Ghana loses four lives lost daily to okada crashes – Report

Ten (10) persons die daily in road crashes in Ghana, with four of those deaths resulting from motorcycle accidents, popularly known as ‘okada’, according to the Ghana Institution of Engineering (GhIE).

GhIE cited unpublished data from the Building and Road Research Institute (BRRI) as the source of the statistics. The data expose significant gaps in road safety and policy implementation.

According to the report, a total of 14,743 road crashes were recorded, representing a 9.3 per cent increase in 2025 as compared to 2024. Fatalities rose sharply to 3,653, representing a 21.5 per cent increase compared to the previous year. It added that motorcyclists and bicyclists accounted for 39 per cent of total deaths in 2025, compared to 35 per cent in 2024.

Ghana has reported a surge in the number of fatalities resulting from road crashes this year. The National Road Safety Authority (NRSA) recorded one thousand five hundred and four (1,504) deaths, compared to one thousand two hundred and thirty-seven (1,237) fatalities reported in the same period in 2024, representing a 21.58 percent increase in the first half of 2025.

According to provisional data released by the National Road Safety Authority in collaboration with the Police Motor Traffic and Transport Department (MTTD), a total of 7,289 road crashes were recorded between January and June this year. Per the data, a total of twelve thousand three hundred and fifty-four (12,354) vehicles were involved in these crashes.

As a result of these incidents, eight thousand three hundred (8,300) individuals sustained injuries. Additionally, one thousand three hundred and one (1,301) pedestrians were knocked down across the country.

According to recent data provided by the National Road Safety Authority, on average, eight (8) lives are lost every day due to road crashes. Each day, forty (40) road crashes are recorded, and forty-six (46) individuals sustain injuries. Daily, sixty-nine (69) vehicles and motorcycles are involved in road crashes.

To help combat the rising number of road crashes, the National Road Safety Authority has called for stricter enforcement of traffic regulations and increased public education.

The NRSA has emphasized the need for stronger enforcement to curb the alarming trend. The Road Traffic Act 2004, an Act to consolidate and revise the Road Traffic Ordinance, 1952 (No. 55), provides for more comprehensive regulation of road traffic and road use to ensure safety on the roads and to address related matters.

A person who drives a motor vehicle dangerously on a road commits an offence and is liable on summary conviction:

    (a) where (i) a bodily injury does not occur, or (ii) a minor bodily injury occurs to a person other than the driver, to a fine of not less than one hundred penalty units and not exceeding two hundred penalty units, or to a term of imprisonment not exceeding nine months, or to both;

    (b) where bodily injury of an aggravated nature occurs to a person other than the driver, to a minimum fine of two hundred penalty units and not exceeding five hundred penalty units, or to a term of imprisonment of not less than twelve months and not exceeding two years, or to both;(c) where death occurs, to a term of imprisonment of not less than three years;

    (d) where there is damage to state property, to a fine of not less than one hundred penalty units and payment for the damage caused in an amount determined by the Court.

The Court may, upon conviction of a person under subsection (1), (a) order the payment of appropriate compensation to an injured person or to the estate of that person, or (b) order the withdrawal of the driver’s license for a period of not less than three years and not more than five years.

A person who drives a motor vehicle on a road without due care and attention, or without reasonable consideration for other persons using the road, commits an offence and is liable on summary conviction to a fine not exceeding two thousand penalty units or to a term of imprisonment not exceeding five years, or to both.

A person commits an offence if, without lawful authority or reasonable excuse, that person:

    (a) causes anything to be on or over a road;(b) interferes with a motor vehicle, trailer, or cycle; or(c) interferes, directly or indirectly, with traffic equipment, where it would be obvious to a reasonable person that doing so would be dangerous.

A person who commits an offence under subsection (1) is liable on summary conviction to a fine not exceeding two hundred and fifty penalty units or to a term of imprisonment not exceeding twelve months, or to both.

Meanwhile, over one-third of emergency cases at the Komfo Anokye Teaching Hospital (KATH) have been linked to road crashes, according to statistics from the facility.

Speaking to the media, Deputy Medical Director of KATH, Dr. Yaw Opare Larbi, noted that road crash victims brought to the emergency unit often do not survive because their injuries are very severe.

“A little over 30 per cent of the cases that come to this facility, this Accident and Emergency Unit, are due to accidents, and most of the accidents, a few are domestic, but the majority of them are road traffic accidents.

“Now in Ghana, we know that our statistics, a lot of our road accidents are from errors, driver errors, pedestrian errors. And then we know that we have some percentage that is attributable to maybe things like faulty vehicles or maybe road conditions, but a lot of the accidents are preventable,” he stated.

  • Okada riders to undergo mandatory road safety training – NSRA

Okada riders to undergo mandatory road safety training – NSRA

The National Road Safety Authority (NRSA) has announced plans to train Okada and Pragyia riders on road safety measures before their operations are officially legalised.

According to the Acting Director General of the NRSA, Abraham Amaliba, this initiative aims to enhance safety on the roads and regulate commercial motorcycle transport.

As part of the proposed measures, riders will be required to undergo comprehensive road safety training. Additionally, they will be mandated to wear designated uniforms and helmets before being issued specialised license plates by the Driver and Vehicle Licensing Authority (DVLA).

Addressing members of the Tricycle Operators Association in Koforidua, Amaliba stressed that legalisation will not mean an unrestricted operation of commercial motorcycles. Instead, it will come with strict conditions aimed at ensuring public safety.

He further emphasised the importance of standardised attire and helmets, noting that riders will be required to adhere to these safety measures before receiving special license plates.

