    How a court judge dressed down Martin Kpebu who claimed to be ‘smart’ and ‘popular’

    In 2020, Fred Kusim. A. Windaogo (Plaintiff) and Martin Luther Kpebu (the 1st defendant) both lawyers went before the court over who has the ownership and copyright of a book titled “Annotated Evidence Law of Ghana”.

    According to the host of Good Evening Ghana, Paul Adom-Otchere, who discussed the matter on his show, while it is not disputed that Fred was the one who mooted the idea and invited Mr. Kpebu to join him to actualize the dream, it is the case of Mr. Kpebu that Fred lacks the intellectual ability to write a book as an author.

    “This is what Martin Kpebu was urging on the court that his colleague, Fred, doesn’t know anything. Martin Kpebu, knows everything. I even think it is disrespectful to speak of another colleague in that manner,” the host remarked.

    Mr Adom-Otchere noted that Mr Kpebu said he “re-wrote all the work done by Fred’ and therefore the final work is his handiwork alone and not a joint authorship. The court is called upon to deal with such issues as copyright and the allegation of breach of the agreement executed by the parties and the allegation of bad faith by Martin Kpebu.”

    The court in which Kweku T. Ackaah-Boafo sat as Additional High Court Judge is said to have ruled against Martin Kpebu, describing his actions as unjust and unlawful.

    “In dealing with the issues, I do not wish to rehash the facts further. Consequently, based on the aforementioned analysis and conclusion, it is my opinion that the general conduct of Martin Kpebu in the subject matter project with the Plaintiff was unjust and unlawful. One clear instance is Martin Kpebu’s decision to unilaterally change the order of the names on the book. That was unjust and unfair because the agreement he signed clearly stated how the names were to be on the book,” the judge is quoted to have ruled.

    The court added: “It is also clear that the eminent jurist who wrote the Foreword had that in mind in the way he referred to the authors in what he wrote. It is the opinion of the Court that Mr. Kpebu’s attempt to reverse the order of the names of the authors on the book contrary to the agreement he signed was disingenuous and an act of bad faith.

    “Apart from that, it is also my holding that Martin Kpebu’s insistence that the work done was separable and the final work is “my work” and “my book” in the face of the agreement and how the work was done also constitute bad faith behavior.”

    The court noted that with Mr Kpebu’s popularity, he should have accorded his colleague some respect.

    “In my view, even though the 1st Defendant might assume that he is “smart” and “popular” as he put it, he ought to give some modicum of respect to a colleague lawyer. Through his questions and answers, he was condescending towards the Plaintiff by his choice of words and how he described the plaintiff in the course of the proceedings. In the opinion of the Court the 1st Defendant’s approach was not only unacceptable but disrespectful and arrogant. I wish to put it on the record that this court did not appreciate same at all.”

    The World Bank has offered a crucial recommendation to Sub-Saharan African nations, stressing the urgent necessity to generate improved employment opportunities for a larger portion of their populations.

    This is seen as essential to address the requirements of the expanding populace.

    The World Bank’s analysis indicates that Sub-Saharan Africa will encounter the most rapid growth in the working-age population compared to all other regions. Over the next three decades, there is a projected net increase of 740 million individuals by 2050 in this region.

    “In Sub-Saharan Africa, an urgent need arises for creating better jobs for more people to meet the needs of growing populations. Over the next three decades, the region will experience the fastest increase in the working-age population of all regions, with a projected net increase of 740 million people by 2050”.

    In the forthcoming decades, the Sub-Saharan African region is expected to witness a significant influx of youth into the labor market, with estimates ranging from eight to eleven million annually. However, the region is currently generating only about three million new formal wage jobs each year.

    The October 2023 Africa Pulse Report from the World Bank highlights the need to align the wage-employment ratio with the upper middle-income country average of 36%. Achieving this objective would necessitate an annual wage employment growth rate of 8.3% in Sub-Saharan Africa, which is notably higher than the rate of 5.4% recorded over the past two decades.

    “Gross domestic product (GDP) in Sub-Saharan Africa as a whole grew by a meager 1.4% annually between 1991 and 2019, despite experiencing a growth spurt from 2000 until around 2014 during which annual rates accelerated to 28%.

    Even during this period of faster growth, the share of working-age individuals with wage jobs increased only from 14 to 16%”.

    In Sub-Saharan African countries, a distinctive trend emerges: for every one percentage point increase in economic growth, the proportion of workers engaged in wage jobs rises by an average of 0.04%. This outcome is characterized by a limited translation of economic growth into employment opportunities in the region.

    By contrast, countries in East Asia exhibit a significantly different pattern, generating roughly twice the number of jobs for each one percentage point increase in economic growth.

    The four ladies in a viral video noted that unlike representing just a fraction or a minute section of citizens, their father, who is also the MP for Assin Central, will be the voice for the majority of voiceless Ghanaians in the country.

    They also highlighted his achievements as a father and the way he raised them. According to them, these leadership qualities would be transferred to his potential government.

    “Hello everyone, first of all, thank you all for taking time off to support our dad, we all just want you to know things about him,” one daughter is heard saying in a video posted online.

    “Aside from the fact that he is a great father, he has done a great job raising us, so, if he could raise a family, a village of his own, imagine what he can do for the country of Ghana,” she adds.

    “In addition to that, he is a politician who represents the foundation of Ghana, he is going to be a president who represents the 99% and not just the one percent,” another adds.

    The four at the end of their video declared: “No Ken, no vote! No Ken, no vote!”

    Kennedy Agyapong, the incumbent Member of Parliament for the Assin North constituency, is actively campaigning for the position of the NPP’s flagbearer.

    Kennedy Agyapong recently hosted the third edition of his renowned showdown walk in the Western Region, where he continued to critique the government and his primary opponent in the forthcoming NPP primaries scheduled for November 4.

    Agyapong is set to vie for the NPP’s flagbearer position, alongside three other contenders: Vice President Dr. Mahamudu Bawumia, Dr. Owusu Afriyie Akoto, and Francis Addai-Nimoh.

    The NPP has chosen November 4, 2023, as the date to select a new leader for the party, who will ultimately succeed President Akufo-Addo.

    GMA questions govt on absence of Health Minister from committee probing spillage disaster

    The Ghana Medical Association (GMA) has expressed reservations regarding the absence of the Minister of Health within the government’s emergency committee established to oversee relief efforts following the recent spillage from the Akosombo and Kpong dams.

    This spillage has caused extensive devastation in communities along the Volta Basin.

    In response to the dire situation arising from the spillage, a 13-member inter-ministerial committee was established to coordinate governmental endeavors aimed at assisting victims and managing the aftermath of the disaster.

    The thirteen-member committee will be headed by Chief of Staff, Akosua Frema Osei-Opare.

    The other members of the committee include the Minister of National Security, Albert Kan-Dapaah; Minister for the Interior, Ambrose Dery; Defence Minister, Dominic Nitiwul; Energy Minister, Dr. Matthew Opoku Prempeh; Finance Minister, Ken Ofori-Atta and the Minister of Local Government, Daniel Kwaku Botwe.

    Other members are Minister of Works and Housing, Francis Asenso-Boakye; Minister for Roads and Highways, Kwasi Amoako-Attah, Minister for Environment, Dr. Kwaku Afriyie; Minister for Sanitation, Freda Prempeh; Minister for Lands and Natural Resources, Samuel A. Jinapor and the Minister for Information, Kojo Oppong-Nkrumah.

    However, the GMA has called attention to the fact that the Minister of Health, Kwaku Agyemang-Manu, is conspicuously absent from this vital committee.

    They have emphasized the pivotal role that the Ministry plays in disaster relief efforts, particularly in terms of providing emergency healthcare and support, preventing potential outbreaks of water-borne diseases, effective risk communication, and ensuring the continuity of essential health services, all of which are integral components of responding to a disaster of this magnitude.

    In a statement released on October 16, 2023, the GMA expressed its approval of the formation of the Inter-ministerial Committee to address the flooding and its associated challenges.

    “We have noted the exclusion of the Minister of Health from this Committee even though the Ministry of Health will play a central role in relief efforts. The provision of emergency healthcare and support, prevention of possible outbreaks of water-borne diseases, risk communication and ensuring continuity of essential health services are fundamental to a response of this nature.”

