  • Zanetor pioneers project to improve carbon footprints in Klottey Korle

Member of Parliament for the Klottey Korle Constituency, Dr. Zanetor Agyeman-Rawlings has pioneered a smokeless oven system at the Osu Night Market.

Having observed with concern the harmful effect of smoke from the traditional ovens on the health of market women and the environment at large, Dr. Agyeman-Rawlings and her team decided to undertake the project in fulfilment of a promise she made during the 2016 electioneering campaign to improve the working conditions of traders in the various markets within the constituency.

After extensive research and broad stakeholder consultations, Dr. Agyeman-Rawlings engaged Comeph Associates, and with funding from her share of the MPs Common Fund, the team constructed the ovens which produce decreased emissions, compared to the traditional methods employed all over Ghana for smoking various foods. The result is the reduction of carbon footprints from food smoking activities.

During a tour of the Osu Night Market with the Minister for Sanitation and Water Resources, Cecilia Dapaah to inspect the project, Dr. Agyeman-Rawlings emphasised on the health and economic benefits of the new smokeless ovens for the market women and customers.

She stated that, “there is an improvement in livelihood from increased profits, as the market women are spending less money on fuel (firewood) resulting from the efficient burning mechanisms of the smokeless oven. The reduced intensity of smoke also means there will be fewer toxins in the foods they prepare with the new ovens.”

With the success of the initial rollout of the smokeless ovens in the Osu Night Market, which marks Phase One of the Pilot, Dr. Zanetor Agyeman-Rawlings and her team look forward to replicate same in other markets within the Klottey Korle constituency, namely Adabraka, Odorna and CMB markets.

  • Canadian’s death sentence in China ‘horrific’, family says

The family of a Canadian man who has been sentenced to death in China say their “worst fears” have been realised.

Robert Lloyd Schellenberg was given a 15-year jail term in November but, on Monday, a court said the sentence for drug smuggling was too lenient.

The ruling is likely to worsen a diplomatic row between the countries.

Last month Canada arrested a top official at the Chinese telecoms giant Huawei, on a request from the US.

The detention of Meng Wanzhou, 46, last month angered China and soured its relations with both Canada and the US.

Read: China sentences Canadian man to death for drug smuggling

Following Schellenberg’s death sentence, Canada has updated its travel advice for China, urging citizens to “exercise a high degree of caution due to the risk of arbitrary enforcement of local laws”.

Schellenberg’s aunt, Lauri Nelson-Jones said the death sentence was “a horrific, unfortunate, heartbreaking situation”.

“It is our worst case fear confirmed,” she added. “It is rather unimaginable what he must be feeling and thinking.”

Canadian Prime Minister Justin Trudeau condemned the ruling.

“It is of extreme concern to us as a government, as it should be to all our international friends and allies, that China has chosen to begin to arbitrarily apply the death penalty,” he said in a statement.

Schellenberg has 10 days to launch an appeal and his lawyer told Reuters news agency that he would likely do so.

    What is Schellenberg’s case about?

The Canadian, who is believed to be 36, was arrested in 2014 and accused of planning to smuggle almost 500lb (227kg) of methamphetamine from China to Australia.

He was sentenced to 15 years in prison in November but, following an appeal, a high court in the north-eastern city of Dalian on Monday sentenced him to death.

“I am not a drug smuggler. I came to China as a tourist,” Schellenberg said just before the verdict was announced, the AFP news agency reports.

China is believed to execute more people annually than any other country, but is highly secretive about the number.

Human rights group Amnesty International puts the figure in the thousands – more than the rest of the world’s nations put together.

A number of foreigners have been executed for drug-related offenses in the past, including British man Akmal Shaikh, who was executed in 2009 despite claims he was mentally ill, and an appeal for clemency from the UK prime minister.

    What’s the bigger picture?

Relations between China and Canada have deteriorated rapidly since the arrest of Ms Meng in Vancouver on 1 December.

She was granted bail by a Canadian court several days later but remains under constant surveillance and must wear an electronic ankle tag.

Ms Meng, who is the daughter of Huawei’s founder, is accused in the US of using a subsidiary of the company called Skycom to evade sanctions on Iran between 2009 and 2014.

She denies any wrongdoing and says she will contest the allegations.

In the weeks that followed her arrest China detained two other Canadian citizens.

Former diplomat Michael Kovrig and businessman Michael Spavor face accusations of harming national security.

China has denied the detention of the two men is tied to Ms Meng’s arrest, but many analysts believe it is a tit-for-tat action.

Read: Senegal blocks popular opposition candidates from presidential race

Prof Donald Clarke, a specialist in Chinese law at George Washington University, said that Schellenberg’s death sentence appeared to be “an unprecedented step in China’s diplomacy”.

“I have seen cases I considered unjust before, but I cannot recall a previous case that looked so clearly unconnected to the defendant’s guilt or innocence,” he told the BBC’s Chinese service.

China began working hard to push Schellenberg’s case to international prominence, taking the highly unusual step of inviting foreign journalists into the court, the BBC’s John Sudworth in Beijing reports.

And despite the Canadian’s insistence that he is innocent, his retrial lasted just a day, with his death sentence being announced barely an hour after its conclusion, our correspondent says.

An editorial in the nationalist state-backed Chinese newspaper Global Times on Tuesday said “unreasonable speculation” in Western media linking his case to Ms Meng’s showed “rude contempt toward Chinese law”.

“The trial will also send the message that China won’t yield to outside pressure in implementing its law,” it said.

