    Ablakwa calls on Foreign Affairs Ministry to expedite clearing of passports

    The Ranking Member on the Foreign Affairs Committee of Parliament, Samuel Okudzeto Ablakwa, has urged the Ministry of Foreign Affairs and Regional Integration to address the passport backlog as a way to combat the illicit acquisition of passports.

    During an unannounced visit to the passport office in Accra, the sector minister, Shirley Ayorkor Botchwey, expressed concern over the activities of individuals known as “goro boys.”

    Responding to this issue, the North Tongu MP acknowledged the minister’s efforts but emphasized the need for strengthened systems to address this ongoing problem.

    While reflecting on the resurgence of “goro boys,” Ablakwa suggested a two-pronged approach: clearing the backlog of passport applications and implementing full automation to reduce human discretion.

    “Sometimes we even thought that the phenomenon of goro boys was behind us. It is really regrettable that they have found their way back. So, it’s a clear matter. Let’s make sure that the backlog is dealt with then we take out the human discretion and bring in full automation because we have invested in that,” he said.

    Ayorkor Botchwey, on the other hand, criticized passport office staff for alleged involvement in corruption-related activities, which has marred the office’s reputation. She expressed her frustration over applicants being extorted by both passport workers and “goro boys and girls” to expedite services.

    The minister highlighted the need to cleanse the passport system, leading to the removal of certain staff members by August 21. She also underscored the importance of addressing corruption within the civil service and public sector.

    Ayorkor Botchwey announced an ongoing investigation and promised consequences for the guilty parties. She further called for the dismissal of security service personnel stationed at the Passport Office in Accra who have overstayed their tenure.

    The minister expressed her dissatisfaction with the high cost of obtaining a passport, emphasizing that it is unacceptable for Ghanaians to pay such excessive fees.

    The National Identification Authority (NIA) has taken action by dismissing 10 employees due to their involvement in misconduct and unauthorized collection of fees from applicants for the Ghana Card. The NIA’s decision comes after an investigation conducted by the Criminal Investigation Department (CID) of the Ghana Police Service (GPS) revealed their violation of authority regulations.

    The report by asaaseradio.com stated that the dismissal followed a comprehensive inquiry process, which included suspending the implicated officers, constituting a disciplinary committee of inquiry to provide a fair hearing in accordance with the law, and the management’s acceptance of the committee’s recommendations.

    The dismissed employees were found to have engaged in activities such as soliciting and accepting unauthorized fees from Ghana Card applicants and manipulating the registration system for personal gain. These activities were confirmed to have taken place at various NIA offices including the head office in Accra, Subin Sub-Metro District Office in Kumasi, Western Regional Office in Takoradi, Registrar General’s Department Office at Accra Central, Adentan Municipal Office, and La-Nkwantanang Municipal Office.

    Kenneth Agyemang Attafuah, the Executive Secretary of the NIA, emphasized the organization’s commitment to upholding the highest standards of professionalism, accountability, and ethical behavior. The dismissal of the staff members underscores the NIA’s dedication to both safeguarding the rights of its personnel and promptly enforcing the rule of law.

    This move is in alignment with the NIA’s goal of establishing a robust, principled, adaptable, and competent national institution that fosters a sense of genuine national pride among its citizens. Attafuah pledged to implement additional measures to prevent such misconduct from recurring in the future.

    The report reiterated that the NIA remains resolute in fulfilling its mandate of providing reliable, credible, and transparent identification services to citizens, all while maintaining the highest levels of professionalism and ethical conduct.

    Former Chairman of the National Development Planning Commission (NDPC), Prof Stephen Adei, has urged President Nana Addo Dankwa Akufo-Addo to issue an apology to the Ghanaian populace for the nation’s current economic challenges.

    While acknowledging that the circumstances surrounding Ghana’s economy may have been beyond the control of the ruling New Patriotic Party (NPP) government, Prof Adei emphasized the importance of apologizing for the deteriorating economic situation.

