    In a Brazilian TV interview, Lana claimed Antony initiated unwanted physical intimacy.

    Antony countered by posting WhatsApp screenshots on Instagram, indicating consensual interaction and a single encounter. He noted Lana initiated the meeting and discussed intimate matters.

    In a statement to Globo, Antony clarified they met at her request in a Manchester hotel but couldn’t meet again due to scheduling conflicts. He’s prepared to prove his innocence and take legal action if needed.

    Manchester United acknowledged the allegations, delaying Antony’s return pending an investigation. The club strongly condemns violence and abuse, prioritizing the well-being of all parties involved.

    During an interview with the media on September 9, 2023, the Ga Highlife veteran, who has been a part of the music industry for over three decades, took a moment to acknowledge and commend emerging talents.

    “Let me talk about Black Sherif, my fellow artist. His style is truly unique, much like my own, and he delivers his music with the same passion and authenticity that I do. I can confidently say that he is destined for greatness; this is just the beginning of his journey. Ghana has yet to witness the full extent of his talents. I haven’t come across anyone in Ghana who sings quite like him,” he stated.

    He went on to express his appreciation for other artists, stating, “I’m also a fan of Akwaboah, and I believe Epixode is quite talented as well. Many are called, but only a select few are chosen. Akwaboah, Black Sherif, and Epixode are among the chosen few.”

    Adane Best also discussed the secrets behind his enduring career, attributing his longevity to the grace of God. He revealed, “I start each day with a glass of lemon water and moringa. I perform nearly every day since I’m a full-time musician. I’m constantly attending events, so I rarely get a break. However, I consider this the hallmark of a dedicated musician, and I’m thankful to God for it.”

    When asked about his recent activities, the artist, known for his hits in the Ga dialect, shared his plans for celebrating his 31st anniversary in the music industry.

It’s going to be a grand celebration. I’ve also completed my latest album, which consists of 11 songs, and I’ll begin promoting it either in December or January.”

    In honor of the late Ga Manye, HRM Naa Dedei Omaedru III, the Paramount Queen of Ga State, offices and shops within the Central Business District in the Greater Accra Region will temporarily close for three days during her final funeral ceremonies, which are scheduled from October 15th to 31st, 2023.

    Lady Justice Naa-Yarlay Adjei Amoah, Chief of Staff at the Ga Mantse’s office and Secretary to the Central Funeral Planning Committee for the late Ga Manye, has announced the closure dates, from October 27th to 29th, as a mark of respect.

    Furthermore, businesses are encouraged to adorn their premises with black and red decorations to symbolize mourning.

    This collective gesture extends to the various markets in the region, which are also expected to drape their surroundings in black and red, emphasizing that this period of grief is a shared one.

    The Ga community respectfully calls upon everyone to cooperate in this time of mourning.

    Lady Justice Amoah conveyed this information when a delegation from the Jospong Group of Companies, led by Mrs. Adokarley Okpoti-Paulo, Group Financial Controller for Environmental & Sanitation Group/Finance Director of Zoomlion Ghana Limited, signed the book of condolence at the Ga Traditional Council on September 8, 2023.

    The group expressed their condolences and support by presenting a collection of items, including schnapps, Castle Bridge gin, Red Label Whiskey, soft drinks, mineral water, refuse bins, and an undisclosed cash donation. Mrs. Okpoti-Paulo emphasized that this gesture was meant to console and mourn alongside the elders for their significant loss.

    She also announced that Zoomlion Ghana Ltd., a subsidiary of the group, would be responsible for managing all sanitation-related aspects of the funeral. They are committed to ensuring cleanliness not only during the funeral ceremony but also in the aftermath to maintain a clean environment in the Ga State.

    Nii Ahene Nunoo III, who received the items on behalf of the Ga Traditional Council, expressed appreciation for the group’s gesture and offered prayers for the long life of the Executive Chairman of the Group, demonstrating gratitude for their support during this challenging time.

    Operators of Anto-Aboso quarry to undergo strict legal repercussions – Western Regional Minister

    The Western Regional Minister, Kwabena Okyere Darko Mensah, has declared that quarry operators at the Anto-Aboso quarry site will be subjected to the full extent of legal consequences.

    This statement came following his inspection of the site, during which he disclosed that STA Addsams, the operators who had taken over from Omni Quarry, had not completed their licensing procedures and were therefore not authorized to operate.

    Despite this contradiction with the Environmental Protection Agency’s stance, the Regional Minister ensured that these operators would face legal repercussions in light of the recent tragic incident.

    The incident involved an explosion that occurred on a Saturday night at the quarry site, which is managed by Chinese nationals in the Shama District of the Western Region.

    This unfortunate event resulted in the loss of four lives, including three Ghanaians and one foreign national, with five injured individuals currently receiving medical care, and nine others already discharged. Regrettably, four persons remain unaccounted for.

    Officials from the National Disaster Management Organisation (NADMO) has disclosed that 22 individuals were present at the site when the explosion transpired.

    In response to this situation, Emmanuel Nyan, the Shama District Officer of NADMO, stated that efforts were underway to locate the missing individuals, including the four Chinese nationals, and an excavator was being sought to assist in the search and rescue operations.

    “Four persons have been found dead. They are at the mortuary at the moment. Three blacks and one white lady. The other four Chinese cannot be found. We are trying to get an excavator to find out if many have been trapped,” the Shama District Officer of NADMO, Emmanual Nyan added.

    A 2021 National Science and Maths Quiz (NSMQ) finalist, James Lutterodt, has been laid to rest.

    The burial service took place at his alma mater, Keta Senior High School (Ketasco), in the Volta Region on Saturday, September 9, 2023.

    During the service, a heartfelt tribute was read on behalf of James Lutterodt’s mother, Francis Jackson Ahiable, who expressed her deep love and admiration for her son.

    She mourned the loss of a promising future and the pain of losing him in his prime.

    In her words: “You meant everything to me, and you were everything a son could be. You were precious and so wonderful and one in a million. Your future looked promising and good. Your future could have been so beautiful and to be cut off in your prime is a loss that is so hard to bear. Why couldn’t death spare you? You had your whole life ahead of you, but God knows best. James, I miss you and think of you all the time. How I wish I could have you here. Death took you away from my hand but not from my heart, and I shed tears when I say your name. There is no one who misses you more than me, and I will treasure my memories of you forever because you live in my heart. Rest in peace, my dear son.”

    James Lutterodt, along with Francisca Lamini and Bright Senyo Godzo, gained fame as NSMQ stars while representing Keta Senior High School (Ketasco) in 2021.

    Their intelligence and determination endeared them to a nationwide audience. Despite finishing in third place that year, they made history by becoming the first students from the Volta Region of Ghana to reach the NSMQ’s grand finale.

    Before his untimely passing, James Lutterodt was a Computer Science undergraduate student at the University of Ghana (UG), Legon, and was preparing to continue his studies in the USA.

    He passed away on July 1, 2023, at the age of 19.

    The government has raised the purchase price of a 64-kilogram bag of cocoa from GH¢800 to GH¢1,308, marking a 63.5% increase.

    This change also means that the price per tonne of raw cocoa beans has risen from GH¢12,800 to GH¢20,943.

    President Akufo-Addo unveiled this new pricing structure during an event with chiefs and cocoa farmers in Tepa, Ashanti Region.

    He emphasized that this new price represents the highest paid to cocoa farmers in West Africa in over 50 years.

    The President also revealed that the cocoa season was launched in September instead of the usual October to coincide with the period when farmers are sending their children to school.