    “We therefore call on the government to immediately include the Minster of Health as a matter of urgency,” portions of the GMA statement read.

    The flooding stemming from the spillage has led to the displacement of thousands of residents in the Volta and Eastern regions, and there is an urgent demand for assistance.

    Govt begins discussions with Eurobond holders, private creditors on debt restructuring

    Government has initiated formal negotiations with private creditors and Eurobond holders to restructure their debt. These negotiations commenced on October 16, 2023, in London and are anticipated to conclude over the weekend.

    The collaborative efforts in these negotiations are spearheaded by Finance Minister Ken Ofori-Atta and the Governor of the Bank of Ghana, Dr. Ernest Addison. They are supported by the technical teams from the Ministry of Finance and the Bank of Ghana.

    Finance Minister Ken Ofori-Atta, according to reports from MyJoyOnline.com shared this development during a yet-to-be-aired episode of PM Express Business Edition, which was recorded in Marrakech, Morocco, with host George Wiafe.

    This strategic move aligns with the broader goal of “Closing the Page” by reaching a comprehensive agreement with all stakeholders to restructure Ghana’s external debt.

    The Finance Minister revealed that “we are optimistic that before the close of this year, we should have reached a deal with the private and commercial creditors as well as Eurobond holders”.

    The Finance Minister has conveyed that the government has put forth specific proposals to both private and commercial creditors. These proposals are intended to persuade them to consider and accept the current offer on the negotiating table.

    “We believe that government will be in a  better position to meet all the obligations due to the investors and commercial creditors, based on the reforms that Ghana has undertaken”.

    “And this should convince them to accept our offer,“ he added.

    Mr Ofori-Atta asserted that another factor that would sway these investors toward accepting the offer is the array of reforms that Ghana has implemented as part of the Fund Programme. Additionally, the country’s performance during the initial program review is seen as a compelling reason for them to embrace the proposal.

    “This should convince them that the outlook is good,“ he said.

    He also believes that government’s commitment to grow the economy and embark on programmes that will help improve productivity may play a very important role.

    “At the end of the day, what are the investors looking out, a country that is in a position to meet its financial obligations,” he added.

    “How do we restructure the economy in a way that government will be in a better position to honour the commitments of these investors going forward,” the minister maintained.

    The lifeless body of a 27-year-old man, Emmanuel Mensah, has been retrieved from an abandoned quarry pit at Mpintsin Kojokrom.

    According to the Ghana National Fire Service (GNFS), it received a distress call on Saturday, October 14, reporting a drowning incident at Mpintsin near SDA Church in the Western Region.

    Upon arrival, the crew, with the assistance of a diver after scene assessment, discovered the deceased, who passed away on October 13, in the company of his friends.

    According to the GNFS, investigation is underway to uncover the circumstances leading to the death of Emmanuel Mensah.

    The Ghana National Fire Service (GNFS) has reported a reduction in the number of its fire engines in the Ashanti Region.

    As of October 12, 2023, the number of functional fire engines stood at 21 from 24 earlier recorded.

    In a Facebook post, the Fire Service noted that the fire engines are overaged, thus they periodically break down due to mechanical faults, “making them unreliable to respond to fire and related emergency.”

    The Service noted that all must be “concerned about the worrying situation.”

    Due to the decline in logistics, residents of the Ashanti Region have been urged to support the Service in its quest to prevent undesired fires on their properties through the adherence of basic fire safety measures.

    The 2023 World Bank Annual Report’s growth projection for Western and Central Africa stands at 3.4% for 2023, showing a slight decrease from the 3.7% recorded in 2022.

    However, there is an expected acceleration to 3.9% in 2024.

    The 3.4% Gross Domestic Product (GDP) growth is higher than the anticipated 1.5% growth projected for Ghana in 2023.

    The World Bank report emphasizes that countries in Western and Central Africa are grappling with the complex impacts of various interconnected crises.

    These include factors like Russia’s invasion of Ukraine, leading to elevated global commodity prices, particularly for essential commodities such as wheat and energy. Additionally, challenges stem from the effects of climate change and the rising levels of debt distress across the region.

    “They also face rising food insecurity, driven by challenges such as fragility, high levels of poverty, environmental degradation, and low agricultural productivity”, it added.

    Moreover, the World Bank, headquartered in Washington, has expressed concern that over 41 million additional individuals in the region face heightened risks of food insecurity, with approximately 29 million relying on emergency food aid.

    In a broader context, the World Bank is actively broadening its collaborative efforts to bolster and advance Agenda 2063. This strategic framework is geared toward promoting inclusive and sustainable development across the African continent.

    “We support regional infrastructure networks, economic diversification, trade and transport, financial inclusion, human capital, and the resilience of people and communities. We are also focused on addressing fragility in the Lake Chad, Sahel, and Gulf of Guinea regions”, it added.

    During the fiscal year 2023, the World Bank greenlit a total of $12.0 billion in financial support for Western and Central Africa across 73 operations. This comprised $564 million in commitments from the International Bank for Reconstruction and Development (IBRD) and $11.4 billion in commitments from the International Development Association (IDA).

    It’s notable that roughly half of these commitments were directed to nations grappling with issues related to fragility, conflict, and violence.

    Flooding caused by Akosombo, Kpong Dams spillage must be treated as national security – Ho West MP

    Member of Parliament for Ho West, Emmanuel Bedzrah, has strongly urged the government to categorize the floods resulting from the Akosombo and Kpong Dams spillage as a national disaster.

    He stressed the necessity for the government to initiate the evacuation of residents in the affected regions, in addition to implementing various preventive measures, all aimed at averting potential loss of life.

    “Mr. President, people’s homes are under water in the Lower Volta areas as a result of the spillage at Akosombo. Kindly treat this disaster as a national security issue and order for the evacuation of the people to safe grounds while providing them with essentials like food and water, at least, in the interim”, he stated in a social media post.

    He further indicated that “my experience with the people yesterday tells me it is a humanitarian situation that cannot be handled by any individual but central government. Let the nation Ghana wake up to the realities of what is happening.

    “We shall engage in the usual politics and ethnocentric diatribes after we save the lives of these people. Watching in aloofness only reveals that our branded hospitable nature is all a façade.

    “Extending condolences and felicitations to people in war-torn countries in Europe and the Middle East is a nice thing to do, but what we do at home in times of disasters such as this tells a fuller story.”

    While visiting the impacted communities, he observed a distressing situation where some individuals find themselves trapped in their homes, facing the grim choice of either succumbing to hunger or risking drowning, as they lack the means to reach safer areas.

    He further pointed out that many among them are in urgent need of essential provisions like sanitary towels, food, and clean water, as they anxiously await evacuation to safer grounds, with the hope of averting any loss of life.

    Mr. Bedzrah additionally proposed a collaborative stakeholder approach and the reconfiguration of the Volta project, originally set in motion by Ghana’s first president, the late Osagyefo Dr. Kwame Nkrumah. This reconfiguration is seen as a measure to proactively prevent similar disasters in the future.

    “A man-made lake like the Volta Lake should have projects that benefit directly from events such as we are experiencing now through proper engineering and not man-made disasters in the 21st century”, he said.

    Now, houses in over 100 communities in the South, North, and Central Tongu, Keta, and Anlo Districts have been submerged in the floods, with some at roof levels.

    Alan, Mahama engage victims of Akosombo Dam spillage

    Last week, the founder of the Movement for Change, Alan Kyerematen and the flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, embarked on a joint visit to offer support and sympathy to the victims of communities impacted by the Akosombo Dam spillage.

    The ongoing spillage has left numerous residents without homes, and thousands of houses have been submerged in floodwaters since the incident occurred.

    During their visit to Mepe, one of the severely affected communities, Mr Kyerematen emphasized the gravity of the situation, describing it as a national disaster emergency. He called upon both the public and private sectors to extend their support and assistance to those affected by the crisis.

    Mr Kyerematen expressed deep empathy for the hardships faced by the people due to the spillage, which forced many to leave their homes. Thankfully, there have been no casualties reported despite the widespread disruption caused by this disaster.

    He said “this was a natural disaster and there is little we can do at this moment. I pray that this becomes a thing of the past and our people will be safe again.” 

