  • Find other ways to quicken voting process, not reducing duration Otukunor to EC

The National Democratic Congress (NDC) has urged the Electoral Commission to reconsider its plans to review the duration allowed for voters to cast their ballot downward.

The EC is considering reducing the duration by an hour to improve the security and speed of the polling process.

Traditionally, polls open at 7 am and close at 5 pm.

Ghanaians urge EC to enforce electoral laws

But Deputy General Secretary of the NDC, Peter Boamah Otukunor, in a Citi News interview said the EC should be exploring more sophisticated measures to quicken the polls.

“How can you suggest that [because] people stay in the queue after 5 pm the best way to solve it is to reduce the time for voting?”

“We should look at more sophisticated ways of quickening the voting process so that the voting process will not be cumbersome so that people can vote quickly, rather than reducing the time.”

On the other side of the political divide, the New Patriotic Party (NPP) Director of Elections, Evans Nimako welcomed the move on behalf of his party.

But he called on the EC to consult stakeholders on the matter.

Minority wants Electoral Commission to improve data system

Evans Nimako, who declared support for the decision, advised advice from all interested parties before coming to a conclusion on the issue.

“I think for us at the New Patriotic Party, this would be welcoming news because it is important that the management of election day voting activity is looked into properly. However, it also critical that the Electoral Commission will extend the consultation so they should come to the platform for stakeholders to have their input.”

  • Dilapidated clinic leaves Yagaba residents walking 50km to nearest facility

Residents of Yizesi, the largest community in the Mamprugu in the Moaduri district are struggling under difficult circumstances to access basic health services due to the deteriorating state of the only health centre in there.

Despite a recommendation by the World Health Organization that says people should not travel over eight km to access a health facility, residents of this community and surrounding remote areas, travel about 50km to the nearest clinic in Sandema in the upper east region to reach primary care.

Their only facility serving a total of about 15,000 people in over 10 other communities is currently in shambles due to years of neglect.

Constructed in 2001 by an American family, the facility has seen no renovations and logistics have been in short of supply.

Deep cracks have separated parts of the building with leaking and rotten ceilings all taken over by bats and spiderwebs. Power cables and insulations in the rooms were all disconnected with windows panes removed and replaced with dirty clothes.

The beds are broken down and labour patients are mostly required to come along with their own mattresses or risk sleeping on the cracked floor after treatments.

Patients are treated outside except a small single bedroom for maternal care and most people sit in wooded chairs to receive diagnosis and treatment.

Health authorities in the district have decided to fumigate the facility at a cost of ¢5000 but lack of funds is delaying the treatment exercise.

In addition to shortages of essential medicines, droppings of the bats have left a foul smell all over the facility, forcing many of the poor residents to delay or forgo their health needs.

When JoyNews visited the facility, the staff showed us around ad discussed the challenges but they declined to be identity or comment on records due to sanctions from superiors.

They said all the challenges had been reported to authorities.

However, some residents and patients relatives spoke to JoyNews about the almost inaccessible healthcare services in the area.

Faiza Musah, 33, who brought her sick mother to the facility, lamented over the condition of the facility and called on authorities to renovate the building and provide medical supplies.

Mahama Zeinabu said she would have taken her money to Walewale or Kubori if she had options.

Another resident, Aminu John, said the challenges of the facility are numerous and expressed concern over the stench in the facility.

He also appealed for immediate renovation works to ensure effective healthcare delivery.

The Assemblyman, Abdulai Rahman, said many people continue to die due to lack of emergency drugs such as snake antivenin, pneumonia bills and general anaesthesia.

He stated the facility was a referral centre for about 12 communities but the bad nature of the building embarrassed his position as the assemblyman because “all the things that are needed to deliver quality healthcare are scarce”.

JoyNews contacted the District Health Director, Titus Nmini, who confirmed knowledge about the situation and said the directorate had sent out assistance requests to NGOs to help them fumigate the facility.

While access to medical care does not guarantee good health, access to healthcare is critical for a population’s well-being and optimal health.

However, villages in Mamprugu Moaduri district are so impoverished that most of the health posts do not have medicines or medical workers, let alone doctors.

People often die from diarrhoea and malnutrition which can be treated with ordinary medicines and proper health advice, and nothing has changed, even today, the people continue to suffer like they did several decades ago.