However, back in December, the editor of the Global Times warned that China would “definitely take retaliatory measures against Canada” if Ms Meng was not released.

Hu Xijin said in a video posted on the Global Times website: “If Canada extradites Meng to the US, China’s revenge will be far worse than detaining a Canadian.”

Passion Air has announced it is suspending flight operations to Takoradi until further notice.

According to sources, this development has come about due to low passenger numbers on the route.

  • Trump orders ‘300 burgers’ to White House amid shutdown

US President Donald Trump has put on a fast food feast at the White House, blaming the lack of catering staff on the partial government shutdown.

He welcomed the winners of the national college football championship, the Clemson Tigers, with more than 300 burgers as well as fries and pizzas.

“Because of the shutdown… we went out and we ordered American fast food paid for by me,” he told reporters.

Much of the federal government is out of operation because of the shutdown.

It has affected an estimated 800,000 public sector workers, including White House residence staff, who have been on mandatory leave or working without pay for a record 24 days.

Read: Trump walks out of shutdown talks with a ‘bye-bye’

President Trump is refusing to approve a federal budget unless it includes funds for a wall along the Mexican border, but Democrats have rejected his request for $5.7bn (£4.5bn).

About a quarter of the federal government will remain closed and employees such as air traffic controllers and Secret Service agents will continue to work without pay until a spending plan is agreed.

“We have pizzas, we have 300 hamburgers, many, many French fries, all of our favourite foods,” Mr Trump said as he hosted the event in the State Dining Room on Monday.

“I want to see what’s here when we leave, because I don’t think it’s going to be much,” he added.

When asked to name his own favourite fast food by a reporter, Mr Trump said that he liked them all.

Read: Nancy Pelosi elected as Speaker of diverse US House of Representatives

“If it’s American, I like it. It’s all American stuff,” he replied.

It is not clear how much the president paid for the order, but he said he did not want to postpone the event because of the ongoing shutdown.

Earlier in the day, Mr Trump told farmers at a convention in New Orleans that he would continue to fight for his promised border wall.

“When it comes to keeping the American people safe, I will never, ever back down,” he said.

Meanwhile on Monday, the Pentagon said it will extend its military mission along the border with Mexico until the end of September.

Thousands of troops were stationed in the region in November for a mission that was initially intended to end in December.

It has now been extended twice following requests from the Department of Homeland Security.

  • Gabon’s ailing President expected home from Morocco

President Ali Bongo was expected back in Gabon on Tuesday after a medical absence of more than two months during which security forces foiled an attempted coup amid rumours he had died.

Gabon has been without an effective government for months since Bongo, 59, fell ill while attending an economic forum in Saudi Arabia on October 24, and was flown to Morocco to recuperate.

After weeks of official silence fuelled speculation that Bongo was incapacitated or even dead, his vice president announced in December that the leader had suffered a stroke.

Read: Gabon Coup leaders arrested for treason

Bongo’s only appearance was his traditional televised New Year’s Eve address, recorded in Morocco, in which he said he had “been through a difficult period”. Critics seized on signs of his apparent ill-health, noting the address was unusually short, his speech was slurred and his right hand seemed stiff and immobile.

Last week, the country put down a coup attempt, capturing the rebel chief and killing two of his men after a group of soldiers stormed a radio station to call for an uprising in Bongo’s absence.

They felt Bongo’s New Year speech was “shameful”, describing Gabon as “country (which) has lost its dignity.”

Then at the weekend, prime minister Julien Nkoghe Bekale announced reshuffles of the government and cabinet.

Gabon’s constitution states that ministers must take their vows before the head of state.

The presidency said Bongo will preside over the oath-taking ceremony after returning on Tuesday morning — his first public appearance since last October. “Doctors have judged that the journey does not present any danger for his health,” a source told AFP.

The Bongo family has governed the oil-rich equatorial African nation for five decades, and long maintained close ties with former colonial master France. Ali Bongo, 59, is the son of Omar Bongo, who became head of state in 1967 and died in June 2009, leaving a legacy of corruption allegations.

As a young man, Bongo worked as his father’s faithful lieutenant, travelling the world and building up extensive contacts in the United States and the Arab world at the time of the second oil boom.

Diplomatic ties cooled after Ali Bongo’s election and French authorities launched a corruption investigation into the family’s assets.

“I hope that his return is definitive, and that the period of recuperation is over,” Marc Ona Essangui, a civil society leader, told AFP Monday.

  • Brexit: Theresa May faces ‘meaningful vote’ on her deal

MPs are preparing to vote on whether to back Theresa May’s deal for leaving the European Union.

The so-called “meaningful vote” will take place later as five days of debate on Brexit come to an end.

Mrs May has called for politicians to back her deal or risk “letting the British people down”.

But with many of her own MPs expected to join opposition parties to vote against the deal, it is widely expected to be defeated.

The prime minister addressed her backbench MPs on Monday evening in a final attempt to win support for her deal – which includes both the withdrawal agreement on the terms on which the UK leaves the EU and a political declaration for the future relationship.

Earlier in the Commons, she said: “It is not perfect but when the history books are written, people will look at the decision of this House and ask, ‘Did we deliver on the country’s vote to leave the EU, did we safeguard our economy, security or union or did we let the British people down?’”

Mrs May also tried to reassure MPs over the controversial Northern Irish “backstop” – the fallback plan to avoid any return to physical border checks between the country and Ireland.

She pointed to new written assurances from the EU that the contingency customs arrangement being proposed would be temporary and, if triggered, would last for “the shortest possible period”.

