  • NDC agents were not prevented at registration centres – EC

The Electoral Commission (EC) has described as untrue reports it prevented some party agents of the National Democratic Congress (NDC) from observing the Voters Registration Exercise at the Tepa Senior High School and Prempeh College in the Ashanti Region.

The EC said in line with laid down procedures, it informed all political parties about the planned exercise and requested to have their agents at the centres in the schools.

The Commission, in a statement copied to the Ghana News Agency, (GNA) said in the case of the Tepa Senior High School, it made available 16 kits for the exercise.

It said as part of measures taken by the School to protect the students against COVID-19, the authorities limited the agents for each political party to two, with the consent of the National Democratic Congress and the New Patriotic Party.

The Commission said midway through the registration process, the NDC expressed dissatisfaction with the number of their party agents present and, consequently, requested to have an agent monitor each kit.

The EC said the School authorities opposed the idea and called in security officers who restored calm for the continuation of the exercise without any intimidation or assault as alleged.

The Commission said, regarding the registration exercise at the Prempeh College, the agents of the NDC did not show up despite a notice to all political parties about the registration.

It said in the “spirit of transparency and accountability”, the Commission delayed the registration until 1300 hours, five hours after the approved start time of 0700 hours.

The Commission said the representatives of the NDC, however, arrived at the centre at 1700 hours, after 129 out of over 1,000 eligible applicants had been registered.

The statement restated the commitment of the EC to a successful registration exercise and called for the support of all.

  • Release the children, you’ve already achieved your aim – NDC Communicator to Akufo-Addo

Member of the National Democratic Congress (NDC) Communication team, Dela Edem has urged President Akufo-Addo and members of the NPP to put aside shame and close down Senior High Schools since their motive of registering eligible students for sympathy votes have been achieved.

He said the best decision for government to save children in schools now is to do mass testing and isolate those who test positive and allow those who test negative to go back home and join their families.

“We will blame President Akufo-Addo should any student suffer death or any health problem through COVID-19. How can students learn in fear?” he said.

Dela Edem on UTV’s ‘Adekye Nsroma’ political discussion show outlined lots of measures the government have embarked on that he believes have worsened and increased the national COVID-19 cases.

He heavily lamented on the science and data which according to President Akufo-Addo engineered the lifting of the 3-week partial lockdown in the Greater Accra, Kumasi and Kasoa areas.

  • Stop giving us cooked figures Ashanti NDC warns EC

The Ashanti Regional Executives of the opposition National Democratic Congress (NDC) has accused the Electoral Commission (EC) of Ghana of manipulating voter registration figures in the region.

According to the party, the EC registered 7,869 applicants in the Offinso North Constituency but EC boss, Madam Jean Mensah published 26,886 as the number of persons who have been registered by the institution.

“In the Afigya Sekyere East Constituency, the EC registered 8,975 applicants, but again EC boss Madam Jean Mensah published 14,263.

“In the Juaben Constituency, the EC registered 5,802 applicants, but EC boss Madam Jean Mensah published 11,574. In the Afigya Kwabre North Constituency, the EC registered 5,268 applicants, but EC boss Madam Jean Mensah again published 10,419,” the Ashanti Regional Communication Officer of the NDC Abass Nurudeen claimed during a press conference in Kumasi.

He further alleged that the EC boss, Madam Jean Mensah is taking calculated and well-designed attempts to pad figures in the Ashanti Region.

According to Abass Nurudeen, the leadership of NDC in Ashanti Region has drawn the attention of the EC to the development and “their district officers have confirmed our figures to be right.”

“The regional leadership of the EC has also admitted that the figures have indeed been padded, but as usual, they claim it was entered in error. We are by this medium giving the EC 48hours to publish the right figures for the 1st batch of the 1st phase of the exercise to safeguard the integrity of the new voters roll. We also serve notice that if the intention is to test our vigilance, then they are in for a marathon. We are monitoring them closely from all angles and range” Abass Nurudeen explained.

Abass Nurudeen also alleged that the EC is sabotaging registrants in the opposition National Democratic Congress (NDC) stronghold in the region.

“In the Asawase Constituency, Sepe Timpon with 13 registration centres had equipment successfully deployed and working without hitch as early as 7:30 am, however, registration centres at Bola Bola, Aboabo, Madugu Palace among others that are known strongholds of the NDC had no BVR kits or as usual delayed access to activation codes for hours into the registration.

“We have however seen a press release from the EC assuring the public that, they would make up for the lost time, but we do not trust the EC would choose deserving registration centres with fairness. We have therefore taken the pain to compile a full list of all registration centres where these selective delays occurred and would submit same for the consideration of the EC during their mop-up exercise”.

  • I meet all requirements to vote NDC Cape Coast North Parliamentary Candidate

The Parliamentary Candidate of the National Democratic Congress (NDC) in the Cape Coast North Constituency says he has legally challenged a decision by the District Registration Review Committee of the Electoral Commission, Ghana (EC) to withdraw his voter identity card.

Dr Kwamina Minta Nyarku was disqualified as a voter in the Constituency after he was found guilty for allegedly providing false information during registration.

His registration was, subsequently, challenged by a constituent, believed to be an agent of the New Patriotic Party (NPP), for not being a resident Nkanfoa, where he registered.

The Committee consequently sat on the case and ruled that the NDC Parliamentary Candidate does not qualify to be a voter in the Constituency.

But in a release on Tuesday, July 14, Dr Minta Nyarku says he meets all requirements to vote in Ghana contrary to the reports “and, indeed, I have participated in the previous elections conducted by the Electoral Commission of Ghana”.

“I have been voting in the Cape Coast North Constituency in the previous elections.

“I have been a resident and still a resident of the Cape Coast North Constituency.

” I currently reside in the electoral area where I recently registered in the on-going voters registration exercise.”