    This decision allows cocoa proceeds to cover educational expenses, eliminating the need to borrow at higher interest rates.

    Cocoa farmers at the event responded with jubilation to the announcement, expressing their joy with spontaneous applause and attempts to approach the President’s podium in appreciation.

    The devaluation of the Ghanaian cedi had led some farmers to smuggle their cocoa across borders into neighboring countries. The increased producer price aims to address challenges like smuggling and illegal mining in the cocoa sector.

    President Akufo-Addo acknowledged the recent low international cocoa prices and the additional economic strain due to the COVID-19 pandemic. Despite these challenges, the government and the Ghana Cocoa Board (COCOBOD) have worked to raise the producer price.

    The increment equates to $1,821 or 70.5% of the gross free on board (FOB) price per tonne of cocoa beans. Cocoa prices have steadily increased from GH¢7,600 per tonne in 2016 to GH¢12,800 in 2022.

    The President stressed that the cocoa industry has undergone significant transformation under his administration, with productivity enhancement initiatives positively impacting the sector. He credited cocoa farmers as the most reliable stakeholders in the cocoa value chain.

    Smuggling of cocoa beans to neighboring countries has been a significant challenge in recent years. The Minister of Food and Agriculture, Dr. Bryan Acheampong, assured that the government is taking steps to combat this issue. He also highlighted the threat posed by illegal mining to the cocoa sector and urged farmers not to sell their land for illicit small-scale mining.

    Joseph Boahen Aidoo, CEO of COCOBOD, noted that the European Union has introduced a law banning cocoa beans without traceability from entering its market starting January 1, 2025. He emphasized the country’s readiness to comply with this law through the Cocoa Management System, which registers all cocoa farms and farmers.

    Mr. Aidoo expressed gratitude to the President on behalf of cocoa farmers for the increased producer price, hoping it will help tackle smuggling and illegal mining challenges threatening the sector’s sustainability.

    He called on everyone to commit to productivity enhancement programs, sustainable farming practices, and responsible resource utilization.

    The GaDangme Council has denounced the attacks on members of the Nii Odoi Kwao family who were conducting traditional rites in Nima during the Homowo festival.

    Video footage captured the distressing incident in which members of the family were assaulted by agitated youths while performing the customary Kpekple ritual, a common practice during Homowo.

    The GaDangme Council asserted that the Nii Odoi Kwao Family holds the allodial rights to Nima and alleged that the attack occurred because an imposter mantse had incited the youth to oppose the ritual.

    “The involved youth were reportedly mobilized by a rival outsider Mantse, individuals who are not native landowners, without the knowledge or consent of the legitimate landowners, in competition with another Mantse. This situation had led to simmering tensions and heightened emotions within the community.”

    “During the ceremony, the youth became enraged, threatened the Elders, and cautioned the Landowners not to set foot in Nima again. In their anger, they scattered the traditional offerings on the ground, displaying significant disrespect and contempt for the landowners.”

    In an official statement, the GaDangme Council condemned the actions of the youth as “unacceptable and disrespectful to GaDangme culture, customs, and practices, and a desecration of the essence of Homowo.

    ” The council demanded an unequivocal apology from those responsible for the incident, addressing it to both the affected family and the entire GaDangme community.

    “We wholeheartedly denounce this incident and strongly caution against any recurrence. Furthermore, we insist on an unreserved apology from those involved and responsible for what transpired. We emphasize that such challenges to the rightful landowners by outsiders may result in the forfeiture of their claim to the land.”

    Dr. Clement Apaak, Deputy Ranking Member on Parliament’s Education Committee, has expressed concern over the West African Examination Council’s report on increased examination malpractice in the Senior School Certificate Examination.

    He described the situation as alarming, stating that it has deteriorated significantly.

    WAEC has alleged that certain schools are charging students between GH¢500 and GH¢1,000 to assist them in cheating during the ongoing final exams. WAEC’s statement noted, “It is disheartening to observe that some schools have developed elaborate schemes for cheating at their examination centers.”

    Furthermore, the statement revealed that “some school proprietors have displayed open hostility towards our monitoring teams, leading us to request support from the Ghana Police Service for their safety.” It also mentioned that individuals have been apprehended for attempting to bribe WAEC personnel to turn a blind eye to cheating.

    In response to this troubling situation, the MP representing Builsa South constituency issued a warning of potential consequences.

    He cautioned that Ghanaians should not be surprised if tertiary institutions start implementing entrance examinations to screen applicants.

    Dr. Apaak expressed his concern that there has been little improvement in addressing examination malpractice over the years, calling the situation “terrible” and highlighting its worsening trend.

    Managing Editor of the Insight newspaper, Kwesi Pratt Jnr has criticized the Parliamentary Committee tasked with investigating the leaked Bugri Naabu tape recording involving COP Alex Mensah and Supt. George Asare, allegedly plotting to remove the Inspector General of Police (IGP), Dr. George Akuffo Dampare.

    The ongoing inquiry has brought to light numerous damaging revelations about the Police administration.

    These revelations have led to accusations against the IGP, prompting the Committee to summon Dr. Dampare to clarify the issues.

    Addressing the controversies surrounding the Police Service that have emerged, especially during this parliamentary investigation, Mr. Pratt urged the Committee not to lose sight of its original purpose and veer off course.

    He stressed that the Committee’s primary duty is not to examine the conduct or misconduct of the IGP nor act as a spokesperson for the Police officers.

    “That is not the Committee’s mandate…The fundamental issue facing the Committee is that some individuals have conspired to violate the Police’s regulations and seek an IGP who would assist in election manipulation. That is the issue; that is the central issue!” he added.

    In a tweet posted on Sunday, September 10, 2023, Sarkodie explained that flight complications were to blame for this unfortunate turn of events.

    He singled out Delta Airlines after the flight he was aboard had to make an emergency landing on a Portuguese island.

    “So I missed my event in Detroit due to @Delta doing an emergency landing on an island in Portugal yesterday. It was unfortunate but I know these things happen so I wasn’t trippin even though they communicated poorly and didn’t have the courtesy to update us on exactly what was happening,“ he stated.

    While addressing the airline’s poor handling of the incident, the rapper highlighted the recurring issue of African passengers often receiving subpar treatment, accompanied by disregard for safety concerns, when flying with this particular airline.

    “Sat at the airport for about 6 hours and from complains from passengers, this isn’t new with that airline especially from this part of the world ( Africa ) they keep sending these weak old flights ( business class almost same as economy ) to pick us up knowing very well they are not safe but still risk lives .

    “We almost landed on the ocean but thank God we touched that island safe. No compensation nothing and our bags still on the island.     Hermoso filed a legal complaint, and Rubiales submitted his resignation, citing his inability to continue.

    He has also resigned from his position as vice-president of Uefa’s executive committee.

    The St. Joseph Hospital in Koforidua Effiduase, New Juaben South Municipality of the Eastern Region, is facing a critical shortage of blood in its blood bank, raising concerns of potential danger.

    Presently, the hospital’s blood bank holds only 10 pints of blood, a situation described as “alarming” by management, as it may not be adequately prepared to handle emergencies.

    Among these 10 pints, there are five O positive, three B positive, and two A positive blood types.

    However, the most scarce type, O negative, is completely depleted, raising serious concerns about their ability to respond effectively to emergencies.

    The hospital’s strategic location, specializing in orthopedic and fracture care and situated near the accident-prone Accra-Kumasi highway, underscores the crucial role it plays in healthcare delivery.

