The Minister designate for Sanitation and Water Resources, Lydia Seyram Alhassan, on Tuesday got emotional and broke down in tears before the Appointment Committee of Parliament.
This was when she was asked questions about the 2019 Ayawaso West Wuogon parliamentary by-election disturbances.
She told the committee that she was no where near the incident and could not be held responsible for the violence at the Bawaleshie polling station.
“I was in pain (apparently referring to the death of her husband which led to the by-election) and couldn’t have been involved in any violence,” she said.
Her answer to the question asked by the Minority Leader, Dr. Cassiel Ato Forson, was truncated briefly as the chairman of the committee, Joseph Osei Owusu, tried to calm her down.
The Member of Parliament representing the Ayawaso West Wuogon Constituency, Lydia Seyram Alhassan, has been appointed as the Minister for Sanitation and Water Resources in the latest government reshuffle under the Akufo-Addo administration.
Pending vetting and approval by Parliament, Lydia Seyram Alhassan is set to take over from Freda Prempeh in this ministerial role.

A disqualified parliamentary candidate hopeful of the New Patriotic Party (NPP) in the Ayawaso West Wuogon constituency, Samuel Amankwah, has leveled accusations against party executives, alleging instances of bribery.
He clarified that during the course of his campaign to secure the party’s representation in the constituency, he was confronted with a proposal to withdraw his candidacy in favor of the incumbent Member of Parliament, Lydia Seyram Alhassan.
In a video disseminated by Citi FM on X, he elaborated on his stance, stating that he categorically rejected the executives’ request as he firmly believes the constituents desire him to vie for the seat.
Amankwah, however, added that he was surprised when he was eventually disqualified from the race.
“After a couple of meetings with very high-powered gentlemen and executives of the party, persuading me to step down for the incumbent, which I told them in all humility, will not happen because the delegates; the constituents are calling for Amankwah.
“After the vetting; after two successive meetings, spanning over 3 hours, they are telling us Amankwah is not qualified to contest the Ayawaso West Wuogon seat. Fortunately, we have an appeal process to embark on. I think this will be a very nice journey. It’s a battle for the youth of Ghana and the youth of Ayawaso West Wuogon,” he added.
Indicating his readiness to go all out to seek justice in this process, Samuel Amankwah said what happened is a scheme against him and the youth of the country.
He has vowed to go all out to ensure that the right thing is done and that he gets back into the race.
“… I, Kwabena Owusu Amankwah, am going to fight for each and every one of us. Look, we are going to appeal today. I am going to see my lawyers and appeal this case because it cannot happen. This is not the JB Danquah party. This is not the JA Kufuor party. This is not the Nana Addo Dankwa Akufo-Addo party. It cannot happen,” he explained.
“How can you disqualify a candidate with just two candidates contesting. How? How on earth? This is purely a scheme, a game and an agenda against Amankwah. This is not just against Amankwah; this is against the youth of Ghana… against the youth of Ayawaso West Wuogon, and I, Kwabena Owusu Amankwah Samuel, we will fight for you,” he said.
The New Patriotic Party is currently vetting candidates who have presented themselves to contest the various constituency seats in the country on the ticket of the party.
The primaries that will see to the election of these parliamentary candidates will be held in the last week of January 2024.
The Ayawaso West Wuogon branch of the National Democratic Congress (NDC) has alleged that the incumbent Member of Parliament (MP), Lydia Seyram Alhassan, is diverting the district assembly’s common fund towards her political endeavors.
The party claims that this fund, intended for addressing local developmental challenges, is not being used as intended.
Bismark Aborbi Aryitey, the NDC chairman for Ayawaso West Wuogon, stated that Alhassan has not provided an account of the common fund’s utilization.
He noted that the fund appears to be directed toward NPP members in the constituency and questioned its allocation.
Concurrently, the NDC leadership in the Ayawaso West Wuogon constituency has officially endorsed actor-turned-farmer John Dumelo as their candidate for the upcoming 2024 general elections.
In a statement signed by constituency chairman Bismark Aborbi-Ayitey, it was revealed that fellow aspirants Fred Nuamah and Kojo Adu Owusu have withdrawn from the race to allow Dumelo to represent the NDC.
Fred Nuamah withdrew his candidacy on August 8 and pledged his full support to Dumelo. The NDC is urging its supporters and the public to unite behind Dumelo’s bid to win the seat from the New Patriotic Party (NPP) in the 2024 elections.
The Ayawaso West Wuogon branch of the National Democratic Congress (NDC) has leveled allegations against Lydia Seyram Alhassan, the current Member of Parliament for the constituency, asserting that she has utilized the common fund of the district assembly to finance her political undertakings.
