  • What you need to know as La Liga returns

La Liga returns to action on Thursday and there is plenty at stake with the title race, European places, and the battle to avoid relegation all wide open.

Games will be played behind closed doors every single day so the pace will be frantic, and with a host of compelling storylines to cover here is your guide to the remainder of the Spanish season.

A tight title race is in store, with Barcelona two points ahead of Real Madrid.

But neither team has convinced. Barca have particularly struggled away from home, dropping points on 11 occasions on their travels in all competitions. Financial problems are forcing coach Quique Setien, appointed in January, to work with a threadbare squad containing only 18 senior professionals (excluding Ousmane Dembele, who is out indefinitely through injury).

Setien’s resources are especially stretched in defence. With Clement Lenglet suspended and Samuel Umtiti returning from the latest of many injuries, Gerard Pique could be the only available central defender for Saturday’s trip to Real Mallorca.

Young Uruguayan Ronald Araujo, who was sent off 14 minutes into his only previous first-team appearance, could be thrown in at the deep end.

Barca’s strength, of course, lies at the other end of the field. Lionel Messi is once again the league’s leading scorer (19 goals in 22 appearances), and a huge bonus is the return of Luis Suarez, who was set to miss the remainder of the season with a knee injury before the pause in action allowed him to recover.

But it will take more than the magical Messi-Suarez combination to secure the title, and Barca were looking disjointed and disconnected both on and off the pitch before the break.

Repeated speculation over the futures of midfielders Arthur, Ivan Rakitic and Arturo Vidal will hardly help restore unity, and guiding a small, aging and dissatisfied squad through a hectic schedule (there is already concern over Messi after he picked up a knock in training) will be a severe challenge for Setien, who has never won a major trophy.

    Can Real find consistency?

There is no such shortage of options for Zinedine Zidane, especially as the Real Madrid boss can now call upon Eden Hazard and Marco Asensio after their returns from injury.

The question, however, is which of the many front men at Zidane’s disposal can hit the target. Other than Karim Benzema, who netted 12 of his 14 league goals before January, Real’s seven forwards – including Hazard, Gareth Bale and Luka Jovic – have scored a measly 12 league goals between them all season.

Real had lost three of their four games before the interruption and, although their overall play has generally been more convincing than Barcelona’s, their lack of penalty-box precision could cost a title that should be there for the taking.

One potentially significant factor is Real’s temporary move away from the Bernabeu, which is undergoing reconstruction work. Instead, Zidane’s men will host games at the 6,000 capacity Alfredo di Stefano Stadium, located within the club’s training complex and normally used by the reserve team. (Mid-table Levante, based in Valencia, will similarly stage their home games nearly 100 miles away, near Alicante).

Playing within the confines of their training ground, Zidane’s players are obviously familiar with their temporary matchday surroundings. But the prospect of visiting a humble 6,000-seater rather than the vast Bernabeu is a far less daunting proposition for opponents and that lack of home-field advantage could be telling.

Clash of styles in top-four race

The race for Champions League qualification is extremely close, with five teams separated by five points.

Third place is currently occupied by Sevilla, who will get the ball rolling on Thursday at home to city rivals Real Betis, but two highly contrasting teams are in hot pursuit. Real Sociedad are arguably the most exciting young side in Europe, with classy playmaker Martin Odegaard supported by midfielder Mikel Merino, winger Mikel Oyarzabal and Swedish striker Alexander Isak to create a free-flowing collective.

Getafe, on the other hand, are widely regarded as ugly but effective. Barca boss Setien once raged that their rugged style “makes my blood boil”, but Jose Bordalas’s team play to their strengths better than anyone else and deserve huge credit for making the most of what they’ve got.

The chasing pack is completed by Valencia and Atletico Madrid, who are psychologically lifted following their extraordinary Champions League triumph at Anfield but who have already suffered another injury blow after Portuguese starlet Joao Felix broke down in training.

