Don’t travel through floodwaters – NADMO warns public

The public is being urged by the National Disaster Management Organization (NADMO) to exercise caution and refrain from traversing through floodwaters

NADMO’s warning comes two days after four bodies were recovered from floodwaters in various towns in the Ashanti Region following Wednesday’s downpour.

The Ashanti Regional Director of NADMO, Frank Duodu, urged the public not to risk their lives during a downpour.

He admonished the public to take warnings from the Ghana Meteorological Agency seriously during the rainy season and act accordingly.

“Make sure that when the rains are coming, we follow the warnings of the Meteo Agency and if there is no need to go to places you know are flood-prone areas, don’t go.”

Mr. Duodu also advised the public to take shelter on higher ground whenever it is raining.

“You find high places to lodge when the rains are coming but if it turns out to be what we witnessed on Wednesday, not that the place got flooded, but you decide to go through the flood waters, then I will say there is more that we have to do.”

Four people drowned at Atafoa, Sepaase, and Tafo, all in the Ashanti Region, on Wednesday, June 21st night.

The brother of one of the victims in the Atafoa incident died when he dived into the river to find the deceased on Thursday, June 22nd.

Rejoinder: Ignore the fake news; Director General of NADMO officially declares for Alan Kyerematen

My attention has been drawn to a WhatsApp message circulating under the headline above. I want to state unequivocally that I have made no such declaration for Mr. Alan Kyerematen in the upcoming presidential primaries.

As a matter of concern, this is the second time such malicious fabrication against my person.
As a National Council member, I have been circumspect in my pronouncements about the contest ahead.

At the Conference of Presiding Members, I was in the company of the Hon. Joseph Osei Wusu and Ing. Dr. Nana Ato Arthur where there were no such conversations during and after the conference.

During my days as a DCE, I never worked directly with Mr. Alan Kyerematen because he was not the local government minister. He also had no hand in my appointment to that position.

I have all my life since 1992 been an Akufo-Addo loyalist and for which I can describe our relationship as that of a father and a son. In the 2016 Campaign, I was gracious to have served him as Head of Advance and subsequently in 2017 as Director-General of NADMO in his government. All appointments were done by him without the influence of anybody for which I am eternally grateful.

I would like to by this means send a word of caution to my detractors who believe in scoring political points with their propaganda for their parochial interest in the upcoming parliamentary primaries in the Ahafo Ano North Constituency and beyond.

I know His Excellency Dr. Bawumia personally and consider him a great friend and personality, I would not do anything to ruffle his quest to lead this great party, for It is possible.

NADMO boss warns against selling of relief items in Ketu

Eric Nana Prempeh-Agyemang, the Director-General of the National Disaster and Management Organisation (NADMO), has cautioned people who take undue advantage when there is a disaster against selling relief items meant for victims.

He made the comment while touring the areas affected by floods in the Ketu South and Keta Municipalities of the Volta Region.

Speaking to Class 91.3 FM’s Volta Regional Correspondent, Kingsley Attitsogbui, the NADMO Director-General said “I have directed that relief items are not for sale. It is not meant for every individual in the community. It is meant for individuals who have been affected by the disasters.”

“So this time around I have pleaded with Chief Executives who are also chairpersons for disaster management committees in the various districts to make sure that nobody, no single person, takes anything to go and sell. They should make sure everything gets to the affected victims,” he continued.

He urged the local staff of NADMO to co-operate with the relevant authorities to ensure a smooth distribution of relief items.

“Co-operate with the assembly that is the Chief Executive so that things will be done orderly according to assessment,” he said.

The NADMO Director-General also pleaded with the locals to relocate to safer grounds.

He noted that despite the ancestral beliefs they might hold that deters them from moving from flood prone areas, in times like these, they must move away till a time when the flood waters recede in order to safeguard their lives.

Man’s body recovered days later after drowning with car

Body of a yet-to-be-identified man has been retrieved from the Densu River in Nsawam in the Eastern region after crashing into the river while driving.

Aflao residents homeless after ‘destructive’ downpour

Over the weekend, the communities of Duta and Agbawoeme were severely affected by floods caused by heavy rainfall.

This unfortunate event resulted in significant property damage and the displacement of numerous individuals.

The two adjoining communities are close to Diamond Cement at Aflao in the Ketu South Municipality of the Volta Region.

Property lost to the floods run into tens of thousands of Ghana cedis forcing residents to relocate to family members in nearby communities.

Sylvia Awuye Akpavor, a media practitioner, who lives close to the affected communities, told the Ghana News Agency (GNA) that the situation was alarming as it has affected the residents’ daily activities.

Akpavor said, “I have personally visited Duta and Agbawoeme. When you go there now, the situation is very bad. Buildings have collapsed and the people have lost their belongings: clothing, cooking utensils, furniture. Even school children have had their uniforms, school bags and books swept away by the floods.”
    Possible cause

The assembly member for Duta electoral area, Gabriel Ayitey, attributed the flooding to the spillage of a dam constructed by Diamond Cement. It overflowed and spilled over into the communities.

He said, “This is not the first time we have experienced this flooding. It occurs every rainy season, but this year’s is just too much. We haven’t witnessed anything like this before. It’s a spillover from the Diamond Cement dam which opens into the communities.”

The assembly member called on the management of the factory to take immediate action to redirect the drainage channel to forestall further destruction to property and livelihoods.

Victims of the disaster, Dabla Moise, Dziwornu Komla Song and Dabla Enoa, took turns to pour out their frustrations to the GNA. They called on the Ketu South directorate of the National Disaster Management Organization (NADMO) to come to their aid.

The municipal co-ordinator of NADMO, Torgbi Alossode Eve Agadzi II, told the GNA that his outfit has been informed about the incident. The outfit is assessing the situation to find out what interim support can be offered the victims.

The co-ordinator said, “NADMO has been informed about this development. My team and the municipal chief executive, Maxwell Kofi Lugudor, visited the affected communities to assess the situation and to see how best the municipality can offer some interim assistance to the victims whiles we work to find a permanent solution to the problem.”

Meanwhile, Tati Rama Rao, the general manager of Diamond Cement Company, refuted claims by the residents that the flooding was due to the spillage of the company’s drainage system.

