Man arrested for killing stolen dog to sell as cow meat in Accra

A man in his 30s has been apprehended in East Legon Hills, Accra, after allegedly killing a dog with the intention of reportedly selling it to Khebab vendors as cow or goat meat.

The incident occurred on Sunday, November 26, 2023, and was captured in a viral video showing the man seated on the ground with the deceased dog beside him. In the video, residents could be heard expressing disapproval of his actions.

One of the onlookers voiced concern about the deceased dog being used for Khebab, a popular roasted meat meal. He lamented that unsuspecting customers might unknowingly consume dog meat, assuming it to be the customary cow or goat meat used in the delicacy.

“This Sunday morning, you have come to kill someone’s dog, and you are going to sell it to an ‘abochi’. God is going to punish this man. Today is 26th November. You have come to kill a dog which you are going to sell to a meat sealer, and we would also go there and happily buy it,” he stated in Twi.

It is not clear how the man obtained the dog or how many dogs he may have killed and sold before.

Dog meat is not a common part of meals in Ghana, and many people consider it as taboo or unhygienic.

However, some people in certain parts of the country, especially in the northern regions, consume dog meat for various reasons, such as cultural, medicinal, or religious beliefs.

  • Culprit questions judge after 25 years sentence for stealing

Culprit questions judge after 25 years sentence for stealing

Following his sentencing to 15 years in prison on charges of conspiracy to steal, abetment of crime, and money laundering, a businessman, Frank Kwesi Obeng, reacted vehemently in the circuit court.

Upon hearing the verdict, Obeng reportedly questioned, “Do you recognize me from somewhere? Why have you sentenced me to 15 years in jail?” He then proceeded to remove his shirt and approached the judge aggressively.

Fortunately, the prosecutor and a court warrant officer intervened in the nick of time, escorting the trial judge, Mrs. Evelyn Asamoah, to her chambers.

Obeng was subsequently escorted out of the courtroom without his shirt and sandals, leaving him bare-chested.

Several supporters present in the courtroom also expressed their doubts about the complainant’s claims and objected to the court’s judgment.

Additionally, Joyce Safowaa, Obeng’s wife and accomplice, who was found guilty on charges of conspiracy to steal, abetment of crime, and stealing GH₵712,229 belonging to the complainant, Mavis Toffan, also stood in the dock.

Safowaa is to serve 10 years imprisonment, to which she shouted amidst tears: “God, I am dreaming”! and sat in the chair in apparent disbelief.

At the conclusion of the trial, Judge Mrs. Evelyn Asamoah issued the following orders:

    1. All landed properties and a Toyota Venza, believed to have been acquired through proceeds from the crimes, are to be handed over to the complainant.
    2. The items in a shop owned by the convicts are to be released to the complainant.
    3. The convicts, Joyce Safowaa and Frank Kwesi Obeng, are required to reimburse the complainant an amount totaling GH₵712,229.

The prosecution, led by Assistant Superintendent of Police (ASP) Emmanuel Haligah, presented the case, explaining that the complainant, Mavis Toffan, is a businesswoman residing in Accra. She is the proprietor of MAVOBED Enterprise, specializing in children’s clothing and baby accessories. Her business includes a large store in Okaishie and a warehouse where she stores her goods.

According to the prosecution, Toffan regularly imported goods from China and occasionally received deliveries from fellow traders in Okaishie.

Joyce Safowaa and Frank Kwesi Obeng, both residents of Accra, were in a romantic relationship. Safowaa worked as a salesperson in the complainant’s shop for 13 years and had gained her trust. Toffan entrusted Safowaa with the keys to both her store and warehouse, even during her business trips to China.

In 2013, Obeng convinced Safowaa to steal from Toffan to start their own business. They rented a store in Weija to execute their plan. Safowaa’s access to the keys made it easy for her to pilfer goods from the store and warehouse, which they used to stock their Weija shop. She would discreetly transfer the stolen goods to Obeng, who would then transport them to their shop in a BMW saloon car.