He has, therefore, urged his supporters and party faithfuls to be calm.

“The necessary legal steps to safeguard my constitutional rights are being considered and will be acted upon as soon as practicable.”

  • Nzema chief saves NDC communicator from being convicted

A swift intervention by the Paramount Chief of Lower Axim Traditional, Awulae Attibrukusu III, through one of his sub-chiefs, Nana Ewiafum, has saved a Communicator for the opposition National Democratic Congress (NDC) in the Evalue-Ajomoro-Gwira constituency, Angate Borzah, from being convicted of slander.

Borzah was standing trial at the Municipal Magistrate Court of Nzema East for using unprintable words and concocting falsehood against the Member of Parliament (MP) for Evalue-Ajomoro-Gwira and a Minister of State at the Office of the Senior Minister, Catherine Afeku.

However, the Paramount Chief who was worried about the impasse appealed to the MP whom he calls his daughter to have mercy on the party communicator and use an Alternative Dispute Resolution (ADR) mechanism to settle the matter.

Hon. Afeku, out of reverence for her father (Paramount Chief of Lower Axim) and his sub-chiefs, told the Municipal Magistrate Court presided over by His Lordship, Robert Ableze, through her lawyers at a sitting on Friday, July 10, 2020, to halt the trial and permit them to settle the matter out of court.

The Judge prior to granting the request put before the court, admonished the youth and political communicators to desist from politics of insults, smear campaign and peddling falsehood ahead of the 2020 electioneering campaign.

He also told the traditional authorities of the area and the MP to do their best to resolve the impasse and submit its outcome to the court on or before July 23, 2020.

His Lordship, Ableze, further admonished all political parties to abide by the directives of the traditional authorities since the law will be applied to the latter in future cases that would be brought before his court.

Angate Borzah who was very remorseful admitted that he erred in using abusive words on his MP. He was arrested on June 30, 2020 for defaming the person of Hon. Catherine Afeku.

The Communications Directorate of the New Patriotic Party (NPP), moments after the court sitting, issued a statement expressing gratitude to Awulae Attibrukusu III and his sub-chiefs for showing concern and availing themselves to bring sanity to the political environment in the Evalue-Ajomoro-Gwira constituency.

The Directorate, however, called on all its communicators and serial callers to remain focused and be decorous in addressing issues and policies during the 2020 electioneering campaign.

  • WeII use all legal means to stop ECs registration in schools – NDC

A Deputy General Secretary of the opposition National Democratic Congress (NDC) Peter Boamah Otukonor has slammed the Electoral Commission (EC) for conducting a registration exercise in secondary schools.

He said although the EC has started the exercise, the NDC will use all available means to stop the ”illegality”.

Mr. Otukonor indicated despite their disapproval of this decision, they have deployed polling agents to all the secondary schools where the exercise is being conducted.

He told Nyankonton Mu Nsem on Rainbow Radio 87.5Fm that, these newly created centres have not been gazetted to allow for their use in the ongoing voter registration exercise.

He explained to the news team the law states clearly that the EC has the power to create polling stations but when they do so, they must go through the process of gazetting and publishing them to political parties, 21 days before the time.

He further alleged the ruling NPP was using their vigilante groups to intimidate and attack NDC supporters.

The police he noted must step in to protect their supporters or they would be forced to defend themselves.

He advised the EC to ensure the safety protocols in place to contain the spread of the coronavirus at all the registration centres are adhered to.

  • Government must withdraw the thugs deployed to Asuogyaman now – NDC

The Eastern Regional Secretariat of the National Democratic (NDC) Congress has raised concerns about the current happenings in the Asuogyaman Constituency where they have accused the governing NPP of deploying two separate groups, one uniformed and the other non-uniformed under the guise of providing security in the ongoing voter registration exercise to inculcate fear in poor and harmless residents.

According to the umbrella party in a statement issued and signed by Regional Communications Officer, Darlas A. Williams, the uniformed military men are being led by Lieutenant Daniel Opoku whiles the non-uniformed men are led one Sergeant Bio, who has restored to brandishing offensive weapons at registration centres to inculcate fear in poor and harmless residents.

They said it is clear and deliberate by the government to intimidate residents in areas considered to be NDC strongholds and are denying non-Akans from exercising their constitutional right by disenfranchising them.

“This abuse of State power to attack the very citizens whose safety and security the Akufo-Addo government ought to protect is generating animosity and needless tension in the Asuogyaman constituency, a hitherto peaceful constituency. The Livelihood of innocent residents is also being disrupted”, the statement added.

  • NPP, NDC rally supporters to get involved in registration exercise

Ashanti Regional Executives of the ruling New Patriotic Party (NPP) and largest opposition party, the National Democratic Congress (NDC), have rallied their supporters to patronize the ongoing voter registration exercise.

The parties said it was important that the supporters trooped to the registration centres in their numbers to register in order to exercise their franchise in the December 7 elections.

“Our positive response to the exercise is critical to retaining the ruling NPP in power,” Mr. Kwasi Kyei Danso, the Regional Communications Director of the Party, told the Ghana News Agency (GNA) in Kumasi.

Democracy, he said, was about numbers, stressing that NPP supporters had no reason to stay at home while the Electoral Commission (EC) conducts the exercise, meant to compile a new register for the upcoming elections.

Mr. Kyei Danso said the party was satisfied with how registration had gone peacefully in the course of the first phase of the exercise, explaining that the general conduct of the EC officials and security personnel was commendable.

The GNA gathered that as at the time of filing this report, at the end of the first phase of the registration in the Region coming to a close, a total of 364, 756 people had been registered, with 53.9 percent being female and 46.1 percent being male.

Of the total registrants, 72.3 per cent went through the processes using the Ghana Card, while 1.7 per cent registered with passports and 26 per cent relying on guarantors to facilitate their registration.