He told the GNA that management of the company was informed about the unfortunate incident but attributing the floods to the spillage of the drainage system is far from the truth.

Rao said the communities are located in a naturally swampy and low-lying enclave. This contributes largely to flooding after a heavy downpour.

He added that the river that passes through the said dam to the communities has its source from Togo and has nothing to do with the activities of the factory.

He stated that the factory is ready to cooperate with other stakeholders to find a permanent solution to the problem.

Multi-hazard approach best for curbing local disasters – NADMO

Director-General of the National Disaster Management Organization (NADMO), Eric Nana Agyeman-Prempeh, has urged for a strategic transition from a one-directional system to a multi-hazard strategy to managing disasters.

He said such a move was necessary in the wake of the frequency and intensity of disasters in Ghana.

He said technology and collaboration were key enablers in developing and implementing a multi-hazard approach to early warning response and disaster risk reduction.

“The devastating fire and flood disaster of June 3, 2015, in Accra is a classic example of a multi-disaster emergency that requires advanced technology to deal with it,” he noted.

He said out of the many disasters in Ghana, flooding was the most common that occurred every year and was managed by NADMO with a strong stakeholder collaboration.

    Disaster forum

Nana Agyeman-Prempeh was speaking at an executive breakfast forum organised in Accra to discuss Ghana’s disaster risk reduction strategy.

Dubbed: “Israel-Ghana Emergency Preparedness and Crisis Management”, the forum provided a platform for stakeholders to discuss the country’s ability to deal with emergencies and manage crisis.

    Disaster forum

The forum was organised by the Israel Economic and Trade Mission to Ghana and the Israel Export Institute, in collaboration with NADMO.

It brought together personnel from the security agencies and representatives from the Ghana Health Service, the Ghana Geological Survey Authority, the National Development Planning Commission and the National Signals Bureau.

Other participants came from CDD Ghana, the National Centre for Coordination of Early Warning and Response Mechanism, the Ghana Journalists Association, the Ghana Maritime Authority, the Ghana Institution of Engineers, and the Hydrological Services Department.

Five Israeli companies presented Israeli innovative solutions and technologies in the areas of communication, emergency preparedness and public safety, disaster management, and search and rescue areas.

    Earthquake

In terms of earthquake, the Director-General of NADMO said records from the Ghana Geological Survey indicated 11 earth tremors on December 12, 2022, spanning nearly two-and-a-half hours.

He said such disasters, among others, made it critical to collaborate with international partners to adopt best practices.

Nana Agyeman-Prempeh said it was also to adhere to the Sendai Framework for Disaster Risk Reduction (2015-2030), an international document adopted by the United Nations (UN) member states, which called for the need for international collaborations.

“The Sendai framework priorities emphasise the need to invest in disaster risk reduction and the importance of establishing strong private sector collaboration,” he said.

    Collaborations

The Israeli Ambassador to Ghana, Liberia and Sierra Leone, Sholmit Sufa, said she had so far witnessed the Appiatse mine explosion disaster, the annual rainfall flooding and the many fire outbreak incidents.

She said such situations called for a national conversation on emergency preparedness, crisis management and best practices to solve them.

She expressed excitement about the partnership, and the hope that some of the innovative solutions developed in Israel could be applied in Ghana to enhance emergency preparedness and crisis management.

“We also hope to highlight some key challenges related to Ghana’s emergency preparedness and crisis management that could have potential solutions from the state of Israel,” she added.

Criminals cannot take Ghana captive – Ambrose Dery

According to Ambrose Dery, minister of the interior, due to equipment purchases made by the security forces, criminals can no longer hold the nation hostage.

Speaking on the floor of Parliament during a debate on the President’s State of Nation Address, Mr. Dery assures the public that NADMO is now ready to deal with disasters such as earthquakes.

“Ghana now, Mr. Speaker, we do not have a threat of being held hostage by criminals. Is it perfect, no, we intend to continue to do more and Mr. Speaker let’s use this opportunity to appeal to the public. That we should not shield suspects even if they are relatives. Because if we do that then it means that they will harm us, and harm other people.

“So we will like to say that we will continue to depend on them and that security is a collective responsibility. With the numbers we need more even though the recruitment on the Immigration, Fire Service, Prisons and all have been unprecedented as compared to the past,” the Interior Minister stated.

He however stated that despite the number of recruitment the nation still needs more.

“Because each person does want to have a police station established. Mr. Speaker the other agencies under the Ministry of Interior are doing very well. Right now with NADMO, we are moving into the contingency plan in the short term,” Mr. Dery indicated.

Following a fire that destroyed portions of the market on Wednesday afternoon, Wednesday March 16, the New Kejetia Market has been temporarily shut down by its managers.

This is to allow appropriate authorities assess the facility for more investigation after the fire that tore through parts of the enclave on Wednesday.

The Ghana National Fire Service has begun an investigation into the fire.

According to eyewitnesses, the fire started on the first floor in a section where combustible materials are sold.

It took firefighters several hours to fully control the situation.

The Ashanti Regional Director for the National Disaster Management Organization (NADMO), Frank Duodu says traders should allow the closure for proper assessment of the incident.

“Activities at the market cannot be carried out today until 12pm. That is what we are recommending for proper works will be carried out so I am not sure business can go on in the early hours”, he said.

In an interview with Citi News, Ashanti Regional Fire Commander ACFO 1 Henry Giwaa advised traders and members of the public to be cautious when dealing with combustibles.

He also emphasized the importance of calling the Fire Department early, in the event of a fire.

“Averagely, we have counted about 33 shops that have been affected. Investigation is underway. It started right after we arrived here. So, when we are done, we will let the public know. Just as we have been educating every now and then, the public should immediately call as soon as there is an outbreak because even with this incident, the call came in from our National Headquarters in Accra before we were able to dispatch when we are just here.”

The fire comes barely a week after some parts of the market got flooded after a downpour.

The Municipal Director of National Disaster Management Organisation (NADMO) in Bibiani-Anhwiaso-Bekwai, Mr. Stephen  Anane Agyapong, noted that though the government has been helping,  the items provided were not adequate to effectively support  the victims in case of a disaster.

