    The Attorney General’s office is pursuing Alex Kofi Mensah Mould, the former CEO of Ghana National Petroleum Corporation (GNPC), and popular actor Gavivina Tamakloe, formerly with the National Theatre.

    They stood as sureties for the former Chief Executive Officer (CEO) of MASLOC, Sedinam Tamakloe Attionu.

    The state seeks to claim the GHS5m bail sum due to Madam Sedinam’s continuous absence from the trial, according to Deputy Attorney General Alfred Tuah-Yeboah.

    “Alex Mould and another will have to pay GHc5m bail for the woman because she refused to present herself even after being jailed.

    “They stood in for Sedinam, and we are determined to retrieve that amount for the state,” he said in an interview on Asempa FM’s Ekosii Sen programme on Tuesday.

    Former MASLOC CEO Sedinam Tamakloe Attionu has been sentenced to ten years in prison with hard labor, alongside former Chief Operating Officer Daniel Axim, who received a five-year sentence.

    They were found guilty on 78 counts including causing financial loss to the state, stealing, conspiracy to steal, money laundering, and contravening the public procurement law.

    The Attorney General’s office is working to freeze Sedinam’s properties and ensure she serves her sentence.

    Justice Afia Serwah Asare-Botwe of the Court of Appeal has raised concerns about the behavior of educated elites, suggesting they can be more harmful than armed robbers.

    She noted that in her years of practice, she had not heard of an armed robber stealing a million Cedis.

    Her comments came before she handed down custodial sentences to Sedina Christine Tamakloe Attionu, former Chief Executive Officer of Microfinance and Small Loans Centre (MASLOC), and Daniel Axim, an interdicted Head of Operations.

    “People talk about violent crime and how wicked it is. But if an armed robber comes to your room, he will only take what is available,” Justice Asare-Botwe said.

    She added, “In all my years, I’ve never heard about an armed robber who entered someone’s premises and took one million or even GHc500,00.”

    “But, when you have an educated thief that thief is capable of causing far more havoc than someone with AK47 is capable of doing,” the Court of Appeal judge posited.

    The judge also expressed concerns about how public officers inflate prices when procuring items for the state, thereby shortchanging the public purse.

    “When you have to buy something and you overprice it to the extent of doubling or tripling the price. Those of you in power please have mercy on us,” she stated.

    Former CEO of MASLOC, Sedina Christine Tamakloe Attionu, who absconded, and interdicted Head of Operations, Daniel Axim, were convicted and sentenced to 10 and five years respectively.

    The court found them guilty of, among other charges, willfully causing financial loss to the Republic through their actions.

    They were convicted on all 78 counts, including conspiracy to steal, stealing, causing financial loss to the state, causing loss to public property, improper payment of public funds, unauthorized commitment resulting in financial obligation for the government, money laundering, and contravention of the Public Procurement Act.

    11 PNC NEC members exit to form a new party

    Eleven members of the National Executive Committee (NEC) of the People’s National Convention (PNC) have resigned from the party to form a new party called the People’s National Party (PNP).

    This decision comes after their disagreement with a High Court ruling on April 8, which affirmed the suspension of the PNC’s General Secretary, Janet Nabla, due to allegations of gross misconduct, insubordination, and incompetence, while reinstating David Apasera as the party’s leader.

    The PNC announced in a statement on April 8, 2024, that the court’s ruling ends a three-year leadership crisis that had negatively impacted the party.

    However, during a press briefing in Accra on Wednesday, April 17, Sulemana Seidu, Interim General Secretary of the PNP, stated that the party could not operate under a leader lacking integrity and credibility.

    “It is with great sadness that we announce our decision to leave the People’s National Convention (PNC) and form our own party, the People’s National Party (PNP). The decision to depart from the PNC comes as a result of the fact that we disagree with the ruling of the high court of 8th April 2024 for reinstating individuals whom we believe were rightfully dismissed from leadership positions due to financial malfeasance and misconduct.

    “We the members of the National Executive Committee, representing 11 out of 16 regions, disagree with the ruling. We cannot in good conscience allow individuals lacking integrity and credibility to govern our party, especially when the legacy of our founder, Dr. Hilla Limann, is one of sacrifice without blemish.

    “As we approach the pivotal elections of 2024, we recognize that credibility is paramount. Our party, the People’s National Party, will uphold the values of honesty, integrity, and transparency. We will not compromise on these principles, nor shall we allow the tarnishing of our founder’s legacy by individuals with stained hands,” he stated.

    Mr. Seidu appealed for the continued support of Ghanaians as they embarked on their new journey. He emphasized their commitment to upholding the legacy of integrity and honesty set forth by Dr. Hilla Limann and expressed their dedication to serving the best interests of the nation.

    The interim executives were unveiled, with Janet Nabla appointed as the party’s National Chairman.

    Other appointments include Francis Oppong as Vice Chairman, Sulemana Seidu as General Secretary, Abdul Kadri Issah as Deputy Secretary, Francis Daasu as National Organiser, Faustina Anane as Deputy Organiser, Jessica Aputare as Treasurer, Zakaria Mohammed as Deputy Treasurer, Patience Lamisi Adams as National Women’s Organiser, Sandra Adepa as Deputy Women’s Organiser, Muniru S. Mohammed as National Youth Organiser, Bright Foto as Deputy Youth Organiser, and Samuel Ayesu as the Communication Secretary.

    Ghanaian formal sector workers’ average monthly wage in 2023 was GHC2,922 – Report

    A report from Women in Informal Employment: Globalizing and Organizing (WIEGO) has revealed that Ghana’s average monthly wage reached GH¢2,922, amidst a challenging cost of living crisis.

    However, the study titled ‘Navigating Inflation: Impacts of the Cost-of-Living Crisis on Workers in Informal Employment in Accra, Ghana,’ emphasized that workers in the informal sector earn much less, with head porters, known as Kayayeis, earning approximately GH¢500 monthly.

    “A monthly living wage in Ghana averaged GH¢ 2,922 in 2023 (Global Living Wage Coalition, 2023:5). This is the living wage required by workers in peri-urban areas to be able to afford a basic but decent living standard. A typical worker in the focus groups was working six days per week and earning GH¢ 1,500 monthly.

    “Kayayei were the lowest-earning group (a typical worker earning GH¢ 500 monthly), followed by street vendors (GH¢ 1,250), waste pickers ( GH¢ 1,300), and market traders ( GH¢ 2,200). The great majority of interviewed workers were also the primary earners in their households.

    The report specifically examined kayayei (head porters), market traders, street vendors, and waste pickers. It noted that high inflationary pressures rendered the monthly wages earned by these groups insufficient, failing to provide any relief to workers in informal employment.

    “While the Ghanaian government implemented policies to mitigate cost-of-living pressures, these interventions were ineffective in reaching and supporting the informal workforce. In mid-2022, when inflation hit a two-decade high, the government approved a 15 per cent Cost-of-Living Allowance. The measure, which expired in December 2022, was limited to public sector workers.

    “The 10 per cent increase to the minimum wage in January 2023 also proved insufficient to counter the rapid inflation and failed to provide any relief to workers in informal employment, who remain outside its scope (World Bank, 2023).”

    Court adjourns Dr Christopher Adu Boahen’s murder case to May 9

    The trial of Mark Forson, the houseboy accused of murdering Dr. Christopher Adu Boahen, son of the late Professor Albert Adu Boahen, has been adjourned to May 9, 2024, as the Kaneshie District Court did not sit on the scheduled date.

    Forson, facing a provisional murder charge, had his plea preserved by the court.

    The prosecution’s case states that the complainant, a surgeon at Korle-Bu Teaching Hospital and friend of the deceased, visited Dr. Christopher Adu Boahen’s home on February 11, 2024.

    Upon arrival, he noticed an unusual smell and discovered the deceased lying dead on his bed.

    Immediately, the complainant reported the incident to the East Legon Police Station. Police investigations revealed the deceased had a rope around his neck, suggesting foul play.

    The body was taken to the Police Hospital Morgue for autopsy and preservation.

    On March 14, 2024, Mark Forson was arrested in connection with the murder.

    Investigations are ongoing as the case progresses.

    Alavanvo Trader accused of murder pleads not guilty; remanded

    The Kwamekrom District Court has remanded a 38-year-old trader, Tetteh Mawusi, also known as Joy Mawusi, into prison custody for alleged murder and use of an offensive weapon.

