  • 50% electricity tariffs reduction not Mahamas idea Okoe Boye

Deputy Minister-Designate for Health, Dr Bernard Oko-Boye has rebuffed claims that the decision to reduce electricity tariffs in order to cushion consumers as a result of the coronavirus was the idea of former President John Dramani Mahama.

There have been arguments that the flagbearer of the National Democratic Congress (NDC) muted the idea with sections of Ghanaians showering praises on him but the MP Ledzokuku Constituency in the Greater Accra Region thinks he does not deserve such praises.

“My checks revealed Minister of Health announced the policy on 28th of March [2020] and our former President John Mahama spoke on the same policy on the 4th of April which is the few days after the Minister has spoken so it cannot be true John Mahama is the person who pushed for the reduction”, the lawmaker contended during a TV show MyNewsGh.com monitored.

The former president is being heavily praised on social media for his thoughtful proposals concerning the fight against the coronavirus in Ghana which the government of the day is implementing.

Mr Mahama had called for the reduction of electricity, water and data aimed at ameliorating the plight of consumers in lockdown areas especially.

But Dr. Bernard Oko-Boye stated “even though if the reduction came from former President John Mahama it is good but he is not the one who told the government to reduce electricity tariff”

  • 15 Indians contract coronavirus in Eastern Region

Sources have told DGN Online that some 15 Indians have contracted coronavirus in the Eastern Region.

According to our sources, the Indians are being kept at a camp in the region.

“15 new Coronavirus cases in the Eastern Region. All Indian nationals,” the source said.

“…And they are kept in the camp where they worked. No answers on what work they were doing, when they arrived, how many other Indians there were, and above all, have all Ghanaians around been tested as well?” one of our sources quizzed.

The Ghana Health Service remains tight-lipped over the matter.

Efforts to get the GHS to speak to the issue proved futile as officials declined to say whether or not the claim is true.

Sources say the Indians are working with Afcon Construction Company Limited, an Indian firm contracted to construct the Tema-Mpakadam rail line.

It is believed that one of the Indians came into Ghana with the virus and has since spread it.

Dr Anthony Nsiah-Asare, Presidential Advisor on Health, has indicated that the Akufo-Addo administration, did its possible best to save the life of renowned physician Prof. Jacob Plange-Rhule who was being treated for COVID-19.

According to Dr. Nsiah-Asare, the doctor of the late professor requested for Actemra, a drug used in the treatment of Rheumatoid Arthritis to be administered on the deceased physician, but Actemra until after the request, had not been licensed for use in Ghana.

Dr Nsiah-Asare added that the only place they could get the drug was either in Kenya or South Africa.

He stated, the President was then contacted to issue a directive for the drug to be procured from the countries where it was available.

Dr Nsiah-Asare noted that President Akufo-Addo quickly released the Presidential Jet to be used to get the drug into the country as soon as possible.

“We used the Presidential Jet within a matter of 24 hours to bring the drug but unfortunately by the time it reached here, my good friend was gone,” Dr Nsiah-Asare said on Newsfile.

Professor Jacob Plange-Rhule, who was Rector of the Ghana College of Physicians and Surgeons, died at the University of Ghana Medical Centre on Friday morning where he had been receiving treatment at the Intensive Care Unit after testing positive for the novel Coronavirus.

The Ghana Medical Association General Secretary, Dr Justice Yankson, told GNA that Prof. Jacob Plange-Rhule had an underlying medical condition.

At least three frontline health practitioners including a doctor have contracted the virus in line of duty. There are calls by a section of frontline workers demanding that the government increases the supply of personal protective equipment (PPEs).

The late Professor Jacob Plange-Rhule had extensive experience in research, particularly, among populations of African origin, in the fields of hypertension, cardiovascular disease and cardiovascular disease epidemiology.

  • 3 more people test positive for coronavirus in Upper East Region

Three more people have tested positive for Covid-19 in the Upper East Region, bringing the total number of confirmed cases in the region to four.

According to the Ghana Health Service (GHS), the new cases were detected after contact tracing 44 people who came into contact with the first confirmed case in the region on April 3, 2020.

“All the three confirmed cases have been in self-isolation since they were identified as contacts. Contact tracing has been initiated to identify all close contacts of the new cases for quarantine,” the GHS said in a press release.

The release, signed by the Regional Director of Health Services, Dr Winfred Ofosu, also commended the public for the cooperation in the fight against COVID-19.

Dr Ofosu also urged the public to remain calm as the nation works to bring the situation under control.

The Ghana Health Service has confirmed 30 more Covid-19 cases in the country.

According to the Service, of the 408 cases, 205 were reported from routine surveillance, 88 from enhanced surveillance activities and 115 from travellers under mandatory quarantine in both Accra and Tamale.

Accra still leads as the epicentre of the outbreak in Ghana with 329 cases.

  • Ghana scientists obtain critical information about Covid-19 that enables tracing of community infections

Scientists at the University of Ghana have obtained critical information about the virus responsible for the global Covid-19 pandemic that will enable tracing of community infections in people that did not come into contact with confirmed cases.

The scientists, who work at the Noguchi Memorial Institute for Medical Research (NMIMR) and the West African Centre for Cell Biology of Infectious Pathogens (WACCBIP) of the University analysed samples from selected cases to gain a comprehensive understanding of the variations of the virus that are present in Ghana.

“The successful establishment of this sequencing capability at University of Ghana is a significant milestone in Ghanas response to the pandemic, as it will strengthen surveillance for tracking mutations of the virus and aid in the tracing of the sources of community infections in people with no known contact with confirmed cases,” Prof. Abraham Anang, Director of NMIMR is quoted in a press release issued by the University.

Nine samples were analysed from travellers who arrived in Ghana from the UK, Norway, Hungary, India and United States.

“The data tells us that, while there were some differences between the strains from the various countries, all the 15 genomes generally resembled (with >92% similarity) the reference strain that was isolated in the Wuhan Province of China, where the outbreak began,” Prof. Gordon Awandare, Director of WACCBIP is quoted in a press release.

“This confirms that we are dealing with the same pathogen, and that it has not yet changed its genetic make-up significantly. It is natural that pathogens will evolve as they encounter different environmental challenges, so we will need to continue monitoring to keep track with these changes and determine how they impact on the efficacy of potential drugs or vaccines that are being developed”, he added.

Meanwhile, the Ghana Health Service has confirmed 30 more Covid-19 cases in the country.

Of the 408 cases, 205 were reported from routine surveillance, 88 from enhanced surveillance activities and 115 from travellers under mandatory quarantine in both Accra and Tamale.

The number of deaths from the virus has also risen from six to eight.

  • 8 regions record coronavirus cases as Ghana’s tally reaches 408

Eight (8) out of sixteen (16) regions of the country have recorded coronavirus cases after the national case count hit 408.
Regions that have reported cases are Greater Accra, Ashanti, Central, Eastern, Northern, North East, Upper East and Upper West.
This means the country has confirmed 30 new cases after President Nana Addo Dankwa Akufo-Addo announced on Thursday that the case count stood at 378.

“Of the 408 confirmed COVID-19 cases, 205 were reported from the routine surveillance, 88 from enhanced surveillance activities and 115 from travellers under mandatory quarantine in both Accra and Tamale,” the Ghana Health Service (GHS) reported on Saturday afternoon.

The death toll has also increased from six (6) to eight (8).

“Over the past twelve (12) days (since the introduction of the enhanced surveillance), a number of measures have been introduced to control and prevent further spread of COVID-19 in Ghana. Among these include restrictive movement in the hotspots of the outbreak, intensive contact tracing and laboratory testing, social distancing, and intensive public education. These measures have resulted in a sudden increase in case detection, with high number of cases being reported,” said GHS.

