  • Adib Saani: National Security Minister must resign for failure to heed warning signs

When this Togoland issue started, some of us within the security space did not spare any moment or mince words, raising serious concerns about their activities and the existential threat they posed to the security of Ghana.

Unfortunately, over the past few years, they have become more audacious and brazen and we can only expect more. They are able to make strong political statements and control the narrative.

They seem to be succeeding in bullying the government into submission. They have succeeded in disrupting lives and holding the nation hostage. Soon, we might go beyond condemning their actions by asking them what their demands are. With a heavy heart, I predict they might start targeting critical infrastructure.

They have the capacity and geographical advantage (forest cover and international border) to engage in an assymetrical warfare that could be hard to win.

We ignored the early warning signs and thought this was all a joke. We arrest and release, re-arrest and release again. Despite the presence of intelligence officers, they have largely failed to gather actionable intel in real-time.

Going forward, the over 100 kilometer Accra Atimpoku Juapong stretch is very crucial and needs permanent detachment stationed within that enclave. The Adome bridge and the dam are high-value targets that we cannot trade-off.

Let us invest in human security because largely, these secessionists have some level of Community support.

Let us collaborate more effectively with Togolese authorities so the group doesnt engage in cross border activities and the trafficking of weapons to oil their seeming war machine.

  • 3 policemen interdicted for aiding and abetting in a GH¢163,850 scam

Three police officers are facing interdiction, whiles three other persons have been arraigned before a court on offenses of conspiring to commit crime and defrauding by false pretenses.

The officers have been charged over their involvement with Owen Kwame Frimpong, a 46-year-old Shipping Consultant, and Evans Owuraku Amofa, 39, who defrauded a businessman of US$29,000 equivalent to GH? 163,850.

The report according to Myjoyonline stated the complainant and his boss in the month of April 2020, needed a specified quantity of Carbomer, a chemical used in the preparation of hand sanitizers.

The complainant through the help of a witness in the case is said to have reached out to Evans who promised to help them acquire the chemical.

The witness introduced Evans to the complainant at his office, at which point Evans suggested bringing on board his other accomplice, Owen.

The prosecution Officer, Inspector Pobee told the court during hearing that, “Evans left and later called the complainant to inform him that Owen was ready with the chemical, so they should meet him at Prampram to pay and collect it”.

The court further heard that the complainant and his boss accompanied by others met the accused persons on May 5, 2020, at Prampram for payment and collection of the chemical.

The merchandise is said to have been delivered by a lady instead of Owen in an ice chest.

According to the Prosecutor, the complainant, his boss, and others on their return to Accra with the Carbomer, “the complainant and the witness were arrested by Police with the ice chest and its content seized from them. They were later released by the police.”

The complainant who became suspicious of the event that unfolded reported the matter to the Accra Regional Command, leading to the arrest of the accused persons.

The prosecution said the chemical given to the complainants after investigations was found to be fake.

It was further explained that the arrest of the complainant and those accompanying him was staged by the accused persons to avoid detection.

“The accused persons arranged with 3 police officers, who were their friends, to seize the fake chemicals from the complainant to avoid detection,” the court was told.

The accused persons in their caution statements are said to have admitted to the whole event as being a scam and made a promise of refunding the amount but failed to do so.

Whiles Owen and Evans are facing charges of conspiring to commit a crime and defrauding by false pretenses, the three police officers involved in the matter have been interdicted with formal proceedings instituted against them for their conduct.

  • Create database for convicted criminals Security analyst urges Ghana Police Service

Security analyst, Vladimir Antwi Danso, has called on the Ghana Police Service to intensify their methodology for prevention, arrest, and prosecution of criminals.

Mr. Danso mentioned that the laws governing the possession of arms is not being enforced thus the increase in the proliferation of illicit firearms in the country.

He, however, opined that the Ghana Police Service (GPS) needs to develop and adopt a database for convicted criminals in order to make criminal investigations faster and convenient.

The Security Analyst made these comments on the back of recent reports of murder and theft cases such as the hijacking of a bullion van consisting of money meant for distribution to banks around Kumasi and the murder of the University of Ghana law school professor at his mansion.