Mrs May will address her cabinet on Tuesday morning, before the debate resumes at lunchtime.

But many Tory MPs and the Democratic Unionists remain adamantly opposed to the deal.

About 100 Conservative MPs – and the Democratic Unionist Party’s 10 MPs – could join Labour and the other opposition parties to vote it down.

Former Brexit secretary Dominic Raab said that Brexiteers like him could back a deal if aspects such as the backstop were dealt with.

He told BBC Radio 4’s Today programme the EU had played “a smart game of hard ball” and said it was time for the UK to do the same.

The deal suffered a heavy defeat in the House of Lords on Monday night, as peers backed a Labour motion by 321 votes to 152.

While the vote carries no real weight, as peers accepted MPs should have the final say, the motion – which also rejected a “no deal” scenario – expressed “regret” that Mrs May’s deal would “damage the future economic prosperity, internal security and global influence” of the UK.

However, five Conservative Brexiteer MPs who have been critics of the withdrawal agreement have now said they will support the government, along with three Labour backbenchers and independent Frank Field.

Brexit Secretary Steve Barclay said it showed there had been “progress” but admitted to the BBC’s Politics Live that gaining support was “challenging”.

A number of amendments to Mrs May’s deal have been put forward by MPs to try to make changes to it in Parliament.

Proposals include giving MPs a vote on whether to implement the backstopand putting a time limit on how long the backstop could last.

Labour MP Hilary Benn had planned an amendment to reject the deal and prevent no deal – but has since told BBC assistant political editor Norman Smith that he has withdrawn his proposal.

Mr Benn told the Today programme that he wanted there to be a “clear, single vote” on Mrs May’s deal, so that there was “clarity” on why it was being rejected.

When asked what the margin of defeat could be for Mrs May, former Downing Street director of legislative affairs Nikki da Costa told Today she expected it to be within the “50 to 80 mark”.

The Commons Speaker, John Bercow, will decide which amendments can go forward to be voted on just before the vote on the deal itself.

Read: Brexit: PM says critics of her deal are risking democracy

Speaking to his own backbenchers last night, Mr Corbyn again condemned the deal and reiterated his call for a general election if it is voted down by Parliament. He also promised Labour would call a no-confidence vote in the government “soon”.

He said: “Theresa May has attempted to blackmail Labour MPs to vote for her botched deal by threatening the country with the chaos of no deal. I know from conversations with colleagues that this has failed. The Labour party will not be held to ransom.”

Towards the end of seven hours of Commons debate, shadow chancellor John McDonnell said if Labour could not force a change of government, ministers must cede power to allow MPs across Parliament to work together “to secure the best compromise to protect our country”.

Chancellor Philip Hammond wound up the fourth day of debate just after 02:00 GMT on Tuesday, by warning that no-one would get “exactly the Brexit they want”.

Leaving the EU without a deal would be “every bit as much a betrayal as no Brexit at all”, he argued, saying it would not deliver on the promise of greater prosperity.

    What happens next?

If the deal is rejected by MPs, Mrs May has three sitting days to return to Parliament with a “Plan B”.

Some have suggested she would head to Brussels on Wednesday to try to get further concessions from the EU, before returning to the Commons to give a statement about her new proposal by Monday. This could then be put to a vote by MPs.

If this also fails, there is a proposal put forward by senior Conservative backbenchers Nick Boles, Sir Oliver Letwin and Nicky Morgan for a “European Union Withdrawal Number 2 Bill”. This would give ministers another three weeks to come up with another plan and get it through Parliament.

If this doesn’t work either, they propose giving the responsibility of coming up with a compromise deal to the Liaison Committee – which is made up of the chairmen and chairwomen of all the Commons select committees, drawn from opposition parties as well as the Conservatives.

This proposal in turn would have to be voted through by MPs.

However, Commons Leader Andrea Leadsom told BBC Newsnight: “The prime minister will remain determined to deliver on this deal.

“Her purpose is to leave the European Union in line with what people voted for.”

    New referendum proposal

In another development, a cross-party group of anti-Brexit politicians has published proposed legislation to bring about another referendum to ask the public whether they want to remain in the EU or leave under the prime minister’s deal.

The MPs behind the draft legislation point out that Article 50 – the two-year process by which an EU member can leave the bloc – would have to be extended in order for another referendum to take place, meaning the UK would remain a member beyond 29 March.

But, unless new legislation is introduced, the default position will be that the UK leaves the EU on that date with no deal.

Quick guide: What is a no-deal Brexit?

    Hide

A “no-deal” Brexit is where the UK would cut all ties with the European Union overnight.

Theresa May’s government, and many others, believe this would be hugely damaging and want a more gradual withdrawal. But if Parliament can’t agree on that, and nothing else takes its place, the UK will leave without a deal.

This would mean the UK would not have to obey EU rules. Instead, it would need to follow World Trade Organization terms on trade. Many businesses would see new taxes on imports, exports and services, which are likely to increase their operating costs. That means the prices of some goods in UK shops could go up.

The UK would also lose the trade agreements it had with other countries as a member of the EU, all of which would need to be renegotiated alongside the new agreement with the EU itself.

Manufacturers in the UK expect to face delays in components coming across the border.

The UK would be free to set its own immigration controls. However some UK professionals working in the EU and UK expats could face uncertainty until their status was clarified. The European Commission has said that even in a no-deal scenario, UK travellers won’t need a visa for short visits of up to 90 days.

