  • Tennis star, Petra Kvitova tells court of knife attack horror

Australian Open finalist Petra Kvitova has given a graphic testimony at the trial of the man accused of stabbing her in her home in the Czech Republic.

She suffered damage to ligaments and tendons in her playing left hand when fighting off an intruder.

“There was blood all over the place,” she said via video-link to avoid being in the same room as the suspect.

The star had surgery for her injuries and returned to tennis five months after the December 2016 attack.

She testified via video-link to avoid being in the same room as the suspect.

The suspect, 33-year-old Radim Zondra, faces 12 years in prison if convicted. He is currently serving another prison sentence for a separate offence.
    What happened to Kvitova?

She said the suspect rang the doorbell and she allowed him to enter as she was expecting a doping test. She said he claimed he had come to inspect the boiler.

While checking the hot water in the bathroom, Zondra allegedly grabbed Kvitova from behind before holding a knife to her throat.

In a struggle to free herself, the knife badly injured her left hand.

She said she offered Zondra money to leave, and he accepted roughly 10,000 Czech crowns (£341; $440).

Her tendons, fingers and nerves were damaged, resulting in a four-hour surgery.

“I was screaming, of course,” she said.

Kvitova made no public comments after the testimony but her spokesman said she was pleased to put it behind her, AP news agency reports.

  • Oscars 2019 ceremony to go without host after Kevin Hart row

This year’s Oscars will be held without an official host – for the first time in 30 years.

The head of ABC Entertainment, which airs the Academy Awards ceremony, said it would instead highlight celebrities presenting the trophies.

Reports had suggested the broadcaster was struggling to fill the role – one of the toughest in US show business.

In December, comedian Kevin Hart pulled out of hosting the ceremony following a controversy over old homophobic tweets.

He said he did not want to be a distraction and that he was “sorry he had hurt people”.

The Oscars host usually delivers an opening monologue as well as being responsible for many of the ceremony’s memorable comedic moments.

As well as the main host, the ceremony also usually enlists an array of movie stars to present the individual statuettes.

ABC Entertainment president Karey Burke said this year’s ceremony on 24 February in Los Angeles would “just have presenters host the Oscars”.

The decision was taken after Hart’s withdrawal, she said.

Ms Burke added that “the mystery” hanging about this year’s event “has been compelling”, proving that viewers were keen to watch it.

A number of Academy Awards ceremonies have had no host. The last time, in 1989, proved highly controversial, not least due to an opening number featuring Rob Lowe and an actress dressed as Disney’s Snow White.

A group of leading Hollywood figures wrote an open letter after the ceremony, calling the telecast “an embarrassment to both the Academy and the entire motion picture industry”.

The Walt Disney Company also filed a legal action against the Academy of Motion Picture Arts and Sciences, accusing the organisation of copyright infringement.

The role of anchoring the Oscars has thrown up problems for a number of hosts since then. The Hollywood Reporter has described it as “the least wanted job in Hollywood”.

The controversy about Hart’s tweets and the choice not to replace him with a single host follows a difficult few years for the Academy.

The 2017 ceremony was rocked by the so-called “Envelopegate” scandal, in which La La Land was wrongly named best picture instead of the actual winner Moonlight.

Plans to introduce a popular film award category were shelved last year following widespread criticism.

The Academy has also been stung by the #OscarsSoWhite campaign, prompted by the all-white line-ups in the four categories for acting in 2015 and 2016.

The art of hosting the Oscars

The role of Oscar host traditionally involves a number of staple ingredients that best suit those with a background in stand-up comedy.

The evening usually begins with a light-hearted musical number, followed by a monologue poking gentle fun at the assembled nominees.

Once the monologue is over, the host’s role is to introduce the various awards presenters and comic interludes, and to smooth things over when things go awry.

Billy Crystal, who hosted the ceremony nine times between 1990 and 2012, proved particularly adept at this, as he showed in 1992 when he introduced veteran producer Hal Roach from the stage.

“It was his 100th birthday,” Crystal recalled in 2013. “He wasn’t supposed to speak, only wave. But he started speaking, holding himself up by the seat in front of him.

“You could barely hear him. It went on and on. You could feel people getting restless.

“I hit on a line and just looked at the audience and said: ‘It’s only fitting, he got his start in silent films!’

“For me, I could look at that one little moment and say, ‘I was OK then. I was a good comedian that night.’”

  • Lionel Messi Barca ‘waiting until last moment’ on Messi fitness for El Clasico

Barcelona have named Lionel Messi in the squad to face Real Madrid in Wednesday’s Copa del Rey semi-final first leg, but will “wait until the last moment” to decide if he plays.

The Argentine returned to training on Tuesday after suffering a thigh injury in Saturday’s 2-2 draw with Valencia.

“It is true that sometimes we have had doubts with players and we have waited until the last moment,” said manager Ernesto Valverde.

    “It’s the same with Messi.”

Wednesday’s tie at the Nou Camp will be the first of three El Clasico’s in 25 days, with the second leg on Wednesday, 27 February and a La Liga encounter on Saturday, 2 March.

Forward Ousmane Dembele is also unlikely to be fit for the first leg at the Nou Camp, as he is still recovering from a hamstring injury.

Real Madrid have everyone available apart from defender Jesus Vallejo, who is out with a muscular issue.

    No Messi, no problem

Messi’s pedigree is undeniable and he is the all-time leading scorer in this fixture with 25 goals.

However, the 31-year-old missed the last meeting between the two sides in October with a broken arm, as Luis Suarez’s hat-trick saw Barca cruise to a 5-1 win.

Barcelona also have a higher average number of goals without him against their fierce rivals, than when he is on the pitch, albeit he has only been absent from three games.

Barcelona are about to embark on a gruelling run of fixtures with league games at Athletic Bilbao, Sevilla and then Real in the next four weeks, as well as two Champions League ties against Lyon thrown in the mix.

Nonetheless, a fit and available Messi is clearly preferable for the La Liga leaders who are giving their captain the time he needs to to prove his fitness.

Messi missed training on Monday, but during a 15-minute open session the following day, a smiling Messi was seen doing some light jogging and taking part in a relaxed keep-ball session.

Is the tide changing at the Bernabeu?

Madrid were in disarray after the last meeting between these two Spanish giants as Barca moved back to the top of the table, seven points clear of ninth placed Madrid.

Julen Lopetegui lost his job the following day with the Champions League holders owing his sacking to a “great disproportion between the quality of the staff of Real Madrid and results”.

However, Los Blancos have moved up to third in the table – eight points behind Barcelona – having won their past four league games, and they are just two matches from a cup final.

Whether it’s a sign of defiance or just tempting fate, manager Santiago Solari says he hopes Messi is fit for the first leg.

“It’s always good when the best players get to play every game, but whether or not he plays will not influence the way we prepare for the game at all,” said Solari.

With only Vallejo unavailable for the visitors, Solari said: “It’s harder to pick a team when everyone is available, but the important thing is that every player puts their talent, ability and effort at the service of the team.”

    Real and Barca dominance

Barcelona have a tight grip on this competition having won the past four finals to take their overall number of Copa del Rey triumphs to 30 – more than anyone else.

Real are the third most successful club, having won the trophy 19 times, although they last claimed the title in 2014.