    Tetteh’s plea was not taken, and he will reappear in court on May 14, 2024. His accomplice, Apreseh Joseph, also known as Dompey, is currently at large.

    Assistant Superintendent of Police (ASP) Seth-Vincent Kpodo, prosecuting, informed the court presided over by Madam Maame Abena Dartey Lartey that the complainant is an Assemblyman of Nkonya Nstumuru, while the suspect, Tetteh, is a resident of Alavanvo Wudidi.

    According to ASP Kpodo, on August 1, 2022, at about 0700 hours, Daniel Yaw Brempong, aged 33 and now deceased, was on his way to his farm when he was ambushed, shot, and killed by the suspect and others who are currently at large.

    ASP Kpodo stated that on the same day at about 0730 hours, the complainant reported the case to the police at Nkonya Ahenkro. Upon receipt, the police visited the scene and found the deceased lying in a supine position in a pool of blood, wearing a black jacket over khaki trousers.

    Further investigations revealed that the suspect, Apreseh Joseph, and others, all residents of Alavanyo Kpeme and Wudidi, ambushed the deceased on his way to the farm and shot and killed him.

    A search conducted in the room of the suspect later led to the retrieval of two locally manufactured weapons, which were forwarded to the Police Forensic Science Laboratory for testing, as two empty cartridges were found at the crime scene. Test results indicated that the empty cartridges were discharged by one of the weapons found in the suspect’s room.

    During investigations, some suspects were arrested and put before the court, and a duplicate docket was prepared and forwarded to the Attorney General’s office for advice.

    “Per the advice received, this suspect, Tetteh Mawusi, alias Joy Mawusi and one other, Apreseh Joseph, who is on the run should be arrested and charged for the offence of murder, while the earlier suspects be discharged for lack of evidence connecting them to the crime.”

    ASP Kpodo said the suspects were accordingly discharged, while on March 22, 2024, police intelligence led to the arrest of the suspect at his hideout at Gbefi near Kpando.

    The National Petroleum Authority (NPA) has initiated the enforcement of a “price floor” for petroleum products across the country.

    This new pricing guideline, effective from April 16 to April 30, 2024, mandates that Oil Marketing Companies (OMCs) and Petroleum Service Providers (PSPs) must not sell a litre of petrol below ₵13.02 and diesel below ¢13.07.

    Additionally, the price for a kilogram of Liquefied Petroleum Gas (LPG) should not fall below ¢10.52.

    The circular issued on April 12, 2024, emphasizes strict compliance with these new pricing guidelines, which are part of the NPA’s efforts to curb price undercutting and maintain industry stability.

    Despite some opposition, the NPA has clarified that the implementation of the price floor was done in consultation with industry stakeholders. This initiative is in line with the amended pricing guidelines introduced by the NPA on April 1, 2024.

    According to the amendment, the NPA “shall set and communicate price floors for the deregulated products for each pricing window.”

    In a letter signed by its Deputy Chief Executive, Curtis Perry Okudzeto, the NPA has advised all petroleum service providers to adhere strictly to the guidelines.

    The NPA emphasized that it would regularly provide petroleum service providers with the complete pricing formula, detailing the specific taxes, levies, and margins applicable for each pricing window in excel format.

    “The Petroleum Service Providers shall comply with the price floors set for the deregulated petroleum products for each window by not selling products below those prices”, the NPA said.

    The legislator expressed disbelief at the rationale behind the pressure on Dr. Bawumia to consider their preferred candidate, stating that such consistent pressure could potentially weaken the party’s structure.

    Speaking on Okay FM’s ‘Ade Akye Abia’ on Tuesday, April 16, he said, “NPP has never experienced such an occurrence before as we are experiencing now. It is not as if they are lobbying. That would have been better but to engage in an open campaign stating that if the flagbearer does not pick their person, the party will not win the December elections is unfounded. Such an attitude should not be entertained and encouraged in our party. This is weakening our party. It is giving the flagbearer unnecessary pressure’’.

    Carlos Ahenkorah also reflected on the era of former President John Agyekum Kufuor, highlighting the surprise among many party members when he chose the late Alhaji Aliu Mahama as his running mate.

    “Nobody knew how President John Agyekum Kufuor selected Aliu Mahama as his running mate but it was his choice, and by the constitution of the NPP, the flagbearer has the prerogative to choose whoever he wishes to be his running mate.”

    The recent factions within the NPP, where some party members and constituency executives are openly pressuring the vice president to choose a candidate from their camp, as stated by the Tema West lawmaker, have the potential to divide the New Patriotic Party.

    “If care is not taken, the people you are openly campaigning for to become the running mate might overshadow the flagbearer in terms of popularity, which is not good for us as a party ahead of the December general elections.

    “If we are all to present our preferred candidate for the slot for a running mate, whose will be considered?” he quizzed, adding that, “the reason this will weaken the party is that should the flagbearer decide to choose another person entirely different from your choice, the groups will be disappointed and then they will develop cold feet towards the party. Some of them will not even vote for the party during the elections. Their relatives will be disappointed with the reason being that their relatives have been snubbed by the flagbearer.”

    “… let’s stop these things and allow the flagbearer to choose the person who best fits,’’ he added.

    He quickly added that if the vice president and the NPP’s presidential candidate had chosen his running mate earlier, the pressure currently being mounted on him would not have occurred.

    “I will urge the vice president to select his running mate to put an end to the unnecessary pressure being mounted on him.”

    Flagbearer of the opposition National Democratic Congress (NDC), John Mahama, has stated that his experience both in and out of office as President would strengthen his leadership abilities if re-elected.

    Addressing his Building Ghana Tour in Kambatiak, Mr. Mahama highlighted his accomplishments during his presidency and acknowledged the valuable insights gained during his time out of office.

    “I have been president before, and I had the experience. There is no school where you go and pay school fees, enroll, and say, I want to learn how to be president.

    “You have to learn on the job. Luckily for me, I got the experience of working with a very good, honest, and one of the best presidents we have had in Ghana, Professor John Evans Atta Mills.

    “As president, we did some things well; we built a lot of infrastructure. We provided health facilities in many districts and regions. We provided educational facilities,” he stated.

    The former president revealed that during his and Professor Mills’ eight-year tenure, their government eradicated over 3,000 schools under trees and established more than 400 CHPS compounds.

    Looking back on his presidency, Mr. Mahama acknowledged that there are certain issues he would have approached differently if given the chance.

    “Not everybody gets that opportunity that you become president; you go out of office and you get the opportunity to come back again, and so I know that in the four years coming, I will be a much better president than even when I was president.

    “One, because of the experience that I have had as president before, and two, because I had the opportunity to reflect on my period of time as president,” he said.

    Man beaten for allegedly shrinking another’s male genitalia admitted to Trauma and Specialist Hospital

    Ike Faith, the victim of a mob attack after being accused of using spiritual means to cause another man’s manhood to shrink, has been referred to the Trauma and Specialist Hospital at Winneba for further treatment.

    Initially taken to the Senya Polyclinic, his injuries were deemed severe, warranting transfer to the specialist facility.

    Seven individuals involved in the assault on Ike have been remanded by a District court at Awutu Breku in the Central Region. The accused persons, Prosper Bonney, a 22-year-old Pragia Rider, Blessings Bonney, Emmanuel Baffoe, Kwame Arhinsan, Richard Quanssah, Gideon Amissah, and Emmanuel Otoo, had their pleas not taken during their court appearance.

    Prosper Bonney faces charges of publishing false news and deceiving public officers, while all seven face charges of causing unlawful harm, assault, and conspiracy to commit a crime.

    The prosecution, led by Assistant Superintendent of Police (ASP) Thomas Sarfo and Chief Inspector Bernice Wie Kpuusuu, opposed bail, citing an ongoing investigation.

    Victor Yankson, representing Prosper and Blessing, requested bail, but the court, presided over by Naomi A. A. Kuntuor, adjourned the case to April 26 for pleas to be taken.

    The prosecution’s case states that the complainant, a National Service Personnel serving at Senya Beraku “C’ Basic School, reported that on April 9, 2024, at about 10:00 pm, a group of about 20 angry youths knocked on their door.

    Upon opening, they started beating Ike Faith, accusing him of using spiritual means to shrink Prosper Bonney’s penis.

    The prosecution explained that earlier that day, Ike Faith had boarded a Pragia operated by Prosper, and after a conversation about business, he gave Prosper his contact card. Later, Prosper claimed his penis started shrinking after dropping off Ike, leading him to seek Blessing Bonney’s prayers, allegedly restoring his penis through anointing oil.

