  • NRSC engages stakeholders on Regulations, 2020

Mr David Adonten, the National Director for Planning and Programmes at the Road Safety Commission has called on the leadership of political parties to infuse messages of road safety in their political campaigns to avoid crashes during such political seasons.

He noted that party faithful had over the years overlooked safety on the road and used motorbikes and other means of transportation to cause avoidable offenses which were sometimes deadly.

Mr Adonten added that as 2020 was an election year, it would be prudent on the part of party leadership to preach the message of safety at any given opportunity.

The Director of Planning and Programmes was speaking in an interview with the GNA, after a Regional Stakeholders Consultative workshop on the drafting of the Legislative Instrument to regulate road transport operations across the country.

Mr Adonten mentioned that from January to May this year, about 900 lives were lost to motor crashes and therefore urged drivers to be careful on the road especially during rains, where motor crashes were rampant.

He said the L.I would help reduce wrongful placement of Bill boards by assemblies on the road, work with DVLA to check vehicles imbalances among other things.

He stated that road safety continued to be a shared responsibility on the part of all stakeholders including; the Media, Police, Pedestrians, DVLA and driver unions, hence the Consultative workshop to gather their inputs to help frame out a more refined instruments for the sector.

The regulations 2020 will consider road safety initiatives, advertisements, programmes and campaigns, crash and systems of investigation, fund management, audit certificate and approvals and road safety audit fees.

The rest are inspection and compliance notices, road safety standards, registration and licensing of transport operations.

  • NPP is generating more anger by their schemes to suppress votes – Ablakwa

Member of Parliament for North Tongu Samuel Okudzeto Ablakwa has opined that the ruling New Patriotic Party (NPP) fears of the defeat they will face in the upcoming 2020 polls hence their agenda to have a new register compiled.

The legislator in a post said the NPP has realised Ghanaians are angry and want them out of office and because of that they are afraid.

He was also happy civil society groups, chiefs, health professionals and other individuals supported the call to have the EC rescind the decision to compile a new register.

In a post he shared on his Facebook wall the MP said: “So what the NPP really fears is the anger and deep disappointment of the Ghanaian people and not a so-called discredited voters register.

By scheming to suppress votes and to disenfranchise many more, the NPP is rather generating more anger and incurring the wrath of an already disenchanted people.

To the forces seeking change, instead of feeling down by the setback at the Supreme Court yesterday, we should rather be motivated by the morbid fear of the NPP for the people who have been at the receiving end of their inimical policies.”

    Read his full post below:

Never in the entire history of the world has a political party been so scared to death of the very voters register that brought it to power.

One would have expected that the NPP will act as the apostles of the credibility of the current register so as to uphold their own legitimacy but clearly they are haunted by a far bigger existential threat.

That existential threat emanates from the bad governance, broken promises, unbridled nepotism and massive corruption that has defined this regime.

So what the NPP really fears is the anger and deep disappointment of the Ghanaian people and not a so-called discredited voters register.

By scheming to suppress votes and to disenfranchise many more, the NPP is rather generating more anger and incurring the wrath of an already disenchanted people.

To the forces seeking change, instead of feeling down by the setback at the Supreme Court yesterday, we should rather be motivated by the morbid fear of the NPP for the people who have been at the receiving end of their inimical policies.

We should also be motivated by the impressive number of Ghanaians and groups including chiefs, university lecturers, doctors and other health workers, organized labour, the clergy, CSOs and a host of others who publicly supported and aligned with the compelling case the NDC made.

We should also not be oblivious that there is always a political price to pay for intransigence and treating the masses with contempt.

That price will be in the minds of all those who spoke out and the many appalled silent observers when they risk their lives to register from Tuesday as our Flagbearer, John Dramani Mahama has pointed out.

President Akufo-Addo can deploy the full compliment of the Ghana Armed Forces in the Volta Region beyond the current shameful deployment but all that cannot stop a determined people. Perhaps, President Akufo-Addo needs lessons on the fate of Torgbui Agorkoli when the latter attempted to oppress the Ewe people.