The last time one of the Clasico clubs did not win the competition was in 2012-13 when Atletico Madrid beat city rivals Real, while the last time one of the two giants did not participate in the final was during the 2009-10 season when Sevilla lifted the trophy.

2018-19 continues this trend, with one of the two Spanish giants guaranteed a spot in the final for the ninth year running.

  • Pope admits clerical abuse of nuns including sexual slavery

Pope Francis has admitted that clerics have sexually abused nuns, and in one case they were kept as sex slaves.

He said in that case his predecessor, Pope Benedict, was forced to shut down an entire congregation of nuns who were being abused by priests.

It is thought to be the first time that Pope Francis has acknowledged the sexual abuse of nuns by the clergy.

He said the Church was attempting to address the problem but said it was “still going on”.

Last November, the Catholic Church’s global organisation for nuns denounced the “culture of silence and secrecy” that prevented them from speaking out.

The Pope’s comments come amid long-running allegations of sexual abuse of children and young men by priests at the Church.

    What did Pope Francis say?

Speaking to reporters while on a historic tour of the Middle East on Tuesday, the pontiff admitted that the Church had an issue, the roots of which lie in “seeing women as second class”.

He said that priests and bishops had abused nuns, but said the Church was aware of the “scandal” and was “working on it”, adding that a number of clerics had been suspended.

“It’s a path that we’ve been on,” he said.

“Pope Benedict had the courage to dissolve a female congregation which was at a certain level, because this slavery of women had entered it – slavery, even to the point of sexual slavery – on the part of clerics or the founder.”

Pope Francis said sexual abuse of nuns was an ongoing problem, but happened largely in “certain congregations, predominantly new ones”.

“I think it’s still taking place because it’s not as though the moment you become aware of something it goes away.”

Where is the abuse said to have taken place?

The female congregation dissolved in 2005 under Pope Benedict was the Community of St Jean, which was based in France, Alessandro Gisotti of the Vatican press office told CBS News.

In 2013, the Community of St Jean admitted that priests had behaved “in ways that went against chastity” with several women in the order, according to the French Roman Catholic newspaper La Croix.

In a separate case in India last year, a bishop was arrested over allegations that he raped a nun 13 times between 2014 and 2016.

Bishop Franco Mulakkal, who headed the diocese in Jalandhar in the northern state of Punjab, has denied the accusations.

In Chile, reports of abuse of nuns carried out by priests led the Vatican to launch an investigation last year. The women were reportedly removed from the order after highlighting the abuse.

Last year, the Associated Press news agency reported cases of abuse in Italy and Africa.

What have women in the Church said?

Just days ago the Vatican’s women’s magazine, Women Church World, condemned the abuse, saying in some cases nuns were forced to abort priests’ children – something Catholicism forbids.

The magazine’s editor, Lucetta Scaraffia, said Pope Francis’s acknowledgement of the abuse “can be of some help”, but warned that the Church needs to act.

“If the Church continues to close its eyes to the scandal… the condition of oppression of women in the church will never change,” she wrote.

The magazine said the #MeToo movement meant more women were now coming forward with their stories.

Last year, French website Le Parisien reported the case of “Christelle” (in French), a former nun whose name was changed to preserve anonymity.

Christelle said she had suffered sexual abuse at the hands of a priest of her congregation in France between 2010 and 2011.

“His gestures became more and more inappropriate,” she said, adding: “But he kept going… until the day he raped me.

“He was unable to control himself… he had a split personality.”

  • Choosing Ghana over Germany was the best decision – KP Boateng

Barcelona forward Kevin Prince Boateng has suggested that he made the right career choice by opting to represent Ghana on the international stage.

The suspended Black Stars star was eligible to play for Germany as his country of birth and Ghana being his father’s place of birth.

However, Boateng chose Ghana over Germany in the end and added that he has no regrets for picking the African country despite being suspended by the national team over a 2014 World Cup debacle.

“I did some things when I was young, of course, I’m not very proud of today. Although they are part of me, they were not very positive.”

“In Germany, there are many “straight”, very correct, and they did not much like my behavior. So I saw the really long way to get into Löw’s plans, so I said to myself,” he told Skysports Italia’s The Lord of Football show.

“They want me in Ghana and I want to play for the National team. I had never felt like Ghana before, and I thought that was a good possibility, both personally and mentally.”

  • PwC renews calls to improve revenue mobilization

PricewaterhouseCoopers Ghana limited (PwC) is renewing calls by some businesses for the government to improve tax collection system through digital means.

The international audit firm believes the use of online and other digital platforms is the way to go in enhancing revenue mobilization.

Director of Tax Services at the PwC, Ayesha Bedwei was speaking with JoyBusuiness ahead of the upcoming Intellitax forum, a capacity building event to educate SMEs on innovative ways of filing tax returns.

“We realized there are many online means governments can use to get its taxes from these businesses and individuals without hassle,” she noted.

The Ghana Revenue Authority for more than two years has missed its domestic revenue target despite measures put in place by the government to broaden the tax net.

Many small businesses have little or no knowledge about some of the tax policies being introduced hence the struggle to pay their taxes.

To this end, the PwC collaboration with JoyBusiness- JoyBusiness Knowledge series powered by PwC is to enlighten small and medium enterprises on innovative ways to file their tax returns at the end of the year.

“Intellitax or paying tax intelligently is a way to educate SMEs and the business community at large about the taxes that affect them and getting the benefit of it, besides letting them be aware of the simplified means to pay,” Ayesha Bedwei said.

Madam Bedwei has also been advising the government to make use of the digital and online platforms to encourage more businesses to pay taxes.

The PwC and JoyBusiness collaboration is expected to create a platform for both businesses and the revenue collection agencies to dialogue on better ways of improving revenue for the state.

The event comes off at the Movenpick Ambassador Hotel in Accra on February 12, 2019 and is under the theme: “IntelliTax: Paying Taxes Intelligently”.

  • Why the 245 Aayalolo buses grounded after 742 million investments

Two hundred and forty-five buses have been imported by the government in 2016 to implement the urban transport system to improve public transportation in the country.

A JoyNews investigation has revealed that the buses and the infrastructure to run them have cost the nation GH¢742 million, but the programme has stalled.

In a JoyNews investigative series titled “Grounded Wheels,” Manasseh Azure Awuni reveals the government deviated from the implementation plan of the project, which was designed with support from the World Bank.

Read: 18m MASLOC exposé: Those who have caused financial loss must pay – Prof. Adei

In 2016, President John Mahama commissioned the urban transport system, a compromised form of the Bus Rapid Transit (BRT). The legal entity created to manage what became known as the Aayalolo bus system is the Greater Accra Passenger Transport Executive (GAPTE).

Twenty buses were deployed when the Aayalolo bus system started in December 2016 but grew to 68 by September 2018. The Tudu-Amasaman route, which had designated stops and some metres of dedicated lanes close to bus stops, was used for the execution of the project, which started in 2007. However, after less than two years of operation, the transport system ran into challenges and grounded.

The government imported a total of 245 buses for the Aayalolo project. Some of these buses have not moved since they came into the country in 2016. The 68 which were used for the pilot project have also been grounded.

Each of the Marco Polo Low Entry City buses cost Ghana $251,600 making total cost of the buses $61,642,000. Together with the cost of developing the infrastructure, the project has cost the Ghana $151 million or more than GH¢742 million cedis. Out of this, only $7million is a grant from the Global Environmental Fund. The rest are loans.