    Ike Faith was rushed to Senya Polyclinic and later transferred to the Trauma and Specialists Hospital, Winneba, for further treatment. Following police investigations, the remaining accused persons were arrested.

    The Nasara Coordinator for the NPP in Trakwa Nsuaem, Western Region, Zackary Abubakari, has faced backlash from his party members for publicly endorsing the NDC’s parliamentary candidate, Issah Salifu Taylor.

    During the final day of the annual Islamic ritual, Tafsr, in Tarkwa, attended by hundreds of Muslims, including the NDC candidate, Zackary openly supported Alhaji Taylor.

    He urged voters to support NPP’s flagbearer, Alhaji Mahamudu Bawumia, in the presidential election but to vote for the NDC parliamentary candidate instead of the NPP’s MP, George Mireku Duker.

    Despite the presence of the Municipal Chief Executive, Benjamin Kessie, Zackary argued that a Muslim had never represented the area in Parliament and urged the electorate to reward Alhaji Taylor with the seat.

    When the NPP Nasara Coordinator, Zackary Abubakari, took the podium, he said “We have never had a Muslim MP before in this area. So, we have to ensure that this year we vote for Issah Taylor. Let’s remember the Muslims too.”

    Emphasizing the importance of unity and progress, Zackary highlighted Taylor’s capability to bring positive change to the constituency.

    According to the Punch newspaper, the MP for the area, Mireku Duker, who also serves as the Deputy Minister for Lands and Natural Resources, is reportedly unhappy with Zackary’s declaration, considering Zackary played a significant role in his re-election in 2020.

    “If we are all to present our preferred candidate for the slot for a running mate, whose will be considered?” he quizzed, adding that, “the reason this will weaken the party is that should the flagbearer decide to choose another person entirely different from your choice, the groups will be disappointed and then they will develop cold feet towards the party. Some of them will not even vote for the party during the elections. Their relatives will be disappointed with the reason being that their relatives have been snubbed by the flagbearer.”

    Member of Parliament for Bongo, Edward Bawa, has outlined the measures undertaken by the National Democratic Congress (NDC) government to tackle the recurring power outages known as “dumsor.”

    During the Mahama administration, Ghana faced a significant power crisis, leading to widespread criticism. However, some NDC leaders have claimed that they resolved the “dumsor” before their term ended.

    In a Face to Face interview on Citi TV, Edward Bawa stated that the Mahama government successfully addressed all initial problems causing the power outages.

    He highlighted that issues such as generation capacity, fuel security, and unpaid accumulated legacy debts were resolved in 2015.

    “Essentially, by the close of 2015, the major issues that had to do with the power sector had been dealt with. When the NDC came, obviously these problems were still there waiting to strike again. Unfortunately, it reared its head in 2013, when we had a problem with the breached pipeline and that told us that we needed to do something about our fuel security properly. By the close of 2015, we had procured enough generation power to be able to deal with the immediate cause of “Dumsor”.

    “Generation was the immediate issue, that part by the close of 2015, actually had been dealt with. There was also a financial aspect of it which was dealt with, particularly just the end of 2015 and 2016. We were dealing with the debts and then by the close of 2015, we had also dealt with the fuel security issue because we had then brought on board Atuabo Gas Plant that was going to utilize our gas.”

    Mr Bawa highlighted that the government introduced the Energy Sector Levy Act (ESLA) to eliminate legacy debts resulting from utility inefficiencies and unallocated subsidies.

    “It was the financial aspect of it which had to do with the energy sector levy. The legacy debt and so the ESLA was to retire the legacy debts. The NDC government under John Mahama felt that in five years, it would be able to retire the debts and also ensured that no new debt was piled up, so Compact 2 was brought in.”

    The Deputy Director of Consumer and Corporate Affairs at the National Communications Authority (NCA), Kwame Gyan, has recounted a poignant experience that could have led to the loss of his life.

    On January 19, 2024, Kwame Gyan was shot and robbed in front of his residence, a day before the Black Stars played their first game in the AFCON tournament held in Cote d’Ivoire.

    The robbery incident took place at night, and several of his properties, including the licence that was to be used by him and his friends to move to Ivory Coast to watch the Black Stars game, were stolen.

    He recounted, “the robbers made away with the Toyota Fortuner I was using in addition to whatever else was in the car – my cards, some cash, newly acquired international driver’s licence (because myself and some of my Botweburg brothers were planning a road trip to go watch our beloved Black Stars play in the AFCON in Cote D’Ivoire the following day), laptop and some other personal effects. Obviously, we missed the opportunity to go support the Black Stars and I have lived with this harrowing experience for two months plus…”

    According to Mr Gyan, he managed to escape death because the bullet did not hit any vital organs.

    “Luckily the bullet hit me between my arm and my chest and missed every vital organ and bone. The bullet was extracted from my back by a very brilliant doctor. How it ended up there is something only gun enthusiasts and doctors will understand,” he added.

    Nonetheless, he noted that the experience was traumatising as it kept him from work for months. He revealed that any explosive sound triggered the bad experience he had.

    “Needless to say, it has been a very, very difficult couple of months. I was away from work for two months. Recovering and dealing with the ‘hey’ and the sound of the gunshot and when it hit and when I felt I was losing blood and anything can and may happen, was the hardest part. I saw my life flash before my eyes for a few minutes. There are certain things only an experience can best explain. But this, I wouldn’t wish on my worst enemy. I didn’t quite appreciate the enormity of the situation until maybe a few days and weeks later.”

    He added, ”I could easily have died on January 19 2024. My son heard me scream after the bullet hit me and I fell to the ground. I got lucky that the bullet hit where it did. I suffered just some minor nerve damage which physio has fixed and I am out and about like nothing happened,”.

    He expressed heartfelt appreciation to his friends, colleagues and the Ghana Police Service for their various roles in helping him overcome what was almost a life-taking incident.

    “The friends who got to hear about this hours after it happened and called and drove home to see me made me truly happy. Within an hour of the shooting, two Botweburg boys were with me with a third en route (never mind the many calls from other members). I got discharged before he got to the hospital. Yes, I was so lucky, all I needed was a localised anaesthesia to extract the bullet and I was good to go. Another group of boys I am proudly associated with, curiously called House of Fire were also at hand to support right from the start of this nightmare.

    “Then was the support from my bosses and colleagues at work. Every call I got was, “how are you, are you getting better, is the medical care OK, are you resting? Forget about work for now and just get better.” Etc.

    “To all of you and those who heard from others and called, thank you. Truly, thank you. It meant a lot. To those who are hearing it for the first time, chale forgive me. Talking about this isn’t quite fun and I wanted to be ok before even writing this. And it’s taken me a long time to write this. Let’s blame that on some level of apprehension and a writer’s block that won’t go away.

    “Personnel of the Ghana Police Service need to be commended for being present, even though they haven’t been able to recover the vehicle. They have been in touch and I was surprised I had a visit from the Regional Police Command.

    “In fact, it was two Police Officers who drove me from my initial first aid hospital to where I got the bullet extracted. I thank the two gentlemen especially and the Service in general for their concerns. Hopefully, they have beefed up security in my neighbourhood. However, the fact that they have not been able to locate or recover the vehicle saddens me a lot.”

    The Ghana Private Road Transport Union (GPRTU) is pushing for a 30 percent increase in transport fares to mitigate the rising operational costs stemming from escalating fuel prices.

    Speaking on JoyNews’ PM Express regarding the topic “The Rising Cost of Fuel: Why you must brace for more hikes,” the Deputy Public Relations Officer, Samuel Amoah, outlined the union’s position.

    Mr Amoah mentioned that discussions with the Transport Ministry began last Wednesday and are set to continue this week.

    He also referenced GPRTU’s previous attempt in January to implement a 20 percent fare hike, which was rejected by the Ministry due to procedural issues.

    During the previous negotiations, GPRTU had justified the proposed increase by pointing to various cost factors, including spare parts, lubricants, DVLA, and insurance taxes.

    “The Ministry therefore invited us for a conversation, an invitation we accepted and presented all our reasons for the 20 percent increment. Even at that time, the fuel price wasn’t as it is now. The 20 percent we came up with earlier, we considered the cost of spare parts, lubricants, and DVLA and Insurance taxes. Those were the major components that we focused on to come up with the 20 percent increment,” he said on Tuesday.

    Mr. Amoah highlighted that the significant rise in fuel prices has prompted a reevaluation of their previous proposal. In light of the current adverse economic conditions, GPRTU has revised its position, now calling for a 30 percent increase in transport fares.