This district is always cut off during wet seasons due to bad roads and only accessible through the Upper East region from Sandema to Fumbisi in the Builsa South district or BH river through Singa in Kunbumgu.

With a farm population of over 23,000, the district has only one doctor and occasionally reports have emerged of dangerous circumstances people in the area encountered to access health care services.

Last year, a video emerged on social media showing how four men had to carry a woman in labour in a can chair to cross a flooded bridge to reach a nearby health facility.

  • War against corruption wont be won overnight Akufo-Addo

President Nana Addo Dankwa Akufo-Addo has said the fight against corruption in Ghana will not be won overnight.

The President noted that he has put in place several measures to deal with the canker, indeed, and not just in words.

NDC not manufacturing corruption allegations against government Ofosu Kwakye

The government has received a lot of flak following the involvement of some of its officials including the former Public Procurement Authority (PPA) boss, Mr A.B. Adjei, and some others, in alleged acts of corruption.

The Chief Executive Officer of the National Youth Authority (NYA), Mr Emmanuel Asigri, and his two deputies have been sacked for alleged procurement breaches.

Following these happenings, a former Director of the Ghana Integrity Initiative, Mr Vitus Azeem described the current Akufo-Addo-led government as the worst in the fight against corruption.

“…With every chain of a new government, it seems to worsen, and you can see it with this present government. It was not as bad as it was under Kufuor, it was not as bad as it was under Atta Mills and Rawlings…especially this 2019. The things that are coming out are very unfortunate and should not be happening,” he told Ghanaweb.

He added: “…Now, people are touting the government [as] One Day-One Scandal [administration], not One village-One Dam. So, you begin to wonder: what is it that we have gotten wrong; why is this happening…?”

We expect to see corruption report, not just clearance Vitus Azeem

Speaking at a Ghana Bar Association event in the Western Region on Monday, 9 September 2019, Mr Akufo-Addo said his “government is committed to fighting corruption not just in words but more importantly in deed.

“Many actions have been taken by this government in dealing with the acts of corruption.

“The days when the punishment of erring public officials was a relocation to the presidency are over; where prosecutions are called for, there have been or will be initiated.”

“The war against corruption will not be won overnight but with political will, it will be won,” he added.

  • Former Vice-Chancellor attributes xenophobic attacks in South Africa to economic failure

Professor Akilagpa Sawyerr, a former Vice-Chancellor of the University of Ghana, has attributed the recent xenophobic attacks on other African nationals in South Africa to the economic failure of African countries.

He noted that the events in South Africa were very significant, because they contain lessons which should be taken serious.

Xenophobic attacks: Stop the rhetoric and punish perpetrators Adwoa Safo

“Many blame the people who went on the attacks, many want to retaliate, all manner of things. But I think, for me, the important point that comes out of that event is it reflects the failure of states of Africa to provide adequately for all its people,” Prof Sawyerr said.

Prof Sawyerr made the remarks at the climax of his 80th birthday celebration public lectures in Accra.

The two-day celebration (September 5-6) was on the theme: “Celebrating a Life of Academic Excellence, Public Service, Thought Leadership and Activism”. Prof Sawyerr, popularly known as Aki to many, was born on 24th March, 1939.

He said the reason for the xenophobic attacks in South Africa would be linked to the nature of the economies of African countries and how they were being managed.

“The gaps that are created between the top small number, who get all the benefits and nobody else. It is that gap, combined with the failure to explain to the ones who are down that your enemy is not your neighbour or the person from across the border,” he stated.

Xenophobic attacks: Ghanaian footballer reportedly shot in South Africa

“It is a reflection of the failure of the economies, which we all run. They don’t take their frustration out on the whites bosses or the Chinese or the Indians, they take it out on other Africans…..So, that to me is another of the failures we are talking about”.

Prof Sawyerr noted that those who engage in the xenophobia attack in South Africa fail to appreciate the commonness of their Africaness.

“They don’t see the Zimbabwean, the Ghanaian and the Nigerian as a brother, as they should. That again is a failure of our quest for Pan-Africanism, African Unity and all of that,” he said.

