    Airbus scandal: OSP can’t clear Mahama, he is not a judge – Dep. Minister

    Deputy Health Minister Alexander Akwasi Acquah has taken issue with former President John Dramani Mahama following the Office of the Special Prosecutor’s (OSP) report that cleared him of any corruption charges related to the Airbus scandal.

    The OSP’s investigative findings confirmed that Mahama neither accepted a bribe nor engaged in any corrupt activities concerning the acquisition of three military aircraft from Airbus.

    “The OSP found no evidentiary basis that suggests that former President John Dramani Mahama or any other public official was induced to improperly favour or did improperly favour Airbus in respect of the purchase by the Government of Ghana of military transport aircraft from Airbus,” the OSP stated.

    The OSP therefore cleared the former President and leader of the National Democratic Congress, saying, “The Special Prosecutor has directed the closure of the OSP investigation into the alleged bribery of high-ranking Ghanaian officials by Airbus SE, through intermediaries, in respect of the sale of military transport aircraft by Airbus SE to the Republic of Ghana between 2009 and 2015.”

    But Alexander Akwasi Acquah, who doubles as MP for Akim Oda, finds the OSP’s report inconclusive, stating that the Special Prosecutor, Kissi Agyebeng, is not a judge.

    “OSP is a prosecutor, special prosecutor. He is not a judge, therefore cannot clear any person of wrongdoing,” he replied.

    He explained on Peace FM’s “Kokrokoo” show that the duty of Agyebeng is to investigate a matter and prosecute a person for wrongdoing; hence, he has no power to acquit anyone.

    “It is only a court of competent jurisdiction,” he stressed, “that can determine whether or not Mahama is guilty of the accusations leveled against him in the Airbus scandal.”

    He added that the issue is not over because, to him, what Ghanaians want to know is who the “Government Official 1” cited in the Airbus scandal is. So Mahama being identified as Government Official 1 doesn’t conclude the investigations, but rather, the matter is yet to begin as it will take a court to establish the truth.

    Gbese Mantse, Nii Ayi-Bonte, announced that Accra Great Olympics would be excluded from all future football tournaments he hosts, citing what he termed as the club’s disrespectful behavior.

    Speaking at a press conference on Wednesday, Nii Ayi-Bonte expressed his disappointment with Great Olympics for turning down his invitation to participate in the 2023 Homowo Cup.

    As a result, he has decided to sever ties with the club, which had been a regular participant in the yearly competition against Hearts of Oak.

    “I will never invite Olympics to any football game again due to the disrespect they showed by not honouring my invitation last year,” Nii Ayi-Bonte stated.

    As a result, the 2024 Homowo Cup will see a change in the lineup. Instead of Great Olympics, Hearts of Oak will face Hearts of Lions.

    Some people believed to be local residents can be seen on the site with containers and other vessels collecting the spilled oil.

    Some of the residents were seen collecting the spilled oil into a bucket and storing it in water tanks situated right at the shoulder of the road.

    Meanwhile, some residents expressed worry about the pilled oil being collected being would be sold on the market for consumption.

    A voice in the background of the video is heard residents that the oil is not for consumption but purposely for the production of local soaps.

    World Bank gives Ghana $155 million to restore degraded coastal areas

    Ghana has secured $155 million to aid in the restoration of its damaged coastal regions.

    This funding includes $150 million in financial aid and an additional $5 million grant, both designed to address the impacts of natural and man-made disasters on the country’s coastal communities.

    Mrs. Naila Ahmed, the Programme Leader for the World Bank in West Africa, shared this information during the launch of the West Africa Coastal Areas (WACA) Resilience Project II in Accra.

    The project, organized by the Ministry of Environment, Science, Technology, and Innovation (MESTI), aims to combat coastal erosion in Ghana.

    The launch event was attended by representatives from the World Bank, WACA, the Ministry of Finance, Civil Society Organizations, MESTI, and the Ministry of Lands and Natural Resources.