    He stressed the importance of this adjustment to ease the financial strain on drivers and maintain the viability of their operations.

    Mr. Amoah expressed optimism that the Ministry would recognize the urgent need for fare adjustments to protect the livelihoods of transport operators and allow them to continue providing essential services to the nation.

    “Our expectation on Wednesday is that, surely the Transport Ministry will agree with us so that we can increase the fares for our drivers to have peace of mind to continue serving the nation.”

    Meanwhile, drivers nationwide have begun implementing the new fares.

    Deputy Attorney General Alfred Tuah-Yeboah has announced that his office is actively pursuing the extradition of former Chief Executive Officer (CEO) of the Microfinance and Small Loans Centre (MASLOC), Sedina Tamakloe-Attionu, to serve her 10-year prison sentence with hard labor for causing financial loss to the state.

    Additionally, former Chief Operating Officer of MASLOC, Daniel Axim, has been sentenced to five years in prison with hard labor.

    The convictions were based on 78 counts related to financial loss to the state, theft, conspiracy to steal, money laundering, and violations of public procurement laws.

    Mr. Tuah-Yeboah stated that the extradition process for Mrs. Tamakloe-Attionu had commenced before the court’s verdict and, despite encountering some obstacles, he is confident that the recent judgment will facilitate the extradition process.

    “What is refreshing is that she will be brought down to face justice. In Ghana, we have various laws, you can choose to stay away but so far as we have laws relating to how we can extradite you from one country to Ghana, be rest assured that she will be brought down to face justice,” he added.

    Mr. Tuah-Yeboah expressed satisfaction with the sentencing and assured the public that there would soon be updates on Mrs. Tamakloe-Attionu’s return to Ghana.

    The trial, which commenced in 2019, featured six state witnesses. Sedina Tamakloe-Attionu was tried in absentia as she fled after being granted court permission for a medical check-up abroad. Daniel Axim testified in person but did not call any witnesses.

    The convictions relate to the misappropriation of funds allocated for MASLOC activities between 2013 and 2016. One instance involved the convicts withdrawing GH₵500,000 as a loan from Obaatampa Savings and Loans company, demanding repayment when the institution refused to provide a 24% interest rate.

    Although evidence of the repayment was presented, it was not reflected in MASLOC’s accounts.

    The duo was also found guilty of misappropriating over GH¢1.7 million allocated for a sensitization exercise, with only a fraction of the funds used as intended.

    Similarly, funds disbursed for victims of a fire incident at Kantamanso were not fully distributed, with a significant portion misappropriated by the accused.

    The case also involved the purchase of vehicles and Samsung phones for MASLOC, with the amounts paid exceeding prevailing market rates at the time, despite being bought in bulk.

    Joseph Osei-Owusu, the First Deputy Speaker of Parliament, has announced his retirement from public service citing disappointment, lack of appreciation, and health concerns related to his work.

    Mr Osei-Owusu, also known as Joewise expressed that the continual labeling of public servants as “thieves” has deeply discouraged him and diminished his passion for serving the nation.

    Speaking on JoyNews’ The Pulse, he said, “It hurts to hear people call you a thief only because you opted to work for the public. Listen to all public discussions.

    “Every politician, every elected official is called a thief. Nothing hurts me more than that when I can say with pride that I have never asked for support from anybody.

    “I have never asked for anybody to give me anything before. I do my work so those are the things that I think have contributed to my health issues. Now I have health issues so I want to leave the field quietly and endure my pain,” he said.

    The Member of Parliament for the Bekwai constituency declared that he has no plans to reenter public service or hold any official position in the future.

    He emphasized that Members of Parliament should not be labeled as thieves since they do not have access to public funds and thus cannot misuse or misappropriate them.

    “We don’t spend public funds. We don’t even authorise expenditure. Practically nothing to do with money apart from approving the budget in Parliament.

    “What we call the empty shell of the common fund goes to the District Assembly and you can only authorise the MCE or the coordinating director to spend that money in this way or that way. But every misconduct, they come back to the MP,” he said.

    The Bibiani Anhwiaso Bekwai Police Command of the Western North Region has arrested a man named Kwame Chelsea for allegedly engaging in sexual activities with a nanny goat.

    The incident is reported to have occurred in Sefwi Donkorkrom, a farming community, where the suspect was reportedly caught in the act with a pregnant goat in the bush.

    The suspect is a 40-year-old divorced palm wine tapper with two children.

    Initially reported by Daily Guide, an eyewitness confirmed to Lord FM, a local radio station, that he heard a goat bleating and rushed to the scene, only to discover the suspect engaged in the illicit act with the nanny goat.

    The eyewitness noted that he quickly informed the community, resulting in the suspect’s arrest, adding that “I saw the suspect, Kwame Chelsea, was having sexual intercourse with the animal, so I decided to film him, and when caught, he tried to bribe me, but I turned down his money.”

    Chief of Sefwi Donkorkrom, Nana Kwame Nyame II said when the matter was brought before him, he tasked his subjects to perform the necessary rituals to cleanse the land of any impending calamity.

    As of April 30, Ghanaians who have subscribed to Elon Musk’s Starlink satellite internet service, despite its lack of licensing in the country, will no longer have access to the service.

    This discontinuation also extends to other nations such as Niger, Chad, Egypt, Angola, South Africa, and Burkina Faso, where Starlink’s internet connectivity remains unavailable, as per the Starlink Availability Map as of April 16, 2024.

    Starlink announced the impending disconnection in a communiqué, stating, “As we continue to receive regulatory approvals to turn on Availability Map, we would like to remind you that this is in violation of the Starlink Terms and starting April 30th, 2024, you will be unable to connect to the internet except to access your Starlink account where you can make updates to your account. This restriction does not apply in areas designated as ‘Available’ on the Starlink Availability Map.”

    Ghana reportedly had Starlink service availability in Q4 2023. However, the current status on the availability map now reads, “Service date is unknown at this time.”

    On December 7th, 2023, the National Communications Authority (NCA) of Ghana deemed Starlink’s operations illegal due to the absence of a license and approval for its equipment. Consequently, the public received a caution against procuring Starlink’s equipment or services, while distributors were instructed to halt operations promptly.

    However, by March 2024, there emerged a potential for Starlink to obtain licensing in Ghana, particularly amid prevalent internet disruptions in West and Central Africa.

    Ursula Owusu-Ekuful, the Minister of Communications and Digitalisation, mentioned in Parliament that “We have licensed satellite gateway air stations, landing rights, and satellite air station networks. One web has already been licensed. Starlink is in the process of being licensed, and other operators are being encouraged to land in Ghana.”

    Despite this, nearly a month has passed with little information on the progress of Starlink’s licensing in Ghana. Currently, Starlink cannot confirm when its services will be available in the country, though they are “working as quickly as possible to obtain the necessary regulatory approvals from local governments globally.”

    Starlink, a SpaceX initiative, aims to provide high-speed, low-latency internet worldwide, focusing on rural and remote areas previously without reliable connectivity.

    The company is still seeking regulatory approvals to expand its services and encourages supporters to advocate for approval in their respective countries.

    The deadline for submitting applications is set for Monday, April 29, providing potential candidates with a window to apply for these roles.

    Selected applicants will undergo a comprehensive three-month training program to equip them with the necessary skills and knowledge required to fulfill their duties effectively during the electoral process.

    This training period is designed to familiarize individuals with the intricacies of electoral procedures and protocols.

    Interested individuals are required to submit their application letters and Curriculum Vitae (CV) directly to the Chairperson of the Electoral Commission.     Former Deputy Transport Minister, Joyce Bawah Mogtari, has questioned the Transport Ministry‘s authority to order the arrest of private transport drivers for increasing their fares.

    She indicated that the ministry lacks the mandate to do so. She contends that as long as fuel prices continue to rise, drivers have the right to adjust their fares accordingly, citing economic factors as the basis for their decision.

    Mogtari’s assertion, echoed in a post on X on Tuesday, April 16, read: “The Transport Minister or is it the Ministry of Transport has absolutely no power to ask the Police to arrest drivers of private vehicles who have increased fares because of the recent increase in fuel prices!”

    The Ministry’s directive, issued on Monday, April 15, instructing the Ghana Police Service to monitor and apprehend drivers charging fares above approved rates, was met with skepticism by Joyce Bawah.

