    48 suspected online fraudsters arrested in Dawhenya

    Forty-eight (48) suspected cybercrime operatives have been arrested in a coordinated intelligence-led operation in Dawhenya, Ningo-Prampram Constituency, on Wednesday, December 24.

    The suspects, believed to be Nigerian nationals, include 46 males and two females.

    They have been accused of cyber-related criminal activities, including romance scams, online investment fraud, impersonation schemes, and illegal online gold trading.

    Their apprehension follows a collaboration between the Cyber Security Authority (CSA), the National Security, and the Ghana Police Service.


    54 laptops, 39 mobile phones, one Starlink internet device, and eight MTN TurboNet routers were seized during the operation. This information was made public by the Minister for Communication, Digital Technology and Innovation, Sam George, through a Facebook post.


    “Once again, we have struck at the heart of cybercrime operations within our beloved homeland,” Mr George said. “We are committed to carrying out intelligence-led surgical strikes against these crime syndicates to ensure that we rid our cyber ecosystem of these criminals,” he wrote.


    In September, the Ministry for Communication, Digital Technology, and Innovations announced a decline in financial losses from cybercrime this year, despite rising online threats.


    Speaking at the launch of the 2025 edition of the National Cyber Security Awareness Month (NCSAM) on Wednesday at the Ghana Investment Promotion Centre (GIPC) Auditorium, Samuel Nartey George, disclosed that from January to June 2025, the country recorded GHS14.9 million in cybercrime from GHS 23.3 million in the previous year.


    Online scams, fraud, blackmail, and unauthorized access attributes to the majority of cybercrime-related financial losses in Ghana, according to the Minister. The Minister cited statistics from the Cyber Security Authority to support his disclosure.

    The Minister added that, the need for a safer and more accountable digital environment requires collective efforts.


    “Statistics from the Cyber Security Authority indicate that Ghana recorded cybercrime-related financial losses of GHS 23.3 million in 2024 and GHS 14.9 million in the first half of 2025, mainly through online fraud, blackmail, and unauthorized access,” he stated.


    This year’s campaign, themed “Building a Safe, Informed, and Accountable Digital Space,” focuses on countering misinformation, disinformation, and deepfake manipulation.

    The Minister noted that Ghana’s internet penetration stood at 70 percent, with 24.3 million users and 7.95 million active social media identities, placing the country 15th globally in social media adoption. He cautioned that “the same connectivity that drives innovation also provides an avenue for exploitation by cybercriminals.”


    Mr. George disclosed that his Ministry was working to amend the Cybersecurity Act, 2020 (Act 1038) to strengthen regulations that balance innovation with user protection. He further commended the Criminal Investigations Department (CID) and the Cyber Security Authority (CSA) for recent joint operations, including a crackdown in Tema that led to 39 arrests, as well as earlier operations between May and July 2025 that netted 65 suspects linked to sophisticated fraud schemes.


    “Let me sound a warning to those exploiting foreign nationals to perpetrate cyber fraud: we are on your trail, and we will bring you to justice,” he declared.


    The Minister also underscored the role of the media in safeguarding Ghana’s digital ecosystem, urging journalists to raise awareness on issues such as cyberbullying, fraud, and online exploitation. “This campaign cannot succeed without your active participation,” he stressed.


    Adding to the discussion, the Director-General of the Cyber Security Authority, Mr. Divine Selase Agbeti, highlighted the scale of the threat. Reported cyber incidents rose from 1,317 cases in the first half of 2024 to 2,008 cases in the same period this year.

    Online fraud alone accounted for 36 percent of reported cases, cyberbullying for 25 percent, online blackmail for 14 percent, unauthorized access for 12 percent, and information disclosure for9 percent.


    He noted that financial losses increased by 17 percent year-on-year, reaching GHS 14.9 million in the first half of 2025, with fraud and impersonation responsible for more than 94 percent of the figure.


    The Dean of the School of Engineering Sciences at the University of Ghana, Ing. Prof. Elsie Effah Kaufmann, also addressed the event, stressing the role of academia in Ghana’s cybersecurity agenda.

    She described digital transformation—through mobile payments, telemedicine, online education, and smart governance—as a driver of growth, but warned that cyberspace remains unsafe.


    Sharing her personal experience of being falsely reported dead on social media days earlier, Prof. Kaufmann cautioned that “the very technologies that connect us and drive progress can also be exploited to undermine trust, disrupt economies, and erode the rights and freedoms of citizens.”


    She highlighted three areas where academia can bolster cybersecurity: research, capacity building, and innovation.


    In connection to cyberattacks, Sam George announced plans to roll out tailored Artificial Intelligence (AI) solutions in five key Ministries.


    According to a post shared on the ministry’s Facebook page, the Honourable Minister mentioned that recent cyberattacks had targeted multiple government portals, with attempts made to manipulate HR databases.


    ‎He attributed these breaches largely to poor personal cyber hygiene, such as logging into official email accounts on unsecured public devices.


    Speaking at a stakeholder session on Artificial Intelligence (AI) readiness for selected Ministries, held today at the Ministry of Finance, the minister outlined a phased rollout targeting five priority Ministries involving, Finance, Interior, Lands and Natural Resources, Fisheries and Aquaculture including the Ministry of Communication, Digital Technology and Innovations with AI solutions tailored to each institution’s operational needs.


    Mr George is therefore poised to collaborate with the Cyber Security Authority to enforce stronger security protocols, enhance user training, and ensure compliance with national standards.


    ‎He stressed that AI deployment would be preceded by assessments of each institution’s digital maturity and would be designed to reduce inefficiencies, digitize workflows, and cut operational delays.


    ‎The deployment, he noted, would require data standardisation and full utilisation of Ghana’s National Data Centre.


    Highlighting cost-saving measures, the Minister cited the success of centralised licensing arrangements with Microsoft, which have already saved the country tens of millions of dollars. He disclosed that similar consolidation of enterprise software contracts was planned to eliminate wasteful spending.


    ‎On infrastructure, he announced that the National Data Centre is due for an upgrade to meet current and future hosting demands. Funding discussions with the Ministry of Finance are ongoing to ensure timely completion of the project.


    ‎The meeting also reviewed the summary of the National AI Strategy and identified use-cases for the five pilot ministries, with implementation slated for 2026. The Minister encouraged the Ministry of Finance to allocate a dedicated budget line for AI deployment in the 2026 fiscal year.


    A month ago, Sam George highlighted Ghana’s commitment to a digital future, emphasizing the country’s dedication to fostering economic growth, innovation, and job creation. He also pointed out that MTN’s decision to establish its second AI lab in Africa plays a key role in this vision, with Ghana being selected as the hub.


    He added that Ghana has been selected as the location for MTN’s second artificial intelligence (AI) lab in Africa. According to him, the decision to establish the second lab in Ghana underscores the nation’s growing influence in AI research and technological innovation.


    Sam George described the new lab as a “center of excellence,” aimed at driving advancements in AI, machine learning, and digital transformation. The opening of the AI lab is anticipated to foster collaboration among tech leaders, researchers, and innovators, further strengthening Ghana’s expanding digital ecosystem.


    The Honourable Minister had also noted that the government of Ghana has signed strategic partnerships with technological giants Huawei and Google.


    Updating the members of the general public on the various initiatives taken by his ministry to develop the communication sector as part of the Government Accountability Series in, August, he made this information known.


    “In the period under review, we have signed strategic partnerships with Huawei and Google. We entered into a formal partnership arrangement with these technology giants to drive deeper integration between policy research and practical innovation,” Sam Nartey George said.


    He noted that these partnerships will see both Google and Huawei train 100,000 beneficiaries each under the One Million Coders Programme.


    “This represents a deliberate move to prepare students for the evolving demands of the digital technology economy under President John Dramani Mahama,” the Communications, Digital Technology, and Innovation Minister further remarked.


    Mr Sam Nartey George expressed gratitude to the two organisations and clarified that the programme will be both online and in person.


    “My gratitude goes to both technology giants, Huawei and Google for their belief in the John Dramani Mahama vision. This Google certificate and Huawei training programme are going to be a mix of in-person and online training programmes and so we will be rolling out the programme very soon in every constituency in the country to allow for people to take this training.”


    He added, “the beauty of the Google 100,000 training is Google already has its AI research lab in Ghana, and what we are trying to do is train the people using Google’s certification Programme and then, on the back of that, get them employed to work with Google or any of its partners and affiliates.

    Fire destroys over 100 wooden structures at Tema

    Over 100 wooden structures at the Tema Heavy Industrial Area were destroyed by fire on Wednesday, June 18.

    Reports suggest the fire originated from a kiosk where cooking activities were being conducted around 11:00 p.m., quickly spreading to surrounding wooden structures.

    The victims have been left with nothing to recover; they have therefore appealed to the government to come to their aid.

    Speaking to the media, the victims accused the Ghana National Fire Service (GNFS) for the scale of the destruction, citing their delayed response to the scene.

    “I was asleep with my daughter that night while my elder brother was at church. Later, he called me to come outside because there was a fire. When I heard the sound of the flames, I rushed out almost naked.

    “As we speak, I’ve lost everything. We hear the person who caused the fire has fled. He should keep running and make sure we never set eyes on him again. In the meantime, we are appealing to the government to come to our aid,” one resident said.

    Meanwhile, the GNFS has yet to report the exact cause of the fire.