The World Bank financed the infrastructure component of the project from 2008 to 2015. JoyNews wrote to the Bank for comments. The World Bank responded that it rated the implementation of the project as “unsatisfactory.” In an email to JoyNews, the World Bank said:

“In a post completion assessment of the project, the Bank rated the implementation performance unsatisfactory. The procurement of buses by the government represented a deviation from the original plan of establishing a limited competitive regime for public transport operations along major routes. The project envisaged that the private sector operators would be responsible for providing the specified quality of buses for operations along designated routes, based on a route license issued by the regulator. Government intervention of purchasing buses meant that the element of private sector initiative and investment in passenger transport in the bid to improve mobility is lost.”

The World Bank added that “the business case that emerged assessed 80 buses as the initial requirement.” However, government bought 245, more than three times the number.

Read: Cost of 350 abandoned MASLOC vehicles inflated by GHS18m

The Aayalolo in its operation of the 68 buses has accumulated a debt of GH¢11.9 million. Now it needs an amount of GH¢ 20 million cedis to restart the operation.

There is still a hurdle to scale even if operators of the Aayalolo bus system get the money. Our investigation revealed that interference from politicians and government officials is the reason Aayalolo could not deal with trotro drivers who park and load at the dedicated Aayalolo lanes and bus stops. For this reason, the patronage of the Aayalolo buses dropped from a peak of 11,000 passengers a day in September 2017 to below 5000 passengers a day in September 2018. Besides the deviation from the implementation plan and the cost, a solution will have to be found for the political interference if the service can continue to run efficiently.

Until then, the buses will continue to waste away and the Ghana will continue to pay the loans with interest.

LeBron James became the fifth player in NBA history to pass 32,000 points and fell to the biggest defeat of his career on the same night.

James, 34, scored 18 points for the Los Angeles Lakers in a 136-94 defeat at the Indiana Pacers.

He had not previously lost by more than 36 points in his 16-year career.

James – who was rested for Saturday’s defeat at Golden State – said he was “on my way to being myself again” after returning from a groin injury.

The Lakers have now won 27 and lost 27 during the season and sit 10th in the Western Conference.

“Bottom line, we have to be better,” said Lakers coach Luke Walton.

Pacers fans chanted “Lebron’s going to trade you” at Lakers guard Brandon Ingram during the match, referring to rumours that the franchise had offered as many as six players in a trade to land New Orleans Pelicans star Anthony Davis.

When asked about the speculation, James said: “I know it’s got to be tough on a lot of our guys, especially our young guys.

“They’ve just never been a part of it, and they’re hearing it every single day. I know that the worst thing you can do right now is be on social media.

“And I know all young guys love to be on social media. That definitely can’t help.”

Bojan Bogdanovic scored 24 points for the Pacers as the team matched their own record of scoring 19 three pointers, while the Lakers managed just four.

  • Former BOST boss up for possible prosecution? Deputy Minister hints

The Deputy Energy Minister for Petroleum has revealed that investigations are still ongoing for possible prosecution of a former Chief Executive of the Bulk Oil Storage and Transportation Company (BOST).

Mohammed Amin Adam, who declined to name the CEO in question said the financial issues at the company after an audit by a committee set up by the President were “very serious.”

Read: Former BOST CEO donates three Pick-Ups to new region

“This includes transactions that are being investigated today for a possible prosecution…some of the transactions were done between BOST and the Tema Oil Refinery (TOR).

“You will remember that we had one managing director for the two companies and it was during that time such questionable transactions took place,” he disclosed at a Meet The Press series in Accra Tuesday.

The Chamber of Petroleum Consumers (COPEC) and BOST have been engaged in a tussle, with the former accusing BOST of causing financial loss to the state.

According to COPEC, Ghana lost in excess of GH¢30 million in revenue from a transaction between BOST and an unlicensed company.

Read: BOST gets new Board chairman

The losses, the Chamber insists, were recorded at every stage of the value chain from the sale of some 1.8 million barrels of crude oil to fees for holding the rest of the crude.

The transaction which was undertaken in September last year, came only months after a major scandal involving the sale of some five million litres of contaminated fuel to 38 unlicensed companies

This moved President Addo Dankwa Akufo-Addo to institute an investigation into the operations of the company chaired by Amin Adam.

“It looked at the financial side of BOST operations including the audit…which was produced a report that was accepted by the president and we have started implementing the recommendations in the report,” Mr Adam said.

Meanwhile, the new CEO of BOST, George Mensah Okley, said his outfit has begun implementing the recommendations of the committee that investigated the fuel contamination saga.

Read: Government orders forensic audit into BOST operations

In June 2017 BOST was widely criticised for selling five million litres of contaminated fuel to two unlicensed companies, Movenpinaa and Zup Oil.

The Africa Centre for Energy Policy (BOST) at the time said the transaction cost the country GH¢7 million in revenue.

Responding to questions on the work of the committee, Mr Okley said the five million litres of contaminated fuel has been moved to Tema Oil Refinery (TOR) to be refined.

He said based on the investigations done by the Senyo Committee on the Offspec report, his outfit will be sending the product to the TOR adding that all charges have been paid.

  • Trump calls for unity in Congress speech

US President Donald Trump is delivering his annual State of the Union address before Congress.

The Republican president called for political unity, hours after using an offensive term to describe the Democratic leader of the US Senate.

He will also use the speech to address border security, and talk about North Korea and the trade dispute between the US and China.

In a rebuttal, Democrats will accuse Mr Trump of abandoning US values.

Mr Trump’s primetime address follows the longest US government in history over border security.

Read: State of the Union: Trump announces second North Korea summit

He provoked the crippling closure of federal agencies by demanding funding for a US-Mexico border wall only to backtrack when Democrats flatly refused.

What did he say about political unity?

After two years of toxic partisanship, Mr Trump on Tuesday night repeated calls for political unity that he has made in his previous two State of the Union speeches.

“Together, we can break decades of political stalemate,” he said.

“We can bridge old divisions, heal old wounds, build new coalitions, forge new solutions, and unlock the extraordinary promise of America’s future. The decision is ours to make.”

But in an apparent reference to Democratic accusations that his campaign colluded with Russia during the 2016 election campaign, Mr Trump criticised “ridiculous partisan investigations”.

Hours before the speech, Chuck Schumer, the Democratic leader of the Senate, poured pre-emptive scorn on Mr Trump’s remarks.

The New York senator said on the chamber floor: “It seems every year the president wakes up and discovers the desire for unity on the morning of the State of the Union, then the president spends the other 364 days of the year dividing us, and sowing a state of disunion.”

The president fired back on Twitter: “I see Schumer is already criticising my State of the Union speech, even though he hasn’t seen it yet.”

In a private lunch with news anchors at the White House on Tuesday, Mr Trump called Mr Schumer “nasty”, using an offensive term, reports the New York Times.

The president was also quoted as having called former US Vice-President Joe Biden, a potential White House challenger in 2020, “dumb”.

As Mr Trump delivered his primetime speech on Tuesday, his chief congressional antagonist was sitting at the rostrum over his shoulder.

The Democratic leader of the House of Representatives, Speaker Nancy Pelosi, led congressional resistance to the president’s demands for wall funding and regularly mocks him.

    How will Democrats respond?

Stacey Abrams, who lost her race last year to be governor of Georgia, will deliver the Democrats’ response to Trump, making her the first African-American woman to deliver the party’s rebuttal.