    He remarked on the absence of a crucial aspect of governance – admitting failure. He noted that both the NPP and the National Democratic Congress (NDC) administrations have refrained from openly admitting mistakes.

    In an interview on Asaase Radio’s TownHall Talk, Prof Adei stated, “We have a problem with governance in this country… People in government, whether National Democratic Congress (NDC) or the New Patriotic Party (NPP), do not admit fault. I think it is a bad practice.”

    He emphasized the lack of explicit apologies from the President or the Finance Minister, Ken Ofori-Atta, despite the challenges faced by Ghana, including external factors such as the Ukraine-Russia conflict and the COVID-19 pandemic. Prof Adei suggested that the government should acknowledge the hardship faced by Ghanaians and apologize, even if some of the challenges were beyond their control.

    Looking ahead, Prof Adei, who also served as the former rector of the Ghana Institute of Management and Public Administration (GIMPA), warned that Ghanaians should prepare for further difficulties after the 2024 elections.

    He predicted that the next three years, regardless of the election outcome, would bring significant challenges, necessitating the mobilization of citizens to accept the realities ahead.

    John Dumelo reacts to passport acquisition fraud

    Businessman and politician John Dumelo has expressed his frustration with the practise of extorting money from applicants who seek to obtain a passport.

    He suggested that, in order to transform this situation, the Ministry of Foreign Affairs and Regional Integration should distribute the application and acquisition procedures across various regions.

    During an appearance on TV3’s Ghana Tonight Show, John Dumelo explained that by printing passports in all the regional capitals, the need for intermediaries, commonly referred to as “goro boys,” could be eliminated.

    John Dumelo said, “It is quite frustrating, sometimes you have to pay; you have to make a call before you acquire a passport. I feel it should not be like that…”

    “Why not decentralise the application and acquisition process?…Why don’t you print in Cape Coast, Kumasi, and the North so that you don’t have to go through these processes?” he stated.

    Dumelo’s comment comes after the Minister of Foreign Affairs and Regional Integration, Shirley Ayorkor Botchwey, sacked some officers at the passport office for working with goro boys.

    These people charge between GH2,000 and GH3,000 for a passport, though the initial amount for standard and expedited services is GH100 and GH150, respectively.

    The minister stated that the unannounced visit to the passport was necessary because of reports that some officers were involved in illegal activities.

    She said their actions have tarnished the reputation of the passport issuance system.

    A Nigerian investigative journalist and filmmaker recently recounted his distressing encounter with Zimbabwean authorities when he attempted to enter the country using a Ghanaian refugee passport. His ordeal sparked an online diplomatic discussion on Twitter after he was denied entry.

    David Hundeyin took to Twitter on Wednesday, July 19, 2023, at 7:32 PM to express his frustration, sharing how he was detained for a staggering 7 hours upon his arrival at Harare Airport, despite presenting a refugee passport from Ghana.

    In a series of tweets, the journalist described being confined to a malodorous locked room for nearly 7 hours and only being permitted to use the washroom after 10 hours of detention.

    Hundeyin further clarified that although he traveled with a Ghanaian refugee passport, the authorities insisted he could not enter the country without a visa, leading to the unfortunate situation. The incident sparked conversations on Twitter about the challenges faced by journalists and travelers in similar situations.

    “They said that despite using the travel document of a country with a visa-free relationship, my nationality is still Nigerian, and thus, I need a visa,” he tweeted.

    David Hundeyin provided a comprehensive account of the events leading to his detention and the reasons behind it. This came after Zimbabwe’s Permanent Secretary in the Information, Publicity, and Broadcasting Service, Nick Manwana, shared some details about the incident in a tweet.

    According to David’s explanation, he had no prior knowledge of the visa requirement for traveling to Zimbabwe, as he possessed a refugee passport from Ghana. The refugee passport should have granted him visa-free entry into the country.