Amaliba also issued a warning to riders who fail to comply with road traffic regulations, stating that law enforcement agencies will not hesitate to take action against offenders. “The police will begin to arrest some of you if you fail to obey the road traffic regulations,” he cautioned.

The NRSA is also engaging stakeholders, including rider associations, to facilitate the formation of unions for proper registration and regulation. This step is expected to streamline operations and ensure better monitoring of commercial motorcycle activities.

The move by the NRSA is in response to increasing concerns over road accidents involving motorcycles. While the legalisation of Okada operations has been a subject of debate, safety advocates argue that proper training and regulation will help reduce accidents and ensure the safety of both riders and passengers.

‘Okada to be legalised soon; process underway’ – Transport Minister

Transport Minister Joseph Bukari Nikpe has announced that Okada riders will soon receive licenses to operate as commercial transport providers.

He explained that this move is part of the government’s plan to legalize and properly regulate the use of motorcycles for commercial purposes.

During a visit to the Driver and Vehicle Licensing Authority (DVLA) office in Accra on his first day in office, February 10, 2025, Nikpe stressed the importance of better regulation and certification for all road users.

“On my first day in office, with so many agencies under my ministry, it is essential that I visit their offices and understand their operations.

“The DVLA is one of the key institutions we intend to work with to ensure that every individual behind the wheel is properly certified to use the road. We want safety on our roads and for people to travel in comfort. It is also crucial that all vehicles are properly registered,” he stated.

Highlighting the government’s promise to regulate the Okada industry, the transport minister revealed that the process is commencing immediately.

“You may recall that we made a campaign promise to regularize the use of motorcycles for commercial purposes. That process starts today. We are now examining the necessary regulations and legal frameworks to allow them to operate commercially,” he explained.

The minister further stated that the initiative aims to provide Okada riders with proper training and licensing to ensure the safety of passengers and other road users.

“Our brothers in the Okada business will now have their own licenses, be certified, and be well-trained to transport passengers safely. This will also help reduce congestion on our roads,” he added.

Swedru Hospital staff attacked by okada riders

A violent incident unfolded at the Swedru Hospital after a motorcycle accident in Agona Nyansakyere, Agona East District, left one Okada rider dead and two others critically injured.

The accident occurred when one rider, with a passenger, was traveling from Agona K.T.K to Agona Kwanyarko, while the other rider was coming from the opposite direction. Eyewitnesses reported that both riders were speeding, and a power outage in the area may have contributed to the crash.

After the collision, the injured victims were rushed to the Agona Swedru Municipal Hospital for treatment. However, when news broke that one of the riders had succumbed to his injuries, a group of fellow Okada riders stormed the hospital in a fit of rage.

The angry mob attacked hospital staff, slapping a doctor on duty, chasing nurses from the premises, and vandalizing hospital equipment, including smashing phones and destroying computers.

Ishmael Odoom, the Assemblyman for the Agona Asafo Electoral Area, condemned the violent outburst, stating that such actions are completely unacceptable. He called for swift intervention by law enforcement.

“The actions of the Okada riders are inexcusable,” Mr. Odoom stated. “This kind of behavior should not be tolerated, and it is crucial that the law takes its course to ensure such violence is not repeated.”

He also noted that the tragedy could have been prevented had the riders exercised more caution on the road.

Man arrested for allegedly beheading motor rider

The Agona Swedru Divisional Police Command has arrested a man suspected of decapitating an Okada rider at Kwame Adwen, a village near Gomoa Afransi in the Central Region’s Gomoa Central District.

The suspect, Augustine Ankomah, believed to be in his 30s and also an Okada rider, allegedly tried to sell a human head to a Togolese woman in the same community where the incident took place.

Reports indicate that on Saturday, December 14, Ankomah approached the woman and offered to sell the head. Alarmed by his claim, she informed a local herbalist, whose name has been withheld for safety reasons.

The herbalist, with the help of some youth from the village, set up a trap near the woman’s home. As Ankomah arrived with the severed head, he was confronted and apprehended.

The severed head was later identified as belonging to Kwame Fosu, the Okada rider who had gone missing nearly a week earlier.

The suspect and his alleged accomplices were turned over to the police, who confirmed his detention at the Winneba Police Station. Ankomah is expected to appear in court today, Monday, December 16, 2024, as investigations continue.

Residents of Enyan Asempanyin in the Ajumako Enyan Essiam District of the Central Region were devastated on Friday evening after two Okada riders tragically died in a motorcycle crash during their colleague’s funeral.

Reports indicate that the two riders, along with their peers, were riding through Enyan Asempanyin after retrieving their colleague’s corpse from the mortuary.

In an interview with Kasapa News’ Yaw Boagyan, eyewitnesses recounted how the riders were performing stunts with their motorbikes, despite repeated warnings from local elders, including the former assembly member, to stop their reckless behavior.

Eyewitnesses also revealed that the leader of the Okada riders’ group had promised a reward of money and alcohol for the rider who could win a race and perform the best stunts.

During the contest, one rider, known as Rasta, was lying on his motorbike while speeding, while another rider, Kwesi, was racing from the opposite direction.

Tragically, they collided, and Kwesi died instantly.

Rasta succumbed to his injuries while being transported to the Ajumako District Government Hospital.

Their bodies have since been deposited in the mortuary.

Ironically, their deceased colleague, 23-year-old Daniel Nyarkoh, whose funeral they were attending, also lost his life in a motor accident.

  • Mahama promises to legalise “Okada” business when voted into power

Mahama promises to legalise “Okada” business when voted into power

Flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, has reaffirmed his pledge to legalize the operations of commercial motorbike riders, commonly known as “Okada,” if elected in the 2024 general elections.