“So, whenever we are meeting at the top, the leaders are talking a lot, however, they are not generating that spirit,” adding that there was hope that Africa could still make it.

Also, write ups on the exercise should be pasted at the various district assembly’s premises, church premises and even the community radio and information centres for clear understanding of everything.

  • Mahama admits banks collapse started under his government

Former President John Mahama in 2016 openly admitted that the banking sector under his watch was crumbling due to poor supervision from the Bank of Ghana.

In his State of the Nation Address (SONA) in 2016, he told Members of Parliament (MPs) bluntly about how poor supervision was adversely affecting the survival of some microfinance companies.

An excerpt from his address reads “Mr Speaker, over the past five years, there has been a proliferation of microfinance companies. These companies come under the direct supervision of the Bank of Ghana.

Mahama admits banks collapse started under his government

“Unfortunately, lack of effective supervision has resulted in many cases in which microfinance companies licensed by Bank of Ghana have breached the rules and created supposed pyramid schemes that have eventually come crashing down.”

Dr Abdul-Nashiru Issahaku was the Governor of the Bank of Ghana in 2016.

He was appointed to serve in that capacity in 2016 by former President Mahama, replacing then Governor, Dr Henry Kofi Wampah who went on retirement unceremoniously.

Dr Issahaku prior to his appointment was the second deputy governor of the central bank from July 2013.

Interestingly, Mr. Mahama has condemned the President Akufo-Addo government for “supervising” the collapse of Ghanaian-owned financial institutions in the name of clean up.

Create more jobs, opportunities for youth Mahama to African leaders

According to him, the current government had much better options available than to collapse more than 400 financial institutions since the Akufo-Addo government took over in January 2017.

“There is a lot the government could have done,” he said.

  • Exhibition of voters register scheduled for September 10

The Electoral Commission has on Monday disclosed that the exhibition of voters register will begin tomorrow, September 10 through to September 17, 2019.

The week-long programme is scheduled to take place in all the 3702 polling stations across the country.

Speaking at a press conference in Accra, Deputy Chairman of the Electoral Commission, Dr Bossman Asare said the exhibition exercise is the compilation of 2012, 2014, 2016, 2018 and 2019 voters registers.

Vote for competence, not money Dumelo admonishes voters

Explaining reason for the exercise, Mr Asare said: “basically, the exhibition exercise is to allow for prospective voters verify if their details (names, age, sex, etc were properly captured during the registration exercise and make requests for amendments or insertions where necessary”.

Therefore, the public can troop in various exhibition centres from 7am to 6pm each day including Saturdays and Sundays to make these cross-checks.

He also urged the public to show keen interest in the exercise so the EC can update and produce a credible voters register for the upcoming District level elections.

However, a referendum is to be carried out to equally “allow political parties to participate in local level elections by sponsoring and campaigning for district level elections candidates”.

Limited voter registration: EC flags about 24,000 multiple registrants

“Most people are of the view that the referendum is on the election of MMDCEs. The amendment of Article 243(1) of the 1992 Constitution of Ghana will allow for the election of MMDCEs by citizens…this upcoming referendum is on to amend Article 55(3) of the 1992 Constitution of Ghana to introduce a multi-party system of elections at the local level”.

“Even our families are now living in fear when you are sent with a delegation to South Africa to perform a task on behalf of our respective countries”, she noted.

  • Produce operating documents in 15 days or risk closure – GTA tells La Pleasure Beach

The Ghana Tourism Authority (GTA) has given operators of the La Pleasure Beach in Accra a 15-day ultimatum to produce proof that they were operating with the required documents or else the facility would be closed down.

The documents in demand include an evacuation plan, a Fire Service Certificate, Environmental Protection Agency permit and police clearance certificate.

Tourism Authority warns La Pleasure Beach to produce operating documents in 15 days or risk closure

The Chief Executive Officer of the GTA, Mr Akwasi Agyemang, gave the deadline when he and some directors and officers of the authority visited the La beach facility and others along the Accra-Tema beach front last Friday, September 6, as part of their inspection tour of some beaches to ensure they were up to standard.

The GTA intends to weed out illegal operators who do not meet the minimum standards set by the law.

According to Mr Agyemang, the La Pleasure Beach had become one of the biggest tourist sites in Accra but the safety of visitors could not be guaranteed due to the absence of an evacuation plan and other permits which allowed it to operate as a public facility.

