  • Ayawaso Shooting: Rawlings cautions perpetrators of violence

Former President Jerry John Rawlings says those who are bent on using violence to achieve their aims must be prepared to answer for their actions.

The former President noted that very little attempt was being made to prevent violence by agents of the leading political forces within the country.

Speaking after a visit to the 37 Military Hospital on Monday to visit Yaro Ishawu, a victim of the La Bawaleshie shooting incident last Thursday, Flt Lt Rawlings said, “By our actions and omissions, especially after 2008 we contributed immensely to laying the bed we now find ourselves in”.

“We are not doing enough to contain and prevent the use of violence from without but also from within our own,” he said.

Yaro Ishawu was hit by a bullet when armed men believed to be national security operatives stormed the residence of the NDC aspirant for the Ayawaso West Wuogon by-election while the election was underway.

Six people were injured and sent to the Legon Hospital, but Ishawu who suffered a broken leg was subsequently referred to the 37 Military Hospital.

The former President noted that he had earlier visited the Medifem Hospital at Westlands to check on one Edem Tekpli who was the victim of “our own internal violent machinery against the colleague of an aspiring parliamentarian.”

Flt Lt Rawlings said the aspirant had used most of his savings to provide water for some of the villages in his constituency, but ended up receiving a telephone call from an executive in his constituency warning him to keep off such activities and to slow down.

The former President said he could not comprehend how an aspirant could not engage in activities that will endear him to the people “like the provision of very basic water”.

Edem Tekpli was attacked at Ho at dawn on Thursday by unknown assailants who first slapped, hit him and stabbed him thrice. He was initially treated at a hospital in Ho before he later travelled to Accra for a review.

  • ‘Super human’ Ayew will help us stay in the league – Crystal Palace coach

Jordan Ayew couldn’t end his five-game goal drought when his side Crystal Palace defeated Fulham 2-0 in the Premier League on Saturday. Nevertheless, he earned praise from his coach Roy Hodgson, who went on to describe the 27-year-old as a striker with ‘super-human’ powers.

The Ghana international lasted for the entire duration of the match and was a constant threat to the visitors especially in the second half.

Captain Luka Milivojevic and another Ghanaian Jeffrey Schlupp scored the goals for the Eagles, who have moved further away from the relegation zone.

“For Ayew on all-round performance, it was his best performance. His work rate and efforts in the game at Southampton in midweek was fantastic,” Hodgson was quoted as saying by Football.London.

Read: Performance of Ghanaian players abroad: Schlupp, Ayew, Tekpetey, Owusu score

“In this game again, you see the man has super-human powers in terms of the effort he puts in. Today I thought he succeeded with the ball as well.

“It was an incredible impact from him and also from Michy. That assist was good. We think he will be of enormous value to us in our attempts to stay in the league.

Hodgson also had some kind words for Schlupp who has taken his goal tally of the season to four.

“I’ve always believed in Jeffrey Schlupp. I believe in him as a left-back, I believe in him as a left-sided player and I believe in him as a left midfield player in a three,” he said.

“This is because he has a lot of qualities and it’s great if you’re going to write something positive about him because it certainly backs up what we feel about him and he’s been a little hard done by.

“Funnily enough, in the area that he plays that’s where the competition has been strongest,” he added.

Palace will host West Ham United at Selhurst Park next weekend.

  • Confusion rocks Normalization Committee as Lucy Quist, Dan Kwaku Yeboah ‘clash’

The vice-president of the GFA Normalization Committee, Lucy Quist says that Ghana Football Association still has a contract with Zylofon Cash and denies any missing contract.

Her comments were in response to recent reports from the Committee’s spokesperson, Dan Kweku Yeboah that the Normalization Committee since assuming office has not cited any documents of the contract between the past Ghana Football Association and Zylofon cash.

Quist in an interview on Joy Fm’s super morning show debunked media reports that the contract is missing but said there is no money coming in from the Zylofon Cash since the halt of the Ghana Premier League following the Anas Aremeyaw expose on corruption.

Read: Normalization Committee rubbish claims about seeking mandate extension from FIFA

“There is no sponsorship deal, Zylofon Cash doesn’t exist. There’s no money coming in from there becuase when the GFA stopped, everything stopped. The agenda now is re-engagement.”

“The premier league is not happening, so there’s no money coming in from Zylofon. The sponsorship was for a specific activity. We won’t get the money when the activity isn’t coming on,” she stated

The Kwesi Nyantakyi led administration signed a bumper 5-year deal with Zylofon Cash for the sponsoring of the truncated Ghana Premier League for $10 million.

Read: Players not the focus of Ghana football – Lucy Quist

Last year, Halifax Ansah-Addo, communications director of Zylofon Cash on Citi FM said the company was still financially strong to keep its relationship with the league when competitive football returns and was told by management of Zylofon cash that the company would still continue to sponsor the Ghana Premier League in the event of its return.

The local league was halted in June 2018 as a consequence to the airing of the Anas “Number 12” documentary which revealed the alleged corrupt practices of certain personalities in the domain of Ghanaian football including the former football association president, Kwesi Nyantakyi.

Eventually, the erstwhile Executive Committee of the Ghana Football Association was replaced by a Normalization Committee put together by FIFA and it is currently working to reform Ghana football.

  • Rashford edges Man United to victory at Leicester

Manchester United extended their unbeaten run under interim boss Ole Gunnar Solskjaer to 10 games with a narrow victory against Leicester at the King Power Stadium.

Marcus Rashford continued his goalscoring form with the winner in the ninth minute – his 10th goal of the season.

Ricardo Pereira’s poor clearance was straight into the path of Paul Pogba, who lofted the ball towards Rashford, the England striker allowing it to come over his shoulder before taking a neat touch and drilling a low shot past Kasper Schmeichel.

Inconsistency has been the story of Leicester’s season and this defeat came on the back of a well-earned point at Liverpool on Wednesday, but they did have their chances.

Jamie Vardy connected with a bicycle kick after James Maddison’s free-kick bounced off the wall, but fired straight at David de Gea.

De Gea also made a diving one-handed save to prevent Rachid Ghezzal’s free-kick from hitting the top corner of his goal.

United dropped their first points under Solskjaer in a 2-2 draw with Burnley on Tuesday, but boosted their hopes of a top-four spot and Champions League football next season with Sunday’s win.

They move up to fifth, two points behind Chelsea in fourth. Leicester, meanwhile, stay in 11th.

  • Libby Squire: Items found in search ruled out by police

Police investigating the disappearance of student Libby Squire have ruled out three items found near where she was last seen, as the search for her enters its fourth day.

