher unions will want to show our displeasure and unhappiness to the unacceptable development where our 14,345 teachers and workers in the Ghana Education Service have had their names deleted from the payroll and have not been paid their salaries for the past three months, though evidence show that these teachers are at post and have been working.

The unacceptable situation has come about as a result of a list developed and sent to the Controller and Accountant General Department (CAGD) by the Audit Service with the explanation that the affected teachers were not at post and are deemed as “ghost” teachers.

We will want to indicate our indignation to the modus operandi of the Audit Service in declaring Public Sector Workers as “ghosts” without first resorting to the various service organizations for cross-checking and verification. A simple reference to the various Heads of Institutions of the affected GES workers to authenticate or otherwise, the presence of the worker could have avoided the embarrassment and pain caused these hard-working Teachers who are being made to go through pain they do not deserve.

After several representations on the matter to the management of the GES, the leadership of the Unions were promised that the anomaly has been identified and that measures are far advanced to ensure that the affected teachers are paid.

Unfortunately, the affected Teachers have not been paid their salaries, even for the month of August.

The leadership and the entire membership of the Teacher Unions i.e. GNAT, NAGRAT and CCT-GH cannot and will not sit by for innocent and hardworking Teachers to be wrongly denied their legitimate salaries and compensation.

We hereby call on the Audit Service to immediately withdraw that list of names given to the Controller and Accountant General Department and also ask the Ghana Education Service to immediately direct the payment of the salaries and arrears that have accrued to the affected teachers.

We call on the management of the Ghana Education Service to ensure that the teachers are paid without delay.

The leadership of the Teacher unions, GNAT, NAGRAT and CCT-GH is giving a 15 September 2020 ultimatum for the affected teachers to be paid or we have no other alternative than to advise ourselves.

A communication team member of the opposition National Democratic Congress (NDC), Eric Sosu has described as outrageous the cost of COVID-19 test for travellers who are returning to Ghana.

According to him, the cost is not only outrageous but a fleece on the travellers who have been hit by the economic challenges of the coronavirus.

Travellers coming to Ghana by air are supposed to pay $150 (¢868) for Covid-19 testing, the Managing Director of the Ghana Airports Company Limited, Yaw Kwakwa disclosed at a press conference on Monday, August 31, 2020.

The directive he explained forms part of directives outlined by the Ministry of Aviation and Health to curb the spread of the novel coronavirus and ensure that the deadly disease is not imported into the country.

“It takes a maximum of 30 minutes for a particular passenger to go through the entire process and get his or her results.

“This system is so convenient that passengers will practically go through our terminal building with only a fraction of time added to what they used to do before,” he added.

He added: “It is mandatory for any airline coming to Ghana to ensure that passengers have a face mask on but we know that some of our people will be travelling from afar.

“When you are coming from London, you will probably travel like six hours and so when you land at the KIA and you come through the passenger door and get to the edge of the terminal building, we will give you a fresh face mask.

“There is a service provider that we are using to do all of this. So we give you the face mask and you start going through the process. When you enter you go to the far end of the upper part of arrivals and you queue to go through the testing centre.

“But one convenience is that there is no country that you can go through the process and be able to get the results within 30 minutes and if you are negative the health professionals take over from there,” he said.

But Mr. Sosu insits the cost is outrageous and called on the government to make it free for Ghanaians and charge foreigners coming to Ghana.

”Ghanaians who are returning home should not be charged. They have been stranded for months and upon returning, you are charging them $150 for a test. This is ridiculous. The government should use the COVID-19 relief fund to pay the cost of the test. If the returnees are unable to pay for the test, it means, they will be kept at the airport.”

Meanwhile, Oliver Ofori Baah, a communication team member of the NPP has disagreed saying the cost is far cheaper than what is being charged here.

He said the cost is reasonable and the government should be commended.

  • NPP will elect MMDCEs on partisan basis — Alima Mahama

The Minister of Local Government and Rural Development  (MLGRD) , Hajia Alima Mahama, has given a firm assurance that the New Patriotic Party (NPP) government will ensure the partisan election of Metropolitan, Municipal and District Chief Executives (MMDCEs) in its  second term in office.

She said when re-elected, the NPP government would activate a process for consensus building towards the amendment of certain constitutional provisions to pave  way for MMDCEs to be elected on partisan basis.

The minister stated this at a Meet- the-Press series held in Accra last Friday at which she outlined the achievements of the Local Government Ministry over the past three and a half years.

    Manifesto promise

The election of MMDCEs was one of the manifesto promises made by the NPP in the run-up to the 2016 general election.