“I am pleading with mining communities, philanthropists, businessmen and others to also provide us  with relief items,” Mr Agyapong said

Mr Agyapong who made call  in an interview with Ghana News Agency, said the major challenge confronting his outfit was insufficient relief  items .

8 drowned pupils to be immortalised with new school at Atikagome

Government is prepared to build a new school building in the neighborhood of the eight students who drowned on their way to school, according to Minister of Education Dr. Yaw Osei Adutwum.

According to the minister, the move is part of efforts to address the calamity which befell the indigenes of Atikagome about a week ago.

Speaking on Accra-based GTV, he stressed the need for the safety of children to be treated with utmost priority.

He said government is committed to that cause, hence the plans to put up a befitting school edifice for the young lads within the community, which will also serve as memorial for their departed colleagues.

“I’ve directed that I’ll respond to the promise by the regional minister to build a school in that community where the children were traveling from so that they don’t have to travel from that community.

It will be reaclled that about a week ago, eight school children drowned in the Volta Lake following the capsizing of a boat on which they were travelling.

According to the National Disaster Management Organisation (NADMO), the deceased were among 20 pupils who were in the boat travelling from Atikagome to Wayokope, where their school is located.

Twelve pupils however, managed to swim to safety.

The eight deceased, NADMO said, comprised five boys and three girls between the ages of five and twelve.

The Sene East District Director of NADMO, Ibrahim Wudonyim, told Graphic Online that before they got to the accident scene, some community members and Marine Police had managed to retrieve all eight bodies from the Lake.

“It’s something that’s on our emergency procurement system. We want to get PPA approval within a very short period of time and put up that building there to be in memory of those children we lost”, Dr Adutwum said.

He explained that the incident happened around 7:00am on Tuesday, January 24 and that the boat capsized midway.

The bodies of the deceased were subsequently sent to Atikagome, a fishing community.

The community was also thrown into mourning, shock and fear as a result of the incident.

Following this development, an education advocacy group called on government to provide life jackets to pupils and staff in island communities who commute by water.

In a statement commiserating with families of the deceased pupils, Eduwatch Africa said it was saddened by the deaths.

The group therefore called on the Ghana Education Service and other relevant stakeholders to roll out measures to avert such disasters in the future.

Meanwhile reacting to this in his interview on GTV on Monday, the Education Minister hinted that plans were afoot to resource such schools with life jackets and other relevant kits to enhance their safety.

“It something that we take seriously”, Adutwum added.

The Appiate disaster was one that destroyed a whole community. 14 persons lost their lives while hundreds sustained varying degrees of injury.

A committee was inaugurated to probe the disaster. It has subsequently presented its report to the government.

The government has fined Maxam company, which was responsible for transporting the explosives through its subcontractors $6 million.

The President, Nana Addo Dankwa Akufo-Addo, directed that $5 million of the amount be used in the rebuilding of the community.

The National Disaster Management Organisation with support from well-meaning Ghanaians, companies and organisations, has been taking care of the people by providing them with relief items and a temporary shelter.

  • NADMO appeals for shelter and food for Burkinabe migrants

The Sissala West District Director of the National Disaster Management Organization (NADMO), has appealed for temporary shelter and food for the migrants currently in some communities within the district.

Mr Yahaya Alidu said it would help prevent the refugees from mingling with the communities for easier identification and to prevent possible transmission of diseases they might have carried into the country.

Mr Alidu said this when the Sissala West District Assembly distributed assorted items including bags of maize, mats, and money to enable them to fend for themselves and their children.

He also appealed for support in any form such as tents, food, and clothes to help them keep the migrants from staying with the locals for easier access and monitoring.

Presenting the items to the migrants in Wiiro, Nemoro, and Fielmuoh, Madam Ayisha Batong Hor, the District Chief Executive (DCE), said it was to help them with their upkeep while in Ghana.

In an engagement with the Chiefs and Elders of the communities after the presentation, the DCE reminded the community members of the “See Something, Say Something” slogan geared towards raising public awareness of the indicators of terrorism.

Madam Hor also encouraged the people to call the toll-free line 999 to report suspicious characters, activities, or behaviour of people to security for swift intervention.

She hinted at the Assembly’s intention of working with the relevant state agencies for the creation of a refugee camp, where possible.

The DCE said, “I expect you (the migrants) to conduct yourselves well within the country’s laws and do what is acceptable in Ghana to make your stay in Ghana comfortable.”

The Chiefs of the affected communities expressed gratitude for the gesture and the prompt response as the donations would go a long way to augment their efforts.

The donation was part of efforts of the Assembly to offer some relief to the refugees, who fled Burkina Faso a week ago to some parts of the Sissala West District for fear of terrorist attack.

  • National Security Ministry presents logistics to its agencies in UWR

The Minister of National Security, Mr Albert Kan-Dapaah, has presented branded motorbikes and vehicles to some security agencies in the Upper West Region to enhance the maintenance of peace and security in the region.

The Ghana Police Service received 20 motorbikes and a pickup; the Ghana Armed Forces, 15 motorbikes and a pickup, and the Ghana Immigration Service had 10 motorbikes and a pickup.

Addressing the security personnel in Wa at a brief ceremony to present the logistics, Mr Kan-Dapaah acknowledged their efforts  in ensuring regional peace and security.

He said the Prisons Service,  Fire Service, and the National Disaster Management Organisation (NADMO) would also receive their share of the logistics later through the Upper West Regional Minister, Dr Hafiz Bin Salih.

He acknowledged that the ministries of Defence and Interior had played crucial roles in providing the security officers with the requisite training and logistics to work with, which had earned Ghana the enviable status as the most peaceful country in West Africa and second in Africa, next to Mauritius.

“I know they are doing well but, we thought at the Ministry of National Security that we could also do something, however small, to complement what my colleagues in the Ministries of Defence and Interior are doing,” Mr Kan-Dapaah said.

“This is why we thought it’s necessary to have a look at our budget to see what we can do to assist.”

He commended members of the Regional Security Council (REGSEC) and the security and intelligence agencies for the work done to maintain peace in the country.

It was the duty of every government to provide public services to the citizens, including health and educational facilities, he said,  but security was the most important as none of the other services could be enjoyed without security.