“But for us in the field, it is a one-stop-shop for criminal investigation because with the law lecturer for example, if we get a small fingerprint in the area and subject it to the database, we will get the person within 3 or 4 minutes,” He said

Furthermore, Mr. Danso expressed his worry over the increasing cases of crime in Ghana following these occurring incidence.

According to him, frequent security lapses in the country could be attributed to indiscipline, lack of resources, and personnel in the police service in the country.

“But it is a very worrisome situation. And I have countless occasions spoken about indiscipline in our society. I have spoken also about the fact that we are not very security conscious and so when something is even going on we are unable to observe and call the police etc. The very fact that we are not security conscious, the very fact that we are is so much indiscipline in our society creates a security siege for the country. And again, we have a police force which is less than what we should normally have. There are training and resource, so we are now getting to the situation where very soon it is like we will become a country of heinous crimes like South Africa, the US, and so we need to be worried.” he added.

  • Security services to remain on existing pension programmes Oppong Nkrumah

The government has excluded security services in the country from the unification of pensions.

The security services would remain on their already-existing pension programmes.

This was disclosed by the Minister of Information, Mr Kojo Oppong Nkrumah at a press briefing in Accra on Thursday, 20 August 2020.

Mr Nkrumah noted that the decision was reached to exclude security services such as the Police, Immigration, Prisons, Fire and all other such services and intelligence agencies after it examined a report on the National Pensions Act, 2008 (Act 766),

This, he said, prompted the government to direct the Minister of Employment and Labour Relations to have the law amended to make room for the changes.

    “Cabinet considered the recommendations of the report seeking the following actions for the completion of the unification process;

“One, the exclusion of the security services that is the Police Service, the Immigration Service, the National Fire Service, the Prisons Service, as well as other security and intelligence agencies”.

“Two, the amendment of Act 766 to exclude the security services from the unification of pensions”.

“Cabinet granted approval for the above actions and directed the Minister of Employment and Labour Relations to commence processes to have the law amended to reflect this decision.

“The decision, therefore, is that the security services will not be subject to the unification of pensions and will remain on their old pension programmes.

“The security services will not be subjected or included in the programmed to unify pensions. They will instead remain on their already existent pension programmes like the Cap 30 and the other pension programmes that exist,” he said.

The Minister explained that the reason for the exclusion of the security services from the unification process is because of the peculiar nature of their task and the risks they face in their line of duty.

Ghana began processes to unify its pension regime in 2018.

With an approval from Cabinet to develop a roadmap toward the unification of the regime by 2021, the Ministry of Employment and Labour Relations has engaged stakeholders within the sector in a bid to unify all parallel pension schemes and incorporate them under the three-tier system as stipulated in the National Pensions Act, 2008 (Act 766).

The National Chairman of the National Peace Council, Rev. Prof Emmanuel Asante, told Citi News the police needed to “institute a platform that will regularly inform the public about the progress of such ongoing investigations.”

He stressed that it was important to influence the perception of the Ghanaians because “people think that when people do these things, they get away with it.”

“They should ensure that people who flouted the law and did what was wrong must be brought to book… It is their responsibility. It is the responsibility of the law enforcement agencies to crack the whip when these things do happen,” the Peace Council Chairman added.

Some of the high profile incidents of violence during the voter registration included the Awutu Senya East Constituency  Member of Parliament, Mavis Hawa Koomson, firing a gun at a registration centre during a clash between National Democratic Congress and New Patriotic Party members.

In Banda, Silas Wulochamey, a 28-year-old man was stabbed to death at a registration centre at Banda in the Bono Region during an altercation between some NDC and NPP supporters.

    Similar call from CODEO

The Coalition of Domestic Election Observers (CODEO) earlier called on the Inspector-General of Police to fast track investigations and prosecution of persons who perpetrated violence during the voter registration exercise.

CODEO also asked the IGP to make available findings of its investigations public to foster confidence in the security agencies.

It cited the incidents at Banda and Dormaa West all in the Bono Region and Awutu Senya East in the Central Region in a report.