The NPP underestimates what it is asking for when it continuously annoys the masses, risks their lives during a pandemic and uses intimidation tactics on voters. Ghanaians love it when you dare them and just when you think your machinations have succeeded. As the Osagyefo Kwame Nkrumah succinctly put it: “Ghanaians are not timid people as has been suggested in the foreign press. Far from it. They may be slow to anger & may take time to organise & act. But once they are ready, they strike and strike hard. It pays no one to tamper with Ghanaian freedom & dignity”.

  • Japan donates $2.2m to fight locust invasion in South Sudan

The Japanese government has donated $2.2 million to the fight against locust invasion in South Sudan.

In a statement on Wednesday, Japan’s Foreign Ministry said the funds are meant to mitigate damage caused by the desert locusts.

“In South Sudan, there are concerns that the country will face a serious food crisis due to the locusts’ damage in addition to the damage caused by the flood since last year. It is expected that the provision of relief assistance will improve the nutritional condition of approximately 49,900 people,” read the statement.

Sudan will also receive $1.7 million grant aid while Uganda will get $600,000.

A swarm of crop-eating locusts descended on South Sudan’s Magwi County, bordering Uganda in February, according to then Agriculture and Food Security Minister, Onyoti Adigo.

In response, the country representative of the United Nations Food and Agriculture Organisation said the institution immediately placed together 1,000 back sprayers to counter the invasion.

  • Ivory Coast begins cleanup after deadly floods

A clean-up has begun in Ivory Coast’s main city of Abidjan after floods triggered by torrential rains left streets and houses underwater and at least three people dead.

Local residents said three hours of heavy rain on Thursday caused waters to surge by one and half metres in the space of 30 minutes, forcing some to take refuge on the roofs of buildings.

The Ivorian fire service is helping with the rescue and clean-up operation.

Last week, 16 people in the city died after heavy rains prompted mudslides.

Floods and landslides are common during Abidjan’s rainy season, which begins in May and usually lasts until the end of July.

  • I am ready to invest in football Wontumi

Businessman and Politician, Mr. Bernard Antwi Boasiako, widely known as Chairman Wontumi has said that he is ready to make an investment into football in the country.

  • Liverpool win Premier League to end 30-year wait for top-flight title

Liverpool’s 30-year wait for a top-flight title is over after Manchester City lost 2-1 at Chelsea to confirm the Reds as Premier League champions.

Jurgen Klopp’s side needed one victory to seal the league but City’s failure to win means they cannot be caught.

It is Liverpool’s 19th top-flight title and their first since 1989-90.

But, despite waiting three months to celebrate this moment because of coronavirus, fans have been urged to “stay home” by the city’s metro mayor.

As the global pandemic disrupted life in England and led to the suspension of the Premier League, Reds supporters endured a nervous wait to see how the league season would be concluded, with some early suggestions it might have been declared null and void, thus wiping their remarkable efforts from the record books.

Thankfully for them, this did not come to pass, with the Premier League returning to action this month, enabling them to cap their stunning success.

However, because of the measures put in place in response to the virus, the Reds will not be able to celebrate their long-awaited success with their supporters immediately, at least not in the traditional sense.

As with Wednesday’s impressive 4-0 win over Crystal Palace, when they next play at Anfield, against Aston Villa on Sunday, 5 July – and for their two other remaining home games – it will be behind closed doors.

As things stand it also seems unlikely they will be able to partake in any of the usual public events in Liverpool, such as an open-top bus parade around the city.

By quirk of fate, though, the next time they take to the field will be at the side they have beaten to this season’s title and who pipped them so narrowly last campaign, Manchester City.

  • Arsenal boss Arteta lauds Nketiahs maturity after Southampton win

Arsenal manager Mikel Arteta has heaped praises on Eddie Nketiah for his strong mentality after scoring against Southampton in the Premier League on Thursday.

Nketia netted for the Gunners in their 2-0 win at the Saint Mary’s stadium to bring an end to their two-game losing streak.

The victory moved them up to ninth in the table with 43 points after 31 matches played this far.

“Eddie, since I joined, the maturity and the personality that he plays every game with is incredible,” Arteta said during the post-match as reported by the Arsenal website.

“I demand a lot of our forward players to put the opponent under pressure and they’ve done it. A lot of the goals we score are because of the errors that we force on the opponent.

“In that heat, to keep chasing players and putting them under pressure, sometimes it’s not a really nice thing to do.