The border between Northern Ireland and the Irish republic would become an external frontier for the EU with customs and immigration controls, though how and where any checks would be made is not clear.

Some Leave supporters think that leaving without a deal would be positive if the right preparations were made. They say criticism is scaremongering and any short term pain would be for long term gain.

But critics – including both Brexit supporters and opponents – say that leaving without a deal would be a disaster for the UK: driving up food prices, leading to shortages of goods and gridlock on some roads in the South East resulting from extra border checks.

  • Well meet with GES over suspension of PTA dues National council of PTA

The National Council of Parent Teacher Associations (PTAs) plans to hold a consultative meeting with relevant stakeholders over the suspension of PTA fees in second cycle institutions.

The Ghana Education Service (GES), has announced that it is putting on hold the collection of the dues to streamline all such levies in all Senior High Schools.

It, however, appears some heads of public second cycle schools are bent on taking PTA dues and levies despite the directive to halt its collection.
They say the suspension will aggravate the financial burden on their schools.

But, speaking to Citi News on the suspension, National President of the Council, Alexander Yaw Danso said they will meet to discuss the directive.

“The heads still hold onto PTA finances, at the appropriate time I will get you the names of all those school heads and their schools. This is going to give us an opportunity to sit down with the GES, the ministries and other officials to look at the way forward.”

“We were asked to collect our own dues and levies as an association and run the way we wanted it. Some of the school heads are peeved because they are no longer collecting the dues. They [heads] were making use of the dues because there was a circular that these heads should be signatories to the PTA accounts. Now, that they have been asked to wash their hands away from the PTA dues, they are peeved and not prepared to back off PTA activities”, he added.

“It is the expectation of the management that heads of schools and PTA executives will cooperate in this exercise to ensure that the free SHS programme is successfully implemented.”

The Council Chairman of the GES, Michael Nsowah, also warned that the management of the GES would sanction heads of SHSs/TVET who meddle in PTA activities.

“Heads of SHSs are once again warned that in no circumstance are they to get involved in the collection of PTA dues and levies.”

He urged all students to report to school without reference to PTA activities such as dues and levies.

Regional and district directors of education have also been put on alert to keep a closer eye on second cycle schools.

When the Free Secondary Education policy started, there were complaints that schools had been charging PTA levies to cover items like mosquito nets, brooms, hoes and other implements.

The free SHS policy covers an item called teacher motivation, which the government indicated was to cater for the needs that are often taken care of with PTA levies.

On parent-teacher association (PTA) dues, he said schools could not ask first-year students to pay PTA dues “because PTA dues are fixed when parents meet the school authorities to determine what kind of help they (parents) can give to the school”.

  • Zimbabwe protests after petrol and diesel price hike

Several people have been killed during protests in Zimbabwe after the government more than doubled the price of fuel overnight.

Hundreds more were arrested as demonstrators took to the streets in the cities of Harare and Bulawayo.

Burning tyres have been used to barricade roads and block bus routes.

Read: Zimbabwe’s ruling ZANU-PF under pressure to fix the economy

President Emmerson Mnangagwa said the fuel price rise is aimed at tackling shortages caused by an increase in fuel use and “rampant” illegal trading.

Zimbabwe’s government is trying to resuscitate the country’s struggling economy.

Inflation is running high while wages have stagnated.

Security Minister Owen Ncube confirmed there had been deaths but did not give a figure.

Read: NACOB arrests Zimbabwean with 7kg cocaine at KIA

He blamed opposition figures and political rights groups for the violence and said an investigation was under way.

The southern African nation faces a severe shortage of US dollar cash and confidence in its bond notes, which are supposed to be worth the same as the dollar, is low.

The bond notes, or “bollars”, have lost value because of a lack of foreign currency backing the note, and are now worth much less than a dollar.

Zimbabwean companies are also not producing enough to satisfy local demand or to earn foreign currency by exporting goods. Instead, the country is importing more than it is exporting and struggling to pay.

In Harare, most businesses are closed following calls by trade unions and the opposition for a three-day strike over the fuel price increase.

Riot police have been deployed in the capital and in the southern city of Bulawayo.

People ‘sponsoring’ unrest In a televised address on Saturday, President Mnangagwa said the fuel price hike would address the ongoing fuel problems, which have seen motorists queuing for hours at petrol stations.

He said the government would crackdown on “elements bent on taking advantage of the current fuel shortages to cause and sponsor unrest and instability in the country”.

The hike means petrol prices rose from $1.24 (£0.97) a litre to $3.31 , with diesel up from $1.36 a litre to $3.11.

The main labour body, the Zimbabwe Congress of Trade Unions (ZCTU), accused the government of a lack of empathy for the poor, AFP news agency reports.

In the capital, Harare, hundreds of residents in the suburb of Epworth blocked roads to prevent buses from getting to their destination.

“People are protesting now that things are hurting. People are suffering,” a protester told the BBC’s Shingai Nyoka in Harare.

    ‘Where is the president?’

He added that the government does not seem to have solutions to their problems and called on it to step down.

Many protesters said the president – who left the country on Sunday for a trip to Russia and several central Asian countries – should have cancelled his trip to deal with the crisis.

In Bulawayo, demonstrators attacked minibuses heading to the city centre and used burning tyres and boulders to block the main routes into town. Some schools turned away pupils fearing for their safety, AFP says.

“We want Mnangagwa to know our displeasure in his failure,” an angry Mthandazo Moyo told AFP.

“[Former President] Mugabe was evil but he listened,” he added.

