    INEOS chairman Jim Ratcliffe has urged Manchester United fans to be patient after agreeing to purchase a 25% stake in the club.

    The £1.25 billion deal, announced on Christmas Eve, includes a commitment to invest over £236 million to refurbish the club’s infrastructure.

    Additionally, INEOS will take over the management of United’s football operations. Ratcliffe has written to the Manchester United Supporters’ Trust, the Fans’ Forum, and the Fans’ Advisory Board, emphasizing that achieving success on the pitch will require time and patience.

    “I wanted to write to you at this time given the critical role of the fans to the future of Manchester United as we recognise our responsibility as custodians of the club on your behalf,” Ratcliffe wrote. 

    “I believe we can bring sporting success on the pitch to complement the undoubted commercial success that the club has enjoyed. 

    “It will require time and patience alongside rigour and the highest level of professional management. 

    “You are ambitious for Manchester United and so are we. There are no guarantees in sport, and change can inevitably take time but we are in it for the long term and together we want to help take Manchester United back to where the club belongs, at the very top of English, European and world football. 

    “I take that responsibility very seriously. 

    “Please note that, as with any deal, it is subject to the usual regulatory sign-off process and therefore we do not expect to speak publicly about club matters until after the deal is completed.” 

    In November 2022, Manchester United’s owners, the Glazer family, announced their plan to conduct a strategic review of their options, including the potential sale of the club.

    Both Jim Ratcliffe and Qatari businessman Sheikh Jassim were initially contenders for a complete buyout of the club until October. However, Sheikh Jassim withdrew his bid for full control on October 14, prompting Ratcliffe to shift his focus to acquiring a significant minority stake in Manchester United.

    Presidential Staffer Nana Yaw Boadu has submitted his nomination form to contest the incumbent Member of Parliament (MP), Evans Opoku Bobie, for the New Patriotic Party’s (NPP) parliamentary candidacy in the Asunafo North Constituency in the 2024 elections.

    Opoku Bobie, who is also the Deputy Youth and Sports Minister, is seeking his 3rd term in parliament and faces competition from three other aspirants.

    Nana Yaw Boadu filed his forms at the party’s constituency office in Goaso, cheered on by supporters. In an interview, he expressed the belief that it is time for the delegates to vote out the sitting MP, citing a decline in popularity due to a lack of development.

    Mr Boadu emphasized the need for a change in the choice of a parliamentary candidate to avoid potential loss of the seat for the NPP.

    “In the 2016 elections, both Nana Akufo-Addo and Opoku Bobie won with 7,000 votes each. Nana Akufo-Addo had over 36,000 votes in the 2020 elections, while Bobie had over 34,000 votes. But the National Democratic Congress first-time candidate closed the gap from 7,000 to 3,000 votes. What shows that if we vote for Bobie again, we will not lose the seat”, Mr. Boadu, who hails from Mim, asked.

    “What is left is for all delegates to change the party candidate and introduce a new face in the person of Nana Yaw Boadu”, he said, adding that he is the best to lead the party.

    Presidential staffer Nana Yaw Boadu, participating in the primaries for the first time, urged the party’s executives to ensure fairness throughout the election process, emphasizing the importance of an equal playing field for all candidates.

    Supporters of Mr. Boadu acknowledged his contributions to the party’s growth and the development of the constituency. They highlighted his assistance in logistical support, providing party offices for five electoral areas, community services, and offering employment opportunities for the youth.

    Three other aspirants who filed their nominations to challenge the incumbent MP for Asunafo North are Farouk Nkrumah, Jones Afriyie-Anto, and Alfred Asiedu.

    Concentrate on making sure that contractors are paid instead of nagging – Dr Bonaa slams ‘president’ Gabby

    Former Vice Chairman of the Ghana Chamber of Construction Industry (GCCI), Dr. Adam Bonaa, has raised questions about the rationale behind Gabby Asare Otchere-Darko’s call for a contractor to be lashed due to a slow pace of work.

    Dr. Bonaa expressed concern that Gabby Asare Otchere-Darko, who is a cousin of President Nana Addo Dankwa Akufo-Addo, appears to comment on various issues but ignores the significant problem of the government owing a substantial debt to contractors.

    “I don’t know whether he is a de facto president and I am not sure what he is saying. Instead of his barefaced statement, he should have known that contractors are owed. He should concentrate on making sure that contractors are paid. If Gabby is the de facto president he should let us know,” he told GhanaWeb in an interview.

    On December 26, 2023, Gabby Asare Otchere-Darko expressed his dissatisfaction on social media regarding the sluggish progress of the construction of a flyover across the Spintex Road at Flower Pot Junction in Accra.

    Despite secure funding for the project, Gabby criticized the contractor’s approach, stating that it resembled part-time charity work. Describing the contractor’s commitment as annoying, he suggested that such behavior warranted a reprimand in the form of lashing.

    “If a road contractor deserves to be lashed then it is the one building the Flower Pot Junction flyover across Spintex Road. They work as if it is a part time charity job even though there’s secured funding for the project. Galling!” he wrote in a Facebook post.

    In response to Gabby Asare Otchere-Darko’s post, Dr. Adam Bonaa pointed out that the president’s cousin had overlooked the more significant issue of government debt owed to contractors.

    Additionally, Dr. Bonaa questioned Gabby’s technical understanding of the progress of the flyover project, emphasizing the importance of considering the broader context in such matters.