    Ghana has experienced multiple fire outbreaks within the first few months of the year, raising concerns among citizens as homes, businesses, and markets suffer extensive damage.

    Many have demanded an investigation, suspecting that some of these incidents may be deliberate acts by unidentified individuals.

    While the GNFS probes these occurrences, it has emphasized the need for heightened fire safety awareness, routine inspections, and strict enforcement of safety regulations to prevent further disasters.

    Meanwhile, the service has on several occasions contributed to response delays due to outdated equipment.

    The GNFS has called for an increase in fire stations nationwide as well as a supply of modern equipment.

    OSP raids SML’s offices at Osu, Tema

    The Tema and Osu offices belonging to Strategic Mobilisation Ghana Limited (SML) have been raided by the Office of the Special Prosecutor (OSP).

    According to information from investigative journalist, Mr Manasseh Azure Awuni, the raid conducted by personnel of the National Security Secretariat was possible due to a search warrant that was secured.

    “Our sources indicate that the OSP is in the advanced stages of its investigation into the SML scandal and is interested in electronic information from the company’s servers,” Mr Awuni wrote in an article.

    It is important to note that the former Finance Minister Ken Ofori-Atta has been declared wanted by the OSP for causing financial loss to the state in several dealings, which include the contractual arrangement between Strategic Mobilisation Ghana Limited and the Ghana Revenue Authority for the stated objective of the enhancement of revenue assurance in the downstream petroleum sector, upstream petroleum production, and minerals and metals resource value chain.

    The activities of SML came to light years ago after Manasseh Azure Awuni raised contractual breaches in a deal involving Ghana Revenue Authority (GRA) and Strategic Mobilisation Limited (SML).

    The original purpose of the GRA-SML contract was to boost revenue assurance in vital sectors of Ghana’s economy, including the downstream petroleum sector, upstream petroleum production, and the minerals and metals value chain.

    The goal was to streamline revenue collection, ensuring greater transparency and efficiency in these high-revenue sectors.

    Following concerns, an in-depth audit was carried out by international firm KPMG, commissioned by former President Nana Addo Dankwa Akufo-Addo.

    The audit was launched to examine the contractual agreements between the Ghana Revenue Authority (GRA) and SML, with a particular focus on the procedures and approvals related to the contract.

    The KPMG audit uncovered significant procedural errors and regulatory violations in awarding the contract. Specifically, the GRA did not obtain the required approvals from the Public Procurement Authority (PPA) and failed to seek parliamentary oversight before finalizing the agreement with SML

    GRA entered into six (6) service agreements with SML, utilising the single-source method without obtaining approval from PPA, as outlined below:

    a) Transaction Audit Services—1 June 2018

    b) Contract Extension—1 January 2019

    c) External Price Verification Services—1 April 2019

    d) Consolidation Services Agreement (Transaction Audit & External Verification Services)—3 October 2019

    e) Measurement Audit of Downstream Petroleum Products—3 October 2019

    f) Addendum to Measurement Audit for Downstream Petroleum Products Agreement—29 July 2020.

    The audit report also revealed that SML owes the government over GHC31 million in taxes.

    During the period from 1 September 2020 to 30 April 2021, a bulk payment to SML covering invoices for an 8-month period did not have VAT and WHT deductions, amounting to GHE13.38 million.

    This contradicts GRA’s standard practice of deducting such taxes for payments to SML between 1 June 2020 and 31 August 2023.

    Additionally, SML failed to fulfil its statutory obligations by neither filing returns nor remitting these taxes to GRA.

    Pursuant to Section 71(1) of the RA Act, the accrued interest on the tax liability is estimated at GHC18.50 million owed by SML to GRA as of 31 January 2024. Consequently, the total liability incurred by SML amounts to GHC31.88 million.

    In May 2024, Member of Parliament for Ningo-Prampram, Sam Nartey George, noted that the then Finance Minister Ken Ofori-Atta had a role to play in the controversial deal.

    “The SML or SMEL deal is a clear example of what Justice Dotse described as a create, loot and share. One thing Ghanaians must bear in mind is that all of these happened with the tacit approval of the then Finance Minister, Ken Ofori-Atta.”

    “As usual, he is trying to run under the radar and people are failing to realise, the key cardinal role he played in this entire arrangement,” he stated while speaking on JoyNews’ Newsfile programme on Saturday, May 25.

    In February this year, SML dragged Azure Awuni to court, claiming that Manasseh referred to its agreement with the government as “the biggest scam” and labeled the deal as “shady” while branding the entire situation “the SML scandal.”

    SML is seeking several remedies from the court, including:

    • GH¢1,000,000 in general damages for defamation.
    • GH¢20,000,000 in exemplary damages for what it describes as malicious reporting.
    • A perpetual injunction to prevent Manasseh from making further defamatory claims about the company.
    • A public retraction and apology specifically for statements made in Chapter 28 of his book.
    • Any other reliefs the court deems appropriate.

    The Greater Accra Regional Minister, Linda Akweley Ocloo, has disclosed that streetlights on the Tema Motorway and the Accra-Tema Beach Road remain non-functional due to ongoing construction activities.

    Speaking during an assessment tour on Tuesday, March 25, Ocloo highlighted that while her office has overseen the restoration of approximately 126 streetlights across various parts of the region, these key routes could not be included in the initiative.

    “Today, March 25, marks exactly my 50 days in office, and I am pleased to report that significant progress has been made. In all, about 126 streetlights have been worked on, including some highways, town roads, and community roads across the 29 MMDAs in the region,” she stated.

    “I must mention that the Tema Motorway and the Accra-Tema Beach Road, which is of very much concern to the general public, could not be lightened because of the ongoing construction works.”

    The restoration effort follows Ocloo’s earlier commitment to ensuring at least 70% of the region’s streetlights are operational within her first 50 days in office. The initiative aims to improve visibility and security across the capital.

    Some of the areas benefiting from the intervention include the George Walker Bush Highway, ACP to Pokuase, Independence Avenue (Jubilee House), and the New Town Junction to Ashaiman road.

    The minister assured the public that plans are in place to restore the remaining non-functional streetlights promptly.

    Energy Minister tours WAPCo facility in Tema amid power challenges

    Minister for Energy and Green Transition, John Abdulai Jinapor, has visited the West African Gas Pipeline Company (WAPCo) station in Tema as part of efforts to address the ongoing power disruptions affecting the country.

    His visit comes amid growing public concern over the unstable electricity supply, which has placed pressure on the government to restore consistent power. The Minister inspected ongoing maintenance works on the pipeline shutdown, which officials report is approximately 70% complete.

    Engineers are racing against time to complete repairs and resume full gas supply operations, which are crucial to stabilising the national power grid.

    The recent spate of power outages has sparked frustration among citizens and businesses, prompting the government to intensify measures to stabilise the energy sector and prevent prolonged disruptions.

    Speaking to Asempa FM on Thursday, February 20, Mr. Jinapor attributed the ongoing energy challenges to issues inherited by the current administration.

    “We inherited a very weak energy sector. Ghanaians should bear with us as we work to fix the problems permanently,” he said.

    He further assured the public that the ongoing power disruptions would be resolved soon.

    “The current erratic supply situation should be stable in two weeks’ time,” he added, expressing confidence in the government’s intervention measures.

    2 out of 5-bedroom house at Tema burnt

    A fire outbreak at No. 14 Almond Close, Tema Community 20, on January 5, resulted in the destruction of two out of five bedrooms in a residential property.

    Personnel from the Ghana National Fire Service (GNFS) responded promptly after receiving the distress call at 9:09 a.m. The first fire appliance from the Kasapreko Fire Station arrived on the scene at 9:18 a.m., managing to contain the fire by 10:09 a.m. and fully extinguishing it by 11:48 a.m.

    Five fire appliances were deployed during the operation, which successfully salvaged three bedrooms, a boy’s quarters, and protected nearby properties from damage.

    During the operation, Leading Fireman (LFM) Joseph Darko sustained an injury but was treated at Danpong Hospital and has since been discharged.

    An investigation into the cause of the fire is ongoing. The GNFS commended its personnel for their bravery and teamwork in preventing further destruction and acknowledged the support provided by senior officers at the scene.

    ECG, GRIDCo announce limited load management over closure of some power plants in Tema

    The Ghana Grid Company (GRIDCo) and the Electricity Company of Ghana (ECG) have announced limited load management across parts of the country following the temporary shutdown of some thermal power plants in Tema.

    The shutdown was triggered by operational issues at the Tema Regulatory and Metering Station, caused by ongoing pipeline cleaning by the West African Gas Pipeline Company (WAPCo) in Nigeria.

    In a joint statement released Wednesday, GRIDCo and ECG explained that the shutdown has resulted in a shortfall in electricity generation. “This has caused a shortfall in power supply, requiring some limited load management in parts of the country,” the statement read.

    The issue stems from WAPCo’s cleaning and inspection of a 56km x 30” onshore pipeline section between Itoki and Badagry in Nigeria, which forms part of the West African Gas Pipeline (WAGP). During the process, a larger-than-expected volume of liquids and debris was received at the Lagos Beach Compressor Station. This triggered operational upsets at WAPCo’s Tema facility, necessitating the temporary closure of some thermal power plants for safety and investigation.

    WAPCo, in its update, noted that investigations are ongoing to resolve the challenge. “During the cleaning exercise, a larger-than-expected volume of liquids and debris was received at the Lagos Beach Compressor Station. This has triggered some operational upsets at our Tema Regulatory & Metering Station requiring a temporary shutdown for safety reasons and investigation,” the company stated.