At the bottom, the big storyline is whether Espanyol can escape the drop. The rock-bottom Barcelona-based club have spent 85 of La Liga’s 89 seasons in the top flight, but they are currently six points from safety and on their third manager of the season (former Barca defender Abelardo) after winning four games out of 27.

Five other teams are in danger, including Ronaldo-owned Real Valladolid, but Espanyol’s demise – a year after they qualified for Europe – will take some avoiding.

  • Tottenham midfielder Dele Alli banned for one match over coronavirus post

Tottenham midfielder Dele Alli has been suspended for one match by the Football Association over a post on social media about coronavirus.

Alli, 24, put a video on Snapchat in February in which he joked about the outbreak and appeared to mock an Asian man.

The England international has also been fined £50,000 and ordered to under take an education course.

He will miss Tottenham’s match at home to Manchester United on 19 June.

Alli said: “In response to the FA decision, I would like to apologise again for any offence caused by my behaviour.

“It was an extremely poorly judged joke about a virus that has now affected us more than we could ever have imagined.

“I’m grateful that The FA has confirmed that my actions were not racist because I despise racism of any kind. We all need to be mindful of the words and actions we use and how they can be perceived by others.”

More than 41,000 people have died with coronavirus in the UK, and more than 416,000 worldwide.

In a statement, the FA said: “The Tottenham Hotspur FC player denied that a social media post breached FA Rule E3(1), as it was insulting and/or improper and/or brought the game into disrepute, and constituted an “Aggravated Breach”, which is defined in FA Rule E3(2), as it included a reference, whether express or implied, to race and/or colour and/or ethnic origin and/or nationality.

“However, it was subsequently found proven by an independent Regulatory Commission.”

“They did the right thing,” the president said, referring to the fine – but without revealing how much he had to pay.

Zelensky also said he had even considered at one point getting deliberately infected with COVID-19 to show Ukrainians that the danger was real.

  • Brazil governors accused of Covid corruption

Two Brazilian state governors have been accused of corruption related to spending on medical equipment in the fight against COVID-19.

In Rio de Janeiro the legislative assembly voted to open impeachment proceedings against the governor, Wilson Witzel, for alleged corruption. In the northern state of Pará, federal police raided offices and the home of the governor, Helder Barbalho.

Both governors deny any wrongdoing and both have clashed with President Jair Bolsonaro over his handling of the pandemic and his opposition to introducing lockdowns.

Brazil is the epicenter of the pandemic in Latin America with more than 770,000 confirmed cases and almost 40,000 fatalities.

  • Schools delay in UK means ‘inequality will go up’

Labour leader Keir Starmer has told BBC Radio London that the government’s proposal for pupils returning to school is “completely in tatters”.

Starmer said ministers should have built a consensus and listened to the “common sense” concerns of headteachers. He accused Prime Minister Boris Johnson of making an announcement about the reopening without consulting schools.

Now, after the government abandoned plans for all primary schools to return before the summer break, Starmer says many children face a six-month absence from school, meaning “inequality will go up”.

Taking questions from listeners, he said “we want to support the government where we can” but Labour does “have to challenge” it on issues such as the lack of protective equipment in care homes.

  • Some mentally ill patients are highly intelligent and very productive Peter Yaro

The Executive Director of Basic Needs-Ghana, Peter Badimak Yaro, has said that not all mentally ill patients are clueless.

According to him, although there is the perception that people who are mentally unstable do not know what they are about, he indicated that some are actually very smart.

Speaking in an interview with Citi FM and monitored by GhanaWeb, he said, “they behave abnormal but they are not stupid. Some of them are highly intelligent and very productive.”

He explained, “So we have to come to terms with the fact that not all ill-health condition makes the person become bedridden or have to lie down looking helpless. But some of them become too active or aggressive and should get the necessary help.”

On the issue of treatment, he said many Ghanaians resort to spiritual institutions like Churches to solve or heal affected persons.

He advocated that it is not the right move adding that, “We still live in a country where many people don’t feel mental health issues should be treated in medical facilities and is rather a spiritual problem.”