Hundreds of people have been involved in the search to find the 21-year-old, who was last seen on Thursday.

A screwdriver, hammer and lip gloss were retrieved near Beverley Road, Hull, according to The Mirror.

Humberside Police said the items found were “part of another investigation”.

Read: Emiliano Sala plane wreckage found in Channel

Miss Squire was last seen getting into a taxi outside the Welly Club music venue in Beverley Road at about 23:00 GMT, and is believed to have been dropped off a short while later, close to where she lived in Wellesley Avenue.

She was then helped by another motorist who pulled over after seeing her sitting on a bench in the street. He subsequently made contact with police and “really helped out” with the search, officers said.

The student, from High Wycombe, Buckinghamshire, was last spotted on CCTV in Beverley Road, near the junction with Haworth Street, some 45 minutes later.

The three items were found by forensic officers close to the spot where she was last seen.

There “was nothing to suggest, at this stage, that the items retrieved by forensic officers near the spot where Libby Squire was last seen [on CCTV] are connected with the investigation into her disappearance”, the police spokesperson said.

Read: US-Mexico border: Pentagon to deploy an extra 2,000 troops

Detectives said they were pursuing a number of leads with more than 70 police officers out making inquiries, including knocking door-to-door around the area where the student vanished.

About 200 students were also involved in the search of the university premises.

In a message posted on Facebook, her mother Lisa Squire thanked volunteers’ efforts and said it had given her “great comfort” to know how highly her daughter was thought of.

The family said Miss Squire’s disappearance was “very out of character” and they were “broken without her”.

Police have appealed for anyone who was on Haworth Street between 23:30 and 00:30 on the night she disappeared to get in touch.

Miss Squire, who is 5ft 7in tall and has long dark brown hair, had been wearing a black leather jacket, black long-sleeved top and a black denim skirt with lace.

The University of Hull previously said it was “deeply concerned” about the missing student and was working closely with police.

  • Venezuela crisis: UK and Spain recognise Guaidó as president

The UK, France, Germany, Spain and other European countries have officially recognised opposition leader Juan Guaidó as interim president of Venezuela.

It comes after President Nicolás Maduro defiantly rejected the EU’s Sunday deadline to call snap elections.

Mr Guaidó declared himself interim leader last month and won US backing.

Russia – a backer of Mr Maduro – accused EU countries of meddling in Venezuela’s affairs.

As pressure mounted on Mr Maduro to step down, he said he could not rule out the possibility of civil war.

In a TV interview, he warned that US President Donald Trump would leave the White House “stained with blood” if he intervened in the crisis.

Mr Guaidó said on Sunday he would build an international coalition to deliver humanitarian aid to Venezuelans.

Read: Venezuela crisis: Maduro warns of civil war

    What have EU countries said?

Sunday saw the expiry of an ultimatum set by several European countries – including France, the UK, Austria, Germany and Spain – for Mr Maduro to call early presidential elections. They said that they would recognise Mr Guaidó as interim president if no such pledge was forthcoming.

On Monday, the UK, Spain, Denmark, Austria, France and Sweden officially recognised Mr Guaidó as interim president.

“UK alongside European allies now recognises @jguaido as interim constitutional president until credible elections can be held”, Foreign Secretary Jeremy Hunt said in a statement on Twitter.

French President Emmanuel Macron said Venezuelan’s had the right to “express themselves freely and democratically”, calling on Mr Guaidó to organise a fresh presidential poll. He announced his support for an EU contact group in the interim.

Spain’s Prime Minister Pedro Sanchez urged him to call elections “as quickly as possible.”

“Venezuela should be the author of its own destiny. The international community has a duty to help and ensure that this happens with the necessary guarantees”, he told reporters.

But Russia slammed the statements, accusing EU countries of interfering in the Venezuela’s affairs and attempting to “legitimise usurped power”.

    What did Maduro say?

Mr Maduro responded to the EU’s deadline saying: “We don’t accept ultimatums from anyone. It’s like if I told the European Union: ‘I give you seven days to recognise the Republic of Catalonia, and if you don’t, we are going to take measures’.

“No, international politics can’t be based on ultimatums. That was the era of empires and colonies.”

In the interview with Spanish television programme Salvados, broadcast on Sunday, Mr Maduro was asked if the crisis in Venezuela could result in civil war.

“Today no-one could answer that question with certainty,” he said.

“Everything depends on the level of madness and aggressiveness of the northern empire [the US] and its Western allies.

“We ask that nobody intervenes in our internal affairs… and we prepare ourselves to defend our country.”

Read: Venezuela crisis: US vows to ‘disconnect’ Maduro’s funding

President Trump has told US broadcaster CBS the use of military force remains “an option”.

But Mr Maduro warned the US leader he risked a repeat of the Vietnam War – in which the US was involved from 1965 to 1973 – if he intervened.

Hundreds of thousands of US soldiers were sent to help fight communist forces in a costly and unsuccessful war which brought domestic civil unrest and international embarrassment.

“Stop. Stop. Donald Trump! You are making mistakes that are going to stain your hands with blood and you are going to leave the presidency stained with blood,” he said.

“Let’s respect each other, or is it that you are going to repeat a Vietnam in Latin America?”

What is the situation in Venezuela?

Thousands took to the streets of the capital Caracas on Saturday for protests in support of both President Maduro and Mr Guaidó.

Mr Maduro retains the support of the military, but ahead of the demonstrations Mr Guaidó received a boost when an air force general – Francisco Yanez – became the highest-ranking military official yet to pledge support for him.

Mr Guaidó says he has held private meetings with the military to win support for ousting Mr Maduro. He says he has also reached out to China, one of Mr Maduro’s most important backers.

Mr Guaidó, who is the head of Venezuela’s National Assembly, declared himself president on 23 January.

He says the constitution allows him to assume power temporarily when the president is deemed illegitimate. On Saturday he said protests would continue until his supporters had achieved “freedom”.

  • NDC are sour losers; dont mind them Obiri Boahene

Nana Obiri Boahene of the New Patriotic Party (NPP) has described the National Democratic Congress (NDC) as “bad losers”.

He said they would stop at nothing until they make so much inaccurate and fabricated claims as being the reason the party lost the just-ended by-election in the Ayawaso West Wuogon Constituency.

According to him, contrary to the claims by the NDC members that they withdrew from the election, their polling station agents participated fully and aggressively until the end of the election, and did not see why the NDC is now trying to get the sympathy of Ghanaians and also create an impression that the NPP intimidated voters to get the widow of the late Member of Parliament to win the election.

He was speaking in an interview over the weekend on A1 Radio in Bolgatanga when he was responding to questions that needed to be answered as regards the Ayawaso West Wuogon by-election.