    Both GRIDCo and ECG expressed optimism that WAPCo will resolve the issue soon to allow gas supply to resume and power generation to normalize. “We are optimistic that WAPCo will soon resolve the challenge and restore gas supply,” they stated.

    They assured affected customers that the situation is being monitored closely and updates will be provided as necessary. “We express our gratitude to our key stakeholders for their patience during this process and apologize for any inconvenience caused,” the statement added.

    In the meantime, GRIDCo and ECG have urged customers to conserve power where possible and stay informed through official updates.

    WAPCo reaffirmed its commitment to addressing the operational challenges and thanked all stakeholders for their understanding during the process.

    Cocoa Carriers Association starts indefinite strike action today

    Cocoa Carriers Association has directed its members at depots in Tema, Takoradi, and Kumasi under the Cocoa Marketing Company Limited to begin an indefinite sit-down strike starting Monday, October 7, 2024, over concerns about their working conditions.

    Back in 2022, the Association staged a similar strike, demanding better wages and improved working conditions.

    That action resulted in thousands of bags of cocoa beans being left unhandled at warehouses belonging to the Cocoa Marketing Company Limited.

    Speaking to Citi News on Sunday, the National Chairman of the Association, Raymond Atanga Abobiga, urged all members to fully support the upcoming strike.

    “We are going to report at work but will be at the gate of the various warehouses and then we are not going to work until they attend to our needs and our demands.

    “I want the management of COCOBOD and our directors to know that we are not against an individual and that we are fighting a just cause,” he stated.

    International trade at Tema, Takoradi harbours increased by 14.2% in first 5 months of 2024 – BoG

    International trade activity at Ghana’s two main harbours, Tema and Takoradi, has seen significant improvement in 2024, according to the Bank of Ghana’s Monetary Policy Report for July.

    Laden container traffic for inbound and outbound containers grew notably during the period under review, signaling increased trade flows at the country’s ports.

    Total container traffic for the month of May 2024 recorded a year-on-year increase of 9.4 percent, rising to 59,639 containers, up from 54,538 in May 2023.

    The report further highlighted that trade activity in the first five months of 2024 has shown even greater improvement, with a cumulative increase of 14.2 percent in total container traffic. This translates to 284,745 containers being handled between January and May 2024, a significant boost from the previous year.

    The increase in container traffic could indicate a rise in the flow of goods, supporting various sectors such as manufacturing, agriculture, and retail, which are closely linked to the import and export activities handled through these harbours.

    In the first half of 2024, Ghana recorded a provisional trade surplus of US$1.81 billion, up from US$1.60 billion in the same period in 2023. This improvement was driven by a 13.4% increase in total exports, reaching US$9.23 billion, largely due to significant growth in gold and crude oil exports. Gold exports surged by 46.4% to US$5.04 billion, boosted by both higher output and prices, while crude oil exports rose to US$1.98 billion.

    However, cocoa exports dropped sharply by 47.4%, reflecting challenges such as extreme weather, diseases, and smuggling. “Other exports” fell by 8.7% to US$1.5 billion.

    Imports rose by 13.5% to US$7.42 billion, with oil imports increasing by 6.1% to US$2.30 billion and non-oil imports climbing by 17.2% to US$5.12 billion.

    Almost 50% of pregnant women in Tema have been diagnosed with anaemia

    Records from health facilities in Tema Metropolis for the first six months of the year reveal a concerning statistic: over 49 percent of pregnant women were found to be suffering from anemia by their 36th week of pregnancy.

    Among these, 4.05 percent were classified as having severe anemia. Additionally, 37.55 percent of women were identified as anemic at their initial antenatal visit.

    Samuel Atuahene Antwi, the Tema Metropolitan Nutritionist in an interview said, “Anaemia at 36 weeks of pregnancy increased by 84 per cent in 2024, as compared to 2023.”

    Mr Antwi revealed that Tema Manhean recorded the highest increase of 31.3 percent in anaemia at 36 weeks from 23.16 to 72.4 per cent respectively for the 2023 and 2024 first halves.

    He said 1,804 pregnant women received nutrition counselling and “only 30 percent of ANC attendants had their BMI checked to monitor their nutritional status.”

    He stated that the high number of anaemic expectant mothers could be attributed to their intake of inadequate iron-rich foods, for which household food insecurity due to economic hardship could also be the cause.

    However, a few of them who might have certain nutritious foods available did not take it because of some traditional and spiritual beliefs concerning those foods, he said.

    Mr Antwi urged pregnant women to take adequate iron-rich foods such as red meat, liver, shrimp, fish, eggs, milk, and dark green leafy vegetables.

    Tomato vendors in Tema Community One market has advised Ghanaians to take advantage of the current tomato surplus by preserving them for future use.

    They noted that the abundance of tomatoes recently is a rare opportunity, as availability can fluctuate.

    To extend the shelf life of tomatoes, they suggest several preservation methods including freezing, drying, and boiling.

    Tomatoes can be frozen after washing and blending, or steaming with vegetables like carrots and beetroot for added flavor.

    Drying involves pre-heating the tomatoes before drying them in the sun or a dehydrator, then blending them into a powder.

    This powder can be stored in airtight containers or wrapped and kept in the fridge or freezer to prevent moisture absorption.

    For optimal storage of fresh tomatoes, it is recommended to place them in a well-ventilated area such as a basket or on a tiled floor.

    The cool, airy environment helps prevent spoilage. Additionally, sprinkling camphor on the floor can deter insects that might otherwise damage the tomatoes.

    Madam Theresa Adu emphasized that tomatoes thrive in the current weather conditions, and proper storage can keep them fresh for several days.

    Juliana Owusu highlighted that adding garlic during the steaming process can enhance the flavor of the tomatoes when they are eventually used.

    “This weather is good for tomatoes; they don’t like heat, so they can stay for days without getting spoilt if it has access to air; so you can keep it in a basket or open floor, especially with the floor; it doesn’t get soiled,” Madam Theresa Adu, a tomato seller, said.

    She stated: “If you keep it on the floor or basket, you have to sprinkle camphor on the floor; it sacks the insects that feed on the tomatoes, which makes it to spoil.”

    “It stays for long when you dry and blend it, but when you add garlic while steaming, it gives it a very fresh taste anytime,” Juliana Owusu, another tomato seller said.

    The Concession Agreement and draft Engineering Procurement and Construction (EPC) agreement, he noted, have been approved by Cabinet and will be submitted to Parliament for approval “shortly.”

    In December of the same year, Vice Chairman of the Finance Committee of Parliament, On Monday, Patrick Boamah, has announced that the government is seeking parliamentary approval for a $338 million loan agreement for the rehabilitation and expansion of the Accra-Tema motorway and other roads across the country.

    The Ghana Highway Authority (GHA) has attributed the malfunctioning and lack of streetlights on the Accra-Tema Motorway to vandalism and theft by unpatriotic citizens.

    Motorists have raised concerns over the absence of streetlights, which has resulted in frequent accidents and increased the risk of theft for pedestrians using the motorway.

    Speaking on the Citi Breakfast Show on Tuesday, July 30, Cecil Nii Obodai Wentum, Public Relations Officer of the Ghana Highway Authority, revealed that some Ghanaians have been stealing streetlights, plunging the motorway into total darkness at night.

    He highlighted that these individuals are not only stealing the streetlights but also removing metal covers and underground cables, which worsens the situation.

    “Look, a number of people who I put in quote unpatriotic are destroying some of our infrastructural facilities. People deliberately go, take out these things, and destroy them, either they are stealing or taking parts. So it’s not that the streetlights are going off because they have expired and have to go off.”

    Wentum explained how the coordinated thefts lead to sudden outages: “I had the opportunity to speak to the media on this issue before, especially on the motorway. You wake up one day and all of a sudden, you have more than 10 or 20 streetlights on a line all gone off. You ask yourself how is that possible? In all these facilities they communicate amongst themselves, and there are connections. So if you plug out and cut one out, they speak, people are stealing.”

    He recounted a recent observation on the motorway: “Not too long ago, I was on the Motorway and was so saddened. Phase two of the motorway, the metal covers and the underground cable have all been cut by who? Ghanaians. These things happen deliberately, we have some unscrupulous persons in our communities.”

    Wentum called for strict penalties for those involved in these acts: “Enforcement must work, we must work hand in hand and see how we can get people arrested and punished so that it will serve as a deterrent.”

    He assured that approval has been granted for the procurement of new streetlights, and the contractor is working diligently to improve the motorway and reduce traffic congestion.

    Wentum also urged motorists to exercise caution and adhere to speed limits due to the compromised structural integrity of the road.

    Additionally, he expressed concerns about the impact of the government’s debt exchange programme on road infrastructure projects: “You are also aware that as a country, we have gone through some financial challenges. And this debt exchange programme has also affected a number of projects that the government started.”

    He concluded with a hopeful note: “And I would want to assure the people of Ghana that, definitely we’re going to go through it and you will see most of our projects coming back, and we will see some good news.”

    An accident occurred on the Tema-bound side of the Accra-Tema motorway involving a Toyota Tundra, a Benz 207 passenger vehicle, and a trailer truck on Saturday morning around 8 am.

    The Toyota Tundra, which was reportedly from the office of the president and driven by a mechanic, was involved in the collision.