Upon assumption of power, the government activated processes to keep that promise by ensuring the review of some articles in the 1992 Constitution to pave way for the MMDCEs to be elected.

The articles that were amended were Article 243 (1) on the appointment of MMDCEs by the President and Article 55 (3), which prohibits the involvement of political parties in district level elections.

The process, however, halted after President Nana Addo Dankwa Akufo-Addo withdrew the bill from Parliament, citing lack of consensus from Ghanaians.

Determined to see through the election of the MMDCEs, the NPP made a fresh promise in its 2020 manifesto that was launched on August 23 to ensure that the Chief Executives of the MMDAs were elected on partisan basis.

    Commitment

Throwing more light on that promise, she said the President had demonstrated commitment to fulfilling that promise by clearly putting out a roadmap that saw the referendum for Amendment of Article 55(3) towards the election of MMDCEs:

“A Roadmap to guide the Referendum process for the election of MMDCEs was developed, and following Cabinet approval, stakeholder consultations and sensitisation were conducted across the country and the   processes for amendment of relevant provisions of the Constitution (Articles 55(3) and 243) commenced,” she said.

    Capacity building

The minister said the government was committed to ensuring popular participation in local democracy which was why it created 44 new municipal and district assemblies and elevated 32 districts to municipal status.

She added that the government had completed 23 office accommodation buildings commenced in April, 2016 for selected MMDAs by December 2017 and constructed 72 administration and assembly blocks.

Apart from the capital projects, the minister said the MLGRD ministry had collaborated with the Institute of Local Government Studies (ILGS) to conduct a National Orientation and Training Programme (NOTP) for the newly elected and appointed assembly members.

She said 9,079 new assembly members benefitted from the programme.

“Pursuant to Section 18 of the Local Governance Act, 2016 (Act 936), a new Model Standing Orders for MMDAs has been developed,” she said, adding that those initiatives had improved the knowledge base of the assembly members.

  • NPP manifesto will reduce psychological problems in Ghana – Prof. Joseph Osafo

Professor Joseph Osafo, Head of Psychology at University of Ghana, has eulogized the ruling New Patriotic Party (NPP) over their 2020 manifesto.

The NPP launched their manifesto in Cape Coast and, in the manifesto, listed the 2016 campaign promises they’ve accomplished since coming into power as well as new development projects they intend to carry out when given a second term.

Some projects that the ruling party led by President Nana Addo Dankwa Akufo-Addo and Vice President Dr. Mahamudu Bawumia intends to deliver in the next four years is to provide tertiary schools with free Wi-Fi, grant loans to students without a guarantor, establish an airport and new harbour in Cape Coast, roll out a scheme to rent out affordable apartments to young graduates and to create a Creative Arts Fund to revamp the Creative Arts industry among other promises.

Making his submissions on ”Kokrokoo” on Peace FM, Prof. Joseph Osafo commended the President and the NPP for the social intervention programmes in the manifesto.

According to him, research has shown that a lot of people attempt suicide because of the loss of jobs and other physical reliefs that will help ease their hardships.

He believed the NPP manifesto has captured relevant projects that, when implemented, will signifcantly reduce pyschological problems in the country.

“I’m very impressed with this manifesto. Now, we’re taking governance seriously. There are some social interventions in it that resonate with my research experience as a Psychologist in Ghana. A lot of the social interventions that will ease burdens on humans can cut down on several psychological problems,” he said.

  • Builsa South: 250 farmers forced to abandon 750-acre rice farms in Fumbisi

About 300 hectares (750 acres) of rice farms belonging to 250 farmers in the Fumbisi rice valley in the Builsa South District of the Upper East Region have been abandoned for lack chemicals to fight the infection by weeds known as “wild rice”.

The few farmers still in the valley are using traditional methods of farming to uproot the wild rice tillers which is time-consuming and capital intensive to hire labourers to undertake the exercise.

Many of the farmers, who expressed their frustrations to the Ghanaian Times during a field visit to the rice farms on Tuesday, stated that the government promised to provide them with farm inputs in the farming season, which encouraged most of them to expand their farms.

One of the farmers, Mr. Moses Agontu, who stated that the government had not done much to honour that pledge, added that the weedicides for spraying the weeds that had attacked the rice were very expensive and also difficult to come by.

Mr. Emmanuel Afoko, another farmer who told the Ghanaian Times that the weeds had the potential of reducing yields, appealed to the government to, as a matter of urgency, support the farmers to deal with the infection to avoid food insecurity.

The Builsa South District Director of Agriculture, Mr. Sylvan Dauda Danaa, reiterated the need for the government and researchers to intervene with a lasting antidote to deal with the wild rice infection in order for rice farmers to have the motivation to grow more rice.