    Mr. Kyerematen pledged his commitment to providing support to the flood victims in the coming month and encouraged residents to remain composed, expressing hope that the District Assembly would exert substantial efforts to safeguard lives.

    The affected residents are still in dire need of government assistance as many of them have sought refuge in classrooms for safety.

    Meanwhile, during his visit to Mepe on Friday, Mr Mahama emphasized the urgent need for desilting the Lower Volta Basin, particularly focusing on the estuary at Ada. He observed that the situation had exacerbated the flooding issue, exacerbated by the release of excess water from the Akosombo and Kpong Dams by the Volta River Authority (VRA).

    Former President Mahama urged the National Disaster Management Organisation (NADMO) to swiftly take action in providing essential relief items and implementing security measures to safeguard the lives and property of the affected communities.

    He expressed regret that NADMO was hampered by a shortage of resources, hindering its ability to promptly and adequately address the citizens’ needs. He attributed this shortfall to the government’s failure to adequately support the organization.

    Cost of dialysis treatment: We are looking at subsidy or NHIS cover – Health Minister

    Health Minister, Kwaku Agyeman-Manu, has disclosed that the government is exploring the possibility of subsidizing the expenses associated with dialysis treatment for individuals afflicted by kidney diseases.

    He says the possibility of the National Health Insurance Scheme (NHIS) covering the treatment is also being considered.

    This announcement follows grievances raised by the Renal Patients Association of Ghana concerning the high costs of dialysis and treatment at the Korle Bu Teaching Hospital (KBTH) and other public healthcare facilities.

    Mr Agyeman-Manu, speaking at the 50th anniversary and Annual Congress of Medical Laboratory Scientists, stated that comprehensive consultations are underway to address the challenges surrounding dialysis treatment.

    “I have reported to cabinet and cabinet is expecting a proposal from me. This morning as I came to this function, I met with the Kidney Association of Ghana and we are all talking and we are working on certain things.”

    He added: “Yesterday, I met with some parliamentarians and we are soliciting views. We will either put it on the health insurance or government finds subsidy to bring it down, and we are probably even looking at health insurance nomenclature to see how best we can solve that.”

    Regarding the recent scarcity of anti-retroviral drugs for HIV/AIDS patients, the Health Minister assured that such a situation will not happen again. He indicated that a committee would be established to investigate the factors contributing to the shortage of anti-retroviral drugs.

    In the meantime, the Ghana Association of Medical Laboratory Scientists is advocating for the enactment of legislation to establish a Medical Laboratory Science Council tasked with regulating the profession of medical laboratory scientists throughout the country.

    The group also seeks the creation of a dedicated directorate within the Ministry of Health, operating at national, regional, and district levels, with responsibilities for overseeing Medical Laboratory services.

    The Ministry of Information has strongly denounced the assault on Akosua Otchere, a journalist from Citi FM, by National Democratic Congress (NDC) supporters in Odododiodio on Friday, October 13, 2023.

    In an official statement, the Ministry emphasized that journalists and media organizations should never be subjected to any kind of harassment, intimidation, or violence while simply carrying out their professional duties.

    “The Ministry has urged the station to formally report the incident to both the Ghana Police Service and the NMC for appropriate action to be taken against the perpetrators.”

    On Friday, October 13, 2023, Akosua Otchere, a journalist, was assaulted while providing coverage of the vetting process for parliamentary aspirants of the National Democratic Congress (NDC) in the Odododiodio constituency in Accra.

    The National Democratic Congress (NDC) has strongly denounced the physical attack on Akosua Otchere, a journalist from Citi TV/Citi FM, at the party’s regional office in South La.

    This unfortunate incident occurred during the vetting process for the upcoming Odododiodio primaries on Friday, October 13.

    In a press release, signed by the National Communications Officer of the party, Sammy Gyamfi, the NDC expressed deep regret over the incident and extended an apology to the victim.

    “The leadership of the National Democratic Congress has learnt with deep regret, an unfortunate incident that occurred at the party’s Greater Accra Regional Office on Friday, 13th October, 2023.”

    “While the party was vetting aspirants for our upcoming Parliamentary primary in the Odododiodio constituency, some aggrieved persons took the law into their hands and engaged in acts of vandalism.”

    “In the course of the pandemonium, a journalist with Accra-based Citi FM/Citi TV by name Akosua Otchere, was attacked and manhandled,” an excerpt of the release said.

    The NDC additionally stated that anyone found to be responsible for the incident will face appropriate consequences. The party emphasized its non-support for acts of violence and vandalism.

    “The NDC is a truly democratic and peace-loving political institution that upholds the critical role of the media in nation building. We neither subscribe to nor condone acts of violence of any form let alone attacks on journalists.”

    “The party takes full responsibility for this unfortunate incident and assures the general public, that we shall take immediate steps to fish out the perpetrators.”

    “All those found culpable shall be dealt with in accordance with the disciplinary rules of the party and the laws of Ghana,” the statement concluded.

    A lifeless male body was discovered floating in the Volta Lake at Asutuare in the Shai-Osudoku District of the Greater Accra Region.

    The deceased is believed to be one of the Chinese individuals engaged in tilapia farming on the lake.

    Jonathan Kwablah, the Assemblyman for the Asutuare Electoral Area, reported that he was informed about the body in the water and immediately contacted the police.

    It is suspected that the man may have gone fishing on the lake or was working on his tilapia farm and tragically drowned due to the significant spillage from the Akosombo and Kpong dams by the Volta River Authority (VRA).

    With the assistance of local community members, the Asutuare police were able to recover the body, which was in an advanced state of decomposition.

    The body was initially taken to the Akuse Government Hospital Mortuary, but it was rejected due to its deteriorated condition. Subsequently, the body was laid to rest at the Asutuare cemetery.

    Kwablah noted that the spillage had displaced over 500 residents of Asutuare and surrounding areas. It also had adverse effects on coconut plantations, and approximately 100 hectares of rice farms, which were nearing harvest, were submerged.

    The Volta River Authority (VRA) has initiated measures to control the spillage from the Akosombo and Kpong dams in response to the rising water levels, resulting in significant challenges for residents in communities along the river, including Asutuare, Akate, Ahenbrom, Meppe, and Battor.

    Former Deputy Minister of Finance, Kweku George Ricketts-Hagan, has voiced the opinion that William Ato Essien, the former CEO of the now-defunct Capital Bank, could have been prosecuted without the government having to revoke the bank’s license, resulting in its collapse during the financial sector cleanup.

    Capital Bank was declared insolvent by the Bank of Ghana (BoG) in August 2017 due to its “liabilities greatly exceeding its assets.” William Ato Essien subsequently acknowledged the severe financial challenges the bank faced, including a high number of non-performing loans, toxic assets, and insolvency, during his testimony in November 2021 as he presented his defense.

    William Ato Essien has since been convicted of embezzling over GH¢90 million in Bank of Ghana’s liquidity support that had been provided to the now-defunct financial institution.

    He initially made a ¢30 million payment in December 2022 and was required to pay the remaining GH¢60 million in installments, with the first GH¢20 million installment due by April 28, 2023. However, he managed to pay only GH¢5 million by the specified date.

    Following the missed deadline, the state submitted a request to the court to impose a custodial sentence in accordance with the agreed terms. Justice Eric Kyei Baffour, acting upon a request from Ato Essien’s lawyer, postponed the hearing regarding the custodial sentence.

    During an appearance on JoyNews’ Newsfile, the former Deputy Finance Minister suggested that the prosecution of the former bank’s founder could have been pursued without necessitating the closure of the bank.

    “You see this prosecution could have still been achieved without necessarily closing the banks. That is why I say that the bath water you can throw it away and then save the baby. The bath water in this case is the likes of Ato Essien,” he said.

    According to him, the prosecution of Mr Ato Essien will serve as a deterrent to others, adding that “those who are yet to be looked at, I hope that they are able to find the evidence to also prosecute them if they have done something wrong.”

    Akufo-Addo petitioned over MMDCEs’ salary arrears

    A collective identified as the ‘Coalition of Immediate Past MMDCEs‘ has submitted a petition to President Nana Addo Dankwa Akufo-Addo, expressing their concerns regarding the perceived delay in receiving salary differentials.