    Mrs. Ahmed highlighted that 5.5 million people living along Ghana’s coastline face severe challenges, with 80 percent of the coastline being highly susceptible to erosion and flooding.

    She noted that these issues were deeply troubling. The first phase of the WACA project had already improved conditions for 27,000 households, making them less vulnerable to coastal erosion and flooding.

    “Over 27,000 hectares of natural habitat in the coastal zone has been restored. 4,200 people have benefited from social sub-projects with 75 per cent of them being women,” she said.

    The Programme Leader said while the chal­lenges facing coastal communities are signifi­cant, they could be achieved through collective action.

    “By working together, we can build a resilient and sustainable future for our coastal communities, protecting livelihoods, ecosys­tems, and infrastructure from the impacts of climate change and coastal erosion,” she said.

    Mrs. Ophelia Mensah-Hayford, the Minister of Environment, Science, Technology, and Innovation (MESTI), has confirmed that Ghana has received the funds for coastal restoration.

    She highlighted that approximately 500,000 people across Africa are impacted annually by intensified coastal erosion, flooding, and pollution. The new financial support is expected to significantly alleviate these coastal challenges in Ghana.

    “These coastal disasters threaten the physical landscape and destabilise our coastal community’s socio-economic resources. The situation along the coast of Ghana has further been exacerbated by climate change and this menace cannot be underestimated,” she said.

    She said that challenges like flooding under­mined spending on education, health, climate and other developmental priorities, thereby weakening the livelihoods of millions of coast­al dependent households.

    “In a country with an economy historically driven by high resilience and natural resources, managing Ghana’s coastal zone environment is crucial for sustainable development and climate resilience,” she said.

    The minister said that the project sought to integrate the activities of countries and regional institutions to achieve transforma­tional and sustainable change in coastal zone environment.

    He emphasised the importance of electing a leader who would be accountable to the people for a full term.

    “If we vote for former president Mahama, he can only become president for four years. Four years and that is it.

    He doesn’t have to come back for another election. You wouldn’t see him again in Lower Manya Krobo, he won’t come back, he’ll just take the presidency and it’s bye-bye, honeymoon and it’s retirement.”

    Speaker of Parliament Alban Bagbin has called for a parliamentary session on Tuesday, September 3, 2024.

    This decision follows a petition from Majority Leader Alexander Afenyo-Markin, who urgently requested the House to reconvene for discussions on government matters.

    In his response on Wednesday, August 7, the Speaker indicated that after thoroughly reviewing the issues presented in the request, they did not meet the requirements outlined in Article 112 of the Constitution.

    “Most of the issues, including the $250 million IDA financing agreement, were already tabled before the House prior to the adjournment on 30th July 2024.

    The fact that these matters were already under consideration by Parliament and, in the case of the IDA Financing Agreement, were even subjected to debate and rejected, undermines the essence of the request for a recall.”

    “Indeed, several of the bills listed on the request are bills that are still under consideration at Committee. The official reports of 30th July show the unwillingness of even members of the Majority side to transact the same business,” he noted.

    Mr Bagbin noted that Article 112 (1) of the Constitution empowered him to appoint the place for Parliament to conduct its

    business.

    “Relying on this constitutional provision and noting the unavailability of the Chamber of the House as stated above, the poor state of the Accra International Conference Centre, the Speaker has a practical challenge to appoint a place suitable for a parliamentary meeting,” he added.

    He mentioned that it was essential to consider the broader context, including current logistical challenges, in order to make a decision that upholds the principles of good governance and democratic integrity.

    “To address these practical concerns, and to allow sufficient time for preparations, as I intimated several times to the House before the adjournment sine die, I summon Parliament to meet on Tuesday, 3rd of September 2024, at a place and venue to be communicated as soon as one becomes available. Order 53 cannot therefore be fully complied with,” he stated.