Reacting to the ongoing exercise, the NDC Regional Chairman, Nana Akwasi Andrews, reminded their supporters of the need not to be left out of the registration.

They should take their destiny into their own hands as the party prepares to win the elections massively, he said.

He expressed concern over what he described as “the high presence of security personnel in strongholds of the party in the Region”, citing Asawasi and Drobonso.

“Most people feel intimidated with this development,” he said, and asked the authorities to look at this trend carefully since the nation was not at war.

  • NPP can’t dictate to us – NDC’s Sam Pee Yalley

Former Ghana’s Ambassador to India, His Excellency, Sam Pee Yalley has heartedly confirmed he will in any day kick against persons who claim Ghana is not ready to have a lady lead it.

According to him, Ghana is late in joining the race to have a lady lead it since countries who are underdeveloped as compared to Ghana have taken up this mantle.

“Indeed, no one can convince me any day that we can’t have a lady lead this nation. We are even late as a country to make this move,” he emphasized.

Speaking on UTV’s ‘Adekye Nsroma’ newspaper discussion show, the former Ambassador affirmed he perfectly sides with former President John Dramani Mahama to elect a lady as his running mate, specifically Prof. Jane Naana Opoku-Agyemang.

However, he has disagreed with alleged reports by some party members that the former Education Minister is not known as far as the NDC is concerned and therefore cannot sell the party to excel in the upcoming elections.

“Prof. Jane Naana Opoku-Agyemang is the best candidate to partner Mahama,” he said.

Sam Pee Yalley advised members of the New Patriotic Party (NPP) to stop dictating to the NDC on who becomes its running mate.

“It takes a coach to decide which player he will use to win a game. NPP cannot in anyway show us what is good for us,” he added.

    Mahama Selects Prof Naana Opoku-Agyemang

Flagbearer of the National Democratic Congress (NDC) and former President, John Dramani Mahama has selected Professor Jane Naana Opoku-Agyemang as his Running Mate for the 2020 Presidential elections.

The party’s National Communications Officer, Sammy Gyamfi announced this following a National Executive Committee (NEC) meeting.

He disclosed that Prof Opoku-Agyemang’s endorsement was by a unanimous decision of the party’s Council of Elders and the NEC.

“I can tell you that the Running Mate of His Excellency John Dramani Mahama for the 2020 general election is Professor Jane Naana Agyemang. That choice has been approved unanimously by the Council,” Sammy Gyamfi stated.

A polling station agent of the National Democratic Congress in the Awutu Senya East Constituency in the Central Region Ebenezer Tetteh has had his head cracked with a concrete block while others were subjected to severe beatings by thugs believed to be sympathizers of the ruling New Patriotic Party(NPP).

The victim, Ebenezer Tetteh alleged that the people who assaulted him are land guards hired by the NPP.

“I was working as a polling station agent when I heard some people in the queue complaining about how the registration process is delaying so I was just appealing to them not to leave. Before I realized one of the thugs who had come to the registration centre to hit my head with a block sending me to the ground instantly. The rate at which Land guards are roaming the various registration centers in the Kasoa and assaulting people is too much. • NDC has no moral right to accuse NPP of failed promises in Volta region – Chariman

Volta Regional Chairman of the NPP, Makafui Woanya has described the opposition NDC as hypocrites who have taken the region for granted despite enjoying absolute support of the people for years.

He said the NDC after failing to reciprocate the love and loyalty enjoyed from the Volta region over the years want to reap where they have not sown.

They have therefore resorted to propaganda, tribal bigotry, divisive and violent comments to caught sympathies from the innocent and unsuspecting Voltarians.

Mr. Woanya made the statement in Ho when he adressed a press conference in reaction to claims by the opposition that the governing NPP has failed the people of the Volta region.

The NDC at a press conference last week in Ho addressed by the Regional Communications Officer, Kafui Agbleze scored the NPP government 17 percent as far as fulfillment of their promises in the Volta region are concerned.

He said the Akufo-Addo government has performed woefully as far as the Volta region was concerned, hence needed to be rejected by Voltarians in the upcoming December elections.

However, reacting to the comments, the Volta NPP Chairman, Makafui Woanya said “NDC has no moral right” to accuse the NPP of failed promises because that was disingenuous.

He said if the NDC want to still benefit from the support of the region, they should have taken time to account for at least their 8 years tenure of the Mills/Mahama administration.

He said the Volta Region is wide awake and assertive and will not be hoodwinked by the selective amnesia and biased claims of the NDC anymore.

He said “Volta Region is not a property of the NDC. When has it become compulsory for all in Volta to be NDC?”

He noted that NPP unlike the NDC who abondoned most of their projects in the Volta region is committed to deliver on its promises and ensure the Eastern Corridor road, Ho-Sokode dual carriage road, 3rd phase of Adidome five District water project, Ho Youth Resource Centre, Hohoe Astro turf among others will be completed.

  • NDC lists why Mahama must be President again

The National Democratic Congress (NDC) has listed a number of promises it intends to fulfill if its candidate, Mr John Dramani Mahama, is elected President again in the December election.

According to the main opposition party, the 2020 general elections is a referendum on the performance of President Akufo-Addo, who, in their view, “has failed woefully to deliver on his numerous campaign promises to Ghanaians, having fulfilled only 14% of the 631 promises in the 2016 manifesto of the NPP.”

Speaking at a press conference in Accra on Monday, 22 June 2020, Mr Sammy Gyamfi, National Communication Officer of the NDC, noted that the comfort and transformation Ghanaians were promised by President Akufo-Addo and the NPP have become a pipe dream.

“Today, cost of living is so high and unbearable for the vast majority of Ghanaians due to the bad governance of President Akufo-Addo,” he stated.