Nelson Chamisa, the leader of the main opposition Movement for Democratic Change said: “We have a national crisis which is descending into a humanitarian crisis.”

Mr Mnangagwa came to power in November 2017 after long-time ruler Robert Mugabe resigned following a military takeover and mass demonstrations.

He won a controversial poll last year that was marred by violence and claims of election rigging.

Good: Christian Atsu – On his return to Stamford Bridge on Saturday, Atsu had a decent game for Newcastle United but his performance could not prevent a 2-1 defeat to former side Chelsea in the English Premier League. Fans of The Magpies, though, were mad by his over-hit cross from a corner routine which ultimately turned out to be the last action of the game. He had 90 minutes of game time.

Bad: Emmanuel Boateng – While Partey strutted his stuff for Atletico, compatriot Emmanuel Boateng warned the bench for Levante. • PURC directs utility companies to justify demand for tariff increase

The Chairman of the Technical Committee of the Public Utilities Regulatory Commission (PURC), Mr Ishmael Agyekumhene, has asked the utility service providers to convincingly justify their demand for tariff increment.

He said the high cost of operations and exchange rate which the service providers had adduced as grounds for the increases were not compelling enough.

Read: Over 85% of complaints in 2018 resolved in Ashanti PURC

Mr Agyekumhene, who was speaking to the media after a public forum organised by the PURC on the 2019 tariff review, explained that before the tariff reductions of last March, the service providers advanced the same excuses for an increase in tariffs.

He said even though the exchange rate had changed since the last tariff adjustment, the service providers would need to furnish the PURC with more convincing reasons than just using economic conditions for their demand.

The forum was to enable the service providers to table their proposals before the stakeholders for consideration.

    Factors

Mr Agyekumhene said the PURC considered a number of factors before agreeing to upward tariff adjustments, saying that the exchange rate alone would not be enough justification.

Read: ECG wants 38% increase in power tariffs

He indicated that a key factor which the PURC took into consideration before approving new utility tariffs was the level of efficiency of the service provider.

He said the commission was still scrutinising the proposals submitted by the utility service providers and would evaluate them and come up with appropriate new tariffs.

    Proposals

The Electricity Company of Ghana (ECG), which is ceding its distribution function to another company, Power Distribution Ghana Limited, effective next month, is seeking an upward review of its tariff to enable it to undertake more expansion work.

According to the company, last year it undertook a number of expansion works, especially in the Ashanti Region, where it spent about $120 million to provide reliable power supply for its customers.

The ECG is, therefore, asking for 23Gp per kilowatt hour (23p/kWh) for its tariff for this year.

    NEDCO

The Northern Electricity Distribution Company (NEDCO), for its part, complained of making losses even before the downward review of tariffs in April last year.

The company is, therefore, proposing 43p/kWh to enable it to raise enough revenue to meet the cost of production.

Read: MiDA to improve energy efficiency of Korle-Bu Hospital and three ministries

According to the Corporate Affairs Manager of NEDCO, Mr Maxwell Kofi Kotoka, the company was making losses, as it was selling power to its customers below the cost of production.

Besides that, he said, about 90 per cent of its customers were residential based and as such it was not making as much revenue as the ECG, which has a lot of commercial consumers.

    Ghana Water

The Ghana Water Company Limited (GWCL), for its part, is demanding an upward review of its tariff but has not proposed any figure yet.

  • Government consulting over selection of capitals for new regions – Dan Botwe

The government is consulting with the chiefs and opinion leaders in all the six newly created regions to ensure the peaceful selection of regional capitals, the Minister of Regional Reorganisation and Development, Mr Dan Botwe, has said.

He said chiefs in the respective regions were to discuss among themselves and build consensus on which of the towns would be their capital, after which the proposed capital would be presented to the appropriate authority for approval.

Read: Government forms committee to create development plan for new regions

He, therefore, urged residents of the newly created Oti, Ahafo, Bono East, Western North, North East and Savannah regions to remain calm ahead of the selection process, giving an assurance that the outcome of the consultation process would reflect their interest.

    Interview

Mr Botwe said this in an interview after making a presentation at the End Time Revival Centre of the Assemblies of God Church in Accra yesterday.

“The President will issue a Constitutional Instrument (CI), after which the administrative place of work in the regions will be announced.

Read: Electoral Commission gazettes new regions results

“It is solely the prerogative of the President to determine when the CI will be issued, but we do know that broader consultations with the various chiefs in the new regions are ongoing to inform the decision on which of the towns will be made the capitals,” he added.

    Background

In October 2017, the President, Nana Addo Dankwa Akufo-Addo, in accordance with Article 5 (2) of the Constitution, inaugurated a nine-member Commission of Enquiry, chaired by Mr Justice S.A. Brobbey, to look into the request for the creation of new regions and give recommendations.

The commission, after holding nationwide consultations, urged the government to create the six administrative regions.

Read: New regions referendum: Jean Mensa scales hurdle

Following its report presented to the President in June 2018, the Electoral Commission (EC), in December 2018, conducted a referendum in the affected regions to seek the approval of the people.

According to the summary of the results provided by the EC on December 28, 2018, the requirements — 50 per cent of registered voters voting and 80 per cent of the valid voters voting yes — which made the results valid were met in all the regions.

The President, however, is yet to issue a CI to give the enabling effect to the results of the referendum, as well as announce the capitals of the new regions.

    Seed capital

Mr Botwe stated that the government was committed to releasing a budgetary allocation of GH¢20 million as seed capital for each new region immediately the various processes, including the submission of the report by the committee set up by the President to come up with a development plan for the regions, were completed.