    According to the driver of the Toyota Tundra, he had stopped to ask for directions to Toyota Ghana when the trailer truck struck his vehicle from behind.

    The impact caused the Toyota Tundra to veer into the left lane, where it subsequently collided with the Benz 207 passenger vehicle.

    Several individuals in the vehicles sustained minor injuries as a result of the crash.

    The accident caused a significant traffic jam on the motorway, forcing other vehicles to use the shoulder of the road towards Tema while the scene was cleared.

    On Friday, July 19, 2024, an accident on the Tema-Accra motorway near the Abattoir junction resulted in injuries to five individuals, though fortunately, there were no fatalities.

    At 0740 hours, the Fire Master Control dispatched the Motorway crew to the scene of the accident.

    The crew, led by ADO II Enoch Bedu Essel, arrived at 0749 hours to find a MAN Diesel Truck (GN 8923-17) and a VW Sprinter (GE 8542-12) involved in the collision.

    The MAN Diesel Truck sustained partial damage to its head compartment, while the VW Sprinter suffered severe damage to its engine compartment and body. Prior to the crew’s arrival, five injured persons from the VW Sprinter had already been rescued and transported to Tema General Hospital.

    The two occupants of the MAN Diesel Truck escaped without injury.

    The cause of the accident is currently under investigation.

    A man deemed to be a serial thief was subjected to corporal punishment at Tema by some residents.

    It is unknown if the suspect stole any valuable item, but in a video gone viral, the residents could be heard reprimanding the suspect for being present at the vicinity despite several warnings.

    The suspect was made to kneel and carry several cement blocks on his head.

    Ghana’s laws frown on what is mostly referred to as instant justice by civilians. It is the responsibility of every citizen to report suspected offenders to the security agencies for the appropriate actions to be taken.

    “Three of the Naval personnel onboard the vehicle also sustained severe injuries and were sent to the Tema Naval Base Medical Centre for treatment. In the course of the confrontation, three suspects were arrested by the naval personnel.

    “They were subsequently handed over to the Tema Newtown District Police for further investigations,”  a press release signed by E. Aggrey-Quarshie on Saturday, April 13, read.

    Col Aggrey reported that the mob, believed to be among the festival participants, later assaulted the Tema Naval Base with stones and other objects in an attempt to free their colleagues.

    At a stage, the security of the Base was threatened, and to protect the sensitive installations in the Base, warning shots were fired to repel the attack.

    He later reported that the Police confirmed that two civilians were brought dead to the Tema General Hospital. The cause of death is still under investigation.

    According to E. Aggrey-Quarshie, the Ghana Police Service in collaboration with the Ghana Armed Forces have commenced investigations into the incident of attack by some Tema youths.

    “Findings of the investigations will be made available in due course.”

    A shooting incident in Tema New Town on Friday night has reportedly resulted in the deaths of two individuals, with three others currently receiving medical attention at the Tema General Hospital.

    According to sources, the incident occurred on the final night of the Kplejoo celebration when a group of jubilant youth blocked a vehicle carrying officers of the Eastern Command of the Ghana Navy.

    In response, the officers allegedly fired gunshots to disperse the crowd.

    The Ghana Navy has not yet commented on the incident. The police have taken up the case and initiated investigations, according to reports from MyJoyOnline.

    The Tema Metropolitan Health Directorate reports that approximately 86 percent of adolescent pregnancies in Tema are attributed to men aged between 20 and 39 years old.

    Doris Ocansey, the Adolescent Health Advocate for the Tema Metropolitan Health Directorate, shared this information during an interview with the Ghana News Agency (GNA). She explained that this conclusion was drawn from research conducted on the backgrounds of the men responsible for impregnating these girls, particularly in areas like Tema Manhean.

    Ms. Ocansey said, “We collected the data so that we can also focus on the adults since they are impregnating the girls.”

    Ms. Ocansey highlighted that due to the age gap between adolescent girls and their partners, it is challenging for the girls to insist on condom use to prevent pregnancies. The data also revealed that most of the pregnant girls were junior high school graduates.

    She urged men to refrain from engaging with adolescent girls to allow them to focus on their education and careers instead of becoming pregnant at a young age.

    Ms. Ocansey noted that between January and December 2023, a total of 355 pregnant adolescents between the ages of 10 and 14, and 331 between the ages of 15 and 19, were enrolled in the safety net programme in the municipality. This programme helps health officials monitor and support the pregnant adolescents until delivery.

    “For some of the girls, this was not their first pregnancy, but their second or third. We want to stop that, so if you make the mistake of getting pregnant, you won’t have to fall back into it again,” she said.

    Ms. Ocansey further explained that the safety net program aimed to reduce repeated pregnancies among adolescents, lower maternal mortality and morbidity rates, and increase postpartum family planning practices.

    Out of the total enrolled in the program, 42 of the pregnant adolescents were attending school before becoming pregnant. Specifically, four were in primary school, 26 in junior high school, and 12 in senior high school.

    To prevent the girls from engaging in risky behaviors like transactional sex after delivery, they assist them in deciding whether to return to school or pursue a trade.

    As of December 2023, 108 of the girls had chosen to return to school after giving birth, 146 had opted for vocational training, 30 intended to enter into trading, and 37 were undecided about their future plans after delivery.

    He specifically pointed out Sites 2 and 20, occupied by residents who failed to relocate after a project completion, and noted that Communities 4, 7, 8, and 19 were initially well-planned.

    “Because of the industries and the harbour, the indigenes who were originally living there had to relocate, the plan in those areas is not the plan that was used for other communities. Most of the people who live around those areas are fisher folks and farmers. The more the population keep increasing, you will have slum nature generating, because the land is still small, and it is not big.

    “That is why in Community 1, those who set up the factories and industries, they set up some small village within Community 1. Site 2, site 20 and all those ones, but after the whole project was over, they didn’t move. I think that when they came together, they brought in temporary structures and with time, it became more like a slum.

    “Parts of Tema East look more like an afterthought because the indigenes had to be resettled. That area was not planned properly.”

    Mr Ashitey explained that industrial and harbor developments forced indigenous people to move, resulting in unplanned settlements and the emergence of slums due to limited available land.

    During a visit to the Tema market on February 26, 2024, as part of his Greater Accra Market Tour, Kyerematen outlined his vision: “Tema, under my presidency, will become a freeport enclave. And when I talk about a freeport, we all know the benefits of a freeport enclave. You find that all the Sahelian countries and even some of our neighbouring countries that are not landlocked still will prefer to come through Tema with their cargo.”

    Kyerematen emphasized that creating a freeport enclave would facilitate access to markets due to transit cargo.

    He referenced successful freeports globally, such as Dubai, Singapore, Hong Kong, and even in Africa, citing Mauritius and Togo.

    However, Kyerematen clarified that the proposal is specific to the Tema port enclave and not applicable to the entire country.

    He stated,

    “Creating a freeport enclave does not mean that the whole country becomes a freeport. But you create an enclave that will allow transit cargo to pass through this country. And that is the only way we can also attract traffic of vessels, shipping vessels. A lot of them would like to consolidate their cargo in Ghana. If we have a free port enclave, doesn’t mean that the whole country becomes a free port,” he clarified.

    Alan also denied assertions that the creation of the free port would lead to the country losing revenue.

    Addressing concerns about potential revenue loss, Kyerematen dismissed such worries, “So, the issue of revenue loss does not come in. Rather you find enhanced economic activity arising out of the creation of them. So, if you want to be like Singapore, like Hong Kong… that is the way to go.”

    The Tema Metropolitan Chief Executive (MCE), Yohane Amarh Ashitey, has commended Vice President Dr. Mahamudu Bawumia for articulating his vision for the 2024 elections.

    Expressing his thoughts on the impressive promises made by Dr. Bawumia during the Ghana’s Next Chapter address on February 7, 2024, Ashitey admitted to being pleasantly surprised.

    While acknowledging Dr. Bawumia’s reputation for delivering inspiring vision statements, Ashitey emphasized the astonishing nature of the Vice President’s address, providing genuine hope for average Ghanaians.

    “I mean, this is Dr. Bawumia and I knew we were going to get an inspiring vision statement from him, but even I must admit that what he delivered is mind blowing. Far beyond inspiration, Dr. Bawumia gave us real hope that the average Ghanaian can trust in”, the MCE said in an exclusive interview on the sidelines of the address.

    In the address, Dr. Bawumia pledged to abolish the unpopular e-levy, recognizing its burden on the less privileged in society. He also outlined plans to reform the Ghana Revenue Authority (GRA) to broaden the tax net, addressing the current imbalance where only a few taxpayers bear the burden.

    Characterizing the current tax regime as outdated and inherited from colonial times, Dr. Bawumia highlighted existing loopholes that result in the GRA failing to collect approximately 13% of collectable tax, amounting to around GHC24 billion.

    Mr Amarh Ashitey praised Dr. Bawumia’s commitment to closing these loopholes, foreseeing a positive impact on the need for future IMF borrowings or bailouts.

    “Imagine that we are able to plug this loophole, there will never be the need to return to the IMF to borrow or undergo another bailout,” Amarh Ashitey said.

    Additionally, the MCE lauded Dr. Bawumia’s announcements to abolish the proposed 15% tax on electricity, emission tax, and the betting tax, which has been a source of dissatisfaction for many Ghanaian youth.