Touching on a claim by the NDC that there were heavily armed and intimidating “ninjas” at every polling station, Nana Obiri Boahene described the claim as “deliberate fabrication” and urged Ghanaians to ignore it.

“That is why sometimes I blame them. When you have people like Yaw Boateng Gyan and you decide to go for Joshua Akamba, what do you expect? You have Yaw Boateng Gyan and because he does not sing the song of John Mahama, you prefer Joshua Akamba,” he said.

Meanwhile, Joshua Akamba who also spoke on the same radio station rather decided to attack the Ghana Police Service, saying “… the NDC is no longer going to trust them and will not work with them anymore.”

    What is Guaidó’s aid plan?

He does not control any territory in Venezuela, so instead he plans to set up collection centres in neighbouring countries where Venezuelans have fled to.

He said he wanted to set up an international coalition to gather aid at three points, and press Venezuela’s army to let it into the country.

US National Security Adviser John Bolton said on Twitter that plans were being advanced over the weekend.

Mr Maduro has rejected letting aid into the country, telling supporters on Saturday “we’ve never been nor are we a country of beggars”.

    What’s the background?

Venezuela has suffered economic turmoil for years, with hyperinflation and shortages of essentials such as food and medicine. Millions have fled.

In January, Mr Maduro was sworn in for a second term following disputed elections which many opposition leaders did not contest because they were in jail or boycotting them.

Mr Guaidó, who is head of Venezuela’s National Assembly, declared himself president on 23 January.

  • Emiliano Sala plane wreckage found in Channel

Wreckage from a plane carrying Cardiff City footballer Emiliano Sala has been discovered in the English Channel.

The Piper Malibu N264DB was lost on 21 January on its way from Nantes, France, to Cardiff, with the Argentine striker and pilot David Ibbotson on board.

Accident investigators are expected to send a submersible to inspect the wreckage later on Monday.

David Mearns, who directed a privately-funded search for the aircraft, said it was located off Guernsey on Sunday.

Read: Emiliano Sala: Search for footballer and pilot called off

The Air Accident Investigation Branch have been at the site, working to recover the plane.
In a series of tweets, marine scientist Mr Mearns said: “The families of Emiliano Sala and David Ibbotson have been notified by police.”

He added: “Our sole thoughts are with the families and friends of Emiliano and David.”

Speaking to Argentinian broadcaster Cronica TV, Sala’s father Horacio said: “I cannot believe it. This is a dream. A bad dream. I am desperate.”

Cardiff had signed Sala for a club record of £15m and he was due to start training last month.

The 28-year-old player and Mr Ibbotson, 59, from Crowle, North Lincolnshire, were travelling from Nantes, where he had previously played when the flight lost contact with air traffic controllers.

An official search operation was called off on 24 January after Guernsey’s harbour master said the chances of survival were “extremely remote”.

Cushions believed to be from the plane were found on a beach near Surtainville, on France’s Cotentin Peninsula, last week.

There were emotional tributes to the footballer as Cardiff played their first home game since the disappearance earlier on Saturday.

Read: Emiliano Sala: Fears Cardiff player on missing plane

An online appeal had raised £324,000 for the private search, which began on Sunday.

Working jointly with the AAIB, Mr Mearns’ ship and another search vessel, the Geo Ocean III, began combing a four square mile area of the channel, 24 nautical miles north of Guernsey.

Mr Mearns had said the AAIB had a “high confidence level” that the plane would be found in the area they were searching.

The AAIB ship has remained at the site where the missing Piper plane was located, to deploy an underwater search vehicle to make a visual confirmation.

A recovery operation will then begin.

Officials at the AAIB said they expected to give an update on the operation on Monday morning.

The pilot was the Cessna 414A’s only occupant, and a source told the Los Angeles Times the man had flown frequently out of the Fullerton Municipal Airport.

Those killed in the home were two males and two females, Orange County officials said at a news conference.

Debris from the aircraft could be found over four blocks, according to Eliott Simpson from the National Transportation Safety Board.

Seventy-two fire fighters attended the scene alongside local police, with the investigation into the crash still ongoing.

Panicked neighbours rushed to the burning home, dousing burning debris on the street with water from garden hoses.

“You could just see pieces falling everywhere,” another neighbour told the Orange County Register. “Then like it was slow motion, I saw a bigger piece falling in front of our home.”

  • Minority against RTI implementation delay

The Minority in Parliament last Friday kicked against a proposed transitional provision to delay the implementation of the Right to Information Bill (RTI) for a year when it is passed.

The New Patriotic Party (NPP) MP for Suhum, Mr Frederick Opare-Andah, proposed the amendment that the RTI should come into force 12 months from the date on which the Act is assented to by the President.

He claimed that public institutions needed to be given time to engage information officers and establish information offices to facilitate the release of information to the public.

But the Minority Members of Parliament (MPs) said the media, civil society organisations and many Ghanaians had waited for the passage and implementation of the RTI for years and so it would be wrong to delay its implementation when it is passed.

They said government institutions already had information officers and information system to release information to the public.

The National Democratic Congress (NDC) MP for Tamale Central, Alhaji Inusah Abdulai Fuseini; the NDC MP for Wa West, Mr Joseph Yieleh-Chireh, and the NDC MP for Bawku Central, Mr Mahama Ayariga, therefore, asked the House to reject the transitional provision.

Consequently, the Speaker of Parliament, Professor Aaron Michael Oquaye, ruled that the Attorney General and Minister of Justice, Ms Gloria Akuffo, should inform Parliament, in writing or person, on Tuesday, February 5, 2019, as to whether the government was ready to implement an RTI law immediately or after a specified period.

He said laws did not take retrospective effect but they could take futuristic effect.

Therefore, Prof. Oquaye said it was crucial to hear from the Executive to know whether it had the capacity to enforce an RTI law immediately or not.

    Committee’s Chairman

In an interview with the Daily Graphic, the NPP MP of Offinso South constituency and Chairman of the Committee on Constitutional, Legal and Parliamentary Affairs, Ben Abdallah Banda, defended the proposal for the suspension of the implementation of the RTI law.

He said government institutions needed time to engage qualified information officers and set up information offices to allow the public to access information easily.

    Background

The object of the RTI Bill is to provide for the operationalisation of the constitutional right to information held by public and some private institutions, subject to exemptions that are necessary and consistent with the protection of public interest in a democratic society.

It also seeks to foster a culture of transparency and accountability in public affairs and to provide for related matters.