    Mr Bagbin assured the public that his commitment to his Oath to inter alia “faithfully and consciously discharge my duties as Speaker of Parliament.”

    Sofoase Yefere Royal Family of Wenchi, connected to the Busia family, has submitted a judicial review request to the High Court in Sunyani.

    This application, filed on July 25, 2024, seeks a Mandamus order to compel the Judicial Committee of the Bono Regional House of Chiefs to assemble a panel to address a longstanding chieftaincy dispute.

    The original petition, lodged on July 24, 2019, challenges the selection of Mr. Abrefa Damoah as Wenchihene, arguing that it violates the constitution and the Chieftaincy Act, 2009 (Act 759).

    Initially, the Bono Regional House of Chiefs issued an injunction preventing Damoah from assuming the role of Wenchihene.

    However, this injunction was later overturned by the National House of Chiefs, which instructed the Bono Regional House of Chiefs to swiftly address the underlying case.

    Despite this directive, the Bono Regional House of Chiefs, under the leadership of Dormahene Nana Agyeman Badu II, has yet to form a panel to hear the matter.

    This delay has led the Sofoase Yefere Royal Family to pursue legal action. The High Court in Sunyani has scheduled the next hearing for October 4, 2024.

    The application was filed by Dr. Obeng Gyan Busia, the head of the Sofoase Yefere Royal Family, through his lawyer, Kwabena Asare Atuah of Asamoah-Cheremeh Chambers.

    Despite leading Manchester United to an FA Cup win over Manchester City and achieving his second trophy with the club, having previously won the Carabao Cup, Ten Hag faces the challenge of overcoming United’s worst-ever Premier League finish.

    With INEOS, the club’s minority owners, showing continued support, expectations for the upcoming season are significantly higher.

    “The cup is not the club’s main objective, they have got to be challenging for the title like Man City and Arsenal have been doing over the last two seasons,” Silvestre said to TG Casino. “There is still a lot of room for improvement and hopefully he can get some more signings to improve the squad.”

    United considered a number of candidates to succeed Ten Hag and held discussions with Thomas Tuchel before eventually deciding to stick with the Dutchman, triggering the one-year extension in his contract.

    Silvestre believes that was the right decision, as he added: “I couldn’t identify another candidate for the job. I think Erik was given a tough task and he started brilliantly but last season was a disappointment.

    There were question marks on the team’s progress and performances. Certain players didn’t progress and there were big doubts about his future. Now it’s been confirmed and he’s going to have resources.”

    This summer, Erik ten Hag has secured two new additions for Manchester United: Leny Yoro from Lille for £52 million ($66 million) and Joshua Zirkzee from Bologna for £37 million ($43 million).

    The club is also eyeing Noussair Mazraoui from Bayern Munich.

    Mazraoui, a right-back from Morocco, is one of several players Ten Hag has pursued or signed due to their past connections at Ajax, a move that has faced some criticism.

    However, Silvestre believes this approach is not an issue.

    “It depends, it’s case-by-case and you can’t make it as a general view,” added the Frenchman. “There were some good ones and some that didn’t work out so far, like Antony. Lisandro Martinez on the other side is the one that when he doesn’t play, you feel it.

    Whether you are a manager or you are a sporting director, you tend to have a certain network and that’s just how it goes, but after it’s a matter of whether or not the player will perform for United.

    So I think now we have the new staff around the manager at the recruitment level and technical decision makers that should help the manager to make the right call.”

    Manchester United’s pre-season has been challenging, with three defeats in five friendlies and injuries to Leny Yoro and Rasmus Højlund.

    Despite these setbacks, they will welcome back their full squad for the Community Shield clash against Manchester City on Saturday. The team will then kick off their Premier League season with a home match against Fulham on August 16.

    Bartosz Frankowski, who served as a Video Assistant Referee (VAR) at Euro 2024, was originally designated as the VAR for the third qualifying round first-leg match in Lublin, Poland, with Tomasz Musial set to act as his assistant.