    In response to criticism, especially from the opposition National Democratic Congress (NDC), regarding Dr. Bawumia’s reversal of taxes introduced by the Akufo-Addo government, Ashitey dismissed it as an attempt to use propaganda to conceal the discredited claim that Dr. Bawumia would be subservient to President Akufo-Addo if elected president.

    According to Ashitey, Dr. Bawumia’s decisions demonstrate his autonomy and assertiveness, showcasing his genuine stance on issues that he may have disagreed with during his role as Vice President.

    $2bn Sentuo Oil Refinery commissioned by Akufo-Addo

    President Akufo-Addo has officially inaugurated the Sentuo Oil Refinery Limited, a $2 billion project located in the Tema industrial hub.

    The refinery, spanning 100 acres and operating under the One District, One Factory (1D1F) policy, is designed to process five million barrels of oil annually.

    As part of its offerings, the refinery will produce high-quality petroleum products such as finished gasoline (petrol), aviation kerosene, diesel, asphalt, lubricating base oil, solvent oil, polypropylene, liquefied petroleum gas, ammonium sulfide, sulfuric acid, sulphur, and other by-products.

    This flagship project, initiated in 2022, aligns with Ghana’s industrialization goals and is expected to create approximately 1,000 job opportunities.

    The first phase, currently underway, aims to produce 40,000 barrels of refined products daily. The second phase, set for completion next year, will further elevate production to 100,000 barrels daily.

    The inauguration ceremony attracted notable figures, including the President of Guyana, Mohamed Irfaan Ali, Speaker of Parliament Alban Sumana Kingsford Bagbin, ministers of state, Members of Parliament, chiefs, captains of industry, and chief executives of regulatory bodies.

    President Akufo-Addo emphasized the project’s significance, citing it as a pivotal move to reduce the country’s dependence on foreign oil and drive economic growth.     GWCL meter thief receives 15-month jail sentence

    A 33-year-old individual found guilty of stealing a water meter owned by the Ghana Water Company Limited (GWCL) has been sentenced to 15 months in prison.

    Richard Afful was convicted by a magistrate court in Tema after being found guilty.

    Facing charges of theft, Richard Afful was found guilty on January 4, 2024.

    He stole the water meter at Community 11 in Tema.

    The convict was arrested on December 24, 2023 by the police in Community 11 for stealing the water meter and after investigations was  arraigned on January 4, 2024 at the TDC Magistrate Court presided over by Benedicta Antwi. 

    Afful pleaded guilty to two counts preferred against him and was accordingly convicted. 

    The convict was sentenced to 12 months imprisonment on count one and three months imprisonment on the second count. 

    He was also fined an amount of GHc10,000.

    He will spend an additional four months in prison in default.

    All the sentences are to run concurrently.

    TDC Development Company Limited has officially undergone a name change and is now known as TDC Ghana Limited, according to an announcement by the company’s management.

    The public notice, shared with the Ghana News Agency, emphasized that the change in name is effective immediately, and all future business operations will be conducted under the new identity.

    The management notice clarified that the decision to change the name from TDC Development Company Limited to TDC Ghana Limited was approved by the Board of Directors and shareholders.

    This action aligns with the stipulations of Section 21(1) (a) and other relevant provisions of the Companies Act 2019 (Act 992).

    Established in 1952 by an Act of Parliament, TDC Development Company Limited, now operating as TDC Ghana Limited, originally had the responsibility to plan and develop approximately 63 square miles of acquisition land for various purposes.

    The company was granted a 125-year lease term to oversee the management of the Tema Acquisition Area.

    In 2017, TDC underwent a transformation into a limited liability company, broadening its mandate to extend operations beyond the Tema Acquisition Area both in terms of operational focus and geographical reach.

    Recently, the Port of Tema achieved a successful turnaround of seven (7) train wagons received from Japan.

    The port conducted minor maintenance work on the wagons before facilitating their onward transshipment to the Democratic Republic of Congo.

    Deputy Logistics Manager at the Port of Tema, Ing. Prince Ayisi, highlighted that the selection of the Port of Tema for this operation was based on its suitability.

    He emphasized the port’s readiness to handle unconventional cargo types, citing previous instances such as the disassembled export of a helicopter to Australia in 2020 and the recent transshipment of two helicopters.

    Ing. Ayisi stated, “It is trying to tell us that with the expertise that we have, we are prepared for any challenge that the client would like to put on us and also try to support their operations in the industry of shipping,” during an interview with Eye on Port.

    Samir Sheth, the Country Manager for OMA Logistics Ghana, the logistics agent for the shipment, expressed satisfaction with the decision to transship through the Port of Tema.

    Used electrical appliance sellers in Tema Communities One and Two have complained about the high excise taxes placed on imported items, blaming them for the low quality of customer support.

    They complained that several tariffs were levied on their products, making clearance difficult.

    In an interview with Ghana News Agency in Tema, Mr. Frank Okyere, a dealer in secondhand products, claimed that the low consumption of goods was caused by the current state of the economy and taxes, which also explained why prices were increasing so quickly.

    He listed some of the appliances that have been impacted by the taxes, including washing machines, press irons, and stoves.

    A cooker, he claimed, currently sells for between GHS 1,500.00 to GHS 2,000.00, as opposed to GHS 800.00 in the past.

    Mr. Okyere claimed that because such business transactions required a lot of capital, they could not be entered into without a strong financial base.

    “As a result, some seek out grants and bank loans for additional funding.”

    Mr. Nimako Clement, another Dealer, sought for help after claiming that taxes were hurting their business.

    Mr. Nimako begged the government to reduce import taxes so that many dealers might gain and, in turn, help to cut the unemployment rate by hiring some of the younger generation.

    The Ghana Revenue Authority (GRA) has stated that the implementation of tax stamps on new items and textile products at all entry points commenced on October 1, 2023 through Mr. Kwabena Apau, Head of Excise.

    He claims that the transitioning period will last from October 1 through December 31 of 2023. All currently marketed goods that were exempt from the tax stamp requirement during this time will need to have them stamped, including sweetened beverages.

    “GRA is urging everyone who has inventory of these products to visit the nearby GRA office and apply for stamps to be attached to their inventory,” the speaker stated.

    Mr. Apau made this declaration during a Joint Customs Consultative Committee (JCCC) session in Tema as part of GRA’s initiatives to increase customer knowledge in the port community regarding the use and adherence of excise tax stamps.

    He declared that freshly imported commodities that had not previously been subject to the tax stamp would be starting on the aforementioned date.

    To demonstrate compliance and payment of all necessary customs and taxes, each textile product will have a special stamp called a “textile tax stamp” attached to it.

    On October 1, we started the entrance point enforcement, he said.

    “Therefore, all dealers of textile products holding stocks must contact the nearest GRA offices and request that the necessary tax stamps be applied to them,” the speaker concluded.

    During a visit by the Citi News team to the Tema Manhean Polyclinic in the Tema Metropolis of Accra on Thursday, the deplorable state of the healthcare facility was brought to light.

    This polyclinic, which falls under the Ministry of Health, serves as the primary healthcare facility for the densely populated town of Tema Manhean.

    The observation revealed that portions of the facility, including the Out Patients Department (OPD) and various offices, experienced leaks during rainy periods. Additionally, there were damaged louver blades, torn nets, loose roofing sheets, exposed electrical cables, and noticeable cracks in the walls throughout the premises.

    The OPD appeared makeshift, with overcrowded wards and a lack of designated workspaces for staff members.

    Mr. Ashitey therefore told Citi News that “the problem is that due to limited funds, we are unable to fix the issue. And if you look at the issue, it is not a problem that you can fix in phases; you have to lift the entire roof and fix it all at once. So it makes it difficult for you to start when you don’t have the funds available.

    “I have been there a couple of times, and the last time I went there with the engineers, we were able to come up with the estimates to fix the roofing issue. But there is something that we are planning to do: We are actually planning to engage and involve some of the industries here.”

    Tragedy struck on Thursday, July 27, 2023, during a Homowo ritual fishing expedition, as two fishermen lost their lives. The fishing activity had been authorized by the Tema Traditional Council, but the early morning outing took a devastating turn, leaving the community in grief and mourning.

    According to a report from graphic.com.gh, the incident occurred at the anchorage of the Tema Port when a patrol speed boat purportedly collided with the fishermen’s canoe, leading to the tragic loss of lives.

    The identity of the patrol boat remains undisclosed, but certain members of the fishing community have directed suspicion towards the Ghana Ports and Harbours Authority (GPHA), suggesting that the boat might be under their ownership.

    However, in a press statement, the GPHA denied any connection with the boat in question.

    The canoe, named “Adesa Na Ohetsui” (Man, have patience), was carrying 12 fishermen when the tragedy struck.

    The ritual fishing expedition was part of the preparations for the upcoming Homowo festival.

    Nevertheless, conflicting reports surfaced, suggesting that the fishermen might have defied the closed fishing season, scheduled to end on July 31, 2023

    According to the report, the incident occurred around 1:30 am when the fishermen were in the process of hauling their nets within the anchorage.

    The patrol boat, reportedly deployed by port control following reports of alleged illegal activities, approached the scene.

    To escape, the fishermen’s canoe was tragically hit, causing it to capsize with the nets entangling the deceased.

    The victims were identified as Francis Tetteh Larbi, aged 27, and Samuel Acquaye Allotey, aged 45, both residents of Tema New Town.