    “If he comes out to say the contractor is slow, is he an engineer? Does he know what the work entails? Does he have details of the work? Contractors have not been paid. The roads are getting bad and his concentration is on the motorway which is being done and so I just want to know, if he is that de facto president he should let us know.

    “Maybe he should also be telling us that he has spoken to the director of urban roads because the motorway falls directly under the urban roads or he has spoken to the minister of roads. Every issue he finds himself there, he finds himself everywhere so I am just asking if he is the de facto president. If he is, he should make sure contractors are paid,” he stated.

    Former President John Dramani Mahama concluded his two-day tour of the Central region with a commitment to revive growth in agriculture, particularly in the cocoa sector.

    Addressing concerns raised by farmers at separate durbars, the National Democratic Congress (NDC) flagbearer emphasized the crucial role played by the cocoa sector in Ghana’s economy.

    He expressed disappointment in the New Patriotic Party (NPP) government’s policies, stating that they had jeopardized the once thriving cocoa industry.

    Mahama highlighted the positive impact of the NDC government’s policies, such as the supply of free fertilizer, seedlings, and inputs to cocoa farmers, leading to an increase in the annual crop yield. However, he lamented that policy changes by the current government had significantly affected the national cocoa yield, putting the industry at risk of collapse.

    “When we started giving out free fertilizers, it was because we realised it would help improve yield, and in the 2016/17 crop year, we recorded a massive increase in produce. 

    “I cannot understand why this government will decide to stop that and sell the fertilizers to the farmers… It is wickedness to leave the fertilizer in warehouses because the farmers cannot buy them,” he indicated. 

    Mr. Mahama pledged to strengthen the country’s cocoa sector through carefully planned policy interventions aimed at enhancing the cocoa value chain, which is crucial for the country’s economic recovery.

    The initiative aims not only to increase the income of cocoa farmers but also to create employment opportunities and foster economic development in the regions associated with cocoa cultivation.

    As well, Mr Mahama said the fisheries sub-sector had encountered depressing outputs for some time now, ”resulting in very high deficits in national fish supply, relative to demand and consumption requirements”. 

    Former President Mahama highlighted significant concerns in the fishing industry, including inadequate infrastructure for the development of the post-harvest sub-sector, unsafe and unhygienic landing beaches, and the prevalence of illegal fishing methods and activities.

    He asserted that the NDC government’s construction of a processing plant aimed to address these issues by reducing post-harvest losses, adding value to the fish catch, and optimizing the nation’s benefits from the fishing industry.

    Regarding premix fuel, Mr. Mahama accused the government of undermining the efforts of artisanal fishers and contributing to the challenges they face in the industry.

    “When we were in power, we set up the landing beach committee, and at that time, anyone could be a member. The premix was distributed judiciously. 

    “But now, fuel diversion and mismanagement of the distribution of premix fuel appear to have reached its peak. The NPP government is politicising the distribution,” he criticised. 

    Mr Mahama on Friday began a two-day campaign tour of the Central Region dubbed: “Building Ghana”. 

    He interacted with traditional authorities, supporters, and interest groups across the Region.

    Peter Amewu emerged as the sole candidate to submit his nomination form before the deadline, effectively becoming the exclusive contender for the NPP’s parliamentary primaries in the Hohoe constituency.

    Highlighting Amewu’s impressive portfolio and demonstrated track record, Anthony Kondobrey, the NPP’s Hohoe constituency chairman, expressed confidence that Amewu is the most qualified candidate to secure victory for the NPP in the upcoming general election.

    “In my capacity as the chairman, I am convinced that the positive steps, the developmental steps that Honorable John Peter Amewu has taken, talk of economic activities now brewing in our constituency, the development, physical development, human capacity building, all indicate that he is winning the seat in the 2024 elections.”

    The NPP Communications Officer for the Hohoe Constituency, Samuel Azasu, extended an invitation to the NDC to collaborate with the NPP in the upcoming election campaign to bolster the re-election bid of Peter Amewu.

    Azasu urged the entire constituency to unite behind Peter Amewu, demonstrating support for his ongoing contributions as their Member of Parliament.

    “A special appeal goes to the entire NDC executive led by the parliamentary candidate, Mr. Worlanyo Tsekpo. I am inviting him to join hands with us. Let’s adopt, maintain Honorable John Peter Amewu as our personal project. Let’s see it as communal labor.”

    “Let’s join hands irrespective of our political affiliations and differences. I am calling on all our brothers and sisters be it NPP, NDC, CPP, our market women, our chiefs and everyone. Let’s join hands to maintain Honorable Peter John Amewu.”

    The NPP believes that it has a good chance of retaining the Hohoe parliamentary seat and increasing its representation in the Volta region in the upcoming election.

    Senior Presidential Advisor Yaw Osafo-Maafo emphasized the imperative for New Patriotic Party (NPP) parliamentary candidates to intensify their campaigns, underscoring the party’s determination to break the eight-year electoral jinx.

    Osafo-Maafo, also the chairman of the Akyem Oda constituency NPP election committee, made this call during the filing of nominations by the incumbent Member of Parliament (MP) for Oda, Alexander Akwasi Acquah.

    Mr. Akwasi Acquah drew a massive crowd during the nomination filing, with supporters parading the streets in specially designed ‘T’ shirts, singing and dancing to brass band music. Osafo-Maafo commended the MP for his development projects in the constituency and urged him to continue such efforts.