    According to a statement released by the group, the former Metropolitan, Municipal, and District Chief Executives (MMDCEs) who recently left their positions have not yet received their accumulated salary differentials for the four-year period they served the government.

    The statement, bearing the signature of Mr. Leo-Nelson Adzidogah, the group’s leader and a former MCE for Akatsi South, highlights their unease with this matter, despite having fulfilled all the necessary obligations as per the guidelines provided to them.

    “Your Excellency, with the greatest respect, we the immediate past MMDCEs deem it expedient to draw your high attention to the delay in the payment of our salary differentials which accumulated over the four years 2017 to 2021 that we conscientiously served your government.” 

    “Mr. President, since we wrote a letter of request for payment of the salary differentials, we have been told to prove whether we deserve the claim we are making.” 

    “We find it extremely unpleasant to draw the attention of your officials to the payment your government made to the NDC MMDCEs who left office in 2017,” the statement read.  

    They further argued that the NPP government paid other former MMDCEs under the NDC regime promptly, which showed the mark of a responsible government “but when it is now the turn of your appointees, the immediate past MMDCEs, your officials in charge of MMDCEs are exhibiting irritating reluctance to pay us.”

    The statement further elucidated that the slow and hesitant process of disbursing payments to the MMDCEs was significantly impeding their strong commitment to actively contribute to securing victory in the 2024 elections.

    “Your Excellency, we are now experiencing severe hardship with our families. It is difficult to survive as we have nothing to live on. The inability to accord a modicum of respect to the former MMDCEs of this government is very much irritating, worrying, and disappointing.” 

    They are therefore, humbly appealing to the President for his timely intervention, saying “We do not want the issue to get out of hand with the delay.”

    Head of IMANI Africa, Franklin Cudjoe, has criticised President Nana Akufo-Addo’s for failing to fulfill his 2016 promise to bring about transformation in Ghana.

    “I will change Ghana in 18 months if you vote for me,” then-candidate Akufo-Addo declared in November 2016 at the height of the election campaign.

    Akufo-Addo subsequently won the election, unseating the incumbent, John Dramani Mahama, and securing his first term. He later secured a victory over Mahama in the 2020 elections, marking his final term, which concludes in 2025.

    Mr Cudjoe believes that in President Akufo-Addo’s two terms in office, his leadership has been unproductive and has not lived up to its potential.

    While sharing a screenshot of Akufo-Addo’s 2016 pledge, he noted that the president has wasted the time of Ghanaians and exacerbated the challenges faced under the Mahama-led administration.

    “Of course, he has delivered. Changed Ghana from what we could live with to what we cannot even recognise. Just wasted our time kwa.”

    For about two years, the state of the economy has become a prominent and concerning subject, marked by a downturn characterized by soaring inflation, a devaluing currency, a general decline in living standards, and the burden of a high cost of living.

    The government has consistently attributed these economic challenges to the aftermath of the COVID-19 pandemic and the Russia-Ukraine conflict. As a response, the government secured a $3 billion IMF loan last year, with the first installment of $600 million already deposited into the government’s account.

    A Ghanaian resident of the Israeli city of Tel Aviv shared his experience of participating in a memorial event commemorating the victims of the Hamas attack that occurred on Saturday.

    Seth Cudjoe, a professional living in the Yehuda suburb, described how the community in his neighborhood honored the victims by lighting candles in the form of the Star of David on Thursday.

    “They were led by Rabbis who told them to pray,” Mr Cudjoe said.

    Many children joined the vigil with “colourful songs and dance, in remembrance of all those who lost their lives” during the attack, he said.

    Mr. Cudjoe, an irrigation technician residing in Israel along with his wife and their four-month-old daughter, vividly remembered the “terrifying moment” when the sirens sounded on Saturday.

    “I was scared because it was my first time in a bunker,” says Mr Cudjoe, who in the early hours of Saturday sought shelter with his family as sirens went off.

    “You could hear the sound of rockets being intercepted by the Iron Dome,” remembers Mr Cudjoe, “but when there was a blast you could feel the vibrations”.

    Over the weekend, Palestinian militants caused the deaths of over 1,300 individuals in Israel and abducted at least 150. In the Palestinian territories, particularly in Gaza, over 1,500 people have lost their lives due to Israeli retaliatory airstrikes.

    Presidential aspirant for the New Patriotic Party (NPP) flagbearer position, Kennedy Agyapong, has strongly denounced the recent assault on UTV studios by a faction with NPP affiliations.

    He expressed concern that such actions not only harm the party’s image but also pose a risk to media freedom in the nation.

    “When you want to terminate someone’s employment, pastors come to plead, chiefs intervene, and politicians issue threats, as seen when NPP members attacked UTV. I mean, what is this? You can’t do that in any country.

    “It’s unacceptable to forcibly enter a private TV and radio station simply because they don’t speak for you. These actions need to change; NPP members are tarnishing our reputation,” he said.

    The Assin Central MP also pointed out President Akufo-Addo’s prior commitments to bolster media freedom in Ghana when assuming office.

    Agyapong raised questions regarding the recent incident at UTV Studios and similar events, questioning why they had occurred despite the president’s pledge to promote a vibrant and unrestricted media environment.

    “When the president was aspiring, he pledged to liberate journalism, media. And all those things. So, what happened? That they want every TV station and the media to talk about a particular person and those that fail then attack them, so today you people and NDC who are more violent?” he added.

    Mr Agyapong made these remarks during an interview on Skyy Power Radio in the Western Region, as part of his flagbearer campaign, which also featured a Showdown March.

    The ruling New Patriotic Party (NPP) has distanced itself from the invasion of UTV studios by some of its members last Saturday, October 7, 2023.

    A group affiliated with the NPP stormed the UTV studios during the live broadcast of its entertainment program, United Showbiz shortly after it commenced.

    The show then abruptly went off air while commercials filled the screen. The group trooped in to demand the removal of musician Kwame A-Plus, from the programme for tearing up a letter said to be from the Communication wing of the NPP.

    Videos of the incident went viral on social media with many condemning the intrusion, while others questioned the state of security at the media house.

    Hours later, the Police in a statement announced that it had arrested 16 persons involved in the incident. Subsequently, institutions such as the Ministry of Information, the Ghana Journalists Association (GJA), the National Media Commission (NMC) condemned the attacked, noting that free expression and freedom of the media must be fiercely protected.

    According to the GJA, some individuals managed to escape as “30 hooligans attacked the studios of the Accra-based private television station”.

    In response to the brouhaha, the leadership of the New Patriotic Party has rendered an apology to UTV, noting that it would cooperate with the police to investigate the matter.

    Director of Communications for the NPP, Richard Ahiagbah, who engaged the press noted that the party did not sanction anyone to go and disrupt the United Showbiz programme. He is quoted to have said “We think that the attack is unacceptable, and it’s condemnable.”

    The Electricity Company of Ghana (ECG) has successfully restored power to Adidome and its neighboring areas by sourcing electricity from Juapong communities.

    This action was taken due to the consequences of the Akosombo Dam spillage.

    However, six communities, including Mafi Tsrawla, remain unconnected due to heavy rainfall, which caused extensive damage to buildings and electricity poles.

    ECG’s Volta Regional Public Relations Officer, Mr. Benjamin Obeng Antwi, explained that the team is assessing the damage and will restore power to the affected areas once the evaluation is complete.

    Mr. Antwi mentioned that ECG continues to supply electricity to the remaining towns from the Aflao Bulk Supply Point (BSP). He also noted that ECG is anticipating increased activity in the affected areas over the weekend and is in communication with GRIDCO to enhance capacity, which has been assured.

    Despite some issues of low voltage during peak hours, the voltage profile has returned to normal, allowing fuel stations, hospitals, car washes, and other heavy equipment facilities to operate efficiently.

    Mr. Antwi urged customers to adhere to necessary safety protocols before using their electrical appliances. He also pointed out that the water level at the Sogakope Bulk Supply Point is rising. Consequently, the company temporarily shut down its station in Sogakope to safeguard it from flooding, which occurred due to the dam spillage. Power has been restored in most affected areas, except for Sogakope.

    A candidate for the New Patriotic Party (NPP) flagbearer position, Kennedy Agyapong, has issued a stern caution to his party in anticipation of the presidential primaries scheduled for November 4, 2023.