    In response to drivers’ concerns about the necessity of fare hikes due to escalating fuel prices, the Ministry emphasized ongoing negotiations for new public transport fares with Road Transport Operators.

    The National Democratic Congress (NDC) is set to officially introduce Prof. Naana Jane Opoku-Agyemang as the running mate of its flagbearer, John Dramani Mahama, in preparation for the December polls,

    The event is scheduled for Wednesday, April 24, 2024, at the Kofi Ohene Konadu Auditorium at the University of Professional Studies (UPSA).

    According to a statement from the party’s Communications Officer, Sammy Gyamfi, the ceremony is intended to demonstrate the NDC’s commitment to inclusivity and progressive leadership in the upcoming elections.

    Several prominent figures within the NDC are expected to attend the event, including former President John Dramani Mahama, who is the party’s flagbearer for the 2024 general elections.

    “Also in attendance will be members of Parliament and an array of distinguished guests from the Diplomatic Corps, the Clergy, Nananom, Women Groups, academia, representatives of Civil Society Organizations, Labour Organizations, and Creative Arts, among others.

    “The Running mate, Professor Naana Jane Opoku-Agyemang will address the nation on the NDC’s vision for a progressive, inclusive and prosperous Ghana, as well as the live-transforming policies of our visionary Flag-bearer for the 2024 general elections,” part of the statement read.

    The Public Utilities Regulatory Commission (PURC) has issued a six-week ultimatum to the Board Members of the Electricity Company of Ghana (ECG) to pay a fine of GHC5,868,000.

    The Board members of the Electricity Company of Ghana (ECG), who served from January 1st to March 18th, 2024, are required to pay the regulatory charge for overseeing power outages without notifying consumers during this period.

    The board, including ECG MD Samuel Mahama Dubik and eight others, will be affected by this fine. Former board chairman Keli Gadzekpo, who resigned three weeks ago, will also be subject to the fine, along with Majority Chief Whip Frank Annor Dompreh and five other individuals.

    However, current Deputy Energy Minister Herbert Krapah, who chairs the board, will not be affected as his tenure falls outside the period covered by the regulatory orders.

    The Public Utilities Regulatory Commission (PURC) issued this directive in a letter to ECG on Monday, April 15.

    “The Board Members of ECG in office between 1 January to 18 March 2024 shall pay the regulatory charge of Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS5,868,000.00) into a dedicated fuel account under the joint control of the Ministry of Energy and the Ministry of Finance on or before 30th May, 2024,” the regulatory body ordered.

    The PURC had previously requested information from ECG regarding tariff revenue allocation under the Cash Waterfall Mechanism (CWM), regulatory audit data, operational information, and other relevant data, with deadlines of March 25, March 27, and April 2, 2024.

    It said, “The Commission established from its analysis of data submitted by ECG that there were 4142 outages to consumers within ECG’s operational areas between January and March 2024. Out of this number, 165 representing 3.98% of the total outages were ECG-planned outages.

    “Further analysis showed that of the 165 ECG planned outages, 40 were supported by public notices, while there were no notices for the remaining 125 outages. Further, 38 of the 40 notices did not comply with the requisite three-day statutory notice prescribed under Regulation 39 of L.I. 2413. This indicates that in 163 instances of planned outages, ECG did not comply with the law”.

    Initially imposed on ECG, the fine was reassigned to the company’s board members by the PURC, citing concerns about the impact on ECG’s service delivery and the nature of its business.

    “The Commission has determined that having regard to the nature of ECG’s ownership and business, the imposition of the penalty of Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00) on ECG would be counter-productive, as payment from ECG’s revenue would have a rebounding adverse effect on quality of service and consumers who pay tariffs to the company.

    “For that reason, in the interest of justice and to protect the interests of consumers, the Commission shall hold the Board Members of ECG who were in office from 1 January to 18 March 2024 liable for the payment of the Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00).”

    The Commission noted that these board members were consistently responsible for providing strategic direction to ensure the provision of safe, adequate, efficient, reasonable, and non-discriminatory service to consumers.

    Additionally, the regulator has fined ECG GHS36,000 for its failure to submit all of its current bank and investment accounts to the Commission.

    “The details of ECG’s bank accounts submitted were incomplete, contrary to the Order. 3.3 Submission of Information Related to Operational Matters.”

    “The Commission hereby imposes an initial regulatory charge of 3,000 penalty units on ECG in accordance with Regulation 45 of LI 2413, amounting to Thirty-six Thousand Ghana Cedis (GHS36, 000).”

    It said “ECG shall pay the initial regulatory charge of GHS36, 000 to the Commission on or before 22 April 2024.

    On the time-frame for compliance, the PURC added that after the payment, “for every working day that the requested details remain outstanding, ECG shall pay an additional regulatory charge of 3,000 penalty units, calculated daily until the date of compliance.”

    Additionally, apart from fulfilling its existing obligations under the Cash Waterfall Mechanism, the PURC instructed ECG to remit the sum of GHS446,283,706.29 to Category B beneficiaries under the CWM.

    “The amount represents actual revenue collected by ECG, declared by ECG to the CWM, and approved by the CWM Standing Committee for payment from August 2023 to February 2024, but which remains unpaid.”

    The Commission specified that ECG must pay the amount of GHS446,283,706.29 on or before April 30, 2024. Failure to comply by the specified date will result in the board members and management of ECG being held accountable.

    The National Service Scheme (NSS) has urged President Nana Akufo-Addo to promptly sign the Ghana National Service Authority Bill 2024 into law.

    This move is aimed at granting the secretariat authority and autonomy, as highlighted by the NSS during the policy launch on April 15, 2024.

    Executive Director of NSS, Osei Assibey Antwi, stressed the importance of strengthening, capacitating, and adequately resourcing the National Service scheme to regulate the mobilization and deployment of personnel.

    He made a passionate appeal to President Akufo-Addo to approve the bill currently before him.

    Mr. Antwi stated that the new law would provide the authority with the opportunity to expand existing programs such as the NSS teaching model and NSS MSME accounting age.

    This enhancement would further cement the NSS scheme’s position as one of the best in West Africa and Africa for deploying service personnel.

    “The National Service scheme beyond this policy must be strengthened, capacitated, and significantly resourced to regulate the mobilization and deployment of personnel. I strongly believe that this can be done by upgrading the scheme from its status to a more noble and standardized institution.

    In this regard, I wish to make a passionate appeal to the President that the Ghana National Service Authority Bill 2024, currently before Mr. President, will be approved. Mr. President, the new law will grant the authority the opportunity to expand existing programs such as the NSS teaching model and NSS MSME accounting age.”

    In response, President Akufo-Addo encouraged stakeholders to rally behind the National Service Scheme (NSS) in achieving its objectives.

    He expressed confidence that with the implementation of the new policy document, the NSS scheme would play an even more crucial role in shaping the future of Ghana and empowering the nation’s youth to realize their full potential.

    “These interventions will solidify the NSS scheme’s position as one of the best in the West African and African region for deploying service personnel. I urge stakeholders to support the scheme in achieving its objectives. Let us embrace the new changes, focus, and face of the NSS.

    “I’m confident that with the implementation of this new policy document, the NSS scheme will play an even more vital role in shaping the future of our nation and empowering our youth to fulfil their potential.”

    Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, popularly known as Chairman Wontumi, has provided his take on the abysmal performance of former Ghana Football Association (GFA) President Kwesi Nyantakyi.

    The primary, held on Saturday, April 13, saw a total of 1081 delegates participating in the electoral process, with nine aspirants contending for the parliamentary slot. Among them, Nyantakyi secured only 36 votes.

    Speaking in an interview on Adom FM on April 15, 2024, Chairman Wontumi noted that Nyantakyi could performance as expected due to the unexpected health issues he experienced.

    He noted that this prevented the candidate from engaging in a thorough campaign.

    “In every election, you should be able to monitor and follow keenly to win, but that did not happen for Nyantakyi. He was critically ill at the last minute and couldn’t campaign as he should have but he has done well and I’m not surprised,” he said, according to Ghanaweb.com which cited Myjoyonline.com.

    Dr. Evans Duah emerged with 63 votes, while Portia Acheampong Abronye, received a mere 6 votes. Klinsman Karikari Mensah and Aaron Prince Duah both garnered 2 votes each, while Jacqueline Abena Pokua Amoah-Boaitey ended with zero votes. Kwabena Boateng, the second Vice Chairman for the Ejisu Constituency, clinched victory with an impressive 394 votes.