    UEFA confirmed that both referees have been replaced but declined to provide further comments on the matter.

    “The College of Referees of the Polish FA will carry out a detailed analysis of the situation in connection with reports of improper behaviour of two Ekstraklasa referees who were supposed to work on the Champions League qualifying match between Dynamo Kiev and Rangers FC,” a PZPN statement said.

    Polish media reported that the two referees were observed carrying a road sign down a street in Lublin.

    Following a police check of their alcohol levels, they were taken to a sobering-up room early Tuesday morning.

    As a result, Tomasz Kwiatkowski and Pawel Malec have been appointed to replace them for the match, which is being held in Poland due to the Russian invasion of Ukraine.

    “Nobody can come and rewrite our history. Indeed, for those of you who don’t know, when the Queen finally agreed to give Ghana independence, the UGCC Nana Akufo-Addo is fighting to be recognised as the founders of Ghana wrote a petition.

    They sent people to England to tell the queen not to grant independence because we are not ready yet.”

    This statement follows President Akufo-Addo’s remarks on August 3, where he reignited the debate by rejecting the idea that Ghana’s founding can be attributed to just one person during a national broadcast.

    In phase one, 10,000 streetlights were distributed in 2022.

    They will do a pilot from Shiashie through the Airport to 37 to Accra Central.

    National Chairman Samuel Mensah, along with other national executives, voiced their dissatisfaction at an emergency press conference, condemning the decision to import semi-refined sugar without consulting them first.

    The out-growers have urged the Minister for Trade and Industry to justify the decision and outline how the government plans to buy their sugar cane to supplement the imported semi-refined sugar.

    This follows Minister K.T. Hammond’s announcement that the government plans to lease the Komenda Sugar Factory to West African Agro Limited, an Indian company, for a renewable term of 15 to 20 years.

    The out-growers threatened to mobilize their members against the ruling government if their demands are not met.

    Nana Andoh VI, the group’s secretary, emphasized that the out-growers expected the government to purchase the locally available sugar cane and only then consider importing semi-refined sugar to complement the local supply.

    They also expressed their disappointment with the government’s lack of support for farmers under the Planting for Food policy, criticizing the failure to promote large-scale sugar cane plantations to sustain the factory.

    According to Nana Andoh VI, the government’s actions have let down the entire country.

    Chief Justice Gertrude Torkonoo has inaugurated 12 special courts dedicated to handling small claims and debt recovery cases, with eight located in the Greater Accra Region and four in the Ashanti Region.

    This initiative was prompted by a significant increase in small claims cases at the district courts, largely due to filings by Bills MicroCredit.

    Justice Esaaba Torkonoo highlighted that over 70% of these cases involved claims of less than GHC 5,000. The surge in cases overwhelmed the district courts, undermining the Judicial Service’s shift system.

    To address this, the Judicial Service, with support from Bills MicroCredit, established these specialized courts. They will operate every weekday afternoon and on Saturdays to manage the caseload effectively.

    “For the Greater Accra Region, District Court, Ashaiman, District Court, Teshie, District Court, Kasoa and District Court, La, will operate as the Saturday courts while District Court, Weija, District Court, Sowutuom, District Court ‘2’, Adenta and District Court, Gbese will operate as the weekday afternoon courts,” Chief Justice Torkonoo noted during the opening of the courts.

    During the opening of the new courts at the La District Courts, the Chief Justice expressed gratitude to Bills MicroCredit for their support in establishing these 12 special courts.

    Richard Quaye, the CEO of Bills MicroCredit, remarked that these courts would significantly benefit their business operations, noting that they have already filed 30,000 cases nationwide.

    ‘One significant challenge we have faced is the sheer volume of defaulters resulting in our need to resort to the courts for recovery — over 30,000 — filed by our company seeking expedited hearings.