    Consequently, maintaining an ample blood supply is of paramount importance.

    To address this pressing need, the Koforidua Technical University, as part of its corporate social responsibility, joined forces with the hospital to conduct the university’s 3rd annual blood donation drive.

    Professor David Kofi Essumang, the Vice-Chancellor of the Koforidua Technical University, emphasized the life-saving importance of blood donation.

    He called on sister institutions, the general public, non-governmental organizations, and civil society organizations to voluntarily donate blood in support of the National Blood Bank.

    As a result of the blood donation campaign, students and faculty of the Koforidua Technical University generously contributed a total of 76 pints of blood to replenish the St. Joseph Hospital’s blood bank.

    Explosion at Anto Aboso quarry in the Western Region has claimed five lives, including one Chinese national.

    The incident, which occurred around 11 p.m. on Saturday, September 9, has shocked local communities in the Shama District.

    Eyewitnesses report that the explosion took place at the Omni Quarry site.

    While the exact cause remains unknown, some workers’ bodies, including those of unidentified Chinese nationals, have been found scattered due to the explosion’s force.

    Three Ghanaians have been confirmed dead.

    Authorities, including the police, National Fire Service, and National Disaster Management Organisation (NADMO), have responded to the scene.

    Initial findings suggest that explosives used in the quarry were improperly stored near sleeping quarters, potentially leading to the tragic incident.

    Notably, the quarry owner, among those reported dead, had been operating without proper authorization for explosive storage, despite having a mining license.

    This incident is reminiscent of the Apeatse explosion on January 20, 2022, which resulted in the destruction of 500 homes between Bogoso and Bawdie in the Western Region.

    Social media videos captured National Fire Service personnel recovering what appeared to be human remains from the debris in that earlier disaster.

    The Chairman of the 7-member ad-hoc committee responsible for investigating the alleged plot to remove the Inspector General of Police (IGP), Samuel Atta Akyea, has announced that Dr. George Akuffo Dampare is scheduled to appear before the committee on Tuesday, September 12, 2023.

    Additionally, Mr. Atta Akyea revealed that the three senior Police officers – COP Alex Mensah, Superintendent George Asare, and Superintendent Emmanuel Eric Gyebi – who have previously testified before the committee, will return alongside their legal representatives on the same date.

    He emphasized “also, the most prominent person whose name has been bandied about, the IGP himself should also come with his lawyers.”

    “Some serious allegations have been made in public, but the substance of the allegations has not been made in public. That is to say, the evidential support for those allegations is what we are going to unearth, so which piece of evidence that we’ll give to the public that will not hurt national security, we’ll exercise that discretion,” he told Joy News.

    The Ghana Police Service has apprehended two individuals believed to be involved in a robbery targeting a mining company in Bogoso on Wednesday, September 6, 2023.

    The arrested suspects are Derrick Kwabena and Daniel Ofori, who goes by the alias Denotobe.

    They were part of a group of six individuals who carried out a robbery operation at an undisclosed mining company, during which they confronted and attacked police officers on duty at the location.

    According to the statement issued, the police response team managed to capture Derrick Kwabena at the scene, although the remaining suspects managed to escape.

    Subsequent investigations, however, led to the capture of Daniel Ofori, who was found waiting for his accomplices and the stolen items inside a Toyota Hilux pickup with the registration number GN 3020-17.

    The statement further revealed that the other accomplices are currently evading capture.

    “The suspects, Derrick Kwabena and Daniel Ofori, also known as Denotobe, along with six others who are currently on the run, launched an attack on the mining company and on-duty police officers at the site.

    The police responded and successfully apprehended Derrick Kwabena on the spot, while the other accomplices managed to escape.

    “Further investigations resulted in the arrest of the suspect Daniel Ofori, who was found waiting in a Toyota Hilux pickup vehicle for the remaining suspects and the stolen goods,” read portions of the police statement.

    Additionally, the police disclosed that they recovered several items from the suspects, including a quantity of gold concentrate concealed in a fertilizer sack, one pistol, one machete (cutlass), and five BB cartridges.

    Furthermore, the police impounded a Toyota Hilux pickup bearing the registration number GN 3020-17, along with certain talismanic objects.

    “The items seized from the suspects comprise a quantity of gold concentrate concealed within a fertilizer sack, one pistol, one machete (cutlass), five BB cartridges, one Toyota Hilux pickup with the registration number GN 3020-17, and various talismanic items,” the statement concluded.

    Ephson has expressed his anticipation that Mr. Kyerematen’s performance in the 2024 elections, should he choose to run as an independent candidate, is unlikely to be impressive.

    Alan Kyerematen made an official announcement on Tuesday, September 5, wherein he informed the New Patriotic Party (NPP) of his decision to withdraw from the race for the party’s 2024 flagbearer position, slated for Saturday, November 4.

    In the initial round, known as the Super Delegates’ Conference, Kyerematen secured the third position, trailing behind Vice President Dr. Mahamudu Bawumia and Member of Parliament for Assin Central, Kennedy Ohene Agyapong.

    In his resignation statement, Mr. Kyerematen hinted at suspicions regarding the Super Delegates’ Conference being biased in favor of a specific aspirant and indicated that he would reveal his future political course in Ghana after consulting with his family, well-wishers, various stakeholders, and interest groups in the upcoming weeks.

    Speculation has arisen suggesting that the perennial NPP flagbearer aspirant might consider running as an independent candidate this time around.

    However, in an interviews with the media on Thursday, September 7, Ben Ephson voiced his skepticism, asserting that such a decision would not bode well for Kyerematen.

    Ephson argued that those who supported him initially did so primarily because of his long-standing affiliation with the NPP.

    BoG Governor calls for unity to achieve monetary convergence

    The Governor of the Bank of Ghana (BoG), Dr. Ernest Addison, has stressed the importance of collaborative efforts to enhance the macroeconomic landscape and steer the West African sub-region towards a more robust path leading to a feasible monetary union.

    An evaluation of the regional economies in 2022 revealed that none of the Member States met the four primary convergence criteria. Furthermore, the number of Member States meeting at least three of these key criteria dwindled to four.

    Likewise, there is no anticipation that any Member State will fulfill all four primary criteria in 2023. These criteria encompass maintaining an overall fiscal deficit of three percent, sustaining an average annual inflation rate of five percent, and ensuring gross reserves equivalent to more than three months of import coverage.

    Addressing the opening session of the Joint Ordinary Meeting of the Economic and Monetary Affairs Committee and The Operations and Administration Committee of WAMA, Dr. Addison expressed concern over the performance, though he acknowledged that it was not surprising considering the challenges the region has grappled with over the past three years.

    Dr. Addison questioned the feasibility of the 2026 deadline for achieving convergence, given the disruptive impacts of recurring shocks on the region. He suggested that a readiness assessment for the launch of the ECO in 2027 might be in order.

    In June 2021, the Authority of ECOWAS Heads of State and Government adopted a new Roadmap for the Launch of the ECO, along with a new Macroeconomic Convergence and Stability Pact (MCSP).

    This decision was made in response to the disruptions caused by the COVID-19 pandemic, which had initially derailed the planned launch of the ECO in 2020.

    Dr. Addison, represented by Dr. Phillip Abraidoo-Otoo, Director of Research at the Bank of Ghana, emphasized that the new roadmap required a majority of Member States to consistently meet all the Primary Convergence Criteria on a sustainable basis by December 31, 2026.

    He highlighted that the period from 2024 to 2026 would be critical for making meaningful progress with this new Roadmap.