“But obviously when you get a goal from the mistakes they’ve made – which could have caused a few more goals – it’s really important. It generates belief in what they do and it pays the price for the effort.

“I am happy with Eddie, the way he’s played again today, but I’m happy in general with the team. I’m really happy with the subs, the way they came in and helped the team together with the result and the attitude that they showed.”

Nketia has now scored six goals this season – with four of them coming for the London based side, and two coming for Leeds United.

  • Akufo-Addo commissions Suhum overpass tomorrow

President Nana Addo Dankwa Akufo-Addo will on Friday morning commission the Suhum overpass on the main Accra-Kumasi Highway in the Eastern Region.

The project, including the overpass and the Apedwa Junction to Nsawam dual carriage road, funded by the Government of Ghana was first awarded to a Chinese Construction company, CWE- China International Water and Electricity in 2008 for GH¢150 million, to be completed in 3 years by the Kufuor administration.

But the project was abandoned by the Mills-Mahama administration during their term in office.

The Minister of Roads and Highways, Kwasi Amoako Atta two years ago attempted to commission the overhead but the residents in Suhum protested and it was halted.

Their concerns were about their safety, especially that of their children who cross the road on a daily basis to and from school.

The residents noted that there were no speed ramps, no streetlights, no reflectors and no pedestrian footbridge at the intercession to guarantee their safety.

In an efforts to complete the project, a sod-cutting ceremony took place last year to complete the second lane of the 32-kilometre Kwafokrom-Apedwa section of the Accra-Kumasi highway.

The GH¢333 million project undertaken by China International Water and Electric Corporation is expected to be completed within this year.

So far, the project is almost at its completion stage as the contractors have started laying asphalt on the second phase which would soon be opened for the free flow of traffic.

The Minister for Roads & Highways, Kwesi Amoako-Atta, who cut the sod at Suhum-New Station, reiterated that President Akufo-Addo had taken a bold decision adding that massive road projects would be seen at the end of his first term in office.

He pointed out that the Accra-Kumasi dual carriageway was originally scheduled to be completed within 36 months after ex-President Agyekum Kufuor cut the sod in 2008, however, after 10 years, the project was yet to be completed.

Mr Amoako-Atta emphasized that governance is continual and erstwhile projects should be continued even when there is a change of government.

After the commissioning of the overhead which the contractors have given the government the green light, the Road Minister will also embark on a tour and inspects some of the ongoing roads projects in the Region.

  • Smokers increase their risk of coronavirus complications – NACOC

Mr Issahaque Bakuri, the Upper West Regional Head of the Narcotics Control Commission (NACOC), has indicated that people who smoke substances such as marijuana increase their risk of suffering from the novel Coronavirus (COVID-19) complications.

He said tetrahydrocannabinol (THC), an active ingredient in marijuana, for instance, had adverse effects on the lungs of people who smoked the substance and leads to coughing and breathing difficulties, which were also symptoms of the COVID-19.

Mr Bakuri said this in an interview with the Ghana News Agency (GNA) in Wa on Thursday in relation to the World Drug Day.

The United Nations (UN) had set aside June 26 every year as World Drug Day to create awareness of drug trafficking and the dire effects of drug abuse on the health and well-being of individuals, their communities and the nation at large.

This year’s commemoration on the theme: “Better Knowledge for Better Care”, was geared towards enhancing understanding of the world drug problem and fostering greater international cooperation toward averting its impact on people’s health, governance and global security.

Mr Bakuri said some people had the notion that smoking could help cure COVID-19 patients or protect one from contracting the virus, which he said was false.

“There has not been any scientific research to prove that smoking marijuana could cure the virus. The fact is that smoking marijuana or any other drug affects the lungs and we are aware of how the virus also affects the lungs, so smoking marijuana will cause more health complications and put your life at risk in case you are infected with the virus” he explained.

The NACOC Regional boss said people engaged in drug abuse due to the misinformation they received from their peers regarding these drugs.

He said in the Upper West Region, for instance, the most abused drug was marijuana because it was produced locally, readily available and cheaper as compared to other substances such as cocaine and heroin, which were imported and expensive.

Mr Bakuri explained that drug abuse could lead to a surge in criminal activities such as armed robbery as it was financially demanding for people who were addicted to such drugs to satisfy the continues urge to take them.