“We need to know the needs of the people and how we can address them in the shortest possible time. In our interactions, we noticed that the people themselves had asked their district assemblies to also begin to put forward some medium and long-term plans and that will inform what the government is also going to do,” he said.

    At the service

Earlier, while addressing the congregation, Mr Botwe had urged them to disregard all manner of “misconceptions” regarding the creation of the new regions because the move by the government had constitutional backing.

He also appealed to them to pray for the people in the affected areas to ensure that the entire process ended peacefully.

  • Pogba lauds ‘freedom’ to play under Solksjaer

Manchester United midfielder Paul Pogba says he is enjoying more “freedom” under Ole Gunnar Solskjaer than he had under Jose Mourinho.

The Frenchman’s form has improved markedly since Solskjaer was made caretaker boss and he says it is because he has been given license to attack.

“I play a bit further forward and I’ve got the security behind me,” Pogba told reporters at Wembley after helping United to a 1-0 win over Tottenham on Sunday. “He’s giving me the freedom of going forward, to shoot and to be forward with the three forwards.”

Read: Mourinho was the problem at Manchester United – Pogba’s brother

Pogba was left on the bench for Mourinho’s final three league games in charge before returning to play a central role under Solskjaer. His struggles under Mourinho prompted speculation he could seek a move away from United and he admits a prolonged period on the fringes of the team would have been hard to take.

“During the past few months, before the coach came back, I was benched, and a football player on the bench, I’m not sure if he can accept that,” said Pogba. “Now I’m taking pleasure again, I play again, I’m doing what I love, so it’s normal. And we’re winning so indeed we play with a smile always.”

Solskjaer is now joint-favourite to get the job permanently after victory over Spurs at Wembley. The 45-year-old was initially brought in to steady the ship after a tumultuous spell under Mourinho and he has been able to get the best out of Pogba having worked with the World Cup winner when he was reserve team coach at Old Trafford between 2008 and 2010.

“It’s a pleasure to see him again,” said Pogba. “I know him from the academy, the reserves.

“He’s doing a great job, he’s been a player, he knows the mentality of this club and he came to help us and boost us, and he’s doing a great job at this although the season’s still long and it’s not over.”

  • Saudi Prince al-Faisal warns against US Syria pullout

A senior member of the Saudi royal family has warned against a US troop withdrawal from Syria.

Prince Turki al-Faisal told the BBC the action would have a negative impact, further entrenching Iran, Russia and the rule of President Bashar al-Assad.

US President Donald Trump announced in December that it was time to bring US troops home from Syria.

Read: France shrugs off Saudi prince’s presence at G20

Prince Faisal was speaking ahead of US Secretary of State Mike Pompeo’s visit to Riyadh.

Mr Pompeo is on a tour of the Middle East, and has already visited Iraq, Jordan, Egypt and Bahrain.

    What did Prince Faisal say?

He said that the world community was guilty of neglecting the Syrian people and the US troop withdrawal would make things worse.

“The US actions from my perspective is that it is going to further complicate, rather find any solutions to it and further entrench not only the Iranians, but also the Russians and Bashar al Assad, so from the perspective it is a very negative development,” he said.

Read: Khashoggi murder: Calls to remove Saudi crown prince ‘a red line’

The prince added that the departure of Defence Secretary James Mattis in December was unlikely to help matters either.

“Obviously he disagreed with the administration on Syria policy so in that context his remaining would have been a more positive sign of commitment to that policy,” he said.

The prince is no longer a member of the Saudi government, but has decades of experience within it.

BBC State Department correspondent Barbara Plett says that while he is most likely reflecting Saudi official opinion he is not speaking for the government.

What is Mike Pompeo going to talk about?

US media report that he is expected to discuss Iran and the conflicts in Yemen and Syria during his time in Riyadh, as well as seeking an update on the investigation into the murder of journalist Jamal Khashoggi.

He said at a news conference in Qatar that he would ask Crown Prince Mohammed bin Salman to hold Khashoggi’s killers “accountable”.

The trip to Riyadh comes just three months after the murder of Khashoggi, a critic of Saudi’s rulers, at the Saudi consulate in Istanbul.

Riyadh has admitted he was murdered there, but denied suggestions that the crown prince was involved. It had initially maintained that the writer left the consulate unharmed.

“We will continue to have a conversation with the crown prince and the Saudis about ensuring accountability,” Mr Pompeo said at a news conference in Qatar on Sunday.

What else has Pompeo discussed on his trip?

Speaking in Qatar, America’s most senior diplomat also called for more unity between Arab states, urging an end to the 18-month economic boycott of Qatar.

Saudi Arabia, the UAE, Bahrain and Egypt – all US allies – cut ties with Qatar in June 2017, accusing the oil-rich state of supporting the region’s terrorist groups and Iran – Saudi Arabia’s main regional rival.

Qatar denies that, and has accused its neighbours of seeking regime change.

Mr Pompeo’s trip is intended to reassure America’s Middle East allies of its commitment to the region.

On 15 January the US secretary of state will visit Kuwait, where he is expected to sign an agreement to “boost the strategic dialogue between the two countries”, according to Kuwait’s state news agency.

  • Dagbon Forum condemns Yendi unrest over Yaa-Na Yakubu Andani funeral

The group known as the Dagbon Forum, has condemned the renewed violence in Yendi on Thursday, January 10, 2019, that resulted in the death of one person and left several others injured.