    Dr. Addison acknowledged that some progress had been achieved in implementing the roadmap despite the challenges.

    Momodou Bamba Saho, the Director-General of the West Africa Monetary Agency, noted that the roadmap for the ECO’s launch mandated member states to consistently meet all four primary convergence criteria by 2026.

    However, in 2022, only two Member States, Guinea and Liberia, met the budget deficit criterion. Performance on the average annual inflation criterion sharply declined, with only Benin and Niger meeting the target.

    Additionally, there was a deterioration in the central bank financing criterion in 2022, with four Member States missing the target, highlighting the need for policy reforms. Although performance on the gross external reserves criterion weakened slightly in 2022, 14 Member States still complied, underscoring the region’s resilience. Nevertheless, no Member States managed to meet all four primary convergence criteria, with only Benin, Niger, Guinea, and Liberia complying with at least three of them.

    In summary, Dr. Addison emphasized the need for enhanced strategies and reforms to ensure that all Member States align with shared goals. He expressed optimism that, together, they could overcome these challenges and establish a solid foundation for a prosperous ECOWAS.

    The Accra High Court has dismissed a preliminary objection raised by Godwin Edudzi Tamekloe, the Head of Legal Affairs for the National Democratic Congress (NDC), regarding the ability of the Police to file injunction applications against protests without prior authorization from the Attorney General.

    Edudzi Tamekloe, who serves as the lead counsel for NDC MPs seeking to protest against the Governor of the Bank of Ghana, argued in court that, according to Section 9(1) of the State Proceedings Act 555 and Article 88(5) of the 1992 constitution, only the Attorney General or an officer authorized by them could initiate civil proceedings in the name of the Republic.

    He contended that the Police, by initiating legal action in the name of the Republic, had done so without the necessary authorization as outlined in the State Proceedings Act.

    Mr. Tamekloe further contended that the Police could not rely on the authority given to them by the Attorney General to prosecute criminal cases to also initiate civil proceedings in the name of the Republic.

    However, the court rejected this argument, citing the Law Officers Act of 1972 (N.R.C.D. 279), which allows other public officers to assist the Attorney General in the discharge of their duties. Section 1 of the Law Officers Act enumerates various officers, including those from the Attorney General’s department not below the rank of a state attorney, individuals appointed under section 56 of the Criminal and Other Offences Act, or any other public officer authorized by the Attorney General, as officers who can aid the Attorney General in fulfilling their functions.

    Justice Edward Twum, in delivering the court’s ruling, emphasized that since section 56 of the Criminal and Other Offences Act deals with the appointment of Public Prosecutors by the Attorney General through executive instrument, the application could be instituted under Section 1(1)(C) and Section 1(2) of the Law Officers Act, even if it was filed on behalf of the Republic.

    The court determined that the application was originally intended to be brought in the name of the Inspector General of Police and not in the name of the Republic. Justice Edward Twum pointed out that this intent was evident in the supporting affidavit and the submissions made by the applicant’s counsel.

    Furthermore, the court clarified that the law mandates a police officer to initiate such applications on behalf of the Inspector-General of the Ghana Police Service.

    Justice Edward Twum concluded that the use of “The Republic” on the motion paper was merely a misnomer and that the applicant had not violated any legislative provisions. Consequently, the court dismissed the preliminary legal objection and granted the applicant (the Police) permission to amend the title of the application and serve it on the respondents within seven days.

    Finally, the court commended Godwin Edudzi Tamekloe, the NDC’s Head of Legal Affairs, for his thorough and diligent scrutiny of the matter, highlighting the positive impact such dedication could have on aspiring junior lawyers and the development of the law in the country.

    The gruesome murder of a three-year-old boy has thrown the entire Sege Community Near Ada in the Ada West District of the Greater Accra Region into shock.

    Residents are stunned over how Obed Kabutey, a 21-year-old welder, beheaded his sister’s son in cold blood shortly after leaving the house with him on Wednesday.

    Information gathered by GhanaWeb indicated that on the evening of Wednesday, September 6, 2023, Kabutey went to his mother’s house in the same vicinity at around 7 p.m. to eat.

    He was said to have later left with Osabutey Holyfield, his nephew to buy noodles (spaghetti) for him by the roadside.

    After failing to return after about an hour, Emelia Agbi, the victim’s grandmother together with the boy’s mother went out in search of Kabutey and his nephew.

    After a fruitless search through the streets of Sege for the duo, Agbi reported the matter to Kabutey’s elder brother who joined them in the search.

    The suspect was finally traced to his hideout on the outskirts of the community whereupon interrogation and initially denying knowledge about the whereabouts of the three-year-old, confessed that he together with his father, Akrofi Kabutey, had murdered his nephew with his remains hidden in the latter’s kitchen.

    “Around 7 p.m. on Wednesday, my son came here to eat. Later, while leaving, he left with the child to buy noodles for him. After failing to return after about an hour, I got worried and asked the mother of the child to accompany me to go look for them. We combed the whole area looking for them but to no avail. We went to Kabutey’s house severally to enquire from his father if he was home to which he responded in the negative. After some time, Kabutey was found and
    interrogated on the whereabouts of the child,” the granny said in an interview.

    During the interrogations, Kabutey was alleged to have told his brother and mother that after taking the child home, his father took the boy after interrogating him on what he was doing with him at that odd hour and therefore did not know of his whereabouts.

    After his father had denied his claims when reached on the phone, the suspect finally disclosed that Holyfield had been killed and that his remains were hidden in their kitchen.

    Together with his elder brother and mother, Kabutey led them to the kitchen where the victim’s decapitated body was found with his head lying by its side.
    The suspect could not explain the reasons for engaging in the heinous crime.

    Police personnel from the Ada West District Police Station responded at the scene where the remains of the deceased were taken and deposited at the Catholic Hospital Mortuary Annex at Anyaman in the Ada West District Assembly.

    Meanwhile, police have commenced investigations to determine the motive behind the horrific act as the family calls for justice to be served.

    A severe outbreak of African swine fever has struck the Kwahu West Municipality in the Eastern Region, resulting in the death of more than 600 pigs.

    A dedicated pig farmer from Kwahu Akwaboah, Dr. Kwasi Owusu,shared the dire impact of this outbreak, with over 560 of his pigs succumbing to the disease in the past three weeks.

    Despite these setbacks, Dr. Owusu remains determined to continue pig farming and hopes for support.

    The Veterinary officer for Kwahu West, Dr. Mark Owusu, confirmed the outbreak and assured affected farmers that efforts were underway to contain its spread.

    He emphasized that while African swine fever does not pose a threat to human health, it has a high potential to spread among pigs.

    Dr. Owusu also noted that the meat of infected pigs can be safely consumed after thorough boiling at temperatures exceeding 60 degrees Celsius.

    Improved air quality monitoring in Accra has unveiled that Nima, Makola, Agbogbloshie, Chorkor, and Madina Zongo Junction are the top five most polluted areas in Accra.

    Speaking to the media, Professor Kofi Amegah, the leader of the Breathe Accra Project, stated that these areas were experiencing elevated levels of harmful pollutants and particulates detrimental to human health.

    Over a span of four months, data compilation from monitoring activities consistently showed that pollution in these areas persisted throughout the day, consistently exceeding the recommended standards set by the World Health Organization (WHO).

    According to the Air Quality Index (AQI), ideal or good air quality should fall within the range of 0 to 50 on the index. An AQI ranging from 51 to 100 is considered moderate, though it may raise health concerns for certain sensitive individuals, like children under the age of five.