The RTI Bill was first drafted in 1999, reviewed in 2003, 2005 and 2007 but was only presented to Parliament in 2010. It was brought back to the Sixth Parliament but could not be passed till the expiration of that Parliament on January 6, 2016.

After months of waiting, the Bill was laid in Parliament early last year (2018) by the Deputy Attorney General and Minister of Justice, Mr Joseph Dindiok.

The RTI Bill has passed through the first and second readings and the House is almost done with the consideration of proposed amendments to the Bill after which it will be passed into law.

  • ‘Akufo-Addo deserves a peace prize for Dagbon’ Bugri Naabu

Daniel Bugri Naabu, former Northern regional chairman of the ruling New Patriotic Party, says President Nana Addo Dankwa Akufo-Addo deserves the world peace prize for ensuring the restoration of peace to Dagbon after so many years of conflict.

President Akufo-Addo in the lead up to the 2016 elections promised that he would make sure Dagbon regained its past glory by brokering peace between the two feuding gates, Andanis and Abudus.

On November 2018, the committee of eminent chiefs led by the Asantehene and the two feuding gates presented a peace road map to the President at the Jubilee House with both the Abudu and Andanis promising to abide by it.

The roadmap saw the performance of the funeral rites of the late two overlords of Dagbon, Ya Naa Mahamdu Abdulia IV and Ya Naa Yakubu Andani II and the subsequent enskinment of a new Ya Naa for the Dagbon Kingdom.

    Political will

According to Bugri Naabu, the political will and posture of President Akufo-Addo towards the reconciliation and peaceful resolution of the Dagbon chieftaincy feud is unprecedented and surpasses any by his predecessors.

Mr. Naabu in an interview with the Daily Statesman said the efforts of the President crowned all that was started by his predecessors.

“Nana Addo deserves world peace prize because he has brought peace to Dagbon and the Northern Region. Now we will not be talking about Abudu and Andani but Dagbon and Northern Region. Nana Addo has done a wonderful job and the people of the north are eternally indebted to him,” he said.

Many had held that it was unfair for President Akufo-Addo to take all the glory for the peace in Dagbon because others played a major role in the process.

But the leading NPP member said the Dagbon peace process would have been halted as it happened during the NDC regime had President Akufo-Addo not been elected people of Ghana.

“His Royal Majesty, the Asantehene, His Royal Majesty, the Yagbonwura and His Royal Majesty, the Nayiri, all deserve praise for their immense contribution in the mediation process. President Kufuor deserves praise for his magnanimous insight for establishing the mediation committee but Nana Addo deserves more than a noble peace prize,” he said.

“It takes a man of great character, peace and wisdom to bring peace to his community and Nana Addo has shown Ghana and the World that he is a peace maker,” he said.

  • Otumfuo hails Free SHS

The Asantehene, Otumfuo Osei Tutu II, has reiterated his support for the free Senior High School (SHS) programme introduced by government to improve access to education in the country.

He, however, charged government to quicken its pace to properly equip the various public universities with the needed infrastructure to enable them to accommodate the increasing number of beneficiaries of the free SHS policy.

“The free SHS, in all aspects, is a laudable policy, and we as a nation should applaud it,” the Asantehene, who is the Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST), stated.

He added: “By April/May 2020, the first batch of students under the free SHS policy will come out and this will double the number of students seeking enrollment into our tertiary institutions. This is a reality we must confront. The potential increase in enrolment at the tertiary level will require corresponding increase in resources both financial and human to be able to cope with the expected increase in student numbers.”

In that regard, Otumfuo also tasked government to complete all ongoing infrastructural projects in the public universities so that they would be in a proper position to absorb students that would qualify to study there.

“Resources must be found to complete all infrastructural projects at KNUST and in other universities, including my pet project Teaching and Research Hospital on campus,” Otumfuo remarked.

Speaking during a special congregation for students, who pursued Masters and Degree programmes at KNUST, the Asantehene condemned the recent student riots, saying “it brought embarrassment to the university.

To help prevent the recurrence of the riots, he announced that he had charged a committee that would soon investigate thoroughly the events surrounding the tragedy of October 22.

Otumfuo stated that “any lewd male student behaviour in the presence of female students in the name of culture and traditions is not justifiable under any circumstances,” adding that universities are run on regulations to make academic space tolerable for all.

  • Government urged to pay attention to cervical cancer prevention

As Ghana joins the rest of the world to mark World Cancer Day, which falls on the 4th of February every year, Hope for Future Generations (HFFG), a children, youth and women-focused non-governmental organization, is calling on government to pay special attention to cervical cancer, which is the second most common cancer in women living in Ghana.

According to the NGO, available data suggests that about 3,151 new cervical cancer cases were diagnosed in Ghana in 2018, hence the need for more energies and investments to be channeled into initiatives to reduce the cervical cancer burden.

“The annual number of cervical cancer deaths in Ghana is around 2,119, and as it stands, there are many women at risk. This calls for an upscale in national cancer response, if we are to attain Goal 3 of the Sustainable Development Goals (SDGs),” Mrs. Cecilia Senoo, the Executive Director of HFFG said in a press statement.

Read: Breast cancer cases increase by almost 100% in six years

She urged the government of Ghana to ensure sustainable that programs are put in place to promote the vaccination of girls and women against cervical cancer.

“Though studies have shown that early screening for cervical cancer is key in saving lives, there are many women, specifically from rural, and lower-socioeconomic populations who are being left behind, she stated.

The organization is also calling for multi-sector collaborations to ensure the availability of affordable basic technologies and essential medicines required to control all forms of cancers, especially cervical cancer.

Read: Breast cancer cases increase by almost 100% in six years

“Additionally, we encourage Ghanaian women to regularly screen for signs of cervical cancer to avert late-stage presentation,” Mrs. Cecilia Senoo recommended. We again call on Ghanaian men to encourage their partners to go for regular cervical cancer screening at designated health facilities. World Cancer Day is celebrated each year on 4 February to rally the international community to scale-up in efforts on meeting the 2025 global target to reduce the burden of cancer. The day is also used to raise awareness of cancer and to encourage its prevention, detection, and treatment.

According to the World Health Organization (WHO), non-communicable diseases (NCDs) including cancer are the biggest cause of death worldwide. The WHO says cancer alone was responsible for an estimated 9.6 million deaths in 2018.

Approximately 70% of deaths from cancer occur in low- and middle-income countries including Ghana.

  • Why Barcelona signed Kevin-Prince Boateng

One of the most surprising transfers of the January transfer window has been the transfer of striker Kevin-Prince Boateng from Italian side Sassuolo to Barcelona.

His move to Spain is a six-month loan deal, with an upfront payment of £870,000, and an option to make it a permanent transfer for only £7.1 million at the end of the season.