“As of 10 April 2020, 23:00 HRS, a total of 27,346 persons have been tested with 408 being positive for COVID-19. The breakdown of the 408 positive cases are as follows: four (4) have been treated, discharged and have tested negative, 394 cases have been categorised as mild disease on treatment, two (2) moderate to severe cases, none currently on ventilators and eight (8) have died,” it added.

The GHS further disclosed that 57.1 percent of confirmed COVID-19 cases in Ghana had no history of travel while 42.9 percent had some history of travel.

    Lockdown extended, borders remain closed

In his 6th televised address on the country’s fight against the pandemic, President Akufo-Addo extended the restrictions on movements in Greater Accra, Greater Kumasi, Tema and Kasoa by one more week.

A 14-day restriction on movement had been placed on the aforementioned areas because significant numbers of virus infections had been recorded there.

The lockdown, according to the president, is to limit and stop the importation of the virus; contain its spread; provide adequate care for the sick; limit the impact of the virus on social and economic life; and inspire the expansion of our domestic capability and deepen our self-reliance.

While praising the populace for adhering to the protocols and asking for continued patience, he announced an extension on the basis that the country was not yet out of the woods.

“Clearly, until we have the situation fully under control, we cannot, at this time, open our borders. They will have to remain shut until further notice,” he said.

“Further, the partial lockdown of Accra and Kumasi has facilitated a more aggressive programme of enhanced contact tracing, with a total of four hundred and fifty (450) teams… So, the decision has been taken, through the issuance of an Executive Instrument, to extend the restrictions on movement in the Greater Accra Metropolitan Area and Kasoa and the Greater Kumasi Metropolitan Area and its contiguous districts by one more week, beginning 1am on Monday, 13th April, subject to review,” the president added.

  • More than 2,000 US coronavirus deaths reported in a day, likely a peak toll, expert says

The US recorded at least 2,074 deaths Friday, the largest increase in coronavirus fatalities the country has seen since the beginning of the outbreak.

That brings the total number of reported deaths to 18,777. More than 501,600 people have tested positive, according to Johns Hopkins University’s tally of cases in the US. On Friday, 35,551 new cases were reported.
The country likely saw a peak in its daily death toll, according to Dr. Chris Murray, the director of the Institute for Health Metrics and Evaluation at the University of Washington — who created the model the White House is using to gauge the peak of coronavirus cases.
“We re-run the model, basically, almost every night — and the new returns from different states are suggesting different peaks in different states, but at the national level we seem to be pretty much close to the peak,” he said.
is team’s model projects about 61,500 Americans will lose their lives to the virus by August — and that’s if the country keeps social distance measures in place until the end of May. If they factor in states that may lift these rules by May 1, the numbers “don’t look good,’ Murray said.
Health experts say that while they’re encouraged by signs that those measures are having a positive impact, they warn re-opening the country too quickly could set the US back.
Despite the positive signs, Dr. Deborah Birx, the White House coronavirus coordinator, said Friday the US had not yet reached its peak in cases.
“So every day we need to continue to do what we did yesterday, and the week before, and the week before that, because that’s what in the end is going to take us up across the peak and down the other side,” she said.
Birx said in late March that based on models that take into account social distancing measures and stay-at-home orders in place, the US death toll could be at least 100,000. If Americans didn’t heed the warnings or follow those measures, that number could be as high as 2.2 million, she had said.

Risk of rebound in cases in July

Government projections obtained by The New York Times show coronavirus infections and deaths could dramatically increase if social distancing and other measures were lifted after 30 days.
If stay-at-home orders were lifted after a month, the government report says, there would be a bump in the demand for ventilators and the US death toll could reach 200,000, the Times reported.
A Health and Human Services spokesperson told CNN, “We do not comment on any alleged, leaked documents.” CNN has reached out to the Department of Homeland Security for comment.
Murray told CNN Friday night that if mitigation measures were lifted by May 1, cases could go back up in the summer.
“If we were to stop at the national level May 1st, we’re seeing (in models) a return to almost where we are now sometime in July, so a rebound.” Murray said. “There’s a very substantial risk of rebound if we don’t wait to the point where most transmission is near zero in each state.”

Deciding when to re-open the US

Meanwhile, local and state officials are cracking down on mass gatherings, such as church services, as Easter weekend approaches.
In Kentucky, authorities will be recording the license plates of those who show up to any gatherings and hand that information over to the local health department, which will require those individuals to stay quarantined for 14 days, Gov. Andy Beshear announced.
He said the state is down to less than seven churches statewide, that are still “thinking about” having an in-person service this weekend.
“Folks, we shouldn’t have to do this,” the governor said. “I think it’s not a test of faith whether you’re going to an in-person service, it’s a test of faith that you’re willing to sacrifice to protect your fellow man, your fellow woman, your fellow Kentuckian, and your fellow American.”
In Georgia, Gov. Brian Kemp urged residents not to attend services in person and to instead opt for online or call-in options.
President Donald Trump, who two weeks ago said he was hoping to have the country open back up by Easter, said Friday he wouldn’t do anything until he knew the country was healthy again.
“I would love to open it. I have not determined anything, the facts are going to determine what I do. But we do want to get the country opened, so important,” he said.
The President said he was looking at what happened in other countries as guidance on how to reopen the US, and said he would be open to shutting the country down a second time if cases spike again.
Trump said he will be announcing what he called the “opening our country council” on Tuesday.
The opening may come at different stages, Trump said. CNN previously reported that some models show several states won’t see their peak until later April.
California Gov. Gavin Newsom said thanks to social distancing measures, the state has been able to flatten its curve and expects to see its peak in May.
In New York City, Mayor Bill de Blasio announced Saturday that schools there would remain closed through the end of the school year.
Students will continue to receive remote learning, according to the NYC Department of Education. Students who have requested but have yet to receive digital devices will receive them by the end of the month.

    What else you should know

    • Multiple state leaders said social distancing measures are having an effect. Hospitalizations in Connecticut are dropping. Arkansas also saw the lowest number of hospitalizations compared to its neighboring states. The number of affected people in Ohio is lower than previously projected. And in California, hospitals saw a nearly 2% drop in ICU patients.

    • A study based on China’s outbreak published in the medical journal The Lancet said lockdowns across the globe should not be lifted until a vaccine is found.

    • The US Centers for Disease Control and Prevention (CDC) director gave a mixed response on the agency’s guidelines on hydroxychloroquine, the antimalarial drug Trump has called a “game changer.” CDC Director Robert R. Redfield said, “we’re not recommending it, but we’re not, not recommending that.”
    • Antibody tests — which could verify whether a person already had the virus and could potentially be protected from getting re-infected — could be available within a week, according to Dr. Anthony Fauci, the country’s top infectious disease expert.
    • Data released this week shows people of color have been disproportionally affected by the virus. In Louisiana, Illinois, Michigan and New Jersey, African Americans make up a larger percentage of coronavirus victims.

More states expecting their peak soon

According to the IHME model, created by Murray’s team, states like New York and New Jersey may have passed their peaks this week but others — including Florida and Texas — could see the worst by the end of the month.
New York and New Jersey currently account for about half of all US deaths that have been reported, the CDC said Friday. New York has reported at least 7,887 deaths and New Jersey reported 1,932.
New York City Mayor Bill de Blasio said Friday that “this is a week where we’ve reached milestones we could never have imagined: 5,000 New Yorkers lost, so many more than we even lost on our worst day on 9/11.”
The CDC cautioned a variety of factors — including population density and testing capacity — could explain why some regions have more cases and deaths than others, adding that case counts are also likely “underestimated” and deaths are underreported.
In Mississippi, Gov. Tate Reeves said he was “very concerned” and warned residents the “peak is coming soon.” The state is under a shelter-in-place order until April 20.