He noted that former President Mahama, if elected President again, shall do the following:

    1. Pay all customers of the collapsed financial institutions whose monies are locked-up in full and restore indigenous Ghanaian participation in the financial sector.

    2. Reduce the size of government by at least forty (40) ministers to reduce government expenditure and channel those resources into the productive sectors of the economy for the benefit of Ghanaians.

    3. Provide free Technical and Vocational Education (TVET) from the second cycle to Tertiary level to build the human resource base of the nation for industrial development, entrepreneurship and job creation.

    4. Institute a National Apprenticeship Program in line with his vision of rapid industrialization and job creation for the country.

    5. Scrap the 50% increment in the Communication Service Tax to reduce the cost of telephoning and data. This will reduce the cost of living and the cost of doing business in the country.

    6. Construct a regional hospital for each of the six (6) newly-created regions and the Western Region to improve access to quality and efficient health care delivery.

    7. Provide districts without hospitals with fully-equipped modern health facilities.

    8. Take healthcare to the doorsteps of the people by building a first of its kind “Onipa Nua” Hospital Ship and deploy it to provide medical services to the inaccessible riverine and fishing communities on the inland Volta water ways.

Additionally, the next Mahama government will rehabilitate the “Onuador” mobile vans that have been abandoned by the Akufo-Addo government and procure more, to provide medical outreach services in underserved and hard to reach areas in all the 16 regions of the country.

    9. Construct two (2) new international-standard Infectious Diseases Centers and two (2) additional international research centers.

    10. Abolish the dreaded double-track system of secondary education through an emergency and massive infrastructure drive. This will ensure a conducive environment and one-track qualitative learning experience for SHS students.

    11. Establish University Campuses in each of the six (6) newly-created regions.

    12. Abolish the mandatory national service and obnoxious licensure exams for teacher trainees and restore the automatic employment of teacher trainee graduates. Let me state unequivocally that no teacher trainee graduate will be denied posting or employment under the next Mahama government.

Additionally, the promotion and welfare of teachers will be prioritised by the next Mahama government.

    13. Restore the automatic employment of Nursing Trainee graduates. Again let me state unequivocally, that no nursing trainee graduate will be denied posting or employment under the next Mahama government.

    14. Restore the distribution of free cocoa fertilizer and chemicals to cocoa farmers to boost cocoa yield and improve the welfare of cocoa farmers.

    15. Complete the Eastern Corridor roads, dualise the Aflao, Cape Coast and Kumasi roads among others.

    16. Complete all abandoned or uncompleted hospital and health projects, educational projects, road projects and other infrastructural projects in the country.

    17. Punish corruption and end the practice of nepotism.

    18. Train, remunerate and empower assembly members to be responsible for the local level registration of births and deaths in their electoral areas, to improve the national population register.

Mr Gyamfi added that the NDC will be outdooring its manifesto for the 2020 general elections in August but even before that, the flag bearer and leader of the NDC will, in the coming days, announce some “big-ticket policies which are central to his transformational vision for this country.”

“This will include a major and comprehensive job creation policy he intends to undertake, to create millions of permanent and dignifying jobs for the teeming unemployed youth when he assumes the reins of power in 2021,” he added.

  • Misplaced focus – Baako tells NDC on NPP manifesto promises

The Editor-in-Chief of the New Crusading Guide newspaper, Abdul Malik Kweku Baako has said that the opposition NDC have misplaced priorities.

Kweku Baako has asked the largest opposition party in the country to get their priorities right after they claim the ruling government had fulfilled only 14 per cent of its campaign promises.

    14% score charitable

NDC had scored the Akufo-Addo-led administration 14 per cent on the fulfilment of its 2016 campaign promises.

According to them, only 86 out of the 631 campaign promises made by the government have been delivered.

Member of Parliament for North Tongu Constituency in the Volta Region, Hon Samuel Okudzeto Ablakwa says they were even charitable and that the actual figure is 13.6%.

“We observed that only 86 promises have been delivered out of the 631 and if you do the arithmetic and divide the 86 by the 631, what you will get is 13.6% and so we have been generous to gift them 14%; we added 0.4% to it by rounding the figure up,” he indicated.

    Padded figures

Kweku Baako in a discussion on Peace FM’s morning show ‘Kokrokoo’, said the figures put out by the NDC were padded and deliberate; adding if this is the opposition party’s message five months to an election; they should ‘watch out’.

“What is your target or what did you want to achieve? If this is your message 5 months to an election, watch out . . . what was your goal, what was your target for that exposure? You are a political party, you must have a strategy especially with 5 months to an election…” he stated.

    Fulfilling All Promises Mission Impossible

Kweku Baako also noted that it is impossible for any political party to fulfil all of its electoral promises. He has asked the NDC to do an introspection and ask themselves if they were able to achieve all of its promises.

“No political party has been able to fulfil all promises; there’s none. The NDC should ask themselves if they were able to achieve all their promises in their manifesto? he rhetorically asked.

  • NDC@28: You can hold anniversary but can’t select running mate – Sam Pyne teases Mahama

NPP Ashanti Regional Secretary, Sam Pyne has chided former President John Dramani Mahama over his comment that the opposition National Democratic Congress (NDC) will reject a flawed election result by the Electoral Commission (EC).

Ex-President John Mahama, delivering a speech on Wednesday, June 10 to mark the NDC’s 28th anniversary, warned the Electoral Commission saying ”as leader of the NDC, I wish to serve notice that we shall do all our parts to ensure that our country remains peaceful and that the electoral process proceeds smoothly, but let nobody assume that we will accept the results of a flawed elections”.

Contributing to Peace FM’s ”Kokrokoo”, Sam Pyne wondered why the former President would make such a comment when it is his party that is asking their members and supporters not to participate in the mass registration exercise scheduled to begin on Tuesday, June 30, 2020.