He said Ghana had been the preferred destination for foreign nationals for businesses or education due to security and urged stakeholders, especially the security agencies, to up their game to maintain that status.

Dr Salih, on his part, said the logistics  was timely as it would help improve the security situation in the region.

Commenting on the recent killings and abductions in Wa, he said the REGSEC was not resting on its oars and would work to bring the perpetrators to book.

Brigadier General Matthew Essien, General Officer Commanding, Northern Command, on behalf of the security agencies, acknowledged the government’s efforts in supporting their work.

He commended the National Security Minister for the logistics and said it would make them more effective in their duties but appealed for more support to beef up security.

  • Savannah Regional Minister blames Bui Power Authority for recent flooding in Central Gonja

The Savannah Regional Minister, Saeed Muhazu Jibriil has blamed the flooding in some communities in the Central Gonja District including Buipe, the capital, on the spillage of the Bui Dam.

The minister who was speaking after visiting the affected area in Buipe assured the victims of government’s plan to support them with relief.

About 297 households in 4 communities have been affected, displacing over 1,200 residents by the flood in the Central Gonja District of the Savannah Region.

Public and private properties including electricity poles and cables and school buildings have been submerged by the flood.

As a result, two schools have been forced to shut down and victims seeking shelter with relations and friends.

The Savannah Regional Minister attributed the flood to spillage of the Bui Dam by the Bui Power Authority.

He made the comments during a visit to the affected areas.

“The waters started rising as a result of the spillage of the Bui Dam, and we asked the resident NADMO officials and various security agencies to start monitoring the situation. But as it is now, the water has risen so high that about 219 households have been affected. Per my count, the number of people occupying the households should be over 1,200.”

Mr. Saeed assured the victims of government’s plan to cushion them and assured that pupils from the affected schools will from Tuesday be put in other schools until their schools can be reopened.

“There are two schools that have been affected by this flooding. So I am going to be in touch with the District Chief Executive and the District Education Officer to see how the various schools within the catchment area, particularly Buipe, the epicentre of this flood, to see how they can absorb these children into the other schools so that they will not be losing a lot.”

Meanwhile, the Member of Parliament for Kintampo North, Joseph Kwame Kumah who also has the Black Volta as its boundary wants government to extend relief to victims on his side of the river.

Mr. Kumah who also visited affected areas in Benkrom says government must turn its attention to the area.

Mr. Kumah also called on authorities of the Bui Dam to take more responsibility for the disaster.

“Bui dam, I know they have a patrol boat. If they don’t, they have a means by which they can know what is happening along the Bui Dam settlements so that they can come to the aid of the people and maybe if there are any technical advice they should give, they should let us all know as members of Parliament so that we can also talk to the chiefs and people of the area and see how we can have a lasting solution to it.”

  • Don’t politicise demolition of unauthorised structures – NADMO Boss advises

The Director-General of the National Disaster Management Organisation (NADMO), Eric Nana Agyemang-Prempeh, has called on the public to desist from politicising moves to demolish unauthorised structures along waterways.

According to him, the country was sitting on a time bomb with the continuous encroachment and illegal activities around ecological sites and the worst could happen if ‘harsh’ decisions were not taken.

Speaking to journalists at an event to commemorate this year’s International Day for Disaster Risk Reduction in Accra yesterday, Mr Agyeman-Prempeh said a case in point was the recent flooding of communities in the Weija-Gbawe and Ga South constituencies due to the Weija Dam spillage.

“Had it not been for the level of encroachment around the dam and its passageway we wouldn’t have seen this extent of damage. A lot of the buildings there do not have permit yet you go in to demolish and it turns into NPP, NDC.

“Ghana will move forward, we will reduce the flooding’s if we stop politicising everything and allow the District Assemblies to do their work and go all out to demolish all unauthorised structures in our waterways causing floods.”

Touching on the local theme for the commemoration; “Earthquake disaster risk reduction through effective early warning,” the Director-General although Ghana was far away from major earthquake zones in the world, it was prone to earthquake and earth tremor disasters.

He recalled incidences as far back as 1981 and recent earth tremor in 2019 prompting the establishment of a technical committee to propose interventions that would improve Ghana’s earthquake preparedness and response.

Following the adoption of the committee’s report, Mr Agyeman-Prempeh said, eight earthquakes early warning equipment has been installed at vantage locations within the capital including the Weija-Gbawe Municipal Assembly, NADMO Headquarters, Parliament and the Jubilee House.

“The government considers earthquake to be a most serious occurrence that can set us back on our development journey and more importantly militate against safety of our citizens and we are committed to taking all needed measures to avert future disasters,” he said.

The Chief Director of the Ministry for the Interior, Mrs. Adelaide Anno-Kumi, delivering a speech on behalf of the sector minister, underscored the importance of early warning systems to reducing disasters significantly.

While expressing sympathy to recently affected persons of the Weija Dam spillage, Mrs Anno-Kumi stressed the need for the populace to be well-informed on evacuation and disaster management methods to reduce extent of destruction.

The Country Director of United Nations Educational Scientific and Cultural Organisation (UNESCO), Mr Abdourahamane Diallo, gave highlights of a newly produced documentary and educational materials to sensitise the public particularly students, on disasters.

“There is still a lot more that we need to do collectively to ensure that Ghana gets the holistic capacity development that it needs to prepare adequately for an earthquake disaster or any other disaster.”

He thus invited all key stakeholders to explore additional ideas that “can be brought on board to design effective interventions towards disaster risk reduction.”

  • 4 dead, 10 missing in Eastern Region floods

Heavy downpours in some communities in the Eastern Region, which resulted in floods, have claimed the lives of four people in the region, while ten have reportedly gone missing.

This is according to the Eastern Regional Directorate of the National Disaster Management Organization (NADMO).

Speaking in an interview with the Daily Graphic, the Eastern Regional Director for NADMO, Kwame Appiah Kodua, indicated that the deaths occurred in four districts, including the New Juaben South and New Juaben North municipalities, the Akyemansa and the Denkyembour districts.

Additionally, he noted that the missing people are from the Nsawam Adoagyiri municipality.

He also mentioned that 17 municipalities and districts in the Eastern Region had been identified as having been affected by the floods.