    Their untimely demise sparked anger and outrage among the fishing community, who demanded an independent investigation into the incident and accountability from the Ghana Ports and Harbours Authority.

    As the police attempted to retrieve the bodies, a tense situation arose when the crowd at the Canoe Landing Basin refused to allow the police to convey the deceased in a police pick-up truck, insisting that their kinsmen were not criminals.

    Eventually, a hearse was summoned to convey the bodies to the International Maritime Hospital mortuary for autopsy and preservation.

    Superintendent Charles Osei, Commander of the Marine Police Unit in Tema, confirmed the incident and revealed that investigations were underway to establish the identity of the boat and the cause of the collision.

    While the GPHA refuted any involvement in the collision, it expressed regret for the loss of lives and extended its condolences to the families of the deceased. The GPHA emphasized its commitment to search and rescue missions, regardless of the circumstances.

    In response to the tragic event, the Tema Metropolitan Security Committee (MESEC) has established a five-member committee to investigate the incident and submit its report within five days.     Metropolitan Veterinary Officer for Tema and Kpone Katamanso, Dr. Emmanuel Kwao Pecku, says the Veterinary Service has contained the spread of the anthrax disease.

    He, however, admonished the public to report any “suspicious” condition or death they identified in livestock to the nearest veterinary service outfit.

    Dr Pecku said this in an interview with the Ghana News Agency on the spread of the disease ahead of tomorrow’s Eid-ul-Adha celebrations.

    He said the Service had undertaken inspections of livestock on the market and assured them of their safety.

    “I am just coming from one of such markets in Tema here and I can assure you that the animals are safe after conducting our inspections. From what I am seeing now, I can say they are safe,” he added.

    Dr Pecku, on the contrary, did not downplay any instance of spread or infection since some of the livestock were coming from nearby countries.

    He commended the security services for their continuous checks on livestock to ensure they had movement permits.

    Talensi and Binduri in the Upper East Region in May 2023, recorded cases of Anthrax, which led to the death of 20 sheep and four cattle, with several others infected.

    One person is reported dead after consuming meat from an infected animal.

    To deal with the outbreak, the Upper East Regional Coordinating Council had imposed a region-wide one-month prohibition on the transportation of cattle, sheep, goats, pigs, donkeys, and their byproducts to curtail the spread of the disease.

    Anthrax is caused by Bacillus anthracis bacteria and affects both humans and animals.

    People who come into direct contact with infected livestock, such as cattle, sheep, and goats, or their by-products, run the danger of contracting Anthrax.

    The long-standing relationship between Ghana and China has been strengthened with the visit of the 43rd Chinese Naval Escort Task Group to Tema Port, Ghana.

    The 43rd Chinese Naval Escort Task Group consists of the Chinese war ship DDGH Nanning 162 Type 052DL guided-missile destroyer, the FFGH Sanya 574 Type 054A and a comprehensive supply ship AOR Weishanhu 887 Type 903, all of which have berthed on the territorial waters of Ghana.

    The taskforce, with two ship-borne helicopters and over 700 troops, will voyage from Ghana on Saturday, July 1, 2023, after spending some time in Cote d’Ivoire as part of their escort mission.  

    The brief welcoming ceremony, characterised by performances from traditional Chinese masquerade dancers, also witnessed the assemblage of the Chinese community in Ghana, which continuously waved China and Ghana flags.

    The 43rd Chinese Naval Escort Task Group, with women aboard in spotless white uniforms standing motionless with arms at the sides and feet together on the deck and outer parts of the ship, drew continuous applause from dignitaries and onlookers alike.

    Performing their duty with bravery and loyalty during the past six months, the Escort Task Group has been on mission since January 10, 2023.  

    The group has successfully accomplished an escort mission in the Gulf of Aden, evacuated Chinese nationals from Sudan, fulfilled the international humanitarian obligations and protected the international sea lines of communication.

    The Destroyer 162 berthed at the Tema Port, with the inscription “China-Ghana Friendship is Time-tested”. 

    It is one of the many Type 052DL guided-missile destroyers available to the Chinese surface fleet fitted with all-modern solutions to all-modern battlefield threats.

    Dignitaries, including the Chinese Ambassador to Ghana, Mr Lu Kun; Mr Kofi Amankwa-Manu, Deputy Minister of Defence; Vice Admiral Seth Amoama, Chief of Defence Staff; Senior Naval Officers and the Chinese Community were given a guided tour of the Destroyer 162.

    Mr Lu Kun, Chinese Ambassador to Ghana, said the task force’s escort mission in the Gulf of Aden and evacuation of Chinese nationals from Sudan, demonstrated that China was a responsible country and congratulated the team for the courage, dedication and outstanding achievement.

    He said China-Ghana relations was getting enhanced with pragmatic cooperation flourishing, cultural ties increasingly closer, and military cooperation making considerable progress.

    The Ambassador said the Armed Forces of Ghana and China had and resumed face-to-face exchanges after COVID-19 with the sod-cutting for the Chinese Military Aid Gratis Project for Ghana.

    The port call, he noted, aimed at deepening understanding, and would further consolidate the Ghana-China friendship and expand cooperation. 

    He expressed optimism that the visit would open a new chapter for military relations and promote China-Ghana relations to a higher level.

    China and Ghana, the Chinese Ambassador said, were both advocates and defenders of world peace and that last year, President Xi Jinping proposed the Global Security Initiative with China issuing the Global Security Initiative Concept Paper early this year.

    “It states clearly that it is our common aspiration to achieve lasting world peace and China is ready to conduct bilateral and multilateral security cooperation with all countries and international and regional organisations under the framework of the Global Security Initiative…to jointly promote world peace and tranquillity,” he said.  

    Mr Kun said, “China supports the efforts of African countries, the AU 46 and sub-regional organisations to resolve regional conflicts, fight terrorism and safeguard maritime security”.

    “Enhancing mutual exchanges and cooperation in the military field between our two countries is of positive significance. China is willing to explore cooperation with the Ghanaian side and jointly promote peace and tranquillity in the African Region and the world at large.”

    The visit of the 43rd Escort Task Group in Ghana, Mr Kofi Amankwa-Manu, Deputy Minister of Defence, said was “appropriate and timely as the Government of Ghana is strategically deepening its relationship with its valued partners, including the People’s Republic of China to reshape our Maritime issues.”

    He said over the past decades, the Ministry of Defence and the Ghana Armed Forces had benefited enormously from the Chinese Defence Cooperation Assistance in many areas, including training, platform acquisition, construction amongst others.

    Mr Amankwa-Manu reiterated that the military relationship between the Ghana Armed Forces and the People’s Liberation Army had seen enormous cooperation, with the recent one being the 37 Military Hospital expansion project awarded to the China Shipbuilding Trading Company Limited.  

    Enhancing existing partnership between China and Ghana under a broader Defence Cooperation, he said, was important in the face of deteriorating security conditions within the West African sub-region.

    “Enhanced security cooperation in the maritime domain will also help address some of the maritime security threats. Contemporary threats to security such as Terrorism, Violent Extremism, Climate Change, Pandemics, epidemics can only be addressed through cooperation and collaboration with each other,” he added.

    Senior Captain ZHAO Lang and Senior YANG Yanhua, captains of the Destroyer 162, said the 43rd Chinese naval escort taskforce set sail for the Gulf of Aden and the waters of Somalia from a military port in Zhanjiang city, southeast China’s Guangdong province, on the morning of January 10, 2023.

    Captain Zhao, who applauded the hard work of the task force, said in late April, an armed conflict broke out in Sudan and due to the severe and prolonged nature of the conflict, the task force rushed to Sudan and evacuated 1,171 people from nine countries successfully.

    The Ministry of Roads and Highways has announced a traffic interruption at the southern approach of the Flowerpot roundabout starting from today, June 13, until October 31, 2023.

    The Judicial Service has taken a swift by dismissing Sebastian Agbo, the former Registrar of the Lands Division of the High Court in Tema. Agbo’s dismissal comes in light of his involvement in a fraudulent scheme where he allegedly prepared over 30 court orders through deceptive means.

    The dismissal, which occurred on May 18, 2023, serves as a stern message against such misconduct within the judiciary.

    A notice of dismissal issued on Wednesday, June 7, 2023, and signed by Justice Cynthia Pamela Addo, the Judicial Secretary, strongly advised the public against engaging with Mr. Agbo in any official capacity as a staff member of the Judicial Service.

    “The General Public and Staff of the Judicial Service are hereby informed that Mr. Sebastian Agbo, formerly of the Land Court, Tema, was dismissed from the Judicial Service of Ghana on 18th May 2023 for fraudulently preparing thirty (30) Court orders, a major offense under Section 37(a) of the Conditions of Service for Senior and Junior Employees of the Judicial Service. In view of the ongoing, Mr. Sebastian Agbo no longer represents the Judicial Service. All persons who deal with him, therefore, do so at their own peril. Please be advised accordingly,” the statement reads.

    The dismissal comes after the Supreme Court referred Mr. Agbo to the Chief Justice for investigations in a case related to the estate of a deceased pastor.

    Prior to the referral, the Judicial Service had already placed Mr. Agbo on interdiction due to suspicious activities during his tenure as the Registrar of the Tema High Court.

    In addition to Mr. Agbo’s dismissal, the Supreme Court has also referred Justice Emmanuel Ankamah, the former Tema High Court judge who presided over the estate case in 2022 and currently serves as a Justice of the Court of Appeal, for investigations.