    For instance, on September 6th, 2023, the AQI for Agbogbloshie reached levels between 150 and 200, categorizing it as unhealthy for all population groups,” Professor Amegah explained.

    The installation of more than 30 sensors has augmented the Environmental Protection Agency’s existing monitoring stations, significantly expanding the area of the city under continuous air quality surveillance. While the international best practice of having sensors within every five-mile radius is yet to be achieved, the enhanced monitoring system provides real-time air quality data, enabling investigations into the sources and causes of pollution for effective remedial actions.

    Addressing the decline of green spaces, Professor Amegah highlighted a recent study showing a significant reduction in green spaces, including tree cover, grass, and parks, which serve as the ‘lungs of the city,’ over the past two decades. He emphasized the urgent need for tree planting to reverse this trend before it becomes irreversible.

    Mr. Alex Johnson, the Head of Transport at the Accra Metropolitan Assembly, pointed out that areas with high population densities and heavy vehicular traffic tend to have high concentrations of pollutants. Slow-moving vehicles often lead to inefficient fuel combustion, resulting in increased emissions. Additionally, open burning of waste is common in these areas, further contributing to pollution levels. Various groups, including market vendors, truck pushers, head potters (kayayei), patrons, drivers, pedestrians, and residents in these exposed environments, face an elevated risk of developing heart-related diseases and lung cancer in the medium to long term.

    Statistics from the Ghana Health Service (GHS) for the first half of 2023 revealed that asthma, primarily caused by poor air quality, was the second most commonly recorded non-communicable disease (NCD). Dr. Efua Commeh, the Acting Programme Manager for Non-Communicable Diseases at GHS, explained that this data indicated an increasing number of people suffering from chronic obstructive pulmonary diseases like asthma due to pollutant exposure.

    Children are also more susceptible to upper respiratory infections such as flu as a result of pollutants, which can trigger asthma symptoms.

    Inhaling dust and soot particles can lead to malfunctioning of the lungs, heart diseases, cancer, and damage to various organs, potentially resulting in premature deaths.

    In terms of the health burden, data from the Ghana News Agency (GNA) indicated that the National Health Insurance annually spent $14,976,000 on the treatment of NCD-related conditions among 500 hospitalized patients.

    Mr. Desmond Appiah, the Country Lead of Clean Air Fund, emphasized the importance of collaborative efforts involving leadership, law enforcement agencies, and the public to preserve clean air. He urged for informed decision-making backed by evidence and targeted actions to reduce and eliminate waste burning while improving transportation methods.

    In the initial six months of 2023, cyber fraud incidents led to a financial drain of US$4.32 million, equivalent to GHC49.5 million, as reported by Albert Antwi-Boasiako, the Director-General of the Cyber Security Authority (CSA).

    He made this announcement during the Accra media launch for the National Cybersecurity Awareness Month for the year.

    Antwi-Boasiako highlighted that Ghana’s commitment to promoting a culture of digital safety is rooted in its cyberculture and societal aspects, as established by the cybersecurity Capacity Maturity Model (CMM), commissioned by the Ministry of Communications and Digitalisation in January 2018.

    Furthermore, he explained that the reported cases of cyber fraud represent only a portion of the incidents brought to the attention of government organizations.

    The CSA received 41,285 contacts from the public between October 2019 and July 2023, consisting of complaints related to cybercrime and other associated activities. Identity theft, online extortion, romance fraud, and shopping fraud collectively accounted for 41% of these cases.

    Antwi-Boasiako also highlighted the global trend, noting that recent statistics indicate that over 62% (4.95 billion people) of the global population now has internet access. In Ghana, internet penetration has shown significant growth, surging from 2.31 million users in 2012 to 17 million users in 2022, representing 53% of the country’s population. Among these users, a substantial portion consists of the younger generation.

    Emphasizing the importance of raising awareness and educating young individuals about cybersecurity matters, he stressed the need to intensify efforts in this regard.

    He argued that the belief that having a running mate from a specific region, like the Central Region, automatically benefits the party is not entirely accurate.

    Frimpong suggested that Julius Debrah, whose popularity surpasses that of Prof. Naana Jane Opoku-Agyemang, the 2020 running mate, should be a top contender.

    “Between Julius Debrah and Kojo Bonsu, as Julius is in Accra as Chief of Staff and the other one is the KMA boss, the Chief of Staff is primarily the prime minister and, in that position, he’s as known as the vice president. The Chief of Staff who knows and see everything of the president… at the Jubilee House, before you see the president, you must go through the Chief of Staff…

    “And so, in that position as Chief of Staff, the truth I am telling you is that when he was campaigning with Naana Jane, nobody knew the woman, but as Chief of Staff, it would be hard for people to say they did not know him. So, if the NDC wants to cause a major change, this is the man they should be considering,” he explained.

    According to Frimpong, Debrah’s role as Chief of Staff in Accra gave him significant visibility and influence, making him as well-known as a vice president. He emphasized that the Chief of Staff, being privy to all presidential matters, wields substantial political influence.

    Mr Frimpong debunked the notion that having a candidate from the Central Region automatically translates to electoral advantage for the party.

    He pointed out that while Prof. Naana Jane Opoku-Agyemang hails from the Central Region, it is not as electorally influential as the Ashanti Region.

    Mr Frimpong elaborated that the Ashanti Region boasts over 46 constituencies where a common language is spoken, providing a substantial voter base.

    This action aims to improve traffic flow and safety on the motorway.

    The GHA conducted an assessment and determined that these toll booths were causing traffic disruptions.

    Following the Ministry of Roads and Highways’ directive to cease toll collection on public roads and bridges across the country in November 2021, incidents of road crashes at toll booths have been reported, including one on the Accra-Tema motorway.

    Director of Road Safety and Environment at the GHA, Joseph Atsu Amedzake, explained that the plan is to clear obstacles from the original motorway section, redirecting traffic to ensure the removal of toll booths and other obstructions from the motorway’s path.

    This move aims to enhance traffic flow and safety for motorists using the Accra-Tema motorway.

    “What we want to do now is to clear all obstacles on the way of the original motorway. So now, we want to limit traffic flow to the original motorway section so that any obstacles, including the toll booths, in the way of the motorway road section are removed.”

    “So that when you are coming from Accra, you will not pass through where the vehicles are currently passing. You will go through the concrete section. You will see some activity here tomorrow,” he stated.

    He highlighted the government’s decision to allocate $250 million to build a new Bank of Ghana (BoG) headquarters while neglecting essential healthcare facilities and road projects.

    “It is about priorities. Ghana is not broke. I don’t believe Ghana is broke beyond doing what we have to do to save ourselves. Government has decided to spend $250 million on building a new Bank of Ghana headquarters, at the same time abandon La General Hospital, abandon Shama District Hospital, and abandon many district hospitals and road projects in this country. It is about priorities.”

    “Imagine if we apply $250 million of that money to the motorway, we would have been 70 percent way down completing the motorway. So it is about priorities, I don’t think they prioritise the motorway,” he stated.

    The Ghana Registered Nurses and Midwives Association (GRNMA) has attributed the migration of healthcare professionals to the failure of successive governments to improve their working conditions.

    Over 4,000 nurses have left Ghana for Europe between January and July 2023. Perpetual Ofori Ampofo of the GRNMA highlights the lack of respect and inadequate salaries as key reasons for the departure of nurses.

    She notes that this issue is not unique to Ghana but affects other African countries as well.