    Osafo-Maafo urged Acquah and his campaign team to avoid arrogance, complacency, and the use of offensive language, emphasizing the need to win more voters for the party in the 2024 general election.

    Mr. Acquah, overwhelmed by the turnout, pledged to increase the NPP’s presidential votes from 79% in 2020 to over 90% in the upcoming election. He expressed gratitude to the NPP executives for their support since assuming office.

    In a post on his social media, he stated, “Alas, have you chanced on any Nigerian celebrity or blogger posting about Afua’s sing-a-thon? But Ghanaians no make we sleep when it was Hilda. Let’s learn to mind our business and promote ours… YOURS IS YOURS.”

    “I was there this dawn to support Asantewaa… Go girl, go Ghana,” he added.

    The religious leader called on Ghanaians to adopt the Nigerian culture of supporting their own, highlighting that Nigerian pastors readily back their fellow countrymen without hesitation.

    He criticized certain Ghanaian pastors for what he characterized as divisive conduct, pointing out their tendencies to engage in tension, hostilities, and plotting against one another.

    “They have practiced a culture of supporting their own no matter what. Nigerian pastors support their own regardless but Ghana dierr, fooling saaaaaaa.

    “Some, Ghanaian pastors behave even more bigger than God, full of tension, and hostilities, plotting to bring one another down is what is always on their mind. A big Nigerian prophet once asked me, Prof. Nigel, why are your people soo divisive? no love or best wishes for one another, I was like some of us will change the narrative,” he added.

    The Member of Parliament for Tolon and Deputy Majority Chief Whip, Habib Iddrisu, is set to face no competition in the upcoming NPP Parliamentary primary scheduled for January 27th in the constituency.

    Having assumed office as an MP in 2021, Habib Iddrisu is the sole candidate who submitted his nomination for the primaries before the deadline closed on December 25th, 2023.

    During the 2020 election, Habib Iddrisu secured a significant victory by polling 31,429 votes, surpassing the NDC’s Yussif Adamu, who garnered 22,145 votes.

    With no contenders in the current primary, Habib Iddrisu is poised to represent the NPP once again. He has pledged to enhance the party’s vote count and support for Dr. Mahamadu Bawumia in the upcoming 2024 election.

    “I believe my work as MP for the past three years speaks for itself and I am very sure that is why nobody contested me. The Chiefs and people here in Tolon are happy with me and you can see for yourself “.

    On December 2nd, 2023, the NPP conducted primaries in orphan constituencies ahead of the 2024 election.

    The January 27th primaries will be the last internal election for the party ahead of 2024 polls.

    Boateng, during a visit to the Odukpong Ofaakor Palace to seek permission and blessings from traditional authorities for campaigning, expressed optimism for victory. The traditional authorities urged all candidates to maintain a respectful campaign without resorting to insults, and the NPP party leadership has assured equal opportunities for all candidates during the contest.

    The Ghana Police Service has issued a reminder, emphasizing that the law regarding the communication of prophecies is still in effect.

    The law specifically prohibits the public communication of doomsday prophecies, especially those predicting deaths, harm, or any similar events with the potential to cause a breakdown of law and order.

    “As we have come to consider December 27th as Prophecy Communication Compliance Day, the Ghana Police Service is once again urging religious communities to practice their faith within the legal framework,” the Service noted in a press statement

    The Service expressed gratitude to faith-based groups and individuals, for their compliance with the law so far, particularly in communicating prophecies.

    It noted that such actions have protected the rights and freedoms of those who are normally affected by these prophecies, and have also fostered a society free of needless panic, fear and alarm.

    “We urge the general public especially faith-based groups and individuals to continue to be patriotic and abide by the law, to ensure that the prevailing state of law, order and security in our beloved country is maintained.”

    “The Police will like to remind the public that while we have the right to practice our faith and freedom of speech as guaranteed by our constitution and democratic values, we want to reiterate that the enjoyment of these rights are subject to respect for the rights and freedoms of others and for the public interest,” the Service added.

    The National Chairman of the National Democratic Congress (NDC), Mr. Johnson Asiedu Nketia, has cautioned Ghanaians against succumbing to what he describes as the New Patriotic Party’s (NPP) numerous “phantom” and “unfulfilled” promises leading up to the 2024 general election.

    He emphasized that as the incumbent government nearing the conclusion of its second term, the natural expectation would be for the government to present its re-election bid grounded in its present achievements and track record.

    “Instead, we see the NPP making very grandiose promises to Ghanaians of what they would do if re-elected while staying silent on how their abysmal current performance, an indicator of how well they will do if re-elected,” he said. 

    Speaking at separate durbars in the Central Region, he described the 2016, 2020 and the yet-to-be-announced 2024 manifesto of the NPP as “promises made, promises broken and promises repeated.” 

    Acknowledging the NDC National Chairman’s call for the residents of the Central Region to assume responsibility for the party and enhance its standing as a stronghold, particularly given the significant presence of several party stalwarts in leadership roles, he highlighted the influential contributions of past leaders. These include the late Kow Nkensen Arkaah and Paa Kwesi Amissah Arthur, both former Vice Presidents, as well as the late Prof John Evans Atta Mills, former President. Additionally, he noted the roles of Prof. Jane Naana Opoku Agyemang, a former Education Minister, and the late Ama Benyiwa Doe, former Central Regional Minister.