    The verdict, which was reported by graphic.com.gh, served as Justice Jones Dotse’s valedictory ruling (basically his last case) as he officially retired from the Bench on Thursday, June 8, 2023.

    According to the report, a five-member panel of the Supreme Court, led by Justice Jones Dotse, issued a unanimous judgement on Tuesday, June 6, 2023, stating that the case’s precedents were damaging to the judiciary’s reputation.

    The court by referral, pressed on the CJ to investigate Justice Emmanuel Ankamah of the Court of Appeal, who presided over the case at a High Court in Tema, in 2022, as well as the High Court’s former registrar, Sabastian Agbo.

    “In our collective wisdom, we deem it appropriate to refer this case to the Chief Justice to cause further investigations into the conduct of the learned trial judge and Sebastian Agbo, then Registrar of the High Court, Tema under whose tenure the sordid affairs happened.

    “This should cover all officers who played any role in this shameful specie of conduct,” the report said.

    Justice Dotse, delivering the judgment, ruled that Justice Ankamah violated the principles of natural justice by not providing the caveators with an opportunity to be heard before dismissing the caveat.

    Court of Appeal Judge Emmanuel Ankamah is to be investigated by the Chief Justice regarding how he handled a case involving the estate of a deceased pastor while he was a High Court Judge at Tema.

    A five-member Supreme Court Panel, with Justice Victor Jones Dotse presiding, called for the investigation insisting the conduct of the Judge and a Registrar Sebastian Agbo has the potential to affect the image of the Judiciary.

    “In our collective wisdom, we deem it appropriate to refer this case to the Chief Justice to cause further investigations into the conduct of the learned trial judge and Sebastian Agbo, then Registrar of the High Court, Tema under whose tenure the sordid affairs happened,” Justice Dotse stated in his valedictory Judgment.

    Court of Appeal Judge to be investigated for 'suspicious ruling'

    Following the death of one Rev Emmanuel Dorgbadzi, a dispute arose as to who should administer the estate. The matter ended up at the Tema High Court presided over at the time by Justice Ankamah.

    Documents (caveat) were filed to prevent proposed administrators of the estate from getting permission to administer it.

    Justice Ankamah is said to have struck out this process even though it was not listed for hearing and failed to give the parties in whose favour they were issued a hearing.

    Justice Dotse ruled that the court breached the rules of natural justice as the evidence on the record showed that the case was heard on the blind side of the caveators, with the presiding judge striking out the said caveat for want of prosecution and granting the letters of administration to the interested parties.

    According to Justice Dotse, the irregular manner in which the case was handled pointed to the fact that the presiding judge “appeared to be biased against the applicants”.

    He also wondered why Justice Ankamah struck out the caveat when the issues raised in the caveat were of utmost importance as it raised questions of capacity of the parties who filed the letters of administration.

    “It is therefore clear that the affidavit filed by the applicants herein that had raised serious issues of fact and law as regards priorities of grant of the letters of administration. That being the case, the learned trial judge should have been circumspect in casually dismissing this caveat,’ the court held.

    Aside from setting aside the decision by the Tema High Court, the Supreme Court also prohibited Justice Ankamah and the Registrar of the High Court from ever dealing with the case. Justice Dotse further expressed concern about how properties belonging to the deceased were valued.

    A hospital at Obuasi was valued at GH¢60,000, a school at Obuasi at GH¢35,000 and the house of the deceased at Tema valued at GH¢30,000. The Judicial Secretary has meanwhile announced in statement that the Registrar of the Tema Land Court Sebastian Agbo has been dismissed for fraudulently preparing 30 court orders.

    The case was heard by Justices Victor Jones Dotse, Avril Lovelace-Johnson, Issifu Omoro Tanko Amadu, Henrietta Mensah Bonsu and Emmanuel Yonny Kulendi.

    Former commander of the Ghana Police Service‘s Motor Traffic and Transport Department (MTTD), ACP (rtd) Victor Tandoh, has stated that the Accra-Tema Motorway has exceeded its value.

    The 19-kilometre highway that links the harbour city Tema to Accra is replete with deep potholes and road markings have been wiped off.

    Several attempts by the government to rehabilitate the Accra-Tema Motorway have over the years proven futile. 

    Attempts to also use foreign contractors to fix the deplorable motorway have failed due to lack of funds.

    Speaking to the media on Wednesday, May 10, Tandoh said: “It [the expressway] is no more a motorway, it has become an urban road.”“Dual carriage roads provide safety, and it also provides security, because when you are driving on it, the speed limit is quite different from driving on any other roads, but now I am afraid, I don’t know if we can call it motorway,” the former police chief said.“Seriously speaking, the motorway is no longer safe, the speed at which you can drive on the road has reduced because of the deteriorating [nature],” Tandoh said.

    TUC to protest today over dismissal of Sunon Asogli workers

    In solidarity with the Ghana Mine Workers’ Union, the Ghana Trades Union Congress (TUC) will stage a protest today, May 9, against what it claims a violation of workers’ rights by a Chinese corporation, Sunon Asogli Power Ghana.

    This follows the expiry of an ultimatum given by various unions for the company to reinstate contract workers whose appointments were terminated for allegedly joining the Ghana Mine Workers’ Union.

    Secretary General of TUC, Dr. Yaw Baah said the Police in Tema have been notified of the protest.

    Dr. Yaw Baah, addressing journalists said, “We need to show that we are a union, and we have to do what unions do. What unions do is very clear in the actions we take. The minister came in but there was no success. This last Friday, May 5, we were in a meeting with Togbe Afede XIV, Agbogbomefia of the Asogli State, for two hours plus, and we also met the leaders and management for four hours and nothing came out of it”.

    Dr. Yaw Baah said TUC and sector unions under it will continue to fight until their demands are met.

    “Our demand is very simple, our three brothers should be reinstated now. They have done nothing wrong, they only exercised their rights. People want to join the union, and they are losing their jobs? We should never allow this to happen. Eat well and reserve your energy because today we will take action, we are prepared. We are going to fight and fight until we win, so get ready. You [Sunon Asogli Ghana Limited] cannot deny workers of Ghana the right to unionise. Labour is not a commodity you can buy from the shelf, use it and throw it away,” Dr. Yaw Baah stated.

    Meanwhile, the General Secretary of the Ghana Mine Workers’ Union of TUC Abdul-Moomin Gbana says a series of protests and industrial actions will also be held if their demands are not met.

    “TUC has resolved to use every means including protest marches, picketing, demonstrations, strike actions across the industry and the country to demand the reinstatement of the three dismissed local union leaders of Sunon Asogli Ghana Limited. We will also work with TUC Ghana and all organised groups and those abroad to demand the reinstatement of the leaders, and halt the notorious acts of intimidation and victimisation by Sunon Asogli Ghana Limited without further delay,” Abdul-Moomin Gbana stated.

    Two busted for allegedly stealing rail tracks

    Two persons have been arrested in connection with some allegedly stolen steel sleepers and train tracks belonging to the Ghana Railway Development Authority in a viral video.

    The suspects Ibrahim John and Bashiru Ibrahim were arrested while transporting the said items to Ferro Frabrik Ltd. yard in Tema.

    According to the suspects, their company has been contracted by the Ministry of Railway Development to cart the items to Tema.

    Officials of the company who were not met at the premises of the company have been asked to report to the Police Tuesday morning to assist in the investigation.

    Contact has also been made with the Ministry of Railway Development and officials of the Ministry are expected to report to the Police on Tuesday, 2nd May 2023 to support the investigation.

    Meanwhile, three DAF trucks GN 8501 – 15, GT 4705 -15 and GT 6707 -15 which were being used to convey the items have been impounded and parked at the National Police Training School due to the size of the trucks; while investigation continues.

    A Chop Bar owner in Tema’s heavy industrial area, Florence Mensah, has been slapped with a GH¢2,400.00 fine.

    She was fined by the Tema Community Centre District Court for running a restaurant without a Medical Health Licence.

    In default, she will go to jail for one week.

    The Court Presided over by Siren Mahama fined Florence on her own guilty plea to three charges of dumping refuse in a public drain, burning trash in an open area, and failing to have a medical health certificate.

    She was penalised GH¢1,200.00 for the first count, GH¢1,800.00 for the second count, and GHS2,400.00 for the third count, all to run concurrently.

    Saudatu Issaka, an Environmental Health Analyst, prosecuting, stated that when Environmental Health Officers inspected the accused’s premises, they discovered haphazardly disposed of and burnt rubbish in the open.

    Officers also discovered some of the refuse in the stormwater drains, according to the prosecution.

    According to the facts, as presented by the prosecution, Florence was called to the scene and all of the problems were pointed out to her.

    Florence and her three employees were unable to provide their medical health certificates, which allowed them to sell food to the public.

    According to the Prosecutor, a notice of abetment was served on her and the two others after a short health education, ordering her to stop dumping refuse in the drain, provide dust bins to store their waste and obtain the medical certificate for herself and her employees within seven days.

    The prosecution also stated that a re-inspection was performed on October 10, 2022, and that while the other two people did comply with the notification, she continued to burn trash in the open.

    She was subsequently charged with the offence.

    The Tema Region of the Electricity Company of Ghana Limited (ECG) has disconnected 310 customers, mainly for non-payment of electricity consumed.