  • Coronavirus: Africa Armwrestling Championship Suspended

The 2020 Africa Armwrestling Championship which was slated for Ghana in July, has been suspended indefinitely amid the Coronavirus pandemic.

The five-day competition was slated for Accra, on July 1-5.

Ghana was offered the second chance to host the championship again after the rights were taken from South Africa due to administrative lapses in the organisation of the competition.

The continent’s armwrestling authority and the host country have agreed to postpone this year’s competition as the world continues to fight the spread of the deadly contagious novel virus.

In a joint statement released, it said “The Executive Board of AFA in a joint decision with the Ghana Armwrestling Federation (GAF) and the good people of Ghana through the Honourable Minister of sports resolved to postpone the African Championship, Accra Ghana 2020 indefinitely,”

“AFA is equally hopeful for a speedy solution to the challenges posed by COVID-19 so that we all can take advantage of the extended period to adequately prepare our contingent for a glorious outing in the African Armwrestling Championship.”

In a related development, the Ghana Armwrestling League which was also scheduled to commence last month has also been postponed indefinitely.

The developments come as a big blow to Ghana where the sport has been growing rapidly following the country’s successfully hosting the 2018 Africa Armwrestling championship which was likened to a mini World Championship by patrons from the World.

  • COVID-19: Politicisation of food sharing in lockdown areas unacceptable Group

The African Center for Women in Politics (ACWP) has condemned an act by some members of the governing party who have taken to the sharing of food meant for the vulnerable based on political affiliations.

ACWP in a statement said the act was unacceptable and defeats the intended purpose of the food distribution.

“Most countries that have embarked on partial to complete lockdown as a measure to curb the spread of Covid-19 have implemented economic stimulus packages to ease the burden on citizens as a result of the lockdown.

“Among all these stimulus packages, the one that remains a major challenge is the food delivery to the vulnerable. The question is how can it be evenly distributed to the vulnerable who actually need it?,” the statement further said.

According to them, their attention has been drawn to the fact that food sharing is done by some MPs [who distribute food based on party lines], with non-members of the ruling party being denied food.

They also have received reports that raw food is sneaked to party faithfuls [of the ruling party] at night.

They, however, are calling on the Ministry in charge to restructure the mode of distribution and channel it through the MMDAs who will be able to “reach out to the vulnerable because they are at the local levels and can identify people who actually need government intended interventions.”

    Read the full statement below

    For Immediate Release

AFRICAN CENTER FOR WOMEN IN POLITICS (ACWP)

POLITICIZATION OF FOOD SHARING IN LOCKDOWN AREAS UNACCEPTABLE

Our attention has been drawn to a worrying phenomenon in some lockdown areas which points to open politicization of food meant for sharing among citizens who require it. We have noted reports of the refusal to give food to some of our compatriots as a result of their alleged political affiliations. We see these actions as condemnable as these times are not normal times for partisan political approach in alleviating the plight of our fellow citizens.

Most countries that have embarked on partial to complete lockdown as a measure to curb the rate of spread of Covid-19 have implemented economic stimulus packages to ease the burden on citizens as a result of the lockdown. Some economic stimulus packages include the absorption of water bills, light bills, groceries, medical bills, money among others.

In our case in Ghana, stimulus packages that have been introduced by the Government so far includes free water for all, even though accessibility still remains a challenge, free food for the vulnerable, and free electricity for baseline users and 50% cut for other domestic and industrial users. This intervention by the President His Excellency Nana Akufo-Addo is commendable.

Among all these stimulus packages, the one that remains a major challenge is the food delivery to the vulnerable. The question is how can it be evenly distributed to the vulnerable who actually need it? According to the minister for Gender, Children and Social Protection, the vulnerable include kayaye (head porters), homeless people, petty traders whose livelihood depends on daily sales among others.

ACWP, has noticed with surprise how the food sharing has been poorly done so far and wish to admonish better and more efficient ways of handling this entire exercise as it has the potentials to erode the intended benefits. How will food meant for the vulnerable get to them without a clear road map on how the distribution should be done.

For example how many people within the lockdown areas are classified as vulnerable and who is in charge of doing the distribution. It has been reported by people within Nungua, Ayawaso and Kasoa that NPP MPs have taken charge of the food distribution which benefits only party members. Residents of Ayawaso have also reported that raw food are sneaked into the homes of party faithfuls at the night.  Residents of Kasoa and some areas in Kumasi have all reported same.

A woman has further lamented her ordeal of being denied food at Shiashie because she was not a card bearing member of the ruling NPP, as was reported by Ghanaweb. This action if not curtailed with immediate effect will led to satisfying party supporters rather than the targeted vulnerable women and children.

We are therefore calling on the Ministry of Gender, Children and Social Protection to restructure the sharing of food and food items to the vulnerable, as women and children who need this food items the most stand the chance of being exempted if the exercise continue in its current form.

We are further calling on the sector minister to allocate the food sharing exercise through the District/Municipal/ Metropolitan Assemblies in order to the reach the vulnerable because they are at the local levels and can identify people who actually need government intended interventions.

  • US nurse and family get healed of COVID-19 using herbs

A Ghanaian nurse based in the United States of America (USA) and her family have defeated the Coronavirus disease (COVID-19) using the traditional method of the use of herbs.

Narrating her ordeal, the health worker, whose name was only given as Akua, recounted how she contracted the virus unknowingly after having contacts with some patients at her facility who later were diagnosed as COVID 19 patients.

According to the 38-year-old mother of two, she started showing symptoms of the disease and isolated herself from her husband and two children aged 8 and 4.

As an asthmatic patient, Akua indicated she sensed how dangerous it was to contract the virus and therefore made much efforts to be free from it.

Speaking in a telephone interview on Peace FM’s ‘Kokrokoo’ program Friday, April 10, 2020, she revealed how she resorted to the use of concoction produced by herself.

“I soaked garlic, ginger and grains of selim in water for 24hrs and I started taking it. Apart from the taking of the concoction orally, I also used another traditional healing method where for 20 minutes each morning, I sat by a bucket full of hot water and covered myself with a blanket so as for the body to absorb all the heat from the hot water”, she told host, Kwame Sefa Kayi as monitored by Ghanaguardian.com.

According to the US-based nurse, her husband and their two children who also showed symptoms and later tested positive, equally relied on the same methods to get healed.

She recounted how scared she was to have been diagnosed with COVID-19 but now happy she and her family are free from the virus that has taken many lives.

  • Ghanaians, other African nationals living in China give chilling account of alleged xenophobic attacks

Africans in China are reportedly being avoided in the major cities of the country amid fears they may be spreading the COVID-19 infection.

Three Ghanaian students, living in Beijing and Chengdu, have given troubling accounts of how foreigners, especially Blacks are now at the receiving end of xenophobic attacks in the Asian city, especially in the cities of Guangzhou and Beijing.

While some are allegedly being evicted from their places of residence, others are being shunned and avoided by the Chinese community and others being forced to take COVID-19 tests, though they have no travel history for the past three months or come into contact with a COVID-19 patient.

Joel Asante Baafi, a married man with a daughter, living in the heart of Beijing city, told ABC News in an exclusive interview on Friday, April 10, 2020, that he was evicted from his residence at around 6 am on Thursday by ten (10) Chinese policemen whose only explanation to them [Joel and his family] was that they want to protect Beijing from getting the COVID-19 through the foreigners living there.

According to him, no test was conducted. Whether on him, his wife or his 4-year-old daughter to indeed prove that he had the virus before the said action was taken against them at the crack of dawn.

