He emphasized that despite any grievances, citizens should refrain from resorting to violence against police, soldiers, immigration officers, or intelligence personnel.

“This is the time Ghanaians must learn to appreciate and support the work of the security agencies, the soldiers, the police, the immigration officers, the prison officers, and all the institutions that are involved in providing security.

“They are the people who have made it possible for us to feel secure. Going forward, they are the people who provide the necessary services for us to feel secure.

Ghana’s democracy at risk over rising chieftaincy disputes – National Security Minister

Minister for National Security, Albert Kan-Dapaah, has voiced deep concern over the escalating incidents of chieftaincy disputes and landguard activities, which he views as significant threats to the country’s democratic stability.

Kan-Dapaah’s worry comes in the wake of the tragic death of Lance Corporal Michael Danso during a conflict over land ownership at Millenium City in Gomoa East.

The Minister emphasized that chieftaincy disputes, in particular, present a persistent challenge to internal security and require urgent and decisive action.

Speaking at the 2024 Civil Service Week and 2023 Awards Ceremony in Accra, Kan-Dapaah stressed the need for sustained efforts to effectively address these issues and prevent future occurrences.

“Let me say that chieftaincy disputes, in particular, remain a thorny internal security threat that must be permanently dealt with. It is interesting to note that chieftaincy disputes constitute a significant portion of the daily situational reports that are received by my ministry.

“The potential for such chieftaincy disputes to degenerate into violent confrontations compels us to constantly dedicate considerable amounts of resources to the mitigation of such threats. And these are resources that would have been channelled into other productive sectors of the economy.”

  • UG-UTAG challenges Kan-Dapaah over allegations of academics inciting coup

UG-UTAG challenges Kan-Dapaah over allegations of academics inciting coup

The University Teachers Association of Ghana at the University of Ghana (UG-UTAG) has expressed strong disapproval of recent statements made by the National Security Minister, Albert Kan-Dapaah.

Speaking at a seminar titled “Impact of Disinformation on Electoral Integrity, Peace and Security in Africa” in Accra, the minister suggested that some individuals in academia, civil society, and the media were leveraging their influence to incite actions that could potentially disrupt the country through the dissemination of false information.

In response to these remarks, UG-UTAG voiced their concerns about the potential repercussions, emphasising that such comments could stifle the expression of dissenting viewpoints and curtail the fundamental right to free speech.

“The University of Ghana Branch of the University Teachers Association of Ghana (UG-UTAG) has noted with concern some comments purportedly made by the National Security Minister, Hon. Albert Kan-Dapaah.

“According to the Honourable Minister, some identified individuals in academia (we believe, including UG-UTAG Members), civil society, and the media are leveraging their influence in society to incite a coup to destabilise the country through the spreading of misinformation and disinformation without adducing any evidence to support the claim.

“We do not support any individual or groups calling for a coup in Ghana, but at the same time, we won’t be gagged from speaking our minds forcefully on all important national issues. We would fiercely resist any attempt, including political commentary, that has the potency to usher us into the dark days of a culture of silence,” part of the statement dated October 20, read in part.

UG-UTAG underscored that effective prevention of coups and military interventions in politics hinges on the pillars of good governance, anti-corruption initiatives, responsible economic stewardship, and the proactive implementation of policies that benefit the less privileged.

According to their perspective, these actions can serve to narrow the divide between the affluent and the underprivileged, ultimately fostering the development of a robust middle class within society.

“The antidote to coups and military interventions in politics, are good governance, fight against corruption, proper management of the economy, and the implementation of proactive pro-poor policies, that can help bridge the gap between the poor and the rich, as well as create a vibrant Middle Class in society.

“While we call on the government to imbibe the antidotes listed above to secure our peace and promote political stability, we also ask for a national dialogue and conversation on how to guard against the threats of coups and safeguard our peace in Ghana,” the statement added.

He emphasized the gravity of the situation by stating, “and let me reiterate today, from my current position, I can confidently say that handling this information is one of the major security challenges I face on a daily basis.”

Speaking for the first time about his dismissal on Oman FM’s Boiling Point programme last week, Adorye disclosed how he purportedly helped secure the Volta Region from vote manipulation by way of Togolese being brought into Ghana to vote for a particular party.

“You can testify that I was not seated behind the fence wall, I was in the thick of affairs. Ghana – Togo border operations,” he told host of the show, before adding: “I did it with four youth organizers in the Volta Region, we did it at the blind side of the regional executives.

“Because if we had informed them, they will claim they had plans to do it,” he added before narrating how it wasn’t until the day of vote in 2016 when he met the regional secretary at Kpando, then the secretary said they had gotten wind of his undisclosed operations.