She was expected to say: “The shutdown was a stunt engineered by the president of the United States, one that defied every tenet of fairness and abandoned not just our people – but our values.”

A number of Democratic female lawmakers were wearing white, the colour favoured by early 20th Century suffragettes.

Read: British journalist John Cantlie believed to be alive, still held by ISIS

For most of the speech, they sat stony-faced as their Republican counterparts got to their feet for the applause lines.

But in a rare outbreak of bipartisanship, Mr Trump received a standing ovation from Democratic female lawmakers when he said there were more women in the workforce and in Congress than ever before.

“That’s great!” said the president. “Really great.”

What did Trump say on border security?

The president vowed again to build wall on the border, pointing out that many lawmakers had previously supported such a barrier.

But with another government shutdown deadline looming next week, the president has few options for getting Congress to fund a border wall.

He did not declare a national emergency instead on Tuesday night, in an attempt to get around lawmakers and fulfill his signature campaign promise.

Mr Trump told his audience that working class Americans pay the price for illegal immigration.

He pointed to a guests in the audience, a woman whose parents he said had been killed in Nevada by “an illegal alien”.

“Not one more American life should be lost because our nation failed to control its very dangerous border,” said Mr Trump.

  • British journalist John Cantlie believed to be alive, still held by ISIS

John Cantlie, a British journalist who was taken hostage in Syria in 2012 and appeared in a number of ISIS propaganda videos during his time in captivity, is believed to be alive, UK Security Minister Ben Wallace said Tuesday.

Wallace told a briefing in London for international reporters, attended by CNN, that the British government believes Cantlie is still being held by ISIS.

Cantlie, an experienced war photographer, was covering the Syrian conflict when he was abducted alongside American journalist James Foley, who was later beheaded by ISIS.

Asked generally about British hostages around the world, Wallace said the UK does not pay ransom and discourages other countries from doing so.

Read: State of the Union: Trump announces second North Korea summit

Wallace named Cantlie as the most public and prominent British hostage, and when asked directly if the belief is Cantlie is still alive, he said yes.

Wallace would not elaborate or say whether Cantlie is thought to be in the rapidly-diminishing area still held by ISIS.

Since his capture, Cantlie has appeared in ISIS videos dressed as a prisoner in an orange jumpsuit, and filmed in the style of roving foreign correspondent reporting from the streets of the so-called caliphate.

Cantlie was last seen in a propaganda video released by ISIS in mid-December 2016, purportedly on the “frontline” of the fight for Mosul. In it, he says:

“We’re in the center of Mosul a little way east, and behind me it looks like a scene out of a Steven Spielberg film, except this is for real.”

After beginning his career as a motorcycle journalist, Cantlie covered some of the most dangerous conflict zones in the world, including Iraq, Afghanistan, Somalia, Libya and Syria – where he was kidnapped twice.

Cantlie was first captured in July 2012, along with Dutch photojournalist Jeroen Oerleman. They made an unsuccessful attempt to escape, before being rescued by members of the rebel Free Syrian Army a week after they were held.

Speaking to the BBC after his return, Cantlie recalled fearing for his life.

“When you are held captive, you’ve got a blindfold on, you’ve got a guy sticking a gun in your head, it is very real. It was inferred that we would meet our God, were we ready to meet God, that we had sown the seeds of our own destruction,” Cantlie said at the time.

“The imagination can run riot,” Cantlie added. “These are not nice thoughts… and I absolutely had them.”

Cantlie returned to Syria in November 2012 to continue his reporting on the conflict there. A photograph taken by Cantlie of Syrian regime jets dropping bombs over Maraat al-Numan appeared in the UK’s Sunday Telegraph, among others, that month.

Shortly after taking that photograph, Cantlie was kidnapped again by jihadists, who would eventually transfer him to ISIS.

Cantlie was not seen until two years later, when he was pictured in an ISIS propaganda video, addressing the camera face-on in an orange jumpsuit.

Cantlie was used by the terror group in over a dozen propaganda videos, apparently under duress. In his last appearance in December 2016, a bearded Cantlie appeared skeletal – a helmet casting shadows over his gaunt face.

His family and supporters have issued multiple video appeals for his release.

  • A crypto exchange may have lost $145 million after its CEO suddenly died

The death of a Canadian entrepreneur has left a huge stash of cryptocurrencies locked off from the people who own them.

Quadriga, Canada’s biggest cryptocurrency exchange, said it’s unable to gain access to $145 million of bitcoin and other digital assets after Gerald Cotten, its 30-year old CEO and co-founder, died of complications arising from Crohn’s Disease while traveling in India.

Many of the digital currencies held by Quadriga are stored offline in accounts known as “cold wallets,” a way of protecting them from hackers. Cotten appears to have been the only person with access to the wallets, according to court documents cited by Canadian media and posted online by cryptocurrency news site CoinDesk.

Read: Germania airline says filed for bankruptcy, cancels all flights

The unusual case highlights the risks investors face looking after their assets in the thinly regulated industry.

Cotten’s death has plunged Quadriga into crisis and left it struggling to figure out how to refund more than 100,000 of its users.

The company filed for creditor protection in the Nova Scotia Supreme Court on Thursday.

“For the past weeks, we have worked extensively to address our liquidity issues, which include attempting to locate and secure our very significant cryptocurrency reserves held in cold wallets,” Quadriga said in a statement on its website. “Unfortunately, these efforts have not been successful.”

Cotten’s widow, Jennifer Robertson, said in the affidavit posted online that the laptop that Cotten used to run the currency exchange is encrypted.

“I do not know the password or recovery key,” she said. “Despite repeated and diligent searches, I have not been able to find them written down anywhere.” The Canadian High Commission in New Delhi told CNN that it was aware of Cotten’s death and had “provided consular assistance,” but declined to reveal further details.

Read: US-China trade war: UN warns of ‘massive’ impact of tariff hike

The company has hired tech experts in an attempt to hack into Cotten’s laptop and other devices to retrieve the missing cryptocurrencies, but Robertson warned that at least some of them “may be lost.”

Quadriga also owes about 70 million Canadian dollars ($53 million) in cash that it’s unable to pay back, she said, citing difficulties accessing funds through the traditional banking system.

A court hearing on Quadriga’s financial difficulties is scheduled for Tuesday in Halifax, Nova Scotia.

Robertson’s attorney said the Nova Scotia Supreme Court appointed Ernst & Young as the independent third party that will monitor the proceedings.

While the case is unusual, it isn’t the first time the cryptocurrency industry has been hit by security concerns. Hundreds of millions of dollars’ worth of digital currencies have been stolen by hackers over the past few years.

The spectacular boom and bust in the prices of bitcoin and other cryptocurrencies have presented a quandary for governments around the world, which have taken differing approaches in trying to regulate their use.

  • Tema West Municipal will always spend responsibly – MCE

The Tema West Municipal Assembly says it is pursuing the holistic development of the new municipality hence it will not engage in reckless use of scarce resources in the face of pressing needs and challenges.

It, therefore, asked the public to ignore publications which seek to mudsling the Municipal Chief Executive and the young Assembly by some online portals alleging that the Tema West Municipal Chief Executive, Madam Adwoa Amoako s official residence cost the taxpayer 650 United States dollars per month, and that she does even live in the said apartment.