This theft continued until their Weija shop was full, and they restocked it as needed. Safowaa sometimes ordered goods in Toffan’s name but diverted them to their shop.

In 2015, Obeng used the proceeds from the stolen goods to rent a store in Kasoa for nine years at GH¢45,000. They moved their shop from Weija to Kasoa and also purchased a Toyota Venza for GH¢45,000 to facilitate the transportation of stolen goods. Obeng further bought a plot of land in McCarthy Hill for GH₵10,500 with the stolen funds.

The complainant only discovered the theft in 2016 when her business began experiencing financial difficulties and declining profits. In January 2018, she initiated an investigation and reported Safowaa and Obeng to the police. During interrogation, they admitted to the offenses in their statements.

The complainant led the police to the couple’s shop, where she identified goods worth GH₵80,000, some of which had her name embossed on them. She produced receipts as evidence of her ownership, while the couple could not provide any purchase documents. An inventory was taken of the goods at the Kasoa shop.

“The audit report revealed that between the years 2013 to 2018, Safowaa stole goods worth GH₵712, 229.”

Gabriel Tsianie Tetteh is facing charges of forgery of other documents, stealing, and defrauding by false pretense.

Tetteh has pleaded not guilty to the charges, and presiding Judge Mrs. Sedinam Awo Balokah has granted him bail in the amount of GH₵ 1.5 million with four sureties, two of whom must be justified.

According to the prosecution, led by Police Chief Inspector Maxwell Lanyo, the complainant, whose identity has been withheld, is a businessman residing in Ogbojo. The complainant is also the owner and director of multiple companies, including Universal Susu, Universal Ice, Front Street Properties, and Universal Rock Builders.

In March 2021, the complainant hired Tetteh as the marketing manager for his company, Front Street Properties, which specializes in the land business.

The prosecution stated that Tetteh’s responsibilities included advertising and issuing receipts to customers who purchased and made payments for parcels of land.

The prosecution stated that the accused individual carried out his duties diligently and was subsequently promoted to the position of General Manager at Universal Rock Builders Company, one of the complainant’s owned companies specializing in house construction for clients.

Prosecution further explained that Tetteh also assumed the role of Public Relations Officer for the group of companies.

The complainant had instructed Tetteh to transfer all the receipt booklets he possessed to the new Marketing Manager and Manageress of Front Street Properties.

Prosecution said Tetteh handed over as directed but kept “two serial receipts booklets and also printed four un- serial receipt booklets bearing the Front Street properties names and issuing same to prospective customers who had made payments to the accused person.”

It said Tetteh gave his personal account to some of the customers instead of the company account and they made various payment into it.

The prosecution said during the month of August 2022, the accused person resigned from the company and handed over some receipt booklets which he had kept and was still issuing to customers who had not finished paying for their land.

It said the accused person continued to keep the money he had collected from those customers.

On December 31, 2022, the complainant asked all his staff to bring their receipts in their possession to him and asked them not to receive any money from customers until he directed them to do so.

It said when the complainant went through the receipt books, he saw that two receipt booklets did not have serial numbers like the others.

Prosecution said the complainant found out that the receipt booklets without serial numbers were issued by the accused person.

It said indentures issued to some of the customers had been forged by way of signing instead of thumb printing them.

According to the prosecutor, the complainant caused the arrest of the accused person and two serial and un serial receipt booklets were retrieved from him.

When an audit was conducted, it came to light that Tetteh has embezzled GH₵ 995, 338.97.

Prosecution said when the accused person was cautioned by the Police, he admitted the offence and stated that it was the complainant who asked him to thumb print some of the documents and the receipt booklets and issue them to customers although he had resigned from the company.

Police officer apprehended for stealing colleague’s cement bags

A corporal has been apprehended by the police in Atwima Mponua town, Nyinahin, located in the Ashanti region.