The NDC’s initiative to formalize the “Okada” business was halted following their defeat in the 2020 general elections.

Addressing motorbike riders in Ashaiman on Friday, May 31, 2024, Mr. Mahama emphasized that the party has incorporated the legalization of Okada activities into their 2024 manifesto.

He criticized the current government for failing to honor its commitment to replace motorbikes with cars.

“We have in our manifesto that we will legalise “Okada”, but we lost the elections and so that promise was not fulfilled. Our opponents objected to it claiming okada activities if operationalised will cause accidents.

“They instead promised to take your motorbikes and replace them with cars. Is that not what you were promised? Have you received the cars? It turned 419, we all know that this government is only good at telling lies.

“I stand at Ashaiman here, I know in all the 16 regions you have all your associations. There wouldn’t have been space if all okada riders were invited to Ashaiman, there would have been congestion.

I would like to tell those of you present to inform all your unions in the regions that from Ashaiman, I want to declare that we have in our 2024 manifesto, that we will legalise okada business when we win the 2024 general elections.

“Know that the door of your freedom will be opened on January 7, 2025, when they swear me in as President.”

He also expressed concern over the country’s unemployment rate since he left office in 2016.

“The unemployment rate was 8.5% when I left office in 2016, now it’s 14.7% Under Akufo-Addo-Bawumia’s government.

If you were not engaged in okada business, the over 1.7 million something engaged in okada, would have been part of the unemployed, if your business was abolished, the unemployment rate would have jumped higher to 25%.

“In East Africa, they have legalised it and they are working nicely. We can also legalise it, and regulate it in safety and security. When we assume power, we will legalise it. We have riding instructors, so the National Road Safety Commission (NRSC) will go to the regions to train you on how to ride safely,” he assured.

He encouraged motorbike riders to adhere to the regulations that would be enforced under the upcoming NDC administration.

“I’m pleading with you when we legalise it, you have to follow the rules, the passenger is also paramount. We will also assist those who don’t have a license to get a license.”

Video: Heartbreaking! See how a policeman lost his life after allegedly chasing a ‘lawless’ okada driver

A devastating scene captured in a video shared by X (formerly Twitter) user @Dek360Ghana is the lifeless body of a police officer on a motorbike who is said to be chasing an Okada driver for a traffic violation.

According to the tweet’s caption, the Okada driver broke a law and the policeman drove his motorcycle in pursuance of the rider. This happened at Tech Junction, Kumasi.

Unfortunately, they both met their untimely demise after ramming into a truck packed along the road with no proper signage.

In the video, the Okada driver lies lifeless in one lane of the road as cars drive past him, while he appears lifeless and hooked onto his bike.

The policeman is also seen lying on his back on the bike on the tarred floor, bleeding profusely from his head, with a part of the bike sliding under the ‘unlawfully’ parked truck on the shoulder of the road.

    Viewer discretion is advised.

Rickshaw, motorcycle riders threaten to boycott 2024 elections if govt fails to formalise their operations

Tricycle and motorcycle taxi riders nationwide are considering boycotting the 2024 general elections if the government doesn’t show a sincere commitment to formalising their operations beforehand.

At a press conference in Kumasi on February 22, 2024, following a regional executives’ meeting, Mr. Hamza Hafiz, the National Secretary of the National Union of Tricycle Operators of Ghana (NUTOG), highlighted the persistent harassment they face from law enforcement due to the lack of regulation in their industry.

He underscored the crucial role tricycle operations play in providing employment, benefiting over 35,000 individuals and contributing to reducing unemployment.

However, Mr. Hamza expressed disappointment with the perceived indifference of political parties, particularly the ruling New Patriotic Party (NPP), towards legalising their operations.

He stated that the threat of an election boycott would only be withdrawn if a political party demonstrated genuine commitment to their cause, engaged with them, and promised to legalise their operations if elected. Mr. Hamza urged the NPP government to take immediate steps to formalise their operations to ensure sustainable employment opportunities for the youth, warning of losing support from tricycle and motorcycle taxi riders if action is not taken.

  • ‘Okada’ and ‘Aboboya’ riders to pay GHC75 yearly for Emissions levy

‘Okada’ and ‘Aboboya’ riders to pay GHC75 yearly for Emissions levy

Effective February 1, motor riders and tricycle riders will pay the government an amount of GHC75 annually as part of their responsibilities to the state.

This is in line with the implementation of the Emissions Levy Act, 2023 (Act 1112), where a levy will be imposed on carbon dioxide equivalent emissions specifically targeting internal combustion engine vehicles.

Also, motor vehicles, buses, and coaches up to 3000 cubic centimetres are required to pay GH₵150 per annum whereas motor vehicles, buses, and coaches above 3000 cubic centimetres, cargo trucks, and articulated trucks are required to pay GH₵300 per annum.

The primary goal of introducing the emissions levy is to encourage the adoption of environmentally friendly technology and green energy. This is expected to contribute significantly to improved environmental management, as well as the control of air and water pollution.

The Ghana Revenue Authority (GRA) is responsible for the collection of the levy.

The leadership of the Okada Riders Association is dissatisfied with the amount being taxed and is set to petition the Ministry of Transport next Monday to consider reducing the emissions levy.

Secretary of the Okada Riders Association, Majid Amidu, said, “It is too much. People are suffering. You did not give us jobs, you did not do anything for us and yet you want us to pay GH75. We will hold another meeting and write a petition to the government and the whole of Ghana that enough is enough.”

“If they do not reduce the levy, we will go out and demonstrate against this government. By Monday the petition will be ready and we will send it to the Minister,” he added.