    The parliamentary primary was necessitated by the unfortunate passing of the Member of Parliament for Ejisu, John Kumah. With the primary concluded, the Electoral Commission (EC) is poised to conduct a by-election on April 30 to elect Kumah’s successor.

    This disconnection, which happened about a week ago, has forced the market to rely on an alternative power plant for its energy needs.

    Traders and customers have expressed the negative impact of the power outage on the market’s operations. One trader said, “Power has been disconnected to this facility, and the market is slow because people are not here to buy anything. We were here on Saturday and Friday and couldn’t make any sales. When the lights come on for some time, it goes off again because we rely on the generator set. It has been difficult for us.”

    A customer also highlighted concerns about safety and comfort, stating, “The situation is making us scared because when the lights are off, some criminal elements will take advantage, and the heat is also unbearable.”

    “The structure of the market any time the light goes off takes about 30–50 minutes, people who enter into the market to buy our things complain. Some feel the place is too dark, some feel the place isn’t secure, others also feel that they cannot get the right things, and they cannot identify the exact commodity that they want to buy. So they don’t feel comfortable entering our market to buy something. In the long run, it affects us the traders.”

    He further mentioned that the market’s management has been forced to use a power plant as an alternative source, but this solution is costlier and comes with technical challenges, making the power supply unsustainable.

    “Currently, the management engaged the leadership of the traders’ union that we cannot let the market be in darkness, so we had to rely on the plant. But it is also coming at a higher cost. Every six hours, we have to use four and a half barrels of diesel.”

    The Chamber of Petroleum Consumers (COPEC) has criticized the Transport Ministry for its recent directive to the Ghana Police Service regarding the enforcement of new transport fares.

    COPEC argues that the Ministry lacks the authority to regulate transport fares in a deregulated market.

    In response to drivers’ concerns about the need to increase fares due to rising fuel prices, the Ministry issued a directive on Monday, April 15, instructing the Ghana Police Service to monitor and apprehend commercial drivers who charge fares exceeding the approved rates.

    The Ministry stated that negotiations for new public transport fares are currently ongoing with Road Transport Operators.

    COPEC’s Executive Secretary, Duncan Amoah, however, disputes the Ministry’s authority in this matter, insisting that it cannot compel transport unions to adhere to its directive.

    Mr Amoah contends that the Ministry’s directive is ineffective and inappropriate as it has failed to address the underlying factors contributing to the alleged fare increases.

    “The Transport Ministry has no basis in law to determine transport fares, especially in a deregulated market like we have, where the cost of fare is passed on and not regulated by government. The cost of insurance is simply added on year in, and year out.

    “The cost of fuel goes up at will. As and when the dollar goes up, as and when international markets go up, as and when taxes go up, your fuel prices are rising.”

    “Why is the Transport Ministry in all of these discussions? And so we think that the Transport Ministry should not arrogate onto itself constitutional powers that it does not have at present to even call for the arrest of a driver or drivers simply because they are trying to recover costs of their operation.

    “I am not suggesting the drivers should just go ahead and charge too much, but if there is a need for them to go up in transport fare, so be it.”

    Meanwhile, the Association of Passengers Ghana has expressed dissatisfaction with the lack of transparent communication from transport operators concerning proposed increases in transport fares nationwide.

    The association voiced concerns that the ambiguity surrounding approved fares might escalate tensions between passengers and transport operators.

    The Ghana Cocoa Board (COCOBOD) has raised concerns about the potential loss of Ghana’s premium position in the international cocoa market due to illegal mining activities.

    In an interview on The Point of View with Bernard Avle, Prof. Michael Kwarteng, Director of the Anti-Corruption Galamsey Unit of COCOBOD, highlighted the detrimental impact of illegal mining, or “galamsey,” on cocoa production.

    These remarks follow a warning by the former Chief Executive Officer of the Environmental Protection Agency (EPA), Henry Kokofu, regarding a potential embargo on Ghana’s cocoa bean exports due to the escalating activities of illegal miners.

    “Per what we’re seeing, if nothing is done to stop this act [illegal mining], we may lose even our position as the number one premium cocoa. In terms of quality, we all know that, in the whole world, Ghana’s cocoa is the best. If we continue to this, then we’re going to lose that, the quality of our cocoa beans is going to be affected seriously.”

    “I know our Cocoa Research Institute is researching that, and I’m sure they will come out with their findings. But per what we’re all seeing, we stand the risk of losing, so he’s right.”

    In response to the EU’s report suggesting a potential ban on Ghana over cocoa cultivated on deforested land, he advocated for an evaluation of cocoa’s benefits to the citizens of Ghana.

    “I think we have not realized the benefits we’re getting from cocoa production as a nation. COCOBOD is doing so much, cocoa production is offering us employment, even road construction. Our cocoa farmers rely on cocoa for their livelihoods. I think that as a nation, we should begin to assess the importance of cocoa production,” he opined.

    Prof. Kwarteng expressed concern about the challenges cocoa farmers face in accessing water for irrigation on their farms due to pollution of most water bodies.

    “There’s no way we can put cocoa aside and concentrate on the minerals. All our water bodies are going, now for farmers to get water to nurse their crops is even difficult, some buy sachet water and take it to the farms.”

    Ghana has experienced the lowest cocoa production in the past 10 years.

    The Awutu Breku District Court has sentenced Emmanuel Agbeshie to eight months imprisonment for assaulting a teacher, claiming the teacher caused his penis to disappear.

    Agbeshie, a 22-year-old apprentice, pleaded guilty to charges including assault, causing harm, publication of false news, and deceit of a public officer.

    The court, presided over by Mrs. Naomi A. A. Kuntour, sentenced Agbeshie to a fine of GHC 2,400 for assault, with a default sentence of four months’ imprisonment.

    He was also sentenced to eight months’ imprisonment for causing harm. Additionally, he was fined GHC 1,200 for each charge of publication of false news and deceit of a public officer, with a default sentence of three months’ imprisonment for each charge. All sentences are to run concurrently.

    Agbeshie was ordered to sign a 12-month bond to be of good behavior upon release from prison. He was further directed to pay all medical bills for the victim, Mr. Charles Bimpong Appiah, and compensate him with GHC 4,800.

    Prosecution, led by Assistant Superintendent of Police and Chief Inspector Bernice Wei Kpuusuu, stated that the incident occurred when Agbeshie accused Mr. Appiah of touching him, claiming it caused his penis to disappear.

    Agbeshie then assaulted Mr. Appiah, leading to his arrest by police personnel from the Central East Command Legal Department, who were conducting a sensitization tour in the area.

    Mr. Appiah was taken to the hospital for treatment, where it was confirmed that Agbeshie’s penis was intact.

    The Public Utilities Regulatory Commission (PURC) issued this directive in a letter to ECG on Monday, April 15. The PURC had previously requested information from ECG regarding tariff revenue allocation under the Cash Waterfall Mechanism (CWM), regulatory audit data, operational information, and other relevant data, with deadlines of March 25, March 27, and April 2, 2024.

    It said, “The Commission established from its analysis of data submitted by ECG that there were 4142 outages to consumers within ECG’s operational areas between January and March 2024. Out of this number, 165 representing 3.98% of the total outages were ECG-planned outages.

    “Further analysis showed that of the 165 ECG planned outages, 40 were supported by public notices, while there were no notices for the remaining 125 outages. Further, 38 of the 40 notices did not comply with the requisite three-day statutory notice prescribed under Regulation 39 of L.I. 2413. This indicates that in 163 instances of planned outages, ECG did not comply with the law”.

    The specified amount is to be deposited into a dedicated fuel account jointly controlled by the Ministry of Energy and the Ministry of Finance by May 30, 2024.

    Initially imposed on ECG, the fine was reassigned to the company’s board members by the PURC, citing concerns about the impact on ECG’s service delivery and the nature of its business.

    “For failure to comply with the 3-day statutory notice on notification and publication of planned outages required under Regulation 39 of L.I. 2413, the Commission in accordance with Regulation 45 of L.I. 2413, also imposed a regulatory charge of 3,000 penalty units on ECG for each of the 163 breaches, amounting to Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00).”

    “The Commission has determined that having regard to the nature of ECG’s ownership and business, the imposition of the penalty of Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00) on ECG would be counter-productive, as payment from ECG’s revenue would have a rebounding adverse effect on quality of service and consumers who pay tariffs to the company.

    “For that reason, in the interest of justice and to protect the interests of consumers, the Commission shall hold the Board Members of ECG who were in office from 1 January to 18 March 2024 liable for the payment of the Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00).”