    “The establishment of the new Small Claims Court will greatly alleviate the burden on our judicial system, ensuring that cases are resolved more quickly and efficiently,” Richard Quaye said at the opening of the courts.

    Despite the damage, representatives from the National Sports Authority (NSA) in the Ashanti Region have reassured fans that they are taking swift action to restore the pitch to its optimal condition.

    “We have a robust plan, a crack field, and a maintenance team to recover the pitch and restore the facility in general in record time throughout August. Stakeholders can rest assured,” the NSA Ashanti Region stated in a post.

    Meanwhile, Angola manager Pedro Gonçalves, speaking ahead of the game has called for a ‘fair’ game following unspecified displeasing treatment in their last outing against Ghana in Kumasi.

    “Both games in the last qualifiers were very balanced, so I guess we have our chances this time.

    I hope we will have a good game in Kumasi because the last time, a lot of things happened, so I hope CAF opens their eyes.

    A lot happened, and Ghana doesn’t need to be in that situation. I am hoping for a fair match, and in the end, we will see who’s going to win,” he said.

    Ghana and Angola are in Group F for the 2025 Africa Cup of Nations qualifiers along with Sudan and Niger.

    Both nations faced each other during the 2023 AFCON qualifiers, where Ghana won the first leg 1-0 and drew the second leg 1-1.

    Afrifah’s path to the Olympics has been anything but typical.

    He was born and raised in Tel Aviv to Ghanaian Akan parents who had immigrated to Israel a decade before his birth. His father was employed at the Ghanaian embassy, while his mother worked as a cleaner.

    Despite his upbringing in Israel, Afrifah encountered significant obstacles in obtaining Israeli citizenship.

    In a 2022 interview with Haaretz, he expressed his frustration over being regarded as a foreigner in the country he calls home.

    “People here in Israel made me ‘not an Israeli’ because my parents came from somewhere else. The minute you have citizenship, then you are considered Israeli, but if you don’t have it, you are not part of the ‘Israeliness’,” he said.

    After a prolonged struggle that included surviving a deportation attempt in 2010 and multiple appeals to the government, Afrifah finally obtained Israeli citizenship in 2020.

    He went on to serve in the Israel Defense Forces in 2022.

    The 20-year-old sprinter has rapidly climbed the athletic ranks, becoming the first Israeli to clinch a gold medal at the U-23 European Championship in 2023. He also holds the Israeli national record for the 200m, clocking in at 20.95 seconds.

    Afrifah’s sister, Mercy, is also an emerging talent in sprinting, competing in both the 100m and 200m events.

    Mali has announced the severance of diplomatic ties with Ukraine following comments from a Ukrainian military official suggesting Kyiv’s involvement in recent deadly conflicts near the Algerian border.

    The clashes resulted in the deaths of numerous Malian soldiers and Russian Wagner group mercenaries during confrontations with Tuareg separatist rebels and al-Qaeda-linked fighters.

    Andriy Yusov, a Ukrainian military intelligence spokesman, stated last week that the rebels had received “necessary information” to carry out the attacks.

    Colonel Abdoulaye Maiga, a senior Malian official, expressed his government’s shock at the allegation and accused Ukraine of infringing on Mali’s sovereignty.

    Yusov’s comments “admitted Ukraine’s involvement in a cowardly, treacherous and barbaric attack by armed terrorist groups” that had led to the deaths of Malian soldiers, Col Maiga’s statement said.

    Mali has decided to break off relations “with immediate effect”, he said.

    Wagner confirmed the death of one of its commanders and the downing of a Russian helicopter amid “fierce fighting,” stating they had faced an assault by approximately 1,000 fighters.

    On Thursday, Tuareg-led separatists claimed they had killed 84 Wagner mercenaries and 47 Malian soldiers.

    Over a decade ago, a Tuareg rebellion seeking a separate state led to the Malian central government losing control over much of the north. The conflict was further complicated by the intervention of Islamist militants.