Meanwhile, the flagbearer of the opposition National Democratic Congress (NDC), John Mahama, has expressed that the motorcycle transportation industry (Okada) has become an established and unassailable sector, impervious to any government’s efforts to eliminate it.

Speaking at the Agormanya Saint Martin’s Parish Hall during his Building Ghana tour in the Eastern Region, Mahama emphasized that the Okada business has entrenched itself and cannot be collapsed. He also criticized the current government for its failure to address economic challenges and provide sufficient employment opportunities for the youth.

Mr Mahama reiterated his unchanged stance on Okada riders, asserting that, if given another term, he would implement a comprehensive system involving the registration, licensing, and regulation of the riders.

Mahama revisits promise on regulating okada business

Former President, John Dramani Mahama, has revisited the issue of utilizing motorcycles for commercial purposes, commonly known as the okada business.

The subject was a significant focal point during the 2020 election campaign, with the National Democratic Congress (NDC) pledging to legalize it due to its potential for generating employment.

“The okada thing, if we do win, it is going to be in our manifesto again. We are going to regulate it like it has been done in other countries. The riders are going to be taught methods of safe riding,” Mahama affirmed in an interview with TV3.

He posited that unregulated okada use “comes with risks,” adding: “We’ve just behaved like ostriches and buried our heads in the sand but you can’t stop it.

“It is a source of income for many young people…. If we regulate it we can identify every motorbike and every rider and know who is using it for crime,” he added.

Okada is currently illegal under Ghanaian laws.

Man working as Okada rider accused of killing girlfriend, hiding body in room for 3 days

A man identified as Kwadwo Ben, who works as an Okada rider, has been accused of murdering his 17-year-old girlfriend, Adwoa Adadzoa, and reportedly kept her lifeless body in a bedroom for three days in Mpatuam, located in the Amansie West District of the Ashanti Region.

The suspect, believed to be in his mid-20s, allegedly committed the crime on Tuesday, November 6, 2023.

However, it wasn’t until Thursday, November 8, 2023, that some residents in the area discovered the deceased girl’s body in Kwadwo Ben’s room.

The mother of the victim, Akosua Nkrumah, shared this information in an interview with OTEC News reporter Jacob Agyenim Boateng.

“They have been dating for some time now, although I did not approve of it, the two kept going out, just three days ago my daughter visited him and did not return”.

“We live in the same community and so my daughter sometimes spends time with him, I never suspected any foul play until some boys in the area informed me about the incident. I rushed to the scene with some people only to confirm that indeed my daughter was dead”

“We invited the police and upon their arrival, they said their preliminary investigation suggests my daughter might have died three days ago”, she said.

She went on to say that the dead had deep, dark scars around her neck and that blood was dripping from her nose and anus.

The body has been transported to the morgue at Frimpong Boateng Hospital in order to be preserved.

    Arrest:

The bereaved mother stated that the suspect had been arrested.

  • Police search for okada rider who allegedly poisoned pregnant girlfriend at Suhum

The Police in Suhum, Eastern Region, have initiated a manhunt for a 22-year-old motorcycle (okada), rider identified as Akooko.

He is accused of poisoning his girlfriend, 17-year-old Matilda Dankwa, in Koransang, within the Suhum Municipality.

Matilda, who recently completed Junior High School (JHS), was in a romantic relationship with Akooko. Allegedly, when she became pregnant by him, he urged her to terminate the pregnancy, but she refused.

On a recent Monday, Akooko arrived at Matilda’s location on his motorcycle, and shortly afterward, she was discovered with foam emanating from her mouth, raising suspicions of poisoning.

The police, after visiting the crime scene to transport Matilda’s body to the Suhum government hospital morgue, have launched an investigation and are actively pursuing Akooko, who is currently evading capture.

Ransford Norvor, the Assemblyman for Koransang, confirmed the incident and stated, “the deceased completed school this year. Her name is Matilda Dankwa. According to an eyewitness, around 4 pm yesterday, her boyfriend picked her up from home and the news of her death was received within 30 minutes after they left.”

“The eyewitness said the deceased was pregnant but her boyfriend wanted her to abort it which she refused so it is alleged that he poisoned her. So only the police can determine that because we can’t tell what really happened.”

The police are seeking any information from the public that may aid in the apprehension of the suspect.

  • Rise in murder cases in Akatsi concerning – Chiefs

Rise in murder cases in Akatsi concerning – Chiefs

Chiefs in Akatsi South municipality in the Volta Region have bemoaned the rise of murder cases in the area.

More than 12 persons in the area have been killed between the last quarter of 2022 and the second quarter of this year.

Statistics suggest that the deaths are due to robbery, vehicular accidents, police brutality and domestic violence. On Tuesday 21 June, a 30-year-old man, Nelson Mandela Zanu, met his untimely death around 8pm.

He was shot twice and killed by unknown gunmen in his neighbourhood while he was on his way home after work.

Zanu, an Okada rider (commercial motorbike operator), owned a mobile money business near Akatsi College of Education.

According to his friends, Zanu left the Okada station to drop off his employee (mobile money operator) at home at about 7:30pm. News of his demise came an hour after the two had left the station. Zanu’s employee alleged that he (Zanu) left the station with seven smart phones and more than GHC18,000 cash in his bag.

The unknown perpetrators took away Zanu’s money, phones and motorbike with registration number VR-436-13 after shooting and killing him. The police have recovered a pistol from the scene believed to have been used to commit the crime.

Friends of the deceased describe him as a calm and visionary young man. He was survived by two children – a seven-year-old girl and a two-year-old boy –, and a 34-year-old widow, Georgina Adifu.

The deceased’s father, Steven Senugbe, said his family has been depressed and short of words since the incident occurred. He has appealed to the police to speed up investigations and serve justice.