“We came here about a year ago and we put together a plan of action that we thought could work in the mutual interest of all parties. We have seen that there has been some relapse on the part of management,” Mr Agyemang said.

“We are giving them a 15-day ultimatum to provide certain answers, the most important among them being the fire certificate and the evacuation plan. These are the minimum requirements for opening up a public facility. This is one of the biggest beaches in Accra and we need to ensure that there is enough safety for visitors as well as the workers,” he added.

    Ensuring right standards

He allayed fears that such harsh actions could cripple the progress of the facility, adding that “we are mindful of the high patronage of this facility and the revenue it accrues for the country so our intentions are not to collapse it but only that the right thing is done.”

Ghana Tourism Authority embarks on review of beaches

Mr Agyemang also indicated that his outfit was ready to engage with the management of the facility to ensure that the right standards were upheld.

    Improved sanitation

He also expressed delight at the improvement in sanitation at the beach, indicating that there had been progress as compared to the last time they visited the facility.

He commended the management for such an effort and urged them to continue and clear all the filth from the beach.

    Other places visited

The team also visited the Titanic Beach at Sakumono and Mr Agyemang stated that the GTA would collaborate with the assembly to ensure that the place did not become a slum beach.

He added that “much attention needs to be paid and we need to lay out a proper master plan else people might erect illegal structures and cause haphazard development.”

  • British Airways strike due to start at midnight

British Airways pilots will begin a two-day strike at midnight in their ongoing dispute over pay and conditions.

Passengers are being told not to go to airports and BA says most have made alternative arrangements.

Both BA and the pilots’ union Balpa have indicated that they are willing to start new talks.

Nonetheless the vast majority of BA flights taking off from the UK on Monday and Tuesday have been cancelled.

British Airways presents BA 2119; flight of the future

There will also be a knock-on effect to flights before and after the strike, because planes and pilots need to be in position for prior and subsequent journeys.

    Pay dispute
In its most recent announcement, BA said: “we remain ready and willing to return to talks with Balpa.”

Meanwhile Balpa indicated that “BA pilots could call off strike if airline agrees to negotiate on new proposal”. It says the strikes are a “last resort” born out of “enormous frustration” with airline management.

Pilots previously rejected a pay increase worth 11.5% over three years, which was proposed by the airline in July.

Balpa says that its members have taken lower pay rises and made sacrifices during more stringent times for the airline in recent years. The union insists that now that BA’s financial performance has improved – its parent company IAG reported a 9% rise in profits last year – they should see a greater share of the profits.

Meet the Ghanaian who saved an old man on board British Airways from dying

BA says its pilots already receive “world-class” salaries. The airline believes the pay offer is “fair and generous”, and that it if it is good enough for BA cabin crew, ground staff and engineers – whose unions, Unite and the GMB, have both accepted it – it should be good enough for pilots too.

The airline says once the 11.5% pay deal has fully taken effect in three years’ time, some BA captains could be taking home more than £200,000 a year, allowances included.

Two weeks ago, BA informed some customers they would have to re-book their flights next week due to the planned industrial action.

Unfortunately, due to “human error” the airline mistakenly sent emails to some customers whose flights were not actually affected, throwing BA’s customer service operations into a tailspin over the bank holiday weekend.

On Friday, BA said that the “vast majority” of affected customers had now either accepted a refund or rebooked, either on alternative dates or with other airlines.

The Social Security and National Insurance Trust (SSNIT) has paid over GH¢1.7 billion to more than 200,000 pensioners on the pension payroll as at July 2019.

It has also reduced its average benefits processing time from 21 days in 2018 to 17 days and registered 106 per cent of its target leading to a sharp increase in the number of establishments’ contributions from 67,101 to 68,010.

SSNIT pensions: 13 defaulting employers to be prosecuted Employment Minister

Dr John Ofori-Tenkorang, the Director General of SSNIT, said this in an address at the Trust’s annual operations conference to deliberate on issues bordering on its operations.

The three-day conference, which commenced on Thursday at Cape Coast, will provide the platform for the SSNIT Executive, department heads, and area and branch managers to discuss topical issues.