    The National Chairman stressed the importance of reconsidering the region’s voting patterns, asserting that it was evident Ghana needed a new direction. This necessitates the election of a new leader who can leverage their credibility with the people to uplift the region and the country as a whole.

    “Election 2024 is very critical in the country’s history with greater emphasis on a leader who will be the preference of the majority of Ghanaians and not just a leader of a political party,” he said. 

    Addressing the concerns raised by Mr. Nketia, Prof Richard Kofi Asiedu, the Central Regional Chairman of the NDC, reassured that in the 2020 election, the party demonstrated strength by winning 13 out of the 23 parliamentary seats and securing 45.9 per cent of the presidential votes.

    He noted that some children who get access to their parents’ or guardian’s mobile phone call and insult the officers.

    He added that some male callers who are attended to by female workers at the GNFS tend to masturbate while on the line.

    “Some people even masturbate on our call lines. That’s the truth. Some people call and when they hear the voices of female reps, then excuse me to say, you hear them jerking off. This not a story I am making. It is very uncomfortable. People call and they will be singing. Someone will call you and tell you my wife’s private part is on fire, come and quench it,” he said.

    A.D.O1 Alex King Nartey bemoaned the delay in responding to life-threatening situations due to the significant number of prank calls.

    “You see when you do that, you are holding the line. It’s just like a mobile phone. Until someone gets off the line, you can’t pick another call. So when there someone delaying or making prank calls, then someone will say I have called and you are not picking. Not that we are not picking but instead of being each others keeper, we look unconcerned,” he stated.

    He therefore called for the end to prank calls and the attack against firefighters by civilians.

    “So please the prank calls should end and also the attack on our fire officers should also end.”

    This follows a disturbing incident at the O.A. Travel and Tours terminal at the Kwame Nkrumah Circle (Avenor) where unidentified individuals, incensed by the alleged delay in the Fire Service’s response to a fire emergency, resorted to pelting the fire tenders with stones.

    It took the intervention of the police service to restore calm and allow the firefighters to get to work.

    “In many places, they let the children cheat. You go to places and the teachers are conniving with the students to cheat. The effect will be seen later,” Mr. Mahama said.

    This statement from Mr Mahama follows the Education Minister, Dr. Yaw Osei Adutwum’s announcement that this year’s WASSCE results are the best since 2015.

    Former President John Dramani Mahama, who is currently on the “Building Ghana Tour,” has expressed that such laxity in the examination process could have detrimental effects on the country’s educational system in the future.

    “You certify these children saying they are of this standard either the BECE or SSCE, and that child will use that certificate, go abroad to a school and they will find out that your qualification is not up to the standard you say it is”.

    As part of the National Democratic Congress’s (NDC) efforts to gather input for its manifesto, various professional and economic groups have been invited to share challenges within their sectors.

    The Commissioner General of the Ghana Revenue Authority (GRA), Rev. Dr. Ammishaddai Owusu-Amoah, has justified the decision to impose the Vehicle Income Tax (VIT) on owners of ride-hailing vehicles.

    He stated that this measure is intended to broaden the tax base, ensuring a more inclusive taxation system.

    “It’s important that we deepen and widen the tax net, and if there are businesses and industries not captured, everything must be done to bring them on board”, he said.

    Dr. Owusu-Amoah highlighted that the GRA has been adopting new strategies to incorporate businesses operating in the e-commerce sector into the tax framework.

    These efforts aim to ensure that businesses in the evolving digital landscape contribute to tax revenue. The Commissioner General shared these insights during an interview on PM EXPRESS BUSINESS EDITION, hosted by George Wiafe, scheduled to air on Thursday, December 28, 2023, at 9 pm on the Joy News Channel.

    The Ghana Revenue Authority (GRA) has introduced the Vehicle Income Tax (VIT) for owners of ride-hailing vehicles, effective January 1, 2024.

    According to a statement from GRA, the levy is in line with Section 22 of Regulations 2016, LI 2244, which stipulates that “any commercial vehicle owner that earns income from the operation of a commercial vehicle shall pay income tax quarterly.”

    Ride-hailing companies such as Uber, Yango, and Bolt have been urged to update their digital platforms to integrate the new tax requirements. The move is part of GRA’s efforts to expand the tax net and include businesses in the e-commerce sector.

    Dr. Owusu-Amoah stated that the GRA has to be innovative to collect the right taxes for development.

    “Most businesses and enterprises have been moving their services into the E-Commence space and we need to find innovative ways to capture their services for tax purposes”.

    “I think it’s not fair that, normal commercial vehicle operators are paying their Vehicle Income Tax on their operations, however owners of Ride-hailing Vehicles are not captured”.

    For the second consecutive time, Samuel A. Jinapor, the Member of Parliament for the Damongo Constituency and Minister for Lands and Natural Resources, is set to run unopposed as the New Patriotic Party’s (NPP) Parliamentary Candidate in the Damongo Constituency.

    The nomination period closed on Monday, January 25, 2023, and Mr. Jinapor, the incumbent Member of Parliament, was the sole candidate to file his nomination in the constituency.

    Traditionally held by the National Democratic Congress since the inception of the Fourth Republic in 1993, the Damongo Constituency is one of the seven constituencies in the Savannah Region.