Peter Badimak Yaro also encouraged the public to support such individuals through maximum attention and care to help them be stabilized.

“We cannot pretend to say we have erased stigma. There should be a shift in attitude and support.”

Meanwhile, the Chief Executive Officer of the Mental Health Authority, Dr. Akwasi Osei has revealed that a support fund set up by the authority for the society to contribute to the wellbeing of mentally challenged people in the country has been neglected for seven years.

Mental health has stigmatisation has been rampant in the African and Ghanaian context with little to no attention or investment towards the canker.

  • Trump rejects calls to drop Confederate base names

US President Donald Trump says he will “not even consider” renaming military bases named for Confederate generals.

He tweeted that the facilities were part of “a Great American heritage”.

Mr Trump’s remarks follow reports that top military officials were open to changes amid nationwide soul-searching after the death of George Floyd.

For many, symbols of the Confederacy – the slaveholding southern states that seceded, prompting the 1861-65 American Civil War – evoke a racist past.

Confederate monuments have been a frequent target for protesters following Floyd’s death.

On Wednesday night a statue of Jefferson Davis, the president of the Confederacy, was brought down by protesters in Richmond, Virginia.

Meanwhile, demonstrators in the nearby city of Portsmouth attacked a Confederate monument, tearing down four statues, according to local media reports.

  • Pakistan defends ‘holistic’ approach against the WHO

Pakistan says it is following a “holistic” strategy when it comes to battling coronavirus in response to the WHO’s recommended that it reimpose a strict, intermittent lockdown.

The comments from the country’s top medical expert, Dr Zafar Mirza, came on Wednesday – a day after Pakistan recorded its highest daily spike with more than 5,300 new infections. Total cases have crossed 113,000 with the death toll at 2,255.

“We have to make tough policy choices to strike a balance between lives and livelihoods,” Mirza added.

Earlier, the WHO said that Pakistan did not meet any of its six criteria for easing a lockdown, which the country did in May. Prime Minister Imran Khan had removed restrictions at various points throughout May, but eased most of them at the end of the month, saying Pakistan would have to “live with the virus” as the lockdown was devastating its economy.

The global body also urged Pakistan to increase daily testing to at least more than 50,000 a day. It is currently testing around half of this figure – 23,799 people were tested on Tuesday, Al Jazeera reported, quoting government data.

The NYT says the increases are “in part because some [states] have recently ramped up their testing capacity”.

Trump hopes to be reelected for a second term in November – but his poll numbers see him trailing behind Democrat opponent Joe Biden.

Both the handling of the coronavirus pandemic, and the Black Lives Matters movement, seem to have dented his popularity.

Due to virus restrictions, political rallies – which were key to his 2016 campaigning – had been impossible in recent weeks.

  • Pandemic ‘accelerating’ in Africa – WHO

The World Health Organisation (WHO) has warned that the spread of the coronavirus pandemic is “accelerating” in Africa, which has so far been the least affected continent.

The outbreak is being driven by 10 countries, which accounted for two-thirds of about 200,000 confirmed cases on the continent, WHO Africa head Dr. Matshidiso Moeti said.

South Africa was the worst hit, with the situation in the Western Cape looking similar to Europe.

Most of the continent’s COVID-19 cases are concentrated in and around capital cities, but infections are now also spreading outside major urban areas, Dr Moeti added.

She warned that the availability of key supplies, particularly test kits, remained one of the biggest challenges for the region.

  • Railway ministry averts disaster at Abofu

Following reports by the Ghanaian Times on the defective Achimota-Abofu stretch of the Odaw drain in Accra and its threats to adjoining structures, the Ministry of Railway Development has moved to safeguard rail tracks nearby.

The ministry is constructing a 50-metre retaining wall along the base of the Achimota under-bridge to protect that section of the Accra-Nsawan railway from erosion caused by water from the drain.

Water from the dilapidated drain which passes beneath the bridge has veered into the embankment of the railway, eroding it and rendering the transport infrastructure dangerous.