    He further expressed that in the past two years, he had utilized the same Ghanaian refugee passport to visit numerous countries worldwide without encountering any issues. It was only in Zimbabwe that he faced refusal of entry with this particular passport.

    The incident sparked discussions online, raising awareness about visa policies and the challenges faced by travelers, particularly those with refugee passports, when trying to enter certain countries.

    “I wasn’t aware that it is standard operating procedure in Zimbabwe for the country’s minister of information to tweet the asylum status of a foreigner, but since you’ve resorted to telling half truths, perhaps you should mention to your audience that I came into Zimbabwe with this valid Ghanaian refugee passport, which I have used to travel extensively over the world for 2 years.

    “I’m sure you saw the valid UK Visa inside it. I’m also sure that you saw the numerous entry and exit stamps inside it belonging to multiple jurisdictions inside and outside Africa. Only in Zimbabwe have I EVER had an issue travelling with this document.

    “You might also want to share with your audience that I put a call through to the Zimbabwean embassy in Accra before I travelled, to confirm that I did not need a visa, and that J was expressly advised that as long as the airline was happy to recognise the travel document, I would have no problem coming into Zimbabwe visa-free,” he tweeted.

    Being the journalist he is, a number of people, after seeing the series of tweets by David Hundeyin, prompted authorities in Zimbabwe, from which Nick Mangwana, the Permanent Secretary in the Information, Publicity and Broadcasting Service responded to one of them.

    In the tweet, Nick wrote that although the journalist had documents showing he was from Ghana as a refugee, he was Nigerian and as such, he needed a visa to enter their country.

    “David came with Ghanaian Refuge papers claiming he was a Nigerian who was a refugee from his home country. His country of Asylum is Ghana after claiming to be running away from persecution in Nigeria.

    “People in this category certainly need Visas to enter Zimbabwe. He wasn’t coming in to work as a journalist. He said he was just coming to visit but without getting a Visa in Ghana first. Other parts of his story were also unsatisfactory to the immigration authorities. He was considered not a candidate for entry into Zimbabwe,” he said in the first of his reactions to a Twitter user’s message.

    The Zimbabwean authority further explained in other replies that David Hundeyin was also not fully honest with officials.

    While refraining from confirming whether or not they detained the journalist for hours, Nick Mangwana said, in response to a question in that respect, that “That’s his side of the story.”

    The journalist tweeted again that he eventually got released and safely returned home, although it is unclear whether that is in Ghana or in Nigeria.

    Passport of a prominent cleric seized by Malian junta

    Mali’s military-led government on Thursday seized the diplomatic passport of influential and outspoken Muslim cleric Mahmoud Dicko, who is a vocal critic of the ruling junta.

    Community-based station Radio Nostalgie reported that the authorities seized Mr Dicko’s passport at an airport in the capital, Bamako, upon his return from neighbouring Mauritania.

    Mr Dicko was issued with the passport by the government of the late President Ibrahim Boubacar Keïta.

    “Less than a week after vehemently criticising the transitional government, Dicko is more than ever in the crosshairs of the authorities,” privately-owned channel Renouveau TV reported.

    In May, Mr Dicko and several Islamic groups launched an “anti-secularism” movement to oppose plans to designate the country as a secular state as envisioned in a draft constitution.

    Mr Dicko also played a leading role in the protest movement that led to Mr Keïta’s downfall in 2020.

  • Children born in Ghana will be given Ghana Card numbers at birth from 2023 – Dr Bawumia

    Vice President Dr Mahamudu Bawumia has disclosed that every child born within the borders of Ghana will be issued a National Identification Card (Ghana Card) number at birth, starting from the first quarter of 2023.

    The vice president, who disclosed this in a series of tweets he shared after a meeting on the integration of databases in Ghana on November 3, said that this puts Ghana at par with advanced countries.

    “Today, I chaired a meeting the integration of the databases of the Ghana Health Service, National Health Insurance Authority, National Identification Authority, the Ghana Statistical Service. We have been working on this for a year now.