Sam Pyne opined that Mr. Mahama is only finding an excuse for the NDC members and supporters ahead of his overwhelming defeat to happen in the December elections.

”NDC has started to prepare the grounds to reject the results of the election…He’s (John Mahama) toying with the mindset of his party members and supporters.”

He further asked Mr. Mahama to concentrate on selecting his Running mate and not to question the integrity of the Electoral Commission.

”You haven’t even selected your Vice. When you say it, you attribute it to COVID-19. You can hold 28th anniversary but you can’t select your Vice Presidential candidate and you turn to blame somebody,” he told host Kwami Sefa Kayi.

  • New voters’ register: What has changed? – Kwamena Duncan quizzes Mahama

Central Regional Minister, Kwamena Duncan has questioned why former President John Mahama changed his stand regarding the non-interference in the work of the Electoral Commission.

The flagbearer of the opposition National Democratic Congress (NDC) is quoted to have asked political parties to give the Electoral Commission (EC) the peace to do its work.

He asked those having issues to use the Inter-Party Advisory Committee (IPAC) for redress.

In 2015, then President Mahama waded into the controversy surrounding the call for a new voters’ register, saying the Electoral Commission is at liberty to decide what is best for the country inched close to the 2016 election.

This was after pro-opposition pressure group, Let My Vote Count Alliance and the main opposition NPP vehemently called for a new register ahead of the elections, with the NPP petitioning UK parliamentarians over the matter.

“I have no right to interfere in that electoral list.”

“….We have an independent Electoral Commission and the Electoral Commissioners have security of office. I am not supposed to interfere in the work of the electoral commission. Ghana has an EC that is independent and does not consult the president to do anything.”

“What we have done in the past when you have a young register is to clean it up…so it is for the Electoral Commission to decide what it really needs to do,” the President noted at an event in France.

Then on 14th November 2016, at an NDC political rally, he indicated that; “being an election year, I will appeal to all political parties and other civil society organisations to give the Electoral Commission the peace of mind to do its work. Our Constitution says that the Electoral Commission shall not be subjected to the direction of or control of any person and that includes me.”

Contributing to a panel discussion on Peace FM morning show ‘Kokrokoo’, Kwamena Duncan said the former President was right to say the EC had all the right to do its work “and so what has changed”?

“He was quite eloquent on this. He was right to say the EC should be allowed to do its work so what has changed….now what we are hearing is I will kill you and so on; who are you?” he charged.

  • Tight security at Supreme Court premises over EC vs NDC hearing on voters register

Dozens of police personnel have massed up at the Supreme Court complex Thursday morning to provide security and avert any possible confrontations that might take place during the hearing of the case between the opposition National Democratic Congress (NDC) and the Electoral Commission (EC) on the voters’ register.

Led by Assistant Commissioner of Police (ACP), Mr Kwasi Ofori, the Director of Operations at the Accra Regional Police Command, the officers have taken post at all entrances to the court complex as well entrances to the courtroom itself, reports Graphic Online’s court reporter, Emmanuel Ebo Hawkson.

Leading members of the NDC such as Mrs Betty Mould Iddrisu, a former Attorney-General, Mrs Marietta Brew Appiah-Opong, another former A-G, and Barbara Serwaah Asamoah, a Deputy General Secretary is the NDC are in the courtroom.

Also present in the courtroom is Mr Samuel Tettey, a Deputy Chairperson of the EC in charge of Operations.

    Suit

The NDC has invoked the original jurisdiction of the Supreme Court to interpret the constitution with a case that it was unconstitutional for the EC to reject an existing voters ID as a prerequisite for the upcoming voter registration exercise.

It is the contention of the NDC that it is unconstitutional for the EC to reject an existing voter ID as it will disenfranchise many Ghanaians which is a violation of Article 42 of the 1992 Constitution.

The NDC further argues that per Article 45 of the 1992 Constitution the EC can only compile a voter registration once and periodically revise it.

A seven member-panel of the Supreme Court, presided over by the Chief Justice, Justice Kwasi Anin Yeboah will determine the suit.

Other Justices on the panel are Jones Dotse, Paul Baffoe Bonnie, Sule Gbadegbe, Samuel K Marful-Sau, Nene Amegatcher, and Professor Ashie Kotey.

  • EC needs to work on its registration processes – Volta NDC

The Volta Regional branch of the National Democratic Congress (NDC) says the challenges encountered during the piloting of the Biometric Voters Registration kits have to be worked on by Electoral Commission (EC) for the compilation of a new register.

Speaking at a press conference in Ho at the end of the pilot exercise yesterday, the Volta Regional Secretary of the NDC, Mr James Gunu, said the EC must listen to key stakeholders else it was going to disappoint Ghanaians if it proceeded with those challenges.

“The EC cannot insist on compiling a new voters register. They must listen to the voice of the people.

    Observations

Mr Gunu stated that the two-day observation of the process revealed that before the commencement of the exercise last Tuesday, the technicians struggled to log onto the system until after a phone call from the head office in Accra for direction.

He said the filling of the form 1A took an unduly long period after which the applicants had to wait for a considerable length of time for their data to be entered.

“It was also observed that the EC’s form 1A has no serial number and so can be compromised at any time,” he added.

“Indeed, we take cognisance of the fact that this exercise is a mere test run and not the actual registration but isn’t that the very reason why every document used in this pilot exercise should replicate exactly what will be used in the registration proper?” he quizzed.

Mr Gunu also said the final ID card was not serially numbered and that there were three digits generated randomly which did not follow any logical sequence or pattern compared to the previous 10 digits of the existing voter ID.

    COVID-19

Mr Gunu said the EC’s registration centre was not disinfected, hence the area was prone to the spread of coronavirus to applicants.