The Upper East Regional Director of Agriculture, Mr. Francis Ennor, said the wild rice infection is causing a lot of anxiety among rice farmers in the area and so assured farmers in general of better agricultural interventions which would help increase crop and animal production in the region.

There are rice fields totalling 850 hectares (2125 acres) fully developed in nine valleys in the Builsa South District and each year, between 5.5 and 5.8 metric tons of rice is cultivated in the valleys by 894 rice farmers, including out-growers, and their effort is above the national rice cultivation.

It would be recollected that last year there was huge rice glut in the rice valleys due to lack of ready market.

Other challenges confronting rice farmers at the valleys are lack of motorable roads to the rice fields and inadequate inputs such as fertilizers and seeds.

  • Causing financial loss to the state is normalized – Prof. Kwaku Azar

A US based Ghanaian Professor of Law and social commentator, Prof. Stephen Kwaku Aware, who is popularly known as Prof Kwaku Azar has alleged that causing of financial losses to the country is now normalized under the leadership of President Akufo Addo.

Many financials deals which include the famous PDS deal cost massive financial loss to the state. However, those behind those deals are not held reaponsible.

According to Prof Azar, since the PDS deal which cost Ghana some 200 million dollars was busted, none of the persons behind has been arraigned before court to face charges of causing financial loss to the state.

Prof Azar also noted that no measures have been put in place to stop deals of same nature as PDS from reoccurring in the country.

“…Not a single mechanism has been put in place to prevent its reoccurrence,” Prof. Azar says.

A commission which would be tasked to investigate the PDS deal has also not been set up to get to the buttom of what led to the striking of the PDS deal which was subsequently terminated.

All these, according to Prof Azar amounts to the normalization of causing of financial loss to the state.

  • Police chase mobile money vendor killers

The Ashanti Regional Police have confirmed that they are on the heels of a number of suspects over the gruesome murder of a mobile money vendor in the region.

Twenty-eight-year old, Owusu Agyekum, a mobile money merchant at Onwe, in the Ejisu Municipality, was shot dead in his metal container around 8:30 PM on Wednesday.

The police managed to apprehend one key suspect, identified as Martin Agyei, who was wielding an AK47 assault rifle, barely four hours after the shooting incident.

ASP Godwin Ahianyo, the Ashanti Regional Police PRO, explained to the media that Agyei, was in a taxi cab, around 12 midnight on Thursday when he was nabbed at Kodie, a town in the region.

The Police PRO stated that four hours earlier, Owusu Agyekum, 32, was in his yellow metal container working at Onwe, when some suspected robbers, attacked and shot him dead.

According to the Police, the robbers then snatched the money bag of the deceased and started to shoot indiscriminately, whilst they fled from the crime scene on foot.

ASP Ahianyo, who was addressing the media, said the police suspect that Agyei had a hand in the murder of the mobile money merchant.

He disclosed that the police are convinced that Agyei did not kill the mobile money merchant alone, so they are doing their best to arrest his runaway accomplices.

  • V/R: 600 rice farms destroyed by drought in Ketu South

Some 600 farmers at Klenomadzi and Devego, near Dzodze in the Ketu North Municipality of the Volta Region, have lost their vast rice farms to drought.

In all, 700 acres of rice farms have dried up due to the severe weather conditions in the area.

The National Disaster Management Organization (NADMO) has estimated the damage at GHS 300, 000.
The area has recorded no rainfall in the past four months.

Subsequently, River Kpli on which the rice farmers depends for growing their crop has dried up.

The situation has now deprived the farmers of their livelihood, which is rice cultivation.

Meanwhile, TorgbiGbordzor V11, chief of Klenomadzi has told a team of NADMO officials who toured the affected farms last week Wednesday that the farmers who took loans to produce rice were in a serious state of calamity as their creditors were now knocking at their doors demanding repayment.

He said the future looks very miserable for the farmers and appealed to the government to come to the aid of the farmers immediately with a rescue package to enable them to repay their loans.

The Municipal NADMO Director, Mr. Wornoo, gave the assurance that the team would immediately liaise with regional and national NADMO head offices in Ho and Accra respectively to identify the appropriate relief measures for the affected farmers.

He entreated the rice farmers to henceforth insure their farms against the ravages of crop failure and also form an association to enable them to secure easier and more flexible loans in future.

Water supply from the irrigation plant to Afife does not extend to the farms in Klenomadzi and Devego, a predicament which leaves the farmers to rely exclusively on River Kpli for water to their farms.

Cassava and maize are also cultivated in the area but not on large scales.