He said drug addicts were also susceptible to be used to incite violence in society and by politicians to scare their political opponents, and said this was detrimental to national security.

On the cultivation of cannabis in Ghana, Mr Bakuri said it was illegal and a criminal offence for any person or groups of persons to own, cultivate, grow or harvest any plant that could be used as a narcotic without lawful authority.

“However, the Minister of Interior, on the recommendation of the Commission may grant a license for the cultivation of cannabis which has not more than 0.3 per cent THC content on a dry weight basis for industrial purposes of obtaining fibre or seed or for medicinal purposes and not for recreational use”, he added.

He said as part of efforts to help reduce the menace of drug abuse, the Commission had embarked on public sensitisation drive in schools, communities and through the media on the effects of drug abuse.

Mr Bakuri said getting the people to be well informed about the dangers of engaging in drug abuse could help them to stop, and urged those who were engaged in drug abuse to desist from the act as it was harmful to their lives.

  • Final year student dies in car crash on way back to school

A motor vehicle accident on the Obogu-Banso road near Juaso in the Asante Akyem South District of the Ashanti Region has claimed the life of a female WASSCE candidate.

Esther Nyamekye, 23, a student of Ofoase Senior High Technical School at Juaso, was killed in the accident at about 15:00 GMT on Tuesday, June 23.

She was part of four occupants of a Chevrolet Matiz Taxi cab with registration number GR 5188 18 while returning to school to prepare for her exit exams —after spending nearly four months at home following a Covid-19 shutdown.

  • Act as specimens – Speaker fells losing MPs

The Speaker of Parliament, Professor Aaron Mike Oquaye, has advised Members of Parliament (MPs) who lost in the New Patriotic Party (NPP) internal race to maintain high spirits and find a renewed sense of purpose for their work in the legislature.

According to him, the stress of losing an election though can take a heavy toll on overall mental and emotional health of an individual, one thing we should all realize is that sometimes you lose and sometimes you win.

Addressing MPs on the Floor of Parliament on Tuesday, Prof. Oquaye said “legislators must act as specimens and assume circumspection in all we do and all that we say is good to the hearts.”

The Speaker was reacting to the outcome of the NPP primaries in which 40 incumbent MPs, including leaders of committees, were defeated.

“In politics, we know there is a political class and when you talk about that group of people it affects both the Majority and Minority at any given time because those are the people who are in politics and the game of politics,” he said.

“I pray that we conduct our affairs in that manner for the rest of the people. For those who won, congratulations! Those who did not, better luck next time,” consoled.

“We are in a very difficult situation and, in fact, one thing we should all realize is that sometimes you lose and sometimes you win,” he added.

“Once you win a fight (today), be prepared to lose one someday and that is the name of the game. In fact, if nobody lost, nobody would be here (Parliament),” he pointed out.

“For our colleagues, let us cool them down and let them know that we understand the enterprise of politics and that itself is good for the political hemisphere or peace and posterity. The work of Parliament should proceed unabated,” he stressed.

The Speaker, who is a professor of political science, added “for both sides, if you perform well in this honourable House your leaders and members will know and good things will await you.”

The Majority Leader, Osei Kyei-Mensah-Bonsu, took the opportunity to formally congratulate all his colleague members of the House who were successful in the 2020 primaries of the NPP.

“Having successfully crossed the first hurdle, it is my fervent hope that we shall work conscientiously towards a decent, free and fair elections devoid of violence and acrimony, come December 7, when we all return to the polls,” he emphasized.

The Minority Leader, Haruna Iddrisu, also congratulated “the survivors of the tsunami or tornado in the competitive democratic politics of the NPP.”

“For those who were unable to make it, better luck next time,” he stated, and added that there was a concern over whether the MPs or the government was unpopular or money was popular in the internal polls.

He said there has not been a year that the NDC has been able to fulfill their manifesto promise.

  • Experienced MPs must be retained – Kweku Baako

Editor-in-Chief of the New Crusading Guide newspaper, Kweku Baako Jnr has supported the call by Majority Leader in Parliament, Osei Kyei-Mensah-Bonsu that there should be a mechanism to protect experienced Members of Parliament (MPs).