    “The truth of the matter is that our salaries in Ghana as nurses and midwives are not the best. But I also know that it is not only Ghana. Within the sub-region, within Africa as a whole, it is the same issue.

    “So this issue about the movement of nurses from Ghana is actually not affecting only Ghana, go to Nigeria, go to Ivory Coast, go to other countries, they are leaving. They are leaving because the salaries and other conditions of service are not the best,” she stated.

    The Ghana Health Service (GHS) acknowledges the challenge of brain drain, which significantly impacts the health sector.

    More than 1,200 Ghanaian nurses reportedly joined the United Kingdom’s nursing register last year, and approximately 150 experienced nurses and health professionals from Pantang Hospital have sought opportunities abroad.

    Dr. Patrick Kuma-Aboagye, Director General of the GHS, emphasizes the need to encourage healthcare professionals to stay, provide training, and recruit replacements to address the shortage.

    In summary, healthcare professionals leaving Ghana due to poor working conditions is a widespread issue affecting the entire African region. Brain drain remains a significant challenge for the Ghanaian health sector.

    “Brain drain remains a key challenge for us and there are usually ways when there are shortages in the developed countries, there is also the drift of people going there. So what we are doing is first, trying to encourage as many to stay. We are also ensuring that those who are staying are also being trained rapidly.

    “We are recruiting to replace those we can replace while we ensure that we are giving more people especially the nurses study leave allocations so that we can convert some of the non-professional nurses into professional ones because it is the majority of professional nurses who are leaving,” he stated.

    He acknowledged the potential consequences, including the revocation of Ghana’s EU license, and highlighted Ghana’s dedication to sustainable forest management and the preservation of natural resources.

    The EU’s FLEGT Action Plan, launched in 2003, aims to reduce the trade in illegal timber through a range of supply and demand side measures.

    It includes the Voluntary Partnership Agreement (VPA), a bilateral trade agreement between the EU and timber-exporting countries that establishes systems for verifying the legality of timber exports to the EU.

    When fully operational, timber products demonstrating full legal compliance will receive FLEGT licenses.

    During the engagement, Nana Kwame Santuo, Gyasehene of Kubease (the gateway to the Bobiri Forest Reserve), expressed concerns about the inadequate five percent share of gains from the reserve and called for a review to better support the local community.

    The Deputy Ranking Member of Parliament’s Committee on Food, Agriculture, and Cocoa Affairs, Dr. Godfred Seidu Jasaw, has urged banks and financial institutions in various African countries to allocate funds to enhance agricultural production and finance food-related activities on the continent.

    He emphasized that the lack of investment in the agricultural sector could impede efforts to ensure that African farmers can sustainably feed future generations, especially in the face of climate change and the need for enhanced food security.

    Dr. Jasaw stressed that insufficient investment in agriculture could lead to food shortages, malnutrition, and migration, potentially undermining decades of development progress and jeopardizing the achievement of UN global development goals.

    He called on banks to proactively finance the agricultural sector, highlighting that in Ghana’s case, allocating only 6.7% of the budget to agriculture is grossly inadequate to enable the sector to play its intended role in economic diversification.

    This allocation falls short of the Maputo Declaration’s recommendation of dedicating at least 10% of the national budget to agriculture.

    Dr. Jasaw proposed that financial institutions allocate as little as two percent of their gross profit to a central government-held basket for production and financing of food along the value chain. He also suggested that each country’s central bank explore the possibility of including this requirement in their policies for the operations of local banks.

    Speaking as a panelist in a roundtable discussion on ‘laws, policies, and regulations required for food systems transformation’ in Tanzania, he advocated for financial institutions to contribute resources to support agricultural value chains, offering low-cost credit with single-digit interest rates. This support could enable the production of specific commodities at a competitive cost compared to imported goods.

    Dr. Jasaw’s call for increased investment in agriculture aligns with the emphasis on diversifying the African economy into agriculture, as seen in government policies such as “Planting for Food and Jobs” and fertilizer subsidies.

    The 2023 Africa’s Food Systems Forum Summit aims to address food systems transformation and prioritize youth and women’s roles in building more resilient and sustainable food systems.

    Lawsuit against Sekondi Takoradi Metropolitan Assembly dismissed

    The Sekondi High Court has rejected an appeal to compel the Sekondi Takoradi Metropolitan Assembly (STMA) to permit Madam Lydia Bannerman-Hull, a trader, to conduct her business on a segment of the pavement within the Central Business District (CBD).

    Presided over by Dr. Bridget Kafui Anthonio–Apedzi (Mrs.), the court upheld that the STMA, as a statutory body, holds the responsibility of maintaining order within the Central Business District (CBD) of the Sekondi-Takoradi Metropolis.

    The plaintiff sought a declaration that the STMA’s prevention of her continued pavement sales in front of H/No. 13 Liberation Road, Takoradi, where she had operated for over 15 years, was discriminatory.

    She claimed that the Assembly had allowed a co-tenant, who became a tenant in November 2022, to set up tents in front of the pavement to operate a drug store, which she considered discriminatory and contrary to Article 17(2) of the 1992 Constitution.

    The plaintiff further requested an order directing the STMA to permit her to conduct her business on a portion of the space in front of H/No. 13 Liberation Road, Takoradi, and compensation for the financial loss resulting from the defendants’ prevention of her operations on the space.

    In response, the STMA denied any discrimination and cited the Local Government Act 2016 (Act 936) and its 2017 bylaws, asserting that the type of trading the plaintiff desired was prohibited by law. They clarified that the fees collected from the plaintiff were for her trading activities in her shop on the first floor, not for trading on the frontage pavement.

    The STMA also explained that Medrugs Pharmacy began operating on the ground floor early in 2020 and obtained a permit to set up a canopy in front of its shop to comply with Covid-19 directives related to social distancing.

    Dr. Anthonio–Apedzi ruled that the plaintiff’s insistence on selling on the pavement without regulation or defiance of the law was inconsistent with civility and order. She emphasized that the court could not condone wrongdoing or law-breaking.

    The judge expressed concern about the flagrant disregard of bylaws in central business districts, where traders often display their wares on pedestrian walkways, and noted that allowing the plaintiff’s request would set a harmful precedent and undermine the law.

    Dr. Anthonio–Apedzi stressed that a court could not ignore violations of statutes, and although the plaintiff had constitutional rights, those rights had to be exercised within the bounds of the law.

    As a result, the plaintiff’s plea was dismissed, and a cost of GH₵ 5,000.00 was awarded against her.

    The Ghana Police Service has suspended its earlier decision to interdict three senior police officers involved in the leaked audio discussing the removal of the Inspector General of Police (IGP).

    In a statement dated September 7, 2023, the service explained that it was retracting the interdiction order to avoid any interference with the ongoing parliamentary investigation into the matter.

    The statement, signed by ACP Grace Ansah-Akrofi, the Director of Public Affairs of the Ghana Police, stated, “In order not to prejudice the ongoing probe, the Police Administration has suspended their interdiction.

    The statement also outlined that the Ghana Police Service would initiate investigations into the roles of the three officers featured in the leaked audio through the avenue of disciplinary proceedings.

    In an earlier statement, the Ghana Police Service had announced the interdiction of these three police officers, explaining that the interdiction was necessary “to make way for disciplinary proceedings into their conduct in line with police service regulations.”

    The legal representatives of Commissioner of Police (COP) George Alex Mensah, a key witness in the ongoing investigation regarding an alleged plot to remove the Inspector General of Police (IGP), have expressed their surprise at the decision by the Ghana Police Service (GPS) to interdict their client.