  • A morbid internet fully embraces the Ghanaian funeral meme

A new meme format has graced the internet, and its popularity is a signal to the general mood of the world: funereal.

Today, Bernie Sanders suspended his campaign for the to be the Democratic nominee for president. When I hopped in the group DM to commiserate, I knew what I would eventually see: a video of the now presumptive nominee Joe Biden saying something incomprehensible which would then smash cut to a video of Ghanaian pallbearers dancing with a casket, set to the EDM song Astronomia by Tony Igy.

This meme shares some DNA with memes we’ve seen in the past. The “To Be Continued” meme, which took its cues from the iconic ending theme to the first section of the JoJo’s Bizarre Adventure anime, also turned tragedy or impending injury into humor by cutting away at the exact moment of impact. The difference between To Be Continued and Ghanaian Pallbearers is the acknowledgement of death or injury. When you watch a pallbearer dancing with a casket, part of the implied humor is that someone is going to fucking die.

It’s not like a collective interest in the morbid is anything new. The subreddit r/watchpeopledie, now closed, used to have over 300,000 subscribers who just wanted to watch people die. If you know any teenage girls, you’ll know that a lot of them go through a phase of fascination with serial killers. Hell, it’s already a meme that millennial women are obsessed with true crime podcasts. What differentiates the Ghanaian Pallbearers from all of these is that you are invited to laugh at the tragedy, or at least the implication of one.

The dancing pallbearers can turn some incredibly grim content into meme material. I have seen pallbearers dancing after several news agencies called the election for Trump in 2016, after the second plane hit the towers (the creator deleted the tweet), a woman bungee jumping while the bungee cord is not visibly attached to her person, and a video of UK Prime Minister Boris Johnson saying that he shook hands with COVID-19 patients in a hospital. Someone even did the climactic scene of Parasite. I did not find all these videos funny, but unusually for me, the anticipation of an injurious moment, or a part of human history that is shocking or tragic, made me seek out more of these videos.

I feel like if the internet is latching onto this format, then many people are seeking the same thing I am from culture. I don’t want a mental panacea, or assurances that everything will be alright. I need to know that everything is exactly as bad as my running mental commentary is saying it is. Ghanaian pallbearers dancing with a casket in a highly choreographed routine, lifting it up and lowering it, pretending to drop it and laying down dead in an homage to James Brown, makes all the horrors of the world easier to handle. It’s not a joyful laugh, but a grim one. Of course these videos all end in tragedy. Were you expecting something else?

  • Nuamah Donkor mourns Jacob Plange-Rhule

Former Minister of Health Samuel Nuamah Donkor, has paid tributes to the late rector of the College of Physicians and Surgeons, Prof. Jacob Plange-Rhule.

Prof. Plunge-Rhule died on Friday morning, April 10, at the University of Ghana Medical Centre, in Accra.

Sources say he had been on admission for a short while at the health facility before his passing.

In a statement, the former Ashanti Regional Minister under ex-President Jerry John Rawlings, recounted his fond memories of the departed rector.

He wrote: “Prof Plange-Rhule, may His gentle soul RIP. He and some GMA members recommended Dr Nsiah Asare to me in 1998, when I was looking for a replacement for Old Prof Asafu Agyei as the CEO of KATH (Komfo Anokye Teaching Hospital) way back in 1998.

“I had to transfer Dr Nsiah Asare immediately from Tamale Hospital to KATH as the new CEO.

“He and the GMA team were so helpful to me in that stormy period of 1998 during my tenure as the Minister of Health,” he stated.

“In fact they assisted me in the development of the Additional Duty Hours (ADH) Policy for Doctors and other Health Professionals which was fully endorsed by HE President JJ Rawlings.

“That Policy brought great relief to our hardworking Doctors.

“Indeed Dr Plange-Rhule, Dr Oheneba Danso (then GMA Secretary) and Prof Akosa became my very good friends. I am forever grateful to these galant men and also to the GMA President at the time, Dr Kwakye Marfo. A great Hero has fallen on the battlefield but we shall continue to fight on until we emerge as victors in this war,” he wrote.

  • Coronavirus: Amazon builds its own testing lab for staff

A new study examining air samples from hospital wards with COVID-19 patients has found the virus can travel up to 13 feet (four meters) — twice the distance current guidelines say people should leave between themselves in public.

The preliminary results of the investigation by Chinese researchers were published Friday in Emerging Infectious Diseases, a journal of the US Centers for Disease Control and Prevention (CDC).

They add to a growing debate on how the disease is transmitted, with the scientists themselves cautioning that the small quantities of virus they found at this distance are not necessarily infectious.

The researchers, led by a team at the Academy of Military Medical Sciences in Beijing, tested surface and air samples from an intensive care unit and a general COVID-19 ward at Huoshenshan Hospital in Wuhan. They housed a total of 24 patients between February 19 and March 2.

They found that the virus was most heavily concentrated on the floors of the wards, “perhaps because of gravity and air flow causing most virus droplets to float to the ground.”

High levels were also found on frequently touched surfaces like computer mice, trashcans, bed rails and door knobs.

“Furthermore, half of the samples from the soles of the ICU medical staff shoes tested positive,” the team wrote. “Therefore, the soles of medical staff shoes might function as carriers.”

    Airborne threat?

The team also looked at so-called aerosol transmission — when the droplets of the virus are so fine they become suspended and remain airborne for several hours, unlike cough or sneeze droplets that fall to the ground within seconds.

They found that virus-laden aerosols were mainly concentrated near and downstream from patients at up to 13 feet — though smaller quantities were found upstream, up to eight feet.

Encouragingly, no members of the hospital staff were infected, “indicating that appropriate precautions could effectively prevent infection,” the authors wrote.

They also offered advice that bucks orthodox guidelines: “Our findings suggest that home isolation of persons with suspected COVID-19 might not be a good control strategy” given the levels of environmental contamination.

Aerosolization of the coronavirus is a contentious area for scientists who study it, because it is not clear how infectious the disease is in the tiny quantities found in ultrafine mist.

The World Health Organization has so far downplayed the risk.

US health authorities have adopted a more cautious line and urged people to cover their faces when out in public in case the virus can be transmitted through normal breathing and speaking.

  • COVID-19: Be watchful of PPEs donations – African leaders told

African leaders have been urged to be wary of donations from China in the form of Personal Protective Equipment (PPEs) and medical supplies as the COVID-19 global pandemic takes a toll on the continent.

This follows widespread reports of faulty and contaminated Chinese PPEs across the world.

There have been several reports of various countries including Australia, United Kingdom, Spain, Holland and Czech Republic rejecting a range of products meant to fight COVID-19 from China.

Mrs. Theodosia Jackson, Principal of Jackson College of Education who made the call in a statement, said Africa must subject such donations to strict scrutiny to avert further spread of the virus.

She said the rejection of certain Chinese PPEs in some parts of Europe must serve as a red flag for African leaders to be cautious in accepting donations from the Asian giant.

“All that glitter is not gold. Much as we need support to manage the pandemic, we must not endanger the lives of our people”, she cautioned.

She believes there is a sinister motive by the Chinese and some western countries to undermine the sovereignty of Africa and continue to manipulate the continent to satisfy their parochial interests.

Mrs. Jackson is also appalled by the suggestion by two French scientists that a coronavirus vaccine they are working on should be tested in Africa.

“Such level of disrespect to Africans must be a source of worry for African leaders to sit up and vigorously pursue an agenda to restore our dignity”, she bemoaned.

She applauded the Director General of the World Health Organization (WHO), Tedros Adhanom Ghebreyesus for the swift manner he condemned the statement by the two scientists.