He stated further that with his operation, the other party that usually brought illegal voters in, failed so to do: “We all saw the results in Volta Region, when they went to recruit voters, it was unsuccessful but this is my reward today?”

On his dismissal, he stressed: “I’m not a zombie, uncle, I was told that my support is not towards a particular camp so I should be dismissed, I have been dismissed. ‘Your appointment has been terminated with immediate effect. That is why I am stressing that God will cater for us, we will never die.

“I have left it all to God, we won’t sleep hungry. I know it is not my minister who will do this, Kan-Dapaah will not do this. But from what I am hearing, I pity those who issued the instruction,” he added.

  • Terrorists may take advantage of Ghana’s galamsey activities – Albert Kan-Dapaah

Albert Kan-Dapaah, Minister of National Security, has warned that terrorists may take advantage of the galamsey activities in the country.

This is because the revenue generated from galamsey activities will be able to fund the criminal activities of these terrorists.

According to Kan-Dapaah, terrorists in countries like Burkina Faso and Mali, have been attracted to gold mining areas but he assured that his Ministry has taken cognizance of the development and working hard to avert the consequences.

He noted, the Accra Initiative, which aims to prevent the spillover of terrorism from the Sahel and to address transnational organized crime and violent extremism in ECOWAS member countries’ border areas.

“In Mali, in Burkina Faso, the terrorists have always been attracted to gold mining areas. Clearly, they try to make money from gold mining activities to undertake the criminal activities that they do. The criminals may want to take advantage of galamsey activities in our country to raise money to do what they do in other countries and what they may plan to do in our country.

“We are aware of this. We are studying it. We do know what has to be done in this area, and we work hard to make sure we are not overtaken by events. But clearly, one way that you can make cheap money to go and undertake some of these criminal activities is galamsey, so it’s of interest,” Albert Kan-Dapaah explained at a press briefing in Accra.

The West African sub-region has been confronted with terrorist threats, as Ghana’s neighbours Côte d’Ivoire and Burkina Faso have suffered attacks from terror groups in recent times.

The development has compelled the government to launch the “See Something, Say Something” campaign, which is aimed at encouraging citizens to report any suspicious activity.

  • ‘I saved Akufo-Addo’s life in 2006, he would have died like a chicken’ – Captain Smart

He said that even though there was traffic during the rush hour, he had a dispatch rider escort them to the NIB office at Kanda for interrogation.

“How can one Captain Smart be given a presidential escort?” he asked while recounting his ordeal on TV.

“The presidency is involved in galamsey,” Captain Smart reiterated the point that eventually led to his arrest.

“…the so-called security apparatus wants to scare journalists; me [they can’t]. They should go and ask Kan-Dapaah, Addo Kufuor, J.A. Kufuor or even Nana Addo, who I saved his life in 2006; like he would have died like a chicken, ask him. Ask him that when he was taken to his hometown, Kibi, and we were returning to Accra, ask him what happened on our way. I saved Nana Addo’s life, you are all sick, ask Akufo-Addo, he will tell you,” he said.

“After he told him that he would have given me one of his daughters, ask Akufo-Addo. That time, Gabby Asare Otchere-Darko was in London sweeping the streets,” Captain Smart added.

He warned that nobody should worry him because he knows where he came from and where he is going.

“Ask Akufo-Addo who saved his life in 2006, when you meet him ask him. When we came to Accra he was asking what I wanted and I told him that I don’t need anything. My responsibility is to make sure that you live, because I believed in him from 2005…,” Captain Smart noted.

  • The rules do not allow the military to guard public officers – Kan-Dapaah

The Minister-designate for National Security, Albert Kan-Dapaah has stated that the rules in the Ghana Armed Forces do not allow the military to be bodyguards for any public official.

He stated this during his vetting on Wednesday, February 10, 2021.

He made these remarks when he was asked why armed military officers are providing guard duties for the Electoral Commissioner and other state officials in the ongoing election petition.

The Minority Chief Whip, Muntaka Mubarak had disagreed with the assertion that Ghanaians were all secured when armed military men were providing guard duties to these individuals.

The Chief Whip told him if assertions were true that Ghanaians were all safe, then it would be inconsistent for armed military men to be providing security for public officers.

He explained that the rules do not allow for military personnel to provide guard duties because only specified persons are allowed to do so.

He said the Minister of Defence Minister must have given an approval for the scenes we have witnessed on social media.

Mr. Kan-Dapaah said it would be difficult for the Defence Minister to give such approval unless he sees the need for it.

  • All high-profile cases have been resolved Kan-Dapaah

The National Security Minister-designate Albert Kan-Dapaah says all high-profile cases which happened under the first Akufo-Addo administration have been resolved.