Senugbe bemoaned the immoral lifestyle of some youth in Akatsi, saying “…crime is increasing in Akatsi and this one is too painful. I plead for a military camp in this area. Maybe with that, the town will be safe.

“It’s risky going out to town…you see young people with weird hairstyles, smoking marijuana day and night without any fear. If you are not careful, they’ll easily attack you.”

On a visit to the deceased’s house, women from the neighbourhood had gone to commiserate with the widow. She pleaded that her late husband’s assailants be arrested and punished.

The deceased’s two-year-old son busy playing with toys and riding a bicycle, knowing nothing about the whereabout of his father.
    Press conference by traditional rulers

Three days after the murder, the Avenor traditional council held a press conference on the case, condemning the crime with a GHC20,000 ransom on the head of the perpetrators. The traditional council and Avenor Senior Peers Chambers raised the GHC20,000 ransom.

Torgbui Dorglo Anuma VI, the president of the council, said, “The Avenor traditional council expresses its deep condolences to the spouse, children and the entire family of Mandela Zanu.”

The traditional rulers called for calm amidst investigation, saying, “The Avenor traditional council calls for calm in these difficult times of recurrent incidents of loss of civilian lives and the consequent police-civilian tension.”

Torgbui Anuma IV called off a planned protest by the Akatsi South youth parliament in honour of the deceased.

He said, “The planned demonstration by the Akatsi South youth parliament should be called off with immediate effect. It is feared that fall outs from the intended demonstration may have the unintended consequence of diverting focus from ongoing investigation on the murder of Mandela Zanu, which we are aware has commenced.”

Daniel Amuzu Kale, speaker of the youth parliament, in a separate press briefing said “As a respectful and listening youth leadership, we have accepted the call by the Akatsi South police command and the traditional council to call off the demonstration.”

The youth, however, gave a two-week ultimatum to authorities to arrest the perpetrators.

For the bereaved family and many residents of Akatsi, Zanu’s case should be the last in the area.

  • Over 250 Okada motorcyclists arrested for traffic violations

Over 250 Okada motorcyclists arrested for traffic violations

As part of the Police Action Against Rider Indiscipline (PAARI) campaign over 250 motorcycle riders have been arrested by the police in Accra for violating traffic light rules.

OPERATION PAARI, a road safety intervention to check indiscipline among motorcycle users on Ghana’s roads was launched in April last year as a result of road traffic accidents in the country.

As part of the strategy, according to the police, motorcycle users who were arrested in violation of road traffic regulations and other traffic offences within the period were sensitised and taken through some road traffic education and subsequently cautioned to be law-abiding.

“Following the introduction of the initiative, it has been observed that a good number of riders are now obeying traffic regulations, especially in the areas of not jumping the red light, avoiding riding on pedestrian walkways and facing oncoming traffic,” the police said in a statement on Friday, March 3.

“The benefit of Operation PAARI is reflected in available data on road traffic accidents in the country which indicates that for the first time in a long while, road traffic crashes involving motorbikes have reduced significantly.”

In order to sustain the gains made in this regard, the police have intensified the operation and have deployed special teams at traffic intersections starting in Accra.

The Ghana Police Service explained that the officers who will also be on motorbikes will patiently follow any rider who jumps the red light to their destination, confront them with the offence and arrest them.

“This is to create a sense of certainty of arrest and thereby encourage some level of self-discipline among the riding public.”

In the past three days, over 250 motorbike riders have been arrested for jumping the red light at various traffic intersections in Accra.

All the arrested riders will be taken through road safety education and the dangers their conduct pose to themselves and other road users; after which they will be taken through the due process of the law.

“While we commend all law-abiding riders for adhering to road traffic regulations, we would like to caution recalcitrant riders against the blatant disregard for traffic regulations since the law will definitely catch up with them.

“We will continue to count on the support of the public to make this programme a success to ensure sanity and safety prevail on our roads.”

  • Today in History: Okada operators ‘reject’ government mini-cars, say it will compound traffic situation

The government’s plan to gradually phase out the usage of motorcycles for business purposes was opposed by “Okada” riders.

They contend that the government’s introduction of mini-buses will only make the country’s traffic problems worse.

“The people present (at the launch last Friday) are all okada riders. None of them are ready to use any automobile for anything because it is not about the car,” said Michael Kofi Owusu, a head of the Okada Riders Association.
It is what we take away from that experience (okada) and how our clients always ask us to help them.

    • An initiative to phase out okada business has taken off last Friday

    • But okada operators believe the CODA initiative cannot replace their trade

    • Leader of the okada riders want government to legalize their business

Persons using motorbikes for commercial purposes known as okada riders will not accept mini-cars imported by the government under the Coastal Development Authority initiative to quit their business.

Michael Kofi Owusu, a leader of Okada Riders Association, holds that these cars defeat the very essence of the transportation need that they render and that the mini-cars will only compound Ghana’s traffic challenges.

He explained on Accra-based Citi FM’s Eye Witness News last Friday that members of the association had not at any point been approached for any stakeholder engagements prior to the introduction of the initiative.

“The people there (at the launch last Friday), they are all okada riders, none of them is ready to use any car for anything because it is not about the car. It is what we get out from that thing (okada) and how our customers always want us to come to their aid and then be of help.

“From where I stand, nobody had any stakeholder discussion with us, nobody called us to say anything. We only heard that that is what the government is doing. Nobody engaged us in any talk ….” he stressed.

On the subject of the illegality of the okada business, he admitted it was illegal but submitted that with the booming nature of the trade, it was time for the government to consider legalizing and properly regulating the ecosystem.