    “As a product of the work, I am happy to announce that from the end of the first quarter of next year, children born in Ghana will be issued a National ID card (Ghana Card) number from birth as is done in many advanced nations,” part of the vice president’s tweets read.

    The integration between the Ghana Card and the Tax Identification Numbers, SSNIT cards, Passport, DVLA, Bank Accounts and SIM cards started in 2021.

    Already, the Ghana Card has been merged with Social Security and National Insurance Trust (SSNIT); National Health Insurance Scheme (NHIS) and Tax Identification Number (TIN) of the Ghana Revenue Authority (GRA); a move which has seen an increase in the database of these institutions.

    Shot in February with Dimeji Ajibola as director, the comedy is set around a rich brat who is forced to work together with a ‘ghetto’ comedy to recover his stolen passport or miss a live-changing interview.

    First photos from the production headlined by Mercy Johnson-Okojie and Jim Iyke, first surfaced in February. According to Producer Vincent Okonkwo (The Wildflower, Dwindle), putting together the heavy weight cast amid their personal schedules seemed impossible.

  • 32-page passport booklet out of stock due to Covid-19 Foreign Affairs Ministry

    Minister for Foreign Affairs and Regional Integration, Shirley Ayorkor Botchwey has announced that the shortage of the 32-page passport booklet is due to the effect of Covid-19 on global supply chains.

    This is in reaction to concerns raised by a section of the public who have applied for the 32-page passport but have been informed about its shortage.

    Addressing a press briefing on Monday, February 7, 2022 she said, “I regret to announce that due Covid related disruptions to global supply chains, we currently do not have in stock the 32-page booklet. The Ministry placed an order sometime in August last year, but the booklets are yet to be delivered.”

    According to her, applicants can apply for the 48-page booklet in the time being, until the 32-page is restocked.

    She said measures are being put in place to prevent future occurrences.

    The Minister further cautioned the public to desist from engaging middlemen in the passport application process, adding that the passports are been processed within the specified period.

    “There is no need for anyone to pay money to middlemen to help them. The middlemen do not fast-track the application process so please do not patronise them,” she stated.

  • Passport application to be disrupted by relocation of Ridge office

    The Ministry of Foreign Affairs and Regional Integration has announced that the Passport Office will be relocated.

    The Ministry said in a statement that the relocation of the Office at Ridge to its new office building will be from Tuesday, October 20 to Friday, October 23.

    “This will result in the disruption of service delivery to the public,” the statement said.

    “However, the office would resume operations on Monday, 26th October, 2020.”

    The new office is located at Gamel Abdul Nasser Avenue near the British High Commission and the Ghana Institute of Journalism (GIJ).

    The Ministry said it regrets any inconveniences that will be caused by the relocation exercise.

  • Foreign Affairs Ministry announces relocation of Passport Office from Ridge

    Effective Tuesday, October 20, to Friday, October 23, 2020, the Ministry of Foreign Affairs will commence relocating its Passport Office from Ridge to a new location.

    “This will result in the disruption of service delivery to the public. However, the office will resume operations on Monday, October 26, 2020,” the Ministry of Foreign Affairs has notified in a statement.

    According to the Ministry, the new Passport Office will be located at Gamel Abdul Nasser Avenue near the British Embassy High Commission and the Ghana Institute of Journalism.

    The Ministry in its statement said it regrets any inconvenience caused by the relocation exercise.

  • Technical difficulties on passport portal resolved Foreign Ministry

    The Ministry of Foreign Affairs and Regional Integration says connectivity challenges on the passport application site which made accessibility difficult, has now been resolved.

    The Ministry added that applicants can now log into the system to access forms for further processing.

    Aside from that, it says applicants who would find difficulties in accessing the passport portal can send an email to help@ghana.gov.gh for further assistance.

    The Ministry on September 29, 2020, reported some technical difficulties being encountered with the passport portal and promised they were being worked on to restore full functional state.