The wall is being erected by the Ghana Railway Company Limited (GRCL) with large stones packed into metal mesh. It is also filling the eroded areas with similar stones.

During an inspection of the work yesterday,a Deputy Managing Director of the Ghana Railway Company Limited (GRCL), Dr Michael Adjei Anyetei said it would be completed next week.

He explained that the condition of the railway was not because the company did a shoddy job on the railway but as “result of a failed storm drain” adding that the water channel that retains the water should have been extended for free flow.

Beyond the work being done by the ministry, he called on the Ministry of Works and Housing to take immediate steps to address the defects of the bridge to prevent further damage.

“Even if you repair the rail track and the storm drain is not repaired it would be a recurring problem [in the area] and we will have to come and repair it,” Dr Anyetei explained.

Dr Anyetei who is in charge of engineering works, fell short of mentioning the cost of the retaining walls but did not deny that it was an additional cost to the state.

He said other parts of the railway system in Accra which were damaged by recent rains especially that of Tuesday dawn were also being rehabilitated by the company.

On the resumption of railway shuttle services, he said the sector ministry and other stakeholders were deliberating on the way forward because observing social distancing protocols in the trains would be expensive.

He served notice that structures of persons who had encroached areas near the tracks would be demolished soon after ongoing stakeholder consultation was completed.

In July Last year, Ghanaian Times reported that danger was looming at Abofu due to the dilapidated state of drain. The Hydrological Services Department promised to fix it early this year only to defer it to September this year.

  • Coronavirus in Africa: Outbreak ‘accelerating’ in continent

The coronavirus pandemic is accelerating in Africa, the World Health Organization (WHO) says.

The WHO’s Africa regional director Matshidiso Moeti said it was spreading beyond capital cities and that a lack of tests and other supplies was hampering responses.

But she said that it did not seem like severe cases and deaths were being missed by authorities.

So far Africa has been the continent least affected by Covid-19.

South Africa had more than a quarter of the cases and an outbreak in its Western Cape province was looking similar to recent outbreaks in Europe, Dr Moeti said.

Overall, there have been more than 7.3 million infections globally and more than 416,000 deaths.

Dr Moeti said Africa had had some 200,000 cases and 5,000 deaths, with 10 countries accounted for 75% of the cases.

  • Kano state serial rapes: Man arrested after 40 rapes in Nigerian town

Nigerian police say they have arrested a man after 40 people were raped in one town over the period of a year.

A mother in the northern town Dangora caught the man in her children’s bedroom, according to police spokesman Abdullahi Haruna. The man ran away but neighbours gave chase and caught him, he added.

The man was arrested on Tuesday.

The police say the spate of rapes included an attack on an 80-year-old and children as young as 10 years old.

There has been a recent wave of rapes and killing of women in Nigeria, which have led to a national outcry, with thousands signing a petition and using the hashtag #WeAreTired.

Dangora is a small town in Kano state about 85 kilometres (55 miles) south-west of Kano city, making it difficult for police to access, reports the BBC’s Mansur Abubakar from Kano.

The chief of the town, Ahmadu Yau, said the arrest is a welcome development.

“People of Dangora are so happy at this time and we hope justice will be served appropriately.”

Residents told the BBC that they had lived the last year in fear, even in their own homes, because they had heard that a serial rapist was climbing fences and raping women indoors.

“We can now sleep with our eyes closed,” one woman told the BBC.

  • GIFF concerns about ICUMS challenges are over exaggerated – Customs

The Customs Division of the Ghana Revenue Authority (GRA) says concerns raised by the Ghana Institute of Freight Forwarders (GIFF) over challenges bedevilling the implementation of the Integrated Customs Management System (ICUMS), were over-exaggerated.

The GIFF at a press conference raised concerns ranging from system inaccessibility, importer Tax Identification Number (TIN), delivery time benchmark, manual processing, security, system calculator, call centre, information management, training and frontier challenges.