They would review performance, proffer solutions and come up with new operational policies to ensure organisational growth.

With the increasing demands for benefits payment, Dr Ofori-Tenkorang said the Trust must give prominence to collecting all monies in arrears to sustain its operations.

This has become necessary due to increasing wage bill, hence the need to adopt innovative strategies to increase contributions while reducing operational cost and other administrative expenses to sustain the Scheme.

Dr Ofori-Tenkorang said the Trust would no longer be paying the 25 per cent optional lump sum to pensioners from January 2020 because the 10 years transition period for the National Pensions Act, Act 766, ends on Tuesday, December 31, 2019.

SSNIT to cease lump sum pension payments from 2020 Employment Minister

“From then, all workers who turn 60 years will have their benefits processed under the National Pensions Act and consequently optional lump sum payment will be done by tier-two fund managers.”

Mrs Laurette Korkor Otchere, the Deputy Director, Operations and Benefits, encouraged members to stick to best industry and global practices to ensure mutual benefits.

She said her division was gearing to embark on massive registration exercise to rope in more workers.

“As leaders of the operations division, we must embark on an aggressive expansion drive to improve social security coverage beyond the estimated 10 per cent of the economically active population,” she said.

In that light, she mentioned intensified regular inspection of employer’s records to cover more eligible workers under the First Tier Scheme.

The Management of the Trust, Mrs Otchere said, would soon publish the names of highly indebted companies and their directors in the print media and on the Trust’s website to remind employers of their obligations to employees.

  • Ghanaian-born US citizen posed as soldier in dating site scam – Prosecutors

A New Jersey man is accused of using dating websites to scam women out of $2.1m (£1.7m) while claiming to be a US soldier stationed overseas.

Prosecutors are using social media posts of Rubbin Sarpong, 35, bragging about his wealth and holding wads of cash as evidence against him.

One of his alleged victims killed herself after transferring more than $90,000 to him, court documents say.

Mr Sarpong, a Ghanaian citizen with US residency, faces wire fraud charges.

Since January 2016, Mr Sarpong used websites Match.com, Plenty of Fish and Ourtime.com to fool more than 30 unsuspecting women into sending him money, according to prosecutors.

Working with people in Ghana, he is accused of claiming to be a US soldier in Syria who had been awarded gold bars by the military. Prosecutors say he told his alleged victims their money would be returned once the bars arrived in the US.

“Unfortunately, we live in an era where every contact we have with a stranger online must be viewed through the lens of scepticism,” the FBI’s Gregory Ehrie said.

“Fraudsters are constantly searching for ways to separate people from their money in order to reap a profit while putting forth little effort.”

Pictures include one of him holding a stack of cash to his ear like a phone with the caption “making a phone call to let my bank know am coming”, and other photos of him with jewellery, electronics and cars.

In one video on his Instagram page, he films himself opening a “money gun” which shoots out bank notes.

At a court appearance on Wednesday, a judge dismissed his claim he could not afford a lawyer.

Mr Sarpong’s fianceé, who attended the hearing, did not speak to reporters about the case afterwards.

None of Mr Sarpong’s alleged co-conspirators have been charged. He faces up to 20 years in prison if convicted.

  • Florence Asibi Anyane emerges Ghana’s first female IOSH Chartered member

Chartered Members of IOSH (CMIOSH) are recognized within the health and safety profession as meeting the highest standards of skills and knowledge.

IOSH is the largest health and safety professional membership organization in the world and is also the only Chartered body for health and safety. Members at the highest levels can influence industry leaders and drive change within the profession. As the only organization in the world that offers Chartered membership in health and safety, IOSH members are internationally recognized and highly valued in occupational safety and health.

Ghana duo Florence, Linda inducted into Robert Morris University Athletic Hall of Fame

This field is one that is not mainly admired by women, especially within the morning and oil industries. It is, therefore, appreciating and heartwarming for managers and leaders of RigWorld International to have one of the very few women in the health and safety fields as a leading manager to be officially acknowledged as a chartered member of IOSH.

Florence Asibi Anyane is Lead HSE Training Manager at Rigworld Ghana to achieve this and the first female in the country to achieve this enviable title of Chartered Member of IOSH (CMIOSH).