The transfer came in as a shock for many footballs fans and pundits around the globe. Recently, Barcelona has had a tendency to sign players on a short term basis depending on the situation and requirements of the club. Boateng’s move to Barcelona might be another case of Barcelona signing a player to fight the current situation at the club.

Here are the three main reasons why Barcelona have signed Kevin Prince Boateng.

    #3 Versatility

Even though Boateng is not playing at the level he used to play in the early years of his career, he is still a more than good enough option for Barcelona. Boateng has the ability to play in any of the forward positions.

He does not only adds a new dynamic to the Barcelona attack but also acts as a cover for each attacking option up front. At Barcelona, he will always be a second choice striker behind Suarez, but if he impresses in the little opportunities he gets, Boateng just might become a regular option at the club coming off the bench.

Boateng started his career as a very promising player but has not lived up to the high expectations everyone had from him. He is a very tough guy, who will be determined to give his all and revive his career at the very highest level.

#2 Realistic option without major risk

Barcelona paid a fee of £870,000 for the services of Boateng and if the player is to sign on a permanent basis then Barcelona will have to pay just £7.1 million for the player.

In today’s market, these figures are nothing as compared to the fee being paid for less effective and less talented players. For a club like Barcelona, such a fee will make no difference to their finances.

There is close to no risk involved in this signing. If the club is satisfied with the performances of Boateng over the next six months, then they can make this a permanent transfer, otherwise, they can send the player back to his parent club

It is also very difficult to lure away top players from their respective clubs in the January transfer window. Top clubs refuse to sell their star players at this time of the season and the players are also hesitant to move in the middle of the season. In such a situation, Boateng became a very realistic option for the club.

Convincing the club and the player was not really a difficult task for Barcelona. The Catalan club has a very good relationship with Sassuolo. The two teams are even in talks to form a partnership and thus signing Boateng must have been very easy.

    #1 Lack of attacking options

After Ousmane Dembele’s injury and Munir’s departure to Sevilla, Barcelona found themselves with lack of attacking options up front. Luis Suarez and Lionel Messi have been subject to very heavy workload already and lack of options upfront meant that they would have no time to rest.

If anyone of Messi or Suarez gets injured, Barcelona will have to do with playing fringe players, who might not be able to get the possible results. With the arrival of Boateng, the club does not only get variety upfront but it also gives the manager an opportunity to rest the main attackers at the club, keeping them fresh for the big games.

The signing of Boateng can go both ways for the club as well as the player, but there are many good explanations to understand what Barcelona must have thought before signing the player.

  • Lapses in lecturers’ qualificatons exposed

A staff audit of the technical universities conducted by the National Council for Tertiary Education (NCTE) has exposed anomalies in the teaching and administrative procedures in the institutions.

The audit was carried out with the objective of facilitating the effective migration of staff of the universities onto the Single Spine airy Structure (SSSS).

The report, dated December 21, 2018, a copy of which is available to the Daily Graphic, revealed for instance, that most lecturers, specifically those in the schools of business, had been teaching without relevant background, with some holding Doctor of Philosophy (PhD) degrees acquired through online, which is against the regulations of the NCTE.

“Some lecturers have either actor of Business Administration (BA) from the Universidad Empresarial de Costa Rica or Decorate in Finance from the Swiss Management Centre (SMC) University and the University of Central Nicaragua. These are non-research doctorates and are not acceptable for teaching.

“Some lecturers also have PhDs awarded by the University of Central Nicaragua on the basis of DBA awarded by the SMC. This arrangement for the award of PhDs is not acceptable and such qualifications should not be assented for teaching as well,” the report stated.

Read: No PhD, no job Education Minister to university lecturers

It further indicated that some lecturers were reaching with mismatched first, second and terminal degrees, referred to a “skirt and blouse,” a practice the NCTE found unacceptable.

It made it clear that lecturers with masters degrees and PhDs acquired online should not be recognised and that affected lecturers should go back to school to acquire relevant degrees before they would be migrated onto the SSSS.

The report further stated that only lecturers with relevant background should teach courses in their areas of specialisation.

    Education Minister’s word

  • Venezuela crisis: US sending aid ‘at Guaidó’s request’

The US says it is sending aid to crisis-hit Venezuela following a request from Juan Guaidó, the opposition leader who has declared himself interim president.

Mr Guaidó’s move last month won swift backing from the US and others but triggered a power struggle.

Venezuela’s President Nicolás Maduro has accused him of mounting a coup and retains major international allies.

Read: Venezuela crisis: Maduro given ultimatum by European leaders

He has dismissed US offers of aid as a pretext for military intervention.

Saturday saw thousands take to the streets of the capital Caracas for protests in support of both President Maduro and Mr Guaidó.

Crucially, Mr Maduro retains the support of the military, but ahead of the demonstrations Mr Guaidó was given a boost after an air force general – Francisco Yanez – became the highest-ranking military official yet to pledge support for the opposition leader.

Mr Guaidó says he has held secret meetings with the military to win support for ousting Mr Maduro and also reached out to China, one of Mr Maduro’s most important backers.

Read: Venezuela crisis: US vows to ‘disconnect’ Maduro’s funding

How will the aid scheme work? Mr Guaidó does not control any territory in Venezuela, so instead he is planning to set up collection centres in neighbouring countries where Venezuelans have fled to.

He said he wanted to set up an international coalition to gather aid at three points, and press Venezuela’s army to let it into the country.

In a tweet, US National Security Adviser John Bolton said plans were being advanced this weekend.

Mr Maduro has rejected letting aid into the country, telling supporters on Saturday “we’ve never been nor are we a country of beggars”.

How did we get here? Venezuela has suffered economic turmoil for years, with hyperinflation and shortages of essentials such as food and medicine. Millions have fled.

In January, Mr Maduro was sworn in for a second term following disputed elections which many opposition leaders did not contest because they were in jail or boycotting them.

Later that month, Mr Guaidó, who is head of Venezuela’s National Assembly, declared himself president.

He says the constitution allows him to assume power temporarily when the president is deemed illegitimate. On Saturday he said protests would continue until his supporters had achieved “freedom”.

    Where do other countries stand?

More than 20 countries have recognised Mr Guaidó as Venezuela’s interim president.

Russia, China and Turkey are among those who have publicly backed President Maduro.

Sunday sees the expiration of a deadline set by several European countries – including France, Britain, Germany and Spain – for Mr Maduro to call presidential elections. If he does not, they say, they will recognise Mr Guaidó as president.

Mr Maduro says he remains Venezuela’s legitimate president and has rejected new presidential polls.