According to the party, the intended purpose of the fund, which is aimed at tackling developmental issues within the constituency’s regions, is not being adhered to.
In a conversation with Citi News, Bismark Aborbi Aryitey, the NDC’s chairman in Ayawaso West Wuogon, mentioned that Alhassan has not provided a clear record of the common fund’s usage.
“Definitely, she has the common fund that she has not accounted for. I am a stakeholder in this constituency. There is no occasion where Lydia Alhassan has even met the Landlord Association to tell them that the common fund that came, I believe this gutter is worrying you, so let me fix it for you.”
“So, it is the common fund that is being spread in the constituency, especially spent on NPP members. However, Ghanaian voters are now discerning.”
Meanwhile, the leadership of the NDC at the Ayawaso West Wuogon constituency has endorsed the candidature of actor-turned-farmer, John Dumelo, ahead of the 2024 general elections.
In a statement signed by the constituency chairman, Bismark Aborbi-Ayitey, the party disclosed that the other two aspirants in the race, Fred Nuamah and Kojo Adu Owusu, have agreed to step down to allow Dumelo to represent the NDC in next year’s elections.
One of the aspirants, Fred Nuamah withdrew from the race on August 8 and pledged his unflinching support for Mr. Dumelo.
The party also called on the general public and supporters of the NDC to rally behind Dumelo to snatch the seat from the New Patriotic Party (NPP) in the 2024 polls.
Finance Minister Ken Ofori-Atta is anticipated to deliver the Mid-Year Review of the Government’s Budget Statement and Economic Policy for the 2023 Financial Year to Parliament on Tuesday, July 25, 2023.
Mr. Ofori-Atta’s presentation will be in accordance with the provisions of the Public Financial Management Act, 2016 (Act 921).
Deputy Majority Whip Lydia Seyram Alhassan announced the scheduled presentation on the Floor of Parliament, on Friday, in Accra, when she presented the Business Statement for the Seventh Week Ending Friday, July 21, 2023.
Presenting the Business Statement to the House, Madam Alhassan, also Member of Parliament (MP), for Ayawaso West Wuogon Constituency, entreated her colleague MPs to take note of the day and avail themselves for the presentation.
She told the House that pursuant to a directive of Speaker Alban Bagbin to the Business Committee to programme the Finance, Education and Food and Agriculture Ministers to appraise the House on the challenges confronting the National Food Company, the Committee had accordingly programmed the Ministers to attend upon the House on Tuesday July 18, 2023 to brief the MPs on the matter.
“Mr Speaker, a joint Caucus meeting is proposed to be held on Wednesday July 19, 2023, after adjournment to discuss pertinent matters. In this regard, all Members of Parliament are encouraged to avail themselves at the meeting,” she said.
Madam Alhassan further recommended that the House commenced sitting each day at 1000 hours with extended sittings that would ensure that business scheduled for the seventh week, particularly the Bills programmed were considered by the House and same passed expeditiously.
“Mr Speaker, it is hoped that this recommendation, if adopted, will also facilitate the consideration of other parliamentary business that will require the attention of the House,” she said.
Madam Alhassan reiterated earlier calls on the Committees with referrals to expedite work on same for the attention of the House.
She urged the Committees with pending Bills, including the Grains Development Authority Bill, 2022; Ghana Industrial Property Office Bill, 2023; ill, 2022; Ghana Industrial Property Office Bill, 2023; Rent Bill, 2023 and National Petroleum Authority (Amendment) Bill, 2023 to expedite work on same for the consideration of the House.
In the seventh week, seven Ministers are scheduled to attend upon the House in the ensuing week, to respond to 50 questions, of which 48 would be oral and two urgent.
The Ayawaso West Wuogon MP said the Minister for Education, Minister for Health, Minister for Lands and Natural Resources and Minister for Communications and Digitalisation would be some of the Ministers to attend upon the House.
The others would be the Minister for Tourism, Arts and Culture, Minister for Trade and Industry and the Minister for Roads and Highways.
The Minister of Finance, Ken Ofori-Atta, will present the Mid-year budget review to Parliament on Tuesday, July 25, 2023.
The announcement was made by the First Deputy Majority Whip, Lydia Seyram Alhassan, during the presentation of the business statement for the upcoming week in Parliament.
“In pursuant to the Public Financial Management Act 2016, At 921 the Minister for Finance is expected to present the mid-year review of the budget statement on Economy Policy of the Government of Ghana for the year 2023 financial to this house on Tuesday, July 26 2023,” she stated.
The Ministers of Finance, Education, and Food and Agriculture are scheduled to appear before Parliament on Tuesday, July 18, 2023, to provide a briefing on the issues faced by the National Food Buffer Stock Company.
The directive comes from the Speaker in response to the picketing at the company by the National Food Suppliers Association, who are owed debts by the government. The Ministers will address the challenges and concerns raised by the association during the session.