The corporal, identified as Lansah Umar, who was on leave from his stationed post in Asaam near Mampong, has been arrested on charges of theft and property damage.

  • When and how bank staff began stealing GHS1.2m from customers’ accounts for iPhone, Dubai trip

When and how bank staff began stealing GHS1.2m from customers’ accounts for iPhone, Dubai trip

Security agencies have apprehended Emmanuel Sakyi Afriyie, a 25-year-old contract staff member of a prominent bank, on charges of reportedly embezzling approximately GH¢1.2 million from customers’ bank accounts.

As a Processing Officer stationed at the Osu branch, Afriyie’s responsibilities included assisting customers with various tasks such as loan processing, T-bill processing, debit card processing, dormant account activation, and customer account maintenance.

Given the nature of his job description, Afriyie had access to and worked on multiple accounts.

The Head of Fraud Detection and Operations at the bank is the complainant in the case.

    How the whole operation began:

The accused registered for an online coding course, which the renewable annual subscription fee was US$174.30, equivalent to GH¢2,287.69.

Instead of paying for the course out of his own pocket, the accused rather made the payment on one of the bank’s customer’s Visa card on February 6, 2023.

As a result, the complainant and the Fraud team of the bank were gathering evidence on the matter to engage the accused, but he made a swift move to tender in his resignation letter, effective May 31, 2023.

The sudden resignation and the alleged illegal transaction on the customer’s visa card by the accused person made the bank officials more suspicious to investigate him in other areas.

The complainant, together with the fraud team, made up of the bank’s IT experts, detected that on April 20, 2023 the accused by his own machination accessed one of his colleague’s User ID and password to change the contact number on another customer’s accounts.

So, on April 21, 2023 the accused personally set up an internet and mobile banking access on the same customer’s account, using his own User ID and password, after which he had access and started operating on the account without the victim customer receiving SMS alert.

Therefore, from April 21 to May 12, 2023, the accused with full access to the said account, fraudulently transferred a total of GH¢945,133.00 including charges from the accounts to a number of people.

First and foremost, he transferred GH¢90,000.00 to a girlfriend of another accused person, GH¢180,000.00 to another’s account; GH¢30,000.00 together with other transfers in tranches of GH¢30,000.00 on different dates within the said period to other accused persons accounts in different banks.

On May 9, 2023 from 7:21am to 7:32am, he used another colleague and that of the branch Manager’s Users IDs to change and authorise the contact numbers of eleven customers’ accounts, including the account of the deceased judge and the former IGP, who is also deceased and other customers and replaced them with only one contact phone number.

The prosecutor told the court that the accused used eleven minutes to complete these processes, after which he used his own User ID to set up online and mobile banking for these accounts on May 10, 2023.

On May 11, 2023 he transferred tranches of GH¢50,000.00 to other accounts and repeated that the next day.

From those transfers, the receivers stated in their respective investigation cautioned statements that the accused came to their shops to purchase Iphone 14 Pro Max and requested for their bank accounts details and forwarded the same to him to effect those transfers into their accounts.

On May 12, 2023 he was arrested by the Police in respect of the Visa Card theft and was granted Police enquiry bail to be reporting.

On May 15, 2023, the complainant on behalf of the bank petitioned the Director General of CID in respect of GH¢1,207,017.00 theft detected in furtherance to the Visa Card case.

Interestingly, when he was contacted to report himself to police, he refused to show up, meanwhile, effort to compel his surety to produce him also failed.

    Arrest

On June 4, 2023, the accused together with his girlfriend, who stood as surety for him attempted to escape from the jurisdiction to Dubai, but he was arrested at the Kotoka International Airport by the Ghana Immigration Service and handed over to the police.

The investigation so far has revealed that the accused, together with his accomplices, within the period of April and May 2023, stole a total amount of GH¢1,209,304.69 from the various customers’ accounts.

The police are still investigating the matter to trace and arrest all the remaining accused persons as well as the proceeds of crime.