    During an interview on Skyy Power FM on October 13, 2023, Agyapong noted that he would frustrate the party instead of exiting should the primaries be characterised by electoral malpractices and violence.

    He clarified, “It is not true. Condition wise, I won’t leave; I will remain, but I will frustrate you. Yes, I will frustrate you heavily.

    “What I am saying is that in the upcoming election, if they don’t repeat the chaos and violence we saw on August 26, then I do not have a problem. Whoever wins, I will support.

    “But if they repeat the events of August 26, I will give them a showdown, and there’s no two ways about it,” he said.

    He confidently stated that he outpaces Alan Kyerematen, a former NPP member who has recently departed from the party to run as an independent candidate in the 2024 elections.

    He added “I am a very fair-minded person; I am not asking too much. If nobody is beaten, the votes proceed decently, and Dr. Bawumia wins, I will support. But if there is chaos and violence… I have built my system so that I will get my results, and nobody can cheat me in the elections, so I am only asking for fairness.

    “The camping that they went to do at Kingstel Hotel, the same place where we took security there in 2016. This time they should go and camp people…if they want unity, they should stop such things because, for me, I am worse than Alan, oh yes, I am hinting to you that I am worse than Alan if there is no fairness, I will give them a showdown.”

    Kennedy will vie for the NPP flagbearer position, alongside three other competitors, namely Dr. Bawumia, Dr. Owusu Afriyie Akoto, and Francis Addai-Nimoh.

    The NPP has scheduled November 4, 2023, as the date for selecting a new leader to succeed President Nana Addo Dankwa Akufo-Addo as the head of the party.

    A youth activist from Nukpesekope, a district within Keta in the Volta region, Mr. Wonder Setsoafia Deynu, has made an earnest plea to the Ghana Education Service (GES) in the locality, urging the temporary closure of schools.

    His rationale is to ensure the safety and well-being of school children in communities affected by flooding.

    Mr. Deynu, who also serves as the President of the Concerned Youth Association of Keta, emphasized the perilous nature of the situation, deeming it a matter of utmost urgency.

    In a formal letter addressed to Gerhard Avudzivi, the Keta Municipal Education Director, Mr. Deynu pointed out that Keta has been grappling with an unprecedented and sustained period of heavy rainfall, resulting in severe flooding in the region.

    “The floodwaters have inundated streets, residential areas, and have encroached upon the premises of the schools,” it stated. 

    Mr. Deynu, who also holds the position of Deputy Constituency Communication Officer for the National Democratic Congress (NDC) in Keta, additionally emphasized that the current circumstances had generated perilous conditions affecting children, school staff, and the general public.

    “It was necessary to request from the Municipal Education Department to consider temporary closure of all basic schools within the affected areas in order to avoid any untoward situation.”  

    He further requested the GES to ensure that parents and guardians are kept well-informed about any forthcoming updates and significant decisions regarding the closure of schools, employing appropriate communication channels.

    A tour of the coastal communities by the Ghana News Agency (GNA) revealed the extensive damage inflicted on numerous areas as a result of the Akosombo dam’s discharge.

    In the meantime, the submerged Keta Municipal Library has already been shuttered.

    The Black Stars, under the management of head coach Chris Hughton, experienced their first loss in six matches, conceding two poorly defended goals in the second half.

    In a statement signed by GJA’s General Secretary, Kofi Yeboah, the organization strongly condemned the attack on Ms. Otchere while she was carrying out her professional duties.

    The GJA also urged both government and non-government entities, as well as the international community, to denounce this incident.

    On Friday, October 13, 2023, Akosua Otchere was subjected to an attack while she was reporting on the vetting process of potential parliamentary candidates from the National Democratic Congress (NDC) in the Odododiodio constituency in Accra.

    During this incident, Ms. Otchere was assaulted by individuals associated with the NDC, who forcibly twisted her hand and confiscated her mobile phone. The attack occurred as members from one of the candidate’s groups vandalized party property, including chairs and an air conditioner, and hurled stones at the vetting committee, alleging unfair treatment on their part.

    The GJA roundly condemns the attack on Akosua Otchere in the line of duty and calls on state and non-state actors, as well as the international community to condemn same.

    What happened at the offices of the Greater Accra Regional Branch of the NDC on Friday was an act of insanity that must not be allowed to fester in our body politic, and so we urge the Police to act swiftly to arrest and prosecute the thugs in order to help sanitise the political space, especially in respect of assault on media practitioners by political actors.

    For the records, we wish to emphasise that the City FM/TV News Team were at the NDC Regional Office to perform a public-interest duty and they were properly and professionally clothed in respect of identity.

    The GJA has taken ‘editorial notice’ of press statements issued by the NDC’s regional and national leadership condemning the attack on the journalist, apologising for the “highly irresponsible” act and giving assurance to deal with the party’s thugs who indulged in that dastardly act.

    While waiting for action beyond the rhetoric by the regional and national leadership of the party, the GJA wishes to serve notice, with deep ink, to political parties and the general public that henceforth, any assault on journalists and the media shall be repelled with the strongest weapon we can marshal.

    The GJA has put its legal team on standby as we prepare to meet the Inspector-General of Police on Monday to discuss pertinent matters, including the recent attacks on the Citi FM/TV journalist and UTV.

    The GJA will go every length under the law to deal with political actors and individuals who may attack journalists as we gear up for the 2024 electioneering.

    We call on political parties in particular and other stakeholders to educate their members to refrain from attacking journalists and learn to channel their grievances, if any, through the appropriate avenues as dictated by the rule of law and practised in civilised states.

    Once again, we encourage journalists and media practitioners never to be intimidated by such attacks; rather, we must defy them and always stay faithful to the public interest.

    The media will continue to serve as a bridge between the government and the governed, and no individual or group will be allowed to destroy that bridge, no matter the tactics they may employ.

    Finance Minister Ken Ofori-Atta has announced that Ghana has obtained the required commitments from both China and France regarding the establishment of a Memorandum of Understanding (MoU) for the restructuring of Ghana’s external bilateral debts.

    “We have met the Central Bank Governor of China and we don’t perceive any opposition or reluctance in participating positively when it comes to the Memorandum of Understanding on restructuring of our external bilateral debts” Mr Ofori-Atta said.

    He added: “The Chinese government within the past months is close to reaching a similar deal with Zambia, Sri Lanka and Suriname, so following that trend, we expect some similar cooperation from them when it comes to Ghana”.

    While speaking with journalists during the Annual International Monetary Fund/World Bank meetings in Marrakesh, Morocco, the Finance Minister highlighted that Ghana’s participation in the G20 Common Framework demonstrated its effectiveness in addressing the debt challenges faced by countries, emphasizing the availability of mechanisms for debt restructuring.

    “We have made tremendous progress under this framework compared to other countries on a similar path,” the Minister said.

    Last week, Ghana achieved a staff-level agreement for the initial program review with the International Monetary Fund (IMF). This agreement sets the stage for the IMF staff to send Ghana’s report, following the review, to the board for approval and disbursement of the second installment, which amounts to $600 million under the IMF program. However, prior to this disbursement, Ghana must secure a Memorandum of Understanding from its External Bilateral Creditors. This step is crucial for gaining approval from the IMF Board during its meeting in the third week of November 2023.

    During discussions with journalists at the Annual IMF/World Bank meetings in Marrakesh, Morocco, the Finance Minister expressed confidence in meeting this deadline. He emphasized that they have engaged in productive discussions with bilateral partners in recent weeks.

    The Finance Minister is optimistic that economic stability will be restored soon, thanks to the government’s ongoing programs and its commitment to prudent fiscal management, particularly in an election year.

    It has been reported that the World Bank is prepared to contribute around $300 million to support the Ghana Financial Stability Fund if Ghana successfully completes the first program within the fund. Additionally, the African Export-Import Bank (Afreximbank) and several of Ghana’s donor partners are also expected to provide financial support.

    Notably, China and France currently co-chair the Official Creditor Committee established on May 12, 2023, under the common framework for debt treatment. Ghana’s Bilateral Lenders formed an official creditor committee earlier this year, tasked with negotiating the possible restructuring of the country’s debts, which amount to approximately $13 billion. Among these creditors, China holds the largest share, with external debts totaling about $1.7 billion.