Read: Three mining companies to begin operations in Dormaa Municipality

The publication went on to say that, the MCE had a female chauffeur who was paid 100 United States dollars a day.

Information gathered by the Ghana News Agency from the Assembly’s Public Relations Unit indicated that, as deserving of all MMDCEs, the Tema West Assembly’s competent committee in consultation with the Coordinating Director and Assembly Members settled on a four-bedroom one storey apartment for the MCE at 3, 250 Ghana Cedis per month for two years.

Contrary to the outrageous amount in dollars quoted in the publication, all payments were done in Ghana cedis.

The amount per the committee is the least rent of such apartments in the Spintex and Lashibi catchment area, the Assembly stated, adding however that it was searching for a permanent official residence for the MCE and that the rented premises was to serve a temporary pressing need.

Read: Parliament passes Fiscal Responsibility Act to ensure prudent spending

The rented premises was at the moment being furnished after which the MCE would move in.

According to TWMA, when the assembly was ceded from TMA in the second quarter of last year, the MCE was not given an official vehicle to perform her duties so the assembly rented a vehicle for her at a minimal price per month which was not paid in dollars.

The MCE’s personal assistant was driving her for the period due to the absence of an official driver from the sector ministry at no cost at all.

The supposed 100 dollars payment to a driver as mentioned in the publication is even alien to the assembly, TWMA said.

The MCE, currently has a male driver since the Regional Coordinating Council allocated an official vehicle to her around November 2018.

The Assembly, therefore, entreated the general public to disregard such erroneous publications which were only fabricated and calculated to destroy the reputation of the MCE and the toddling Assembly.

  • State of the Union: Trump announces second North Korea summit

US President Donald Trump has announced in his State of the Union speech that he will hold a second nuclear summit with North Korea’s leader this month.

In an address to the nation with the theme “Choosing Greatness”, he also vowed once more to build a border wall.

The Republican president called for political unity, hours after using an offensive term to describe the Democratic leader of the US Senate.

In a rebuttal, Democrats will accuse Mr Trump of abandoning US values.

Mr Trump’s primetime address follows the longest US government shutdown in history over border security.

He provoked the crippling closure of federal agencies by demanding funding for a US-Mexico border wall only to backtrack when Democrats flatly refused.

What did he say about North Korea?

Mr Trump said he would meet Kim Jong-un in Vietnam from February 27-28.

Plans for a second summit have been in the works since the two leaders’ historic talks last year.

Read: South Korea governor jailed for election opinion rigging

Mr Trump and Mr Kim’s meeting last June in Singapore was the first ever between a sitting US president and a North Korean leader.

On Tuesday night, Mr Trump said: “Our hostages have come home, nuclear testing has stopped, and there has not been a missile launch in 15 months.

“If I had not been elected president of the United States, we would right now, in my opinion, be in a major war with North Korea.

“Much work remains to be done, but my relationship with Kim Jong-un is a good one.”

What did he say about political unity?

After two years of toxic partisanship, Mr Trump on Tuesday night repeated calls for political unity that he has made in his last two annual speeches to Congress.

“Together, we can break decades of political stalemate,” he said.

“We can bridge old divisions, heal old wounds, build new coalitions.”

Mr Trump raised potential areas of agreement, such as infrastructure improvements, lowering prescription drug costs and fighting childhood cancer.

But in an apparent reference to Democratic accusations that his campaign colluded with Russia during the 2016 election campaign, he said “ridiculous partisan investigations” were holding back US economic progress.

Read: North Korea’s Kim Jong-un visits China’s Xi Jinping

A number of Democratic female lawmakers were wearing white, the colour favoured by early 20th Century suffragettes.

What did he say about foreign wars?

Mr Trump said he would press ahead with plans to end US involvement in conflicts in Syria and Afghanistan.

The president said “virtually all” of the territory once occupied in Syria and Iraq by the Islamic State group had been liberated from “these bloodthirsty monsters”.

“It is time to give our brave warriors in Syria a warm welcome home,” he said.

Mr Trump said his administration was holding “constructive talks” with the Taliban to find a solution to the conflict in Afghanistan.

“The hour has come to at least try for peace,” he added.

He said 7,000 US troops had died and more than $7tn (£5.4tn) had been spent by America on nearly two decades of war in the Middle East.

“Great nations do not fight endless wars,” said the president, who campaigned on an ‘America First’ platform.

  • I was crazy when I was younger – KP Boateng confesses

Kevin Prince Boateng has matured as the years have passed. The Ghanaian international has admitted as much in an interview with La Vanguardia.

The well-travelled player recently joined Barcelona on loan, his second return to Spain after playing in England, Germany and Italy for several clubs.

Boateng recalls some of the mistakes he made during his youthful days and how he has learnt and grown over the years.

“When I was young I was crazy. At 18, in my neighborhood, I was the boss because I had money. Then I had a kid and you see that if you don’t mature you can’t play for teams like Milan or Barça. They don’t choose you. You can play well but if your head doesn’t work you can play for these teams. I had to change my attitude and character.”

“Now I have my chef and I am aware if you eat well and healthily you can prolong your career. When you’re young, you think that the money is always going to be there. If you don’t play well, it doesn’t matter because you have cash and your ‘friends’ tell you that you’re a star.”

  • SC orders AG, Dominc Ayine to file joint memorandum; Martin Amidu struck out as defendant

The Supreme Court has ordered the Attorney General and lawyer for Dominic Ayine, Tony Lithur to file a joint memorandum of agreed issues within 14 days.

This is to enable them come together to look at the issues in the case between Dominic Ayine and Martin Amidu.

However, the Apex Court has struck out Special Prosecutor, Martin Alamisi Amidu, as a defendant the suit.

According to the court, there was no need for him to join as defendant in the suit since by law, the A-G is supposed to be the defendant in cases against the government and public officers. Former Deputy Attorney General, Dominic Ayine in February last year filed a suit at the Supreme Court against the appointment of Martin Amidu as Special Prosecutor due to his age. Dominic Ayine claims Martin Amidu, 66, was too old and is beyond statutory age of employment into public service and is seeking an order from the court to have his nomination annulled.

Ayine is praying the court to declare that “by true and proper interpretation of Articles 190(1) (d) and 199 (4) of the 1992 Constitution, no person above the age of 65 years is eligible for employment in any public office created under Article 190(1) (d)”. He argued in his writ that, “any other interpretation would result in an unlawful amendment of Article 199 of the Constitution by legislation”.

Using the same sections of the constitution, he held that “no person above the age of 65 years is eligible for employment in any public office created under Article 190(1)(d)”. He is thus seeking a declaration from the Supreme Court that Mr. Amidu, “is not qualified or eligible to be nominated as the Special Prosecutor under Section 13(3) of the Office of the Special Prosecutor Act, 2018 (Act 959)”. Section 13 of the Office of the Special Prosecutor Act says “the Special Prosecutor may delegate a function to an authorised officer but shall not be relieved of the ultimate responsibility for the performance of the delegated function”. But, per the perceived constitutional violations, Dr. Ayine says Mr. Amidu will not be “an authorised officer,” thus also breaching the Office of the Special Prosecutor Act. He maintains that by nominating and appointing Mr Amidu to be vetted by Parliament “both the Attorney General and the President [Nana Akufo-Addo], respectively, have violated article 199(1) of the constitution. If Parliament proceeds to approve his appointment, it would also be acting unconstitutionally”.