    In the 2020 elections, Mr. Jinapor contested for the first time against the incumbent Member of Parliament, Adam Mutawakilu, who had held the seat since 2013. This marked the first time an NPP candidate became the Member of Parliament for the constituency in the Fourth Republic.

    Following his election, President Akufo-Addo appointed him as the Minister for Lands and Natural Resources, a position he has held till date. 

    On Wednesday, 20th December, 2023, the NPP opened nominations for Constituencies with sitting Members of Parliament. Across the country, several people have filed nominations to contest incumbent Members of Parliament, with some traditional leaders and other stakeholders coming out to call for the protection of certain MPs.

    In the case of Mr. Jinapor, however, he did not need traditional leaders and party stalwarts to call for his protection. At the close of nomination on Monday, 25th December, 2023, Mr. Jinapor was the only candidate that filed to contest as the Parliamentary Candidate for the New Patriotic Party. This is a sign of confidence the NPP in the Damongo Constituency have in Mr. Jinapor to retain the seat for the NPP, despite the seat being traditionally held by the NDC.

    After filing his nomination, Mr. Jinapor said he was humbled by the confidence reposed in him by the Party in the Constituency. He said the Damongo Constituency is a very strategic seat and crucial to breaking the eight. He pledged his commitment to work with the party and the Constituents to ensure that the NPP retains the seat in Parliament, and deliver victory for Dr. Mahamudu Bawumia.

    Some of the Constituents who spoke to the media said they were highly satisfied with the work of Hon. Jinapor. They said never in the history of the Constituency has the Member of Parliament brought so much development in the Constituency and been that close to the people. They cited examples, such as, the construction of the Office of the Member of Parliament, which gives unfettered access to the MP by the constituents, the construction of astroturf in Damongo, the extension of electricity in various parts of the constituency, and several other infrastructural developments.

    They expressed their confidence in Mr. Jinapor to retain the seat to continue with the developmental agenda of the Constituency. Some constituents who identified as members of the NDC said they were fully behind Mr. Jinapor, despite his political party, as the development he has brough to the Constituency is unprecedented.

    The NPP primaries for the Members of Parliament is scheduled for Saturday, 27th January, 2023. According to the Party’s Constitution, where only one person files to contest at the close of nominations, the person shall be acclaimed on the day of the election. By this, Mr. Jinapor is the undisputed NPP Parliamentary Candidate for the Damongo Constituency, and is set to once again, face Adam Mutawakilu, whom he defeated in the 2020 General Elections.

    A Private Legal Practitioner, Dr. Justice Srem Sai, has criticized President Akufo-Addo for refusing to assent to some bills passed by Parliament.

    According to Dr. Justice Srem Sai, the power bestowed on the President by the constitution is not a blank cheque for him to use to settle political or personal scores.

    His comment follows statements from the Presidency explaining that the bills, sponsored by the NDC MP for Madina, Francis-Xavier Sosu, must come from the Executive and not as a Private Members Bill.

    The bills are the Criminal Offences (Amendment) Bill, 2023, Criminal Offences (Amendment) (No.2) Bill, 2023, and Armed Forces (Amendment) Bill, 2023.

    In July, Parliament passed the Armed Forces Bill, which seeks to amend sections of Act 29 and the Armed Forces Act, 1962 (Act 105) to replace the Death Penalty with life imprisonment.

    The Criminal Offences Amendment Bill 2023 also seeks to prohibit the act of declaring, accusing, naming, or labeling an individual as a witch, among other related matters. However, in a letter to the Speaker of Parliament, the President insisted that his government would soon present bills on the same subjects before Parliament.

    Reacting to this in a social media post, Dr. Srem Sai said “the President is not seeking to change or amend any provision of the bill.”

    He stressed that, the only reason for the President “exercising the veto power is that the bill came from an MP (Hon. Francis Sosu) and not from him (President Akufo Addo).”

    Below is the full statement by Justice Srem Sai

    A law passed by Parliament (a bill) is not a full law (an Act) until the President signs it. This means that the President has the power to sign or to refuse to sign a bill. When he signs, we say he has given his assent; when refuses, he has vetoed it.

    In August and in November this year, Parliament passed and presented some bills to the President to sign into Acts. Now, the President is claiming that he has vetoed the bills. The question is – is the President’s purported veto valid?

    The beginning point of the answer to this question is that the President’s veto power is not a blank cheque – he can’t do as he wishes or behave as he pleases with the power. For his veto to be valid, he must act in accordance with the Constitution.

    We know a few things: we know, for instance, that the President, in the exercise of the veto power, is limited (restricted) in at least 2 clear ways. He is limited in respect of TIME. He’s also limited in respect of the GROUNDS on which he may veto a bill.

    TIME: Generally, he has up to 21 days (from the day the Speaker of Parliament presents the bill to him) to exercise the veto power. First, he has 7 days to “signify” to the Speaker that he has vetoed the bill; then, an additional 14 days to provide the grounds for the veto.

    If the President defaults in satisfying any of these timelines – the 7 days, or the 14 days – the veto becomes invalid. In such a situation, he may be deemed to have assented to the bill notwithstanding that he has not actually signed it.

    On the facts, one of the bills in question was presented to the President in August. The other 2 were presented to him in November. No one heard from him in respect of the memorandum until December 12. Now, do the maths. That’s not all.