Touching on the cause of the floods, Mr Appiah Kodua explained that they occurred because three rivers that run through the region, including the Birim River, the River Densu and the River Ayensu, overflowed their banks as a result of the heavy downpours.

He also confirmed that 45 mud houses collapsed at Akwadum as well as Asokore Zango in the New Juaben North municipality, which led to many households being displaced.

Despite the damage caused, Mr Appiah Kodua said his outfit is doing all it can to find the missing people and bring the situation under control.

On his part, the Member of Parliament (MP) for New Juaben North, Nana Adjei Boateng, blamed the floods on the poor drainage systems in the region and illegal mining activities, popularly called galamsey.

He bemoaned the fact that the floods in the affected areas had become a recurrent event, and they happened after heavy downpours.

He, therefore, urged engineers in the affected municipalities to help find a lasting solution to the floods.

  • Power supply was curtailed to Weija, adjourning communities due to flood – ECG

The Electricity Company of Ghana says that despite the cash it is losing, it cannot take the chance of restoring power to some flood-affected areas in Ga South.

Speaking on Joy FM’s Midday News, the Accra West Electricity Company of Ghana’s communication officer, Fred Baimbill-Johnson says this is a result of some of ECG’s transformers in the affected districts being submerged in water.

“We have some situations where some of our ground-mounted transformers are in flooded areas so it is difficult to wheel power to the various communities,” he said on Thursday.

This comes after scores of residents in the Ga South municipality of the Greater Accra Region were displaced with several others trapped in their homes as Ashalaja, Weija, Oblogo, and Tetegu areas flood.

He explained that the power supply was curtailed due to the flood to ensure the safety of residents and their properties.

“Now we have done that knowing that indeed, once people are not using the power, it means that we are losing some revenue, but at this point in time what is more paramount to us is to make sure that life and property are safe,” he said.

According to ECG, a technical audit of its equipment must be done when the flood subsides to know the extent of damage and when to restore power supply to the affected communities.

However, he stated that power has been restored to the Weija Old Town area because the water level in that area has receded.

Meanwhile, there is a temporary relief for the residents who were displaced by floods three days ago.

The National Disaster Management Organisation, (NADMO), says the water is receding and is likely to be safe for residents to return home.

But NADMO is warning of more trouble for the people as Ghana Water Company Limited (GWCL) continues spillage of the Weija Dam.

The Head of Communication at GWCL, Stanley Martey has already warned residents that the Weija Dam will remain open till the water reaches acceptable levels.

stated, is because some of ECG’s transformers in the affected areas are in the water.

“We have some situations where some of our ground-mounted transformers are in flooded areas so it is difficult to wheel power to the various communities,” he said on Thursday.

  • Weija Floods: Houses built on waterways to be demolished

Director-General, National Disaster Management Organisation (NADMO), Mr Eric Nana Agyemang Prempeh, says houses built on waterways in the Weija-Gbawe Municipality will be demolished “immediately” the flood recedes.

He said that had become necessary to maintain buffers of the Weija Dam to contain water whenever there was spillage.

The NADMO Director-General said this after he visited communities within the Municipality that had flooded following spillage from the Dam.

He visited the Weija Dam Site, Tatop, and White Cross to commiserate with affected persons and then proceeded to the Bojo Beach , where an estuary had been created to direct the floods into the sea.

Mr Agyemang Prempeh said persons whose houses would be affected in the demolition would not be compensated because they had built on unauthorised routes.

He said checks indicated that none of the residents on those sites had permit to build there.

Mr Agyemang Prempeh said NADMO would provide relief items to the affected victims and ensure they were properly evacuated and accommodated.

Some residents who spoke to the GNA said NADMO and the Assembly must compensate them before they demolished their buildings.

They also appealed for relief items.

  • Delayed relief items angers flood victims, reject Polytank water

Six days after the flood disaster occurred in New Juaben North, victims are yet to receive relief items.

203 households were either collapsed completely or partially damaged.

One person died whilst 2686 made up of 977 children and 1708 adults displaced by the floods.

The victims are furious that National Disaster Management Organization (NADMO) and the New Juaben North Municipal Assembly have failed to provide their pressing needs – mattresses and food but rather supply them with water in polytank.

The staff of the New Juaben Municipal Assembly dispatched to announce to the community provision of water were nearly beat up.

“They have not brought anything, just Polytank water. Is water food? We need food to eat. We need mattresses to sleep on. Now we are all sleeping outside nobody has come to help us” a victim lamented.

“We are suffering so New Juaben North MP come and help us. we don’t have what to eat but they brought us Polytank. NADMO has taken our data but has not brought anything yet ” Seidu Iddrisu, a victim said.

Another angry victim, Sumaila Mohammed told Starr News “The community center they allocated for us is on the other side of the flooded river how can we cross and sleep there? You brought water and erected it at the market, do you expect us to move from Zongo here to the market to fetch water? We need one here in the Zongo area. Since the incident occurred nobody is helping us, you brought water for us to drink is water a food ”

A visit by Starr News Eastern Regional Correspondent Kojo Ansah observed when revisiting the community that, victims were salvaging their damaged properties whilst others returning to rehabilitate their houses to reoccupy.

Five Basic Schools in the Municipality including Akwadum M/A JHS and Islamic schools have been shut down due to the flood disaster.

The schools were submerged destroying teaching and learning materials.

Some of the children were seen roaming in town whilst others support their parents salvaging their household properties.

Evelyn Obeng, a Twi Teacher was met at Akwadum M/A JHS teaching the BECE candidates to enable them to prepare well for the BECE exams to be written this month.

Addressing the media Wednesday, October 5, 2022, the Municipal Chief Executive for New Juaben North, Comfort Asante however said some relief items have been mobilized for distribution but not enough hence calling on churches, NGOs, and Philanthropist to support the assembly to go to the aid of the victims.

  • NADMO goes to aid of Weija flood victims

The National Disaster Management Organisation (NADMO) has established that about 2,000 people have been affected directly by the flooding at Weija.

Communities close to the Weija Dam, including Weija, Oblogo and Tetegu, have been submerged by loads of water after the Ghana Water Company Limited (GWCL) opened the five spill gates of the dam to spill water to save it from collapse.