The Majority Leader was worried that some competent MPs lost their seats during the New Patriotic Party (NPP) primaries on Saturday, June 20, 2020.

Forty (40) sitting Parliamentarians lost their seats during the primaries and to the Majority Leader, it’s a setback as it impedes the effectiveness of work in the House of Legislature.

He has therefore called on the NPP to institute an in-built mechanism to protect experienced MPs and hopes the situation would strengthen the democratic dispensation.

“The longer one stays in Parliament, the better a material he or she becomes,” he said.

Kweku Baako, also speaking on Peace FM’s ”Kokrokoo” on Wednesday, shared the sentiments of the Majoriy Leader as he equally believes retaining sitting MPs with rich experience in Parliamentary affairs will help improve the House.

According to him, he doesn’t subscribe to the notion that experienced legislators should be ousted from Parliament for competition sake.

“Parliamentary experience, expertise can and must be retained to a balance. Because it’s a democratic competition, it’s a tight rope that we’re walking…I’m not one of those that because it’s competition, just go out there ensure that the experience that has been gathered can be completely lost because of one election. No! Every serious political party must begin to find ways and means of walking this tight rope and do it well. Do it long before primaries, create certain structures, create certain understandings and retain some experienced legislators. It’s critical.”

He noted that in some legislative jurisdictions, Parliamentarians stay as long as 40 years or more and added that drafting laws is a skill that is not developed in a day.

“Already we have a problem with this executive fusing with the legislator; we already have that problem. Then, when you have a situation where experienced legislators leave, an overbearing executive will have much more room to manipulate the legislature. [2] Drafting laws is a skill and that also could suffer,” he said.

  • Kevin-Prince Boateng blasts FIFA over a ‘joke’ with racism fight

Ghanaian international Kevin-Prince Boateng blasted the world Football governing body FIFA following their “joke” with the fight against racism. The Besiktas forward recounted his bad experiences when he became a victim of the act, saying FIFA valued the VAR more than fighting racism canker.

Boateng hit the headlines in 2013 when, while still serving AC Milan, he left the field after racist insults and his teammates followed. As a result, he repeatedly campaigned against discrimination: “I would become a kind of ambassador in the fight against racism.”

At the time, however, his action had no long-term consequences: “At that time I thought that something would finally change. I really thought so. FIFA invited me to meet Joseph Blatter, who asked me: ‘What can we do?’ Then FIFA installed an anti-discrimination task force and invited me to be part of it. It seemed perfect. ”

Less than three years later, however, this was history. “In September 2016 I received an email from FIFA that I will never forget. It basically said: ‘The task force has achieved its goal. We have done our job.’ You closed the task force and I called my adviser and said, “This is a joke, what have you accomplished? What have you done?”

He also believes that FIFA only installed the task force to keep up appearances. “I can only guess that it is more important to them that a VAR tells us whether the ball is in goal instead of fighting racism. […] It just doesn’t bring more people to the stadium. It doesn’t do the big thing Money one. ”

In an emotional article in The Players’ Tribune . The former Bundesliga player however made a clarion call on his “white brothers and sisters” to come together to end the discriminatory act.

The former Milan star believes the world can afford to live “in nice houses” if all will come together to fight the menace that has received widespread condemnation.

“White brothers and sisters, you are the ones who can change the world. We need you. Especially now. You have to help us,” Boateng writes.

“Some say: ‘Yes, but every life counts.’ Of course, every life counts, but the black church is on fire, so if my house is on fire and yours isn’t, which one is the most important? Exactly. So help me put out the fire and we can both live in nice houses. ”

Football in Germany was dominated by the fight against racism on match day 30 and after the death of African American George Floyd during an arrest and the subsequent unrest in the USA. The pictures of a silent protest.

In his opinion, everyone would be able to do something. “A white friend of mine said that he didn’t want it to look like he was just jumping on the train. And I said: ‘But that’s exactly the train you want to jump on! Because this train will be the one Change world! ‘”

A friendly in 2013 between AC Milan and Italian lower division club Pro Patria got suspended after players walked off because of racist chants.

Kevin-Prince Boateng, then playing for Milan, sparked the walk-off by picking up the match-ball midway through the first half and kicking it into the crowd.

The Ghana international then removed his shirt and was followed by both sets of players and officials, a move which was praised by then Milan owner Silvio Berlusconi Boateng.