  • Passport centres to be opened in Cape Coast, Wa – Government

    Deputy Minister of Foreign Affairs and Regional Integration, Mohammed Habibu Tijani, says Cape Coast and Wa will soon have passport application centres.

    The new offices when opened will ease the stress of acquiring the identity and travelling document.

    According to the deputy minister, migrating passport applications online was a good step to ensure effective service delivery.

    Speaking at the second series of a virtual Result Fair in Accra, Habibu Tijani said passport validity has been increased from five to 10 years to conform to international practice.

    He said there were few application centres across the country, with each having its peculiar challenge, leading to undue delays in the acquisition of passports and exploitation of applicants by the “goro boys” or the middlemen.

    He further reiterated the government’s commitment to make passport acquisition easier for Ghanaians.

    As of March 1, 2020, all manual passport application operations were halted, he indicated.

    The Ministry directed all applicants subsequently to purchase the online passport application platform from its website; passport.mfa.gov.gh for their applications.

    He said with the online application platform (passport.mfa.gov.gh), one would need to create an account and make payment, after which the form will be sent to the email.

    The online passport application is now available at all Passport Application Centres in the country, he said.

  • Nigerian arrested for attempting to acquire a Ghanaian passport fraudulently

    The Tema Regional Immigration Command has apprehended a Nigerian national for attempting to acquire a Ghanaian passport at the Passport Application Centre (PAC), Tema.

    The Nigerian, 29-year-old Obina Ukah, was arrested during the vetting of his application by Immigration Officers and was subsequently referred to the Tema Regional Command for further investigations.

    This was made known to the Ghana News Agency (GNA) on Friday in a press release signed by DSI Mercy Budu, Regional Public Affairs Officer, Tema Regional Command.

    According to the release, Mr. Ukah had entered Ghana illegally through the Aflao border and had been working at the Volta Hotel in Akosombo, for six months as an engineer without a valid work/residence permit.

    Mr. Ukah then decided to acquire a Ghanaian passport and was assisted by a 53-year-old Ghanaian national, whose name has been withheld for security reasons. His Ghanaian accomplice was to assist him acquire a Ghanaian birth certificate with false personal information at a fee of 200 Ghana cedis to aid in the processing of the passport.

    The two suspects had been referred to the Ghana Immigration Service (GIS) National Headquarters for further investigations.

    The GIS cautioned all foreign nationals in Ghana, especially those from the ECOWAS sub-region, to desist from attempting to acquire a Ghanaian passport by false pretence, which was a serious offence under the laws of the country.

  • Ghanaians in UK to receive passport by mail

    The High Commission of the Republic of Ghana to the United Kingdom and the Republic of Ireland has advanced plans to mail all Ghanaian passports to applicants who applied for them.

    A statement from the mission noted that, this intervention is due to the rules on physical distancing during this Coronavirus pandemic.

    “In view of this, all applicants, who previously requested to collect their passport at the passport and Immigration section (Highgate office), are required to submit their reliable mailing addresses to the mission via gh.donlon@yahoo.com, ghmfa31@ghc-uk.org, london@mfa.gov.gh,” the statement said.

    The statement continued: “In relation to cancelled Ghanaian passport application appointments occasioned by the lockdown directives, Mission will, in due course, communicate re-scheduled appointments dates to the affected applicants.”

  • Desist from fraudulent passport application Dep. Foreign Affairs Minister

    The Ministry of Foreign Affairs and Regional Integration has cautioned the public to desist from engaging in fraudulent activities which undermines the integrity of Ghana’s passport.

    As part of measures to improve improve service delivery in the acquisition of passports government on the 1st of March announced that it will cease to operate the Manual Passport Application platform.

    An official statement from the ministry explained that an Online Passport Application will now be available at all Passport Application Centres (PACs) and applicants are advised to use the new portal (passport.mfa.gov.gh) to submit their applications.

    The latest arrangement is seen as an improvement of the 2018 framework which made the acquisition of Passport application forms free. Also, under the new online arrangements Premium Passport Application Centers will have the option for courier delivery.