    The Finance Minister also disclosed that the government is aiming for economic growth to surpass 2.5 percent by December 2023.

    “The IMF expected Ghana to do averagely about 1.5 percent, but they have already indicated that they will be reviewing that projection going forward” and we believe that we are going to do better when it comes to the expansion of the economy”the Minister of Finance revealed.  

    He added “We are committed to instituting programmes that will help sustain the numbers that we are witnessing when it comes to growth.”

    The Minister further emphasized that, throughout these endeavors, the government remains committed to addressing the issue of youth unemployment. To this end, new programs will be introduced to tackle youth employment challenges.

    On the rising Treasury Bills Rate, the Finance Minister noted “It is a real concern, but everything is being done to lower the rates.”

    “Treasury Bills is always a battle between inflation and growth and I believe that the Bank of Ghana is taking measures to help deal with the challenge,” the Finance Minister added.

    “Government is also working to ensure that some incentives are put in place as well resources when it comes to lending for the private sector,” Mr Ofori-Atta disclosed.

    The commentary on Ghana is positive and Ghana is fully committed to the IMF programme and staying on course even though some tough measures needed to be taken,” said the Minister.

    In a recent report, the IMF raised apprehensions regarding the tax incentives granted by the Ghanaian government to businesses and investors, and the potential impact on the nation’s economy and revenue generation capacity.

    However, in response to these concerns, the Finance Minister clarified that the legislation to revise these tax exemptions is presently under parliamentary review. The government is resolutely dedicated to ensuring that these incentives are allocated to businesses with genuine need for them.

    “Measures are also been taken to ensure that in taking these measures it doesn’t impact negatively on the economy and Foreign Direct Investment,” the Minister of Finance added.

    Mr. Ofori-Atta made this statement during a press briefing on the sidelines of the ongoing IMF/World Bank Annual Meetings in Marrakesh.

    The Finance Minister also revealed substantial advancements regarding the debts in the energy sector and the essential reforms that Ghana must implement within the framework of the IMF program.

    The Minister noted that “We are happy that IMF has also accepted our energy recovery programme as well.”

    Reports of a strike on a convoy of vehicles heading towards southern Gaza surfaced yesterday evening. Videos revealing the devastation at the scene quickly followed.

    BBC Verify has verified that the strike occurred on Salah-al-Din street, one of the two evacuation routes from north Gaza to the south.

    The road had been congested all day as Gazans in the north heeded Israeli warnings to leave the area.

    The graphic footage shows at least 12 deceased individuals, primarily women and children, with some appearing to be as young as two to five years old. The shadows in the video suggest it was filmed at around 17:30 local time.

    Most of the casualties are observed on the back of a flatbed truck, while others are scattered on the road. Various damaged vehicles are also strewn around the vicinity.

    The Palestinian Health Ministry claims that 70 people perished at the scene and attributes the attack to Israel.

    The Israel Defense Force (IDF) states that it is conducting an investigation but alleges that its adversaries are attempting to hinder the departure of civilians from the north.

    Deputy Attorney General Alfred Tuah Yeboah has expressed satisfaction with his office’s achievement in recovering approximately GH¢37 million from the former Chief Executive Officer of the defunct Capital Bank, Ato Essien, prior to his sentencing.

    Although the Deputy AG acknowledges that the retrieved amount falls short of the full GH¢90 million he was required to pay, he emphasized that obtaining this sum is preferable to nothing at all.

    During an interview on TV3 on Saturday, October 14, Mr. Yeboah highlighted that this recovery marks the largest amount the state has managed to reclaim in any criminal prosecution under the Fourth Republic.

    He pointed out that there are instances where convicted individuals serve their sentences or receive pardons, only to return and enjoy their ill-gotten gains at the state’s expense.

    “I can say without any fear of equivocation that since the Fourth Republic, there has not been any criminal prosecution that the state has been able to recover GH¢37 million. So, this is a good step because sometimes, some accused persons go to jail and return or are pardoned and they come back to enjoy their booty and nothing comes to the state.”

    “So I agree that this is not even half of the amount but it is better than nothing at all.”

    The Deputy Attorney General had previously emphasized that the state’s determination to recover the GH¢53 million from the convict would not waver. He firmly asserted that the amount would not be relinquished for any reason, as it is essential for the state.

    The Deputy AG also disclosed in an earlier interview with Joy News that the encumbered assets of the convict would be identified and seized.

    William Ato Essien was sentenced to 15 years of imprisonment with hard labor by Justice Eric Kyei Baffour. His incarceration stemmed from his failure to fully reimburse the state the GH¢90 million he had previously agreed to pay.

    In December 2022, he initially made an upfront payment of ¢30 million and was expected to provide GH¢20 million as the first installment of the outstanding GH¢60 million by April 28, 2023. However, he could only manage to pay GH¢5 million. In May, he was given until July 4 to liquidate his assets and pay the state GH¢55 million, but this deadline passed without any payments being made.

    The state subsequently submitted an application to the court, requesting a custodial sentence in accordance with the agreed terms. Justice Eric Kyei Baffour, upon a request from the convict’s lawyer, postponed the hearing of the application to impose a custodial sentence.

    Meanwhile, a private legal practitioner, Kweku Paintsil, has noted that Ato Essien’s imprisonment is not a surprise. According to Mr. Paintsil, Mr. Essien’s jail term is not related to his ability to pay the judgment sum; instead, it is the natural consequence of his non-compliance with the court’s agreed terms.

    “The conviction that came as a result of his non-compliance or failure to pay the money ordered by the court is not surprising. It is the natural consequences of his non-compliance,” he told Blessed Sogah on Thursday, October 12, 2023.

    William Ato Essien, Reverend Fitzgerald Odonkor, and Tetteh Nettey, a former Managing Director of MC Management Services owned by Mr. Essien, faced charges encompassing 23 counts, including conspiracy and stealing from the GH¢620 million liquidity support allocated to the bank by the Bank of Ghana (BoG). This support was intended to help the bank manage its maturing debt.

    According to the prosecution, the accused individuals orchestrated their scheme by opening various bank accounts with Capital Bank. Through these accounts, they facilitated the transfer of the GH¢620 million BoG liquidity support, while other portions of the funds were transported in jute bags to Ato Essien.

    Ato Essien was sentenced to 15 years of imprisonment with hard labor after being convicted of embezzling over GH¢90 million in Bank of Ghana’s liquidity support provided to the now-defunct financial institution. Despite being granted multiple opportunities to reimburse the state, he failed to repay the full amount.

    In December 2022, he initially paid GH¢30 million and was required to make a GH¢20 million initial installment of the outstanding GH¢60 million by April 28, 2023. However, he could only manage to pay ¢5 million.

    Mr. Ricketts-Hagan, speaking on JoyNews’ Newsfile on Saturday, October 14, argued that, due to the inherently self-centered and self-interested nature of human beings, even those with the best intentions may seek to maximize their own gains.

    This is precisely why, he contended, central banks and other regulatory bodies exist to oversee such activities. However, the weaknesses in the bank’s regulatory system allowed Mr. Ato Essien to evade accountability for his actions.

    “It is clear that it is not only the board that failed in its fiduciary responsibility in terms of governance but the Central Bank itself also failed in its supervisory and regulatory responsibilities,” he said.

    He expressed surprise that some board members of the bank and officials from the Bank of Ghana have not faced questioning regarding the matter.

    On the same program, Sylvester Tetteh, the Member of Parliament for Bortianor-Ngleshie Amanfro, praised the Attorney General for successfully recovering GH¢37 million from Ato Essien. Tetteh, who also serves as the Vice Chairman of Parliament’s Communications Committee, commended the AG’s office for this achievement, highlighting that it is one of the largest amounts the state has been able to recover from a criminal case under the Fourth Republic.

    He emphasized that, if this money had not been retrieved, the convict would have been able to enjoy his gains at the expense of the state upon his release from prison.

    Tetteh called on the Attorney General to include the board members who are believed to be implicated. He suggested that unless this is done, the conviction of Ato Essien alone may not serve as a sufficient deterrent to dissuade others from engaging in such illegal activities.

    “I think this is good for the country because a lot has been lost in respect of this banking sector clean-up because we had an ailing banking sector and if that hadn’t been done, it would have been a catastrophic event.”