Mr Emmanuel Ohene, Assistant Commissioner of Custom, who is the Project Manager of ICUMS, said it was not true that for the first four days of June, no import declaration went through at most of the frontier stations, stating that 1,452 transactions were registered by ICUMS at the land frontiers for the said period.

Mr Ohene added that out of the 1,452, 408 were direct imports into home use, 900 Temporary Vehicle Imports, 34 warehouses, 20 Transit and nine Free Zones.

“Every transaction done in ICUMS including TVI is issued with their required Certificate. For the avoidance of doubt, a TVI Certificate is generated and given to the driver, which is verifiable”.

On the issue of training, he noted that since November 2019, training sessions had been organized for all stakeholders before the system went live, adding that as training was a continuous process which was ongoing.

According to Customs, an ultra-modern call centre and customer support desks had been established at strategic locations for stakeholders who required support to personally walk into such facilities created to manage the transition which they said was normal during changes to systems such as the ICUMS.

Addressing the system calculator challenges issues raised by GIFF, Customs explained that payment was no longer made on the Bill Of Entry (BOE) but rather a Bill of tax was generated for payment indicating that “whereas previously, a post-entry is required to update the change in the exchange rate. ICUMS does that automatically and generates a new Bill of Tax. This is a more effective way of managing changes in the exchange rate rather than the post-entry as was the case in the old system”.

They stated that the one per cent inspection fee in the case of general goods and new vehicles as well as the one per cent examination fee for used motor vehicles were administrative fees and not related to a service provider. “So long as a BOE goes through Classification and Valuation process, the payment of this fee is required”.

  • Coronavirus highlights need to change how food is produced, UN says

The coronavirus pandemic has signaled an urgent need to change the way food is produced to help contain hunger and develop environmentally sustainable supplies, according to the United Nations.

The combined effects of the COVID-19 crisis, government measures and the emerging global recession risk a worldwide food emergency and in the long-term could disrupt how food systems function, the UN said in a policy brief. That could lead to consequences for health and nutrition on a scale not seen for more than half a century, it said.

“There is an urgent need to rethink rapidly how we produce, process, market, consume our food and dispose of waste,” the UN said. “This crisis can serve as a turning point to re-balance and transform our food systems, making them more inclusive, sustainable and resilient.”

Food and agricultural production is responsible for as much as 30% of global greenhouse gas emissions. It has been linked the loss of biodiversity — contributing to the mass extinction of species, land degradation and pollution — while helping the spread of zoonotic diseases. At the same time, the coronavirus pandemic risks boosting the number of people suffering from hunger due to supply risks and falling incomes.

While tackling the effects of coronavirus, policy makers should consider how to create more sustainable food systems balanced with environmental and health needs, according to the UN. Some international financial institutions have already responded with new funding and proposals and are redirecting existing loans to focus on more resilient food systems, it said.

  • Manner of Apostle Owusu Agyeis arrest unlawful Agalga

Minority Spokesperson on Defence and Interior, James Agalga, has condemned the Rambo-style arrest of the self-acclaimed prophet who allegedly threatened the life of Jean Mensa, Chairperson of the Electoral Commission.

National Security Operatives on Tuesday, June 9, 2020, arrested Apostle Kwabena Owusu Agyei during a live phone interview with Hot FM. The incident was also captured on video.

In the video, some men were seen entering the scene and announcing to Apostle Kwabena Owusu Agyei that they had a warrant to arrest him. They then whisked him into a vehicle.

In an interview on Eyewitness News, Mr James Agalga argued that the refusal or the failure of the arresting officers to allow the self-acclaimed prophet to read the warrant or understand why he was being arrested is unlawful.

“Just as it is not acceptable in law to threaten somebody, it is equally unacceptable or unlawful to effect an unlawful arrest. So if the arresting officers at the point of effecting the arrest omit or refuse to allow the suspect to read the arrest warrant and proceed to arrest just merely by brandishing the arrest warrant, that would amount to an unlawful arrest. Article 19 requires that before you effect an arrest, you explain to the suspect, the reason for the arrest in a language that the suspect clearly understands. I watched a certain video footage of the arrest of Apostle Owusu Agyei, that was not done,” he said.