“No I said we are not going for it,” he responded when asked again if his members will go for the cars.

The views of Michael are roundly rejected by CODA CEO, Jerry Ahmed Shaib, who on the same programme said the programme had been oversubscribed on the day of the launch.

“As we speak, it is overly subscribed, he said, disclosing that 70 riders took their cars home after the October 22 launch,

He stressed the livesaving priority the cars provide as compared to bikes, stating: “Are you minded to die, or you are minded to live? Are you minded to operate in a more comfortable, safer environment than an environment that can give you death?”

The launch of the CODA Drive, an initiative by the Coastal Development Authority to replace motorbikes with cost-effective cars while keeping the riders safe on the roads currently has 200 cars available to be distributed.

The first batch of beneficiaries will pay GH¢25,000 for the cars and be expected to pay up to GHs41 only each day to offset the cost.

The CEO of CODA also said that it is hoped to bring 200 more of the cars into the system every quarter while aiming to make them better.

Godwin Annor, General Manager of Cadmus Investment Limited, the company in charge of bringing these cars into the country, announced that for the first 1,000 kilometers on the car, no beneficiary will be charged for it.

The fuel tanker of the car can also be filled with as little as GH¢60, he added.

He explained that this is all to make sure that the riders are able to make a profit for themselves.

  • Okada rider bonded one year for possessing locally manufactured gun

A 23-year-old Okada Rider who was nabbed with a locally manufactured pistol loaded with four rounds of AA cartridges, has been ordered to sign a bond to be of good behavior for one year.

The Accra Circuit Court also seized the gun and ordered that it should be sent to the Police Armoury.

Benwub Kojo, 23, pleaded guilty to possession of firearms and ammunitions without authority.

Prosecution led by Inspector Daniel Danku narrated that the complainants are Police officers from the Accra Regional Headquarters Visibility Team positioned at Kinbu Traffic Light.

Inspector Danku told the Court presided over by Mr Samuel Bight Acquah that Kojo resided at Haatso in Accra.

On September 30, this year, at about 11:20am, the accused person was riding a red Royal 125 model motorbike with registration number M-22GR-2-17 with a small bag hanging around his neck.

The prosecutor said accused was stopped and when searched, one locally manufactured pistol loaded with four rounds of AA cartridges was retrieved.

Kojo was arrested and handed over to the Police Regional Criminal Investigation Department for investigations.

Prosecution said accused person in his caution statement claimed ownership of the gun.

  • Okada usage must be restricted to certain roads

Mr Gayheart Edem Mensah, a presidential aspirant of the Ghana Journalists Association (GJA), has urged the authorities to limit the use of Okada on certain major roads and restrict them to communities where their services are essential.

“The Okada business has come to stay and we have to legalize their usage in some communities where their services are necessary…. because we cannot do away with them,” he said.

Mr Mensah was speaking at the Tema Regional Office of the Ghana News Agency on the Motor Transport and Traffic Department (MTTD) accident prevention platform.

The platform seeks to create awareness on safety regulations for road users, educate them on their responsibilities and sensitize drivers on the rules and regulations.

“We need to identify areas such as the motorway, highways, ceremonial streets and some parts of the urban centers and restrict the operations of okada at these areas,” he said.

Mr Mensah said the okada business provided some economic benefits for the country and could not be totally done away with.

He noted that some tricycles on the highways also contributed to the carnage on the roads, which became a burden on the state.

He urged journalist to advocate road safety issues in their various communities to educate the public on the need to contribute their quota to reduce accidents.

Mr Francis Ameyibor, the Tema Regional Manager, GNA, said road safety was a shared responsibility and Ghanaians should prioritise their safety when using the roads.

“No single individual can say that he or she does not use the road, we are all road users, either as a passenger, a driver or a pedestrian, a cyclist or motor rider,” he said.

He urged Ghanaians to rise-up and help in the fight against road accidents, saying; “Let us all fight against the carnage on our roads. Let us stop road accidents and join forces to fight for safer roads”.

  • Legalizing okada business is like making armed robbery ‘legal’ – Kabilla

CPP Stalwart, James Kwabena Bomfeh has slammed the Presidential candidate of the National Democratic Congress (NDC), John Dramani Mahama for promising to legalize the riding of motorcycles for commercial purposes.

The NDC flagbearer has appealed to Ghanaians to elect him as President again during the December 7 polls and one of the things he intends to do should he come back to power is to ensure commercial motorbike riders, known in local parlance as ”okada” riders, will have their business legitimized.

However, the law that bans okada business has been passed and it was enacted by the erstwhile Mahama administration.

Discussing the issue on Peace FM’s ‘Kokrokoo’, James Kwabena Bomfeh, popularly called Kabila expressed shock that the former President would pass a law to ban okada business but today, for political expediency, makes a U-turn to promise legalization of a business he vehemently abhorred.

Kabila kicked against the former President’s decision to legalize okada business explaining it is difficult to regulate the riders and also dangerous to ride a motorbike in the country.

“Even as it has not been regularized, the Police are having a hard time applying the law.”

He also likened Mr. Mahama’s quest to trying to say he will legalize prostitution or armed robbery when he makes a comeback to the Jubilee House, the seat of government.

“You know that people feed from prostitution. You know some people feed from armed robbery. With some, there’s evidence to show that they alone don’t feed from armed robbery but also embark on charitable projects. Some people are living on illicit drug trade, Pablo Escobar . . . So, because people feed from that and people live on that, you’re going to regularize and legalize armed robbery? Can you?”, he stated.