    The disconnections were done as part of the company’s nationwide one month revenue mobilisation programme which began on March 20, 2023 and is expected to end on April 20, 2023.

    The 310 disconnected customers were part of a total of 2,344 customers who were visited within the first two weeks of the exercise. These customers include all individuals, small, medium and large scale organisations.

    Revenue mobilisation is a usual part of the ECGs operations. It is handled by a unit in the organisation known as the Revenue Protection Unit. However, for this special exercise, the organisation rallied the management team and all back end staff from the very top to the bottom, who do not usually deal with customers directly to partake in this activity.

    Tema ECG disconnects 310 Customers

    The members of the Board of Directors also joined in this exercise.

    The General Manager for ECG, Tema Region, Ing. Ankomah Emmanuel encouraged customers to “do well to pay up their bills to avoid debt and possible disconnection”.

    He also added that “we entreat customers not to make any payment whatsoever to any staff of the company on the field as that is not part of this exercise.”

    All customers are to make all cash payments at ECG offices and to make cheque payments at banks. Alternatively, payments can be made through the phone short code *226#.

    Ing. Ankomah added that the exercise will continue, while hoping that more customers will work towards clearing up their debts owed ECG.

    For robbing and raping a woman, the Tema Circuit Court B sentenced 28-year-old Louis Dordzi Dzidefo to 23 years of imprisonment with hard labor.

    Dzidefo entered a not guilty plea to the allegation of robbery when he first appeared in court, and the Court, presided over by Ms. Bertha Aniagyei, condemned him after a thorough trial.

    The prosecutor, Assistant Superintendent of Police (ASP) Ms. Stella Odame, claimed that the complainant lived at Kakasunanka Number One and the defendant, also known as D-claim, lived at Gbetsele.

    She said on July 13, 2021, at about 00:00 hours, the complainant engaged the service of Dzidefo who was then in charge of a Haojue motorbike with registration number M-21-GR 1955 to convey her from Kakasunaka Number One to Golf City.

    The Prosecution stated that on reaching the complainant’s destination at Golf City, Dordzi, requested that they exchanged phone numbers for the complainant to call him to pick her back to Kakasunaka Number One when she was done with her mission.

    The facts stated that the complainant obliged, and at about 00:21 hours on the same day she called him to pick her back as agreed, adding that on their way, he branched into an unknown road with an excuse that he encountered Police officers on his way to pick her hence the need to swerve.

    The court heard that upon reaching a section of the road near the Energy Commission, at Tema Community 25, Dzidefo veered into a nearby bush and parked at a refuse dump.  He pulled out a concealed penknife at the complainant and forcibly took her Samsung galaxy A3 smartphone valued GHS1,800.00, and her handbag containing sum of GH₵200.00, room keys, handkerchief, and soap.

    Prosecution said, the convict not satisfied with that, forcibly had vaginal and anal sex with the complainant at knifepoint at the refuse dump.  She said he bolted with the booty after his act, abandoning the victim in the bush.  The complainant later made a complaint to the Golf City Police, where she was issued with an extract of occurrence to Tema Community 25 Police for the necessary assistance and the issuance of a medical form to attend hospital.

    According to the prosecution, on July 16, 2021, Dzidefo cashed out an amount of Gh₵247.00 from the complaint’s mobile money account from an MTN MOMO agent and transferred some amount to his cellphone number 0242114906.

    The facts indicated that on July 22, 2021, the Police prepared an ex-parte motion for a court order which was granted and same was served on MTN Ghana Limited, to furnish them with an itemized bill of the accused.  

    Investigations revealed that on August 25, 2021, between the hours of 10:02:59am to 12:06:58pm Dzidefo inserted his MTN number 0242114906 sim card into the complainant’s Samsung Galaxy A3 smartphone.

    Police intelligence led to his arrest at his hideout at Kakasunanka Number One, cautioned and charged and arraigned him after investigations.

    Electrochem Ghana Limited, a salt mining company owned by Dr Daniel McKorley, has been cut off from the national power grid. 

    This was done by the Electricity Company of Ghana (ECG)’s task force in the Tema Region. 

    According to the ECG, the metres installed in at the company’s premises have been tampered with. 

    This was disclosed by the External Communications Manager of ECG, Laila Abubakari. 

    “It has come to light that ECG meter readers have been denied entry to gain access to the meter installed in their premises.”

    The ECG task force subsequently disconnected the company after engaging with the security personnel of the company. 

    The team, prior to visiting the Electrochem company, disconnected power to three other privately owned businesses including a banana farm, Moonlight Fresco Limited, and a fish farm Frosell all in the Ada district.

    The other was the Kemmat Hotel, which owes over GHS 200,000 on its six meters.

    This follows the power company’s massive disconnection operation on Monday, March 20, in an effort to collect a debt of GHS 5.7 billion.

    ECG asked its customers to pay up or be disconnected from the grid.

    The company says it risks shutting down if they are unable to clear an outstanding $1 billion owed to some Independent Power Producers (IPP) hence the revenue mobilisation drive.

    As a result, the Managing Director of ECG, Mr Samuel Dubik Mr Mahama has said a halt in the exercise could be dire for the company.

    “How do we pay the Independent Power Producers? How do we pay GRIDCo? How do we pay VRA? It is a shared responsibility.

    “Please let’s just do the right thing, because I don’t even have the moral right after sending somebody out of the office to pick up the phone and call him and say ‘hello, can you cut X, Y and Z slack? No’ then what is the moral of the exercise?”’ he questioned.

    $8m VW vehicle assembly plant inaugurated in Tema

    The Caretaker Minister of Trade and Industry, Mr Samuel Abu Ji­napor, on Wednes­day inaugurated an $8m Volkswagen (VW) vehicle assembly plant in Tema.

    The assembly plant by the German car manufacturer, VW Ghana is located in the Free Zones Enclave in Tema.

    Speaking at the inauguration, the caretaker minister stated that the assembling, and ultimately, production of vehicles in Gha­na would create new and highly skilled citizens jobs.

    He added that it would further reduce the use of foreign exchange to import second-hand vehicles and, at the same time, promote the exportation of Made in Ghana cars to other African markets that would in turn earn Ghana much-needed foreign exchange.

    “The vision is to make Ghana a fully integrated and competitive industrial hub for the automo­tive industry in West Africa,” he explained.

    Mr Jinapor stated that as a result of the government’s effort to make Ghana an industrial hub, it created the Ghana Automotive Develop­ment Policy to aid that agenda.

    “Government created the Ghana Automotive Development Policy to incentivise and facilitate local manufacturing and assembly in Ghana and establish it as a fully in­tegrated and competitive industrial hub,” he explained.

    The caretaker minister called for more stakehold­er invest­ment into the automotive and component manufacturing sector as it was “a key sector for economic growth and transformation and a driver of employment.”

    He urged all Ghanaians to purchase locally assembled vehicles as they were of the same quality as the ones produced in Europe.

    Mr Jinapor hinted at further collaborations between VW and the government to increase the automobile manufacturing capacity of the country.

    The Managing Director (MD) of VW Ghana, Mr Jeffery Op­pong Peprah, stated that the new assembly plant was a scale-up of the old assembly plant and a reconfirmation of its investment in the country.

    “Having our assembly plant in Tema which is closer to the port would reduce the cost of trans­portation of the vehicle parts,” he added.

    Mr Peprah said that the as­sembly plant, which can assemble 5,000 units per annum, would produce vehicles like “Tiguan, Teramont, Passat, Polo, Amarok and T-Cross.”

    He stated that VW would lever­age the AfCFTA to reach a broader market and invest in the economic growth of Ghana.

    Mr Peprah appealed to the government to fully implement the Ghana Automotive Develop­ment Policy for companies in the automobile manufacturing industry to leverage and contribute towards socio-economic development.

    Also, the MD for VW South Africa, Martina Biene, in her remarks stated that VW was the first automotive company to be registered under the Ghana Auto­motive Development Programme (GADP), “and this new investment strengthens the brand’s presence in the country and the region.”

    She explained that Ghana was an important market for the Sub-Saharan Africa expansion plans of VW in West Africa, hence the desire to develop a collaborative automotive industry hub amongst the countries in the region.

    “The hub concept will ensure that each country with an automo­tive development policy or eco­nomic interest in the automotive industry has an important role to play in the supply value chain. We believe AfCFTA will be the catalyst which will unlock trade barriers and promote regional collaboration amongst the countries,” she said

    Private contractor should be blamed for water supply shortage – Tema residents

    The Ghana Water Company Limited (GWCL) has blamed a private contractor working for the municipality for damaging its line for the recent interruption in water supply to households in the Tema district.

    Residents in the region have been experiencing water shortage for the past few weeks due to maintenance works including the changing of non-functioning pipes by GWCL.

    The development has affected businesses and households.

    Appearing on the Asaase Breakfast Show on Monday (27 February) Musah Amidu, the Tema regional manager of the Ghana Water Company Limited said the company has filed a complaint against the private contractor with the Public Utilities and Regulatory Commission (PURC).

    “…When you come to HFC side, there is a contractor working since last year on that side, and has been destroying the lines almost everyday,” he added. “We have sent several complaints.”

    “But he is not listening to us. So, we have even written a letter to PURC complaining about his attitude, because he is causing inconvenience to our customers. We are waiting for PURC to call us for discussions with him,” he said.

    Meanwhile, water has been restored to some areas after the completion of maintenance works by GWCL.