He said the applicants who went through the process thumb-printed on the same ink pad, a situation which he said was a breach of the COVID-19 protocols.

He said the EC’s new voter registration pilot exercise, with its attendant technical challenges and COVID-19 vulnerabilities, was an undisputed evidence that the EC was both ill-prepared and time-constrained to effectively compile a new voters register for the December 2020 general election.

  • NDC can demonstrate all they want but EC’s decision won’t change – Kweku Baako

Abdul Malik Kweku Baako, Editor-in-Chief of the New Crusading Guide, has jumped to the defence of the Electoral Commission, stressing that nothing can change the Commission’s decision on the voters’ register.

The Electoral Commission’s decision is to compile a new voters’ register and has petitioned Parliament to amend Constitutional Instrument (C.I) 91 to legitimize the Ghana card and Ghanaian passport as the only legal documents to be used for the registration exercise.

The EC’s decision has been met by intense opposition from the National Democratic Congress (NDC) which says the Commission wants to disenfranchise 11 million Ghanaian electorates, hence their decision to use only the Ghana card and Ghanaian passport for the registration exercise.

The NDC has also accused the EC of planning to rig this year’s elections in favour of President Nana Addo Dankwa Akufo-Addo.

Although the EC called for an Inter-Party Advisory Committee (IPAC) meeting with all political parties on Wednesday, May 27, 2020 to discuss issues regarding the compilation of a new voters’ register, the NDC boycotted the meeting on principle that they are opposed to a new register.

The party has also dragged the EC to the Supreme Court praying the court for an order to direct the Commission to include “all existing voter identification cards duly issued by the 2nd Defendant (EC) as one of the documents serving as proof of identification for registration as a voter for the purposes of public elections”.

But to Kweku Baako, the opposition by the National Democratic Congress (NDC) will not bear any fruits.

According to him, the NDC may choose to boycott IPAC meeting but they still will have no option to meet the EC in an inter-party meeting even if the Commisison to rescind their decision for a new voters’ register and rather go for a limited registration exercise.

“Look, you don’t have a choice. They don’t have the luxury of an alternative. They must meet,” he said in reference to the EC/IPAC meeting for which the NDC was to attend.

Again, to him, the NDC should focus on their court case against the EC and stop giving commentaries on the sidelines regarding the Commission’s decision if the party doesn’t want to be involved in the IPAC meeting.

He however strongly believed the EC will go ahead with what it’s constitutionally right for them to do with or without the NDC’s consent.

“Demonstrations are legitimate. It’s an option available. Protests of all kinds…sitting on radio and television and talking and criticizing and arguing, all those are options the democratic dispensation allows but none of them can change the EC’s decision,” he told host Kwami Sefa Kayi on Peace FM’s ‘Kokrokoo’.

  • NPP, NDC have benefited from ‘same fraudulent electoral system’ – Atik Mohammed

People’s National Convention (PNC) General Secretary, Atik Mohammed has supported the call for a new voters’ register by the Electoral Commission (EC).

Contributing to ”Kokrokoo” on Peace FM, Atik Mohammed questioned the logic in the basis of the opposition National Democratic Congress (NDC) for rejecting the compilation of a new voters’ register.

Atik Mohammed stated that having a new register will help improve upon the country’s electoral system and ensure transparent elections this year.

He added that the notion that the EC’s decision to compile a new voters’ register exposes the governing New Patriotic Party (NPP) and the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo, as a product of a fraud electoral system doesn’t defeat the purpose for a new register for the country’s electoral process.

According to him, both the NPP and NDC have all benefited from the same fraud system but it is prudent to have a new voters’ register that will be long-lasting.

”For me, it makes a lot of sense that someone who profited from a fraud situation wants it corrected. Of course, it’s not just the NPP that profited from this. Even NDC profited from the fraud register. We used the same register in 2012. With all the inadequacies associated with the register, NDC also won the elections with it. So, it is fair. Both of them have profited from this flaw. It’s time to make the best and move on as a country”, he said.

  • New Register: ‘We’re waiting for their worst’ – Ken Agyapong dares NDC

NPP Member of Parliament for Assin Central, Kennedy Agyapong, has said there is no way the country will be thrown into civil war if the Electoral Commission continues to compile a new voters’ register amid the coronavirus pandemic.

According to him no one is afraid of Maj. Rtd Osahene Kojo Boakye Djan with his continuous constant threats of civil war and anarchy.

“…No one is afraid of Boakye Djan…if he plays the law will take action . . . let us see the anarchy,” Ken Agyapong fired.

“…We will do the right thing for the country, we will go ahead with the voters’ register…the NDC is speaking as if they are in power, but they have forgotten that they are not in power…we are waiting for them to destroy this country; we are not afraid of them,” said Member of Parliament for Assin Central, Kennedy Agyepong.

He was reacting to the controversies surrounding the compilation of a new voters’ register and comments by Maj. Rtd Kojo Boakye Djan that there could be civil unrest should the Electoral Commission (EC) continue with the impending voter register compilation.

The Assin Central MP was speaking in an interview with Hello FM in Kumasi.

NPP & EC leading Ghana into civil war

Major Osahene Boakye Gyan (rtd) is warning of impending doom should the Electoral Commission connive with the New Patriotic Party (NPP) to rig the upcoming December polls.

The former military officer accused the EC of gradually leading the country into a civil war with its bull-headedness, particularly regarding the decision to compile a new voters register.

If they want civil war, they will get it!

The former military capo strongly held that the country can go to the polls this year without resort to putting together a new register as was done in 2016.

Sounding a note of caution, he pointed out that most electoral disputes in Africa have resulted in civil wars and Ghana is not immune to it, and warned that “should the EC continue to toe the line of their paymasters, it will certainly spell doom for this country.”