    REASON: The President’s veto power is exercisable only where he seeks a change or an amendment to “any SPECIFIC provisions of the bill”. This means that the President’s reasons for vetoing a bill is limited to the content of the bill.

    If the President has any other concerns over a bill, he (like any other citizen), would have to use other established mechanisms for enforcing the Constitution. The veto power, as I said, is not a blank cheque for him to use to settle political or personal scores.

    In this case, however, the President is not seeking to change or amend any provision of the bill. His only reason for exercising the veto power is that the bill came from an MP (Hon. Francis Sosu) and not from him (President Akufo Addo).

    Former Chief Justice Sophia Akuffo has expressed criticism towards the activities of the LGBTQI+ community in Ghana.

    She emphasized the significance of preserving the country’s customs and traditions, highlighting the notable gap between Western lifestyles and African values, particularly concerning same-sex relationships.

    Speaking in an interview on Metro TV on December 25, 2023, she stated “As Ghanaians, we have our traditions, we have our traditional and customary practices, which certainly do not, as far as I know in almost 75 years of my age, include men marrying men.

    “Therefore, I cannot accept the idea of men marrying men or women marrying women, as it goes against our cultural norms.”

    She emphasized that throughout her lifetime, she had never encountered a situation where same-sex marriages were accepted within the customs of Ghana.

    “I have not been told that in my customs, men marry men, and therefore, I can also choose to marry a woman. You know, I have not come upon that, and I will not accept that either,” she declared.

    Parliament has begun considering the “Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2022”.

    Parliament adjourned sine die for the Christmas and New Year break in the early hours of Saturday after passing the Appropriation Bill for the fiscal year ending December 31, 2024.

    The Third Meeting of the Third Session of the Eighth Parliament, which began on October 31, was initially scheduled to adjourn sine die on December 22 for the Christmas festivities. However, the all-night sitting extended into the early hours of Saturday, December 23.

    Prior to recess, one of the Bills being considered by the House was the Promotion of Proper Human Sexual Rights and Ghanaian Family Values bill also known as the LGBTQ Bill.

    This bill has been debated on for close to three years after being sent to Parliament by some eight MPs including Ningo-Prampram MP, Sam Nartey George in 2021.

    Speaker Bagbin reassured the public that the bill would be passed before Parliament adjourns for the Christmas and New Year break.

    “I know that nobody in this House is opposed to the bill and I know the bill will see the light of day before we rise because the people of Ghana are expecting us to pass the bill before we go on recess. Failure to do so will have serious consequences on members as they want to advance in their political careers,” he said.

    Henry Asante Twum, the Communications Director of the Ghana Football Association (GFA), disclosed that over the past three years, the GFA has allocated $300,000 from the total $8.6 million received through FIFA Forward funding (spanning from 2016 to 2022) for the purchase of footballs to support clubs in the country.

    Asante Twum shared this information during an interview with Asaase Radio, highlighting the GFA’s ongoing efforts to invest in football development and infrastructure using the resources provided by FIFA Forward.

    ”We announced some time ago that about $100,000 will go into purchasing of footballs for all our Regional Football Associations because our clubs in Division Two, Division Three and then Colts leagues lacked the needed basic amenities to help them develop players at the grassroots level,” Henry said on TeamTalk.

    “So it’s something we’ve been doing for the past three years. Every season, we invest $100,000 to purchase footballs for all the RFAs and then it is supplied to the clubs,” he added.

    Additionally, Henry Asante Twum disclosed that the Ghana Football Association (GFA) has made significant investments in various areas to support clubs and women’s divisions.

    These investments include allocations for IT equipment, capacity building initiatives, administrative structures, and the supply of essential necessities to strengthen the foundational aspects of football development in the country.

    “Administratively we also decided to invest in IT, we bought internet and then administrative computers and communication gadgets for all the 18 Premier League clubs to be used at their Secretariat, all the 48 Premier League clubs also benefited from it.

    ”The 20 Women’s Premier League clubs also benefited, not only the Premier League clubs but all the 10 regional football associations also benefited from the IT initiative that we announced as part of the benefits we received from the FIFA forward 1.0.

    “So, it has gone into various areas of administration. But, football is such that once it doesn’t show on the pitch, everybody seems to forget what you have done in terms of investments,” he added.

    The FIFA Forward initiative is tailor-made support for football development that the organisation provides for all its 211 member associations (MAs) and six confederations.

    The Oguaa Traditional Council has officially declared its commitment to end child marriage in Cape Coast, with a stern warning to perpetrators of the crime.

    The Council stated that it would combat this harmful menace through education, advocacy, and legal means, emphasizing that the resolution would remain valid until the objective is achieved.

    “We will ensure that any child who is below 18 years will not go into marriage and anybody who would act contrary to undermine the resolution will be in serious trouble with the Council,” Osabarimba Kwesi Atta II,” the Oguaamanhen cautioned.

    Osabarimba Kwesi Atta, the Paramount Chief of the Oguaa Traditional Council, made the declaration at a durbar at his seat, the Emintsimadze Palace.

    The declaration followed a three-day workshop organized by the Obaapa Development Foundation, an NGO focused on women development, with support from the UNFPA.

    The workshop aimed to empower traditional and religious leaders to combat child marriage through education, advocacy, and legal means. The traditional leaders were briefed on the effects of child marriage, including sexually based violence, health complications, and legal provisions and sanctions.