She said Africa had been treated with contempt for far too long and urged heads of states on the continent to unite to build a prosperous and independent Africa capable of managing its own affairs.

“Africa has no excuse to be poor with all the natural resources at our disposal. It is time for African leaders to begin to explore how best to harness our resources to make the continent self-sufficient”, she opined.

The overwhelming nature of the virus, she noted, is a wake-up call for African leaders to build the capacity of indigenous companies to meet local needs of the people in terms of production.

This, she said, would not only create jobs for the teeming unemployed youth but also improve the economy to enable the continent wean itself from foreign aid.

  • Anger as Afro Nation Portugal organisers insist festival goes ahead

Global music lovers have been left fuming after organisers of one of the world’s biggest African musical festivals “Afro Nation Portugal” held annually in Lisbon, Portugal are unwilling to cancel the event and refund fans who had made advance payments.

Zimbabwe’s dancehall musician Winky D was expected to perform at the festival, which attracts between 20,000 and 30,000 music fans from all over the world to be held in Lisbon from 17 to 19 July.

However, fans who had paid for advance tickets and hotel bookings have been left fuming after the organisers declined to refund show goers saying the festival would go ahead as planned despite the global spread of the coronavirus.

“By now, we’re all aware of COVID-19 and how it’s affecting the world. Whilst we don’t want to add any stress, we wanted to let you guys know what’s going on with Afro Nation Portugal,” the organisers said in statement.

“We share your concerns about COVID-19 and we’re listening closely to advice given by WHO (World Health Organisation) NHS, CDC and other health and safety experts and professionals.

“We are also keeping up to date with rules and regulations put in place by government bodies. Currently, Afro Nation Portugal is continuing as planned from 17-19 July 2020,” the organisers said.

However, most fans who had paid in advance are no longer willing to attend and have told promoters to refund them as coronavirus infections continue to increase across the globe.

One Zimbabwean man based in the United Kingdom who booked for the show told NewZimbabwe.com this week the promoters were insisting the show would take place as a way of not refunding them.

“Afro Nation is the world’s biggest African musical festival and this year Winky D was on the line-up but the show is in jeopardy due to coronavirus. Promoters have gone into hiding and are no longer responding to people demanding refunds,” he said.

“Instead of refunding us they kept saying we are waiting and we will see. But the truth is we all know the money was all spent. They should have a contingency plan,” he added.

“People started by paying £169 for a ticket and the prices kept going up. Some people have paid between £250 and £300 for tickets because the first batch was sold within 24 hours.”

  • West Africa’s largest water park set to launch in Nigeria

The largest water park in West Africa, Park Vega, is set to launch in the country.

Park Vega is a member of International Association of Amusements & Attractions( IAAPA) and World Waterparks Association (WWA), and it is acclaimed to be the first international standard water park in Nigeria and West Africa.

Expert’s ratings show that the park boasts internationally recognized features and standard facilities of a water park that ranks it matchless. These include: multiple water slides for adults and children, wave pools and splash pad, amongst others.

Speaking on the project, Public Relations Officer of the park, Anthony Elikene stated that the park, which is sited in Delta state has answered government’s call for diversification of the economy and has put Nigeria and West Africa on global tourism map.

He said, “This is long overdue. Nigerian families deserve to experience undiluted fun without worrying about getting passports, visas and scaling through immigration from both ends. The park is equipped with the best in class equipment compared with any international standard water park in the world. We aim to provide the best day ever experience for friends and family seeking fun, excitement and bonding.”

Describing the park further, Elikene said, “Sitting on 1,500m2 and containing close to half a million gallons of water, the wave pool mimics the ocean waves by pneumatically producing waves up to 1.1 metre height. It is the most up to date technology in the international market and the centrepiece of the water park, offering hours of splashing fun for all ages and swimming levels.

“Park Vega’s adult slides are aptly named: space-hole slide, free-fall slide, multi-surf slide, and black hole – wave combo slide. These slides offer different experiences to riders. The space hole slide is probably a favourite slide to many because of the twists and turns before being thrown into a jumbo bowl where centrifugal forces keep guest riders high on the wall for several rotations, then they are plunged into a slash pool.

“Whether sitting on an inner tube with a friend or riding solo, this slide is so much fun that there are repeat rides. The multi-surf slide takes riders on an electrifying head-to-head competition over a series of gut-wrenching bumps propelling guest riders to the finish line to see the fastest.

“This ride was installed for our competitive guests to enjoy a high-volume of fun.

The freefall slide packs an extremely thrilling slide that gives riders a momentary feeling of weightlessness and pushes fun-seekers valour to the limits. We believe that the youths will be drawn to this slide.

“The freefall-slide is designed to have an extra enclosed tube at the top to build anticipation, this is a perfect recipe for those who appreciate the adrenaline rush.”

He said, “Blackhole-wave combo slide both add remarkable experience to the traditional waterslide. It features a steep drop that takes riders up a nearly vertical wall for a moment of weightlessness before they are swish-swashed down to the shutdown lane. With this slide, guests can enjoy their double raft while sharing laughter with family and friends. The children will experience a very colourful aqua tower and splash pad fitted with over 50 interactive elements such as tipping bucket, bubbler jets, slides, umbrella jets, water guns, water wheels, the pipe falls, net bridge, net climber etc. The kid’s pools have very shallow depth and are finished with anti-slip tiles for all-day safe play. There is also an activity pool which has an obstacle course, water volleyball and water polo for activity fanatics. In addition to all these, Park Vega has a swim-up bar that offers cocktails and mocktails.

The screening centres would be in the South Dayi, North and South Tongu districts.

    market

These measures were contained in a press release signed by the Volta Regional Minister, Dr Archibald Letsa.

The Minister said the measures were instituted by the Volta Regional Public Health Emergency Management Committee, following a sharp increase in confirmed cases in neighbouring Eastern Region from 1 to 16 as of April 10, 2020.

Dr Letsa stated that there were ongoing discussions with Municipal and District Chief Executives to adopt practical solutions to prevent overcrowding on market days in their respective areas.

Volta Regional Minister, Dr Archibald Letsa.

He also stated that a multidisciplinary task force has been set up to ensure private and commercial vehicles adhere to the social distancing directive by the Transport Ministry, which includes a reduction in the number of passengers aboard a vehicle.

“It is strongly recommended that the general public adhere to social distancing in all endeavours especially when they are boarding vehicles,” he added.

Dr Letsa also urged the public to observe the safety protocols outlined by the government to prevent the spread of the coronavirus, adding that “people who have hypertension and diabetes should kindly ensure that they take their medications as prescribed by their doctors.”

Ho Central Market to be closed to public

In a related development, the Ho Central Market in the Ho Municipality would be closed to business on market days, starting from Monday, April 12, 2020.

This follows the failure of the traders to comply with the social distancing directive to prevent overcrowding in the market, to keep the spread of the virus at bay.

Speaking at a media orientation on Covid-19, Dr Letsa explained that market days in Ho would automatically become clean-up days at the market and its immediate surroundings.

  • Coronavirus found in air samples up to 13 feet from patients

  • West Ham players agree to defer salaries

Players at English Premier League side West Ham on Friday agreed to defer part of their wages during the coronavirus suspension while manager David Moyes will take a 30% pay cut.

The move comes just a day after top-flight rivals Southampton struck a similar deal with their players as clubs wrestle with the financial fallout of the virus which has shut down the sport for a month.

“The savings created by the measures will support the entire infrastructure of the club and enable us to retain jobs and continue to pay 100 per cent of staff salaries,” said a West Ham statement.

Joint-chairmen David Sullivan and David Gold, as well as fellow shareholders, also agreed to inject £30million into the club.