The Weija-Gbawe Director of NADMO, Emmanuel Adu Boahene, who accompanied the Director General of NADMO, Nana Agyemang-Prempeh, and a team from the organisation, disclosed this to the Daily Graphic yesterday.

It was during a tour of the flooded areas to assess the extent of flooding, which was rising by the hour because of continuous spillage.

He said the NADMO team was still conducting an assessment to determine the actual number of people displaced by the floods.

Mr Adu Boahene said a haven had been created for displaced persons.

    Tour

During the tour, Mr Agyemang-Prempeh visited the Weija Dam to see first-hand the spillage being carried out at Oblogo, Tatop, New Weija and the Weija estuary where he interacted with some victims of the flood.

He was accompanied by his Deputy, Abu Ramadan; the Weija-Gbawe Municipal Chief Executive (MCE), Patrick Kumor, and other officials from both the national and municipal NADMO directorates.

At Oblogo, Mr Agyemang-Prempeh told some of the victims of the flood that it was unacceptable to put up buildings within the buffer zone of the dam.

He, therefore, asked them to relocate since the place was not meant for human habitation but irrigation.

Mr Agyemang-Prempeh said he sympathised with them and would not want them to go through such an ordeal again; hence, the need to relocate since illegal structures within the buffer would be pulled down after the water had receded.

However, he said, some relief items would be presented by yesterday and today to help alleviate their plight.

The items, which would be distributed on a needs basis will include buckets, plates, blankets, mosquito nets and coil, rice, mattresses and sugar.

    Flooding

The NADMO boss said flooding had been experienced from the north through to the middle belt and then down south due to rains and galamsey activities.

At the Weija Dam, for instance, he said there was no choice but to spill the excess water.

    Victims

Some of the victims said they needed sleeping places and food since they had lost everything to the floods.

One of the victims, Ama Tawiah, said for three days, she had not been able to go to her house because the place was flooded and added that she had to sleep in the open under a tree.

Another victim, Patience Ametepe, said she had lost her foodstuffs and items in her small grocery shop, which she stocked only last Saturday.

“These are the items I sell to survive but now I have lost all of them in the flood. I can’t even go to my house because it is flooded and all the food items have been destroyed,” she lamented.

    Cashing in

Meanwhile, some canoe owners are taking advantage of the floods to make quick profits by offerings their boats to ferry victims.

Passengers ride in small canoes for short distances at GH¢10, while transportation of personal effects over a short distance may cost about GH¢10.

    ECG

The Electricity Company of Ghana (ECG) has sent notice that it had to put off the power supply to the affected areas to safeguard lives and property, since “electricity does not go well with water”.

The Accra West Regional Manager of the ECG, Ebenezer Gunney, who made that known to the Daily Graphic, said “we would restore power when we deem it safe”.

“We are assessing the situation on the ground and the power will be restored to the affected areas when we deem it safe for lives and property,” Mr Gunney said.

For his part, the Weija-Gbawe MCE said the good news was that the water levels from the Eastern Region were reducing, which could result in the closure of some gates at the dam to reduce the pressure on the affected communities.

  • The Yendi-Chereponi road is blocked due to heavy rain

After severe rains on Sunday, a key route connecting Yendi to Chereponi in the North East and Northern Regions was shut off, leaving travelers stuck in the middle of the road.

commuters had no choice but to use boats to cross the road because it had been completely covered by floodwater.

Another group of young men set up shop at the part of the road that was flooded, offering to pay commuters to cross.

In an interview with the Ghanaian Times, traveler Alhaji Usumanu Dawud stated that the young guys charge 3 Ghana Cedis each person while the canoe takes 2 Ghana Cedis to transport them across.

He said the situation had affected their businesses as the water lever of the affected portion was still high.

“That particular portion always floods whenever it rains heavily” he added.

Alhaji Dawud added that the flood had washed away many foodstuffs as well as animals belonging to communities within that area.

He appealed to the government to fix the road immediately as they suffer any time it rained.

Assemblyman for Zogbeli electoral area Mr Sandabi Sandoo said he had received several calls on the incident and he had since made a report to the appropriate authorities.

He said some communities within the Chereponi District had been cut off completely following the perennial rain in the area.

Mr Sandoo however called on the government to come to their aid and find lasting solution to the flood problem in the district.

  • Houses in the Kumbungu constituency destroyed by flooding – MP urges NADMO to assist victims

After Silimboma in the Kumbungu Constituency was completely destroyed by the terrible impacts of the torrential rains, the MP for Kumbungu, Alhaj Dr. Hamza Adam, and constituency executives went to the community to examine the extent of the devastation.

In the neighborhood, the flood caused the destruction of around six homes and the loss of other properties.

Others have had portions of their homes damaged, along with their cattle, clothing, and food supplies.

During the visit, Dr. Hamza Adam made a passionate appeal to the National Disaster Management Organisation (NADMO) to, as a matter of urgency, step in to help alleviate the plight of the residents in all ways possible in these trying moments.

He also bemoaned the inefficiencies of the NADMO largely due to resource constraints and therefore implored the Ministry of Interior to place a premium on the resource allocation to the organisation, which would help them to be proactive in their mandate instead of always being slowly reactive.

A preliminary assessment of the situation could largely be linked to the construction of the Kumbungu-Gbulung road where the contractor has not made sufficient provision for drains, gutters and appropriate bridges to allow for free flow of water.

Dr Hamza Adam, therefore, called on the Ghana Highways Authority and the Contractor to make the necessary engineering adjustments in order to avert future occurrences of this nature.

He again made an appeal to other agencies like NGOs, Philanthropists and individuals to come to the aid of the community with food, clothing, and building materials, among others.

  • Parts of Tamale, Sagnarigu submerged in floods

Numerous homeswere evacuated late Friday night as the Sagnarigu township and the Tamale metropolis were swamped by a torrential downpour.

However, there has not been any report of casualty.

The downpour, which lasted about six hours, also caused damage to an unspecified number of properties, while a number of cars, tricycles and motorbikes were swept away as sections of roads were completely taken over by the flood water.

Checks by the Daily Graphic indicate that areas including Gumani, Kanvili, Tuunayili, Jisonayili, Kunyevila and Nyohini were severely affected.