  • Martin Amidus age: Im not satisfied with Supreme Court ruling Haruna Iddrisu

Haruna Iddrisu, the Minority Leader, says that he is getting worried about the kind of court system being practised in the country especially given the Supreme Courts ruling over the eligibility of Martin Amidu as the Special Prosecutor.

According to the Minority Leader, the 5-2 decision of the Supreme Court indicates that Article 192 of the 1992 Constitution of Ghana is now irrelevant.

“Your aunt, grandmother and grandfather, you can constitute them tomorrow and come and do public service because your experience as a critical human resource is still important,” he said in an interview with Joy News.

He argues: “the Constitution provides a tenure for public office. Public within the contest of Article 190 of the Constitution. Go back to the memorandum that accompanied the Office of Special Prosecutor bill and other bills; Parliament was exercising its power in creating new and additional Public Service office.”

He explained that the ruling simply implies that older citizens above the retirement age can be appointed Chief Executive in any public office and the reference will be the Supreme Court ruling.

On this basis, when it comes to the law, he explained that his confidence is eroding because “I am beginning to look back with some disappointment that we rely on this independent adjudicator”.

With a majority 5-2 decision, the Supreme Court ruled that Martin Amidu is eligible to hold office as Special Prosecutor.

The decision read by Chief Justice Anin Yeboah means the retirement age for employees of the “public service” does not apply to the office of Special Prosecutor.

Former Deputy Attorney-General Dr. Dominic Akuritinga Ayine who filed the case said per the true and proper interpretation of Articles 190(1)(d), 199(1) and 295 of the 1992 Constitution, the retirement age of all holders of public offices created pursuant to Article 190 (1)(d) is 60 years, and not beyond 65 years.

Article 190(1) states “The Public Services of Ghana shall include” (d) such other public services as Parliament may by law prescribe.

Article 199(1) states “A public officer shall, except as otherwise provided in this Constitution, retire from the public service on attaining the age of sixty years.”

Dr. Ayine argued that at the time President Akufo-Addo named Martin Amidu as SP, that latter was not qualified because he was 66.

He said that this contravenes section 13(3) of the Office of the Special Prosecutor Act, 2018 (Act 959).

  • NDC’s Yayra Koku provides evidence to prove NIA, EC want to rig 2020 elections

Yayra Koku, a vocal member of the National Democratic Congress (NDC), has accused the government of conspiring with the Electoral Commission (EC) and the National Identification Authority (NIA) to rig the 2020 general election.

He said the EC plan to disenfranchise a significant number of persons in NDC strongholds adding that the EC’s grand scheme to rig the 2020 general election for the New Patriotic Party (NPP).

Data from NIA indicates that 5.1 million (5,159,569) cards have been issued to registrants.

6 million did not have primary documents required for registration.

According to the data, six million (6,041,938), representing 71% of the 8.5 million people registered, did not have a birth certificate, a valid passport or existing Ghana Card, which are the primary documents required for registration but Yayra Koku said the figures by the NIA are false.

He provided statistics of the NIA registration in both NPP and NDC strongholds to prove that, the EC and the NIA plan to disenfranchise people in the strongholds of the NDC.

He said the “NIA registered 2.4m people in Ashanti Region and issued 1.7m cards out with a backlog of over 400,000.

“In the Eastern Region, they have registered 1.2m people and issued over 600,000 cards out with a backlog of over 140,000. Don’t forget they have not even finished with the registration in the Eastern Region.

“These two regions are the stronghold of NPP. The funny thing is, in these regions, NIA deployed all their Machines there. Now check this out”.

In a Facebook post, he provided the statistics that “In the Upper East, NIA registered over 220,000 people, issued over 49,000 cards out and have a backlog of only 45,000.

In the Volta Region, NIA registered over 560,000 people and issued over 420,000 with a backlog of 3,700.

“Upper West, they registered 147,000 people and issued over 26,000 with a backlog of 2,700+.

“I can go on and on and on. The figures are scaring, and I’m shocked Attafuah is allowing this useless government to manipulate him. He has lost his integrity.

“Now check Greater Accra, they registered 1.9m and have issued 1.2m with a backlog 6,045.

“I know some people will say the figures don’t add up. Yes because they have printed some of the cards and are unable to issue them out. This means NIA has to go to these regions again and issue the cards out. For example, in Upper West, they have printed over 144,000 cards but have only issued 26,000+. Same with other regions.

“In all, NIA has not issued over 3.5m cards out.”

He, therefore, charged Ghanaians to rise against the EC and the NIA to rig the elections in favour of the NPP.

  • Voters register: Nunoo-Mensah blasts ‘troublesome’ NDC

Brigadier General Joseph Nunoo-Mensah, a former Chief of Defence Staff of the Ghana Armed Forces has chastised the opposition National Democratic Congress (NDC) for being ‘troublesome’.

“The people have already intended to be troublesome and it’s bad; it’s sad,” he said in reaction to the hullabaloo surrounding a new voters’ register.

The former National Security Advisor to the late Prof. John Evans Atta Mills was speaking in a one-on-one interview on Me Man Nti programme on Neat FM said there is no way President Akufo-Addo will do anything to jeopardize this country and that since he is the President, he should be allowed to make decisions in the interest of the country.

“Akufo-Addo is not going to do anything which will harm Ghana . . . So why should the NDC fight him over a new voters’ register? I don’t think Akufo-Addo will intentionally do anything that will harm the country. Is he not a Ghanaian?”

According to him, “compiling a new voters’ register should not be a source of tension”.

“Why should I raise hell over a new voters’ register? We need to stop it. If you are a bad person, you suspect every other person is also bad . . . we should think Ghana first,” he added.

Meanwhile, the largest opposition NDC has accused two bodies: National Identification Authority (NIA) and the Electoral Commission (EC) of conniving to disenfranchise Ghanaian youths all in a bid to rig the elections in favour of the ruling NPP government.