    The Council members pledged to fight harmful practices against children and create a community where every child can reach their full potential. Osabarimba Kwesi Atta emphasized the urgency of collaborative efforts with stakeholders to address child marriage and discouraged practices that fuel the menace, such as parents throwing pregnant girls out to stay with the responsible men.

    He also expressed concern about schoolgirls engaging in transactional sex for money and stressed the dangers of child marriage. Nanahemaa Adwoa Awindor, the Executive Director of the Foundation, called for intensified awareness campaigns to address the contributions of parents and others to the issue, citing teenage pregnancy as a major cause.

    “Anytime we say early child marriage, we are thinking about a religion or a particular community.

    “No, we are all encouraging child marriage and the earlier we brought people’s attention to it, the better,” she said.

    She emphasized that girls below 18 years old are fragile and susceptible to various health complications, including fistula during childbirth.

    Nanahemaa Awindor called for the strict implementation of national and international laws against child marriage and related offenses. Dr. Wilfred Ochan, the Resident Representative of UNFPA, commended the Traditional Council for its commitment to fighting for the rights of young people.

    He highlighted child marriage as a human rights violation that denies young people access to education, economic engagement, and participation in governance. Dr. Ochan noted that child marriage remains a significant problem in Ghana, with the prevalence of marriage by age 15 stagnant at about five percent over the last decade, without visible improvement.

    “For us in UNFPA, no girl, absolutely none, should be married as a child.

    “We aim at achieving zero gender-based violence and harmful practices including child marriage in every country,” he said.

    “What Afua is trying to do is to break a world record and it is not very easy to do. So on a day like this [Christmas day] when everybody is spending time with their families, It could be very lonely and I think that as Ghanaians we should give her all the support and encouragement we can.

    “So I think we should give her all the support so I thought I should stop by here and let her know that Ghana is behind her and she should go ahead and break the record.”

    “I have been following and I think that she is doing great. I think that Wednesday we will be back here by the grace [of God] and we will be back here to break the record,” he added.

    Fitch Solutions has adjusted Ghana’s GDP growth rate projection for 2024 to 3.5%, down from the previous estimate of 3.7%.

    While this forecast is an improvement over the anticipated 2.7% growth rate in 2023, it remains below the pre-COVID-19 pandemic average of 5.0%.

    The UK-based firm anticipates a recovery phase in the Ghanaian economy for 2024, primarily propelled by increased private consumption.

    “We expect that the Ghanaian economy will enter a recovery phase in 2024, driven by stronger private consumption”.

    Soaring consumer price inflation over 2022-23 – due to the sharp sell-off of the Ghanaian cedi – weakened purchasing power of households and weighed on domestic consumption. However, we expect that price growth will moderate from an average of 40.3% in 2023 to 17.8% in 2024, driven by statistical base effects and more favourable exchange rate dynamics,” it pointed out.

    Fitch Solutions notes that the Ghanaian government is expected to make progress in restructuring external debt under the G20 Common Framework in the upcoming quarters.

    The forecast includes a more expansionary fiscal stance, injecting additional demand into the economy. However, growth in the final quarter of 2023 is expected to remain subdued.

    The Purchasing Managers’ Index (PMI) for October and November indicates only a slight expansion in the manufacturing sector. Both consumer and business confidence remain subdued, suggesting a notable recovery in domestic demand is unlikely by the end of 2023. National accounts data reveals a sharp deceleration in economic growth to 2.0% year-on-year in Q3 2023.

    The slowdown is attributed to a deeper contraction in the secondary sector, particularly in the oil and gas industry, along with weaker conditions in the services industry.

    Five incumbent Members of Parliament in the Ashanti Region have opted out of the New Patriotic Party (NPP) parliamentary primaries scheduled for January 27, 2024.

    Notable figures such as the First Deputy Speaker of Parliament and MP for Bekwai, Joseph Osei-Wusu, Majority Leader and MP for Suame, Osei Kyei Mensah-Bonsu, and legislators for the Oforikrom, Ahafo Ano South East, and Kwabre East constituencies did not submit nominations for the primaries.

    The Ashanti Region, known for having the highest number of NPP parliamentarians, will witness a substantial number of incumbents vying to retain their seats in the upcoming primaries.

    Out of the 47 seats in the region, the NPP holds a majority, with 43 currently under their control. Notably, at the Old Tafo Constituency, there is a contest between Vincent Ekow Assafuah and Dr. Serwaa Donkor, with the latter aiming to become the first female Member of Parliament for the constituency.

    Dr. Donkor, having come second in the 2020 primaries, is determined to secure victory this time and serve the people of Old Tafo and Pankrono.

    “There are a myriad of problems the people here have. I understand development and leadership and I want to offer to the people of Tafo-Pankrono the leadership skills I have,” she emphasized.

    Vincent Frimpong Manu, a three-time contender in NPP parliamentary elections, is vying for the Kwadaso seat in a competitive race against the incumbent MP, Kingsley Nyarko.

    “If the incumbent MP had served well, I wouldn’t be contesting him. Many people come here to contest but they’re not true indigenes of Kwadaso. We need a true resident born and bred here to bring us that change the people need. I am the person,” he said.

    The Bantama constituency is set for a challenging contest between the incumbent MP, Francis Asenso Boakye, and Raphael Agyapong.

    “The people have seen the works I have done in the constituency and they will vote based on that. The person contesting me is no match at all,” Francis Asenso teased.