    Citing the previous government’s failure to manage this unrest, the military took power in coups in 2020 and 2021. The new junta then shifted Mali’s longstanding alliance from former colonial power France to Russia in an effort to quell the ongoing conflict.

    Lloyds Bank estimates that thousands of young people in the UK were duped into paying for fake Premier League football tickets last season.

    The bank reported a significant increase in ticketing fraud, with cases up by approximately a third compared to the previous year, and advised fans to remain vigilant.

    UK Finance, a banking industry group, noted that tickets for football matches sell out quickly, creating opportunities for scammers to exploit eager fans seeking deals.

    The group also called on social media platforms to take stronger measures against fraud and urged consumers to stay cautious.

    Lloyds Bank estimated that around 6,000 UK football fans fell victim to ticket scams last season, based on an analysis of its fraud data and the bank’s market share, which is about 20% of UK current accounts. This suggests that at least 1,200 of Lloyds’ own customers were scammed.

    Most victims were aged between 18 and 34, with the average loss per customer being £177, though some individuals lost over £1,000. Scammers primarily targeted fans of major teams, with Arsenal and Liverpool supporters being the most frequently victimized.

    The majority of scams, about 56%, originated on Facebook Marketplace, while 26% started on X (formerly known as Twitter).

    Earlier this year, Lloyds Bank also reported that Taylor Swift fans lost over £1 million to ticket scammers ahead of her UK tour.

    How did the scams work?

    Criminals create fake posts on social media or online marketplaces to advertise tickets that do not exist, often with pictures of real tickets to convince the buyer they’re genuine.

    The victim is then tricked into making a payment, usually by bank transfer.

    Once the money has been transferred, the fraudster just disappears, and the victim gets nothing in return.

    The problem with bank transfers is they are not designed for online transactions, so it is more difficult to get your money back once it has gone.

    The banks can pay victims back, but the transactions don’t have the same protections as buying something with a bank card, for example.

    What can fans do?

    Liz Ziegler, fraud prevention director at Lloyds Bank, said “missing out on the big match after falling victim to a ticket scam can be devastating”.

    She urged fans to purchase tickets only through official channels and to be wary of offers that seem unusually cheap.

    UK Finance cautioned fans to pause and consider carefully before spending any money. They emphasized that it’s perfectly acceptable to reject suspicious requests, as scammers often try to pressure or intimidate you into making quick decisions.

    Using a credit card for purchases between £100 and £30,000 provides extra protection.

    The Premier League also recommends that fans buy tickets directly from the clubs or their authorized partners.

    “Tech and social media companies need to step up and tackle the criminality which is taking place on their platforms and contribute to cost of reimbursing victims,” the spokesperson said.

    “These are the rules. For all the clubs at this moment it is almost compulsory they are compelled to sell players from the academy because of the rules. It’s not only us, it’s all the clubs.”

    Snapdragon, Manchester United’s shirt sponsor, would be interested in exploring any opportunity to help fund the club’s new stadium by buying naming rights.

    The tech company has replaced TeamViewer as United’s front-shirt sponsor this season after agreeing a three-year deal worth £180 million ($230m).

    United are open to the possibility of selling naming rights to their new stadium — either a brand new venue or a redevelopment of Old Trafford—and Snapdragon would be interested if the opportunity arose.

    “Old Trafford is Old Trafford; it should always be Old Trafford,” Don McGuire, chief marketing officer of Snapdragon’s parent company, Qualcomm, said.

    “But if there is a brand attached to that in some way, shape or form, powered by someone, an ‘at’ or whatever … this Snapdragon Stadium at Bashor Field.

    “We are working very closely with the team on the re-imagination of Old Trafford from a technology and innovation standpoint, as well as Carrington.

    “So if that leads to something bigger, where it would make sense for us to go even bigger — this [shirt sponsor] is pretty big by the way, not inexpensive — but if it makes sense, we are always looking out for opportunities.”