The police administration is yet to establish the cause of the fresh attacks, even though the blame game is on course from both sides of the chieftaincy divide in Dagbon.

Read: Dagbon crisis: More violence could be imminent – Andanis hint

At an emergency news conference on Friday in Tamale, National President of the Dagbon Forum, Dr. Sulemana Abdulai, described the latest development as needless.

“To begin with, we condemn all acts of violence and provocation witnessed in Yendi, and calls on the two gates to show respect towards each other and to the provisions of the road-map.”

“We appeal to leaders of both sides to reach out to each other in a bid to find amicable solutions to emerging threats to the peace process. We would be grateful to see chiefs and elders openly condemning all acts of provocation and unnecessary violence, reaching out to opponents to address any grievances.”

Read: A.B.A Fuseini blames renewed clashes in Dagbon on occupants of Gbewaa Palace

“Let us focus on the many things that unite, rather than those that divide us.”

He called for maximum restraint regarding the final implementation of the final road-map to peace restoration and stability in the Dagbon Traditional Area.

The purpose of this press conference is to make a direct appeal to our traditional rulers on both sides of the Gbewaa Family, to grasp and hold tight to the road-map to peace in Dagbon presented by the Eminent Kings and supported by the government of this country.”

Read: Six arrested over Yendi clashes

“We believe that the road-map provides a once in a lifetime opportunity to bring about lasting peace, stability, and development in Dagbon, and for ordinary citizens of Ghana living in this part of the country to live fuller lives than they have done over the last 40 years.”

Dr. Sulemana Abdulai underscored the need for the mainstream media to be circumspect in their reportage.

“We call upon the mainstream media to be guided by the cardinal principle of checking, crosschecking, and double checking information made available to them before publishing.

“They should be circumspect in their reportage in connection with the implementation of the final road map to peace, restoration, unity and genuine reconciliation in Dagbon. They should also avoid the tendency of using social media networks to discredit public figures and eminent persons. Information which will not promote peace should not be forwarded.”

He equally advised social media users to desist from inflammatory comments and rather use the available platforms for constructive purposes in the Dagbon State.

“The internet links have made the world smaller by facilitating exchanges of information, knowledge and connecting people. While innovations and use of mobile phones (social media) in Ghana are on the rise, they are sometimes used to stimulate and sustain chieftaincy tensions. We urge youth to use social media platforms to promote peace and development.”

Dr. Sulemana Abdulai urged the law enforcement agencies to be proactive in dealing with trouble causers whose actions are endangering human security in the area and beyond.

“DF wishes to note that in all what is happening, we should be mindful that there are people, citizens of Mother Ghana, whose lives are impacted by these endless conflicts. We urge an end to the instability created by the current state of affairs to enable social and economic development take place.”

“The people who have paid, and continue to pay, dearly for this state of affairs are the ordinary people of Dagbon. Women and Children who have lost opportunities for proper development and growth of communities have been stunted in their development and cohesion. Indeed, we dare say that the ancestors have been disrespected because all of the work they have done to build the Dagbon Kingdom, is being undone by this chronic dispute. We cannot accurately count the cost of this conflict within the Gbewaa Family to the children of Dagbon, to the people, and to economic and social development.”

He lauded the final road-map implementation saying, “The Road Map provides an opportunity, indeed the only opportunity there has been to date, to bring an end to this dispute. It is important for people to recognize that communities have a right to peaceful lives, to see their children grow and become the people they want them to be. The broad masses of people in Dagbon have the right to develop in the same way as other people, all the way throughout Ghana and this dispute is preventing this in many ways.”

“We want people to know that this is a once in a lifetime chance to put an end to this vicious cycle of conflict and underdevelopment. We are appealing to people to speak to whoever they can to ensure that this road-map is implemented properly and fully.”

Dr. Abdulai added that, “The history of chieftaincy has been underpinned by the desire to protect and develop their people. This dispute has prevented leaders in Dagbon from carrying out this primary duty which is the advancement of their people. In recognition of their role and the threats posed to this by decades of conflict, our chiefs have worked very hard with the Eminent Kings to come to this agreement which offers so much for the future of the people.”

He commended the Otumfuo-led Mediation Committee resilience in trying to permanently solve the Dagbon chieftaincy matters.

“We are appealing to their sense of responsibility, to the work that they have been doing, and saying to them, please take these final steps to get the road-map implemented. There is a limited opportunity, and our chiefs need to build on the work done so far to take advantage of the opportunity offered by the road-map.”

“This is a historic opportunity to change the status quo; taking these final steps, no matter how hard, knowing there is never a perfect solution, will make our traditional rulers go down in history as the those who unblocked the dam, who found a way to continue the development of their communities,” he emphasized.

New health research sparking controversy on various platforms is that of American Academy of Neurology that claims that men with Potbellies have smaller brains.

It states further that as the belly increases in fat the corresponding reaction is a decrease in the brain volume of the victim cautioning against increasing potbellies in the system.

In some part of the world, potbellies are signs of wealth though health expert attributes it to lack of exercise and bad eating happen which makes owners susceptible to some conditions like High Blood Pressure and others which is injuries to their health.

To compound what is widely known, MyNewsGh.com sighted a report on lifestyle.thecable.ng arguing that measuring the body mass index (BMI) and the waist-to-hip ratios of its participants, the research found that those with higher ratios of both criteria had the lowest brain volume.

About 1000 participants with higher BMI and waist-to-hip ratio were marked with the lowest amount of grey matter in their brains.