    “So I think the Attorney General and the investigators have done a good job for the recovery made.”

    Former President and the 2024 flagbearer of the National Democratic Congress (NDC), John Mahama, has appealed to the Volta River Authority (VRA) to expedite their efforts in assisting residents in communities along the Volta River who have been affected by the spillage from the Akosombo Dam.

    The flooding caused by the spillage has led to the evacuation of numerous communities in the north, south, and Central Tongu districts of the Volta Region.

    As a result, many residents are left with no alternative but to attempt to salvage their remaining belongings. On Friday, Mr. Mahama conducted a visit to areas in Sogakope and Sokpoe to assess the consequences of the spillage and engage with the affected communities and families.

    The situation is critical, with even the staff of Comboni Hospital having to evacuate their quarters and take refuge under a pavilion. Patients have also been discharged, leaving only ten individuals in critical condition. If the water levels do not recede soon, they may also need to be discharged.

    “It’s heartbreaking that we may have to let go of these patients,” a nurse said. “But if things don’t get better, we won’t have any other choice.”

    Following his visit and discussions with residents, as well as management and staff of the Comboni Hospital, the former President emphasized the importance of the VRA promptly delivering the promised relief support to the impacted communities.

    In his words, “This is about people’s lives. I will thank the VRA and appeal to them to expedite their efforts because the people are in need. We must help them to cope with the situation.”

    He expressed his disappointment over the National Disaster Management Organization (NADMO) being unable to provide assistance to the affected communities, primarily due to the absence of relief items.

    Moreover, he observed that the spillage was a consequence of substantial inflows from areas upstream of the dam due to heavy rainfall in the northern regions of the country. He offered advice to the VRA, suggesting that they should contemplate river desilting as a proactive measure.

    “If you don’t spill, it is possible that the dam can give way, and that will be more catastrophic, especially down the southern Volta. But we must dredge so that the extra volumes of water can flow faster. For example, under the Volta Bridge is silted. If it is de-silted, the water will flow away faster.”

    To underscore the pressing need for relief initiatives and the gravity of the situation affecting the people, Mr. Mahama raised the possibility of the hospital having to request families to take custody of the 300 deceased individuals from the mortuary and arrange alternate accommodations for them.

    “We need the government to take this seriously,” a community leader told Mr Mahama. “The lives of our people are at stake, and their well-being should be a top priority.”

    On Thursday, the Kogi State Police Command apprehended an individual named Goodness Oshodi, accused of attempting to bury his younger brother, Friday Oshodi, alive.

    This drastic act was allegedly in response to Friday’s theft of N10,000 (equivalent to about GHS150) belonging to their mother.

    The incident occurred in the Apamisede community, situated near the Army Barracks in Adavi Local Government Area, on the outskirts of Lokoja, Kogi State. Fortunately, a kind-hearted neighbor intervened and saved the boy’s life by exhuming him.

    An eyewitness, who requested anonymity, reported that the mother of the boys had instructed her eldest son, Goodness Oshodi, to discipline Friday for the theft of N10,000. In compliance with their mother’s directive, the elder brother opted to bury Friday alive until a compassionate neighbor stepped in to rescue him.

    Expanding on the incident, the eyewitness revealed that when questioned about his decision to bury his younger brother alive, Goodness explained that he was simply following their mother’s directives. She had instructed him to discipline his brother for the theft of her N10,000.

    The eyewitness added that, in response to inquiries regarding their mother’s whereabouts, Goodness explained that she was attending a church service.

    SP William Aya, the State Police Public Relations Officer, confirmed the incident and informed that the boy had been apprehended and was currently undergoing questioning.

    “Yes, we are aware. The boy (Goodness) has been arrested. Investigation is ongoing as to why and how such a thing could happen,” Aya said.

    The National Chairman of the National Democratic Congress (NDC), Johnson Asiedu Nketiah, has addressed the recent anti-corruption commitments made by Assin Central Member of Parliament, Kennedy Agyapong.

    In an interview with Oyerepa TV earlier in the week, Johnson Asiedu Nketiah, popularly known as General Mosquito, asserted that Agyapong, who is currently an aspirant for the New Patriotic Party (NPP) flagbearer position, is involved in the corruption within the government.

    However, he suggested that Agyapong is positioning himself as a virtuous figure to garner votes in the presidential primaries scheduled for November 4.

    “He is pretending, knowing that Ghanaians are tired of the rot and corruption currently going on, he is positioning himself as an anti-corruption crusader to get their support to win an election but he doesn’t have any intention of winning and coming to fight corruption,” he stated.

    Mr Agyapong is set to compete for the NPP’s flagbearer position, alongside three other contenders, namely Vice President Dr. Mahamudu Bawumia, Dr. Owusu Afriyie Akoto, and Francis Addai-Nimoh.

    The NPP has scheduled November 4, 2023, for the election to choose a successor to President Nana Addo Dankwa Akufo-Addo as the party’s leader.

    Private legal practitioner Martin Kpebu has asserted that the prosecution of the Capital Bank case will remain incomplete until the board chairman of the defunct bank, Dr Mensa Otabil, who is also the founder and General Overseer of the International Central Gospel Church (ICGC), is also subjected to legal action.

    Former Chief Executive Officer of the defunct Capital Bank, William Ato Essien, along with Rev. Fitzgerald Odonkor and Tetteh Nettey, a former Managing Director of MC Management Services, faced charges on 23 counts.

    These charges included conspiracy and misappropriation of funds from the GH¢620 million liquidity support provided to the bank by the Bank of Ghana (BoG) to assist in servicing its maturing debt.

    The prosecution stated that the accused individuals established various bank accounts with Capital Bank, through which they transferred the GH¢620 million in BoG liquidity support. Additionally, some of the funds were transported in jute bags to Ato Essien.

    On October 13, Ato Essien, the former Chief Executive Officer of the defunct Capital Bank, received a 15-year prison sentence with hard labor. This verdict stemmed from his failure to fully repay the GH¢90 million debt owed to the state, despite multiple opportunities provided to him.

    Reacting to the court’s decision during a panel discussion on TV3 on Saturday, October 14, Mr. Kpebu emphasized the necessity of prosecuting all individuals involved in the case equally.

    He argues that Mr. Essien, as the CEO, could not have embezzled the GH¢90 million for which he was convicted without involvement from the board chairman and board members, who are yet to be held accountable.

    “We didn’t do enough forensic investigation into this matter. Because if you look at the monies involved, the board chairman cannot be excluded.”

    “So I think we didn’t do a good investigation on the matter. This money is too colossal for us to say that the board chair does not have a question to answer.”

    In 2018, Dr Mensa Otabil, explained his managerial role at the now-defunct Capital Bank.

    In a statement issued over his role in the collapse of Capital Bank as Board Chairman, Pastor Otabil explained that his “position was a non-executive role”, but pointed out that “some decisions made turned out well while some did not turn out as well as had been anticipated.”

    Meanwhile, Deputy Attorney General Alfred Tuah Yeboah, has expressed appreciation for his office’s accomplishment in recovering GH¢37 million from the Ato Essien prior to his imprisonment.

    Despite acknowledging that the recovered amount falls short of the full sum the convict was required to repay, the Deputy Attorney General emphasized that it’s preferable to have this partial recovery than nothing at all.

    He further noted that this is the largest sum the state has managed to reclaim through criminal prosecution since the Fourth Republic. He elaborated on the concern that, at times, convicted individuals serve their sentences or receive pardons and then return to enjoy their ill-gotten gains at the expense of the state.

    “I can say without any fear of equivocation that since the Fourth Republic, there has not been any criminal prosecution that the State has been able to recover GH¢37 million. So this is a good step because sometimes, some accused persons go to jail and return or are pardoned and they come back to enjoy their booty and nothing comes to the State.”

    “So I agree that this is not even half of the amount but it is better than nothing at all,” he said in an interview on TV3.

    In earlier media engagements, the Deputy Attorney General affirmed the state’s unwavering commitment to reclaim the outstanding GH¢53 million from the convict. He stressed that this sum would not be relinquished for any reason, as it holds great significance for the state.