    The Commission noted that these board members were consistently responsible for providing strategic direction to ensure the provision of safe, adequate, efficient, reasonable, and non-discriminatory service to consumers.

    Additionally, the regulator has fined ECG GHS36,000 for its failure to submit all of its current bank and investment accounts to the Commission.

    “The details of ECG’s bank accounts submitted were incomplete, contrary to the Order. 3.3 Submission of Information Related to Operational Matters.”

    “The Commission hereby imposes an initial regulatory charge of 3,000 penalty units on ECG in accordance with Regulation 45 of LI 2413, amounting to Thirty-six Thousand Ghana Cedis (GHS36, 000).”

    It said “ECG shall pay the initial regulatory charge of GHS36, 000 to the Commission on or before 22 April 2024.

    On the time-frame for compliance, the PURC added that after the payment, “for every working day that the requested details remain outstanding, ECG shall pay an additional regulatory charge of 3,000 penalty units, calculated daily until the date of compliance.”

    Additionally, apart from fulfilling its existing obligations under the Cash Waterfall Mechanism, the PURC instructed ECG to remit the sum of GHS446,283,706.29 to Category B beneficiaries under the CWM.

    “The amount represents actual revenue collected by ECG, declared by ECG to the CWM, and approved by the CWM Standing Committee for payment from August 2023 to February 2024, but which remains unpaid.”

    The Commission specified that ECG must pay the amount of GHS446,283,706.29 on or before April 30, 2024. Failure to comply by the specified date will result in the board members and management of ECG being held accountable.

    The Public Utilities Regulatory Commission (PURC) has imposed a fine of GHS36,000 on the Electricity Company of Ghana (ECG) for its failure to submit all current bank and investment accounts to the Commission.

    Despite three requests from the PURC with deadlines of March 25, March 27, and April 2, 2024, the ECG did not comply.

    The requested information includes details on tariff revenue allocation under the Cash Waterfall Mechanism (CWM), regulatory audit data, operational information, and other relevant data.

    But in a letter submitted to the ECG on Monday, April 15, the PURC said it found that “details of ECG’s bank accounts submitted were incomplete, contrary to the Order. 3.3 Submission of Information Related to Operational Matters.”

    “The Commission hereby imposes an initial regulatory charge of 3,000 penalty units on ECG in accordance with Regulation 45 of LI 2413, amounting to Thirty-six Thousand Ghana Cedis (GHS36, 000).”

    The letter said “ECG shall pay the initial regulatory charge of GHS36, 000 to the Commission on or before 22 April 2024.

    On the time-frame for compliance, the PURC added that after the payment, “for every working day that the requested details remain outstanding, ECG shall pay an additional regulatory charge of 3,000 penalty units, calculated daily until the date of compliance.”

    Due to the Electricity Company of Ghana’s (ECG) failure to comply with the 3-day statutory notice requirement for notification and publication of planned outages, as stipulated under Regulation 39 of L.I. 2413, the Public Utilities Regulatory Commission (PURC) has imposed a regulatory charge.

    Pursuant to Regulation 45 of L.I. 2413, the Commission has fined ECG 3,000 penalty units for each of the 163 breaches, totaling Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00).

    Recognizing the potential impact of this fine on ECG’s ability to maintain service quality for consumers, the Commission has decided to hold the board members of the company, including ECG MD Samuel Dubik Mahama, accountable for the payment of the fine.

    The Commission however stated that, due to nature of ECG’s business, paying that amount will affect the quality of service to consumers. It thus passed on the fine to the board members of the company which include the ECG MD, Samuel Dubik Mahama.

    “The Commission has determined that having regard to the nature of ECG’s ownership and business, the imposition of the penalty of Five Million, Eight Hundred and Sixty-Eight Thousand Ghana Cedis (GHS 5,868,000.00) on ECG would be counter-productive, as payment from ECG’s revenue would have a rebounding adverse effect on quality of service and consumers who pay tariffs to the company.

    Head of the Center for Ageing Studies, Professor Joseph Osafo, has alleged that there has been a delay in clearing some containers containing medical supplies at the Tema Port due to some mischievous individuals who sought to make money from the situation.

    Engaging Kwame Sefa Kayi on Peace FM’s Kokrokro Show, Professor Osafo noted that some individuals sought to take advantage of the bureaucracy involved in ensuring the containers are cleared.

    He expressed surprise that the government spent over 6 months to clear some containers it received for free.

    “This is for the government and there are numerous challenges. These are not our individual items, so imagine if government faces this challenge in clearing its goods, then what will happen to the average Ghanaian. These are essential items. These are medicines donated to the country.

    “Sometimes, there is bureaucracy because someone wants to make money from somewhere. I have said it and it is true. Did you see the placards used by some aggrieved nurses in Kumasi. One of the placards read that we will not pay any fee for special placement. What is this?” he quizzed.

    The Ghana Revenue Authority (GRA) has eventually cleared some 14 out of 182 containers at the Tema Port, holding antiretrovirals, Tuberculosis (TB) and malaria medicines that were donated by the Global Fund.

    The Government of Ghana received 435 containers at the Tema Port between August 2023 and February 2024 containing anti-HIV, TB and malaria medicines and mosquito nets for distribution across the country.

    The clearance comes after intense pressure was mounted on the Ministry of Health by stakeholders in the health sector and members of the general public over the delay in the release of the drugs.

    The Ministry of Health (MoH) assured its stakeholders and the public that significant progress has been made in clearing the remaining containers holding antiretrovirals, Tuberculosis (TB) and malaria medicines by Friday, 12th April 2024.

    The Health Ministry pledged that some 20 containers would be cleared on Friday, but only 14 containers were cleared. A handing-over ceremony was held to announce this latest development.

    At the ceremony, Deputy Commissioner of the Customs Division of Ghana Revenue Authority (GRA), Emmanuel Ohene, revealed that a special provision of GHC40 million was made by the Ministry of Finance to cover transnational taxes, AU and ECOWAS levies on the containers.

    What remained outstanding were third-party charges, which the donors, per reports, had decided to take up.

    “Unfortunately, upon arrival of the consignment at the port, the associated charges could not be paid. This information was also not communicated to the Ministry of Finance on time,” Emmanuel Ohene said.

    Earlier, the Coalition of Civil Society Organisations in Health raised concerns about the government’s ability to resolve the issue of delayed lifesaving drugs stuck at the port.

    Executive Director of the Africa Center for Health Policy Research and Analysis, Dr. Thomas Anaba, has revealed that the delay in clearing medical supplies donated by the Global Fund has resulted in a significant increase in tuberculosis, malaria, and HIV/AIDS cases.

    “There is an increase in the cases of tuberculosis and HIV/AIDS from last year’s figure, and the complications of people dying from AIDS have also increased. Women getting malaria during pregnancy have increased because of this.”

    Meanwhile, the Health Ministry has assured that the remaining containers will be cleared this week.

    Former Chairperson of the National Development Planning Commission (NDPC), Professor Emeritus Stephen Adei, has revealed the circumstances surrounding his removal as the Ghana Revenue Authority (GRA) board chairman.

    In a recent interview with GHOne TV, Prof. Adei claimed that he was forced out of his role in 2023.

    He stated that the Akufo-Addo-led government constituted a new GRA board without informing him, effectively ending his tenure without his knowledge.

    “I was never notified of my exit [as GRA board chair]. I was at home and saw that a new board had been constituted.

    “It is the most disrespectful way of saying goodbye to any board, but this is Ghana,” he is quoted to have said by GHOne TV in a post shared on social media on April 9, 2024.

    The former NDPC chairman, also a former rector of the Ghana Institute of Management and Public Administration (GIMPA), assumed the role of GRA’s board chairman in September 2019.

    In a 2023 interview, he highlighted how his stewardship contributed to the GRA achieving its revenue targets, underscoring the fact that he served in the capacity voluntarily.

    “As board chairman of GRA, I never took a dime, but I worked diligently for GRA to meet its revenue targets.

    “With this, many saw me as being in government when I was not in government but only working for the good of the country,” he stated.

    He added, “Even as the chairman of the National Development Planning Commission (NDPC), I prepared a document dubbed [email protected] and wanted the buy-in of the government. To date, the government is not meeting me.”

    He said, “If Dr Bawumia wants a lady as his running mate, then he has taken too long; he should have mentioned Naa Torshie’s name long ago because that woman, all clergymen in this country respect and honour her dearly.