The Pentagon said the soldiers would help border-patrol agents, carry out surveillance work and install miles of razor wire.

It comes as President Donald Trump battles Congress for funds to build a wall along the border.

He says such a measure is needed to stop illegal immigration.

Mr Trump’s insistence that the lower house of Congress, now controlled by his Democratic opponents, include funds for the wall in the US budget recently led to the longest government shutdown in US history.

He struck a temporary deal last month to reopen government departments but has threatened to trigger another shutdown or declare a national emergency if his demands are not met. The current agreement expires on 15 February.

Read: US sending 5,200 troops to border with Mexico

Mr Trump is expected to again highlight the issue in his annual State of the Union speech on Tuesday.

    What is the latest?
The US defence department said 3,750 extra soldiers would be sent to the border, although many will replace troops already there. The first deployments took place in November.

“Additional units are being deployed for 90 days, and we will continue to evaluate the force composition required to meet the mission to protect and secure the southern border,” a Pentagon statement said.

Their tasks will include “a mobile surveillance capability through the end of September 2019, as well as the emplacement of approximately 150 miles of concertina wire between ports of entry”.

Last Thursday, President Trump tweeted that extra forces were being sent to the border to stop migrants who he said were travelling in “caravans” and threatening an “invasion”.

Mr Trump has repeatedly described the situation on the Mexican border as a “crisis”, although his critics have dismissed the use of troops as a political stunt.

Mr Trump is, however, not the first US president to send troops to the border with Mexico. President Barack Obama sent some 1,200 National Guard soldiers to guard the boundary while President George W Bush deployed about 6,000 troops to help Border Patrol agents in what was called Operation Jump Start.

What is happening at the border?
Officials in Texas recently revealed that nine migrants on hunger strike at an immigration detention centre were being force-fed.

Immigration officials are using plastic nasal tubes to feed some of the men, but relatives say it is causing severe nosebleeds and vomiting.

The detainees have refused food in protest against conditions at the El Paso Processing Center.

Immigration and Customs Enforcement (ICE) says a federal judge authorised the force-feeding last month.

  • CSOs must monitor activities of Upstream Petroleum Chamber IES

The Institute of Energy Security (IES) has urged civil society groups to closely monitor the activities of the newly formed Upstream Petroleum Chamber.

The formation of the chamber is to promote upstream oil and gas exploration in the country.

Some of the companies that are part of the chamber include Tullow Oil Ghana, Kosmos Energy Ghana and Eni Ghana.

Read: 14 oil companies invited to submit bids for five oil blocks

In an interview with Citi Business News, Research Analyst at the IES, Mikdad Mohammed said the IES together with other stakeholders will ensure that the chamber fulfils its mandate.

“The only thing we can assure them is that we will be watching proceedings keenly because we have seen instances in the past where such groups have come up to make advocacies in support of ideas which have not been in the interest of the nation but has been private profit-oriented”, he noted.

He underscored the need for the chamber to focus on giving back to Ghanaians in order for ordinary citizens to benefit from the oil resource.

“We anticipate that such a group will continue to support the growth of corporate social responsibility, the protection of the environment as we have seen some byproducts of the exploration works in Keta and some other areas like in Takoradi.

He added, “we will want to see them do more in these kinds of projects that promote the safety off indigenes in oil-producing areas and also that when it comes to collective bargaining whatever is going to come out will be in the interest of the country”.

  • Financial sector regulators urged to support monetary literacy

The Young Investors Network (YIN), a Non-Governmental Organisation working to deepen financial literacy among the Youth, has called on financial sector regulators to support its efforts at providing the youth with the requisite financial education.

In an interview with the Ghana News Agency, Mr Joshua Mensah, the President of YIN, said the Network had, since its establishment in 2010, trained more than 100,000 young people and looking forward to training about one million this year.

He said the current happenings in the financial sector, where scammers had taken advantage of the weaknesses, has necessitated the need to train more people with the accurate financial skills to better the lot of the sector.

Read: Government confident about banking sector after clean up, financial support

He called on the regulators to support the activities of the Network, which already had closer relations with the younger population in the secondary and tertiary schools, to deepen their knowledge on the financial sector.

Mr Mensah said although the Security and Exchange Commission had provided huge support to the Network, the other regulators had not been collaborative enough towards the financial education agenda.

“We are calling on the other regulators thus the National Insurance Commission, the Bank of Ghana and the National Pension Regulatory Authority to support us in promoting financial literacy in the system because many Ghanaians no longer have faith in the system,” he said.

Mr Mensah said if trust was broken in the banking industry it would have an adverse effect on the financial sector.

Mr Kofi Busia Kyei, the Executive Director of YIN, said the Network had made attempts to reach the regulators to support both technically and financially but “it seems the response has been a little slow.”

“So we want them [the Regulators] to respond to us because the youth need them to come and help us otherwise the future of this country’s financial sector would be bleak.”

“This year we are embarking on a lot of financial literacy education so we are calling on the regulators to assist in reaching many people with financial knowledge to make the right decisions.”

Mr Kyei noted that the first on the calendar is the Global Money Week, which would focus on promoting financial education, followed by the Young Investor Challenge, focused on promoting financial education on the stock market.

“Through the Global Money Week observation, we want to train more than one million people, giving them a lot of education on financial literacy.”

He called for support to enable the YIN to extend its financial literacy to all the 10 regions of the country.

  • Jeffrey Schlupp hunts Fulham again as Crystal Palace return to winning ways

Ghana defender Jeffrey Schlupp was on target for Crystal Palace in their 2-0 win over Fulham in the English Premier League on Saturday afternoon.

Palace proved too strong for Fulham once again as they replicated opening day result against them on matchday 25 of the league.

The Eagles commenced the ongoing campaign with a convincing 2-0 win over their London rivals at the Craven Cottage last August.

Roy Hodgson’s men went into the game with the aim of returning to winning ways after a 1-1 draw with Southampton in midweek.

They indeed had a bright start as Luka Milivojevic buried his penalty into the roof of the net in the 25th minute.

Palace killed off the match on the 82nd minute through Jeffrey Schlupp. Michy Batshuayi fired in a promising shot which ricochets off Fulham goalkeeper Sergio Rico back to Jeffery Schlupp inside the box and he sent the ball into the back of the net.

Fulham is the only side in the English top-flight that the Ghana international has scored two goals in the same season.

Schlupp has bagged 4 four goals in 21 matches for Palace in the ongoing season.

  • Performance of Ghanaian players abroad: Schlupp, Ayew, Tekpetey, Owusu score

European football specialist, Reuben Obodai brings you first instalment on how Ghanaian players performed in abroad on Friday and Saturday.