She started her career as an HSE person from the mining sector with Newmont and Golden Star Resources. Her experience now spans into the construction and oil and gas industries alike.

“A few ladies started on this path with me but had to divert to other fields because of how it was perceived to be a male-dominated area. This am sure is what pushed me to even pursue a career in this field as a health and safety engineer. The passion to save lives in the filed from occupational risks gave me the strength to strive more in the practice.” She revealed.

Being a female safety officer in a mining company with contractors who were backfilling a mined pit was challenging as through the rains and hot sun she was found amongst men ensuring the right personal protective equipment were provided and work was done in line with the standard process. Florence joined Group 5 Construction at the Newmont Golden Ridge site at Akyem and was also another area she learned in construction safety.

Florence pursued a Postgraduate Diploma in HSE from GIMPA to enhance her knowledge in the field of HSE coming from an environmental background after which she joined IOSH as an affiliate member and proceed to complete the level 6 diploma in OHS from the British Safety Council.

With the increasing low number of females occupying the HSE industry in Ghana and the negative impact that has had on the society instead of being discouraged, Florence used that as a motivating factor to work hard to achieve this highest membership certification from IOSH in Ghana.

In her words, “the journey to CMIOSH has not been easy but with the love and passion for the profession, I have been able to attain success to this level with the help and support from my supervisor and team Florence believes achieving anything is possible once you set your mind to it and take the initiative. She intends to occupy a more senior role in HSE such as an HSE director which will enable her to drive health and safety culture policy and cause positive change in the profession. Achieving the highest status of IOSH membership has been a great promotion and inspiration for Florence in the HSE profession.’

  • PDS/ECG agreement: MiDA report exposes PDS

Some documents meant for the seat of Government sighted by kasapafmonline.com has revealed that the President, Nana Addo Dankwa Akufo-Addo, should waste no time in abrogating the Power Distribution Services (PDS)/Electricity Company of Ghana (ECG) concession agreement since there is no deal.

Kasapafmonline.com can authoritatively state that, the MiDA Sub Committee Report has affirmed that the Demand Guarantee issued by PDS for the concession transaction was invalid, meaning that there was no transfer in the first place going by the spirit and letter of the Lease and Assignment Agreement.

PDS cuts power supply to GFA over unpaid bills

The documents have revealed that the Forensic Auditors appointed by MiDA to undertake detailed investigations into the authenticity of the documents submitted by PDS could not present the findings to the appointing authority.

The auditors, this portal understands, left the country without notice and their prepared report which was expected to have been submitted to the appointing authority is said to be below standard.

Inside sources say there are some facing attempts by the Americans led by the IFC to try to massage the situation and to coerce Ghana to overlook the fundamental breach and gross violation of the Lease and Assignment Agreement, and to let PDS continue its operations and later bring an action against Al Koot.

PDS per the Lease and Assignment Agreement, is supposed to manage the operations of ECG for 20 years starting from Friday, March 1, 2019.

However, the Government of Ghana in a statement on Tuesday, July 30, 2019, suspended the PDS/ECG agreement following some contractual breaches.

PDS saga: Victor Smith asks Minister for Finance, others to step aside

A commercial insurer and reinsurer, Al Koot, which is based in Qatar wrote a letter to ECG dated July 16, 2019, claiming among other things, that the officer who executed the Guarantees from Al Koot was not authorized to do so and that the guarantees are null and void.

The letter also accused the officer of committing fraud. This major development came to light after ECG subjected the Demand Guarantees to series of due diligence tests.

Despite this development, ECG on August 8, 2019, handed back its operations to PDS to manage. In a joint statement issued by ECG and PDS, the former said “this is to ensure that there is no disruption of power supply and service delivery to our cherished customers”.

However, some persons familiar with the PDS/ECG agreement say PDS has since taken over the operations of ECG, not lived up to expectations.

They alleged that, all the performance statistics put out by PDS are false. They told this portal that ever since PDS took over the operations of ECG, they have sold about GH¢2.6billion worth of electricity but have only managed to collect a little over GH¢300million leaving a debt of over GH¢2billion.

Our sources further revealed that PDS has managed to procure the support of some influential people in the New Patriotic Party (NPP) to bring pressure to bear on the President to allow them to continue their operations.