Vice-chairman Karren Brady and finance director Andy Mollett are taking a 30% cut, just like Moyes.

West Ham skipper Mark Noble, who is playing a key role in the recently-launched #PlayersTogether initiative aimed at generating funds for Britain’s National Health Service, said he was glad an agreement on wages had been reached.

“As players we have been in constant dialogue with the club since the situation around COVID-19 emerged and I am proud that our entire squad have made clear their strong desire to play our part in helping to support others through this situation,” he said.

“At West Ham United, we are one team and our priority reflects the club’s aim to help ensure the staff get 100 per cent of their salaries while we are unable to play our matches.

“We continue to do all we can, collectively and individually, throughout this period for the benefit of those around us, our colleagues, our supporters and our community.”

Brady added: “I would like to say a big thank you to David Moyes and his backroom team, our captain Mark Noble and our fantastic squad of players for the commitment and determination they have shown to offer their help and support.”

On Wednesday, Southampton’s players, manager Ralph Hasenhuttl, his staff and the club’s directors agreed to defer their salaries for April, May and June.

Southampton also said they would not be using public money to pay employees.

The decision came amid a row about whether Premier League players — with an average salary of three million pounds ($3.7 million) — should be forced to give up some of their salary to help the nation.

Bobby Barnes, deputy chief executive of the Professional Footballers Association (PFA), said his members were being unfairly “demonised”.

  • Coronavirus: ‘Deadly resurgence’ if curbs lifted too early, WHO warns

Lifting corona virus lock down measures too early could spark a “deadly resurgence” in infections, the World Health Organization chief has warned.

Dr Tedros Adhanom Ghebreyesus said countries should be cautious about easing restrictions, even as some struggle with the economic impact.

Europe’s worst hit countries, Spain and Italy, are both relaxing some measures, while their lockdowns continue.

Globally there are 1.6 million cases of coronavirus and 101,000 deaths.

Speaking at a virtual news conference in Geneva, Dr Tedros said there had been a “welcome slowing” of the epidemics in some European countries.

He said the WHO was working with governments to form strategies for easing restrictions, but that this should not be done too soon.

“Lifting restrictions too quickly could lead to a deadly resurgence,” he said.

“The way down can be as dangerous as the way up if not managed properly.”

How are Spain and Italy easing curbs?

The government in Spain is preparing to allow some non-essential workers in sectors including construction and factory production to return to their jobs on Monday.

Spain recorded its lowest daily death toll in 17 days on Friday, with 605 people dying. According to the latest figures, Spain has now registered 15,843 deaths related to the virus.

However, the government has urged people to continue to uphold social distancing rules over the Easter long weekend.

In Italy, Prime Minister Giuseppe Conte extended the national lockdown until 3 May, warning that the gains made so far should not be lost.

However, a small proportion of businesses that have been shut since 12 March will be permitted to reopen on Tuesday.

Mr Conte specifically mentioned bookshops and children’s clothing shops, but media reports suggest laundrettes and other services may also be included.

  • Youngsters COVID-19 death sparks fear in Walewale

A 19-year-old man has died from the COVID-19 virus in Walewale in the West Mamprusi Municipality of the North East Region, sparking unease among his family and health workers.

The deceased who was said to be an asthmatic patient died on admission at the Walewale Government Hospital after a short illness.

He was confirmed positive after health officials suspected some symptoms of the virus on the deceased and sent samples to the Kumasi Centre for Collaborative Research (KCCR) for testing.

Graphic Online has gathered that the deceased had no traveling history before he was taken ill and was rushed to the hospital for treatment.

North East Region is the latest region to confirm a case of COVID-19 in Ghana. Ghana has officially recorded 378 COVID-19 cases as of April 9, 2020.

The West Mamprusi Municipal Chief Executive, Mr Issahaku Aremeyaw Somo who confirmed the incident to Graphic Online said the Municipal Emergency Response Team had begun contact tracing to identify all persons who might have come into contact with the deceased.

He said aside from that, the emergency ward of the Walewale Government Hospital where the patient was admitted to had been shut down for immediate disinfection.

Some staff who came into contact with the deceased were also being quarantined.

“We have put up efforts to contain the situation, so far we have begun contact tracing whilst the emergency ward of the hospital too has been shut down for immediate disinfection”, he said.

The death of the teenager has sparked fear and panic in the town as it has emerged that his body was released to the family for burial ahead of the confirmation of the test results.

Members of the family of the deceased have since been asked to self-quarantine as their samples are taken for testing.

  • Seven more cases push COVID-19 count in Eastern Region to 23

Seven more persons have tested positive for the coronavirus disease in the Eastern Region raising the count to 23.

These persons are under quarantine in the Lower Manya Krobo and 22 of them are Indians with one other being Ghanaian.

“On 10th April 2020, additional 7 positive results were received such that the total positive cases at AFCON camp B are 23,” a statement from the Eastern Regional Health Directorate said.

Indications are that there is some “heightened tension and anxiety at the camp” because the persons on quarantine are still not aware of the persons among them who are negative or positive.

The directorate also noted that “it is impossible to know what proportion of the 244 samples sent have been tested to yield the 22 positive results so far received.”

  • New Takoradi: Mother, two children die in fire on Good Friday

A fire outbreak on Good Friday has led to the death of a mother and her two children at New Takoradi, a fishing community in the Western Region.

The mother was in her early 30s and her children were aged one and the other eight months.

The deceased had gone to the affected structure to bath with her two children.

The Western Regional Fire Commander, ACFO Gaddiel Ebonyi, narrating the incident said some premix fuel kept close to the bathroom was being poured into another gallon not far from a coal pot and this triggered the inferno.

“Gallons of petrol are here, and they were pouring the petrol to another container and there was also a coal pot of fire somebody was cooking behind it. In a situation like this, there is no way the two can exist without the fire not coming into contact with that fuel.”

“So it is the business they were transacting that brought the fire. It is simply not good for petrol to be kept in the house, the best way is to get the fuel from the filling station. According to them, they also do some mixing which could be done at the sea shore.”

    ACFO Gaddiel Ebonyi-Fire Commander, W/R
    ACFO Gaddiel Ebonyi-Fire Commander, W/R

“So hoarding petrol in the house is not advisable at all. Please we should all stop doing things like that so we can protect our families.”

ACFO Ebonyi also said the fire service had a difficult time accessing the houses on fire due to the encroachment on the access road and urged the residents of New Takoradi to desist from such encroachment.

  • Nigeria: Buhari, Task Force meet to deliberate on possible nationwide lockdown

The President, Major General Muhammadu Buhari (retd.), on Friday, met with the members of the Presidential Task Force on COVID-19, led by the Secretary to the Government of the Federation, Boss Mustapha.

Buhari said this in a tweet on Friday.

He said the meeting held at the State House with members of the task force was on the national response to COVID-19.

The SGF had earlier said the task force would meet with Buhari to review the lockdown order in Lagos, Ogun and the Federal Capital Territory, The PUNCH reports.

The President, who had, on March 29, ordered the lockdown for an initial period of 14 days, did not provide any indication on whether or not the lockdown would be extended.

Those at the meeting included Mustapha, who is also the Chairman of the PTF; the Minister of Health, Dr. Osagie Ehanire; the Director-General of the Nigeria Centre for Disease Control, Dr. Chikwe Ihekweazu; and the National Coordinator in the fight against COVID-19, Dr. Sani Aliyu.

Buhari said, “The Presidential Task Force on Control of COVID-19 briefed me today. I remain very grateful for the hard work that they are putting into this national assignment. I have no doubt that with all these efforts, Nigeria will triumph over this pandemic.”