Schlupp found joy in front of goal again as he turned in Michy Batshuayi’s rebound into a gaping net to condemn Fulham to their 16th defeat of the campaign – It was the attacker’s second goal against the Cottagers this term. Bernard Tekpetey grabbed his eight league goal as SC Paderborn thump Greuther Furth. • Amazon sparks fears with sales forecast

Amazon has forecast lower-than-expected sales for the first three months of the year sparking investor fears over slowing growth.

Shares in the online giant fell almost 5% in after-hours trading despite it reporting record sales and profit for the Christmas holiday period.

Amazon expects sales to grow between 10% and 18% in the first quarter, slightly below analyst forecasts.

A hit from currency exchange rates was partly to blame, the firm said.

Read: Amazon forced to pull products in India as new rules bite

In the three months to the end of the year, which included the crucial Christmas period, profit rose 63% to $3bn (£2.2bn) while revenue was up 20% to $72.4bn.

While this was better than analysts had expected, it was still the slowest sales growth for the firm since the start of 2015.

The deceleration comes as the firm encounters challenges abroad, with changing regulations in markets such as India.

Read: Amazon raises wages for lower-paid workers

It also faces increased competition at home, as rival retailers such as Target and Walmart invest heavily in online operations.

Neil Saunders, analyst at research firm GlobalData, said competitors’ gains had hurt the growth of Amazon’s retail division.

“In our view, the gap between Amazon and the rest is now narrowing,” he said.

“Amazon will now need to work doubly hard to achieve any future sales gains.”

Nonetheless, he said that compared to many other retailers, the firm’s retail sales figures were still strong.

In North America, sales increased 18% year-on-year, while its international sales climbed 15%.

    ‘Impressive’ profit

Mr Saunders said the firm’s profits were also “impressive”.

Amazon’s widening profits are largely driven by the growth of its high-margin businesses, including its cloud, advertising and third-party seller services.

Amazon’s cloud computing arm, Amazon Web Services provided two thirds of the firm’s profit last quarter.

It is one of the services the firm is relying on to help offset slowing revenue growth in its retail arm.

Amazon founder and chief executive Jeff Bezos, who is also the world’s richest man, singled out its smart speaker Alexa, saying it was the company’s best-selling device.

Nicholas Hyett, analyst at Hargreaves Lansdown, said the online retailer was “tightening its grip” on its customers with add-on services such as Amazon Prime which offer free delivery and other benefits.

“With so many opportunities, the biggest problem facing Amazon CEO Jeff Bezos is where to focus the attention,” he added.

Mr Hyett said that while he would have preferred sales guidance to be in line with expectations, “given the rate of growth Amazon’s delivering it could be more than made up by a slight outperformance in future quarters”.

“There’s no evidence of a systemic slowdown as yet.”

  • Ghanaian midfielder Haruna joins Jordanian side Kufrsoum

Read: Ghanaian midfielder Richard Boateng joins Alcorcón on loan

Ghanaian midfielder Abdul Bakie Haruna has joined Jordanian top-flight side Kufrsoum SC on loan until the end of the season.

The 19-year-old moves from Ghanaian second-tier side Montreal United Football after impressing on following two weeks of trial at the club.

Kufrsoum will have the first option of extending the contract into a permanent deal when it expires in six months time.

The midfielder has been the target of some clubs in Asia after scouts travelled to Ghana to watch his performance for the revived Nima-based club.

Haruna signed the deal this week and has already started playing friendly matches for the club.

He was part of the five Ghanaian players shipped last month to Jordan to be observed by clubs in the league.

Former Wa All Stars midfielder Nasiru Pablo Moro was the leading player among the footballers who arrived in Amman last month.

The rest of the four players are from the revived second-tier side Montreal Football Club based in the sprawling Accra suburb of Nima. Experienced striker Bala Gargo Mohammed, who formerly played for top-flight side Inter Allies, is among the four players from Montreal who have been invited to train in Jordan.

Ashmond Dagban, Samudeen Musah and Abdul-Bakie Haruna are the other three players from Montreal who also travelled to the country to seal the deal with the top-flight sides.

Scouts of the Jordanian sides monitored the players before handing them the chance to travel to impress.

  • Cardi B and Offset reunite at Super Bowl party as they’re “working things out”

Cardi B and Offset could be sparking reconciliation chatter once again.

The two of them—who announced their split two months ago—were seen at The Big Game Weekend Party at Oak Nightclub in Atlanta just two days before the Super Bowl.

It’s an eventful weekend for the duo. Offset’s rap group Migos performed at a pre-Super Bowl event and Cardi is set to make her Pepsi Super Bowl commercial debut alongside Steve Carell and Lil Jon.

Read: Cardi B urges fans not to ‘bash’ Offset after failed PDA

The Grammy nominee debuted a new silver, blue and pink hairstyle while out in Atlanta with Offset. On Thursday, she gave fans some hope when she gave a relationship update and said she and Offset were “working things out.” Their daughter Kulture Kiari Cephus has been a big priority for both parents.

According to a source, Cardi hasn’t officially filed for divorce yet, so there’s some hope they could get back together.

“A divorce isn’t on Cardi’s mind anymore. She has been focusing more on how they are going to work this out,” the source said. “The negativity of their relationship has blown over and she’s staying positive that it will work.”

Read: Cardi B’s advice to Selena Gomez while she’s in treatment is truly inspiring

While the Super Bowl fête isn’t the first time Cardi and Offset have reunited, it’s certainly one of the first times they’ve been photographed together in public since Offset’s very public apology. On Dec. 15, he crashed her show in Los Angeles and presented her with a cake and $15,000 worth of roses that spelled out “Take Me Back Cardi.”

“I just wanna tell you I’m sorry, bro, in person, in front of the world,” the 27-year-old announced on stage. “I love you. Whatever I gotta do to show you that, I’m there.”

Cardi, however, kicked him offstage but encouraged her fans not to criticize him. “Violating my baby father is not gonna make me feel any better, ’cause at the end of the day, that’s still family,” she said in an Instagram video that night.

About a week later, the two of them went to Puerto Rico together and spent the winter holidays as a family with Kulture.

Following their split, Offset was very vocal on social media about how much he “missed Cardi” and wanted her back. After rumors of his infidelity, he posted a lengthy video on Instagram that begged for her forgiveness.

“I want to be able to spend the rest of my life with you. I apologize. I am sorry for what I have done to you,” he said. “I didn’t f–k that girl, but I was entertaining her, you know what I’m saying? I apologize, and I love you, and I hope you forgive me.”

Perhaps he’s been forgiven? We’ll just have to wait and see.