  • Our transport recapitalisation policy better and safer than legalising Okada -Bawumia

Vice President Dr. Mahamudu Bawumia has said that the governing New Patriotic Party’s proposal to introduce a flexible vehicle leasing scheme for commercial drivers is a safer and a better option than legalising Okada business in the country.

The NPP’s 2020 Manifesto has pledged to introduce a new transport financing scheme dubbed Transport Sector Recapitalisation policy, which will assist commercial drivers to own brand new vehicles being assembled in Ghana through flexible lease terms.

Throwing more light on the scheme and the controversial decision by former President John Dramani Mahama to legalise the commercial operation of motorbikes, Dr. Bawumia announced that instead of government legalising the risky operations of Okada, it is rather providing a better and safer option for Okada owners to upgrade to vehicle owners through the Transport Recapitalisation Programme.

He spoke during a strategic partnership signing ceremony between VW and Black Ivy in Accra on Wednesday.

“There’s been a recent discussion about Okada, this motorcycle transport. I think that in the context of what we are doing, we will rather encourage the Okada riders to come in and try to lease these vehicles so that they can run businesses,” Dr. Bawumia said, referring to the new VW cars which have been assembled in Ghana.

“In the Transport Sector Recapitalisation project, what we are proposing is for government to come in the middle to provide support for our drivers; the taxis, trotros and buses to be able to essentially lease these new vehicles that are being made in Ghana.”

The Vice President noted that after careful considerations by the government, it has decided not to legalise the Okada business in the larger interest of Ghanaians because it poses a major risk.

He urged owners and riders of Okada to consider their safety, and rather see a bigger and safer option in the NPP’s transport recapitalisation policy, through which, he said, they can lease brand new vehicles with their National ID cards and digital address system.

“They need to graduate from this risky and less safe Okada riding to a safer means of transportation.”

“Their problem will be a lack of capital, but if you bring in new leasing policy and we have our national ID cards with our digital address system and so on, we can have a credit system working and give you an option, other than this risky business.”

“Let’s give them opportunities to lease safer vehicles and pay over time. I think it is a better option than what the alternative thinks.”

“We don’t want you to finish graduate school and then take a life in Okada riding. You can have a better option, and we will give you a better option.”

  • Lets train professional dispatch riders instead of legalise ‘okada’ – CVM

The Concerned Voters Movement (CVM) has called for the training of more professional dispatch riders to work for companies, instead of legalising the use of motorbikes for commercial transport (okada).

In an interview with the Ghanaian Times in Accra yesterday, the Founder and President of the pressure group, Razak Kojo Opoku, stressed the need for a deliberate policy to train more professional dispatch riders to work as permanent staff in the delivery and transport units of companies.

He said for instance, the One District One Factory (1D1F) policy introduced by the current administration can employ these professional dispatch riders permanently in the transport units of the factories created under the policy.

That, he added, would create several decent and sustainable jobs for many of the young men who are engaged in the risky okada business.

He stressed the need for politicians to come out with better ideas to create sustainable jobs for the youth, instead of endorsing okada just to win votes.

According to him, most of the okada riders who are undereducated were engaged in the business due to lack of sustainable jobs and urged the National Democratic Congress (NDC) to abandon its promise to legalise okada.

“The youth of this country deserve better and decent jobs with well paid salaries than this okada business which only serves as a means to an end,” he said.

While commending the government for committing resources to the establishment of the 1D1F, he said efforts could be made to train and employ more professional dispatch riders for the factories as means of eradicating okada.

“Instead of the NDC to come out with an initiative that would create decent and well paid jobs for the youth, they are rather doing propaganda with okada riders. The question is, would the okada riders prefer to remain as okada riders forever? Absolutely not! They need much better jobs than that,” he said.

He said most of the okada riders could take advantage of policies such as Planting for Food and Jobs, Rearing for Food and Jobs, 1D1F, NaBCo, among others.

  • Not legalising Okada is in the larger interest of Ghanaians – Bawumia

Vice President Dr Mahamudu Bawumia says the government’s decision not to legalise the operation of motorcycles as commercial means of transport is in the larger interest of Ghanaians.

Speaking the signing of a strategic partnership agreement between VW and Black Ivy in Accra on Wednesday, Dr Bawumia announced that government will not legalise the operation, popularly referred to as Okada.

The Vice President’s announcement comes in the wake of former President Mahama’s decision to legalise the very business his erstwhile NDC government banned a few years ago.

Explaining why it won’t be legalised, Dr Bawumia admitted it is a tough decision, but one which the government had to take in the larger interest of the people.

“We will not legalise Okada business in Ghana,” Dr Bawumia announced.

“It may be a tough decision, but it is in the interest of Ghanaians,” he added.

The Vice President revealed that government has had consultations over the issue and it has decided to stick to not legalising it, and rather provide an alternative for Okada riders to own a better and safer transport through the NPP’s Transport Sector Capitalisation policy, which seeks to assist transport owners to lease made in Ghana vehicles on flexible terms.

“We have had discussions but we will stick to our decision to provide a better alternative for Okada riders.”

“In the Transport Sector Recapitalisation project, what we are proposing is for government to come in the middle to provide support for our drivers; the taxis, trotros and buses to be able to essentially lease these new vehicles that are being made in Ghana.”

The Vice President acknowledged that the problem Okada riders may face is capital to acquire these made in Ghana vehicles, but he explained it is the very issue the NPP’s Transport Sector Recapitalisation will address, and Okada riders can upgrade their transport business with their National ID cards and Digital Address Systems.

“Their (Okada riders) problem will be a lack of capital, but if you bring in new leasing policy and we have our national ID cards with our digital address system and so on, we can have a credit system working and give you an option, other than this risky business.”