There was pandemonium at Gumani, as the main road linking Kanvili and Tuunayili was submerged by the flood water.

    Displaced persons

Hundreds of residents who were affected by the flood in different parts of the metropolis are currently putting up with relatives and friends, while others were seen scooping water from their rooms when the Daily Graphic went round the affected communities last Saturday.

Some residents of Rice City (Gumani), Jisonayili, Kanvili and Tuunayili, the hardest hit by the flood, were seen trying to salvage the remains of their soaked personal belongings.

It was the timely intervention of the Ghana Police Service and the Ghana National Fire Service (GNFS) that prevented road users from being trapped in the flood in the affected areas.

When contacted, officials of the Northern Regional Office of the National Disaster Management Organisation (NADMO) said they were currently on the ground undertaking an assessment to ascertain the extent of damage caused.

Days after the devastating flood, the victims are still counting their losses, although commercial activities have bounced back in the metropolis.

A resident, Adam Salifu, whose house was completely submerged, said he had lost all his belongings to the flood.

Another resident, Safia Amadu, blamed the flood on poor drainage systems and choked gutters in the area.

While calling for the drainage systems to be fixed, as well as for other challenges resulting in the flooding situation to be resolved, she also called on the authorities to, as a matter of urgency, go to the aid of victims with some relief items.

Flooding has become an annual phenomenon in the Tamale metropolis and its environs.

Last year, the GNFS in the Northern Region averted a possible major fire disaster when it spotted a fuel leakage at a filling station and controlled its flow as a four-hour downpour flooded parts of the metropolis.

    Imminent

The fire disaster appeared imminent and brought to mind the June 3, 2015 incident in Accra, as petrol from an underground storage tank of the fuel station at Vittin, a densely populated area on the main Tamale-Yendi road in the Tamale metropolis, floated on the flood waters that swept across the community.

  • Tidal flooding: NADMO continues to pump water from homes in Keta

The Keta Municipal office of the National Disaster Management Organisation (NADMO) is continuing with efforts to get water out of homes of residents of Kedzikope and other affected communities.

About 2,000 residents were displaced following tidal flooding resulting from waves attacks on about 300 households at Kedzikope, Abutiakope, and Keta Central on Sunday dawn.

A visit by the Ghana News Agency (GNA) to the community on Monday showed the exercise, which began on Sunday shortly after parts of the communities were submerged by the seawater, was in earnest in an attempt to pump the waters back into the sea.

The Municipal NADMO Coordinator, Mr Godknows Bleboo, in an interview with the GNA said he expected the exercise to pump the flood waters into the sea with the 75mm water pumping machine, to last for two weeks.

On relief items for the people, he said, “I’m looking up to the regional office for items because the situation at hand is beyond the Municipal office.”

Meanwhile, the affected persons looked forward to the day their homes, rooms, and pathways would be dry again.

An elderly woman, Madam Berlinda Ablator Godonu who slept in her bed in the room taken over by the floods said, “it was a wet night and bed for me, but I preferred that to going to sleep at the community center, where a lot of other displaced persons were because there, I have to cope with noises of their children as well.”

  • NADMO is taking steps to minimize effects of floods – Mr Ayisi

Mr. George Kwadwo Ayisi, Director of Communications, National Disaster Management Organisation (NADMO) Ghana, has said the Organisation is taking steps to help minimize the effects of floods on citizens.

He said perennial flooding had been a problem in most areas in the capital, saying the organisation had identified such places and efforts were being made to curtail the situation, or minimize its effects in any eventualities.

Mr Ayisi who disclosed this in an interview with the Ghana News Agency, on Monday said some of the steps taken include collaborating with the Meteorological Department to provide daily reports on the weather patterns.

“When we receive these daily reports, we relay them to our Regional and Districts officers who then relay same to people in their districts communities for them to prepare in case of any rains,” he said.

He said NADMO had also identified some places dubbed ‘Safe Heavens’ including the Independence Square, Holy Spirit Cathedral among others in Accra, where people in flood prone areas could move to for safety during heavy downpours.

Mr Ayisi said “community sensitization is also part of the measures we have put in place. People are engaged at the community level and enlightened about what they should do when the rain comes, and we are also partnering a number of Assemblies to do dredging in some areas”.

He noted that somewhere last year, government constructed additional drains in some parts of Accra, to reduce the floods, and currently the Ministry of Works and Housing was engaged in dredging the odor drain as well as Kaneshie, Kwame Nkrumah Circle, and surrounding areas.

The Director of Communications stressed that where flash flooding occured in people’s houses, the inconveniences were bound to happen, but NADMO only comes in to help when the lives and livelihoods of people were in danger.

“In such situations, we ascertain the degree of the damage caused, and if there is the need to support with some relief items, we go ahead to do that,” he added.

He cautioned the public about the current changes in weather pattern and urged them to heed to any information about rainfall.

“Move away to safe places anytime the rains come, exercise patience and stay at home or a safe place when it’s about to rain. Do not drive or walk in flood waters and let us advise our children not to play in flood waters,” he added.

  • NADMO recommends demolition of structures at Tema

Mr Ebenezer Cudjoe, the Tema Metropolitan Director of the National Disaster Management Organization (NADMO), has recommended the demolition of unauthorized structures around the Tema Community Seven Post Office because of the risk they pose to life and property.

In a statement signed and copied to the Ghana News Agency at Tema, the Tema NADMO Regional Director stated that the structures were constructed indiscriminately, as a result, obstruct the free flow of water.

NADMO, therefore, urged the Tema city authorities to pull down the structures to avert a possible disaster in the future.

The NADMO statement explained that the Community Seven Post Office area was a flood-prone zone due to unauthorized structures blocking the free flow of rain water.

NADMO, therefore, called for urgent action to remove the structures before the start of the rainy season to avoid flooding.

Meanwhile, a Ghana Post Office Company Limited petition to the Tema Metropolitan Assembly (TMA) copied to the GNA asked the Assembly to be swift with the demolition exercise to prevent the destruction of property.

The petition, which was signed by the Accra East Head of GPCL, Madam Georgina Donkor, said: “anytime the place floods, the office loses letters, parcels and other valuables and important documents for both the company and customers.”