“CODEO urges the Police administration to share updates of these investigations with the Ghanaian public to foster confidence in the security agencies and to also serve as a deterrent against future incidents of this nature. Failure to enforce the rule of law will erode confidence in the security agencies and the rule of law,” it said.

  • Police officers in deprived areas to be promoted ahead of colleagues in cities IGP reveals

The Inspector-General of Police (IGP) Mr. James Oppong-Boanuh has revealed that police officers who accept postings to deprived areas in the country will, henceforth, be promoted ahead of their colleagues who prefer to stay in the cities.

Promotion duration for service men and women in that category, he added, will be reduced to three years instead of the normal four years.

This, he noted, is a way of ensuring that no area is left out in the maintenance of law and order in the country, appealing to those who are already in these deprived communities not to see their postings as a punishment by the service.

“Those of you in deprived communities will be promoted ahead of your colleagues who choose to live in cities. While they would be waiting for the fourth year to be promoted, you would have been promoted a year before them making you seniors ahead of them,” he disclosed as part of his visit to the Northern Region to touch base with officers of the service.

He was however quick to add that the latest decision to promote the officers applies to only junior ranks in the Ghana Police Service.

  • Allow police officers to form unions Ex-Police Commander to government

Personnel of the Ghana Police Service (GPS) should be allowed to form and/or be part of a union, a Former Commander of the Formed Police Unit Superintendent Naa Hamza Yakubu has opined.

This, according to him, will allow police officers to have a collective understanding against undue influence or interference from government.

The retired Commander shared the opinion on the Campaign Trail with Regina Borley Bortey on Starr FM Wednesday.

“We still do not understand why they would not allow personnel of the Police Service to form a union or to join a union so that when it is that any government is trying to influence unduly the operational activities of the police, they should be able to stand up and speak against any unwarranted interference.”

He also asked that the position of the IGP be given absolute independence, such that he/she will be appointed by the Public Service Commission.

Currently, the IGP is appointed by the President, acting in consultation with the Council of State. A move which many stakeholders have in recent times chastised.

He explained “if it is that we want the Police to have absolute independence, the first thing I would want any political party to assure and to do is to allow the head of the Police i.e the IGP to be appointed by the Public Service Commission. When it is that we have this system, then we can at least be sure that we are going to have at least some level of respectability in dealing with the service especially at the top.”

Touching on logistics being made available to the service, the retired Commander called on government to direct their investment into human security rather than arms.

“Certainly they only pay lip service with the Police Service. They would assure of improved conditions and when they come they will turn their face elsewhere. For instance, I believe strongly that it will be appropriate now to invest in human security rather than arms. When it is that they are going to provide arms and equipment, they divert them to other places, that is when they are able to bring on board a lot of people we term as a job for the boys. You see them in all other security groups and then they are well equipped over and above the established Police Service.”

  • NDC accuses police of looking on as an MP and its registration agents were assaulted

The opposition National Democratic Congress (NDC) in the Ashanti Region is demanding the arrest and prosecution of persons who assaulted the Ejura-Sekyere-Odumase MP and two registration agents.

Muhammed Bawah Braimah MP for Ejura-Sekyere-Odumase was allegedly attacked by persons believed to belong to the opposition New Patriotic Party (NPP) at Ejura, while the agents were beaten up at Drobonso.

Party leaders say they have made names of suspects available to police and expect them to be apprehended within 72 hours.

Regional Secretary, Kwame Zu and Communications Officer, Abass Nurudeen, addressed the media in Kumasi said the police and military persons witnessed the assault.

“The police and the military, who are expected to stay in the middle have now teamed up with the NPP to assault NDC members.

“Soldiers and police are being directed by DCEs to beat NDC agents at polling stations and our MP for Ejura, who nearly lost his life.

“At Drobonso, two of our agents were just challenging some non-citizens who were at a centre to write their names. They called police officers to beat them up,” Mr Nurudeen alleged.

The NDC is also alleging that police and military personnel deployed to monitor the registration exercise are intimidating its members.

It also accused the Electoral Commission of padding figures recorded in the on-going registration exercise as part of a plot to rig the 2020 polls for the governing party.