  • Controversial Malawi pastor arrested in South Africa

Controversial Malawian self-styled prophet Shepherd Bushiri has been arrested with his wife Mary in South Africa, according to his church’s Facebook page.

Police told South Africa’s News24 website that the couple’s detention was linked to alleged fraud and money-laundering offences. They have not commented on the allegations.

Earlier on Friday, a religious and cultural body, the CRL Rights Commission, found that the pastor was not responsible for a stampede at his Pretoria church on 28 December when three people died.

The church leader is known as much for his lavish lifestyle as for his successful ministry, which stretches across Africa.

He claims to have cured people of HIV, appeared to walk on water on social media and owns four private jets.

The pastor has more than 2.3 million likes on Facebook and filled Johannesburg’s FNB Stadium on New Year’s Eve.

  • France puts up food and drink prices under new law

Nutella, Président Camembert, Ricard Pastis and Carte Noire coffee are among the brands set to cost more in France as a law on food prices takes effect.

It means big food and drink brands can no longer be sold at cost price. Shops’ profit margin must be at least 10%.

But many shops’ own-brand products are expected to get a bit cheaper. Such goods often come from smaller firms.

Read: France hits Google with record €50m fine under new EU data rules

The government aims to help smaller producers but France has continuing yellow-vest protests over prices.

There are doubts about whether the new law will actually work as hoped.

How much of a price rise?

The 10% margin threshold means a food or drink brand previously sold for €1 (£0.88; $1.1) now has to be priced at €1.1 minimum.

But there will not be uniform price increases, French media report. The law affects supermarkets and hypermarkets more than small local shops.

Read: France is not interested in a peaceful Libya – Italian politician

That is because the big outlets offer some popular brands at or near cost price, slashing their margins on those products, in order to lure customers, in a fierce price war. Their profits depend on big volume and high turnover.

Small shops, however, cannot match the supermarkets’ low margins.

Supermarket chain Carrefour is adapting to the law by increasing discounts for loyalty card customers.

Carrefour expects to raise prices by 35 euro cents on average, which is 5%. It says 1,000 food and drink brands are affected, out of 25,000 on sale.

A big retailer which has already raised prices gave the daily Le Parisien a list of brands affected, while requesting anonymity. Among the price rises are:

    Président Camembert (up 8.6%)

Ricard Pastis (aniseed liqueur – up 9.9%)
    Nutella (up 8.4%)

    Carte Noire coffee (up 4.4%)

    Coca-Cola (up 5%)

Hypermarket chain E Leclerc said it was raising prices by 3% on 1,000 brands.

Agriculture Minister Didier Guillaume said “the aim is to sell agricultural goods for what they’re worth”. He stressed that meat and fish prices would be unaffected.

He said that in supermarkets, in general, prices would go up on 500 out of 13,000 products, and in hypermarkets on 800 out of 20,000 on sale.

    Why is the law controversial?

The government hopes that by making shops pay more to their suppliers – the wholesalers – the latter will pay more to French food and drink producers. That is because the wholesalers’ income should increase as consumers pay higher prices for certain brands.

But millions of French consumers are angry about the cost of living, so there is a risk for the government. It is already struggling to contain often violent “gilets jaunes” (yellow vest) protests.

The protests were sparked by a fuel price hike last year – later cancelled by President Emmanuel Macron – but soon the “gilets jaunes” movement morphed into a wider protest against economic hardship.

For months there have been big weekend protests by the yellow vests across France. Another one is planned for Saturday.

Mr Macron has tried to reach out to the protesters. He told journalists on Thursday: “If to be a yellow vest means you want work to pay more and parliament to work better – well then I’m a yellow vest.”

    Which consumers are most affected?

The French consumer rights group UFC Que Choisir voiced scepticism about the new law.

One of its researchers, Mathieu Escot, said smaller shops like the Monoprix chain in Paris would not put up prices, because their margins were already above 10%.

But he noted that “gilets jaunes” protesters were frequent shoppers at the big supermarkets and out-of-town stores, where prices would go up.

“So it’s French people on more modest incomes, with weak purchasing power, who will pay,” he argued.

The law “does not oblige” food and drink wholesalers to pay more to French rural producers, he said.

A big agricultural union, Confédération paysanne, told the daily Libération “there is no clear incentive to ensure a return to producers and boost their income”.

  • US fake university: India angers after students’ arrest

India has made a diplomatic protest to the US after 129 Indian students were arrested for enrolling in a fake university.

The University of Farmington, advertised as based in Michigan state, was run by undercover agents from the Department of Homeland Security to expose “pay-to-stay” immigration fraud.

Prosecutors say those who enrolled knew that the facility would be illegal.

However, Indian officials say the students may have been duped.

On Saturday, the Indian ministry of external affairs (MEA) issued the protest to the US embassy in Delhi, expressing concern over the arrests and demanding consular access to those detained.

“Our concern over the dignity and wellbeing of the detained students and the need for immediate consular access for Indian officials to the detainees was reiterated,” the ministry said.

    How did the sting work?

The fake university was set up in 2015 to try to catch foreign nationals who had initially travelled to the US on student visas and wanted to stay in the country, US media reported.

A website for the University of Farmington showed pictures of students in classes and libraries or relaxing around a grassy campus.

It advertised tuition for undergraduates at $8,500 (£6,500) a year and $11,000 a year for graduate students. It also had a fake Facebook page with a calendar of events.

But court papers released last week showed that the employees of the University of Farmington were undercover agents for the Immigration and Customs Enforcement agency (ICE).

The “campus” was an office at a business park in a Detroit suburb.

The indictment, filed in the District Court for the Eastern District of Michigan, said the students knew the scheme was illegal.

“The university was being used by foreign citizens as a ‘pay to stay’ scheme,” prosecutors said.

    What is India arguing?

The Indian government said the students could have been tricked into enrolling and should be treated differently to any recruiters who may have duped them.

“We have urged the US side to share full details and regular updates of the students with the government, to release them from detention at the earliest and not to resort to deportation against their will,” MEA added.

Meanwhile a telephone hotline for worried relatives of those being held has been set up at the Indian embassy in Washington, the Times of India reported.

The US embassy in Delhi confirmed it had received the note of protest but made no further statement.

According to the Detroit News, many of those arrested now face deportation. Eight people who allegedly acted as recruiters face federal conspiracy charges for helping at least 600 foreign nationals stay illegally, it added.

It is not the first time US authorities have run such an operation. In 2016, 21 people were arrested after immigration agents set up the fake University of Northern New Jersey.

Most of the foreign nationals involved in that scheme came from China and India.