  • Complete our abandoned E-block Namong chief pleads with government

The Paramount Chief of the Namong traditional area, Namong daa Daniel Bugri Naabu has pleaded with the government to complete an abandoned uncompleted E-block left at Namong in the Yunyoo Nasuan District.

The project is the first secondary school to have been built in the district, but yet to be completed.

According to Namong daa, Daniel Bugri Naabu, the project is at its completion stage and therefore must not be left to rot away whiles the people are in dire need of it.

He added that, when the project is completed, it will serve the entire Yunyoo-Nasuan district and beyond, hence, the government must look into it, and ensure its completion.

“So I am appealing to the president to give directive for the secondary school to resume work…and that looking at the project, 90? of the work has been completed,” he told GhanaWeb.

Chief Bugri Naabu noted that the area is conflict-prone, hence whenever there is a conflict, the children stop going to school because they cannot go to Bunkrugu nor Nakpanduri where they attend the secondary schools.

He advised the government not to abandon the project because it was started by the NDC government, augmenting the point that, the money used in starting the project was not NDC’s pocket money.

Speaking to Jonathan Guru, who is the Kokomba students Union President of the area, he recounted when the project was awarded to the contractor, “we were all happy, children and adults were happy, up till a point in 2016, when the contractor left home for the elections and never return.”

He also said hopes have been let down because people were happy with the expectation that they were going to have a secondary school been constructed for their children to attend and only for the project to be left abandoned.

“We are appealing to government, stakeholders, or anybody who can support this building comes to completion for students to be placed there for teaching and learning to start.”

Mr. Jonathan lamented on the distance students travel to access secondary education from far places such as Nakpanduri, Nalegu, Kariga, Gushegu, Charipuni, and Bunkrugu.

“We are pleading with government and stakeholders to come to our aid by completing the E-block for us so that children from this area can also access the secondary school here without travelling elsewhere,” he told GhanaWeb’s Northern Regional Correspondent.

  • Okada legalization can only be welcomed if regulations are in place – GPRTU

The Ghana Private Road Transport Union(GPRTU) has reacted to the news of whether or not to legalize Okada by stating that the move to legalize Okada can only be welcomed if the necessary regulations are put in place to ensure the safety of Okada drivers and their passengers.

Speaking to Samuel Eshun on the Happy Morning Show, National Chairman of the Ghana Private Road Transport Union, Kwame Kumah stated: “As at now, Okada is illegal. But I have heard that there is a conversation to legalize Okada.

“If the leaders can put in place measures that will ensure safety through certain regulations, that will help. If that is not put in place, the Okada job as it stands now is disturbing”, he said.

He reasoned that at the moment, there are no regulations such as the insurance of Okada and as such people are not safe riding on Okada.

“As Okada is not legal in Ghana, there is no insurance covering the drivers and their passengers, so if it is legalized, these things must be put in place.”

The flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, has disclosed that he will legalize Okada should he win the 2020 general elections.

He states that it is important to legalize this field to serve as a form of livelihood to a lot of people.

However, some have criticized the ex-president for promising the legalization of regulation of motorbikes for commercial purposes popularly known as Okada as they argue that this form of business has claimed many lives; causing more harm than good.

As it stands now, Section 128 (1) of the Road Traffic Regulations, 2012 states: “The licensing authority shall not register a motorcycle to carry a fare-paying passenger.”

The former president has, however, said that the business will be legalized when he comes to power.

  • GUTA replies Nigerian government on trade harassment

The Ghana Union of Traders Association (GUTA) has said the Nigerian Union of Association Ghana (NUTAG) has over the months fed their government with lies pertaining engagements in retail businesses in Ghana.

According to the President of the Association, Dr Joseph Obeng, Ghana has never targeted any ECOWAS citizen who deals in goods and services produced in a member state.

It only enforces the laws to deal with people who operate illegally in the country, Dr Obeng stated.

“No particular country is a target in the enforcement of the law. However, it should be noted that Nigerians form about 80% of those who engage in the illegal retail trade.”

He explained that the Ghana Investment Promotion Centre (GIPC) law is only to “discourage dumping of goods from countries outside the ECOWAS community, so as to boost local production and better the lot for the local manufacturer as well as grow and develop our local economy.”

The Nigerian government has over the week said it can no longer tolerate the incessant harassment of its citizens in Ghana.

This comes after several shops engaged in retail businesses without the necessary documents were closed down by the Trades Ministry’s Inter-Ministerial Task force in Accra, Kumasi and Koforidua.

In Kumasi, over 90 shops suspected to be for Nigerians were closed down after the inspection by the Task Force.