    Sources indicate that Manchester United’s task force, which has been assigned to oversee the stadium project, has tentatively proposed constructing a new 100,000-seat stadium on land located behind Old Trafford.

    A final decision on this proposal is not expected until the end of the year.

    This option is also preferred by Sir Jim Ratcliffe, the club’s new co-owner.

    The club has stated that all funding options are being evaluated for the project, which is anticipated to span approximately six years and exceed £2 billion in cost.

    While the potential sale of naming rights is under consideration, Manchester United has emphasised that no decisions will be finalized without first consulting with their supporters.

    Auditor-General faults ECG for $145m meter procurement irregularities

    The Auditor-General’s report has revealed that the Electricity Company of Ghana Ltd. (ECG) entered into 50 contracts totalling US$145 million for the procurement of 862,750 metres between 2016 and 2021, failing to comply with the Public Procurement Act (PPA).

    The audit of meter management practices indicated that ECG avoided the mandated competitive bidding procedures, choosing restrictive tendering methods without adequate justification.

    “ECG did not take steps to explore the possibility of getting metres of the same specifications at lower prices from manufacturers other than the ones in their database,” the report states, highlighting a lack of value for money considerations.

    Non-compliance

    Notably, ECG’s stance on PPA compliance is particularly concerning. The report said: “ECG is of the opinion that it should not adhere to the PPA requirement as it is a limited liability company that does not depend on government subvention to finance its operations”.

    This position was evidenced by a letter dated February 12, 2014, in which ECG sought the Energy Minister’s legal opinion on PPA adherence.

    Despite seeking exemption from the Ministry of Finance and Economic Planning in July 2020, ECG proceeded with non-compliant procurement practices without receiving official approval.

    The report notes: “In the absence of exemption from the Minister of Finance and Economic Planning, we expected that ECG would be guided by commercial procurement practices in Section 15 (2) of the Public Procurement Act to procure meters”.

    The audit uncovered staggering losses from faulty readings, metre bypassing and power theft. In just four regions over a five-year period, ECG detected GH¢54million (US$4.5million) in losses. Alarmingly, only 39.3 percent of this amount was recovered. Commercial losses averaged 30 percent, well above the 21 percent target, due to insufficient monitoring.

    The report states: “ECG recovered GH¢21,260,166 representing 39.3 percent of the GH¢53,988,463 total amount detected from fraud activities and faulty readings.”

    Contract management issues further exacerbated the situation. The audit found that “ECG failed to comply with conditions of contract to terminate a contract with a manufacturer in the process of procuring the meters”, even when suppliers failed to deliver on time.

    The report cited examples of customers resorting to illegal connections after waiting over a year for meter installations. One customer at the Legon District Office stated: “”If I don’t get the metre today, I will be forced to connect directly to the mains until such time ECG supplies me with a meter”.

    Operational Losses

    In the first nine months of 2023, the Energy Ministry reported that the Electricity Company of Ghana (ECG) experienced collection losses amounting to GH¢2.05 billion.

    This figure is an improvement compared to the GH¢2.45 billion in losses recorded for the entire year of 2022.

    For system losses, ECG reported GH¢4.04 billion by September 2023, a significant increase from the GH¢2.6 billion reported in 2022.

    Technical losses were GH¢1.3 billion as of September 2023, down from GH¢2.8 billion the previous year. However, commercial losses rose to GH¢2.8 billion, up from GH¢1.9 billion in 2022.

    The Auditor-General’s office has recommended several measures to address these issues, including strict compliance with the Public Procurement Act, better contract management and enforcement, enhanced monitoring of prepayment meters, recovery of detected fraud, and prosecuting customers involved in power theft to serve as a deterrent.

    In response, ECG management stated they are “implementing a new monitoring regime whereby metre readers will visit both post-paid and prepayment metres.”

    However, they cited staff inadequacy as a challenge for field monitoring.