    Speaking at an official ceremony to Commission a Premium passport application center in the Ashanti Regional capital, Kumasi, on Thursday, 5th March 2020, Deputy Foreign Affairs Minister Mohammed Habib Tijani explained that setting up of the latest facility is in line with the government’s determination to extend passport services to the doorstep of Ghanaians in all parts of the country while adding that “the ministry is in the process of securing office space from the Regional coordinating councils in the Upper East, Upper West and Central Regions as well as in the six newly created regions for the establishment of Passport Application Centers”.

    Judging from previous experiences and fraudulent activities, middlemen popularly referred to as ‘Goro’ Boys in procurement of Ghanaian passports, Mr Tijani took the opportunity to remind Ghanaians that the use of forged documents amongst others undermines the integrity of the passport application process.

    He added that such corrupt practices are “punishable by law and persons found engaging in such activities will be made to face the full rigorous of the law”.

    The deputy minister also urged staff of the Ministry working at various passport application centers to continue to do more in enhancing the security and interparty of the Ghanaian passport.

  • Ronaldinho arrested in Paraguay after fake passport claims

    Brazil legend Ronaldinho has been arrested in Paraguay for allegedly using false documentation to enter the South American country.

    The 39-year-old, who won the World Cup with Brazil in 2002, was detained in the Resort Yacht & Golf Club Paraguayo along with his brother Roberto on Wednesday night, the Ministry of Interior of Paraguay has confirmed.

    According to La Nacion, passports were found in the hotel bearing the names of Ronaldinho and Roberto with Paraguayan nationality.

    Both the brothers remained in the hotel suite overnight, with Paraguayan authorities due to issue a statement on Thursday morning.

    An official statement from the Paraguayan police had earlier revealed that Ronaldinho and his entourage had been invited to Paraguay by casino owner Nelson Belotti.

    The former Brazil international was expected to hold several publicity events, with the media invited to witness his interaction with fans and dignitaries.

    Ronaldinho is currently without a Brazilian passport because of an environmental fine he received in 2018.

    The former Barcelona star and his brother were convicted of illegally building a fishing trap at Lake Guaiba in 2015 without proper licensing in a permanent preservation area.

    That conviction saw the duo handed an $8.5 million (£6.5m) fine in November 2018 and after failing to pay up, Brazil’s Superior Court of Justice decided to stop Ronaldinho from being able to leave the country.

    Despite being unable to travel out of Brazil, Ronaldinho was unveiled as one of the country’s new ambassadors for tourism in September last year.

    Literally stranded in his homeland, the former AC Milan star said at the time that he was trying to make the most of his situation after accepting a role to promote Brazil’s tourism.

    “Tourism is very important for generating jobs and regaining our image internationally,” Ronaldinho said at his unveiling as an ambassador.

    Ronaldinho enjoyed a distinguished playing career across South America and Europe – winning the Champions League, La Liga, Serie A and Copa Libertadores.

    He also secured numerous individual honours, including the 2005 Ballon d’Or and the FIFA World Player of the Year in 2004 and 2005.

    The Porto-Alegre-born forward lifted the World Cup in South Korea and Japan in 2002 and won the Copa America with his national team in 1999.

  • Ministry of Foreign Affairs announces upward review of passport fees

    The Ministry of Foreign Affairs and Regional Integration has announced an upward review of passport fees and fees for other services it provides.

    A statement issued by the Ministry and copied to the Ghana News Agency said Parliament had, under the Fees and Charges (Miscellaneous Provisions) Instrument 2019, approved an upward review of fees for services provided by the Ministry.

    It noted that the new fees take effect from February 1.

    The statement said the breakdown for the fees were ordinary passports, which used to be GHC50.00; would now be GHC100.00 for 32 pages and GHC150.00 for a 48-page passport.

    It said the expedite 32-page passport, which used to cost GHC100.00, would now go for GHC150.00 and GHC200.00 for the 48-page.