Gray matter is component of the central nervous system that is responsible for processing information and controls emotion, memory, and intellect, all of which tell on the growth and development of the brain.

It is responsible for sensory perception, self-control and muscle movement.

“We also found links between obesity and shrinkage in specific regions of the brain,” said Mark Hamer, lead author of the study.

“This will need further research but it may be possible that someday, regularly measuring BMI and waist-to-hip ratio may help determine brain health.”

Mark, however, warned that it is still unclear whether the brain structure anomalies were responsible for obesity in the participants or that their obesity led to the brain changes.

  • Lebanon: Syrian refugees brace for more floods as new storm nears

Syrian refugees in Lebanon’s east are bracing for yet another potentially heavy storm which is set to bring rains and snowfall on Sunday.

Warnings of a looming winter storm have pushed refugees in Ghazze, a town in the Bekaa Valley, to take precautions against another round of floods, days after the country was hit by Storm Norma on January 6.

Lebanon is home to more than one million Syrian refugees, most of whom live in informal settlements made out of tarpaulin tents supported by wooden frames.

They are usually required to pay landowners rent ranging from $50 to $200, depending on the area, even as half of the Syrian refugee community in Lebanon already lives in extreme poverty, earning less than $3 a day, according to the United Nations Refugee Agency (UNHCR).

During last week’s storm, many have found shelter in incomplete housing units, garages, or evacuated schools as the country does not permit them to upgrade their tents to more permanent structures.

    ‘The tent was our castle’

In Ghazze, refugees are housed in at least 1,500 tents divided over several unofficial camps, according to municipality figures published last year. In one camp, dubbed “008” by the UN, at least 36 out of 48 tents were flooded during Storm Norma.

While some families in Ghazze say they have no other option than to withstand the upcoming storm, others have already sought temporary shelter.

Wessal Al Mustafa, a mother of five, said she simply cannot put her children through a storm similar to Norma, which affected more than 11,000 Syrian refugees across the country. “The last storm was so sudden,” Al Mustafa, who fled Raqqa in 2014, told Al Jazeera.

“I barely managed to rush my children out of the tent, let alone grab a few clothing items before we were completely soaked,” the 32-year-old said.

“To us, this tent was our castle.”

The family lost their mattresses, blankets, food items, and most of their clothing to the floods.

Their tent carried a stench of mold that has forced the Al Mustafa family to seek temporary, yet more expensive shelter in a nearby housing complex until the tent is restored.

The camps lack adequate infrastructure, and given the poor sewage systems, wastewater has overflowed and seeped into the tents, increasing the risk of diseases in the crammed settlements.

Since the arrival of the refugees from neighbouring Syria, NGOs have taken the responsibility of WASH (water, sanitation and hygiene) efforts, but in Ghazze these efforts have been halted due to lack of funding.

Mustafa’s eldest daughter, Fatma, said she wishes she could have saved more of her clothes from the floods.

“I had to carry my younger sister, who was in shock as the water quickly filled up the tent and reached our hips,” the 14-year-old said.

    ‘Sheer negligence’

There has been a stark deterioration in shelter conditions for Syrian refugees in Lebanon, according to a 2018 UN study.

Fundraising campaigns led by NGOs and individuals may bring temporary relief to refugees, but Syrians in Ghazze say more is needed to be done by the government to improve living conditions.

The camp’s community leader told Al Jazeera that he has already mobilised a team of “young men” who will be assisting in evacuating families with flooded tents to neighbouring camps that have remained unaffected, and garages in the area.

“We have called on the local municipality time and time again to at least raise the ground level of the tents here, but they have yet to respond,” Hussam Mansour told Al Jazeera.

“It’s sheer negligence on their part,” he said.

According to Mansour, some NGOs arrived on Saturday to distribute blankets and mattresses, as well as gas for heaters.

The main highway connecting the capital Beirut to the Bekaa Valley had been sealed off to trucks transporting aid, and was only been cleared for the passage of such larger vehicles by authorities on Saturday.

    ‘Nothing to return to’

Meanwhile, an education centre run by a group of Syrian women will be open as a temporary shelter for families evacuated in Ghazze.

Ghada Abu Mito, cofounder of Dammah, the NGO that runs the school, said the centre has begun preparing for the next storm by clearing classrooms for families who will require immediate shelter.

“We laid out blankets and mattresses in the classrooms, and will also heat the rooms which is important especially for the children,” Abu Mito told Al Jazeera.

Last week, some 13 families sought shelter in the centre, Abu Mito said.

“We had to respond to the crisis quickly and accommodated 75 people for about four days,” she said, adding almost all of those who evacuated suffered flu symptoms and chest infections, she said.

“Their psychological state was a mess,” she added. “Many wondered why no one rushed to help.”

Lebanon’s leaders have urged Syrian refugees to return to their home country, but many refugees still fear being either arrested or drafted into the army upon repatriation.

UNHCR’s Rana Khoury told Al Jazeera the agency has been advocating for either the resettlement of refugees to a third countries, or working with concerned authorities to remove obstacles refugees are seeing for their return to Syria.

“We’re advocating for these two solutions because the government does not allow for permanent resettlement,” Khoury explained.

Syrian refugees in Lebanon are unable to work, and can only obtain work permits to work in agriculture and construction to sustain themselves in the country, which has suffered economically over the years.

The prolonged political deadlock over the formation of a new government has also worsening the situation.

Still, for people such as Wessal Al Mustafa, staying in Lebanon amid challenges such as the harsh winters, is the only option.

“I love my country … but for now, there is nothing to return to,” she said.