The Government of Ghana, has on the other hand rejected the accusations made by Nigeria of intimidation and maltreatment of Nigerian Nationals in Ghana.

  • Concern Voters Movement endorses Agyapa Royalties Deal

The Concerned Voters Movement (CVM) has endorsed the Agyapa Royalties deal as a perfect agreement to advance the course of Ghana’s socio-economic and infrastructural development.

A statement signed by the Founder and President of the CVM, Mr Razak Kojo Opoku and copied to the Ghana News Agency in Accra, said the New Patriotic Party (NPP) government under the selfless leadership of President Akufo-Addo, has adopted a special purpose vehicle to leverage the country’s mineral royalties for the overall benefit of the country.

The statement said the decision of Government to list the Agyapa Royalties on the stock exchange was to raise money for the development of the country.

It said the special purpose vehicle is to keep track of the country’s investments in the mining industry, based on the law passed by Parliament.

It said the arguments by some Civil Society Organizations (CSOs) and individuals against Agyapa Royalties Minerals Limited were without merit.

“For revenue generation, transparency and accountability, the Government of Ghana has decided to float 49 per cent out of its 100 per cent shares on the stock markets specifically Ghana Stock Exchange and London Stock Exchange and remains the majority shareholder of 51 per cent.”

The statement said one of the impediments to Ghana’s socio-economic development was the commentaries from individuals and CSOs.

The CVM statement commended the government for the enactment of Minerals Income Investment Fund (MIIF) and the successful establishment of Agyapa Royalties Minerals Limited for a special purpose vehicle to leverage on the Country’s minerals royalties.

It said the Agyapa Royalties Minerals Limited is 100 per cent owned by the Government of Ghana.

  • Coronavirus: NCCE educates POLWA on continuous adherence to protocols

Madam Doris Gbongbo, the Bono Regional Director of the National Commission for Civic Education (NCCE), has called for continued adherence to the directives against the spread of the novel Coronavirus disease.

She said although some the restrictions were eased that did not mean the fight against the pandemic was over.

  • Musician fined for shoplifting

An Accra Circuit Court has sentenced a 30-year-old self-styled musician to a fine of GH¢2,400 for shoplifting assorted items at the Shoprite section of the West Hills Mall in Accra.

In default, the convict, David Ike, will serve three months in prison.

The items stolen included two pieces Cling Cracker biscuit, one cake of Medi Soft soap, two pieces of Lindor chocolate, two sets of floral tissue, underwear, two plastic bottles of water, one packet of Burger peanuts and one bag, all worth GH¢167.65

The convict pleaded not guilty to the charge of stealing and was found guilty by the court after a full trial.

    Cross-examination

During cross-examination, although Ike had admitted picking up the items at the mall, he denied walking away with the items, arguing that he made an attempt to see the manager on duty in order to make payments for the items, but to no avail.

He also told the court that he was an Australian who came to Ghana in 2017 and had no permanent place of abode.

Meanwhile, Ike is expected to be put before a different court for the use of narcotic drugs.

    Judgment

Passing sentence, the presiding judge, Ms Ruby Naa Ayitey, a High Court judge sitting with additional responsibility as a Circuit Court judge, said the evidence produced by the prosecution against the convict was overwhelming.

She added that she had considered the fact that the stolen items had been retrieved and that their value was minimal.

She also said another factor considered in sentencing Ike was that he was not a Ghanaian and had no place of abode, a fact that was made known to the court during cross-examination.

Ms Ayitey also said she considered the fact that the accused person had no place of abode and had been in custody for the past two years since the trial started.

    Facts

The facts, as presented by the prosecutor, Inspector Samuel Ahiabor, were that the complainant in the case was a security guard at West Hills Mall.

Inspector Ahiabor said about 8 p.m. on August 12, 2018, while people were busily shopping at the mall, Ike entered the Shoprite section of the mall, picked a bag and loaded it with the assorted items.

He said Ike concealed the items in a bag without paying for them.

He added that while Ike walked out of the shop with the goods, the security guard called him to produce the receipt for the items in the concealed bag.

“He could not produce any receipt and was, therefore, arrested and the items retrieved from him,” he said.

Inspector Ahiabor added that Ike was later handed over to the police on duty at the West Hills Mall.

    Subsequent arrest

The prosecutor said a further search conducted on Ike by the police revealed a wrapped substance suspected to be Indian hemp, adding that Ike was subsequently re-arrested, together with the exhibit, and handed over to the new Weija Police for investigation.

In his caution statement to the police, he said, Ike admitted the offences and was charged, after which the wrapped substance was forwarded to the Police Forensic Laboratory for examination.