The Builsa North legislator also described as unprofessional the decision of the arresting officers to share videos of Apostle Kwabena Owusu Agyei in possession of some substance suspected to be cannabis.

“Moments after the arrest, I watched yet another footage which also showed the arresting officers clearly parading the suspect before the cameras with substances suspected to be wee (Cannabis) in his hands. Now the way and manner in which the exhibit was even handled was very unprofessional. That could only have been done by very incompetent arresting officers. So the procedure is as good as the substantive law. So I sought to fault the manner of arrest and the selective nature of those arrests that are now being effected.”

Meanwhile, a Circuit Court in Accra presided over by His Honour Emmanuel Essandoh on Tuesday remanded the 56-year-old Apostle Kwabena Owusu Adjei into police custody.

Apostle Adjei pleaded not guilty to three charges to wit; threat of death, offensive conduct conducive to the breach of peace and possession of narcotic drugs contrary to section 2 (1) of the PNDC Law 236/90.

He will reappear in court on June 23, 2020.

“While the police were on their way, they met a black BMW saloon car with registration number GR 7615-12 with about six persons on board. Upon seeing the police team they opened fire. The police returned fire and the suspects in trying to escape resulted in the death of two of the persons on board the BMW saloon car. Meanwhile, the remaining suspects who are believed to have sustained gunshot wounds abandoned their vehicle and managed to escape,” the police said in a statement.

The gunshots drew a large crowd from nearby homes to the scene, a situation that affected the police operation.

The presence of the crowd meant the police were limited in firing at the robbers as four of the suspected robbers managed to escape.

Both police operational vehicle and the BMW car used by the suspected robbers had their windscreens damaged in the process.

Total U.S. airline passengers were the lowest since 1974 when the government began collecting monthly data. By comparison, there were 76.1 million total U.S. airline passengers in April 2019.

  • Major reasons why NPP might lose the 2020 elections.

During the general elections in 2016 in Ghana, the NPP who had been in opposition for 8 years led by Nana Addo Danquah Akuffo Addo won a whooping victory against the NDC party who was then in power.

The results saw the NPP amassing 53.56% of the general votes as against 44.69% of the NDC. This brought a huge difference of almost one million votes.

Ghanaians by then had had a full taste of the NDC government and decided to pull them out for a change of power hence resulting in the huge margin.

With barely six months down the line for Ghana to go to another general election, facts gathered shows that the NPP government who won power in 2016 with a vast margin might not see it being manifested on December 7, 2020, hence capable of losing.

The party which pulled every tom, dick and hurry in seeing their victory are now in a state of disunity in different forms.

The numerous disqualification of parliamentary aspirants for the upcoming primaries has brought a distaste between the National Executive Council (NEC) and that of the aspirants and their supporters.

More chaos has been seen across the length and breadth of the country in slamming against the decision of the NPP NEC to disallow some party faithful from contesting a selected incumbent MPs in different constituencies.

Some delegates and other party supporters, hold the view that NPP NEC is imposing on them and as well curtailing the right of some party members who have the zeal and what it takes to contest in the primaries slated to take off on Saturday, June 20th.

This has gone a long way to ignite the anger of some party members who have vowed not to cast their votes for the ruling party.

Some also through the disqualification of their desired parliamentary aspirant have vandalized and burnt party properties to register their displeasure against the party leaders whom they suspect of a foul play.

In the wake of time, some delegates have also chosen a different dimension to showcase their disapprobation by uttering profanity against their leaders through calling on deities to judge between them and the NPP NEC.

Another reason as to why the NPP government might not maintain their seat in government is their failed unprecedented promises.

NPP who promised to reduce taxes at the country’s port and harbour and other cooperate taxes have not been achieved.

Proper managing of the economy by stabilizing the Ghana cedi against the US dollar has not seen the day of light. Other failed promises are; one village one dam (1V1D), one constituency $1 million, provision of toilet facilities within every village across the country and other related promises that could elevate the burdens of Ghanaians had not been accomplished.