  • South Africa’s government to borrow $7 billion as debt rises

Finance Minister Tito Mboweni says government will need to borrow US$7 billion from international finance institutions as one of the measures to cover the budget hole brought about by South Africa’s response to the COVID-19 pandemic.

Also, measures and reforms would need to be implemented to narrow public debt post the pandemic, including a restrain on spending and improving revenue collection.

Mboweni said this when he tabled the National Treasury’s supplementary budget in the National Assembly on Wednesday.

He announced a projected total consolidated budget spending, including debt service costs, that will exceed R2 trillion for the first time ever.

“Our early projection is that gross national debt will be close to R4 trillion, or 81.8 percent of GDP by the end of this fiscal year. This is compared to an estimate of R3.56 trillion or 65.6 percent of GDP projected in February.

“Without external support, these borrowings will almost entirely consume all of our annual domestic saving, leaving no scope for investment or borrowing by anyone else. For this reason, we need to access new sources of funding.

“Government intends to borrow about US$7 billion from international finance institutions to support the pandemic response. We must make no mistake, these are still borrowings. They are not a source of revenue. They must be paid back,” he said.

To respond to the pandemic, President Cyril Ramaphosa announced a R500 billion relief package.

To limit the impact of the pandemic on the economy, the Reserve Bank has reduced the repurchase rate to 3.75 percent, its lowest level since 1973, providing relief to indebted households and businesses. Banking-sector regulations have been eased to encourage lending. Banks have provided R30 billion of relief to customers.

According to the Supplementary Budget review, government’s R500 billion fiscal relief package provided significant support to households and businesses.

“But government’s weak fiscal position going into the crisis means that it cannot afford to fully offset the effects of the pandemic,” the National Treasury said.

Spending restraint, improved revenue collection to stabilise debt.

The National Treasury said in its Supplementary Budget Review that narrowing the budget deficit and stabilising the debt-to-GDP ratio require continued spending restraint, economic measures to boost long-term growth and reforms to state-owned companies to reduce their reliance on public funds.

“Additional tax revenue should come primarily from improved tax collection as enforcement is strengthened to enhance compliance, alongside other revenue measures.

“In the long term, South Africa needs sustainable public finances to support highly redistributive spending on education, healthcare and social welfare. By increasing confidence and investment, fiscal sustainability promotes,” the National Treasury said.

  • Joseph Aidoo puts breaks on Januzaj & co as Celta Vigo clinch vital win at Real Sociedad

Ghana defender Joseph Aidoo was at his usual best as he played a significant role in Celta Vigo’s victory against Real Sociedad in the Spanish La Liga on Wednesday.

Coach Oscar Garcia recalled Aidoo back into the starting line-up after dropping to the bench in their 6-0 win against Deportivo Alves over the weekend.

The Sky Blues secured a vital 1-0 win at Real Sociedad at the Reale Seguros Stadium to boost their LaLiga survival chances.

The deciding moment of the match came just before the break when Iago Aspas was tripped by Diego Llorente inside the penalty area.

Celta’s captain took the spot-kick himself and scored, sending Alex Remiro the wrong way.

After the break, La Real dominated much of the possession, with Adnan Januzaj looking their most dangerous threat cutting in from the right.

However, the visitors held on to secure a crucial three points to move seven points clear of Real Mallorca in 18th place.

Aidoo lasted full throttle of the match.

  • COPEC calls for a review of the deregulation policy in fuel pricing

The Government of Ghana in June 2015 put in place a deregulation policy that had the expectation of allowing marketers and importers of petroleum products to set directly their own prices based on import parity costs, taxes, and margins.

However, the Executive Secretary of the Chamber of Petroleum Consumers Ghana (COPEC Ghana), Duncan Amoah has said that the deregulation policy has only brought benefit to the Government and not the populace and as such the policy needs to be reviewed.

Speaking in an interview with Samuel Eshun on the Happy Morning Show, he explained: “Up till now the benefits we derive from the deregulation is that the country has distanced itself from fuel pricing. The government does not come into debt through the subsidies it places on fuel prices because it has been deregulated.

Today if you go to the market, you will get different prices from different oil companies which have not been of benefit to the ordinary person. If you own a car, you may have the option of where to buy your fuel. But the public transport operator does not have that option.