    The statement said the Attestation of Legal Documents, which used to be GHC25.00 is now GHC37.50.

    It noted that the Travel Certificate that was GHC25.00 would now be GHC37.50.

    The statement said the public was to note that the Ministry had introduced a 48-page Passport Booklet, which would be available from February 1.

  • Foreign Affairs Ministry introduces 48-page Passport, announces new fees for their services

    The Ministry of Foreign Affairs and Regional Integration has announced new fees for the services they provide.

    The Ministry in a release said the new fees were approved by Parliament and it will take effect from February 1, 2020.

    The Ministry also announced that they have introduced a 48-page Passport Booklet.

    The new fees have seen the ordinary 32 pages Passport going for GHC 100.00 and 48 pages for GHC 150.00.

    The Expedited 32 pages also go for GHC 150.00 and the 48 pages going for GHC 200.00.

    One now has to pay GHC 37.50 for the attestation of legal documents and pay the same amount for a travel document.

  • World’s most powerful passports revealed

    It’s been a two-horse race this year to be named the world’s most powerful passport, with both top contenders in Asia.

    Now, as we enter the final quarter of 2019, Japan and Singapore have held onto their position as the world’s most travel-friendly passports.

    That’s the view of the Henley Passport Index, which periodically measures the access each country’s travel document affords.

    Singapore and Japan’s passports have topped the rankings thanks to both documents offering access to 190 countries each.

    South Korea rubs shoulders with Finland and Germany in second place, with citizens of all three countries able to access 188 jurisdictions around the world without a prior visa.

    Finland has benefited from recent changes to Pakistan’s formerly highly restrictive visa policy. Pakistan now offers an ETA (Electronic Travel Authority) to citizens of 50 countries, including Finland, Japan, Spain, Malta, Switzerland and the United Arab Emirates — but not, notably, the United States or the UK.

    The European countries of Denmark, Italy and Luxembourg hold third place in the index, with visa-free/visa-on-arrival access to 187 countries, while France, Spain and Sweden are in the fourth slot, with a score of 186.

    Five years ago, the United States and the UK topped the rankings in 2014 — but both countries have now slipped down to sixth place, the lowest position either has held since 2010.

    While the Brexit process has yet to directly impact on the UK’s ranking, the Henley Passport Index press release observed in July, “with its exit from the EU now imminent, and coupled with ongoing confusion about the terms of its departure, the UK’s once-strong position looks increasingly uncertain.”

    The United Arab Emirates continues its ascent up the rankings, up five places to rank 15th.

    “It’s the strongest climber this quarter,” Lorraine Charles at Cambridge University’s Centre for Business Research says in the October release.

    “While the UAE may not be able to compete with Saudi Arabia — the regional hegemon — in terms of military strength and economic power, the projection of its soft power is uncontested in the GCC.”

    At the other end of the scale, Afghanistan is once again at the bottom of the rankings, with its citizens needing a prior visa for all but 25 destinations worldwide.

    Dr. Christian H. Kaelin, Chairman of Henley & Partners and the creator of the passport index concept, says in the July release: “With a few notable exceptions, the latest rankings from the Henley Passport Index show that countries around the world increasingly view visa-openness as crucial to economic and social progress.”

    Other indexes

    Henley & Partner’s list is one of several indexes created by financial firms to rank global passports according to the access they provide to their citizens.

    The Henley Passport Index is based on data provided by the International Air Transport Authority (IATA) and covers 199 passports and 227 travel destinations. It is updated in real time throughout the year, as and when visa policy changes come into effect.

    Arton Capital’s Passport Index takes into consideration the passports of 193 United Nations member countries and six territories — ROC Taiwan, Macau (SAR China), Hong Kong (SAR China), Kosovo, Palestinian Territory and the Vatican. Territories annexed to other countries are excluded.

    Its 2019 index puts the UAE on top with a “visa-free score” of 177, followed by Germany, Finland, Luxembourg and Spain with 170.