Civilians brutalities by the security personnel without the operation of the full rigorous of the law. Cases of such brutalities is the bye-election that took place at Ayawaso West-Wuogon Constituency. During the bye-election shots were fired by security operatives which injured civilians and others who were been assaulted. Findings from the Emile Short Commission amounted to nothing at the end of the day.

In addition to the above reasons is the fight against illegal mining popularly known as “galamsey”. In the course of the NPP relentless effort to battle the galamsey menace, some party leaders were equally fingered to be propagating the loss of the fight. Missing of ceased excavators came to be an altercation in the country.

Corruption and bribery scandals which have also been on the rise in the NPP government is a major factor that can send them to opposition once again.

Another heartbreaking reason why the NPP might lose 2020 general elections is the case pertaining to the death of the 3 missing Takoradi girls in 2019. The failure of Ghana’s security apparatus in searching and bringing back the girls, sparking with empty promises is a major factor that can pertain to NPP losing the general elections this year.

Last but not least is the growing discrepancy of mistrust in the minds of Ghanaians against the NPP government. Many Ghanaians seem to have lost trust and hope in the Nana Addo led administration, to lead the country to the promised land.

Many Ghanaians who championed the cause for a new change of government are not seeing the reflection and the zeal of the party that were been used to claim power way back in 2016.

Thou, these might be tangible reasons for the party to lose power but the sole decision only lies in the hands of Ghanaians to decide the fate of the NPP party come December 7, 2020.

  • Russia arrests three people over 21,000-tonne diesel spill

Russia has arrested three power plant staff after more than 21,000 tonnes of diesel leaked into the soil and waterways in Siberia.

The arrests came on Wednesday, weeks after the spill took place on May 29 after a fuel reservoir collapsed at a power plant operated by a subsidiary of metals giant Norilsk Nickel in the city of Norilsk beyond the Arctic Circle.

The Investigative Committee, which is probing the accident, said it had arrested the director of the power station, Pavel Smirnov, along with two engineers on suspicion of breaching environmental protection rules. If charged, they would risk up to five years in prison.

The Committee said the fuel tank had required major repairs from 2018, but the suspects “continued to use it in breach of safety rules”.

“As a result the accident occurred,” the investigators’ statement said.

In materials distributed on Tuesday, Norilsk Nickel said the fuel reservoir was built in 1985 and underwent repairs in 2017 and 2018 after which it went through a safety audit.

“The company considers this measure to be unjustifiably harsh,” the press service said in a statement to RIA Novosti news agency, citing Vice President Nikolai Utkin.

He said those arrested “are cooperating with law enforcement authorities and now they would be much more useful at the scene of the clean-up operation”.

    Emergency situation

President Vladimir Putin declared an emergency situation and Norilsk Nickel head Vladimir Potanin told the president the company would pay for clean-up efforts estimated at $146m.

Regional officials have said despite efforts to contain the fuel leak using booms on the surface of a river, it has now reached a freshwater lake that is a important source of water for the region.

The pollution could now flow into the Kara Sea in the Arctic Ocean north of Siberia, which Greenpeace Russia expert Vladimir Chuprov told AFP news agency would be a “disaster”.

Norilsk Nickel’s first vice president denied the spill had reached the lake on a conference call on Wednesday, saying the company did not find contamination there.

The metals giant has said the accident could have been caused by global warming thawing the permafrost under the fuel reservoir.

The company has acknowledged it did not specifically monitor the condition of permafrost at its sites.

Others also threw their support for Mr. Mahama, advising him to go to court if he suspects any fowl play in the 2020 polls. Some other people believe Mr. Mahama is only preparing the minds of his supporters for an impending defeat.

Former president John Mahama and the NDC have expressed their displeasure with the Electoral Commission’s decision to compile a new Voters’ Register. Among the reasons for their displeasure is a suspision that the Commission would favor the ruling NPP government.