“Let’s give them opportunities to lease safer vehicles and pay over time. I think it is a better option than what the alternative thinks.”

“We don’t want you to finish graduate school and then take a life in Okada riding. You can have a better option, and we will give you a better option.”

  • Okada, trotro, taxi drivers can swap old cars, bikes for new cars Bawumia

The Akufo-Addo government is proposing a National Transport Recapitalisation Project which, if implemented, will provide a lease-to-own option to all commercial drivers, including Okada operators, to exchange their old vehicles or bikes for newly-assembled ones in Ghana.

According to Vice President Dr. Mahamudu Bawumia, the issuance of national identity cards along with the implementation of the digital property address system, the mobile money interoperability and the universal QR Code, will all allow the development of a credit system with credit reference agencies to make the proposal work.

Dr Bawumia said this as the Guest Speaker at the joint launch of a strategic collaboration between Volkswagen and BlackIvy for the production of affordable homes and affordable cars for the Ghanaian people.

Dr Bawumia further noted that for the automotive industry to be successful, there must be enough domestic demand for the vehicles produced.

To this end, he reiterated that the Akufo-Addo-led government will be able to provide better options to Okada riders to lease-to-own vehicles if they choose to, and, therefore, the government will not legalise Okada operations.

“Every life matters and we will continue to ensure that safe, affordable means of transportation and livelihood are provided for every Ghanaian,” Dr Bawumia said.

  • NDC is title holder for Okada legalisation – Franklin Cudjoe

Franklin Cudjoe, President of policy think tank, Imani Ghana has said the vision of legalising and regulating the use of bicycles and tricycles for commercial purposes remains an undisputed brainchild of the opposition National Democratic Congress (NDC).

While stating his support for regulation of the Okada business, he wittily noted in a tweet that “Okada legalisation and regulation is good. NDC remains the “title holder” for the vision…”

However, in the name of fairness and to avert the possible wrath of some members of the NPP he added that; “I will be talking about good things the NPP is doing. But Okada dier NDC afa.”

His reactions come on the back of heated national conversations about the legalization of the Okada business which was resurrected by former president John Dramani Mahama.

During a campaign tour in the Volta Region, the former president who is seeking re-election is quoted to have promised that, “But in our law, it says Okada is illegal but Okada is a reality, it has come to stay, you can’t stop it, and, so, I’ve suggested and I say when we come into office, we will legalise Okada but we will regulate it.”

This received tons of criticisms from the public, particularly members of the ruling NPP government. However, in an unexpected turn of events, the Transport Minister, Kwasi Ofori Asiamah in an interaction with some media personnel revealed that government has already begun stakeholder consultations to decide on whether to review the law banning the commercial use of motorcycles or implement it.

“We as a government know that this is a matter that we need to take our time to confront the people, come out with their views and that, will determine the law that should be put in place,” Mr Asiamah stated.

The final phase of consultation on the legalisation of the business has been scheduled to take place in October, 2020.

  • Okada legalization can only be welcomed if regulations are in place – GPRTU

The Ghana Private Road Transport Union(GPRTU) has reacted to the news of whether or not to legalize Okada by stating that the move to legalize Okada can only be welcomed if the necessary regulations are put in place to ensure the safety of Okada drivers and their passengers.

Speaking to Samuel Eshun on the Happy Morning Show, National Chairman of the Ghana Private Road Transport Union, Kwame Kumah stated: “As at now, Okada is illegal. But I have heard that there is a conversation to legalize Okada.

“If the leaders can put in place measures that will ensure safety through certain regulations, that will help. If that is not put in place, the Okada job as it stands now is disturbing”, he said.

He reasoned that at the moment, there are no regulations such as the insurance of Okada and as such people are not safe riding on Okada.

“As Okada is not legal in Ghana, there is no insurance covering the drivers and their passengers, so if it is legalized, these things must be put in place.”

The flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, has disclosed that he will legalize Okada should he win the 2020 general elections.

He states that it is important to legalize this field to serve as a form of livelihood to a lot of people.

However, some have criticized the ex-president for promising the legalization of regulation of motorbikes for commercial purposes popularly known as Okada as they argue that this form of business has claimed many lives; causing more harm than good.

As it stands now, Section 128 (1) of the Road Traffic Regulations, 2012 states: “The licensing authority shall not register a motorcycle to carry a fare-paying passenger.”

The former president has, however, said that the business will be legalized when he comes to power.

This comment comes after former President John Dramani Mahama while addressing the chiefs, people and party supporters at Kpando in the Volta Region on Friday, August 21, 2020, announced that he will legalise the Okada business should he win the December 7 polls.

Addressing the media on Wednesday, August 26, 2020, Mr Pascal called on “all members, their dependents, our clients and everyone who values the service we render to show up and vote massively for the politicians who have shown they care and not those who say one thing in opposition and another in government.”.

He added that legalising and regulating the okada business will create an added opportunity for the state to fund its numerous projects promised Ghanaians.

Though many people, including members of the governing New Patriotic Party (NPP), have poured scorn on the legalisation of the okada business because they think it is not sustainable and safe, others, on the other hand, believe it would create employment for the youth.

The P.R.O at the press briefing requested that government sets up a safety and training school to train and license Okada riders just as it is for the Driver and Vehicle Licensing Authority (DVLA).

“This could provide an opportunity for local authorities to levy a small daily fee for our members, like what happens for others means of transport. Setting up a safety and training school which will train and license our members could also help raise funds like what the DVLA does for cars and trucks,” he said.

It also said they would continue to look out for criminals, and urged the public to comply with the directives and general law and order.

Some of the motorbike riders, he said, abandoned their motorcycles and bolted on seeing the police during the operation.