    In an interview with JoyNews, the Deputy AG outlined the strategy for retrieving the funds, explaining that the convict’s encumbered assets would be identified and confiscated. This process would be carried out through a civil action initiated against the convict.

    Why Ato Essie has been jailed

    Ato Essien has been jailed for his failure to fully satisfy the GH¢90 million debt he had agreed to pay to the state, despite multiple opportunities provided to him.

    In May 2023, the court granted him a two-month window to make the initial payment of GH¢20 million out of the GH¢60 million he owed. Regrettably, Ato Essien was unable to meet this directive.

    Ato Essien had previously been convicted in December 2022, having reached an agreement with the state under section 35 of the Courts Act to avoid serving a custodial sentence. 

    In lieu of imprisonment, he had been tasked with a GH¢90 million debt obligation by the court. This sum was agreed upon to be paid by the end of 2023, with an initial payment of GH¢30 million made in December 2022, and the remaining amount divided into three equal instalments due in 2023.

    The first instalment was expected to be paid by the end of April 2023, failure of which would result in a jail sentence. However, by the end of April, Ato Essien had only paid GH¢6 million of the GH¢20 million instalment.

    The state subsequently filed an application requesting the court to impose a custodial sentence, as the terms of the agreement stipulated that a failure to adhere to the payment plan would lead to imprisonment.

    Upon request by Ato Essien’s legal team, Judge Justice Eric Kyei Baffour deferred the hearing of the application to impose a custodial sentence. 

    Ato Essien’s lawyers argued that agreements had been made with a company for the liquidation of some of his properties to cover the debt. However, it was revealed that only an additional GH¢2 million had been paid, bringing the total of the first instalment to GH¢8 million, with a remaining GH¢12 million.

    In summary, out of the GH¢90 million debt, Ato Essien had paid only GH¢38 million, leaving a balance of GH¢52 million unpaid. 

    This led to his 15-year imprisonment with a hard labour sentence.

    Former President John Dramani Mahama has urged the government to take swift and decisive action in addressing the extensive flooding affecting three constituencies in the Volta Region.

    The Volta River Authority’s (VRA) decision to release surplus water from the Akosombo Dam, a measure aimed at preventing a potential dam collapse has led to flooding in several areas in the Tongu districts and other areas.

    Following his visit to the affected areas, Mr Mahama expressed his concerns to the media, characterizing the government’s response as somewhat lackadaisical.

    He emphasized that his visit aimed to highlight the urgent need for the government to take immediate action.

    “I think that this visit will let government and whole of Ghana see what is happening, it is not just a story which is being told by people, it is the reality of people’s lives following spillage of the Akosombo Dam.”

    “It happens once in a while not every year, it is an effect of climate change… we have to see how to adapt. I think that the approach has been a bit lackadaisical, actually that is why I came, so that it will let them see that this is real. Sometimes, if you read in the media, you think that this isn’t real,” he said.

    Meanwhile, the government has formed an inter-ministerial committee to tackle the recent floods resulting from the discharge of water from the Volta and Kpong Dams by the Volta River Authority (VRA).

    An October 13 statement from the Ministry of Information said, president Nana Addo Dankwa Akufo-Addo had ordered the setting-up of the team to “coordinate government’s response to the unfortunate flooding of some communities following spilling from the Volta Dam.”

    The thirteen-member committee will be headed by Chief of Staff, Akosua Frema Osei-Opare.

    The other members of the committee include the Minister of National Security, Albert Kan-Dapaah; Minister for the Interior, Ambrose Dery; Defence Minister, Dominic Nitiwul; Energy Minister, Dr. Matthew Opoku Prempeh; Finance Minister, Ken Ofori-Atta and the Minister of Local Government, Daniel Kwaku Botwe.

    Other members are Minister of Works and Housing, Francis Asenso-Boakye; Minister for Roads and Highways, Kwasi Amoako-Attah, Minister for Environment, Dr. Kwaku Afriyie; Minister for Sanitation, Freda Prempeh; Minister for Lands and Natural Resources, Samuel A. Jinapor and the Minister for Information, Kojo Oppong Nkrumah.

    On the other hand, the Member of Parliament (MP) for the North Tongu Constituency, Samuel Okudzeto Ablakwa, has called on the VRA to reduce the discharge of water from the Akosombo Dam. His primary concern is to ensure the safe evacuation of all residents affected by the flooding.

    Mr Ablakwa has expressed his deep concerns about the devastating impact of the discharge and has requested immediate relief supplies for the affected individuals.

    The Sogakope Bridge is facing a potential flood threat due to the ongoing spillage of the Akosombo Dam.

    The floodwaters have risen nearly to the uppermost parts of the bridge’s pillars, which stretches over a length of 650 meters.

    In response to this situation, the Ghana Navy has been mobilized to remove the vegetation that is obstructing the flow of water beneath the bridge.

    The significant piece of infrastructure connects Sogakope and Sokpoe over the Volta River.

    The Volta River Authority (VRA) is cautioning residents to brace themselves for further spillage, as engineers at the hydro dam are unable to predict when the operation will conclude.

    The VRA began releasing excess water from the Akosombo and Kpong hydro dams on September 15, in response to rising water levels. Presently, the inflow into the reservoir is approximately 400,000 cubic feet per second, while the authority is spilling roughly 183,000 cubic feet of water. The duration of the spillage remains uncertain.

    Ing. Kenneth Arthur, the Deputy Chief Executive of the VRA in charge of services, disclosed this during an assessment of the spillage by a government delegation led by Deputy Minister of Energy, Herbert Krapah.

    Consequently, the spillage has caused the displacement of thousands of people living along the Lower Volta Basin, resulting in significant property losses valued at millions of cedis. Nine districts have been affected so far, with the South, Central, and North Tongu districts in the Volta Region being among the hardest hit.

    Many residents are evacuating to seek safety, while others are attempting to salvage their belongings in the midst of the ongoing spillage.

    Although the VRA claims to have alerted residents along the lower Volta Basin in advance, the scenes of unprepared evacuations and destruction indicate that the warnings were insufficient.

    Speaking on Joy FM, Felix Ayiku, a resident of Mepe, lamented the inadequacy of communication with the residents in the affected areas.

    “You will see a press release on social media which is not very good for the local people, because, a lot of people don’t even have smartphones, the old people don’t understand how these things work,” he said via Joy SMS on Thursday, October 12.

    “Social media is not the best way. There are letters flying around but [only] we the young people see them. We saw it, we tried to [understand] what they really mean.”

    According to him, about 2,000 households in his community have been inundated by floodwater.

    He is saddened adding “We need adequate education so people can be fully prepared for this kind of events.”

    “It’s really sad… I saw old people, aged people struggling to get water to drink.”

    The National Service Scheme (NSS) has issued a warning to all national service personnel regarding the spread of misinformation on NSS reposting through social media.

    The NSS has identified an individual named Mr. Victor NSS, reachable at phone number 054831412, as the source of false information regarding the deployment systems for service personnel in the Teaching, Agriculture, and Accounting Aid sectors.

    The Scheme continued to reveal that, the “Mr. Victor NSS” is luring unsuspecting NSS personnel to contact him and pay some amount of money for a change of postings. The NSS maintains there is no such arrangement.

    “The Scheme does not know any such person as MR. VICTOR NSS. No such individual has been contracted to deal with the public for and on behalf of the Scheme.”

    “Management therefore wishes to strongly advise all National Service Personnel and the public to ignore the false information being circulated, and any other similar falsehoods, and to treat them with the contempt that they deserve,” it stated.

    The NSS management has advised individuals with valid reasons for requesting a change of their assigned posting location to visit their nearest NSS office to make such a request.

    “Finally, Management wishes to advise all national service personnel and the public to directly contact any of the Scheme’s Regional or District Secretariats, or the headquarters to have their grievances addressed,” it added.

    Notably, this achievement ensures these schools an automatic qualification for the 2024 edition of the competition.

    Eight schools have managed to outperform previously seeded schools, thus earning their status as fresh entrants.

    Among these newcomers is Wesley Girls’ SHS, who, after an eight-year absence, began their journey at the regional stage and progressed to the preliminaries. Mpraeso SHS also made their mark by defeating Ghana National in a revenge match.

    Achimota School, following their defeat by St. Augustine’s in the previous year, made a remarkable comeback.