    In a statement released on Thursday, the GPS announced the interdiction of three of its officers, namely COP Alex Mensah, Superintendent George Asare, and Superintendent Emmanuel Eric Gyebi, due to their alleged involvement in discussions about the removal of the IGP, as captured in a leaked audio recording.

    This recording purportedly contains conversations among the three senior police officers regarding strategies to remove the current IGP in collaboration with Bugri Naabu, the former Northern Regional Chairman of the ruling New Patriotic Party (NPP).

    Kwaku Owusu Agyeman, the Lead Counsel for COP Mensah, expressed their unexpectedness at the decision, stating that they had anticipated that the GPS would allow the parliamentary committee to conduct its own findings. He emphasized that the objective of the probe was to establish the facts already in the public domain.

    Despite their surprise, Agyeman mentioned that they would accept the interdiction in good faith and explore their client’s rights. They also indicated that they would reveal their future actions in the coming days.

    A series of fresh recordings has emerged on social media, intensifying the controversy surrounding the alleged plot to remove the current Inspector-General of Police, Dr. George Akuffo Dampare.

    These new recordings, consisting of video footage, feature the former Northern Regional Chairman of the New Patriotic Party (NPP), Bugri Naabu, engaging in conversations with unidentified individuals, discussing various schemes.

    In one of the videos, Bugri Naabu is seen in his office, where an individual accuses him of involvement in a contract kickback scheme. The individual asserts that the contract was initially awarded to Ben Kofi, who subsequently subcontracted it to Bugri Naabu.

    This individual also mentions pressure from higher-ranking officials, including the vice president’s office, and urges Bugri Naabu to provide the promised funds for the project.

    “The contract was given to Ben Kofi and Ben Kofi gave the contract to him. So it is not that me and him we know about IGP giving him the contract. That contract didn’t come, look at what they are telling me now.

    “This particular contract, the job was given to Ben Kofi and Ben Kofi also intend subletting it to him… so tell me, are you halting any money for me to give to the boys or what?

    “Because you said you got some calls from even vice president’s office people called you. Me I don’t know how they got your number but I called your sister and your sister told me the contract was ready, they are now going to do production.

    “Now, I went to IG (Inspector General), IG too says the contract is completed. If you don’t want trouble, bring the money for me to give to the boys. Otherwise, I cannot guarantee you, the problem can come.

    “So he told me that, today is Monday, he said today he is going to meet Ben Kofi, the person the contract was awarded to, they will discuss it and see if they can get some money,” Bugri Naabu is heard stating in one of the videos in a setting that looks like his office said to be located at Osu.

    While the exact context of this video remains unclear, it is noteworthy that one of the three senior police officers implicated in the alleged plot to remove Dr. Dampare during their appearance before a parliamentary committee mentioned a business relationship between the IGP and Bugri Naabu.

    Superintendent George Asare alleged that the IGP had benefited from contracts with the police service, implying a connection between their relationship and the leaked recording of their private conversation.

    “He has lied on several occasions. I have Alhaji Bugri Naabu on tape, everything he came to say here, on video in his office. His relationship with IGP and contracts, 40,000 boots contract…” he spilled before being stopped in his tracks by the chairman of the committee, Samuel Atta-Akyea.

    Bugri Naabu, in his testimony before the parliamentary committee, acknowledged having lobbied for Dr. Dampare to be appointed as IGP.

    Bugri Naabu on police payroll

    In another set of new videos, Bugri Naabu is heard admitting to being on the payroll of the Ghana Police Service, countering an accusation that he was receiving payments from Dr. Akuffo Dampare.

    During the exchange, an unidentified individual alleged that Bugri Naabu was being paid GHC10,000 by Dr. Dampare. In response, Bugri Naabu refuted this claim and clarified that he received the monthly payment of GHC10,000 from the police service, not from Dr. Dampare personally. He explained that the payment was in recognition of his role as a paramount chief, serving as an informant for security matters and reporting issues to the police.

    Despite Bugri Naabu’s explanation, his accuser maintained that the payment originated from the IGP and not the police service. The disagreement escalated, with Bugri Naabu daring his accuser to take any action he deemed necessary.

    “Don’t tell me that he pays me GHC10,000; he doesn’t pay me, it’s the police… I don’t know, I receive GHC10,000 from the police and they tell me the security work I do as a paramount chief… when there is a problem I report to them,” he responded.

    Background:
    In recent developments, a leaked tape revealed several senior police officers seeking the support of Bugri Naabu to remove the current Inspector-General of Police (IGP) from office. These officers, who identified themselves as supporters of the ruling New Patriotic Party, expressed concerns that Dr. Dampare’s tenure as IGP posed a threat to the party’s chances of winning the 2024 election.

    Bugri Naabu subsequently admitted before a parliamentary committee investigating the leaked tape that he had recorded his conversations with the police officers as evidence of the alleged plot, with the intention of presenting it to President Nana Addo Akufo-Addo.

    However, one of the officers involved in the recorded conversations, Commissioner of Police (COP) George Alex Mensah, claimed that the recording was initiated by Dr. Dampare himself, who later leaked their discussions with Bugri Naabu.

    In response to these developments, the Ghana Police Service, on September 9, 2023, announced the interdiction of all the police officers implicated in the leaked tape.

    232 Ghanaian mortuaries operating without licenses – Mortuaries and Funeral Facilities Agency

    The Mortuaries and Funeral Facilities Agency, has revealed that no mortuary facility, whether public or private, has acquired the necessary license required under the Health Institutions and Facilities Act of 2011 (Part 2) to operate in the country.

    The agency has identified approximately 232 mortuaries currently operating in the country, with the likelihood of more such facilities emerging.

    Dr. Yaw Twerefour, the Chief Executive Officer of the agency, has stated that none of these 232 mortuaries is in compliance with the law, emphasizing that licenses are essential for proper operation. In response to this issue, the agency has developed standards in alignment with the law, with the aim of enforcing the act. The goal is to regulate the system effectively and streamline the operations of mortuary operators.

    Dr. Twerefour mentioned that these standards would be shared with stakeholders for their awareness. Subsequently, a grace period for preparation and compliance will be provided before inspections and law enforcement through licensing take place.

    Dr. Twerefour stated, “By the end of the next quarter, we would have engaged everybody for them to know what they are expected to do.” After this, a three-month period will be given for facilities to meet the licensing requirements.

    He added, “After all of this, when we come to your premises and you still don’t comply or you don’t fall within what we have, then you don’t have any business on the field.”

    The agency, established under Part Two of Act 829, is responsible for licensing, controlling, and regulating facilities related to the storage, transportation, and disposal of human remains, as well as various practitioners in the sector.

    These practitioners include pathologists, autopsy assistants, embalmers, funeral home directors, mortuary attendants, undertakers, cremators, hearse service providers, drivers, cemetery managers, graveside workers, professional pallbearers, mausoleum directors, and funeral escorts.

    The types of facilities requiring licensing encompass cold storage facilities for human remains, mortuaries, funeral homes, crematoria, columbaria, mausoleums, cemeteries, and hearses.

    Dr. Twerefour highlighted specific standards for facilities, such as requirements related to management composition, ownership registration, financial capacity, vision and mission, infection prevention control, security, and backup water and power supply. He emphasized the necessity of having a substantial backup water storage tank, as water is a crucial element for mortuary operations.

    The lack of standards in the past has allowed for potential criminal activities, including individuals depositing bodies without proper documentation. This has led to extended periods of unclaimed bodies in mortuaries and mass burials. Dr. Twerefour emphasized that the absence of standards allowed some facilities to accept bodies without proper verification.