  • Coronavirus: Aggrey Memorial will not be used as quarantine center Angry Chief, youth protest

The Chief and people of Brafoyaw in the Central region have blocked the main entrance of Aggrey Memorial Senior High School to prevent any attempt by authorities to use the school as a quarantine center for COVID-19.

The Chief and some youth of Brafoyaw numbering about a hundred Saturday morning blocked the entrance and vowed to resist any attempt to use the school as a quarantine center.

According to the Chief of Brafoyaw, no school has been used as a quarantine center in the country and so, he does not see the need for authorities to start so in the central region.

Speaking on Accra-based Asempa FM on Saturday, 11 April 2020, the chief said the teachers and their families who live on the school campus will be at risk if the school is allowed to be used as a quarantine center.

He further said the people of Brofoyaw will also be at risk if any person from Aggrey tests positive and travels to his town with the virus.

He is, therefore, calling on authorities to use the Cape Coast sports stadium as the quarantine center rather the school.

“Why are they bringing people to be quarantined here in Aggrey? If any of them test positive we the people of Brafoyaw are not safe. They should take them to the Cape Coast stadium, besides, the teachers and their families who live in this school will also be at risk,” he stated.

So far, Ghana has recorded 378 COVID-19 cases with six deaths and four recoveries.

  • Coronavirus pandemic hits aid work, funding across sub-Saharan Africa

Desperately needed aid for millions of people across sub-Saharan Africa is under threat as the deadly Coronavirus pandemic sweeps a continent already facing a volley of crises.

In some cases social distancing measures and border closures are preventing workers from distributing aid.

In others, funding is under threat as agencies scramble to pool resources to fight the fast-ballooning COVID-19 outbreak on the continent.

Cameroon’s polio vaccination campaign has been suspended, while in Chad a measles vaccination programme has been postponed.

In Niger and Burkina Faso, where hundreds of thousands of people have been displaced by jihadist violence, flights bringing in humanitarian aid have been put on hold.

In the Central African Republic, where most of the territory is under the sway of armed groups, supplies of chlorine, needed to provide safe drinking water, are running low.

“Some programmes have slowed down or been temporarily suspended, but most humanitarian operations are continuing,” said Julie Belanger, head of the UN’s Office for the Coordination of Humanitarian Affairs for West and Central Africa.

“We are focusing on activities that are vital for survival, but we are also adapting our way of working,” Belanger told AFP.

The United Nations says about 76 million people in sub-Saharan Africa need aid to survive and protect their health.

The coronavirus pandemic could further threaten populations on the continent, which so far has at least 12,700 recorded cases and more than 650 deaths, according to an AFP tally Friday.

Organisations are quickly learning to change how they work to prevent the virus from spreading further.

In Niger, for instance, food handouts are being distributed in small groups in order to keep social distancing, said Jean-Noel Gentile with the UN’s World Food Programme.

“To reduce the frequency of food distribution, we are handing out two or three months of rations each time,” he said.

    ‘Humanitarian corridors’

One fear that NGOs and governments have is that aid workers travelling to isolated areas could bring the coronavirus with them.

In eastern Democratic Republic of Congo (DRC), the first case of the virus registered in Goma was that of a Nigerian aid worker.

Masks, gloves and protective clothing are required by some organisations — but the crucial gear is hard to find in many countries.

“This is already difficult enough in France — you can imagine how it is in the furthest reaches of the Central African Republic,” said Isabelle Robin of the French charity Action Against Hunger (ACF).

The closure of borders and restrictions on movement inside countries are additional obstacles to delivering aid.

As a result, NGOs everywhere are attempting to negotiate with authorities in Africa to allow “humanitarian corridors” or exemptions for their personnel.

    Money worry

But of all the problems for humanitarian work right now, “the biggest is financial”, said a UNICEF official in the DRC, pointing to the fact that donor attention lies elsewhere at the moment.

The United Nations has launched a $2 billion (1.83 billion euro) “global humanitarian response plan” on coronavirus, much of it earmarked for Africa.

Though Africa has not been hit as badly as most of the rest of the world, the pandemic is a growing threat, given the continent’s weak healthcare systems, entrenched poverty, poor sanitation and crowded slums.

There are concerns that funds received to deal with problems existing before the outset of the pandemic may now have to be rerouted.

That could be a harmful approach.

“It’s important that we don’t forget other needs,” said Maaike Hersevoort, head of the Doctors Without Borders mission in the Central African Republic, pointing to an outbreak of measles there.

    ‘Extreme distress’

In western and central Africa, the number of people needing aid has increased — even before the coronavirus hit the continent.

There are 44 million people in need this year, six million more than in 2019, according to UN projections.

In the Sahel region, food insecurity levels are rising and there are fears for the next harvest following a poor rainy season.

“We are especially concerned for the children, who become more vulnerable to illness when they are malnourished,” said Robin from ACF.

More generally, wellbeing in Africa could be hit by tough measures to stem the spread of COVID-19 — lockdowns mean that millions of people are unable to work, and thus likelier to sink further into poverty.

“We must not lose sight of the mid- and long-term impact of this crisis,” said Bruce Biber of the International Committee of the Red Cross in the Central African Republic.

“People have already been under great pressure for years, so it takes very little to push them into a state of extreme distress.”

  • Coronavirus: Nigeria grants amnesty to 2,600 inmates to curb spread

The Minister of Interior, Rauf Aregbesola has announced that the Federal Government has granted amnesty to 2,600 inmates.

A statement on social media revealed that the “amnesty will not apply to inmates sentenced for violent extreme offences”.

This is parts of efforts by the Federal Government to decongest the custodial centres and discourage the spread of COVID-19 in Nigeria.

The affected inmates includes: 1. Inmates that are 60years & above 2. Those suffering from ill-health likely to terminate in death 3. Convicts serving 3yrs & above & have less than 6mnths to serve 4. Inmate with mental issues 5. Inmates with option of fine not exceeding N50,000

The statement issued by the Ministry of Interior reads: “In a symbolic gesture of the amnesty given to the 2,600 inmates across Nigeria, 41 Federal inmates and 29 FCT inmates making a total of 70 inmates who met the above criteria will be released today from the Kuje Custodial Centre in Abuja.

“This amnesty will not apply to inmates sentenced for violent extreme offences such as terrorism, kidnapping, armed banditry, rape, human trafficking, culpable homicide and so on.

“The Governors of the 36 states under whose jurisdiction most of the inmates were incarcerated will complete the exercise in line with the federal principle”.

  • Coronavirus: US death toll passes 2,000 in a single day

The US has become the first country in the world to record more than 2,000 coronavirus deaths in a single day.

Figures from Johns Hopkins University show 2,108 people died in the past 24 hours while there are now more than half a million confirmed infections.

The US could soon surpass Italy as the country with the most coronavirus deaths worldwide.

But experts on the White House Covid-19 task force say the outbreak is starting to level off across the US.

Dr Deborah Birx said there were good signs the outbreak was stabilising, but cautioned: “As encouraging as they are, we have not reached the peak.”

President Donald Trump also said he expects the US to see a lower death toll than the initial predictions of 100,000 fatalities.

The US now has at least 18,693 deaths and 500,399 confirmed cases, according to Johns Hopkins.

About half of the deaths were recorded in the New York area.

Italy has recorded 18,849 deaths while globally more than 100,000 people have died with the virus.

Researchers had predicted the US death toll would hit its peak on Friday and then gradually start to decline, falling to around 970 people a day by 1 May – the day members of the Trump administration have floated as a possible date to start reopening the economy.

  • Liverpool legend Sir Kenny Dalglish tests positive for coronavirus

Liverpool legend Sir Kenny Dalglish has tested positive for coronavirus and is in hospital but is showing no symptoms, his family have announced.