    EC’s Denial

The Electoral Commission (EC) has denied claims by the opposition National Democratic Congress (NDC) that the Commission is plotting to rig the 2020 elections in favour of the ruling New Patriotic Party (NPP).

In a press statement signed by its acting Director of Public Affairs, Mrs Sylvia Annor, the EC described the allegations as a calculated attempt by the NDC to tarnish the image of the Commission.

“It is impossible for the Commission to conspire with any political party or institution as is being speculated by Mr Ofosu-Ampofo and the NDC since the electoral process remains transparent at all levels,” the EC said.

    NIA not conspiring with EC

The National Identification Authority (NIA) has reacted to the allegation by the opposition National Democratic Congress (NDC) that it was conspiring with the Electoral Commission (EC) to rig the 2020 general elections in favour of the New Patriotic Party (NPP).

The NIA in a press statement on Friday challenged the NDC to provide evidence to support the allegation.

“NIA is not part of the election management architecture in Ghana. There is no conspiracy between NIA and EC to rig the 2020 elections. Election rigging is a serious criminal matter with dire political, economic and social consequences for any nation.

“Any person, party or institution alleging such a criminal conspiracy has a duty to report same to the police and provide the requisite evidence to support investigations and/or prosecution,” the NIA said.

  • NDC plans to kidnap and kill diplomats to make government unpopular – Kennedy Agyapong alleges

Member of Parliament (MP) for Assin Central, Kennedy Ohene Agyapong has alleged that some key members of the opposition, National Democratic Congress (NDC), have intended to assassinate several diplomats and expatriates as the 2020 general elections approaches.

According to Mr. Agyapong, some members of the NDC are “willing to kill” to gain back the power they lost in 2016 .

“NDC is so desperate to the extent they are willing to kill to gain power and this time not even Ghanaians, they want to kill expatriates… they will start killing diplomats, expatriates,” he said.

Mr. Agyapong who has been ‘closely monitoring” the activities of the NDC addressed the President directly on the matter, advising close attention be given it, since the scheme is intended to present the current administration in a bad light to the rest of the world.

“Let’s take some things very seriously. With all due respect, President Akufo-Addo should take this seriously, National Security should also take this seriously. Whatever I say about the NDC, they do it. I have been monitoring them, every two to three weeks, especially at Kumasi.

“..Mahama has already made insinuations to that effect saying Ghana is not stable, and so they want to do this to confirm that indeed Ghana is not stable. And so they will start killing diplomats, expatriates. I am pleading with the President to make the National Security very vigilante on the matter and provide maximum security for these expatriates because they intend to use that to disgrace us.They will follow expatriates to their houses and kill them, to present it internationally that Ghana is not stable,” he added.

Mr. Agyapong detailing the plot, said in some parts of Kumasi the plan is seemingly being executed through the incessant killing of foreigners under the pretext of robbery.

“…that is what they are going to do and that is to kill people in a bid to incite fears of insecurity to disgrace the NPP. And so if you a foreigner living in Kumasi beef your security…. Their target is, if they should get about 28%-30% of Ashanti votes, they are likely to win the elections.”

Mr. Agyapong has also alleged that the NDC has plans of using some Kumasi market security personnel to start fires in major markets in that enclave and are willing to pay any amount to get that done.

He specifically pointed out former Deputy Ashanti Regional Minister, Joseph Yamin and some others as involved in the said plan and is appealing for their arrest.

  • Corruption is now an ‘appetizer’ in Akufo-Addo’s government – NDC’s Eric Adjei

Deputy Bono Regional Communications Officer for the National Democratic Congress (NDC) Eric Adjei has said that corruption is now an appetizer for members of the ruling government.

“It is sad that members of the ruling government have embraced corruption as an appetizer, all because their leader will vindicate them when the need arises,” he said.

According to him they (NDC) made sure guilty individuals in their administration were prosecuted especially public appointees according to the rule of the law, but “members of the current government have given the go ahead by the President to be involved in scandalous actions, since he always comes in to clear his own of not being guilty whiles investigations surrounding corrupt practices are ongoing”.

As a panelist on UTV’s ‘Adekye Nsroma’ newspaper discussion segment, the NDC Communicator blamed government for the increase in COVID-19 confirmed cases especially in Obuasi because “President Akufo-Addo lifted the partial lockdown ban based on political science findings and not medical science basis as claimed”.

Eric Adjei urged Ghanaians to be vigilant on procedures taken by the EC towards he upcoming elections to prevent the nation from any destruction.

  • NDC to petition UN to revoke appointment of Akufo-Addo as SDGs co-chair

The NDC at a press conference at the banks of River Pra said President Akufo-Addo has failed to address the very issue of galamsey he has put his office on the line for.

Addressing the media, Communications Officer for the party Sammy Gyamfi said the petition will be ready by Tuesday, February 18, 2020.

“The NDC hereby served notice that in the coming days we shall petition the UN Secretary-General António Guterres to revoke the appointment of President Akufo-Addo as co-chair of the SDGs advocates.”

According to Sammy Gyamfi, the role of the President as a co-chair of the SDGs Advocates required him to protect the water bodies and the environment.

But the President from the various issues of alleged missing excavators and NPP members being given concessions for illegal mining when there was a ban on small scale mining show that he is unfit for the role.

“That petition will be ready by Tuesday because President has failed to show genuine commitment to the fight against illegal mining and the protection of the environment in his own backyard, his corrupt government has become an active enabler and promoter of galamsey and destruction of the environment in a way that affronts the Sustainable Development Goals of the United Nations, he is a bad example not worthy for emulation and he has proven to be unfit for the prestigious position of a co-chair of the SDGs advocates for this reason he must be removed without delay..”