“Football is more than just shooting and scoring, which is what we need to know, even for young people, because today we see Neymar making a number and we all applaud him, of course he is one of the strongest players.

  • My childhood dream was to become a singer – Kevin-Prince Boateng

Ghana forward Kevin Prince Boateng has disclosed that his biggest dream as a child growing up in Berlin was to become a singer.

The 31-year old says he had posters of legendary pop stars Michael Jackson, Usher and Tupac in his room, and he always looked up to them for inspiration.

Boateng was fascinated by the idea of performing on big stages in-front of thousands of fans. But unknown to the then young Kevin, he was going to perform to thousands fans in the stadium rather than the Arenas.

“This was my dream when I was a child. full of singers’ poster: Michael Jackson, Usher, 2Pac Yes, that was my dream, then I got the ball, I stopped it in the chest and I said “I can do that too”.

Despite taking football as his main job, the relentless forward has also found time to do music and in 2018, he released his first single titled KING on YouTube.

Boateng is currently on loan at Spanish giants Barcelona from Italian side Sassuolo.

  • Lomachenko vs Richard Commey unification fight in jeopardy?

If just under nine weeks wasn’t a quick enough turnaround for Richard Commey to defend his newly won IBF lightweight world title, add a potential hand injury into the mix and a WBO, WBA and IBF unification bout against top-five pound-for-pound Vasyl Lomachenko seems in jeopardy.

After Commey’s less than two round destruction of Isa Chaniev by knockout on Saturday night in Texas, Mike Coppinger of The Ring, immediately reported from ringside that Commey might have suffered a hand injury.

I reached out to Commey’s promoter Lou DiBella immediately after the fight regarding the injury. DiBellas said, “Going to get it checked out.

Read: Commey will remain inspiration to budding talents – Isaac Asiamah

Doesn’t look that bad, but quick turnaround.” Meaning, if Commey has to nurse any hand injury that could sideline him for at least two weeks, maybe even more, giving him ample time for training camp, improbable.

So what does this mean for Lomachenko? Well, initially, Matchroom Boxing was lobbying for the purse bid scheduled on February 6 to move forward for mandatory WBA challenger, Anthony Crolla.

The WBA was inclined to provide Lomachenko with a special exception to face Commey in April, for the purposes of unifying the WBA, WBO and IBF belts. Leaving only Mikey Garcia’s WBC belt left from a true lightweight unification, in which Lomachenko seems to be after.

The April 12 bout between Lomachenko and Commey was ambitious to say the least. Commey would have barely had enough time to enjoy his first world title victory in his second attempt having previously lost a highly contested and controversial split decision loss to Robert Easter in 2016.

Read: Agbeko advises Dogboe against immediate rematch

According to DiBella, Commey will have his hand looked at today (Tuesday) by his doctor and make a decision based on that prognosis. If the injury were to prevent the Lomanchenko fight from taking place, it could put a Lomachenko vs. Commey unification bout on ice until the summer, depending on what contingency plans are made by Top Rank.

Conventional wisdom would suggest that Top Rank will keep Lomachenko’s April 12 date and look to make a deal with Crolla’s promoter, Matchroom to get Lomachenko’s mandatory out of the way.

After Commey’s destruction of Chaniev, many of the TV analysts during the ESPN broadcast were suggesting that Commey’s style and power could pose problems for Lomachenko. The hard-working lightweight from Ghana is heavy-handed and can end a fight in the split of a second as was on full display against Chaniev, to leave no questions this time around in his quest for the IBF world title.

Whether or not Commey faces Lomachenko remains to be seen. It will all play out this week.

  • Cost of 350 abandoned MASLOC vehicles inflated by GHS18m

Joy News investigation has revealed that the cost of 350 vehicles procured in 2016 by the Microfinance and Small Loans Centre (MASLOC) for private transport operators cost the state over GHS18 million.

This is higher than the market price of the vehicles from the same supplier.

The vehicles were purchased for the Ghana Private Road Transport Union (GPRTU) but the transport operators have rejected the vehicles because of the alleged price inflation.

Read: NDC former appointees show support to embattled former MASLOC boss

Manasseh Azure Awuni spent the last seven months investigating how various vehicles procured by the state have been grounded.

In the first of the series titled Grounded Wheels, Manasseh delved into the reason the MASLOC vehicles are still parked since 2016.

The 350 vehicles are parked in the National Security yard behind the Accra International Conference Centre, in Accra.

Read: Betty Mould, Brew storm High court for indicted former MASLOC Boss Sedina Tamakloe case

Some of the salon cars have been completely covered with weeds. The vehicles comprise 100 33-seater Isuzu buses, 100 Chevy Sparklite Salon Cars and 150 Chevy Aveo salon cars.

MASLOC procured these vehicles in 2016 for the Ghana Private Road Transport Union but the Union has rejected them.

The Chief Executive Officer of MASLOC, Stephen Amoah, says the transport union rejected the vehicles because they are overpriced.

As part of this investigation, Joy News went to the supplier of the vehicles, Mac Autos and Spareparts Ghana Limited for quotations in August 2018, two years after the company sold the vehicles to MASLOC.

From the company, the 2016 prices of the vehicle are lower than 2018 prices, but our investigation revealed that the cost at which the company sold the vehicles to MASLOC in 2016 is far higher than the cost at which it sold to the public in 2018.

For instance, Mac Ghana sold the 33-seater Izuzu bus to the general public in 2018 at $79,000 but sold to MASLOC in 2016 at 107,000 dollars, a difference of $28,000 dollars a bus.

The company sold the Chevy Sparklite salon cars in 2018 at $9000 but sold to MASLOC at $12,500. In 2018, Mac had stopped selling Chevy Aveo salon cars, but an August 2017 pro forma invoice from the company which JoyNews obtained as part of this investigation quotes the price of each Chevy Aveo vehicle at $14, 000.

However, the company supplied each of the 150 vehicles to Masloc at $18,000.

Read: Former MASLOC boss charged, over GH¢129.5m missing cash

In all the cost of the vehicles sold to MASLOC is higher than the market price of the vehicles by at least $3,750,000 or GHc 18,375,000.

Joy News made several attempts to get speak to the CEO of MASLOC who signed the contract, Sedina Tamakloe Ationu, but we could not get her to comment. When Joy News wrote to MAC Ghana for a response, the company denied any wrongdoing. In a letter to Joy News, MAC Ghana said:

“The reasonable difference in prices of the vehicles sold to MASLOC and the prices sold to the general public was due to the fact that it was not paid upfront in cash, but over a period of two years, as such, an interest was put on the price as is [the] custom in car purchases.”

Joy News investigation revealed more anomalies with this contract beyond the prices. We secured a record of all the vehicles imported by Mac Ghana from January 2016 to December 2017.

We also secured details of all the vehicles cleared by the company for which duty was paid. When the details of the vehicles supplied to MASLOC were searched the vehicles cleared, they were not found.

Checks with the Ghana Revenue Authority confirmed that the company did not pay duty on the vehicles it supplied to MASLOC. According to the Ghana Revenue Authority, the duty on the 350 vehicles amounted to GHS10,500,000.

Further investigation revealed that the Ministry of Finance had written to waive the duty for the company pending a parliamentary approval, which did not happen. Our investigation, however, reveals the company was not entitled to a duty waiver according to the terms of the contract.