  • Accra Mayor and National Fire Service contradict NADMO and NPP on causes of market fires

Government officials appear busy to hang the various fires in the market on the opposition National Democratic Congress (NDC).

An arrest has been made in the Volta Region, in connection with the Kantamanto market fire outbreak in Accra about a week ago, and pro-New Patriotic Party (NPP) newspapers, including Daily Guide, have in a coordinated manner reported that the alleged arsonist, is a supporter of the opposition NDC.

NPP activists and Deputy National Youth Authority boss, Akosua Manu, on Metro TV, on Monday, December 21, 2020, painstakingly pushed the arson on the NDC and directly accused the party’s National Chairman, Samuel Ofusu-Ampofo, as the one behind the fires, insisting that the alleged audio recording which has him in a criminal trial, has elements of market burnings, murders and kidnapping among other criminal activities.

Interestingly, the Mayor of the Accra Metropolitan Assembly (AMA), Mohammed Adjei Sowah and the Public Relations Officer of the Ghana National Fire Service, Ellis Robinson Oko, did not mention arson, but suggested that the fires are due to illegal electricity connection in the markets.

The AMA boss in particular, said the illegal connections in the markets, are being addressed with an arrangement with the Millennium Development Authority (MIDA) to redevelop the markets, adding procurement procedures are ongoing.

Both the Accra Mayor and the Ghana National Fire Service, Ellis Robinson Oko, separately spoke from the scene of the fire.

Indeed, in the Kantamanto market fire, it is emerging that a contract has been awarded to a private company, Gold Coast Contractors to modernize the market.

It is unclear, whether the company deliberately set out the fire in the densely populated market as a means of clearing the place ahead of the construction, which is likely to meet some resistance from the traders.

But, ahead of the arrest in Ho, the Deputy Director-General of the National Disaster Management Organization (NADMO), had alleged arson against the NDC, although he did not provide any basis.

Abu Ramadan, had taken to Facebook, hours before the arrest “Fire under control. You want to be President but yet burning markets and peoples investments lost. NDC a curse to Ghana”.

The newspapers, including Daily Guide, The Searchlight, the New Crusading, the Finder and others, have in a syndicated publication claimed that the man was arrested in Volta the Regional capital, and the police sources gave his name as Daniel Dah Kormlah, 41.

According to the newspapers, police sources have disclosed that Daniel was identified through police investigations into the Kantamanto fire incident.

The reports said that police and other intelligence agencies had begun arresting persons believed to be linked to recent arsons in some markets across the country.

In November the Odawna Market in Accra, got burnt, followed by Kantamanto market then followed by the Kaneshie market, Ghana News Agency (GNA) reported that some nine shops got burnt.

The Liberty House branch of the Ghana Commercial Bank (GCB) also got burnt. In Koforidua in the Eastern Region, a fire incident occurred.

The newspapers claimed that a joint team of Police and Intelligence operatives left Accra on Thursday, December 17, 2020, in pursuit of the suspect.

The suspect was arrested at his hideout in Ho in the Volta Region on Friday evening December 18, 2020, at about 10 pm. It said that upon further interrogation, it was realized that the suspect was an active member on various political platforms, namely NDC Group Administrators, Renaissance Agenda 2020, among others.

The report said phone records showed several conversations with other persons aimed at incitement to riot and possible conspiracy to attack other state institutions.

It claimed that the suspect had admitted to the said conversations and to engaging with like-minded persons to execute some acts with the potential to breach the peace of the nation, sources say. The security agencies are carrying on with their investigations to apprehend more suspects in the coming days, one source stated.

The NDC’s Lawyer, Edudzi Tamakloe, fired back at Abu Ramadan in another Facebook post, saying “Ordinarily, I won’t give this further publicity but this is the Deputy National Director of NADMO making a serious allegation of arson against a political party without basis”.

“In any serious country, the Police should be inviting him to give a statement. But nobody will call him because he is the in-law of Dr Bawumia. In 2012, Let My Vote Count did a rally in Taifa with many speakers”.

One young man who spoke at the event stated clearly that “they (NPP members) should burn the markets and bomb schools to attract international attention.”

Abu Ramadan was a member of that group. They think others will do what they possibly did in the past. A deputy NADMO boss, do a fire incident report to the Police. This is shameful”.

Indeed, there are suspicions that the NPP is using the fires to demonize the opposition NDC to defuse the ongoing demonstrations against the irregularities that the party is complaining about with respect to the 2020 election.

The Police service is yet to officially speak on the matter of the arrest and the extent of its investigations.

The GNA reports that he Ghana National Fire Service (GNFS) has called on the Electricity Company of Ghana (ECG) to undo illegal connections at market places to avert the increasing incidence of fire outbreaks at such places.

Ellis Robertson Okoe, Divisional Officer II, Head of Public Relations, GNFS, said such checks were important because investigations into the fire incidents showed that most fires were caused by electrical faults.

The call followed another fire outbreak at the Kaneshie market on Saturday, after similar incidents were recorded at the Kantanmanto Market in Accra and other markets in the Eastern and Central regions.

He said the markets had witnessed congestion over the years with new power connections, some of which were done illegally and haphazardly and must be checked.

“So until these issues are checked, the fires will continue.”

Mr Okoe said a Fire Service personnel had an electric shock when fighting the Kantamanto Market fire a few days ago, and stressed the need for illegal connections to be checked.

“This disrupted fire fighting for about 30 minutes because we had to call ECG to cut off the power before we continued.”

“This made some people to conclude that the Fire Service came to the scene to watch if there was an outbreak before bringing our fire tenders to start fire fighting, which was not the case” he added.

Mr Okoe advised ECG to as a matter of urgency deploy a task force to check and undo illegal connections at the markets.

The PRO also called on traders to ensure that they always extinguished naked flames after cooking in the markets.

The Kaneshie Market fire, which occurred in the late hours of Saturday night, engulfed nine fabric shops, which also served as a tailoring shop and a warehouse.

Out of the nine shops, six were totally burnt and the remaining, partially salvaged.

Mr Okoe said the fire was brought under control at midnight and totally extinguished within 30 minutes.

He said the cause of the fire was not immediately known but suspected electrical faults.