She said since the Beijing conference in 1995, nations across the world have taken practical steps to promote women’s rights across a wide range of domains.
Steps ahead
“Today, women can work to earn a living. Today women can vote to determine the system of government desired by the people of a State. Today, the antiquated idea that the place of a woman is in the kitchen has been discarded,” she added.
While calling for more to be done, she also applauded Ghana for working hard to promote girl-child education, reducing the incidence of teenage pregnancy and improving maternal healthcare delivery to reduce maternal mortality.
Madan Alhassan said the Free Senior High School programme for instance, had effectively removed barriers to female education just as the free maternal health care policy introduced in 2008 by former president John Agyekum Kufuor significantly improved maternal health care delivery in Ghana.
Gaps
“In highlighting gender gaps in STEM education, Hon, Members, you will all agree with me that, we in Ghana are fortunate to have one of our own, Hon. Ursula Owusu- Ekuful, a minister and gender activist who is championing the ‘‘Girls-in- ICT (GIICT)’’ Initiative.
This year, the GIICT programme will cover five regions, and train 500 ICT teachers and 5,000 Girls.
At the secondary and tertiary levels, 100,000 high school girls, 100 tertiary students, 100 teachers and parents will also benefit from the training.
The MP said despite the progress made, numerous challenges, particularly, regarding the participation of women in the processes of governance remain.
Challenges
She told the House that it was a fact that sexist and patronage-based political culture, as well as gendered economic and household inequalities, continue to militate against the participation of women in the process of governance in Ghana.
Indeed, she posited that the varied forms of abuse of women politicians lend credence to the pervasive sexist political culture in Ghana.
Madam Alhassan said gendered economic and household inequalities, in the face of the increasing monetisation of ghana’s democracy, continued to crowd out women from the political space given that many women simply lack the financial muscles required to meet the capital-intensive demands of today’s politics.

While describing Madam Seyram Alhassan as a competent leader, Socrate said her opponent is slaying and doing propaganda.

Meanwhile, John Dumelo who is contesting the Ayawaso West Wuogon Parliamentary seat on the ticket of the opposition NDC revealed in a recent interview that he has donated more relief items than the sitting MP to the vulnerable in the constituency following the outbreak of Coronavirus.

Madam Lydia Seyram Alhassan, Member of Parliament for Ayawaso West Wuogon Constituency, is reported to have said in an interview that John Dumelo, a parliamentary candidate for the opposition National Democratic Congress (NDC), only exists on social media.

But in a sharp response, the budding politician claims he doesn’t have the time to respond to his contender’s comments.

Hon. Lydia Seyram Alhassan said she has presented 11 vehicles to electoral areas in her constituents to help relieve the financial burden in the facilitation of party assignments.
She presented each electoral area in her constituency with a KIA Morning saloon car. The electoral areas which benefited are Okponglo, Dzorwulu, Abelenkpe, West Lands, Tesano, Mempeasem, Roman Ridge, Christian Village, East Legon, Legon A and Legon B.