    He also noted that the licensing process would help identify unlicensed hearses and ensure they meet legal requirements. Overall, these measures aim to streamline activities within the sector.

    Furthermore, the agency intends to digitize operations, allowing real-time information on activities in the sector. Dr. Twerefour mentioned that the infrastructure for this digitalization is in development.

    In conclusion, Dr. Twerefour emphasized that these changes are part of a new era in the industry, with the goal of setting and upholding standards.

    Collaboration and compliance with these standards are encouraged, and non-compliance may result in exclusion from the industry.

    Ghana’s cyber fraud expenses hit US$4.32 million in first half – CSA

    In the initial six months of 2023, cyber fraud incidents led to a financial drain of US$4.32 million (equivalent to GHC49.5 million) as reported by Albert Antwi-Boasiako, the Director-General of the Cyber Security Authority (CSA).

    He made this announcement during the Accra media launch for the National Cybersecurity Awareness Month for the year.

    Antwi-Boasiako highlighted that Ghana’s commitment to promoting a culture of digital safety is rooted in its cyberculture and societal aspects, as established by the cybersecurity Capacity Maturity Model (CMM), commissioned by the Ministry of Communications and Digitalisation in January 2018.

    Furthermore, he explained that the reported cases of cyber fraud represent only a portion of the incidents brought to the attention of government organizations.

    The CSA received 41,285 contacts from the public between October 2019 and July 2023, consisting of complaints related to cybercrime and other associated activities. Identity theft, online extortion, romance fraud, and shopping fraud collectively accounted for 41% of these cases.

    Antwi-Boasiako also highlighted the global trend, noting that recent statistics indicate that over 62% (4.95 billion people) of the global population now has internet access.

    In Ghana, internet penetration has shown significant growth, surging from 2.31 million users in 2012 to 17 million users in 2022, representing 53% of the country’s population. Among these users, a substantial portion consists of the younger generation.

    Emphasizing the importance of raising awareness and educating young individuals about cybersecurity matters, he stressed the need to intensify efforts in this regard.

    The government has successfully settled its alternative offer to Pension Funds bondholders for Ghana-denominated notes and bonds.

    The Finance Ministry, in a statement dated September 7, emphasized the significance of this achievement in line with the government’s macroeconomic stabilization policies under the IMF-supported Post-COVID-19 Programme for Economic Growth (PC-PEG).

    The statement also revealed that a payment of GHS 2,060.72 million was issued to Exchange Bonds holders, treating them as if these bonds were issued on February 21, 2023, and held by the same holders as of August 22, 2023.

    Furthermore, on September 5, 2023, a payment of GHS 2,060.72 million was disbursed to Exchange Bonds holders, also considering them as if these bonds were issued on February 21, 2023, and held by the same holders as of August 22, 2023 (the first interest payment date under the Existing Exchange Series).

    In addition, on the same date, a payment of GHS 274.91 million was made to Exchange Bonds holders for their ESLA Bonds and Daakye Bonds, under the assumption that these Exchange Bonds were issued on February 21, 2023, and held by the same holders as of August 22, 2023 (the first interest payment date under the Existing Exchange Series).

    This calculation takes into account previous payments received by holders of ESLA Bonds and Daakye Bonds after February 21, 2023.

    THE GOVERNMENT ANNOUNCES THE SETTLEMENT OF ITS ALTERNATIVE OFFER TO PENSION FUNDS bondholders

    Accra, Ghana, 7th September 2023…… The Government of Ghana announces the successful settlement and conclusion on Monday, 4th September 2023 (the “Settlement Date”) of its alternative offer to Pension Funds bondholders in respect of the GHS-denominated notes and bonds issued by the Government, E.S.L.A. Plc or Daakye Trust Plc. This successful result is a significant achievement for the Government as it pursues its macroeconomic stabilization policies under the IMF-supported Post-COVID-19 Programme for Economic Growth (PC-PEG).  The settlement was made pursuant to the terms and conditions set forth in the Exchange Memorandum dated 31st July 2023 (the “Exchange Memorandum”). Capitalised terms used but not defined herein shall have the meanings ascribed thereto in the Exchange Memorandum.

    1. The Government announces the aggregate principal amount of each Exchange Bonds, which amounts, together with the corresponding ISINs, are set forth in Appendix A attached hereto.
    2. On the Settlement Date, four (4) Exchange Bonds were issued to Eligible Holders whose tenders were accepted by the Government, consisting of two new Tranches of Existing Exchange Series (Series of bonds issued by the Government on 21st February 2023 in line with the DDEP instruments) and two new Series of bonds consisting of two interest-only instruments. Pursuant to the Exchange Memorandum, the principal amount of the Exchange Bonds per holder is composed of the outstanding principal amount of Eligible Bonds tendered by such holder plus any amount of Accrued Interest Payable in respect thereof, and was allocated per holder among each Exchange Bond in the Exchange Consideration Ratios pursuant to the Exchange Memorandum. On the Settlement Date, such principal amounts were credited to each holder’s respective securities account at the Central Securities Depository (“CSD”) from which each holder’s Eligible Bonds were tendered.

    4          On 5th September 2023, as set forth in the Exchange Memorandum, a payment of GHS2,060.72 million was made to holders of Exchange Bonds in respect of their Treasury Bonds as if such Exchange Bonds had been issued on 21 February 2023 and held by such holders as of 22 August 2023 (the first interest payment date under the Existing Exchange Series). In addition, on the same date a payment of GHS274.91 million was made to holders of Exchange Bonds in respect of their ESLA Bonds and Daakye Bonds as if such Exchange Bonds had been issued on 21 February 2023 and held by such holders as of 22 August 2023 (the first interest payment date under the Existing Exchange Series), taking into account prior payments received by holders of ESLA Bonds and Daakye Bonds after 21st February 2023.

    1. Pursuant to the Exchange Memorandum, all tenders accepted by the Government resulted (i) in the case of the Eligible Bonds issued by the Government, in electronic cancellation of such Eligible Bonds at the CSD on the Settlement Date, and (ii) in the case of Eligible Bonds issued by E.S.L.A. Plc and Daakye Trust Plc, in the transfer, on the Settlement Date, of such Eligible Bonds in favour of the Government who became the issuer thereof.
    2. On the Settlement Date, the Government signed and issued the Pricing Supplements for each Exchange Bond pursuant to the Deed of Covenant of the Republic of Ghana dated 21st February 2023, under which the Exchange Bonds were constituted and issued. Copies of the Exchange Bond Documentation have been made available on the dedicated websites of the Ministry of Finance (https://mofep.gov.gh/news-and-events/debt-operations) and the CSD (https://www.csd.com.gh/dde), and on the Invitation Website (https://projects.morrowsodali.com/PensionFundsDDE). Moreover, copies of the Exchange Bond Documentation have been made available for inspection by holders of Exchange Bonds at the CSD.

    President Akufo-Addo will inaugurate the first oil at FPSO Kwame Nkrumah, today, Friday, September 8, in the Jubilee South Area.

    This ceremony marks the commencement of oil production.

    The Jubilee South-East Area, part of the Jubilee Field, has received a $1 billion investment from its partners and is anticipated to contribute 100,000 barrels of oil daily to Jubilee Field production by year-end, originating from three developed oil wells.

    Following his interaction with selected FPSO staff and inspection of key KNK sections, President Akufo-Addo will participate in a commemorative luncheon in Takoradi.