Article 32 of the contract states: “A supplier shall be entirely responsible for all taxes, duties, license fees etc incurred until the delivery of the contracted goods to the final destination.”

CEO of MASLOC, Stephen Amoah says the GPRTU has made a proposal to take the vehicles at a price that the government considers too low.

Executives of the GPRTU told Joy News the union had its own preference for suppliers, but MASLOC insisted on using MAC Ghana. GPRTU says MASLOC did not discuss the price with them or sign any contract with them before importing the 350 vehicles.

A procurement specialist, Kobina Atta-Bedu says the government committed a series of anomalies in the transaction.

He says the value of the vehicles that have been left in the sun since 2016 will surely reduce by the time MASLOC gets interested buyers.

Some roadworthy stickers on some of the vehicles reveal they were in the country before April 2016.

The fate of the vehicles is not known. What is known is that irrespective of how the vehicles are disposed off, the state will sell have to sell them at a lower price than it paid for them.

  • Australia’s NRL bans player, Ben Barba over alleged assault

Australia’s National Rugby League (NRL) has banned player Ben Barba from the competition after viewing footage of him in an alleged “physical altercation” with his partner.

Barba, 29, was sacked by his new club, North Queensland Cowboys, last Friday over allegations that he had struck his partner at a casino in January.

The alleged incident is also being investigated by Queensland police.

Barba has not made any comment on the allegations.

NRL chief executive Todd Greenberg said it was “time for Ben Barba to find a new vocation”.

  • US-China trade war: UN warns of ‘massive’ impact of tariff hike

The head of a UN trade panel has warned a US plan to raise tariffs on Chinese goods next month would have “massive” implications for the global economy.

The US plans to increase tariffs on Chinese goods if the two sides fail to make progress on a trade deal by 1 March.

The report also said US and Chinese firms won’t benefit greatly from the protectionist policies.

It added that Asian countries are likely to suffer the greatest impact.

The US and China are locked in a damaging trade dispute that has seen both sides levy tariffs on billions of dollars worth of one another’s goods.

In December, both countries agreed to hold off on new tariffs for 90 days to allow for talks.

Read: US-China officials begin trade war talks in Beijing

The US and China have a deadline of 1 March to strike a deal, or the US has said it will increase tariff rates on $200bn (£152bn) worth of Chinese goods from 10% to 25%.

The UN Conference on Trade and Development (Unctad) has warned that there will be huge costs if the trade war escalates.

“The implications are going to be massive,” Pamela Coke-Hamilton, Unctad’s head of international trade, said at a news conference.

“The implications for the entire international trading system will be significantly negative.”

Smaller and poorer countries would struggle to cope with the external shocks, she said.

The higher cost of US-China trade would prompt companies to shift away from current East Asian supply chains.

Unctad’s report estimates that east Asian producers will be hit the hardest, with a projected $160bn contraction in the region’s exports.

But it warns the effects could be felt everywhere.

Read: US-China trade war will produce no winners – Xi Jinping

“There’ll be currency wars and devaluation, stagflation leading to job losses and higher unemployment and more importantly, the possibility of a contagion effect, or what we call a reactionary effect, leading to a cascade of other trade distortionary measures,” Ms Coke-Hamilton said.

    Unexpected winners and losers

The higher cost of US-China trade would prompt companies to shift away from current East Asian supply chains, but report suggests it’s unlikely that US firms would pick up that business.

The study found that US firms will only pick up 6% of the $250bn in Chinese exports that are subject to US tariffs.

Of the approximately $85bn in US exports that are subject to China’s tariffs, only about 5% will be taken up by Chinese firms, the UN research shows.

The study found that European exports will grow by $70bn, while Japan, Canada and Mexico will see exports increase by more than $20bn each.

Other countries that could benefit include Australia, Brazil, India, the Philippines and Vietnam, the report said.

  • Seven dead in Paris building blaze – Fire service

Seven people died and another was seriously injured in a building fire in a wealthy Paris neighbourhood on Monday night, the fire service said.

The blaze in the French capital’s trendy 16th arrondissement also left 27 people — including three firefighters — with minor injuries.

“The toll could still increase because the fire is still in progress on the 7th and 8th floors” of the eight-storey block, a fire service spokesman told AFP at the scene.

Some of those affected scrambled on to nearby roofs to escape the smoke and flames, and needed to be rescued by fire crews.

With landmarks including the Trocadero overlooking the Eiffel Tower, Paris Saint-Germain’s home stadium the Parc des Princes, the picturesque Bois de Bologne and an array of upmarket shops and restaurants, the area is popular with tourists.

Fire service spokesman Clement Cognon said earlier: “We had to carry out many rescues, including some people who had taken refuge on the roofs.”

  • Emissions threaten to melt two-thirds of Himalayan glaciers

Two-thirds of Himalayan glaciers – the world’s “Third Pole” – could melt by 2100 if global emissions are not sharply reduced, scientists have warned in a major new study.

Even if the most ambitious Paris Agreement goal of limiting global warming to 1.5 degrees Celsius is achieved, one-third of the glaciers would disappear, according to the Hindu Kush Himalaya Assessment, which was released on Monday.

Glaciers in the Hindu Kush-Himalaya region are a critical water source for some 250 million people in the mountains, as well as to 1.65 billion others in the river valleys below, the 650-page report said.

Read: D.R. Congo government defends benefits and salaries for ex-ministers

The glaciers feed 10 of the world’s most important river systems, including the Ganges, Indus, Yellow, Mekong and Irrawaddy. They also, directly or indirectly, supply billions of people with food, energy, clean air and income.

If the ice melts, the consequences could include worsened air pollution to more extreme weather.

Lower pre-monsoon river flows will disrupt urban water systems and food and energy production, the study warned.

    ‘Bare rocks’

Five years in the making, the report was published by the International Centre for Integrated Mountain Development (ICIMOD) in Nepal, one of eight countries on the front line.

More than 350 researchers and policy experts, 185 organisations, 210 authors, 20 editors and 125 external reviewers contributed to its completion.

“Global warming is on track to transform the frigid, glacier-covered mountain peaks … cutting across eight countries to bare rocks in a little less than a century,” Philippus Wester, of ICIMOD, said in a statement.

“This is the climate crisis you haven’t heard of.”

The 2015 Paris Agreement vowed to cap global warming “well below” two degrees Celsius above pre-industrial levels, and to pursue efforts to limit the temperature increase to 1.5 degrees Celsius.

In December, the UN climate forum agreed on a common approach to implement the accord, but failed to deliver fresh commitments to reduce planet-warming greenhouse gases.

Read: European nations recognize Guaido as Venezuela’s acting president

Voluntary pledges currently in place would see Earth heat up by more than 3C, a recipe for widespread human misery, say scientists.

The new report notes that a 1.5C increase in global temperatures would mean a rise of at least 2.1C in the Himalayas region. If emissions continue unabated, the roof of the world would warm by an unlivable 5C.

“This is a landmark piece of work,” said Jemma Wadham, a professor of glaciology at the University of Bristol in England, who did not contribute to the report.

“The discovery that a third of the Himalayan glaciers could disappear signals potentially disastrous consequences for river flows, pollution and managing natural hazards associated with extreme events for more than one billion people.”