    “I understand people say this will be a real contest between President Akufo-Addo and Kennedy Agyapong. But I know that, at the end of the day I will be crowned the winner,” Raphael Agyapong said.

    In the Kwabre East Constituency, five aspirants are vying for the seat following the decision of the incumbent MP, Francisca Oteng Mensah, to withdraw from the race.

    Patrick Amoako Kufour expresses optimism about securing victory, facing strong competition from the former organizer and the Municipal Chief Executive of the constituency.

    While filing nominations is the initial step, the aspirants must now focus on winning the trust and support of the delegates to secure their parliamentary candidature on January 27, 2024.

    AMLAG pays fine for 6 inmates on good behaviour at Navrongo prisons to be released

    The Ahmadiyya Muslim Lawyers Association, Ghana (AMLAG), a group of legal practitioners from the Ahmadiyya Muslim community, has successfully secured the freedom of six inmates at the Navrongo Central Prisons in the Upper East Region.

    The individuals were initially convicted for various offenses in 2023, with fines ranging from GH₵3,000.00 to GH₵6,000.00, but their inability to pay had resulted in their continued incarceration.

    AMLAG, as part of its Humanitarian Service Project, paid the fines for the six individuals, who had demonstrated remorse and good behavior.

    Additionally, the association donated food items and GH₵1,000.00 to support the upkeep of other inmates in the prison.

    Dr. Kamal-Deen Ali, the President of AMLAG, emphasized that the intervention aimed not only at providing a service to humanity but also contributing to the reformation of the inmates for positive societal impact.

    “The very fact that the court gave them an option of fine means that it is contemplating that these people can be useful in society, otherwise no fines would have been given them.

    “But here is the case they are unable to pay the fines, so we think that since the court has given that option, we should take that step to make such an intervention,” he said.

    He said apart from the legal service rendered to the vulnerable in society, AMLAG was working with various stakeholders, particularly those in the legal system to contribute to the advancement of society including rescuing and uplifting the condition of inmates.

    “As lawyers, the normal thing we will always do and which we are doing is to offer legal representation to people who are vulnerable. So, for example, we have written and are in discussion with the Ghana Legal Aid Board to see where we can offer our services to people who need legal services but cannot pay,” he added.

    Mr. Maulvi Quaye, the Upper East Regional Mission of AMLAG, emphasized that being in prison didn’t brand individuals as the worst sinners but rather presented an opportunity for learning and personal transformation.

    He encouraged the rescued individuals to dedicate their lives to God and participate in reformation activities. Mr. Jaladeen Abdulai, a member of AMLAG, advised the beneficiaries to refrain from activities that might lead them back to prison and instead focus on productive ventures to improve their lives.

    The Upper East Regional Commander of Ghana Prisons Service, Assistant Deputy Director of Prisons Yakubu Ibrahim Abugrago, expressed gratitude to AMLAG for the intervention, highlighting its positive impact on reducing overcrowding and facilitating the reintegration of the rescued individuals into society.

    One of the beneficiaries, Mr. Emmanuel Kose, expressed appreciation for AMLAG’s assistance and pledged to avoid criminal activities in the future.

    Danchira is now a ghost town – Assembly member decries after clash between landguards and residents

    Assembly member for Danchira Ballagonnor in the Ga South Municipality of the Greater Accra Region, Mr. Ebenezer Ahortor, has reported that his community has transformed into a ghost town following a clash with land guards on Sunday.

    In an interview on JoyNews’ Midday Show, Mr. Ahortor revealed that the clash, which involved armed land guards firing indiscriminately, has instilled widespread panic and fear in the community.

    As a result, many residents have evacuated the area due to the prevailing terror.

    “The youth, the men and the other women in the community have run away because we don’t know when these people will come again and attack us,” he noted.

    Four people have been confirmed dead at Kasoa Mother and Child Hospital after about 30 landguards clashed with some community members at Danchira Ballagonnor, in the Ga South Municipality of the Greater Accra Region.

    Five others who sustained varied degrees of injury are being treated at the hospital.

    The situation is said to have escalated when the land guards called in their colleagues, numbering about 30 who stormed Danchira Ballagonnor, armed with guns.

    They began firing live bullets indiscriminately at the community members, leading to casualties and injuries.

    Information gathered indicates that two land guards first attacked two residents of Ballagonnor.

    This did not sit well with other community members who then confronted the land guards, resulting in a violent altercation between the two groups.

    The Assembly member for Danchira Ballagonnor, Mr. Ebenezer Ahortor, has urged the Inspector General of Police (IGP) to dispatch reinforcements to enhance security in the community. He emphasized that the local police force lacks the required resources and personnel to effectively manage the situation following the clash with land guards that resulted in fatalities and injuries.

    “They (police) don’t have a vehicle. The number of policemen at Danchira Police Station is few. So we need to make sure that, we increase police personnel and give them the logistics they would need to handle the issue of land guards in this electoral area.

    “So I’m appealing to IGP that immediately, right now, we should do something about the situation in this area. Because from yesterday, the level of gunshots that we are experiencing in the area here is beyond control,” Mr Ahortor said.

    The Assembly Member for Danchira Ballagonnor expressed additional concerns about his personal safety, revealing that due to the volatile situation, he and others have been compelled to relocate from their homes. He mentioned that he now sleeps in a hotel as a precautionary measure for his safety.