Dalglish was admitted to hospital on Wednesday for treatment of an infection which required intravenous antibiotics.

The 69-year-old former Celtic and Scotland forward was routinely tested for coronavirus after being admitted.

“Unexpectedly, the test result was positive but he remains asymptomatic,” the Dalglish family said.

Dalglish won the Scottish league title four times at Celtic before moving to Liverpool in 1977. At Liverpool his honours included eight league Championships as a player and manager and three European Cups.

He also won the Premier League as Blackburn Rovers manager in 1995.

The statement added: “He would like to take this opportunity to thank the brilliant NHS staff, whose dedication, bravery and sacrifice should be the focus of the nation’s attention at this extraordinary time.

“Prior to his admission to hospital, Sir Kenny had chosen to voluntarily self-isolate for longer than the advised period together with his family. He would urge everyone to follow the relevant government and expert guidance in the days and weeks ahead.

“He looks forward to being home soon. We will provide further updates as and when it is appropriate.”

  • Coronavirus: Apple and Google team up to contact trace

Apple and Google are jointly developing technology to alert people if they have recently come into contact with others found to be infected with coronavirus.

They hope to initially help third-party contact-tracing apps run efficiently.

But ultimately, they aim to do away with the need to download dedicated apps, to encourage the practice.

The two companies believe their approach – designed to keep users, whose participation would be voluntary, anonymous – addresses privacy concerns.

Their contact-tracing method would work by using a smartphone’s Bluetooth signals to determine to whom the owner had recently been in proximity for long enough to have established contagion a risk.

If one of those people later tested positive for the Covid-19 virus, a warning would be sent to the original handset owner.

No GPS location data or personal information would be recorded.

“Privacy, transparency and consent are of utmost importance in this effort and we look forward to building this functionality in consultation with interested stakeholders,” Apple and Google said in a joint statement.

“We will openly publish information about our work for others to analyse.”

President Trump said his administration needed time to consider the development.

“It’s very interesting, but a lot of people worry about it in terms of a person’s freedom,” he said during a White House press conference.

“We’re going to take… a very strong long at it, and we’ll let you know pretty soon.”

The European Union’s Data Protection Supervisor sounded more positive, saying: “The initiative will require further assessment, however, after a quick look it seems to tick the right boxes as regards user choice, data protection by design and pan-European interoperability.”

But others have noted that the success of the venture may depend on getting enough people tested.

Apple is the developer of iOS. Google is the company behind Android. The two operating systems power the vast majority of smartphones in use.

Some countries – including Singapore, Israel, South Korea and Poland – are already using people’s handsets to issue coronavirus contagion alerts.

Other health authorities – including the UK, France and Germany – are working on initiatives of their own. And some municipal governments in the US are reportedly about to adopt a third-party app.

The two technology giants aim to bring coherence to all this by allowing existing third-party apps to be retrofitted to include their solution.

This would make the apps interoperable, so contact tracing would continue to work as people travelled overseas and came into contact with people using a different tool.

Apple and Google have been working on the effort for about two weeks but have not externally revealed their plans until Friday.

If successful, the scheme could help countries relax lockdowns and border restrictions.

    Phone-based matches

The companies aim to release a software building-block – known as an API (application programming interface) – by mid-May.

This would allow others’ apps to run on the same basis.

Records of the digital IDs involved would be stored on remote computer servers but the companies say these could not be used to unmask a specific individual’s true identity.

Furthermore, the contact-matching process would take place on the phones rather than centrally.

This would make it possible for someone to be told they should go into quarantine, without anyone else being notified.

  • Yacouba misses out on Medeama move over outrageous demand

Former Asante Kotoko striker Sogne Yacouba has missed a gold-coloured opportunity to fully fulfill his potential after his move to Medeama collapsed over an outrageous financial demand.

The 28-year-old failed to concretize a move to the most in-form Ghanaian Premier League side in the past two seasons.

He has now missed the chance to join the Mauve and Yellows – who are crafting a competent squad to challenge for the Premier League crown.

The Mauve and Yellows pulled the plugs over an outrageous $100,000 a year demand from the Burkinabe.

The two-time F Cup holders were hoping to pull a massive transfer coup by bringing the highly-rated striker to the mining town of Tarkwa.

But a sensational U-turn from the player scuttled the deal on Thursday night.

Both parties had reached a mutual agreement for the deal to be finalized but the player made a sensational U-turn on his financial entitlement to put the deal in jeopardy.

The club canceled a planned last minute meeting with the player and his representatives on Friday to bring a closure to his pursuit.

The deal has now been officially called off, GHANAsoccernet.com can confirm.

While Medeama officials have remained tight-lipped, GHANAsoccernet.com can report the Mauve and Yellows made a staggering offer for the player – but he shockingly changed his mind about the agreed amount which sparked outrage.

Yacouba was demanding for $100,000 a year contract- which the club deems ridiculous to cough up for a player at the twilight of his career.

The Burkinabe, who shot into prominence after his explosive performance for Kotoko in the CAF Confederation Cup two seasons ago, has now missed a golden chance to fulfill his potential with the ambitious Ghanaian side.

A GHANAsoccernet.com poll showed a significant 65.9% approval rate for the decision of the player to join Medeama.

With the suspension in Ghana and around the world due to the coronavirus outbreak, he will have to wait a little longer to get a new club.

  • Africa must get ready for post coronavirus impact Bawumia

As the Coronavirus pandemic continues to spiral across the globe, Vice President Dr. Mahamudu Bawumia has urged African countries to get ready for a radical change in global economic outlook.

Dr. Bawumia took to his Twitter to anticipate the impact of COVID-19 on economies and therefore raised concerns on the need for countries in Africa to get ready.

Ken Ofori- Atta calls on China to help Africa

China must do more to help ease the debt burden of African countries facing economic calamity due to the coronavirus pandemic, Ghana’s finance minister has said.

Africa accounts for just a fraction of global cases of the disease, but its countries are already feeling the impact, with the continent’s economies expected to contract, putting about 20 million jobs at risk.

“My feeling is that China has to come on stronger,” Ken Ofori-Atta said during a conversation on Monday with Masood Ahmed, president of the Washington-based Center for Global Development (CGD) that was posted on the think tank’s website.

“African debt to China is $145bn or so, over $8bn of payments is required this year … So that needs to be looked at.”

African governments are calling for $100bn in assistance, including support for a moratorium on all external debt and eventually, some debt write-offs.

  • Guidelines to access govt’s GHC600m stimulus package

Deputy Minister for Finance, Mrs. Abena Osei Asare has laid down the guidelines to be followed by small scale businesses that want to access the government’s GHC600 million stimulus package.

This package forms part of the various interventions made by the government to mitigate the adverse impact of the COVID-19 outbreak on businesses, individuals and households.

The GHC600m soft loan scheme will have a one-year moratorium and two years repayment plan.

Deputy Minister for Finance, Mrs. Abena Osei Asare explained that there are some criteria for the said package and businesses will need to meet the requirement.

According to her, a business or an individual must first be associated with a recognized trade group, have a Tax Identification Number (TIN) and also own either a bank account or a mobile money account.

“There are three things that everybody who hopes to qualify for such relief should have.”

“One is that you should belong to a recognized trade association; two is that you should have a tax identification number (TIN) and then three you should have a bank account or a mobile money account. These are the three basic things that we will be looking out for,” she said.

“But the criteria for identifying these beneficiaries will be developed by NBSSI, so they will roll those out in conjunction with the rural banks. We think that to manage these things effectively or to implement it effectively, we should establish a steering committee chaired by both the Ministry of Finance and the Ministry of Trade and Industry,” she stated.