So you cannot quantify or see the real benefit to the ordinary Ghanaian. This is because transport fares are across the board. For example, if the fare from Madina to Legon is GH?1.00, it is the same price for everyone although someone may buy their fuel at a lesser price than the other.”

He added that the deregulation system had created disparities both in pricing and quality of fuel and that has been of no benefit to the end-user.

Duncan Amoah advised that there needs to be a solution that will allow an average market price for everyone to benefit from.

“I think we will have to have that conversation another day on whether we are to continue with the deregulation or we find a solution so that we can have average market pricing for everybody so that we strike out the dynamics and help everyone in the country”, he added.

  • Rent bill before cabinet for approval

The Minister for Works and Housing, Samuel Atta Akyea says due to the shortcomings of the existing Rent Act, 1963 (ACT 220), which does not significantly address current challenges of rental housing in Ghana, a new Rent Bill (Rent Bill, 2020) has been prepared and presented to cabinet for approval.

Addressing the media in Accra this morning, the Minister said the review of the existing rent act is intended to safeguard the rights of vulnerable tenants who have constantly been outpriced by the uncontrollable hikes in the cost of renting accommodation in the country.

“The Bill seeks to ensure that, property developers are not discouraged from investing in the housing industry by rigid rent control mechanisms that suppress chargeable rent to artificial levels. Currently, the Bill is before Cabinet for approval,” the minister said.

The minister, therefore, called on landlords and tenants to be law-abiding more than ever considering the strain COVID-19 pandemic has had on the rental housing market in the country.

“Although the review of the existing Law is on-going, let me reiterate that the law governing the landlord-tenant relationship has not been suspended”.

The bill, when approved will mitigate the seemingly unfair practices of some landlords such as wrongful termination of contracts, eviction, and other outrageous demands for rent advance. This will bring some sanity to the rental system. Atta Akyea further announced that the Real Estate Bill, 2020, which seeks to establish the Real Estate Agency has been finalised and submitted to Parliament. He said the bill, when passed, will regulate real estate agency practices, real estate commercial transactions including the sale, purchase, rental, and leasing of real estate and related fixed assets.

Other bills that are at various stages of implementation according to the minister are Condominium Bill, Architects Bill, and the Ghana Hydrological Authority Bill.

  • Tema private schools record better results than public schools in BECE

Private basic schools in the Tema Metropolis in 2019 recorded better results in the Basic Education Certificate Examination (BECE) than their counterparts in public schools as 87 per cent of their 1,800 candidates passed.

Public schools in the Metropolis, on the other hand, recorded an unimpressive 56 per cent pass out of the 2,014 candidates they presented.

The Metropolis, according to statistics presented by Mr Felix Mensah Nii Anang-La, Tema Metropolitan Chief Executive, at a General Assembly Meeting, revealed that the area achieved a total of 71 per cent in the 2019 BECE.

He said, to improve the situation in subsequent exams, the TMA had instituted a number of mitigating strategies such as intensifying supervision teaching and learning process at the basic schools, provision of learning materials.

  • Its time we end the era of appointing MPs as ministers – Ras Mubarak

The Member of Parliament for Kumbungu constituency, Ras Mubarak has underscored the need for Ghana to review the provision that enjoins the president to appoint MPs as Ministers.

He argued that some MPs are only interested in getting ministerial appointments and thus neglecting their core function as lawmakers, a situation he said weakens parliament.

The MP was of the view that Ghana needs a clear separation of powers between the executive and the legislature.

To the legislator, parliament ought to be able to be independent enough to put the executive to check.

He said we need to change the constitution so we will separate the legislature from the executive.

He used Kenya as a case study where he said Kenya was formally practising this system but abandoned it after realising it was not helpful.

Mr. Mubarak stressed a clear separation of the legislature from the executive is more beneficial to the country than carries more benefits and will contribute more to the development of the nation.

Article 78 (I) of the 1992 constitution states, “Ministers of State shall be appointed by the President with the prior approval of Parliament except that the majority of Ministers of State shall be appointed from among members of Parliament.”

But Ras Mubarak says Ghana needs an independent legislature to hold the executive to account. “When we are able to do this, it will lead to checks and balances”.