    “I won’t campaign for her because she has not discussed anything like that or that she is interested, but my truth is that if Dr Bawumia wants a female running mate, if they will listen to me, then Naa Torshie is the person who can make the grounds soft for him to win.”

    The Birim North District Security Council has announced plans to ban reckless displays or any form of vehicular exhibition during funerals.

    The District Chief Executive, Remond Nana Damptey, disclosed this during his address at the 1st ordinary meeting of the 1st session of the 8th assembly of the Birim North Assembly last Friday.

    He mentioned that the council had convened an emergency meeting with leaders of the GPRTU and other transport unions in response to a tragic accident at Mamaso the previous Saturday.

    “Upon extensive deliberations, it was resolved that there should be a ban on careless spectacles often displayed by drivers, motor-riders, pragya riders and the like during funerals.’’

    During his address to the assembly, the District Chief Executive expressed satisfaction with the relative peace enjoyed in the district, despite a few challenges such as chieftaincy disputes, theft, and illegal mining activities.

    He attributed this achievement to the dedication and effective work of the district security council.

    Regarding education, he reported that the assembly, through the district education directorate, distributed 550 dual desks to 28 basic schools in the district.

    Additionally, the assembly allocated resources for infrastructure development, STEM education, and promoting Girls in ICT.

    He also mentioned that there are 924 people with disabilities in the district, with 896 already registered for free NHIS, and efforts are ongoing to register the remaining 28. Furthermore, 13 of the PWDs have received start-up kits from the Assembly Common Fund, and 25 have received support in education and medical assistance, among other forms of aid.

    The founder and leader of Glorious Word Power Ministries, Reverend Owusu-Bempah, has called out President Akufo-Addo for his failure to independently govern the country with the assistance of his appointees.

    According to Rev. Owusu Bempah, there are rumors about the influence of some relatives of President Akufo-Addo in key decisions.

    He noted that former Finance Minister, Ken Ofori-Atta and prominent New Patrotic Party (NPP) member, Gabby Otchere-Darko, are said to be running the affairs of the country.

    “Very soon your tenure will be over so I will be candid with you, you’ve veered off the path you started on. From where I sit, I no longer see the love you used to have for the country. I want you to know that you’ve changed. After your first four years, Ghanaians hailed you so what has changed now?” he quizzed.

    “It is alleged that Ken Ofori-Atta and Gabby Otchere-Darko are the ones controlling the country now but Ghanaians did not vote for Ken Ofori-Atta and Gabby Otchere-Darko. You’ve let us down and allowed people to question the prophecies we gave prior to your arrival. You’ve changed. You no longer have love for the country. But it is not too late, you can still turn things around and ensure that you bow out on the high,” he said.

    He expressed concern that President Akufo-Addo‘s heart has hardened and strayed from the path that previously found favour in God’s sight.

    Drawing a parallel to the biblical King Saul, Reverend Owusu-Bempah suggested that the country’s current hardships may stem from the president deviating from God’s guidance.

    Reverend Owusu-Bempah, while delivering a sermon, initially intended to convey his message privately, he felt compelled to make it public after finding his pathway to the Jubilee House closed. He believes this is a divine directive to address the nation’s situation and guide it towards improvement.

    “The heart he had before becoming president has changed. He is now like Saul. God saw the kindheartedness of Saul and made him a ruler of Israel but at some point, Saul deviated and was not obeying the prophets and God’s words. God then pulled away from him which led to Israel suffering some challenges,” he said.

    With only eight months remaining in President Akufo-Addo‘s final term, Reverend Owusu-Bempah encouraged him to use this time to improve his legacy as president.

    Reverend Owusu-Bempah, once a close ally of President Akufo-Addo, has had a falling out with the president, repeatedly accusing him of being ungrateful.

    During a recent interview on Okay FM, Reverend Owusu-Bempah stated that he would never forgive President Akufo-Addo for undisclosed reasons. He also revealed that he no longer visits the first family, attributing this decision to the First Lady, Rebecca Akufo-Addo.

    The Ministry of Transport has instructed the Ghana Police Service and other security agencies to watch for any commercial driver who is charging new transport fares that exceed the current rates, which is putting undue strain on passengers.

    In a statement released in Accra on Sunday, April 14, 2024, and signed by its Public Relations Unit, the Ministry stated that negotiations for new public transport fares are still ongoing with the Road Transport Operators following the recent increase in fuel prices and other related operational costs.

    The Ministry urged commercial drivers to continue charging the current public transport fares as directed by the Ghana Private Road Transport Union (GPRTU) of TUC and the Ghana Road Transport Coordinating Council (GRTCC).

    It warned that those who fail to comply with this directive will face legal consequences.

    “The Ministry is urging the Ghana Police Service and other security agencies to be on the lookout for any driver who goes contrary to the directive issued by the GPRTU and the GRTCC”, the statement in part read.

    On Thursday, April 11, 2024, the Ghana Private Road Transport Union (GPRTU) of TUC and the Ghana Road Transport Coordinating Council (GRTCC) issued a joint statement in Accra, urging commuters not to pay any extra transport fares beyond the current rates.

    The unions labeled the reported fare hikes by some commercial drivers as illegal and emphasized that discussions with the Ministry of Transport regarding new charges were still ongoing.

    “We are currently engaging stakeholders to consider the various cost components and agree on the way forward. As has been the practice, the leadership met with the Ministry of Transport on Wednesday 10th April, 2024, to present our demands. Once consensus is reached, the general public will be duly informed”, the statement in part read.

    Two transport operating groups, the Concerned Drivers Association of Ghana (C-DAG) and the Transport Operators of Ghana, announced a 15% increase in transport fares effective Saturday, April 13, 2024.

    The decision was attributed to the recent increment in fuel prices, the government’s perceived indifference to reducing petrol prices, and the rising costs of vehicle spare parts and lubricants.

    The High Court in Accra has issued a bench warrant for the arrest of the Director General (DG) of the Criminal Investigation Department (CID) of the Ghana Police and the DG of the Legal and Prosecution Unit of the Ghana Police Service.

    This action was taken after the two officials failed to appear in court for contempt proceedings related to a case involving Sureword Global Outreach, as reported by starrfmonline.com.

    During Monday’s court session, Counsel for the Application, Abraham Arthur, moved an application for committal for contempt against the CID boss and the legal and prosecution unit DG for not honoring the court’s orders.

    “The orders have been carried out but the respondents are not in court,” Arthur argued, the report said.

    In response to the submission, Justice Lydia Osei Marfo, the presiding judge, expressed disappointment at the respondents’ failure to comply with the court’s directives.

    “There is evidence on record to indicate that this court’s orders have been carried out.

    “There is affidavit of service which indicates that the order of the court to serve on the IGP through Inspector Boatemaa Juliana, his secretary at Cantonment.”

    The case background reveals a dispute over the release of a vehicle, registered as GN2925-20, to Sureword Global Outreach.

    Despite a court order issued on January 29, 2024, directing the respondents to release the vehicle, they allegedly refused to comply, leading to the contempt proceedings.

    The applicant sought an Order of Committal for Contempt against the respondents, citing their actions as a disregard for the court’s authority and an attempt to undermine the administration of justice.

    The court, after exhausting all avenues for compliance, has issued a bench warrant for the arrest of the CID Director General and the Director General of the Legal and Prosecution Unit of CID of the Ghana Police Service.

    Five officials of the Electoral Commission (EC) have been interdicted following allegations of theft involving Biometric Verification Devices (BVDs).

    The suspects have been turned over to the police for further investigation. Dr. Serebour Quaicoe, the Director of Electoral Services at the EC, provided this update on the missing devices, emphasizing that handing over the suspects to the police is a crucial step towards conducting a thorough investigation.

    Dr. Quaicoe reiterated the Commission’s commitment to ensuring justice is served and that individuals found guilty of stealing state assets are appropriately punished.

    “What I can say on authority is that we lost one BVD in North Tongu and what happened was that we normally package these things in ballot boxes. You put your systems and you seal. In the course of transporting, we got there, they couldn’t transport the ballot boxes.”

    “So we reported to the police. We have lost this and these are the suspects so investigate and let them go through the legal regime.

    “Whatever has to be done should be done. They have been interdicted they are now going through the investigations. So, the police I am told that they will be arraigned before court soon,” he is quoted to have said by Citinewsroom.

    On March 20, the Minority in Parliament urged the police to take urgent action following the alleged disappearance of seven biometric devices. They expressed concern about the potential impact on the upcoming December elections.