    Pollution

The Himalayan glaciers, which formed some 70m years ago, are highly sensitive to changing temperatures. Since the 1970s, they have thinned and retreated, and the area covered by snow and snowfall has shrunk, raising concerns that glacial lakes could burst and flood.

Satellite data shows that numbers of such lakes in the region grew to 4,260 in a decade from 3,350 in 1990.

“Emerging hazards – in particular glacial lake development and increasingly unstable rock and ice faces — will become a major concern,” said Duncan Quincey, an associate professor at the University of Leeds school of geography.

Air pollution from the Indo-Gangetic Plains – one of the world’s most polluted regions – also deposits black carbon and dust on the glaciers, hastening melting and changing monsoon circulation, the ICIMOD study said.

The region would require up to $4.6bn per year by 2030 to adapt to climate change, rising to as much as $7.8 billion per year by 2050, according to an estimate in the report.

“Without the ice reserve in the mountains to top up the rivers through the melt season, droughts will be harsher on those living downstream,” noted Hamish Pritchard, an expert on ice dynamics at the British Antarctic Survey, commenting on the findings.

She, however, said since their role in the society is to ensure public peace and security, “I think they could have done better to ensure law and order at the polling station. I honestly think that things could have been managed better,” she said.

According to her, the EC put in place adequate measures by writing formal letters to the Ghana Police Service and the Bureau of National Investigations and discussions were held about the locations of all polling stations and how to ensure law and order by the security personnel who would be deployed at the various centers.

  • Stop burning tyres around Kumasi airport NADMO

The Ashanti Regional National Disaster Management Organization (NADMO) has issued a warning to residents around the Airport enclave whose activities affect safe flight operations.

According to the regional NADMO Director, Kwabena Senkyere, some of these residents burn car tyres with the aim of retrieving the steel belt, and in the process, emit thick dark smoke into the atmosphere.

This act he said affects the visibility of pilots in the air.

Read: NADMO issues alert at Kumasi Airport

Speaking to Citi News, Kwabena Senkyere said residents who do not adhere to this warning would be arrested and prosecuted.

“When the flight is coming down, the smoke of the burning tyres becomes a problem to the visibility of the pilot; if they become adamant, we are going to put the military and the police out there, 24hours and make sure anyone we find around there we will arrest,” he said.

In 2016, the Head of the Petroleum Department of the EPA, Mr Kojo Agbenor-Efunam, stated the agency was set to outlaw the burning of car tyres

He said the burning of tyres was not only illegal but also emitted poisonous gases into the atmosphere because of the constituents of the tyre.

Read: llegal activities at Kumasi Airport affecting operations – Management

“Burning of tyres will be outlawed once we pass this regulation. Nobody in the country would be allowed to burn tyre for any reason,”

“If there is the need for you to burn a tyre, then you have to come to the EPA for a permit to be able to do that, and you have to justify why the EPA should give you a permit,” He said.

Mr Agbenor-Efunam said the EPA was working at passing the law by the end of the year, conduct public sensitisation in 2017 and eventually start implementation in 2018.

    Burning of waste tyre

Regulation 46 (1) of the soon-to-be-passed law, Waste (Classification, Control and Management) Regulations, 2016, says “A person shall not burn a waste tyre within the jurisdiction of this country unless the Agency has authorized the person.

Sub-section (2) also states that “A person who burns or causes the burning of a waste tyre commits an offence and is liable on summary conviction” to a fine, a term of imprisonment or to both.

Mr Agbenor-Efunam said the law when passed would, among other purposes, prescribe the requirements for the establishment of take-back systems and the disposal of waste. He also said the current bye-laws of assemblies prohibited open burning.

  • European nations recognize Guaido as Venezuela’s acting president

Some key European Union nations have recognised Venezuela’s opposition leader Juan Guaido as the country’s interim president, heightening a global showdown over President Nicolas Maduro’s rule.

The coordinated move by France, Spain, Germany, Britain, Portugal, Sweden, Denmark, Austria and the Netherlands on Monday came a day after the expiry of an eight-day ultimatum for Maduro to call a new election.

Latvia and Lithuania also lined up behind Guaido, the self-declared interim president who has the support of the United States and many South American nations.

The European countries urged Guaido to hold free and fair elections as soon as possible.

Italy blocked an EU statement saying the group recognised Guaido, the Reuters news agency reported citing diplomatic sources.

“We are working for the return of full democracy in Venezuela: human rights, elections and no more political prisoners,” Spanish Prime Minister Pedro Sanchez said in a televised announcement.

He said Spain, which has a large Venezuelan community, is also working on a humanitarian aid programme for Venezuela, where shortages of basic items are acute. Critics of Maduro blame the Venezuelan government’s mismanagement for the lack of food and medical supplies.

German Chancellor Angela Merkel said during a visit to Japan on Monday that Guaido “is the legitimate interim president”.

In a Twitter post, French President Emmanuel Macron declared Venezuelans have “the right to express themselves freely and democratically”, and said France recognises Guaido as an “acting president to implement an electoral process”.

Swedish Foreign Minister Margot Wallstrom said the presidential election that brought Maduro to power last year was neither free nor fair and told Swedish broadcaster SVT that Venezuelans “now must get new, free and fair elections instead”.

    ‘Interference’

Jeremy Hunt, Britain’s foreign secretary, said Venezuelans had suffered enough.

“The oppression of the illegitimate, kleptocratic Maduro regime must end,” he said.

Maduro, 56, a former union leader, bus driver and foreign minister, replaced Hugo Chavez as the president in 2013 after his death from cancer. But he has presided over an economic collapse and the exodus of three million Venezuelans.

Russia responded to the European move by accusing the group of meddling in Venezuela’s domestic affairs.

“Attempts to legitimise usurped power” constituted “interference in Venezuela’s internal affairs”, Dmitry Peskov, spokesman for President Vladimir Putin, told reporters.

Such interference, he added, could not facilitate the “peaceful, effective and lasting settlement of the crisis the Venezuelans are going through”.

Russia and China, who have poured billions of dollars of investment and loans into Venezuela, are supporting Maduro in an extension of their geopolitical tussle with the US.

    Maduro rejects European demands

Maduro, meanwhile, showed no signs of caving in to the pressure and lashed out at the EU and the US, which has imposed sanctions on Venezuelan oil exports.

In a live addess on state television, Maduro said he refuses ultimatums from any country. He was especially harsh on Spain’s Sanchez, who he said would have “blood on his hands” if a coup is carried out against him.

“If one day there is a coup, if one day there is a gringo military intervention, your hands will be stained with blood, Mr Pedro Sanchez,” Maduro said.

President Donald Trump told US media on Sunday that deploying troops to Venezuela was “an option”.

Maduro blames Washington for an “economic war” and coup pretensions aimed at controlling oil. Venezuela has the largest reserves in the world, but production has plunged under Maduro’s rule.

Critics say incompetent policies and corruption have impoverished a once-wealthy nation while dissent has been brutally crushed.

Although the military’s high ranks have continued to reiterate their support for Maduro, on Saturday, a senior air force general disavowed the leader in a video circulated online. He claimed that “90 percent of the armed forces don’t support the dictator”.

General Francisco Yanez is the first active Venezuelan general to recognise Guaido since he proclaimed himself president on January 23.

Guaido still has no control over state institutions or any functions of day-to-day governance.

He has sent letters to Russia and China saying a change of government would be in the best interests of both countries.