According to him, all other cases, but for the murder of investigative journalist Ahmed Suale have been comprehensively dealt with.

“All high profile cases that have happened within the last four years have been resolved. Aside the Suale one, all of them have been resolved, and it is to our credit. The Ghana Police deserves commendation,” the former National Security Minister told the Appointments Committee of Parliament during his vetting Wednesday.

The Minister-designate downplayed questions over heightened security concerns in the previous administration where he was in charge of security. He, however, declined to share his personal views on the Ayawaso by-election chaos where a member of parliament was assaulted by a national security official.

He said sharing his view will be unfair considering the fact that government had issued a white paper on the recommendations of the committee that probed the chaos.

Some of the recent security concerns in the country include the kidnapping and murder of the three Takoradi girls and the killing of some high profile personalities.

  • Election 2020: Crime rate going down Kan-Dapaah

National Security Minister Albert Kan-Dapaah has blamed political opponents for the heightened sense of insecurity in the country.

Some security analysts and members of the public have questioned the security preparedness of the country for the December polls given recent armed robbery cases and other violent crimes.

But addressing Parliament today, the National Security Minister accused political opponents of deliberately fanning a false sense of insecurity for political gains.

Mr. Kan Dapaah argued crime rates are rather down as he warned troublemakers of the readiness of the security agencies to neutralize them.

On the activities of the Volta Separatist groups, the minister fended off allegations of intelligence failure

He said “there also seems to be a deliberate attempt by certain individuals to create a false notion of rising insecurity in the country. The facts however run counter to this false notion, for example, evidence suggests a reduction in crime rates in the country.”

“These false notions of insecurity stems from the deliberate politicization of issues of national security in the country and I think it has become more pronounced as we approach the 2020 presidential and parliamentary elections. An assessment of recent developments reveals that the false notion of insecurity is fueled by some politicians.”

He added that these politicians at one moment openly threaten violence should they lose the election and at another express concern about rising insecurity in the country. And I think Mr speaker, this is unacceptable and must be condemned in no uncertain terms irrespective of where it is coming from.”

But minority leader Haruna Iddrisu rubbished allegations of the minister.

The Tamale South MP warned the NDC will not accept any intimidation from the security personnel who operate in the name of national security on election day.

He charged government to leave deployment of personnel for election purposes in the hand of the IGP so he can be held accountable for whatever goes wrong so as to avoid a repetition of Ayawaso West.

Majority Leader Osei Kyei-Mensah-Bonsu asked for a political consensus if personnel from national security are to be barred from electoral duties since such deployments have always existed.

“Honourable Albert Kan-Dapaah should resign immediately as minister for national security. He has failed. He alleged that the national security is now being used for many criminal activities, adding that Ghana should not be like this. The laws of Ghana should be appreciated by all.

“The laws should be fairly applied and for our collective good, no individual should be above the laws of Ghana”.

  • Kan-Dapaah Storms Parliament With New National Security Policy

The Ministry of National Security is to introduce a National Security Policy Document that runs for four years but subject to review at the beginning of each year.

Sector Minister Albert Kan-Dapaah told Parliament on Wednesday that the proposed document is expected to be ready before the end of the year, and that the yearly review is to assess emerging national security threats.

Mr Kan-Dapaah was responding to a question posed by Mr James Agalga, Ranking Member on Defence and Interior Committee and Member of Parliament for Builsa North, on whether the Ministry had plans to introduce a National Security Policy to the House for consideration.

The Minister said there was an urgent need for the country to have a documented National Security Policy framework to protect the state and its citizens.

He said the vision of the Government was to use the Document to set the stage for a progressive and secured security governance system.

Mr Kan-Dapaah explained that it had not been the practice of the country to have such a policy detailing the strategic framework and defining how to provide security for the state and citizens.

In October, 2017, the Ministry of National Security set up a Technical Working Group to initiate the process of drafting a National Security Policy.

The group comprised representatives of Government Ministries, Departments and Agencies, the academia and known security experts.

Mr Kan-Dapaah said the group has made some progress and after several consultations with various Ministries and State Departments over the period, a draft detailed National Security Policy document is ready.

He said the draft document had gone through various validation and review processes with selected security and governance experts as well as stakeholder consultations with interest groups and Civil Society Organizations.

Mr Kan-Dapaah announced that the Ministry intended to submit the final draft to Parliament for its input.

He, however, stated that the policy document would not be submitted to the House as a Bill to be passed into an Act of Parliament, as that had not been the best international practice.

He explained that  the consultation with Parliament would,be limited todiscussions with the Select Committee responsible for National Security and theLeadership of the House.
